Description
Animal Care Services Advisory Committee Meeting, 01/20/2022
A
Good
afternoon,
everyone
I
call
this
meeting
to
order,
it's
12
36
p.m,
and
it
is
a
meeting
of
the
city
of
laredo
animal
care
services,
advisory
committee
and
we
are
on
web
x.
Today
is
thursday
january.
The
20th
2022,
and
I
know
we're
not
we're
all
remote
or
most
of
us
are
remote.
Do
we
want
to
just
go
ahead
and
proceed
with
the
pledge
of
allegiance?
A
C
D
C
A
Okay,
thank
you
and
I
guess
I
would
ask
karina.
Do
we
have
any
citizen
comments?
I
know
we
still
have
time.
No,
we
don't
know
okay.
A
C
A
A
Motion
passes:
the
minutes
are
approved.
Okay.
Our
next
item
is
the
introduction
of
a
new
member,
olga
lopez
representing
district
6.
C
A
C
And
I
know
other
door
members
have
inquired
as
to.
If
we
can
choose
that,
that's
fine,
so
they
could
be
more
participation.
So
if
we
can
say
well,
I
don't
buy
for
the
next
meeting,
so
she
can
be
present
and
we
can
properly
introduce
her.
A
Okay,
no
problem
so
we'll
go
ahead
and
move
on
then
we'll
leave
that
one
for
our
next
meeting
and
we'll
go
on
to
the
next
item,
which
item
six
discussion
and
possible
action
regarding
the
date
and
time
of
committee.
C
To
meetings
for
consideration
to
change
the
date
and
time
as
requested
by
incoming
new
members-
and
I
know
they
know
what
their
concerns
to
counsel-
and
this
is
just
so-
we
can.
C
A
G
Fortunately,
for
me,
that's
the
only
time
I
can
make
monday
tuesday
and
wednesday.
We
got
out
at
nine
o'clock
at
night,
nine,
thirty
every
night,
every
night
we
learned
this
is
every
other
rec
clinic
in
town,
and
there
is
no
way
I
can
listen
any
other
time.
So
that
is
unfortunately
that's
in
my
skin.
D
G
Teachers
get
out
of
school
whenever
people
get
off
of
work,
that's
when
they
come
to
the
clinic
and
bring
all
the
their
for
vaccines
and
whatever.
So
it's
impossible
for
me
to
do
it
any
other
time
during
my
lunch
hour,
and
I
can't
commit
to
after
work,
because
my
after
work
every
day
extends
to
nine.
H
Yes,
ma'am,
it's
just
it's
very
hard.
I
know
dr
the
doctor
saying
that
she's
working
for
until
four
o'clock
well
we're
working
from
eight
to
five.
We
get
out
of
4
30
the
teachers
and
we
today
I'm
we're
virtual,
so
I'm
able
to
attend.
I
release
my
class
a
little
early,
but
if
we're
on
campus,
I
don't
have
the
opportunity
to
do
that
and
I
can't
attend
when
I'm
when
we're
on
campus
having
regular
school
days,
teachers
can
attend.
G
Well,
I
work
till
nine
o'clock
at
night.
Working
together
do
a
meeting
without
me.
I
don't
have
to
be
repeating.
You
know.
D
H
G
C
And
specifically,
they
are
working
so
and
we
currently
have
three
professors:
three
teachers
in
our
team
in
our
advisory
committee.
G
G
D
G
A
If,
if
I
may,
I
think
what
we
would
need
to
do
and
I'm
gonna
ask
you
know:
staff.
If
you
can,
we
don't
have
all
the
members
on
you
know
in
this
meeting.
Is
it
possible
to
go
ahead
and
send
an
email
to
everyone?
Let's
try
and
find
a
comparable
time
that
works
for
everyone.
A
I
I
frankly
think
you
know,
for
me,
saturdays
may
be
a
little
bit
difficult
because
I
know
some
people
may
say
yes,
but
at
the
same
time
they
may
not
be
available,
or
they
may
have
other
things
that
they
may
have
pending
or
driving
or
whatever.
But
if
you
can
ask
each
one
to
give
you
the
best
times
and
and
I'm
going
to
defer
a
little
bit
to
christy
here,
is
there
a
way
that
we
can
have
kind
of?
I
want
to
call
it
like
a
floating
time.
