Description
01-15-20 Blue Ribbon Committee for People with Disabilities Meeting
C
A
A
D
D
C
If
I'm
a
man
chair
on
behalf
of
the
city
talking
to
HR
they
they
would
like
to
request
another
training.
I
know
we
you
all
did
one
last
year
it
made
a
big
difference
for
staff
to
to
understand
and
that's
part
of
of
what
this
committee
is
doing,
creating
awareness
and
sensitivity.
So
I
don't
know
if
they
called
you,
but
should
they
call
them
miss
Russell?
Yes,.
D
C
A
D
D
C
I'll
again,
madam
chair
I'll
I'll
address
this
with
with
chief
Trevino,
because
I
know
they
certainly
both.
C
Special
needs
and
disabilities
wanted
sensitivity,
training,
but
as
well
and
drug
and
alcohol,
and
they
even
developed
a
task
force
that
has
licensed
professional,
counselors
and
case
workers
going
out
with
them
when
they
address
different
parts
of
town
and
encounter
people
with
addiction.
And
so
they
want
sensitivity.
Training
for
both.
A
C
Called
Hart
heroin
response,
team
and
PD
team
leads
it,
but
we're
on
it
up.
We
have
a
licensed
drug
and
alcohol
dependency.
Counselor
on
it
scan
is
on
there,
and
border
region
is
on
there
as
well,
but
to
this
committee
when
people
with
disabilities,
you
all
did
a
lot
of
sensitivity,
training
both
to
city
employees
and
to
the
police
department,
and
thank
you
for
that,
because
I
think
it's
made.
Oh.
A
C
D
C
The
drug
and
alcohol
on
the
drug
&
alcohol
issue
that
police
came
up
with
the
task
force,
called
Hart
heroin
response
team,
actually
assistant,
chief
Gonzales
and
lieutenant
the
diente
or
team
leading
it,
and
when
they
do
a
response,
they
call
on
a
rotating
basis,
either
the
the
counselors
from
the
health
department's
can
or
border
region
to
go
with
them
and
to
begin
to
offer
services,
because
otherwise
you're
displacing
those
persons
that
are
maybe
homeless
or
an
addiction,
and
they
just
go
from
one
spot
to
another.
So
the
task
force
is
already
offering
them.
D
D
C
D
C
A
A
little
topic,
but
it
is
under
the
general
heading
of
services
to
the
community.
Another
item
is
looking
at
the
year
of
review.
We
discussed
the
haints
activity
center,
possibility
of
including
as
someone
who
can
give
information
as
to
how
to
do
adaptive.
Physical
education
for
those
who
are
interested
in
using
the
center
I
did
give
the
contact
information
to
this
Erica
and
I
do
not
know
where
we
are
on
that.
I
know
that
he
was
not
contacted
so
I
wanted
to
bring
that
up
before
we
get
too
deeply
into
2020.
No.
C
C
She
she
had
her
baby
they're
doing
well.
Unfortunately,
it
was
a
premature
baby,
33
weeks
of
the
baby,
still
in
the
neonatal
intensive
care
and
we'll
be
there
for
another
couple
of
weeks.
Needless
to
say,
mom
is
a
little
anxious,
but
mom
is
doing
what
well
and
she
she
will
be
out
for
the
next
three
months.
I.
A
A
C
A
C
On
that
one
I
your
own
to
be
congratulated,
the
city
of
La
Villa
does
have
formal
agreements
now
with
workforce
and
the
different
sections
of
workforce
to
make
sure
that
we
we
look
at
hiring
practices,
look
at
sensitivity,
look
at
internships
for
people
with
disabilities
and
I'll
turn
it
over
to
the
Ramos,
because
she
was
part
of
developing
those.
Those
mo
use
with
the
city.
F
B
F
F
D
F
Not
exactly
sure
what
I
did
is
as
an
agency
I
wait,
I,
which
is
really
hard
for
me,
because
I
want
to
be
involved
in
everything.
I
took
a
back
step
and
I
turned
the
case
over
to
back
to
the
counselor
and
the
counselor
is
the
point
of
contact
and
dialogue
with
the
tech
support
for
solutions.
So
I
know
they
have
an
initiative
to
pay
I.
Think
the
the
wages
went
up
in
December,
so
we
gave
them
to
the
the
customer
the
option
of
either
starting
the
November
to
December.
Okay,.
F
F
F
F
We
heard
we
met
with
I
believe
morning,
Human
Service,
and
we
talked
about
the
MOU,
the
possibility
of
providing
services.
They
said.
Well,
we
already
have
an
MoU
with
you.
You
know.
