Description
Animal Care Services Advisory Committee Meeting, 072921
C

F
D
D
Yes,
I
think
she
is
in
she'll,
be
moving
to
mexico.
A
All
right,
thank
you.
Do
we
have
any
citizens
comments?
No,
I
don't
think
we
have
anyone.
Okay,
we'd
like
to
welcome
our
new
members,
and
you
want
to
give
us
this.
I
know
we
kind
of
did
that
last
time.
B
Hi,
my
name
is,
you
can
call
me
tony.
For
short,
I
I'm
a
retired
educator.
I
taught
for
34
years
and
during
my
last
years
teaching
I
became
involved
in
the
animal
fostering
and
then
later
rescuing.
B
So
I
love
what
I
do
now,
even
though
I'm
supposed
to
be
retired
not
really
because
rescue
is
a
24,
7
volunteer
job,
and
but
I
love
it.
So
I
hope
to
be
a
positive
member
with
collaborating
and
bringing
up
good
ideas
to
the
table.
Thank.
A
F
Sure
robert
simpson
did
buy
it.
You
can
all
call
me
bob,
robert,
whatever
I
was
on
the
board
previously
and
my
council
member
was
not
reelected
but
a
different
council
member
appointed
me.
Thank
you
so
much
enough
for
helping
that
happen.
I
certainly
care
about
animal
care
services
and
I
care
about
the
animals,
and
I
don't
care
very
much
for
social
media
that
just
spits
out
something
without
things
verified
and
I'll.
Do
my
best.
A
Thank
you.
Welcome
back,
thank
you.
Okay,
we'll
go
ahead
and
move
on
to
the
discussion
and
possible
action
on
the
trap,
neuter
return
program
and
all
matters
related.
There
too.
D
Okay,
so
I
presented
you
all
with
a
copy
of
the
minutes
when
we
first
addressed
him
one
at
first,
but
the
last
time
tnr
was
addressed
at
the
la
rigano
microservices
department.
It
was
back
in
january,
23rd
2020..
The
ordinance
gave
birth
to
tnr
back
in
2018.
It
specifically
directed
the
director
to
create
a
model,
so
we
so
that
community
can
adopt
that
model
and
it
also
called
for
the
citizens
to
fund
their
own
tnr.
D
So
at
this
time
I
place
it
back
on
the
agenda
because
it
has
not
been
done,
and
I
know
council
member
perez
requested
for
us
to
well.
She.
She
requested
me
to
create
the
other
tnr
model,
but
I
strongly
believe
that
it's
on
the
best
interest
of
the
department
to
have
the
collaboration
of
an
advisory
committee,
since
you
all
serve
an
advisory
capacity,
and
I
know
we
have
subject
matter
experts
in
this
committee.
D
I
spoke
to
council
member
perez
and
she
she
was
very
happy
that
the
committee
was
going
to
be
included
and,
as
you
all
know,
there's
other
council
members
who
are
interested
in
our
city
moving
this
program
forward,
because
it
is
a
necessity
and
in
the
meantime,
since
I
got
appointed,
I
established
the
snr
for
the
first
time
in
our
shelter
and
the
snr
is
the
snap
neuter
and
return
the
tnr
is
trapped,
neuter
and
release.
So
we
are
actually
conducting
the
spaniard
and
tipping
the
layer
of
the
cad
in
our
facilities.
D
So
we
have
wildcats.
We
try
to
promote
them
to
this
program
since
we
started,
we
already
did
30
cats
and-
and
we
have
pictures
of
them
here
so
so
we
started
this
incentive,
but
without
being
without
being
said.
I
really
want
for
the
community
to
work
on
the
tnr
program
to
help
me,
so
I
can
present
to
council
model
and
it
could
be
adopted
and
for
the
first
time
actually
have
something
physical,
not
just
on
paper.
D
Okay,
so-
and
I
just
wanted
to
provide
you
a
copy
of
the
notes
and
I'll
recommend
and
suggest
for
us
to
have
a
subcommittee
like
we
did
last
time,
yeah.
C
D
Don't
know
what
happened,
but
I
know
it
fell
through
the
cracks
or
it
was
not.
So
I
don't.
I
really
don't
know
and
I'm
not
going
to
entertain.
D
Just
move
forward
and
if
you
all
want
to
appoint
anybody
or.
G
And
I'd
like
to
comment
about
that.
Having
been
part
of
that,
it's
not
until
you
actually
experience
a
colony
that
you
understand
what
really
happens.
My
colony
was
13.
I
had
up
to
23
because
it
kept
growing
and
I
absorbed
that
expense
and
we're
talking
about
thousands
of
dollars
and
only
to
experience
and
I'm
sorry
to
be
negative,
but
only
to
experience,
at
least
in
my
area,
the
cats
getting
lost
the
cats
getting
hit
by
cars
because
you
release
them.
G
And
the
cats
getting
attacked
by
a
dog
picking
them
up
luckily
escapes
and
I
incur
another
500
expense,
because
I
get
trapped
the
cat
and
take
it
to
to
get
taken
care
of,
and
it's
in
my
hospital
room.
But
it's
a
it's
a
wildcat.
C
G
G
G
The
same
with
the
cat
same
guys,
I
have
no
clue
what
they're
talking
about
so
that
being
said
just
yesterday,
I
took
one
and
she
had
been
getting
chased
by
the
male
cat,
so
I
knew
she
was
probably
pregnant.