A
A
You
know
different
times,
but
others
may
be
traveling,
but
somehow
that
we
can
be
able
to
move
and
be
a
little
bit
high
louder
and
let
the
record
reflect
that
laura
janis
is
joined
us
so
that
that
way
we
can
try
and
see
how
we
can
work
it
out,
because
I
mean
we
need
to
be
fair
to
everyone,
but
I
know
everyone's
got.
You
know
different
schedules
and-
and
I
know
certain
days
too-
some
people
may
not
be
available.
E
I
think
that's
we
do
need
to
put
there
just
that.
You
are
going
to
have
flexible
and
alternate
schedules,
and
I
think
that
was
actually
what
I
was
going
to
suggest,
because
maybe
there's
sometimes
that
you
know
more
people
can
attend,
but
the
doctor
can't,
then
you
know
the
doctor
could
be
excused
and
any
issues
will
be.
I
guess,
presented
and
sure
she
can
come
to
the
next
meeting
but
yeah.
We
just
need
to
include
that
that
it's
going
to
be
a
rotating.
G
C
C
I
know
some
council
members
have
experienced
concern.
We
haven't
been
being
opted
because
of
lack
of.
G
Good,
I
give
a
lot
of
tune
over
to
my
office.
It
does
not
park,
you
know
the
shelter,
but
I
do
have
lots
of
people
that
do
t
I've
been
tnr
for
my
office.
Unfortunately,
that's
not
going
to
be
on
your
stats.
I
don't
charge
it
to
the
children,
that's
not
far.
I
just
do
it
because
it's
the
right
thing
to
do.
G
G
Can
come
from
mexico
and
practice
over
here?
I'm
not
talking
about
that!
I'm
talking
about
licensed
veterinarians,
there's
a
shortage
of
airing
in
the
united
states.
I
don't
I'm
having
trouble
getting
veterinary
and
I've
been
constantly
getting
attacked
by
a
citizen
for
not
doing
enough
spay
and
neuter
and
not
doing
this
because
I
want-
and
I
want-
and
I
want
and
need
me
and
there's.
G
For
me
to
go
around,
I
have
to
pay
bills.
I
have
a
clinic
to
run.
I
have
employees
that
I'm
responsible
for,
and
I
really
have
a
passion
to
help
the
shelter,
but
I
will
I'm
tired
of
being
attacked,
I'm
tired
of
being
put
down
and
I'm
tired
of
being
losing
customers,
because
I'm
not
doing
my
civic
stuff,
I'm
the
only
bet
in
town
to
do
anything,
civic
for
this
community.
You
all
need
to
research
that
so
you
know
we
need
to
consider
on
all
the
spay
and
neuter
everybody
wants
it.
G
G
This
crap
neuter
release
and
the
spay
and
neuter
and
the
shortage,
and
it
seems
like
I'm,
not
doing
my
job.
I
think
a
lot
of
you
love
that
you
don't
my
time
since
2000,
when
I
came
back
to
the
restaurant
actually
2001,
because
I
came
2000
in
december.
I've
helped
blacks,
I've
helped
the
city,
I've
done
a
lot
of
stuff
in
the
community,
but
I'm
tired
of
all
these
rescues
attacking
me.
I
am
tired
of
the
citizens
of
laredo
attacking
me
and,
and
it's
it's
a
no-win
situation
for
me.
G
B
And
on
that
note,
dr
line
decker
and
everyone
we've
been
in
touch
with
some
veterinarians
in
san
antonio
and
really
not
only
is
the
spay
snr
span
neuter
on
hold,
because
kovit
has
impacted
everybody
and
they're
overwhelmed,
and
that
is
the
real
reason.
Everything's
on
hold.
A
C
And
we're
just
a
weekend,
I'm
the
one
with
item
six.
So
it
is
my
understanding
from
right
here.
You
want
us
to
reach
out
to
community
members
in
the
business
and
they
will
report
to
the
community.
Us
too.
A
Yes,
if,
if
they
have
something,
if,
if
just
to
wrap
up
on
that
one,
if
they
can
submit,
if
you
can
send
the
email
and
they
can
submit
to
you
and
then
we
can
go
ahead
and
start
to
review
the
times
and
try
to
work
something
out
so
that
we
can
present
it
and
you
can
share
it
with
the
rest
of
the
committee,
you
know
just
to
see
what
you
know
the
the
input
has
has
come
in
and
before
we
leave
that
item
dr
leindecker
and
before
we
jump
to
the
other
one.
A
I
totally
support
all
the
work
that
you
have.
You
have
done
and
it's
been
I've
seen
your
work
for
many
years,
and
I
I
know
it's
it's
it's
very
difficult
challenging.
