airports

understand

stakeholders

how

airport
operates
today,
but
so
far
from
the
staff
that
you
have
here
today,
there's
been

great
foundation
laid
and
I
think
also
from
this
Advisory
Committee
in
the
leadership
from
it,
I
see
a
lot
of
really
good
fishermen,
other
facilities.
So
I'm
happy
to
be
here
happy
to
be
a
part
of
it
and
pleasure.

a
lovely
community
everybody's
been
very
supportive
and
friendly
and
active
in
the
airport,
which
you
know
a
lot
of
times.

don't
see
that
and
it's
good
to
see
that
people
are
interested.

that
they
see
it

asset

times

can
go
the
opposite
way.

obviously
is

big
expenditure
and

materials
for
maintenance
for
the
airfield
and
plus

building
itself

airport
grounds.

see
a
local
matching

$50,000,
that's
the
Texas
rent
grant
so.

opened
again
for
a
20/20,
we
put
this
in
to
kind
of
showcase.
You
can
look
at
an
airport
environment,
obviously
with
the
FAA
revenue,
so
you
can't
use
it
for
certain
things,
but
we
do
want
to
show
especially
down

City
Council
in
to
the
citizens
of
Laredo,
that
there
are
things
that
happen
with
Airport
revenue
that
support
the
local
community
and
I.
Think
this
showcase
is
part
of
it.

We're
the
only
other
department
that
has
a
fire
station
and
we
do
fully
support
that,
along
with
the
building,
was
90%
funded
for
AIP
grant
with
Airport
revenue,
which
I
think
is
important
also
for
the
citizens
to
know
that.
That's
not
taxpayer
dollars,
that's
Airport
user
fees,
so
this
is
once
again
trying
to
showcase
kind
of
that
message.

So
this
is
once
again
going
back
to
kind
of
that
source
and
giving
you
know
city,
we
kind
of
see
what
we
do
here
with
the
Branson
and
the
funds
that
we
generate
also
from
those
facilities
once
again,
because
that
kind

showcasing
that
picture
of
the
airport
does
not
work
with
it
inside
out.
When
you
see
grants
to
see
money
coming
into
the
airport
facility,
you
see
they
go
across.
The
whole
city
is.

Once
again,
this
is
showing
the
FAA
boys
grants
the
total
funding
of
37
million
dollars
coming
in
90%
grants
from
the
federal
aviation
administration,
the
federal
government,
matched
10%
locally
and
10%
locally,
being
Airport
revenue.
So
the
fees
we
collect
from
fuel
flowage
landing
and
from
threats,
but
not
from
the
general.

And
we
also
wanted
to
showcase
the
capital,
improvement
grants
and
the
amount
of
money
I
think
the
story
here
is
said
previously,
this
airport
number
seven
for
me,
but
a
testament
to
LC
and
Alejandro
about
how
successful
they've
been
with
discretionary
funding
an
airport.
This
size
typically
received
around
one
and
a
half
million
dollars
a
year
and
entitlement
money.
So
if
you
look
over
ten
years,
you'd
be
fifteen
million
dollars.
So
one
hundred
and
ten
million
really
shows
the
relationship
that
they
have
at
the
FAA
that
they
can
bring
to
the
community
and.

Of
the
things
we
highlighted
down,
there
is,
as
we
look
at
this,
the
companies
that
are
doing
these
construction
projects,
whether
it's
a
ramp
or
tekserve
runway
most
of
time,
they're
local.
So
these
everybody
that
goes
back
into
the
community
so
directly
and
directed
engine
induced
revenues.
So
it's
important
I
think
to
paint
that
story.
Some
of
the
things
that,
for
the
last
four
months
that
I've
been
here
is
you
know
so
what
if
we
build
a
longer
runway
but
doesn't
get
a
Southwest
which
it
does
help?

So
when
we
look
at
upcoming
projects,
we
want
to
look
at
the
fee
schedules,
so
we
are
basically
the
cheapest
airport.
In
Texas
we
haven't
looked
at
our
fuel
flow,
which
means
we
haven't
looked
at
air
and
feeds
since
about
2003
2004
timeframe,
so
about
15
years
or
so
they
haven't
been
adjusted
or
looking.
So
we
want
to
go
back.