She
was
pregnant,
so
I
took
her
and
that
cost
me
nearly
500
and
so
it
it
digs
deep
into
your
personal
pocket.
But
I
do
it
because
I
want
that
experience
and
by
the
way
I've
been
doing
rescue
for
18
years.
I'm
retiring
supposedly.
G
Yeah
but
but
really
the
smr
was
like
the
most
awesome
idea
ever
prior
to
that.
I
had
gone
to
a
home
where
there
was
a
cat
that
was
posted
on
social
media,
one
of
the
good
things
about
social
media.
So
I
went
looking
and
I
discovered
two
cruelty
cases
in
a
a
colony
of
about
16
cats,
so
I
called
the
shelter
at
the
time.
I
think
it
was
a
metamorph
yeah,
homer.
B
G
G
She
took
in
and
and
posted
for
adoption,
and
at
one
point
we
collaborated
with
a
cat
rescue
transporter,
but
they
get
so
passionate,
and
so
it
creates
a
little
bit
of
drama
which
you
really
need
to
do
without
try
to
do
without.
A
G
That
was
very
successful,
but
I
took
back
a
few
of
the
ones
that
got
were
taken
care
of
free
of
charge
by
dr
linedecker.
She
just
wanted
the
tnr
to
get
going,
and
so
I
took
them
back
to
the
location
and
she
would
remain
with
three
and
the
rest
were
the
kittens,
because
there
were
kittens
who
were
put
up
for
adoption.
G
So
that's
an
experience
with
it.
I
mean
if
anybody
wants
to
take
it
on.
I
will
help
you.
I
will
help
you
but
to
try-
and
I
love
the
snr,
because
I
get
it
bro.
D
I
think
we
need
to
have
both
because
the
the
shelter
as
a
government
municipality
needs
to
as
a
monetary.
I'm
sorry
we
need
to
also
do
our
job
right
and
that's
how
we
are
tackling
the
overpopulation
program.
I
mean
problem,
but
we
also
need
to
be
able
to
offer
a
tnr
for
our
community.
You
know
so
what
I
discussed
with
council.
D
Member
peters
was
like
okay
before
we
go
into
funding,
let's
create
a
program
that
will
that's
actually
gonna
work
in
our
community,
because
I
did
that
some
research
and
realistically
we
need
to
choose
and
and
develop
something.
That's
gonna
work
for
us,
because
if
we
try
and
obviously
we
need
to
see
what
other
cities
are
doing,
I
did
some
research
but,
for
example,
san
antonio
they
charge
ten
dollars
for
the
tnr.
That's
nothing
here
now
in
our
community
we
only
have
five
veterinarian
clinics.
D
So
that's
also
another
thing
that
we
need
to
talk
about
whenever
we
create
the
subcommittee
are
going
to
reach
out
to
them
and
ask
them
to
commit
to
a
certain
schedule
fee
schedule
or
or
are
we
going
to
actually
go
before
council
and
request
funds
or
or
I
know
in
the
past,
they
had
addressed
the
file
1c3
venue,
so
there's
different
things
that
we
can
discuss,
but
we
first
need
to
talk.
Okay
realistically,
what
is
it
that
we
need
to
do
and
how
we're
going
to
do
it?
D
D
F
B
G
Of
weeks
ago,
I
think
probably
I
know
that
laura
valdez
garcia,
she
has
moved
around,
joined
different
groups
and
she
did
a
lot
of
fundraising
and
when
I
was
helping
with
the
city
to
transport
cats
to
a
foster,
then
I
had
the
situation
come
up.
Well
guess
what
one
of
them
in
new
zealand,
but
so
I
coordinated
with
at
that
time,
dr
village,
who
was
doing
visits
at
home,
and
then
I
talked
to
lauda,
who
financed
it
first,
I
paid
it.
G
C
C
G
Experience
with
it
her
belief,
however,
because
of
a
study
done
in
austin
is
that
if
they're
fib,
positive
or
feline
leukemia
positive
that
they
should
be
left
to
survive
and
and
released
at
a
barn
of
some
barn
cats
working
cats.
So
that's
a
philosophy
but
they're
the
ones
that
are
doing
some
of
that.
B
G
C
D
That's
another
thing,
so
once
we
oh,
yes
I'll,
bring
it
up
to
the
two
counts.
A
H
Volunteer:
okay,
I'm
not
much
of
a
cat
person.
I
have
four
dogs,
but
I
can
definitely
put
in
work
and-
and
I
can
help,
but
we
need
somebody
that
would
know
what
they're
doing
like.
Maybe
if
sandra
was
available
to
help
out,
we
could
definitely
help
her
out
and
we
have
other
people
from
the
community
that
actually
want
to
help
out
that
are
already
doing.
Tnr.
B
C
B
I'll
ask
around
also
to
find
out
if
any
of
my
rescue
friends
know
or
are
willing
to
do
some
of
the
cut
work.
B
How
many
of
you
know
elio
lozano
he's
our
cat
guy
in
moreno
he's
he's
home
is
a
basic.
It's
like
a
cat
cage
he's
surrounded
his
home
with
a
huge
fence
that
goes
inward
because
he
has
cats
outside
and
he
has
cats
inside,
but
the
cats
outside
can
leave
because
they
cannot
jump
out
so
and
he
was
actually
he
was
once
interviewed
because
of
the
way
he
has
his
home
he's
he's
a
neighbor
of
mine.
We
collaborate,
sometimes
so
I'll
talk
to
him
and
ask
him
if
he
would
be
interested
in
helping
yeah.