You
know
to
be
able
not
be
able
to
get.
You
know
the
rest
of
the
veterinarians
on
board.
I
would
hope
that
we
could.
All
I
mean
this
is
a
for
our
community.
It's
the
entire
community,
it's
not
just
one
particular
area,
but
hopefully
maybe
we
there's
some
way.
A
We
can
come
together
and
we
can
work
on
that
and
try
to
get
more
people
more
vets
on
on
board,
but
I'd
hate
to
see
you
resign,
but
I
also
understand-
and
maybe
once
we
start
discussing
this-
we
can-
you
know
talk
about
it,
some
more
so
with
that,
unless
we
have
any
other
questions
on
on
setting
the
time
of
the
committee
meetings.
I'll
move
on
to
the
next
item,
which
is
the
subcommittee
actions
item,
a
trap,
neuter
release,
program,
presentation,
yeah,.
B
Yeah,
the
the
main
thing
there
was
just
a
little
bit
of
the
terminology.
I
know
that
they
refer
to
tnr
as
feral.
B
If,
if
it's
not
too
technical,
maybe
we
can
put
slash
stray,
but
I
guess
that
only
we
would
know
that
right
and
I'm
in
contact
with
some
people
who
want
to
work,
but
as
long
as
there's
not
a
veterinarian,
it
can't
happen,
of
course,
and
we
can't
just
turn
to
dr
lyondecker
for
everything
right.
I
almost
feel
like
once
I
I
don't
know.
B
If
you
all
know
I
had
a
surgery,
so
once
I'm
fully
recovered,
I
wondered
if
maybe
I
would
could
maybe
take
some
time
to
visit
with
some
of
the
veterinarians,
because
in
the
past
I
you
know,
as
you
know,
sandra
I've
negotiated
with
veterinarians,
and
you
just
never
know
going
in
there.
D
D
D
D
G
D
B
So
otherwise,
I
would
like
to
propose
negotiating
with
dr
linebacker.
I'm
kidding.
G
My
practice
within
the
process
of
getting
sold
yes
corporate,
we
close
in
march.
I
have
a
two-year
commitment
to
the
corporation
at
a
full
time.
They're
supposed
to
try
to
help
me
find
some
more
vets
and
part
of
one
negotiation
is
they
cannot
touch
my
contract
with
the
city,
because
I
can
continue
working
with
the
city.
That's
where
it's
at
my
plan
and
I
told
judy
zachary
this
on
my
plan.
G
What
I
would
like
to
do
is
we're
already
in
the
process
of
revamping
the
surgery
tweaked
here,
I've
already
in
contact
with
texas,
a
m
university.
I
had
done
it
in
the
past
and
somehow
got
screwed
up
when
it
got
out
of
my
hands,
but
then
I've
got
it
back
on
where
we
can
try
to
get
some
of
the
students
down
here
where
they
can
practice,
we
can
get
like
six
students,
seven
students
and
they
can
be
doing
staying
understanding,
gladly
help
them.
G
You
know,
because
of
my
seniority
and
and
that's
my
plan
and
my
plan.
What
I
had
hoped
to
do
would
be
to
do
a
lot
more
freestanding
for
the
city,
but
that's
two
years
away
minimum.
I
can't
do
it
now.
I
can't
I'm
63,
I'm
human,
being
I'm
exacting
the
same
human
being
that
each
and
every
one
of
you
listening
here
is
I'm
frustrated,
I'm
very
frustrated
because
I'm
overworked,
I
get
out
I've
gotten
no
earlier
than
nine
o'clock
every
night.
This
week
I
just
got
over-coded.
G
And
I
I
I
you
know
I
want
to
help.
I
want
to
do
stuff,
but
I
would
love.
I
don't
want
a
pat
on
the
back,
but
I
just
don't
want
to
stab
in
the
back.
That's
all
I'm
asking
from
the
community
in
general:
it's
not
fair,
it's
not
fair
to
not
support
the
only
vet
that
is
willing
to
do
something,
and-
and
that's
I'm
going
to
bring
you
to
this
picture
because
you
all
don't
support
local
vets
and
you
all
as
a
as
a
rescue,
and
I
understand
fully
you.
D
G
D
G
G
And
but
this
goes
back
to
not
getting
supported,
so
I
one
of
the
things
that
I
want
to
do
is
take
like
a
saturday.
I
have
to
be
two
years
away
until
I
get
another
bet
and
do
like
three.