One
of
the
things
in
the
industry
today,
that's
expected
are
things
like
revenue
guarantees
revenue
guarantees,
it's
illegal
for
an
airport
to
do
that
were
there
for
funds.
So
it's
a
commitment
that
comes
from
the
community,
whether
that's
in
the
city
or
business
enterprises,
but
so
that
we
could
take
a
study
like
this
and
show
if
you
give
them
revenue
guarantee
of
eight
hundred
thousand
dollars
to
a
particular
airline.

You
can
see
five
million
dollars
and
gross
domestic
product
for
the
rail
region
and
I
think
that
helps
you
start
talking
specific
numbers
rather
than
in
theory.
So
a
study
like
that
will
help
us
to
show
our
direct,
indirect
and
induced
impacts
into
the
community.
We're
kicking
off
even
right.
Now,
fuel
farm
improvements
we've
been
working
with
the
ATP
there's
some
regulatory
issues
over
there
hasn't.
This
is
a
fuel
farm
on
the
west
side.

If
you
look
at
the
fuel
farm
over
here
by
FedEx,
that
really
wasn't
want
to
emulate
that,
on
the
other
side,
this
fuel
farm
is
top-notch,
got
great
lighting.
It's
the
wiring,
the
fuel
safety
signs.
All
that
is,
is
up
to
standards
with
FAA
regulations.
On
the
other
side,
there's
a
lot
of
work
to
be
done,
so
we're
kicking
off
with
a
repaving
project
which
we
started
and
then
working
with
some
of
the
local
fixed
base
operators
for
improvements,
passenger
boarding,
bridges,
improvements
looking
at
to
this
next
year
as
well.

It's
one
of
the
bigger
complaints
that
we
have
from
customers
from
the
airlines,
along
with
the
restrooms
and
the
terminal,
and
also
one
of
the
biggest
things
with
our
restrooms,
is
really
our
subject.
If
the
men's
or
women's
bathroom
goes
down,
that's
it
on
either
side.
So
it's
it's
something
that
we
need
to
work
towards
to
improve.
They
need.
The
bones
of
this
terminal
are
great,
but
it
was
built
in
a
post-911
world.

Now
we
have
to
start
looking
at
the
checkpoint
and
start
looking
at
our
restroom
facilities
and
modernizing
and
creating
a
sense
of
place
for
Lorado.
It's
a
very
sterile
feeling
right
now
within
the
terminal
and
a
lot
of
times
when
we
see
our
customers,
you
know
they're
business
travelers
are
coming
in
the
only
taste
they
get
at
Laredo
a
lot
of
times.

It's
the
airport,
wherever
their
business
meeting
is
but
back
out
so
when
working
with
the
conventions
visitor
you're
about
bringing
in
that
sense
of
place
to
the
terminal
and
improving
the
overall
environment
in
here,
I
mean
the
terminal
itself.
The
structure
is
really
good
this.
How
do
we
improve
some
of
those
customer
oriented.

Take
we
just
have
an
inspection
done
on
it
and
it
takes
care
and
you
have
to
maintain
it.
So
that's
something
that
you
have
to
continue
to
operate
as
a
facility
and
the
perimeter
road
repairs.
You
know
we
have
premiere
roads
that
lead
both
run
the
south
and
the
north
side.
Those
are
starting
to
show
their
age
we're
starting
to
show
issues.
Brooks

know
we
just
working
with
Public
Works
right
now
to
improve
some
of
those
locations,
but
we
do
have
transfer
from
the
other
side.

This
is
tomorrow,
it's
the
laredo
peace
development
plan,
so
we're
kicking
off
with
our
consultant
our
S&H
about
the
land-use
development
on
the
airport,
it's
important
for
an
airport
facility
for
the
non-canonical
revenue,
especially
to
have
a
plan
as
before
we
talked
about
people
that
stop
by
the
airport
and
they
talk
to
us.
A
lot
of
it
is
about
development.
We
really
haven't
had
a
collective
plan
of
how
to
move
forward
with
airport
property.
I
know,
we've
talked
extensively
about
it.
You
know,
and
we
see
that
there's
an
issue
and
we
want
to
improve.

know
if
we
work
in
a
vacuum
here
and
then
we
start
these
decisions
internally,
if
we
don't
bring
in
to
the
public,
there's
not
going
to
be
much
buy
into
our
direction,
but
this
gives
us
the
ability
to
sit
down
with
people
within
the
community
and
share
their
thoughts
and
ideas
about
where
they
see
the
airport,
where
they
see
our
properties
and
how
we
move
forward.
So
we're
excited
about
this.
It
is
tomorrow,

we'll,

consultant
will
be
there
to
find
people
to
attend
anybody,
please

coming.

