it
is

humbling

come
before

you
placed

single
one

propositions

agenda
for
discussion.
We
greatly
appreciate
the
fact
that
you
will
take
the
time
to
carefully
examine
what
some
in
the
community
have
contributed
to
this
discussion.

some
in
the
community
shared
some
of
these
propositions
with
us
through

also
wanted

inform

some

them
were
contributed

members
of
the
our
Laredo
watchdog
group

right

speak

Some
of
these
propositions
that
we
contributed
were
because
of
obstacles
that
we
have
faced
as
citizens
in
dealing
with
our
local
government.
We
wanted
to
thank
you
for
your
diligent
work
and
we
would
like
to
remind
you,
like
the
founding
fathers
of
our
great
nation.

also

our
city
Constitution.
Your
work
is
of
the
utmost
importance.
As
you
are
helping
to
craft
the
laws
of
governance,
I
will
close
with
a
quote
from
one
of
the
founding
fathers
to
remind
you
of
that
duty.
The
quote
comes
from
President
John
Adams,
who
stated
and
I
quote
government
is
instituted
for
the
common
good
for
the
protection,
safety,
prosperity
and
happiness
of
the
people
and
not
for
profit,
honor
or
private
interest
of
any
one
man
family,
our
costs
of
men.

opinions
regarding

proposed
amendments
that
were
published
and
I'll
proceed
on
item
C,
the
amendment
to
section
1006,
not
clear,
on
what
specific
changes
provisions
are
being
considered.
The
provision
that
is
proposed
must
comply
with
all
other
sections
of
the
Charter
to
pork
or
to
be
considered
based
on
section
1208
of
the
Charter

Number
three
of
the
proposed
charter
amendments
has
been
proposed
for
the
past
decade
by
local
lobbyist
group.
When
the
group
was
asked,
if
they
were
for
bigger
government
by
adding
additional
members
to
the
council,
they
withdrew
their
proposal
the
first
time
it
was
brought
up
again
several
years
later
at
another
Charter
Commission.
I
And
what
they
did
several
years
later,
it
was
once
again
voted
down
by
the
Commission.
The
lobbyist
group
lobbied
the
citizens
by
using
section
1109
and
section
1110
of
the
Charter
for
referendums,
initiatives
and
referendums.
This
this,
the
citizens
voted
their
proposal
down
and,
and
we
believed
it
was
finally
over
well
here.
It
is
again
now
proposing
increasing
government
by
adding
two
more
at-large
council
members,
which
would
make
the
council
comprised
of
three
at-large
member
elected
officials
on
council.

the
Patrick,
the
name
of
the
library

get
it
councilman
counts
at
large.
It's
a
single
district!
It's
been
done
before.
It's
not
that
it
can't
be
done.

been
done,
so
all

former
council
members

run
again
and
in
addition
to
that
back
to
section
two

there
will
be
conflicts
because
all
these
proposals
come
in.
We
want
this,
but
did
you
look
at
the
Charter?

you

you
have
to
address
because
the
composition
of
the
Charter
has
to
be
whatever
it
tells
you

long
it
left
you
it's
just
a
mess.

it

job

can

only
instructions

look

what
you
did.

do
not
even
did

indicate

other
sections

they're
only

proposal
was

those
who
voted

prior

councilman
was
recalled
because
it
only
required

who

get

government

the

the

the

I'm

tell
you
this

There
are
rights,

perished

current
government
because
it
has
forgotten
those
immortal
words.
They
can
spoke
in
1863.

Our
city
government
has
perverted
those
famous
words
by
turning
our
government
upside
down
into
a
government
for
them
for
their
friends
and
for
personal
self
enrichment.
Public
service
has
been
thrown
out
the
door.
This
commission
is
the
most
important
Commission.
The
city
has
probably
even
more
important,
Planning
and
Zoning,
because
it's
charged
with
making
important
changes
to
our
governing
local
Constitution,
it's
our
Bill
of
Rights,
it's
our
Magna
Carta.

Who
is,
as
you
take
up
my
proposed
amendments
to
the
city
charter
I'll,
be
here
to
clarify
and
explain
the
fiscal
impact
of
the
gutter,
because
by
law
you
have
to
provide
how
it's
point,
how
it's
going
to
affect
the
government
fiscally
in
addition
to
my
propositions,
would
stop
the
borrowing
of
four
million
dollars
annually
for
priority
district
funds
that
are
nothing
more
than
slush
funds.
Deficit
spending
through
the
use
of
slush
funds
creates
cookie
cutter
policy
that
raises
a
cost
of
needless
death
and
the
cost
of
government
services.