H
Because
we
need
to
know
karina
like
if,
if
we
know
of
a
cat-
and
we
have
a
trap
ourselves
and
we're
able
to
trap
this
cat,
where
are
we
taking
this
cap?
Are
we
bringing
it
here?
Is
it
going
to
be
fixed
here,
then
we're
picking
it
up
when
we
release
it
ourselves?
As
volunteers
like
how
does
it
work
the.
D
G
Think
you
make
efforts
and
some
very
good
efforts.
You
remember
the
outreach
to
all
the
veterinarians
and
who
was
receptive
and
who
wasn't.
Do
you
remember
that
that.
D
This
was
the
city
had
allocated
certain
funds
for
sterilization
clinics
for
the
community
and
the
former
administration
wanted
to
include
all
of
the
vets
and
we're
going
to
divide
that
funding
veterinarian,
depending
on
the
number
of,
because
I
mean
everybody
has
a
different
choice
and
that's.
D
G
H
D
And
she's
the
one
that's
operating
or
sterilizing
our
snr
cats,
okay,
rs
in
our
class,
but,
like
I
said
it's
even
though
it
sounds
like
janine's
explained,
come
on.
It
sounds
like
the
same
thing,
but
it's
not
one.
It's
for
shelter,
pets
and
the
other
one
is
poor
community.
So.
G
Street
stray
cats
that
maybe
got
lost
because
they
that
happens.
I
have
one,
that's
got
a
caller
and
it's
limby
that's
out
there
and
I
mean
for
me
it
would
be
so
much
nicer
to
be
able
to
trap
it
and
take
it
somewhere
that
that
it's
covered
underneath
the
snr,
of
course,
because
it's
just
very
expensive.
C
G
Of
course,
that
lady,
the
group
of
cats
I
rescued
or
that
you
the
would
call
coordinated
took
to
dr
lighter
she
ate
up
the
cost,
I
did
the
work,
we
did
the
work
together,
but
she
ate
the
costs.
D
Okay,
well,
first,
we
need
to
develop
a
plan,
okay,
whether
it's
your
recommendation
to
bring
them
to
the
shelter
or
to
take
them
to
the
veterinarian.
Whatever
that
kid
that
we
need
to
discuss
all
of
those
options-
and
I
think
it
will
be
because
we
need
to
start
talking
about
this-
and
I
know
last
time
mrs
janis
is
going
to
give
a
presentation
to
the
committee
on
the
on
the
tnr
right,
but
that
was
like
a
year
ago.
D
G
D
G
Have
that
presentation,
but
I
mean
I
can
look
for
it.
I
think
you've
got
it,
but
I
think
at
this
point,
since
you
did
snr
it's
I
mean
I
just
can't
tell
you
how
wonderful
that
is
because,
when
you
work
alone
for
such
a
long
time
or
you
feel
like
you,
are
it's
hard
and
everybody's
out
there
in
the
genie
classes
in
the
world
a
lot
about
this
is
since
some
of
us
releases,
you
know
that
are
out
there
and
you
guys
do
mostly
dogs,
but
you
have
cats
that
you
can't
get
anywhere.
H
H
Time
to
come
back
on
the
board
or
help
us
with
this
program
and
that
we
are
volunteering
and
that
we
can
be
here
to
support,
but
we
need
guidance.
So
we
really
do
need
somebody
that
knows
what
they're
talking
about
and
all
that
good
stuff
to
help
lauda
and
everybody
that's
involved
in
that
to
see
what
we
need
to
do.
D
A
G
H
D
With
because
I
mean
american
kids
alive
but
with
the
feline
lifesaver
expertise,
so
I'm
doing
my
part
too,
but
as
a
director.
But
I
want
the
collaboration
of
the.
C
H
H
D
Well,
I
don't
know:
how
will
that
that?
How
is
that
gonna
work,
since
she
doesn't
have
to
risk
she's,
not
part
of
the
board?
She
can
volunteer
with
you
guys
within
the
subcommittee,
but
I
have
to
so.
We
can
communicate.
You
know
because
we
do
have
a
relationship,
a
business
relationship
as
committee
members
and
as
the
department.
H
H
D
A
A
H
D
D
And
honestly,
it's
also
very
exciting
because
we
get
to
do
things
for
the
first
time
and
we
are
creating
history
and,
like
I,
I
told
people
in
our
task
force
meeting
and
I
love
to
make
reference
to
this
quote
it's
if
it,
if
it's
not
us,
and
if
it's
not
now
when
so,
if
we
don't,
if
we
don't
be
the
leaders
that
our
community
needs
the
needs
for
us
to
be
then
who
you
guys
have
been
appointed
to
to
serving
this
committee.
D
A
D
A
We
can
continue
the
discussion,
okay,
moving
on
to
staff
reports
and
we
have
the
first
one
was
just
general
overview
and
responsibilities
of
board
members,
and
I
had
asked
karina
to
put
this
together
just
for
the
benefit
of
our
new
members.
D
Okay,
this
is
a
very
different
committee.
D
With
it
well,
it's
a
very
different
community
because
you
guys
are
in
an
advisory
capacity.
So
you
guys
response
main
responsibility
is
to
advise
counsel
on
certain
things
you
know,
so
we
need
to
take
advantage
of
this
power
that
you
all
have
in
order
for
us
to
review
ordinances.
I
need
to
be
updated,
and
things
like
that,
so
I
wanted
to
just
touch
bases
on
that.