Some
passenger
activity
we're
projecting
growth
this
year
about
5%
and
then
moving
next
year,
2020
about
5%
we've
been
working
actively
with
air
service
development
and
Inter
service
development
is
the
key
three
brothers.
It's
not
always
bringing
in
new
service
as
well,
but
maintaining
a
making
sure
in
the
service
you
have
today
is
successful
and
working
so
we're
hoping
for
this
5%.

So
air
cargo
activity
itself
the
same
we're
projecting
on
this
year
to
be
about
720
million
pounds.
You
know.
Last
year
we
moved
from
42nd
to
41st
largest
cargo
airport,
the
country
that
eats
out
airports
like
Charlotte,
North,
Carolina
Pittsburgh,
and
then
it
projected
5%
growth
as
well.
You
know
what
we
talk
to
our
freight
forwarder.

So
one
of
the
things
we've
been
talking
to
the
vectorscope
customs
with
about
expanding
this
program
is
aligned,
basically
the
harbor
operators
to
use
an
operation
like
a
UPS
or
FedEx.
So
today
you
have
to
leave
Laredo
and
you
have
to
go
to
one
of
these
eight
airports
of
Mexico
directly.
So
when
you
start
talking
about
that
for
Carver
operator
now,
you're
saying,
okay
I
have
to
fill
at
mdavey
or
727.
You
know
name
the
aircraft
that
gets
very
expensive.

You
know
units
from
different
companies,
put
it
on
their
plane,
send
it
to
their
husband,
send
it
directly.
So
what
we're
getting
permission
here
to
do,
and
they're
still
running
into
their
legal
department
in
Mexico,
we
got
approval
from
the
head
of
Customs
with
SAP,
so
take
a
pallet
of
cargo,
clear
by
us-mexico
customs
seal.
It
put
it
on
FedEx
sent
it
to
that's
all
Hara
I,
think
that
will
open
up
the
opportunity
for
a
lot
more
people
within
the
community
to
use
that
that
can't
fill
an
entire
plane
by
themselves.

And
that's
a
conversation
that
we've
had
with
them,
so
we
have
a
long
list
but,
as
you
know,
right,
the
Mexico
government
has
recently
switched
and
they're
talking
about
a
decentralization
from
Mexico
City
to
other
cities
within
Mexico.
So
it's
kind
of
it's
it's
a
slower
process.
So
we've
started
here
with
this
program.
But
yes,
that's
the
next
part.
You
know
we
see
other
entities
that
we.

Know
we
have
a
list
I
think
probably
about
ten
bullet
points
of
what
we
want
to
do
to
improve
the
program
and
that's
on
there,
but,
like
I
said
when
we
talk
with
them
when
they
look
even
this,
even
this
small
component
they're
actually
changing
their
security
regulations.
So
that's
why
they're
given
the
approval-
and
it
goes
through
their
government
process.
So
it
is
something
that
we've
talked
to
them
with
him
something.
But
it's.

will
tell
you
that
to
your
point
that
has
been
very
forthcoming
and-
and
they
are
interested
in
expediting
trade,
because
the
NSA
helps
and
benefits
both
countries
right.
So
one
of
the
things
that
they
they've
asked
us
is,
if
you
have
a
customer
that
you
know
ready,
that
could
utilize
this
program,
and
maybe
it's
outside
of
this
existing
regulation
to
please
bring
it
in
and
let's
talk
and
sit
down
on
the
table
and
have
customs
see
their
existing
chain
and
see
if
they
could
maybe
tweak
with
the
regulation
if
needed.

But
they
don't
want
to
just
open-ended.
If
there's
nobody
there
to
use
it,
and
so
that's
what
they're
trying
to
reach
out
and
in
talking
to
the
Mexican
customs
and
other
director
of
Minister,
that
he's
having
a
series
of
meetings
with
different
trade
industry
from
the
operator
themselves
to
the
custom
workers
through
all
the
different
levels,
to
see
how
they
can
actually
make
improvements
to
the
existing
foundation.