Although
we
would
like
to
try
out,
we've
got
50
male
cats,
where
people
can
line
up
out
here
outside
the
building.
They
have
the
male
cat
in
a
pet
taxi.
G
B
Dr
lyondecker
just
well,
I
I'll
let
you
all
know
that
in
fact,
some
time
back,
it
was
not
presented
to
us,
but
somebody
had
been
approached
by
a
veterinarian
in
san
antonio
willing
to
come
and
spay
and
actually
neuter
cats
25
per
as
long
as
everything
else
was
provided
yeah.
But
since
this
person
was
no
longer
part
of
this
group,
they
did
not
share
that.
B
So
that's
unfortunate,
but
now
with
colvette
et
cetera,
you
know
we're
going
to
have
it's
going
to
be
a
waiting
it
out
type
of
thing,
so
there's
ways
to
work
it,
and-
and
I
know
we
look
at
you
to
to
help
with
all
of
that-
but
and
I'm
going
to
kind
of
throw
something
on
the
side
about
what
you
said
a
second
ago
about
love.
B
It's
important
that
all
the
rescues
that
we're
always
very
always
be
aware
that
we're
always
learning
always
learning,
always
learning
that
oh
yeah
go
there.
It's
that's
expensive
yeah.
They
just
want
to
charge
and
they'll.
Do
things
that'll
end
up
killing
the
animal,
so
the
education
of
our
own
self
of
our
own
self?
Knowing
what
not
to
do
do
not
if
an
animal
is
obviously
sick,
you
don't
get
the
vaccine.
Oh
look!
I
got
a
really
cheap
vaccine.
Yeah
the
dog
died
yeah.
The
dog
was
tired.
B
B
C
C
To
me
that
the
main
issue
is
the
lack
of
veterinarians
in
our
town
for
services,
those
indiana
for
ten
dollars,
and
we
need
to
I
guess
at
this
point.
We
need
to
focus
all
of
all
of
our
energy
and
resources
on
recruiting
veterinarians,
because
at
this
point
not
even
funding
is
an
issue.
D
C
Once
available
that
we
cannot
decree
for
community
pet,
so
I
I
suggest
that
for
the
next
tnr
meeting
that
we
focus
on
actual
research
reach
out
to
veterinarians,
I
will
be
trying
to
call
local
vets.
We
contacted
doctors
from
austin
san
antonio.
We
even
contacted
robinson
wheels
they're
not
willing
to
participate
at
this
time
because
they
are
overwhelmed.
G
For
everybody-
and
this
is
not
our
busy
season-
our
veterinarian
busy
season
is
march
april
may
june,
july
and
august,
and
this
year
we
have
a
super
busy
september,
a
super
busy
october
and
it's
ever
kind
of
slowed
down,
which
is
unusual
unusual
and
it.
But
it's
everywhere
guys
it's
everywhere
and,
as
you
vote
out,
many
of
y'all
work
with
some
of
these.
D
G
People,
the
new
generation,
they
want
eight
to
five,
they
want
vacation,
they
want
insurance,
they
want
things.
They
want
that
eight
to
five
I
would,
I
would
give
anything,
have
an
eight
to
five
job.
I
would
love
that
and
I
taught
school
that
was
great
back
then,
but
there's
no
such
thing
if
you're
not
marrying
as
an
eight
to
five
job,
not
I
mean
not
here.
B
So
once
I
get
what
once
I
get
better
dr
leindecker
and
that's
very
soon,
I
want
to
make
it
a
point
to
meet
individually
with,
since
I'm
overseeing
some
of
this
tnr
and
just
have
the
discussion
myself.
I
know
the
days
of
dr
screw
and
you
were
that
they
would
do
it
for
free
are
gone,
and
it's
all
about.
You
know
something
else
now,
but
I
would
like
to
personally
touch
base
just
so
I
can
feel
at
least
I've
made
an
effort
here
locally.
D
A
Loud
and
I'll
agree
to
join
you
once
you
feel
better
that
that
you
can
get
out
we'll,
go
and
we'll
meet
with
all
our
local
vets.
You
know,
and
I
agree
with
you
on
a
one-to-one
basis,
see
if
we
can
right
in
front
and
their
faces
and
steve.
We
can
get
some
type
of
commitment.
Yes,.
B
G
A
H
You
know,
excuse
me,
yes,
a
few
meetings
back,
it
was
brought
up.
I
mentioned
it
to
the
group
about
maybe
approaching
the
city
about
creating
incentives
to
bring
new
vets
to
our
city,
and
that
was
discussed
and
it
would
say
we
would
discuss
it
again
and
now
maybe
dr
leindecker's,
I
don't
think
you
were
at
that
meeting
doc
or
maybe.