D
Just
to
remind
you
all
that
it
is
an
advisory
committee
and
that's
one
of
the
main
duties
and
responsibilities
that
you
all
have
also
one
of
the
things
that
I
wanted
to
address
because
now
it's
we
have
new
people.
D
It
was
noted
in
the
past
that
we
were
to
meet
every
third
thursday
of
each
month,
so
I
want,
since
we
have
been
going
back
and
forth
since
our
last
meeting.
I
just
wanted
to
to
confirm
with
you
all
if
y'all
want
this
to
continue
and.
G
Then
the
one
of
our
last
meetings-
it
was
every
other
month
again.
Yes,
remember
that
that.
A
D
Tell
us,
I
honestly
think
that
we
have
been
inactive
for
so
long
that
I
think
we
should
go
back
to
our
month
to
month,
meetings
and
honestly
next
agenda,
I'm
gonna
literally
put
ordinances,
I'm
gonna
bring,
I
wanna
create
subcommittees
as
well
like
policy
and
ordinance
review
finance
committee
like
different
communities,
so
we
can
get
there's
a
lot
of
work
to
do,
there's
a
lot
of
things
that
we
need
to
start
or
that
we
need
to
amend
and
that
we
need
to
finance.
D
So
I'm
going,
I
want
for
the
committee
to
be
more
active
and
I
know
you
guys
have
been
very
passionate
about
your
roles
and
I
I
want
to
utilize
your
expertise,
so
we
can
make
those
changes
like
I
know,
cindy.
For
example,
we
have
discussed
litter
permits.
I
mean
we're
going
to
enforce
externalizing
campaigns.
We
need.
H
D
With
already
the
subcommittees,
okay
and
then
you
guys
can
choose
and
then
on
the
next
so
next
meeting
we
won't
have
to
waste
time
trying
to
decide
who's
interested
in
what
so
we'll
make
perfect
we'll
send
you
an
email
and
then
you'll
confirm,
and
then
we
confirm
it
in
our
agenda.
Excellent.
This
great.
A
G
That
we
amend
the
previous
motion,
that's
on
the
record
that
we
meet
monthly.
A
Okay,
second,
second,
all
those
in
favor
all
right.
All
those
against
motion
passes
so
let's
meet
monthly,
okay
and
you'll
just
remind
us
so
that
we
can
make
sure
that
you
know
it's
the.
D
H
H
C
H
B
C
H
D
We
can
do
this
effective
like
next
month,
or
I
mean
two
months
from
now-
come
on.
D
B
D
We
can
do
it
on
friday
or
or,
however,
you
all
want,
but-
and
also
I
just
wanted
to
remind
the
the
board
that
since
it's
not
a
discussion
and
possible
action,
we
cannot
take
any
action
on
an
item
unless
it
has
that
actual
language.
But
on
this
time
I
was
gonna
allow
it
just
because
we
need
clarification
as
to
when
we're
going
to
meet,
and
I
know
as
for
the
minutes
from
like
a
year
and
a
half
ago
they
were
stipulated.
There
was
going
to
be
a
wreath.
F
F
D
H
F
Updating
our
organization
that
we
set
the
next
meeting.
B
D
This
is
the
reason
why
we're
doing
it
here:
it's
because
our
conference
room
as
well.
Remember
it's
really
small
and
I
know
there
have
been
several
concerns
from
certain
from
members
that
they
wanted
to
keep
the
social
distancing
or
the
math.
So
just
for
us,
a
precautionary
measure,
I
mean
this
is
huge.
Ours
is
yeah.
C
B
D
C
D
For
the
organizational
update-
yes,
okay,
well,
I
just
wanted
to
give
you
a
status.
We
had
a
job
fair
june,
the
14th.
We
were
able
to
hire
most
of
our
vacancies,
so
they're
just
going
through
the
process.
D
We
had
a
four
kind
of
worker
position.
We
had
four,
we
had
six
vacancies.
D
D
Well,
thank
god.
City
manager's
office
was
very
generous.
They
increased
the
the
amount
of
paid
to
promote
retention
rates
in
our
shoulder.
D
Given
the
fact
that
recently
we
had
hired
two
kennel
workers
and
they
quit
within
the
second
or
third
day.
So
in
order
as
an
incentive,
we
increase
our
salary
needs.
If
our
mistake
and
it's
a
13
dollars
and
60
cents,
if
I'm
not
mistaken,
are
those
the
vacancies
right
now.
Yes,
and
we
have
animal
control
vacancies,
I
was
able
to
hire
two
acos
and
to
remain
vacant
and
obviously
we
still
have
our
animal
control
supervisor
vacancy
and
our
shelter
operations.
D
They
all
been
filled,
oh
good,
but
hopefully
they
all
come
on
board.
By
next
week
we
already
received
three
new
canon
workers,
which
we're
very
excited.
A
D
Yes,
we
requested
veterinarian
technicians,
kendall
workers
and
I
requested
a
clerk
to
for
the
for
the
clinic,
because
I
need
to
update
medications,
treatments,
como,
we're
doing
things
already,
but
now
I
want
them
to
be
recorded
to
be
entered
to,
so
we
can
keep
track
of
all
the
animals
that
have
been
getting
medications
and
all
that
stuff
and
currently
one
of
our
clear
artworks
tools
right
now
have
taken
that
additional
duty,
which
is
data
entry
and
it's
already
very
busy
for
them
to
inherit
another
responsibility
yeah.