But
if
you
have
a
client
and
if
you
could
please
take
that
to
your
members
to
say
I
know,
some
of
the
members
are
part
of
trade
associations.
But
if
you
have
a
company
that
you
foresee
that
could
actually
utilize
this
program
and
maybe
they're
just
not
part
of
it-
let's
sit
down
in
the
table
what's
up
and
and
see
how
they
will
be
willing
to
expedite
that
trade,
because
one
of
the
one
of
the
larger
components
is
being
requested.

a
facility

two
separate
programs.

the
country,
regardless
of
utilizing
the
Mexican
customs

there
at
that's.

at
the
beginning

little
bit
about
the
grants
we've
been
receiving
in
the
facility
medicine.
We
start
talking
about
things
like
sat
about
having
the
facility
today
and
having
them
to
the
point
where
we
can
park

craft

a
crafty,
Carver
operators
moving
that
helps
us
out
tremendously.

if
you
look
at
the
rehabilitation
of
these
areas
that
expands
the
cargo
ramp
area,
I,
think
by
the
time
we're
done

development,
everybody's
favorite
topic,
so
I
have
said
since
I've,
been
here
and
I
say
to
City
Council
I
as
well
have
any
conversation
offline,
but
in
public
there's,
no
faster
way
to
turn
off
an
airline.
They
talk
about
the
internal
conversations
with
them
as
a
public
forum.
So
when
I
took
this
job,
that
is
something
that
I
was
hard
set
against.
I've
been
places
where
these
conversations
get
out
and
the
airline
just
stops
there.

So,
but
we
are
working
aggressively
both
domestically
internationally
and
with
our
Carper
operators
and
be
more
than
happy
to
get
specifics
on
that
offline.
But
you
have
to
be
very
delicate
about
these
conversations,
because
the
the
way
the
airline
industry
is
today,
negotiations
are
very
much
in
their
favor.
It's
just
reality.
Our
Airport,
the
same
with
all
the
other
airports
in
this
country
that
have
commercial
service
they're,
offering
progressive
packages
to
the
airlines
to
start
service
to
come
in.
So
those
conversations,
though,
details
I'd
be
more
than
happy
to
discuss
those.

We're
working
towards
a
better
scenario,
but,
to
be
quite
honest,
no
I
feel
like
what
we've
done
so
far
and
we
think
we're
in
a
better
spot
at
the
moment.
But
you
know
there's
been
a
huge
focus
on
cargo
and
maybe
one
particular
flight
to
Mexico,
but
you
can't
let
everything
I
don't
suffer
because
of
that.
So
if
you
know
that's
town,
this
size
and
I
think
after
we
see
the
2020
census
for
brother
nearing
400,000
at
least
well
into
the
three
hundred,
thousands
should
have
more
service
than
it
does
today.

just

atrocious.
Our
website
was
very
industrial

didn't
allow
for
people
to
navigate
it.

one
of

things
that
we've
been
successful
with
the
other
facilities

price
comparison.

analyses
work
very
closely
with
United
American
about
their
fears
here
in
trying
to
bring
some
of
those
fares
down.
But
when
we
start
looking
at
San
Antonio,
you
know
our
largest
air
carrier.

is
Southwest.
That's
not
here.

next

that
will

a

the
citizens
can
use
to
say:
okay,
here's

base
fare
of
San
Antonio
on
another
airline;
here's
what
it

Laredo.
What
they're
gonna
cost
me

drive
there?

gonna
cost
me
to
park
there?
What's
it
gonna
cost
me
to
get
a
hotel
if
I
have
to
stay
overnight,
so
those
type
of
things
will
make
I
think
the
comparison
a
little
more
competitive
as
we
continue
on
these
other
odds,
to
bring
a
new
service
and
to
bring
in
the
breakdown
rates.

So
we
touched
us
a
little
bit
and
you
know
we
talked
a
little
bit
this
morning
about
the
proposed
Department
Homeland
Security
project.
It
is
something
that
there's
still
the
interest
on
the
federal
level
to
bring
this
facility
here.

was
over
talking
to
the
current
air
marine
division.
They
have
about
4,000
square
feet
over
there
with
about
42
employees.
Imagine
with
our
offices
there
really,
so
they
need
a
better
facility.
They
need
room
to
grow
and
so
I
know.