It's
an
abuse
and
the
cost
savings
would
be
transferred
back
to
the
private
sector
by
providing
a
hundred
percent
homestead
exemption
to
those
who
are
65
and
old.
So
you
would
eliminate
four
million
dollars
immediately.
Take
the
forming
they're
borrowing,
four
million
every
year
and
they're
buying
Braun,
says
I've
got
the
records
they
buy,
bronzes
and
pike
stuff.
That's
frivolous
spending!

It's
it's
outrageous!
And
finally,
my
proposition
will
stop
the
fleecing
of
the
taxpayer,
because
the
city's
council
is
purchasing
property
from
political
insiders
at
inflated
prices.
We
can
put
a
stop
to
the
theft
of
taxpayers
money
by
adopting
an
amendment
that
will
save
the
taxpayers
millions
of
dollars,
and
one
of
my
amendments
deals
with
it
in
a
fair
way,
because
the
bottom
line
is
that
people-
you
are
here
the
councilmembers
here
to
make
life
fair,
not
to
have
policy.
That's
unfair!
That's
what
it's
about
it's
about
fair
play
and
it's
not
fair.

What
they're
doing
right
now,
you
know,
and

if
you're
not
lucky,
we
have
the
initiative
a
referendum
here,
the
county
doesn't
across

street,
I'm
gonna
have
to
swim
next
week.
I've
already
got
it
already
because
of
what
they
did
with
a
double
flipping
the
hose
it's
on
a
double
flipping
scheme,
what
they
did
with
the
heb
and
other
violations
and
I'm
gonna
have
to
go
to
court
and
this
the
court
filed
it
over
there
because
there's
no
initiative,
no
referendum,
at
least
thank
God
that
that
exists
here
with
with
home
new
municipality.

in
summary,
my
proposed
amendments
would
stop
the
corruption.
Do
the
self
enrichment
at
the
present
time.
You
have
council
members
that
have
recently
decided
to
give
themselves
a
pent,
a
city,
pension
or
retirement
benefits,
and
people
are
outraged.
They
say
and
these
same
people
that
gave
themselves
a
city
pension.
Some
of
them
are
double
dipping
because
they
work
at
the
county
and
they're
here
and
some
of
those
some
individuals
have
dual
elected
office.
There
should
be
no
dual
electrons.

In
fact,
he
was
something
used
tonight
before
I
got
here,
yep
that
should
be
there
that
should
be
eliminated
and
then
finally,
there
are
some
council
members.
Then
this
really
ticks
me
off.
There
are
council
members
that
are
violating
the
Texas
disciplinary
rules
of
professional
conduct,
because
their
attorneys
are
for
attorneys
there
and
they're
defending
sexual
molesters
in
criminal
cases
that
were
initiative
initiated
by
the
police
department
and
where
the
police
officer
is
a
material
adverse
witness
against
such
defendant.
That
is
a
blatant
conflict
of
interest.

It
is
against
the
texted
professional
code
of
conduct
and
I
have
an
ongoing
complaint
with
the
State
Bar
of
Texas
for
on
that
council.
Member,
because
he's
doing
this
so
I
will
take
these
propositions
to
the
street.
I
have
a
very
strong
will
and
I'll
put
my
brain
against
anybody
else's
brain
and
I
will
go
door
to
door.
Single
handily
and
I
will
get
the
seven
thousand
or
ten
thousand
forty

do

is

most
important

everything

guys

yesterday

city
manager.

it's
irrelevant,
because
those
nine
people
are
there,
they
run
it
all.
They
have
their
hands
in
everything
it
doesn't
matter.

want

really

effect

it
through
the
Charter,

Charter

though
there's
one
Charter

article
there
that's
being
currently
violated.
It's
in
my
district
I
live
downtown
and

councilman
does
not
live
here,
but
the
only
reason
you
can

rid
of
him
is
because
those
laws
are
too
elastic.

court
when
it
comes
to
the
homestead.
Everybody
can
follow
her
homestead
wherever
you
want.

you

him
out

nobody
and
nobody
challenges
it.

had
to

complaint
with

DA
going
through
the
process,
but
I'm
not
running
against
the
guy
and

don't
want
to
run

So
why
should

neither
one
doing
the
dirty

government

worked

taxing

county

everybody

work

good

for

customs

federal
government
of

railroad

lot
of
industry

everybody

fighting,

czar

limited
jobs,

this

have

chance
to
really
restructure
and
make

the
abuses
that
these
folks
are
doing,

retirement
benefit
stuff

outrageous

they