D
A
D
A
D
D
Obviously
we
were
understaffed
for
quite
some
time,
so
that
gave
us
the
ability
gave
us
some
salary
savings
and
we
were
able
to
secure
189
000
for
salary
savings.
So
yeah,
that's
why
we
are
all
overworked
and
that's
why
a
lot
of
people
live
because
they
were
tired.
You
know,
but
now
we
were
able
to
address
that
that
concern
now
we're
gonna
be
fully
staffed,
and
this
is
that
this
project
is
going
to
be
funded
with
that
money.
I
also
I'm
also
working
on
the
animal
cruelty,
kenno
expansion
and
enclosure
project.
D
As
you
all
know,
we
currently
have
only
five
animal
cruelty,
kennels
and
it's
very
challenging
because
of
that
reason
now
our
numbers
are
increasing.
So
now
we're
having
to
place
animal
cruelty
cases
with
the
general
population
and
sometimes
the
public
doesn't
know
that
they're
animal
faulty
cases,
so
they
think
that
we
must
treat
them
on
the
facility
or
whatever
the
case.
D
D
D
The
our
section
kendall
division
project
as
well
and
and
that
pose
some
projects
that
we
are
already
getting,
quotes
and
see
how
much
he's
gonna
charge
us.
What
I'm
proposing
also
is
the
new
facility
for
intake
for
cats.
We
have
the
cat
village,
which
is
for
animals,
are
already
being.
D
Vaccinated
and
they
have
already
completed
the
observation
period,
so
we're
going
to
remove
the
trailer
the
cap
trailer
that
we
currently
have,
because
it's
not
it
doesn't
meet
our
needs
anymore.
You
know
so
now
we
need
to
go
bigger
and
and
better,
and
we
are
going
to
increase
I'm
requesting
a
hundred
cages
for
that
building.
D
I'm
working
with
orfila
on
this
project,
so
we're
going
to
it's
the
new
facility
for
finland,
intake
and
observation
and
then-
and
it's
going
probably
going
to
be
a
replica
of
the
cat
village,
but
it's
going
to
be
solely
for
newcastle
intakes
yes
and
then
I'm
working
on
a
well
one
of
our
proposals.
It's
also
the
clinic
expansion
annual
surgical
area.
D
So
we
need
to
expand
the
clinic
because
doctor
a
lot
of
people
complain
about
the
doctor,
but
we
only
have
two
beds
and
it
takes
like
15
to
17
minutes
to
prep
one
animal,
then
yeah,
and
because
I
see
the
doctor,
she
sterilizes
the
animals
within
two
minutes,
if
they're
male
sure,
she's
very,
very,
very
fast,
so
she
hasn't
had
the
staff
and
she
doesn't
have
the
room.
So
now
I
requested
two
veterinarian
technicians
and
I
requested
the
expansion
of
the
clinic.
So
that's
something
that
we're
working
on
and
we
have
the
funds.
D
H
D
D
We're
taking
volunteers,
we
are
okay,
we're
taking
volunteers
now
because
of
our
need
of
volunteers
who
actually
opened
the
shelter
on
the
weekend,
shows
for
volunteers
and
so
we're
safety
volunteers.
I
know
antonio
every
weekend
and
we're
very
thankful
for
that,
and
there
there's
a
lot
of
help.
There's
a
lot
of
help
and
well.
I
got.
D
And
we're
very
very
happy-
and
this
is
a
project
that
I've
been
working
with
or
phil
and
dr
lynn
dicker
for
a
couple
months.
So
now.
G
C
D
No
I'm
getting
caught
and
actually
I'm
meeting
with
the
engineers
on
engineers.
On
friday
I
got
a
preliminary
pojo,
so
I
can
secure
the
funds
so
we're,
but
just
so
y'all
know
it's
gonna
happen
before
the
end
of
the
fiscal
year,
which
I'm
very
happy
to
announce.
C
D
We're
getting
with
the
engineers
on
friday,
I
want
45
and
then
we'll
take
it
from
there
and
the
funds
are
available,
but
we
are
gonna
have
to
go
through
the
bid
process,
but
all
of
my
colleagues
are
extremely
supportive.
B
And
just
I
don't
know
if
it's
possible
but
try
to
put
it
on
your
on
the
facebook
page
of
the
shelter
like
live
videos
with
you,
you
know
and
you
showing
off
what
you're
accomplishing,
because
it's
important
for
people
to
see
your
face
and
her
face
and
everybody's
face
walking
around
the
shelter.
Look.
What
we
accomplished.
B
Is
in
the
planning
and
letting
people
letting
the
community
because
such
as
say
but
social
media
now
rules
a
lot
of
people's
lives
and,
and
so
you
know,
I
think
it's
very
important
that
you
keep
the
people
aware
of
what
you're
planning
and
what
yes.
But
people
don't
know,
because
they're
not
seeing.
D
I'm
very
very
happy
to
pronounce
that
I,
with
the
support
of
my
my
superiors,
we
were
able
to
secure
a
clear
tool
for
that
shelter.
That's
so
literally
gonna
take
care
of
the.
D
And
pictures
to
promote
all
the
other
stuff.
B
You
know-
and
that
was
something
that
had
been
requested
years
and
years
and
years
ago,
because
I
remember
talking
to
previous
personality
administrations
before
like
you
need
to
have
a
person
solely
in
charge
of
the
pictures,
the
information,
the
videos
and
it
never
happened.