Congressman
quit
has
been
working
with
the
city
about
bringing
in
a
proposed
at
theater
for
very
large
facilities
for
air
marine
customs.
You
know
we
had
a
proposed
sign
on
it
like
the
needs
or
conversations
I
know,
there's
been

lot
of
changes
like
we
talked
about
in
the
Mexico
side
to
say
that
Washington
DC
there's
been
a
lot
of
changes
in
the
structure
and
all
people
were
talking
to
either
gone
and
they've
been
elevated
to
other
roles.

plan
would
be
subject
again
to
negotiations
with
CBP,
but
more
than
likely
will
be
developed
through
them,

they
would
bid
out
the
project
and
they

hire
the
engineering
firm,
there's

needs
to
be
done
so,
but
the
intention
is
to
be
something
to
this
level
right
now.

they

allocation
resources
across

consolidate
a
little
bit

that

the
conversations
seat

council

grant
program.

we've
been
talking.
We
have
a
meeting
with
Lorado
college
about
aviation
programs
and
training
the
youth
with
it
Lorado
it's
a
great
time
to
get
a
part
of
this
industry.
There's
an
immense
amount
of
opportunity
for
people
who
want
to
be
mechanics
want
to
be
pilots.

know
with
the
air
marine
division.
If
we
could
give
them
50
helicopter
pilots
tomorrow
they
would
hire
every
one
of
them.
So
you
know
we've
invited
them
to
these
conversations,
so
they
can
be
a
part
of
it
because
they
they
want
to
kick
off
something
even
more
local
colleges
about
training
people
here
locally
to
become
part
of
this
intercept
division,
so
it
would
be
I
think
a
good
thing
for
a
radio.
It's
just
said:
there's
a
lot
of
moving
parts
to
it.

economic
impact
study.
We're
working
with
our
there
actually

currently
the
air
service
development
consultant
that
we
have
in-house
it's
a
company
called
GRA
and
what
they're
going
to
be
doing
is
kind
of
back
to
the
presentation
here
is
going
through
with
our
tenants
reaching
out
to
our
tenants
reaching
out
to
the
people
that
exist
on
the
airfield
today.
Anything
that's
on
airport
property,
you're,
looking
at
their
employees
and
saying:
okay,
do
we
get
salaries?
Can
we
get
how
many
staff
members
you
have?

talked
also
about
the
land
use
development
workshop
that
is
tomorrow
over
here.
At
public
works,
6
to
8
p.m.
there
will
be
food
provided
and
yes,
there
will
be
GRA
will
be
there
as
well.
They
have
about
10
minutes
at
the
beginning
to
talk
about
the
economic
impact
study,
GRA
who's,
the
consultant
for
the
economic
impacts
event
and
the
RS
and
H
they're,
the
ones
that
are
doing
the
land-use
development
for
us.
So
they'll
be
there
in
conjunction
kind
of
kick
this
off
and
talk
to
the
citizens
right,
that's
what
we're
hoping
for
it.

did

our
tri-annual
yesterday,
which
is
an
FAA
requirement.

think
it
was
very
well
basically
every

consecutive
months
we
have

full-scale
exercises,
a
stir
drill.
You
know
we
worked
out
a
scenario
with
an
active
shooter
situation
as
an
accident
potential
from
that
within
the
aircraft,
so
it
gave
the
mutual
aid
response
the
opportunity
to
come
out
here,
experience
the
airport
and
work
through
a
scenario.

There
so
we
have
I
think
probably
a
total
of
five
such
reporters
here
you
know,
and
we
basically
brought
everybody
out
on
to
the
to
the
airfield
over
here
at
the
gate.
Oh
use
brought
it
to
the
terminal
this
year,
which
is
good
in
past
years.
It's
been
on
the
other
side,
which
isn't
probably
as
much
as
a
real-world
example
searching.
We
start
talking
about
an
active
shooter
scenario.
What
could
happen
within
the
terminal
so
bring
people
in
show
them?

yes
of
the
total
forty
nine,
it
was
a
mixture
between
injured,
severely
burned
to
total
at
the
last
was
a
total
of
seven
casualties.
Three
three
actually
died
here
in
the
airport
and
the
others
upon
arrival
on
scene
at
the
hospitals.
The
hospitals
also
partake
in
in
this
event,
was
kind
of
like
a
dual
thing
where
they
assisted
you
know,
taking
in
our
honor
the
mass
casualty
of
people
that
we
kind
of
prepare
to
make
sure
that
you
know.

hospitals,
that
is
correct,
they
actually
transported
to
the
hospital
physically
from
hereon,
el
metro
and
so
yeah
I,
was
in
Missouri
where
the
medical
examiner
out
here
FBI,
because
everybody
was
here
