From YouTube: Drug and Alcohol Commission Meeting 030420
Description
Drug and Alcohol Commission Meeting 030420
A
A
Little
minutes
for
February
5th
I
were
emailed
to
us
any
discussion.
No,
that's
how
the
motion
motion
first.
We
have
a
second
take.
Second
call
for
the
question.
All
in
favor,
three
minutes
opposed
discussion
of
possible
action,
the
first
one
activities
for
national
drug
and
alcohol.
Thanks
week,
dr.
wood
Salas
had
contacted
Colleen
and
me
to
look
at
it
to
go
through.
Maybe
the
campus
crash
suffers
at
U
is
D,
which
is
where
they
have
it
up
and
running,
and
then
I
contacted
dr.
A
biame
Adams
was
the
principal
okay,
no
director
and
VMT,
and
she
said
yes,
they
would
be
willing
to.
They
have
a
department,
the
kids
take
classes
in
it.
So
that
way
we
can
have
kids
from
both
misters
involved
and
we
can
send
it
in
for
a
national
contest
there
any
discussion.
Anyone
have
a
better
idea.
A
Okay,
that's,
but
then
that's
what
we'll
be
doing
for
some
reason.
He
likes
to
prepare
that's
right
and
that's
what
we
have
next
education
and
promotion
on
drug
and
alcohol
use
and
prevention.
I
did
contact
the
empty
to
see
if
they
can
help
us
film
something
on
baby,
because
you
had
mentioned
that
G
and
so
now
we
are
going
to.
We
have
a
script
already
and
Colleen
has
already
gotten
some
kids
working
on
it.
The
ones
from
you
is
D
at
the
crime
stoppers.
So
we'll
have
that
very
shortly.
C
C
And
so
I
went
ahead
and
wrote
that
man
on
behalf
of
the
drug
company
tonight
I
did
a
pro
bono
I
didn't
charge,
because
I
thought
that
was
part
of
our
effort
will
do
that
and
dr.
Flynn
solace
that
helped
out
and
he
was
able
to
get
because
broken
by
medication
and
treatment
to
the
inmates
from
jail
that
have
a
heroin
addict.
There
are
aromatics
that
won't
be
released
and.
C
So
dr.,
once
I
was
able
to
get
a
lower
price
via
the
pharmacy.
Here
we
I
wrote
the
grant
I
included
the
city
Laredo,
because
it's
a
grant
has
equipped
with
a
shared
apartment,
so
we
wrote
it
in
conjunction
with
a
Sheriff's
Department.
They
can
money
meant
because
we're
going
to
be
doing
these
services
in
jail
and
the
city
of
radio
health
departments
was
a
true
collaboration.
C
C
C
D
C
And
well,
I
I
think
it's
a
it's
something
that
gets
congratulations
committee,
because
it
I
really
did
it
as
a
part
of
the
committee
okay,
and
because
this
is
something
that
you
need
needs
and
it
goes
to
our
discussion
of
using
vivitrol
as
part
of
our
medical
protocol
and
our
details
and
and
so
we're
hoping
to
see
in
the
next
18
months.
Approximately
a
hundred
eighty
aromatics
that
are
in
the
jail
that
will
be
screened
have
a
comprehensive
assessment,
including
psychological
issues.
C
We
will
provide
the
minimum
services
for
filter
and
then
they
will
refer
to
be
referred
to
right
services,
but
before
they're
released,
they
will
be
given
a
shot-up
vivitrol
which
will
prevent
over
those
and
like
the
young
lady
that
died
on
Monday
I,
believe
it
was
young
lady
of
that
of
an
overdose.
She
just
gotten
out
of
out
of
scams,
said
any
that
program
she'd
been
in
there
for
90
days.
C
So
I
think
that
this
goes
with
our
detox,
because
some
of
these
clients
eventually
can
flow
into
the
detox
instead
of
being
detox
to
jail,
and-
and
you
know,
of
course
that
will
go
for
our
next
phase,
which
we
will
eventually
be
working
on
the
residential
to
begin
right
after
that.
So
I
think
that
this
is
something
that
is
a
grassroots
effort.
Like
I
said
I've
been
we've
been
doing
this
for
many
years.
C
Seuss,
office
and
pillar,
but
it
was
on
your
behalf.