It
was
always
an
added
responsibility
to
someone
that
was
already
there
or
a
volunteer
going
in
and
taking
the
videos
taking
the
pictures.
But
it's
important
and
I'm
glad
that
you
are
able
to
get
a
person
just
to
take
care
of
that.
Because.
B
It's
a
job,
those
of
you
that
work
on
computers
know
that
updating,
yes,
it's
important
when.
F
D
Happy
because
we
need
that,
and-
and
I
have
management
has
been
very
supportive-
my
boss
she's
even
a
vegan
tool,
so
she.
D
D
A
D
D
Everybody's
doing
their
part-
and
this
is
a
government
organization
and
yeah-
it
takes
time,
but
we
need
to
be
very
proactive
because
we
work
with
animals.
You
know
so
there's
a
lot
of
things
that
we
want
to
work
on
and
I'm
gonna
rely
on
this
community
for
a
lot
of
things,
because
I
cannot
do
it
on
my
own
and
I
need
your
expertise
and
your
love
for
for
the
animals.
D
Noodle
return;
okay,
that
one
I
I
know
I
already
addressed
it
and
yeah
and
yeah
we're
very,
very
excited
to
announce
that
initiative,
tool,
yeah
and
all
our
officers
they
once
the
animal
is
sterilized.
They
go
on
and
take
them
that
same
day.
C
G
H
D
Just
amazing,
so
I
got
appointed
and
marigold
is
here
to
to
attest
to
it.
I
have
created
a
policy
or
sop
or
well.
I
directed
it
was
a
memorandum
that
I
forwarded
to
all
animal
control
officers,
asking
them
to
enforce
section
617,
which
is
the
dog
and
cat
litter
permits.
So
if
they
attend
to
a
call
regardless,
if
they
have
a
leader,
they're
going
to
be
cited-
and
I
know,
judge
dominguez
has
been
very
supportive
of
that,
so
they
they
have
been
they're
being
cited
for
that.
So
we
are
enforcing
them.
D
We
can
also
increase
that.
I
don't
know
we
have
the
ability
yeah,
we
can
amend
the
sanctions
and
it's
part
of
the
ordinance
too,
so
that
so
they
can
go
hand
in
hand,
and
I
don't
wanna
keep
everyone.
Okay,
okay.
The
next
time
the
animal
food
supports.
Okay,
council
member
torres
had
created
the
animal
task
force,
if
I'm
not
mistaken.
D
Two
years
ago,
two
years
ago,
and
as
for
the
the
memorandum
of
understanding
with
the
web
county,
we
were
supposed
to
be
able
for
whatever
happened,
but
we
already
met-
and
I
know
some
of
you
were
present-
so
we're
trying
to
push
this
incentive
and
this
collaboration
forward.
They
have
been
helping
us
a
lot
with
the
animal
cruelty
cases,
and
just
so
you
all
know,
since
I
got
appointed,
six
individuals
have
been
arrested
for
animal
cruelty.
D
I
know
it's
not
enough,
but
we
are
we're
making
progress
and
we
are
changing
the
culture
more
than
anything,
which
is
the
hardest
thing
to
change.
It's
changing
that
the
culture
of
the
department
and
also
educate
the
public.
There
are
consequences
and
we're
going
well
now.
It's
not
only
animal
control
who's
enforcing
this,
but
we're
working
with
all
these
different
law
enforcement
agencies
to
enforce
them.
So
the
cases.
D
Right
now,
they're
attending
to
all
of
the
calls
for
animal
quality,
but
I
don't
know
out
of
those
we
have
issue
dozens
of
citations.
Some
of
them
do
not
merit
an
arrest
so.
D
Of
them
are
not.
This
is
on
the
way
the
the
statue
and
and
the
ordinance
is
reading.
It's
not
very
detailed,
so
pretty
much
animal
cruelty
is
if
an
animal
doesn't
have
adequate
access
to
food,
water
and
shelter,
it's
animal
cruelty,
but
then
it's
up
to
the
description
of
the
officer.
What's
adequate
or
poppers
one.
G
G
A
C
B
Okay,
my
organization
was
somehow
involved
and
sad
to
say
it
took
a
lot
of
a
lot,
a
lot
of
work
on
the
side
of
the
person
that
made
the
initial
report.
Nobody
wants
to
get.
D
But
we
did
end
up
collaborating
how
we
did
the
the
we
ended
up
doing
the
seizure
warrant
on
behalf
of
the
department,
and
we
got.
We
actually
have
our
pen,
our
poor
hearing
pending
for
the
custody.
H
I
know
that
there
used
to
be
a
lot
of
like
with
like
mating
the
sheriff
had
like
billboards
where
it
was
like
you
see
something
say
something
and
all
that
is
that
still
going
around
like.
Are
they
still
doing
that?
I
don't.
D
Know
if
they
are
doing
that,
but
we
are
going
to
have
some
money
left
for
advertisement
not
for
advertisement
but
for
the
for
the
outreach.
So
we
can
definitely
put
something
up
on.
H
The
subcommittee's
darina
like
we
had
also
discussed
like
we
can
come
up
with
flyers
and
things
like
that.
I
mean
a
lot
of
I'm
out,
I'm
always
out
on
the
street
and
I'm
when
we
sell
homes
we
do
walk-throughs.
We
see
a
lot
of
things
and
I
normally
have
flyers
with
me
and
I'll
leave
them
on
the
houses.
H
We've
gone
to
the
extent
of
knocking
and
trying
to
talk
to
people,
but
sometimes
they
throw
you
out
of
the
house
and
they
tell
you.