G
Believe
it
or
not
we're
doing
it
right
now
I
have,
I
have,
I
think,
four
kids
in
vet
school
right
now
that
I'm
gonna
take.
You
know
underneath
that
staff
for
previous
staff
members
cool
and
we're
recruiting
them
to
bring
them
back
this
new
company
that
I'm
selling
to
we're
gonna
try
to
get
like
five
veterinarians,
because
my
clinic
can
handle
five,
and
that
will
allow
me
to
spend
more
time
here
and
do
more
for
the
community.
G
You
know
that's
the
the
goal
and
we're
working
on
it
for
mr
luna
right
now
and
that's
a
great
you
know,
comment
a
great.
H
Idea
the
thing
and-
and
I
understand
doc
you
want
to
you-
want
to
bring
him
in
and
put
him
in
a
place
to
work
like
dr
sproul
did.
He
did
it
for
a
lot
of
the
vets
that
that
are
here
or
that
that
used
to
be
here.
He
brought
about
work
in
there
and
they're
in
his
clinic,
and
then
they
established
themselves
and
they
opened
up
their
clinics.
H
But
the
the
thing
that
I
had
mentioned
was
maybe
that
the
city
could
give
them
incentives
such
as
tax
breaks
or
something
and
where
they
would
agree
to
work
for
the
city
like
you
are
and
they're
getting
that
service
and
they're
gonna
they're
gonna,
be
it's
gonna,
be
reciprocated
in
some
way.
So.
B
That's
very
cool
you're
not
gonna,
be
overworked.
Yes,
ma'am
robert.
Today
they
have
hired
three
veterinarians
through
the
city
since
they
built
the
shelter.
H
No
ma'am,
but
these
are
not
going
to
be
city
beds.
These
are
it's
incentives
for
a
vet
to
come,
open
an
office
but
they're
going
to
get
breaks
and
like
they
give
them
for
cut
for
for
restaurants,
man
for
restaurants,
and
they
give
them
for
stores,
but
give
it
to
something.
That's
going
to
help
the
community
other
than
bring
in
merchandise
to
be
sold.
A
G
One
of
the
things
that
I
and
I
put
in
the
paperwork
for
the
federal
government
is:
if
you
come
to
areas
that
are
short
of
experience,
they
actually
will
pay
the
student
loans.
You
don't
have
to
pay
your
student
loan
back.
I
build
that
paperwork
out.
I
have
that
is
actually
actually
out
there
for
the
city
of
laredo
for
webb
county.
Since
we
are
short
of
latin
airings
and
we
still
can't
get
married.
That's
what
they're
paying
your
student
loan
off.
You
don't
have
to
pay.
Your
student
loan
back
come
to.
A
And-
and
I
guess
just
to
further
that
comment
so
that
we
can
go
ahead
and
move
on
to
the
other
one
and
I'll
address
this
to
kareena
and
to
christy,
if
we
can
just
maybe
have
the
city
manager
or
whoever
the
assistant
city
managers
over
tecla,
garcia
economic
development
department,
but
if
they
can
add
that
to
perhaps
recruiting
you
know,
I
know
we're
doing
you
know
manufacturing
and
everything
else,
but
I
think
that's
a
good
point
if
we
can
just
add
that
to
our
efforts
to
the
city's
efforts
in
recruiting
veterinarians
for
our
area
and
dr
leindecker
made
a
good
point
about
the
you
know,
the
the
payback
on
on
loans
and
so
forth.
A
A
I
A
G
C
Okay,
so
I
want
to
give
you
guys
starters:
we
got
funding
from
council,
they
are
located
a
hundred
thousand
dollars
for
this
incentive.
You
all
directed
me
to
propose
the
requirements
to
the
to
the
city
council
which
they
approved.
So
we
are.
We
were
ready
to
register
people,
unfortunately,
the
veterinarians.
They
have
stated
that
they're
going
to
commit
to
12
clinics
now
we're
down
to
four
two
bananas
they
postponed
and
then
I
think
they're
already
booked.
So
we'll
start
our
first
span
either
clinic,
hopefully
in
march,
okay,.
E
C
Not
giving
us
a
date
so
in
an
attempt
to
to
decrease
the
funding,
and
we
can
get
the
ball
rolling,
we
reach
out
to
other
veterinarians
and
hopes
that
we
get
them
on
board
with
this
initiative.