So
I
want
to
thank
you
for
it,
and
you
know
so.
We
just
got
the
funding
and
we're
hoping
that
we
can
help
at
least
180
people
in
the
next
couple
years.
It's
a
governor's
man
flurry
18
months.
We
have
to
reapply
and
get
the
money,
but
I
believe
that,
once
we
show
the
efforts
will
continue.
C
We
get
to
do
with
that.
I
do
I,
didn't
get
the
mention,
but
it's
been
weighing
heavily
on
Hampshire's
been
weighing
heavily
and
everybody,
you
know
we
lost
Steve
and
he
was
such
a
great
member
of
the
committee
and
such
a
great
community
leader
in
this
effort-
and
you
know,
I,
don't
know
if
we
need
to
think
of
maybe
doing
something
in
his
memory
a
lot.
You
know
you
see
the
obituary,
you
know
was
stranger
with
you.
A
A
A
Pay
today
don't
leave
without
she's
gonna
trip
you
at
the
door
and
give
her
the
money
and
whoever
hasn't
paid.
Then
we
need
to
open
up
plenty.
You
now
I,
don't
know
whose
card
wasn't
charged
it
for
doctor
on
Saturday
yeah,
uh-huh,
okay.
Well,
then,
we'll
have
to
get
the
money
in
for
him.
Hi.
E
I
just
wanted
to
add
really
quick
update
on
toxicity
good
evening.
Everyone
Richard
Chamberlain,
associate
director
here
at
the
Stanford
NFL
dr.
Gonzales
asked
me
to
share
on
behalf
of
whom
he
apologized
that
he's
not
here
this
evening.
Lisa
piers,
the
health
licensing
nurse
consultant
at
Texas,
Health
and
Human
Services
Commission
had
let
him
know
that
the
design
has
been
preliminary
approved
by
HHS
C
and
the
way
for
final
approval
to
post
for
the
contractor.
So
that
should
be
in
the
immediate.
A
A
F
D
F
H
That
came
out
of
conversation
to
have
it
up
with
a
friend
of
mine.
That's
a
recovering
addict,
then
and
being
on
vocals
on
their
medication
at
all,
I
think
I,
like
acronyms,
and
all
that
kind
of
stuff.
So
at
first
it
was.
It
was
for
some
reason
this
one
came
up
and,
and
it
fit
perfectly
to
kids,
we're
trying
to
change
the
narrative,
not
only
for
us
I've
longed
for
trying
to
change
the
way
things
are
done.
H
You
know
every
agency's
got
a
lot
of
a
a
lot
of
red
tape
and
a
lot
of
hurdles
to
to
jump
over,
so
we're
trying
to
see
those
ways
that
we
can
not
doing
the
league
over
improper,
but
just
to
speed
it
up
because,
as
you
know,
when,
when
the
hero
Natick
says
I
want
help,
you
gotta
give
it
to
him
right
there
and
they
don't.
Yet
they
don't
have
time
for
anything
else
right.
So
we
have.
H
Okay,
since
the
agenda,
it's
very
short
guys
looks
like
the
last
step,
but
every
hit
I
will
do
real,
quick,
that's
a
mission
statement.
There
I
can't
we're
focusing
only
on
Karen
and
that's
it.
Sometimes
we
tend
to
bite
it,
but
you
know
take
a
big
bite
of
a
lot
of
stuff,
so
mean
one
of
the
most
obvious
and
most
public
addictions
out
there
I
think
because
it's
the
minute
you
walk
in
you
drive
into
the
river.
You
see,
you
see
them
out
there
already.
H
So
that's
the
first
impression
that
people
get
and
throughout
the
whole
city
right
and
now
we're
never
try
to
focus
on
the
ones
that
are
not
on
the
streets
which
I
wouldn't
even
know
how
to
calm
those,
but
right
now
we're
focusing
on
the
ones
that
are
that
are
always
out
there.
That
probably
need
the
immediate
help.
H
Okay,
so
who's
trying
to
try
to
stay
away
from
work
coalition
and
the
coalition's
are
out
there
we're
trying
to
make
it
more
more
of
a
team
effort.
That's
why
we
would
put
the
work
teams.
It
was
like
I
said
you
know,
the
administration
is,
and
so
we're
going
to
get
together
that
some
other
members
from
the
team
here
from
the
state
of
the
weight,
of
course
to
a
border
region.