They're
gonna
call
the
cops
and
it's
it's
a
little
intimidating,
because
you
really
want
to
help
that
animal.
That's
tied
up
and
it's
in
the
middle
of
the
sun
and
things
like
that.
But
I
feel
that
we
we
need
to
educate
the
community
of
what
it
is
so
we've
had
flyers.
Those
are
all
things
that
we
can
get
donated.
We
can
come
up
with
them.
We
can
create
them.
H
We
can
have
them
with
us.
Somebody
used
to
be
in
the
committee
that
knew
somebody
from
the
media.
I
feel
that
when
things
happen,
the
media
honestly
like
that
dog
that
had
like
six
pounds
of
fur
on
top
of
it,
I
think
if
we,
if
we
had
access
to
somebody
in
the
media,
where
we
could
it's
already
there
they're
already
putting
it
out
there
say
something
about.
This
is
an
animal
cruelty
case.
H
If
you
see
something
say
something
like
just
two
seconds
of
whatever
they
would
say,
I
think
would
help
everybody
watches
the
news.
So
I
think
that
is
another
subcommittee
that
we
need.
We
need
to
get
the
media
involved
to
help
us
if
we
don't
have
the
funds
to
be
doing
these
type
of
things,
but
when
these
things
happen,
if
they
could
just
put
something
on
the
bottom,
you
know
it
is
city
ordinances
or
this
or
it
is
considered
animal
cruelty.
I
think
that's
something
that
will
go
to
the
people.
H
G
Is
so
key
because
I
think
you
might
have
been
involved,
I'm
not
sure,
but
like
a
specific
case
and
there's
many,
but
let's
talk
about
this
one,
so
a
community
person.
They
already
know
that
you're
out
there
right
and
so
everybody
starts.
Looking
for
you
am
I
right
cindy
yeah.
Your
name
is
out
there
and
that
phone
starts
to
run
and
they
find
you
for
social
media
and
that's
okay.
So
this
one
dog
was
very
mistreated
and
we
worked,
it
was
bleeding
from
the
mouth
gets
taken.
Well,
that's
advanced
tick
fever!
G
That's
like
a
no-brainer,
the
that
specific
that
dog
got
vaccinated,
and
so
what
happens
to
that
dog?
Okay,
if
you're
real
sick,
you
get
vaccinated
and
you
get
real
sick
at
night,
and
so
you
know
that
piece
of
the
rescuers.
You
need
to
know
that
so
that
when
we
go
out
there
and
say,
and
then
everyone
was
saying
well
that
just
the
dog
just
didn't
have
the
will
no
yeah
the
dog
got
vaccinated
and
that
cuts
to
death
period
and
the
story.
So
we
have
to
be
educated
enough
as
well.
C
G
H
D
A
flyer
for
one
of
the
events
as
for
council
member
perez's
request,
in
which
we
had
like
bullets
of
very
like
if
we
were
talking
to
children,
yeah.
H
The
subcommittees,
if
we
could
have
somebody
that,
like
I,
have
people
in
uisd
that
I've
been
reaching
out
to
sometimes
they
have
career
there.
They
have
dog
day
national
dog
day.
They
will
allow
us
to
go
and
talk
to
the
children
a
lot
of
the
times
the
parents
are
already
old
school.
They
want
to
tie
up
that
dog,
but
if
their
child
is
coming
home
and
saying
we
shouldn't
be
tying
them
up,
because
if
this
isn't
this
they
will
listen
yeah.
So
that
is
something
that
I
can
definitely
volunteer
as
well.
Okay,.
G
D
Okay,
so
el
senor
is
the
public
awareness
committee
policy
and
ordinance
review
committee,
finance
committee
in
our
committee
events
committee
and
then
multimedia
and
multimedia.
G
D
They
have
assisted
us
in
our
in
regular
animal
control,
calls
as
well
or
now,
because
people
know
that
we
have
this
partnership.
We
have
like,
for
example,
constable's
officer
received
an
animal
cruelty,
call
themselves
and
they
responded
to,
and
then
they
caught
animal
control
for
assistance.
So
it
literally
brought
a
lot
of
awareness
to
the
public.
D
Our
our
animal
cruelty
cases
have
increased
dramatically
and
now,
just
so
you
all
know,
animal
control
doesn't
get
calls
from
311.
Only
we
get
lpd
dispatch
we
get
now
we
have
an
opt
app
that
they
send
us,
our
referrals
automatically.
We
get
them
through
crime
stoppers.
We
get
calls
from
people
just
contacting
our
our
department.
So
now
we
have
different
venues
that
we
receive
calls
from
good
yeah.
D
Fine,
yes,
yes,
and
we're
trying
to
deter
from
issuing
citations
for
animal
cruelty,
but
if
it
doesn't
and
just
so
we
can
seek
a
severe
punishment
but,
like
I
said
out
of
those
600
costs,
usually
like
70
percent,
do
not
meet
the
criteria
or
it's
not
necessarily
animal
cruelty.
So
not
one
not
that.
C
D
Wait,
we
haven't
read
the
landing
brush
for
that,
and
I
mean
judge
dominguez
has
signed
more
seizure
warrants
that
he
probably
has
in
the
past
years
right
for
animal
cruelty.
D
D
D
G
We
already
also
know
who
were
the
the
ones
on
on
social
media
right
right.
We
know,
like
somebody
posted,
oh
looking
for
a
dog,
a
puppy,
that's
going
to
grow
big
and
strong.