Unfortunately,
they
contacted
five
veterinarian
clinics
here
in
naredo
a
couple
veterinarians
declined.
C
For
our
shelter,
pets
is
that
community
incentive,
so
out
of
all
the
five
clinics.
Only
two
veterinarians
noted
that
they're
interested.
They
want
to
see
what
that
scope
of
work
is
and
how
I
want
to
know
that
at
this
point
we
even
opened
that
clinic
to
the
veterinarians,
we're
providing
the
oxygen,
the
anesthesia
we're
providing
pretty
much
anything.
The
only
thing
that
we
are
requesting
is
for
them
to
come,
perform
the
surgery
and
and
give
the
post
medication.
C
C
Hopefully
they
say
yes
and
we
can
get
this
rolling
because
I
mean,
like
I
stated
earlier,
we
have
the
funds
we
do
available,
they're
willing
to
participate
on
this
initiative.
So
if
you
all
know
of
someone,
we
are,
we
even
reached
out
to
san
antonio
and
they're
just
overwhelmed
with
work.
So
hopefully,
as
soon
as
I
get
our
good
news,
I'll
reach
out
to
the
community
that
you
all
know-
and
our
first
thing
will
be
in
march.
A
Okay-
and
I
hope
that
once
lauda
and
I
by
then
we
should
be
out-
hopefully
there'll-
be
some
additional
vets
recruited
that
we
can.
You
know
local
ones,
that
we
can
have
them
join
okay
and
keep
our.
G
A
G
G
I
think
we
just
have
a
very
bad
rap,
and
so
I
think
that
if
we
can
try
to
reach
out
to
kids
that
are
in
that
school
or
they're
trying
to
vet
school
and
can
get
in
they're
more
likely
to
come
back
to
lareno
and
stay
if
you're
from
here,
you
know
once
you
drink
the
water,
hopefully
you
stay
but
yeah
you're,
not!
You
know,
they're.
G
A
B
C
Present
to
you,
the
annual
statistics
for
for
2021.
I'll
email,
you
that
once
we're
done
with
january
I'll,
just
for
you
all
the
month
in
statistics
for
this
month,
but
I
just
wanted
to
inform
you
all
that
in
2021
we've
received
7
116.
C
C
C
Only
146
caps
got
adopted
and
management
mysteries
approved
free
adoption.
So
we
have
free
adoptions
the
entire
year
and
it
seems
not
to
be,
I
mean
citizens
are
still
not
adopting.
Despite
of
the
free
adoption,
so
for
this
year,
maribel
and
jessica
are
working
on
an
adoption
campaign,
so
we
can
increase
the
numbers,
and
hopefully
we
see
this
number
increase,
and
I
just
wanna
point
out
that
out
of
the
3767.
C
215
dogs
got
rescued
so
we're
very,
very
blessed
and
grateful
for
our
risk
of
partnerships
because
it
could
be
for
them
or
whatever
the
other
84
82.19
library.
So
it's
definitely
alarming.
On
the
adoption
aspect,
yes
and
like
I
said
that
we're
going
to
be
working
on
an
adoption
company,
so
we
can
increase
these
numbers.
Deuteronomy
dogs-
we
are
we
696
dogs,
were
this-
includes
big
animals
dead
upon
arrival.
C
So
it's
like
an
amalgamation
of
all
of
those
factors
so
out
of
3767
696
worldwide
and
forecasts
1715,
that's
where
regular
demands
we
received.
17
565
calls
for
animal
control
and
we
are
received
7
7999
walk-ins.
So
a
total
of
25
364
citizens
reached
out
to
our
department
last
year
and
animal
control
is
doing
that
phenomenal
dog
week
recently
hired
three
animal
control
officers
and
three
animals
officers
are
going
through
the
hr
channel.
So
hopefully
we
will
have
will
be
fully
starved.
The
next
two
months.
A
Better,
yes,
and-
and
I
know
right
now-
it's
also
weather
and
covet,
but
hopefully
yes,
you
know
we
support
the
campaign
and
see
what
you
can
do
to
address
that
carina.
So
as
much
as
possible.
I
know
it's
and
you
see
them.
I
mean
you,
see
the
animals
out
there
and-
and
I
know
the
calls
come
in.
C
Stats
and
just
so
y'all
know
we're
receiving
an
average
of
83
calls
of
animal
cruelty
per
month,
so
we're
being
extremely
active
and
we're
issuing
approximately
40
citations
per
month.