H
We
got
a
visiting
house,
so
I
appreciate
them
being
here
that
we
don't
have
any
questions
you
can
send
those
they're
the
experts
on
me
I
just
pretend
to
be
one
I
can't
change
the
conversation.
I'll
get
I'll,
be
honest
with
you.
The
chief
came
up
to
this.
You
know
when
you
come
into
PT
back
in
the
90s,
and
you
saw
heretics.
It
was
you
know
it
was
old
school
everything.
Nobody
cared
get
out
of
here.
Freaking
at
ego
is
kind
of
stuff.
Things
have
changed
all
right
now.
We
realized
that.
It's
not
you
know.
H
You
got
to
see
the
human
side
of
this,
the
ones
that
we
need
to
go
after
you're
gonna
see
one
over
a
little
bit
other
ones
that
were
over
the
next
step
up,
which
is
long
foreseen,
I
mean
enforcing
the
laws
that
we
have
against
as
either
is
not
so
much
the
victims
which
are
their
clients.
Okay,
so
we're
changing
a
conversation
of
you
know
from
the
crowd
addiction
to
the
actual
disease,
which
is
what
it
is.
H
Okay
and
I
said
it
will
focused
on
in
the
heroin
and
it's
and
we're
trying
to
structure
it
as
we
go
along
you,
we
started
back
in
August
and
it
takes
a
while.
If
you
don't
know
this,
this
commission
to
start
overnight
right,
I
mean
didn't
develop
to
what
is
now
or
nine
takes
a
lot.
It
takes
the
right
people
that
would
arrive
at
the
right
time
right.
It
starts
after
linings
and
we're
growing
that
team
with
the
right
people
as
we
speak,
I'll
talk
about
case
management
a
little
bit
all
right.
H
So
again,
you
know
we're
unique.
You
know
we
got
highly
trained
highly
motivated
if
you
are
a
supervisor
of
180
East
agencies
that
are
part
of
the
team.
Guys.
Let
me
tell
you
you
should
be
very
proud
of
what
they
woge
I've
been
out
there
with
him
the
dedication
they
have
to
make
the
contact
to
talk
to
them
to
be
able
to
have
that
rapport.
That's
not
anything!
You
have
to
know
how
to
speak
to
them.
H
A
certain
way
you
have
to
have
credibility
and
you
have
to
have
the
right
training
of
what
to
say
and
how
to
say
it
right.
It's
not
just
what
talk
to
them
like
you
would
have
other
person.
So
you
know
you
gotta
be
very
proud
of
you,
buddy
dad
and
the
other
one
is
that
we
have
actually
three
of
them.
We
have
you
know
our
consultants,
but
you
know
the
recovery
addicts
themselves,
so
they
gave
us
a
whole
different
insight.
You
know
when,
when
I'm
going
to
opening
my
mouth
soon,
why
don't
we
try?
H
H
Finalize
an
effort
and
user
nice
you
know
set
in
stone
of
cords,
but
you
know
the
detoxification
and
detox
centers
coming
up.
Do
you
guys
are
working
on
as
preventative
things
going
to
help
a
lot,
but
that's
just
another
band-aid
guys
and
then
the
big
kind
of
big
stroke?
That's
not
the
answer.
Hope
of
nobody!
Think,
sir,
that
the
detox
aren't
going
to
solve
what
kind
of
product
it's
gonna
give
us
some
more
time,
but
at
least
to
do
another
to
work
with.
H
You
know
more
effective
and
waiting
for
target
players
that
really
played
to
Sanchi
and,
of
course
the
end
state
is
always
to
really
like
in
amin
calcined,
the
serene
side
of
trying
to
imagine
you
company.
So
what
I
always
took
people
is
insight
that
when
we
have
a
hard
time
in
life
inside
walk
it
into
a
dark
warehouse
are
you've
got
one
open
here,
won't
open
there.
H
You
got
to
go
through
it,
but
when
you
come
out
under
this
side,
you
came
out
the
same
way
you
went
in
and
you're
anything
you
wish
take
your
time.
You
got
to
come
out
there,
a
better
person
here
same
thing
when
someone's
been
through
through
the
hell
of
an
addiction,
they
should
come
out
different
and
they're
gonna
come
on
the
same
way,
they're
different
experiences,
different
dramas
so
and,
of
course
everybody.
