Building and Standards Commision Meeting 07/23/19

G
Good
evening
my
name
is
Tina
happiness.
I'm,
the
program's
administrator
for
Community
Development
with
me
I
also
brought
a
big
bag,
jockeys
the
court
enforcement
supervisor
for
our
division
in
our
department
and
then
some
of
the
court
officers
that
are
involved
with
this
year's
operation
crackdown.
G
So
what
is
operation
crackdown?
Many
of
you
have
heard
of
it
of
the
program
that
operation
crackdown
is
a
Texas
joint
Connor,
Drug,
Task
Force
program
known
for
demolishing
houses
connected
with
illegal
drug
trade,
making
neighborhoods
safer
and
helping
prepare
students
to
make
good
decisions.
The
city
of
Laredos
2019
campaign
is
projected
to
to
assist
the
city
in
the
demolition
of
about
20
structures,
which
which
would
yield
us
about
two
hundred
thousand
dollars
in
savings.
Now,
in
the
past
five
years,
operation
crackdown
has
been
demolishing
about
150
structures.
G
G
Law
enforcement
entities-
national
guard
comes
down
for
to
the
radio
for
two
weeks
and
they
use
it
alongside
an
email
to
train
their
staff
and
to
help
us
clean
our
neighborhoods
PB
normatively,
these
Department
assistance
and
making
sure
that
there
are
no
Nexus
drug
Nexus
to
these
properties,
because
that
is
one
of
the
main
criteria
for
a
to
qualify
for
operation
crackdown
and
QR
code
enforcement
division.
We
ensure
that
you
know
we
notify
the
I
guess
the
public
that
you
know
their
houses
are
emptied,
updated.
G
The
states
that
aren't
going
to
be
considered
through
the
Building
Standards
Board
at
one
point
to
be
demolished
forcefully
or
they
can
work
with
us
voluntary.
So
that
is
a
little
incentive.
Now
this
year,
we're
kind
of
in
a
little
tank
aren't
usually
National.
Guard
does
give
us
about
five
six
months
to
prepare
for
this
this
year.
Will
you
have
been
notified
early
on
that
they
weren't
in
and
have
fun
inference?
G
And
lo
and
behold,
we
got
notice
two
weeks
ago
that
they
do
have
funding
their
fiscal
year,
finishes
in
September
thirtieth,
so
they're
willing
to
come
down
September
16.
That
gives
us
very
little
time
frame
for
us
to
do
all
usually
doing
and
four
to
five
months
to
prepare.
The
check
is
that
they
want
to
see
now
they
are
asking
to
see
these
properties
and
quantify
them
thirty
days
in
advance
of
this.
So
this
puts
us
at
an
August
12
date
deadline
to
submit
the
twenty.
G
They
want
to
see
twenty
properties
with
all
the
champions
report,
so
that
is
why
we
brought
it
to
the
board.
I
know
there
was
some
properties
that
y'all
have
been
considering
looking
at
for
many
years,
I
know
through
the
building
department.
They've
been
tagging
some
properties,
so
this
is
another
way
for
us
that
the
community
know
that
you
know
this
program
is
available
and
that
you
know
to
your
joint
effort
and
to
ours.
We
can
make
our
neighborhoods
a
little
safer
next
time.
Don't
you
want
to
accent
it
well?
I
wanted
to.
A
G
The
property
does
have
to
be
not
just
you
know,
an
amputated
and
substandard.
It
has
to
be
an
access
type
to
it.
So
two
Border
Patrol
through
through
their
OPP.
They
give
us
the
reports
and
that's
gonna,
be
part
of
the
packet
that
we
give
to
National
Park.
There
has
to
be
some
sort
of
Nexus
that
they
would.
G
G
Another
site
of
these
properties
that
were
intended
to
join
it
demolished
and
since
the
National
Guard
is
still
a
federal
program,
there
is
still
some
clearance
that
we
need
from
them
unfortunate.
In
the
past
we
have
content
one
or
two
and
I
think
the
last
year
we
might
have
brought
everybody.
We
brought
the
presentation
to
the
board
and
unfortunately,
there
was
one
or
two
properties
that
this
baking
circle.
Preservation
Office
said
that
they
would
not
approve
the
demo.
They
would
want
the
preservation
of
it.
G
G
B
Have
a
disk
we,
we
have
been
bringing
structures
or
properties
to
the
board
for
forever,
like
seven
to
ten
years,
so
we
do
have
this.