A
C
C
What
we
wanted
to
change
as
part
of
our
culture,
now
we
they're
proactive,
and
I
can't
wait
to
see
a
whole
team
because
right
now
we
currently
have
five
animal
control
officers
to
cover
the
entire
city,
and
even
though
there
are
shorts
that
they
are
leashing
citations
stay
last
week,
we
started
that
year
with
an
arrest
for
animal
cruelty
and
were
we
currently
have
two
cases
under
investigation
for
animal
protein.
B
C
We're
actually
going
to
have
a
passport
meeting
next
week,
and
this
is
just
to
address
that
we
love
our
past
senate
five
bill,
but
I
just
want
you
all
to
know
that
we
already
have
this
line
of
good
with
the
city
of
laredo.
Believe
it
or
not.
Our
city
is
very
progressive
in
terms
of
this
law,
because
we
are
really
enforcing
that.
There's
no
changes
that
are
going
to
happen
in
our
city.
This
is
just
for
the
state
of
texas
in
general,
for
those
municipalities
that
do
not
have
something.
C
In
fact
it's
going
to
be
mandatory,
but
the
city
of
la
raider
is
already
enforcing
this
law.
A
Yes,
yes
karina
and,
if
I
may
add,
whenever
you
do
in
all
those
promos,
whenever
you
reach
out,
can
you
also
do
some
in
spanish
too,
so
that
we
can,
I
mean?
Hopefully
we
could
even
get
some
billboards
out
there,
just
kind
of
like
exhale
what
you
can't
do,
or
something,
but
yes,
so
that
we
also
don't
forget
the
the
you
know
to
do
it
in
spanish,
please,
okay,
billboards
or
billboards
would.
F
F
Some
of
us
wrote
on
all
our
windows
messages
against
animal
cruelty
and
against
the
tethering,
and
all
that
and
people
do
stop
and
read
unbelievable.
F
C
Yes,
actually
we'll
be
contacting
the
public
awareness
committee
we
already
allocated
funding
for
that.
We
already
have
a
couple
of
samples
that
we
want
to
run
by
the
committee,
so
we
can
start
publicizing
them
and
make
and
initiating
the
billboard
initiative.
A
Yes,
that
would
be
great
and,
and
our
members
that
are
on
the
school
you
know
from
the
schools.
I
think
that
that
would
be
wonderful
too.
If
you
can,
you
know
push
that.
You
know
to
the
schools,
you
know
how
we
do
october.
You
know
the
fire
prevention
and
we
can
do
that
just
to
like
an
fyi
and
they
take
the
message
home.
The
kids
would
can
can
do
that.
So
anything
you
all
can
do
it's
appreciated.
Yes,
thank
you.
Okay,.
A
Oh
wonderful,
okay,
that's
good!
That's
good,
and
I
would
even
I
was
going
to
ask
you
even
those
that
are
owned
by
one
of
the
banks
here,
the
one
on
mcpherson,
the
electronic
one
digital
one
see.
Maybe
we
can
get
them
to
do
a
little.
You
know
psa
locally
for
us
as
well,
something
that
does
not.
You
don't
have
to
pay
for.
A
You,
okay,
anything
else
on
that
item.
C
I
know
mr
mary
asked
me
to
put
an
item
on
the
agenda
to
discuss
the
fire
incident
that
we
endured
two
weeks
ago
and
just
wanted
to
report
to
you
all
that
there
was
no
sun
was
injured
and
all
animals
were
dangerous
as
a
result
of
the
fire.
We
are
very
blessed
to
have
such
an
amazing
team,
and
I
wanted
to
introduce
to
you
all
aco
that
he
was
the
one
that
that
responded
to
the
fire.
A
I
I
Well,
I
was
on
a
call
and
when
I
showed
up
to
something
I
noticed
a
lot
of
smokes
coming
out
of
the
dirties.
That's
what
I
call
a
911
and
well.
They
took
a
lot
of
three
minutes
to
get
here
while
they
were
getting
here.
I
was.
A
C
So
you
don't
know
on
friday
he
was
worn
in
by
the
city
secretary
friday
morning,
friday
afternoon.
He
he
collaborated.
He
took
the
leader
on
the
animal
quality
arrest
so
and
then
on
sunday.
Unfortunately,
this
incident
happened
very
compassionately
and
and
we're
very
honored
to
have
him
as
part
of
our
team,
my
commenting
for
his
performance.
Yes,.
A
Yes,
definitely
hit
the
ground
running
yes
and
that's
what
we
need
more
people
dedicated.