H
Okay,
so
one
of
the
big
things
that
I
I'm
big
on
this
education-
and
you
know
it's
informal,
formal
or
or
just
teaching
them
how
to
control
their
emotions,
and
we
can
do
that.
We
can
reach
these
people
at
the
right
time
in
their
life
and
educate
and
I.
Think
that
will
give
them
that
only
self-esteem
better
than
the
power
to
or
you
invite
them
to
change
their
ways.
I!
Think,
okay,
now
yeah
we
even
throw
the
physical
aspect
of
the
drug
and
how
to
cut
out
how
the
body
can
resist
it.
H
H
Wow,
so
those
are
the
five
active
ones.
We
are
gonna,
move
to
the
next
step
and
start
inviting
the
the
406
port
and
submerging.
Once
we
get
a
better
protocol
and
hawing
conferences
that
time
inductor
was
I
went
to
win
our
be
teasing.
You
know,
I
come
when
the
big
dogs
are
there
because
they
can
make
positions
on
the
spot,
and
he
said
you
know
what
reading
to
us
first
day
and
she
were
once
at
his
table.
H
We
used
up
a
charter
transport
more
so
so
nada
that
the
process
of
developing
that
that's
what
we
want,
the
monthly
press
overhead
and
then
we
also
system
right,
because
it's
all
the
big
problem,
like
transportation,
moving
on
who's,
going
to
take
care
of
position,
reliability
and
all
kinds
of
stuff.
So
we
gotta
be
real
careful
how
we
do
this,
but.
H
H
Okay,
so
outreach
screening
assessment
and
referral
events
basically
going
out
to
the
street
and
taught
you
to
them
in
their
environment.
Okay,
why
not
show
you
some
pictures
of
the
second
round.
We
had
headed
back
in
the
20th
of
February
a
couple
hours
court.
We
learned
that
and
when
it's
bringing
another
good
time
we
bring
in
Colchis
today,
I
come
up.
That's
the
cop
film
which
other
women.
So
we
went
to
do
anything
you
know,
fed
the
local
economy
for
an
hour.
H
And
then
the
time
of
day,
also
you
gotta,
you
know
it's
weird,
how
the
different
factions
every
first-time,
where
they
go,
get
their
their
supply
of
the
need,
and
then
they
come
back
and
so
we're
trying
to
figure
out
what
the
best
time
is
with
a
different
occasion.
Again,
nobody
has
to
go
okay,
that
everybody
was
four
to
nineteen,
whether
we
context
and
then
we've
had
a
chance
to
chat
to
one
male
first
and
guide.
This
is
nothing
new
for
you.
You
all
see
these
type
of
situations,
there's
always
those
running
for
mayor.
H
Do
we
not
perfect
inning?
That's
the
one!
You
know
that
was
able
to
test
a
little
bit.
That's
it
right
there.
So
I
am
very
interested
in
this
guy,
because
he's
already
20s
he's
just
started
doing
it.
So
we're
trying
to
grab
him
right
now,
that's
pretty
fast!
If
you
can
before
it
gets
worse,
so
you
can
tell
you
about
having
a
good
time.
You
know
so.
H
H
Again,
this
is
what
is
scheduled
for
next
time
again,
just
pretty
much
thinking
out
loud
what
we
need
for
it,
and
this
is
one
of
the
faces
of
the
evil.
That's
out
there.
That's
that's
supplying
these
people.
This
is
one
on
Facebook.
So
it's
something!
That's
that's
that
secret
grant
that
we
offered
this
guy
was
was
even
the
comics
hated
the
house
and
keep
trust
in
all
the
drugs
down
the
toilet.
So,
but
we
did
get
on
with
some
scales
and
some
phone
system,
but
these
are
the
type
of
guys
that
are
causing
these
problems.
H
Okay,
so
I'm
going
to
have
a
conversation
with
the
boss
and
come
over
to
game
time
and
how
to
disrupt
the
operation,
because
right
now,
I
know
I'm
better.
Now,
if
you
all
see
the
off
time
drug
deals
on
the
open,
it's
ridiculous.
So
we're
about
to
come
up
with
a
plan
to
disrupt
that.