If
there's
a
provider
I
mean
customers
are
coming,
we
wouldn't
mind
working
with
you,
because
we
I
know
the
service,
so
we're
looking
to
having
what
happened
at
this
at
the
finance
department
may
be
happy
to
process
this.
The
city
and
being
able
to
assist
the
city
as
well
as
requested
I,
agree
right.
G
D
D
D
I
C
A
C
A
C
So,
but,
but
to
your
point,
doctor
Ruettiger,
yes,
I,
don't
think
the
city
has
made
it
public,
but
but
based
on
what
you're
saying
I
think
we
do
need
you.
You
all
should
meet
again
with
yes
with
Monica
and
whispered
the
director
to
work
out
those
details,
because
I
think
the
city's
very
interested,
especially
doing
two
formal
agreements
and
going
through
training
to
to
improve
how
what
we
do
with
people
with
disabilities.
D
I
D
D
C
The
chair,
I
I,
agree
that
setting
up
a
new
meeting
I'd
like
to
one
that
you
hand
and
give
us
hand
with
your
city
managers
and
HR
again
following
up.
You
already
established
a
relationship
so
directly
now
with
miss
Ballou
this
and
miss
Gonzalez,
who
are
the
director
and
the
assistant
director
for
HR
to
iron
out
these
details
and
continue
to
build
the
relationship
that
you
already
started.
So
now,
you'll
go
on
to
be
congratulated
for
before,
starting
that.
C
I
B
F
We
do
have
individual
war
on
Social
Security
in
breaking
most
of
those,
we
call
those
jobs
in
two,
maybe
two
parts
where
they're
part-time,
but
really
the
city
benefits
from
a
because
that
city
were
concerned.
When
the
city
nineties
concerns
was
that,
but
we
have
to
pay
for
benefits.
Well,
if
you
do
that,
and
you
level
the
playing
field
and
work
with
the
program,
then
what
happens
is
you
can
actually
bring
into
individual
overlap?
Who.
F
To
worry
about
health
benefits
and
you
want
a
part-time
basis
and
you
open
up
that
area,
because
I
see
where
the
post
students
are
for
the
city
in
the
staffing
agencies,
I
see
them
every
day
and
they're
in
the
areas
where
customers
would
be
amazing
and
if
they're
given
the
opportunity.
But
the
thing
about
it
is
that
it
has
been
in
lemonade.
F
G
F
Happens
is
the
city
really
is
losing
out
on
the
opportunity
to
hire
a
very
private?
We
have
very
competent
customers,
we
have,
we
provide
supports.
Not
only
do
we
provide
supports,
but
who
knows
you
know
after
seeing
someone
work
they
now
you
know
what
this
is
an
option
and
it
can
increase
the
quality
of
life
or
the
individual
work,
because
should
they
decide
to
offer,
let's
suppose
someone?
You
know,
you
see
me
working
there's
an
opportunity
for
folks.
H
F
G
F
Think
wonder
hiccup
with
the
staffing
agencies
is
that
it's
a
temporary
hire
because
they
say
that
they're
not
offering
a
permanent
job
because
they're
staffing
agencies
and
there
has
to
be
a
promise
impossible
for
full-time
employment,
but
it
can't
be
offered
because
they're
just
entities
and
running
it
through
the
VR
program.
The
news
to
others
saying
that
we
could
go
through
that,
but
we
would
have
to
have
an
operation
well
at
this
point.
F
Yes,
but
if
the
city
was
willing
to
work
with
us
and
maybe
negotiate
those
part-time
as
opposed,
and
that
was
brought
to
the
table,
president
Park
yeah
permanent
part-time,
with
the
possibility.
Maybe
two
openings
and
I
can
tell
you.
We
quit
Phil
chloro
job
easy
and
that's
where
we
have
the
hardest
from
as
from
a
job
hunters
perspective.
That
is
where
I
have
the
hardest
time
getting
into
the
clerical
beach
at
very
different,
and
we
have
extremely
competent.
D
C
Chair
will
then
that
there
will
be
one
more
item
to
discuss.
No
yeah,
we
don't
we
don't.
The
city
does
have
the
option
of
hiring
through
a
contracted
staff
agency,
but
for
the
most
part,
our
example,
this
department,
we
have
215
full-time
employees
and
we
have
six
pages
each
animal,
but
but
yes,
I
think
you
should
me
even
with
the
staffing
agencies,
to
consider
people
with
disabilities
to
do
when
the
city
requests.
A
clerk
also
make
sure
that
you
know
I.
E
F
Are
trying
to
level
that
field
well
by
saying
you're
killing?
Well,
let's
look
at
it.
I
mean
just
like
in
everyone
else.