You
know.
Thank
you
again.
Okay,
anything
else
karina
that
that
we
need
to
know
on
that.
I
guess
my
only
question
on
the
shelter
update
just
weather-wise
we're
good.
I
know
that
it's
we're
expecting
some
differences
in
weather
this
evening
to
tomorrow
we're
covered.
C
Yes,
we
as
well,
we
have
the
winterization
theaters
in
the
event
that
we
run
out
of
live.
We
purchased
some
generators.
We
insulated
gas
pipes,
a
water
pipe.
We
have
enough
food
to
supply
our
kids
for
over
two
weeks,
full
water.
They
already
have
the
equivalent
houses
they
have
cheetahs.
A
Thank
you
good
good
to
know
yes,
okay,
so
I
think
that's
all
the
items
that
we
have
on
our
agenda
and
I
know
we
still
have
you
know
you'll
reach
out
on
that
survey
for
a
time.
So,
let's
see
what
we
can
do
to
hopefully
get
everyone
in
something
that
works
for
everyone.
A
B
Before
we
leave
the
staff,
then
the
staff
items
there
is
something
that
I
had
meant
to
bring
up.
I
didn't
want
to
interrupt
it
and
it's
just
something
up
in
for
question,
and
that
is
you
know
it's
the
hardest
part
one
of
the
hardest
parts
is
the
constant
bombardment
of
phone
calls
and
criticisms,
etc,
and
so
there
are
ways
that
that
can
sort
of
be
you
know,
managed.
B
I
don't
know
when
it
converted
to
calling
3-1-1
or
4-1-1
or
whatever
it's
a
population
of
laredo
of
300
000
with
two
people
answering.
You
know
responding
to
calls
acos
at
night,
et
cetera,
so
that's
kind
of
like
a
very
bad
imbalance
and
it's
pretty
unfair.
When
we
first
started
even
before
the
shelter
was
built,
we
would
go
through
the
last
thing,
but
then,
when
the
shelter
was
built,
it
was
directly
with
rudy.
B
You
know
with
the
staff
that
was
there
and
the
ones
that
were
actually
out
there
advocating
were
communication
with
situations
and,
of
course,
public
needs
to
be
able
to
communicate
as
well,
but
I
just
wanted
to
bring
that
up
because
I
don't
know
your
average
number
of
phone
calls.
You
mentioned
it
karina
and
how
the
ability
of
being
able
to
answer
all
of
those
overwhelming
numbers
of
calls.
B
A
Karina,
can
you
add
that
item
for
the
next
meeting
that
way
we
can
discuss
it,
because
I
know
it's
not
really
on
this
one,
but
it's
related
to
you
know
the
the
shelter,
but
if
we
can
go
ahead
and
just
you
know
so
that
we
can
talk
about
it,
some
more
and
then
you
all
can
provide
us
also
with
some
information,
maybe
perhaps
a
little
bit
of
background
on
that.
B
And
the
other
thing-
and
I
know
it's
pie
in
the
sky,
but
the
united
states,
like
so
so
far
behind
from
other
countries.
Other
countries
have
feeding
stations,
water
stations,
all
these
things
that
you
know
that's
why
so
many
animals
are
injured
because
they're
so
trying
to
eat
they're
trying
to
find
water,
so
other
countries
have
those
stations.
I
know
it's
pie
in
the
sky,
but
and
the
possibilities
of
ever
even
providing
something
like
that,
because
it's
been
going
on
in
other
countries
forever
and
we
don't
provide
anything
like
that.
That's
just
something
for
future.
F
All
right,
our
community
has
a
lot
to
learn
in
regards
to
respect
to
animal
life
and,
and-
and
you
know
just
because
you
just
reminded
me,
laura
about
something
that
just
happened
with
one
of
our
rescue
volunteers
in
our
group.
She
set
up
a
feeding
station
for
her
feral
cats.
She
has
a
colony
and
she
provided
them
with
blankets
and
a
little
house
and
a
new
feeding
station
punished
for
it.
A
A
And
we've
got
members,
I
think
it's
just
a
few
of
us
left
now.
So
we've
we
don't
have
a
form
anymore.
So
I'll
go
ahead
and-
and
if
I
hear
could
I
hear
a
motion
to
adjourn
please,
I
move
yes,
okay.
Second,
second,
all
those
in
favor,
aye,
yay,
okay
motion
carries
so
we
stand
adjourned
and
thank
you
all
very
much.
Thank
you
for
your
participation.