It's
like
okay,
you
want
a
cheek
alarm
or
you
want
to
bake
that
with
wooden.
You
know
it's
like
those
are
all
the
things
I
wanted
to
address.
D
Okay,
so
I
wanted
to
on
a
positive
note,
since
january,
since
I
got
appointed
I
have
been
able
to,
we
have
been
able
to
maintain
with
the
efforts
of
malibu
who's
our
foreign
coordinator.
She
is
literally
she
oversees
a
rescue
and
shelter.
I
mean
the
rescue
and
adoptions
aspect
and
because
of
all
the
efforts
of
our
rescue
organizations,
we
have
been
able
to
keep
a
live
release
rate
of
over
80
percent.
At
this
we
have
an
average
of
85
percent
of
release
rate
for
dogs
for
cats.
D
D
Yes,
I'm
gonna
share
with
you
a
report
that
I
created
for
management
and
it's
pretty
much
suggesting
not
well.
I
didn't
create
it
for
my
credit
for
myself
the
things
that
I
I
wanted
to
to
cover
and
it
already
addresses
like
the
ordinances,
I
need
to
attend
immediate
attention
in
my
opinion,
but
obviously
I
will
provide
you
all
with
chapter
six
of
the
quarterboard
answer
and
then
we
can
review
them
and
see
which
ones
we
need
to
address.
D
Okay,
so
we
have
received
approximately
an
average
of
two
hundred
and
two
dogs
per
month,
which
is
very
low
compared
to
that
he
means
a
coffee.
D
D
H
G
C
C
G
G
E
F
D
E
E
We're
going
into
canada,
so
it
is,
we've
got
partnerships
and
opportunities
all
over
the
united
states.
That's
amazing!
Yes,
with
the
flights
and
even
left
without
the
flight.
Yes,
because
we
have
flights,
also
we're
transporting
a
via
flight
twice
a
month
right
now,
all
right
now,
the
weather's
good.
It
should
probably
hold
us
up
until
october
and.
H
E
D
H
B
C
H
The
networks,
because
you
guys
are
doing
a
lot
that
people
are
not,
they
don't
know.
D
B
E
E
Make
transportation
arrangements
really
quick,
okay
and
even
if
it
takes
having
boards
in
here
locally
and
wait
for
the
next
flight?
Yes,
great,
thank
you
and
we've
had
clients
that
come
in
and
pick
them
up
individually.
Two
or
three
they'll
come
in
from
san
marcos
and
we
take
them
to
the
airport
and
load
them
up.
So.
G
And
just
a
special
note
that
yourself
and
angie
and
ceda
are
the
ones
the
ones
that
help
pickles
they
risky.
B
E
E
Queens
currently
working
with
new
york,
and
it's
actually
taking
some
of
the
pities-
that
we
have
right.
C
D
Just
I
don't
know
we
already
transferred
to
pet
point,
so
that's
going
to
also
help
our
libraries
rate.
It's
annual
database,
we're
still
trying
to
transfer
data
from
our
our
old
system,
but
all
that's
a
big
accomplishment
for
the
larry
van
impe
services
department,
and
this
was
something
that
was
done
by
veto,
but
we
were
able
to
finally
materialize
it,
and
we
are
already,
I
told
stop.
You
have
no
choice.
You're
gonna
learn
while
working
on
important.
If
we
keep
waiting,
that's
never
gonna
get,
it
won't
happen,
throw
it.
C
C
H
C
D
D
We
saw
it
with
the
with
other
director,
and
I
mean
we
just
need
to
make
the
best
out
of
the
situation,
and
in
this
case
it
was
very
unfortunate
that
we
are
already
working
on
these
different
projects,
but
nonetheless
they're
still
gonna
materialize
at
the
end
of
the
day,
yeah.
H
D
B
B
D
And
that's
another
thing
that
a
lot
of
people
don't
know
we
decided
to
go
in
the
center
and
take
places
only
because
we
in
an
attempt
to
avoid
mass
euthanasia,
but
unfortunately
the
facebook
post
happened
on
monday
night
and
then
the
the
press
conference
that
we
already
had
that
we
had
scheduled
to
address
this
initiative
was
already
on
tuesday
at
night,
so
we
weren't,
we
couldn't
cancel
it
and
obviously
people
didn't
care
about
any
no
initiative
or
progressive
incentive.
They
wanted
to
know
about
that
post,
but
obviously
yeah.
It's
it's
already.
B
And
kill
them
with
positive
posts,
and
that's
why
I'm
telling
you
always
try
to
have
several
posts
live
videos,
something
positive,
that's
going
on
in
the
shelter
people
want
to
know,
people
want
to
see,
and
people
share
so
get
involved
and
donate
exactly,
but
people
have
to
see
and
if
she's,
if
they,
if
the
whoever's
in
charge
of
that
page
keeps
posting,
this
is
what's.
This
is
what's
starting,
and
this
is
our
goal
and
we're
working
on
it
and
keep.
You
know,
keep
us.
B
D
D
C
A
B
A
A
And
then
with
everything
else
going
on,
so
it
was
very
good,
very
informative
and
very
fortunate
to
be
part
of
a
group,
that's
dynamic
and
very
eager
to
make
a
difference,
and
so
let's
continue
the
work
out
there
and
always
you
know
going
forward
and
bringing
in
more
and
more
and
so
in
karina.
You
know,
you've
got
all
the
support
and.