We
just
need
to
look
for
it
because
once
they
have
been
deemed
for
demolition,
we
don't
have
to
bring
it
back
to
the
board.
We
just
proceed
because
now
we
have
funding
now
we're
not
knocking
down,
we
don't
legally.
We
don't
have
to
do
any
of
that,
we'll
we'll
step
right
up
to
the
asbestos
and
whatever
else
they
they
need.
B
B
G
We
are
just
working
on
those
last
nine
and
if
we
get
25
they're
willing
to
do,
they
said
anywhere
from
20
to
25
structures.
They
weren't
going
to
leave
basis
and
we
basically
scheduled
it
for
them.
They
cannot
come
down
two
to
three
properties
and
I.
Think
we've
done.
We've
done
multiple
properties
in
one
day,
so
it
just
depends
on
how
quickly
we
can
get
the
public
to
come
in
part
of
the
requirement
to
participate
in
the
program.
Is
they
need
them
to
show
proof
of
ownership
so
I
need
it
have?
G
So
it's
multiple
owners
I
need
all
them
on
two
corners
to
sign
off.
If
it's
one
person
I
mean
I
saw
as
soon
as
as
long
as
they
bring
neither
prove
their
deed,
their
warranty,
whatever
they
have
to
show
ownership,
they
bring
it
to
me.
They
bring
me
their
writing
ID
and
we
can
start
the
process.
We
start
signing
the
contract
and
then
everything
else
starts
rolling
for
us.
G
We
we
check
with
the
state
we
check
for
these
best
those
two
clearance,
and
we
we
process
it
through
we're
going
to
send
them
to
the
next
part
and
they'll.
Let
us
know
if
it
qualifies
ultimately,
so
we
do
have
our
community
relevant
is
the
department
that
is
taking
the
lead
on
the
contract
side
of
it.
So
you
know
you
know
just
sort
of
public
to
know
our
code
enforcement
department.
G
According
for
my
division,
sm9
557
traders,
the
phone
number
next
thing,
I
wanna,
share
to
you
all
some
of
the
impact
that
operation
tractor
has
in
our
in
our
community.
You
know
here
you
see
an
example
in
2014.
This
was
one
of
our
identified
properties
on
Pender
and
it
actually
took
them
in
two
years
and
we
don't
know
who
it
was
you
just
kind
of
drove
fine.
We
drive
by
them.
Of
course
my
supervisors
are
very
familiar
with
their
area,
so
they
can
readily
recognize
what
used
to
be
an
operation
craft
on
property.
G
So
we
saw
two
years
later,
this
beautiful
house
came
up.
That's
just
a
great
example
of
how
much
you
picked
up
the
neighborhood.
Thank
you
there's
another
example:
don't
not
only
joining
forces
to
get
rid
of
this
property
on
crack
Street
on
to
2014,
but
then
it
years
later
the
city
actually
decided
the
I
believe.
The
compliment
on
the
district
decided
to
buy
the
property
and
we
created
a
great
part
with
the
coordination
of
Community
Development
Block
Grant.
So
we
there's
a
great
partner.
Another
example
is
some
grammatical.
G
You
know
that
dilapidated
property
thought
torn
down
and
now
there's
a
new
business
there.
Next-
and
this
is
just
an
example
of
another
on
top,
but
the
HERA
I'm
sure
most
of
us
have
seen
that
one.
Would
it
change
that
and
that's
it.
You
have
any
questions.
I,
don't
know
mister
I'm
not
to
have
anything.
No.
D
A
E
A
City
does
have
an
ordinance
and
can
force
property
owners,
and
so
I'm
just
saying
for
the
public's.
You
know
please
try
to
take
advantage
of
it.
If
you
can,
but
this
process
of
substandard
houses
can
or
the
operation
crackdown
is
just
four
houses,
the
substandard
is
business
or
residential,
and
the
city
will
hire
a
contractor
to
demolish
it
or
comply,
and
there
is
a
lien
with
a
ten
percent.
F
If
you
don't
go
through
us,
there's
an
opportunity
where
you
cannot
afford
to
pay
whatever
here
is
an
opportunity
that,
furthermore,
if
you
happen
to
be
on
a
NEC
zone,
which
is
the
neighbor
in
a
tax
of
eight
wee-bey
type
of
program
that
we
offer
once
we
turn
down
of
that
structure,
and
then
you
have
a
building
free
lot,
you
can
reinvest
in
there
and
you're
gonna
be
a
pro
pie
at
the
lower
rate.