You
are
in
a
provision
for
90
days
after
90
days,
consider
what
they
did
at
the
City
Council
meeting,
the
City,
Council
and
I
think
was
dr.
Martha
or
one
of
them
said
you
know.
Well.
H
Yes
and
I
think
you
know
when
you
go
up
to
an
employer
you're
from
an
employer.
Your
goal
is
okay.
This
individual
wants
to
get
hired
right,
whether
they
have
a
disability
or
not
whatever
it's
a
level
playing
field
everybody's
applying
for
that
same
position,
but
by
the
same
token
they
all
should
have
a
fair
chance
after
those
90
days.
Would
it
be
tempt
to
hire
right
across
the
board
whether
they
have
a
disability
or
not?.
F
D
D
F
Then
maybe
something
which
box
they
do
is
look
at
possible
questions
that
we
don't
want
to
ask
and
give
them
ahead
of
time
so
that
they
don't
have
to
sit
here
and
think,
like
okay,
what
am
I
going
to
answer
to
this
and
they
give
trying
another.
Two
doctors
run
discussion
puppets
for
discussions.
Then
we
can
provide.
D
D
D
D
B
C
E
E
G
B
B
C
A
C
F
C
So
that's
a
big
effort
and
any
guidance
from
this
committee
or
from
resources
that
you
have
I,
certainly
welcome.
I,
know
they're,
really
working
very
close
with
with
the
Tennis
Association
with
Tina,
who
is
working
with,
has
a
team
of
person
to
apply
and
so
they're
there
they've
developed
a
training
at
the
different
parts
at
two
different
parts
for
that,
and
so
but
Tina
is
taking
a
bunch
to
train
the
parks
folks,
but
the
same
thing
in
every
other
area
as
well.
F
B
F
It
more
inclusive
because
while
we
do
provide
services,
when
we
pinpoint
only
one
group,
it
creates
animosity
in
its
it's
a
fact.
You
know
we
have
different
groups
and
they
all
want
to
have
them.
They,
why
your
group,
not
mine,
so
I,
think
to
level
it
out
five
middle
one
saw
this
is
an
excellent
resource.
I
work
directly
with
him
and
I
think
he
would
be
a
great
asset
to
consult
with
this
little
break
for.
C
A
C
E
I
A
C
Mr.
chairs
and
as
you'll
remember
in
the
December
meeting,
we
told
you
we
have
a
new
brand
from
the
state.
Exactly
is
going
to
be
doing
what
dr.
Rosen
you're
saying
it's
finding
now
who
all
the
groups
are
the
support,
so
they
can
advise
other
parents
and
then
link
them
to
you
because
you're
right,
you
know,
Tina
Trevino
does
the
the
athletics
with
visually
impaired
but
but
other
disabilities
as
well.
So
that's
one
group
and
she's
come
to.
B
C
Committee
to
to
me,
and
so
look
at
the
other
different
groups
of
will
be
developing
a
database
of
who's
out
there.
What
gaps
there
are
to
this
new
project
and
and
I
want
the
supervisor
that
we're
hiring
to
come
to
these
meetings?
Don't
even
she's
not
here
today,
because
she's
in
training,
but
yes,
so
I
think
that's
an
excellent
idea.
I
I
Our
team,
you
know
that
you
work
very
closely
with
the
police
department.
I'm
gonna
do
with
the
access
parking
and
they
were
reinforcements
and
I
know
they're,
not
reinforcing
the
accessibility,
the
handicapped
parking
but
Richard.
You
would
like
to
because
I
know
that
Isis's
people,
so
getting
enough
for
their
cars
and
they're
like
in
better
shape
than
I,
am
I.
G
Did
talk
to
them
last
month
and
they
did
say
that
they
had
thirty
volunteers
that
had
taken
the
training
and
that
they
wanted
to
get
more
volunteers,
but
at
the
time
they
needed
I
don't
think
the
river
Police
Department
could
handle
the
volunteers,
so
they
were
gonna,
be
given
to
traffic
I.
Don't
know,
what's
what's
happening
right
now,
so.
I
C
I
Okay,
so
can
we
move
on
to
item
B,
then
discussion
possible
actions
on
bylaws
last
meeting
that
we
had
in
December
I
conveyed
to
you
on
that
I
had
worked
on
the
constant
with
a
by
Nasser
I
had
expanded
on
them,
and
so
the
only
boat
that
we
had,
the
only
actual
official
boat
that
we
went
with
was
with
increasing
the
number
of
members
from
10:00
to
11:00.
That
was
the
only
one.
There
was
some
other
bylaws
that
dr.
booth,
injury
and
I
we're
going
to
get
together
and
discuss.