That
lot
is
and
freeze
your
taxes
for
the
next
thing.
Here.
That's.
A
A
We
also
the
what
I
wanted
to
also
point
out
is
that
the
city
will
try
to
work
with
the
oldest
okay.
We're
not
gonna,
go
we're
not
trying
to
demolish
anybody's
property.
We
want
the
owners
to
come
up
and
address
these
issues.
The
government
doesn't
want
to
be
graded
into
private
property
and
tearing
things
down.
A
A
city
off
and
we're
trying
to
enforce,
and
so
we
don't
want
because
it
encourages
criminal
activity
or
vagrancy
or
things
like
that,
we're
right
on
the
border.
We
don't
want
structures
there
that
are
not
being
maintained,
that
people
can
go
in
there
and
use
it
for
whatever,
and
so
the
idea
is
to
make
sure
that
these
properties
are
going
to
be
properly
maintained.
So
I
just
wanted
to
point
that
out.
I
know,
community
development
is
is
doing
a
great
effort
and
trying
to
promote
this
program.
Operation
crackdown.
G
The
National
Guard
in
the
sense
of
finding
so
we
don't
know
if
this
program
is
going
to
come
back
next
year
so
where
we
can
take
advantage
of
it,
should
contact
us
and
take
advantage
of
it
because
right
now,
they're
never
able
to
really
tell
me
if
they're
gonna
come
back
and
next
year
and
so
yeah
just
like
this
year
and
then
think
it
was
very
short
notice.
But
any
other
questions
I'm
going
to
feel
free
to
call
our
office
or
I'm
here.
To
answer
any
questions.
G
A
A
This
committee
meets
on
the
second
Wednesday
of
every
month,
and
so
we
haven't
had
cases
this
month.
This
year
has
been
really
swell
at
the
beginning,
because
we're
trying
to
make
sure
that
we
follow
the
new
process
to
every
property
so
without
a
mind,
I
know
I
on
your
committee
members
on
your
package
with
the
junii
agenda
in
today's
July's
and
they're
different,
so
the
gene
cannot
be
opened
up
so
for
those
it
came
as
far
as
property
owners.
We
will
let
you
know
next
time.
Mr.
A
Orozco,
a
general
rule
from
the
other
department
he's
a
soil
supervisor
helping
us
out
on
this,
and
this
Anabella
leaders
certified
housing
inspector
can
help
out
as
well,
where
they're
at
the
building
department.
Anybody
has
come
talk
to
us.
We
rather
have
the
owners,
come
up
and
address
their
own
issues
and
not
bring
cases
to
this
board
and
force
properties
to
be.
A
There's
any
questions
I
can
tell
I
couldn't
be
available
after
the
beach.
During
this
meeting
we
cannot
bring
up
any
case,
so
moving
on
these
items
are
here
on
these
IPTV
webpage
items
on
this
following
the
properties
identified
as
sub
standards.
All
these
properties
have
been
issued
an
order
signed
by
the
chair
posted
in
the
newspaper
now,
and
it's
in
the
last
leg
of
the
getting
a
contractor
to
demolish
and
West
poster
again.
None
of
these
owners
have
come
up.
That
said
they
don't.
A
They
haven't
addressed
it
so
at
this
at
this
time,
all
these
properties
here,
as
I
said,
have
a
demo
order.
That
side
has
been
in
the
newspaper
and
we're
just
waiting
to
go
to
purchasing
and
get
a
bit
out
to
see
how
much
you
know
how
much
these
properties
will
cost.
We
demolished,
basically
the
only
thing
that,
as
far
as
other
than
minutes,
it
was
just
the
communication
from
the
community
relevant
and
this
we
have
any
other
items
to
open
up.
C
C
E
D
A
A
A
Correct
we.
A
Do
know
we
have
given
that
the
me
development
believe
these
demo
or,
if
not
actually
for
them
and
they
can
contact
the
owners,
but
we
haven't
had
any
contact
back
the
one
that
you're
not
is
G.
That's
is
somebody
novel
that
once
I
imagine
that
that
was
consumed,
kind
of
commercial
is
in
a
commercial
district
house
that
one
they
want
to
restore
when
the
owner
has
come
up.
I'd
say
they
want
to
restore
that
property.
So
gene.