Okay
I
need
to
make
him
work
for
it
harder.
It
might
not
see
me
they.
Rent
houses
in
the
area
come
in
a
bike
to
drop
it
off,
go
back.
It's
ridiculous,
they're
kind
of
pretty
Ramona,
not
for
long.
H
H
Time
buyer
might
be
establishing
a
rapport
with
those
plans
to
when
they
see
us
as
helps,
and
not
not
someone
two
to
one
away
from
when
I
go
out
there
with
I'm,
not
a
uniform
mind,
I'm,
just
kind
of
fact,
I'm
Larry
making
contact,
because
I
mean
you
could
probably
by
the
way
around
there's
one
but
but
I'm
that
basic
research
right
security
for
them
and
and
I
make
sure
that
nobody
gets
too
crazy.
Okay,
oh
and
they're,
very
lasting
kids
in
this
pit
is.
G
H
H
Case
management
again
we
use
the
mr.
Bustamante
there.
The
first
example
how
we're
gonna
do
this
so
depending
on
what
he
need
worthy
back
and
his
struggle
well
figured
out
which,
which
agency
best
you
know
the
best
fit,
of
course
continue
the
all-star
process.
You
know
a
better
time,
you
know
they
get
stubble
weakness
to
attract
fights,
there's
a
lot
for
the
operations.
Again
we
are
going
to.
H
We
are
going
to
disrupt
them
Merson
and
then,
if
you
have
to
do
this
and
then
we're
also
looking
at
the
bigger
picture
that
to
the
clamp
of
the
families,
tougher
gonna
provide
support
for
the
families
and
so
give
them
the
power,
give
them
the
knowledge
to
continue
helping
because
they're
more
personable.
Then
then
we
are
the
friends
and
family
and
they
don't
they're
not
there.
H
At
the
back,
though,
we
can
we're
gonna
detox
that
we're
gonna
put
them
back
on
the
street
and
go
what
they
know
right,
they're
going
to
go
back
to
their
environment,
so
we
can
provide
a
different
of
our
friends.
You
know
education
to
change
their
job
to
these,
whatever
religion,
whatever
works
at
this
point,
that's
what
we're
trying
to
pregnant-
and
you
know
again,
we
identify
different
agencies
that
can
help.
You
know
outside
the
box,
for
the
nation
or
whatever.
Well
we're
trying
process
and.
H
The
funding
basically
ran
out
guys
what
we're
looking
at
is
it
cost
money
for
methadone
right
for
any
type
of
drug?
That's
going
to
replace
her
and
that's
what
we're
looking
at
everything
else.
The
director
is
my
boss
in
there
that
doesn't
feel
good
about
giving
them
time
during
work
to
go,
and
do
these
also
our
events
eventually
going
to
get
to
where
we
might
have
to
do
a
weekend
of
a
night
mission
whatever
to
work
through
that.
But
the
thing
is
that
they're
very
they've
been
very
receptive
and
very
supportive.
H
C
Banana
shade
everything
you're
doing
I
think
the
you
know
when
we
originally
had
the
presentation
with
the
chief
I
think
this
is
a
wonderful
idea
and
sever's
I
wanted
to
give
a
couple
suggestions.
First
of
all,
not
only
does
acid'
rato,
but
pillar
I,
don't
know
the
scam
that
can't
speak
or
scam,
but
I
know
this
Israeli
pillar.
They
have
an
outreach
teams
that
go.
They
have
TCE
HIV
program,
so
they're
out
there
looking
for
HIV,
and
we
know
that
a
lot
of
transmission
for
HIV
has
done
for
me
total
strangers
over
there.
C
There
are
eight
teams
out
there
that
maybe
you
can
partner
with
your
staff,
can
partner
with
and
you
all
things
got
together.
So
working
with
a
city
Lorado
working
with
with
pillar
getting
ahold
of
man
in
their
food
at
pillar,
doctor
or
Thomas
here
and
having
a
meeting
I
think
would
be
beneficial.
Now
the
idea,
the
detox.
We
know
that
it's
not
a
panacea,
but
the
thing
about
detox
is
you're,
not
gonna
have
to
go
through.
C
The
O's
are
because
it's
not
DSHS
licensed,
in
other
words,
anyone
and
and
and
that's
going
to
help
us,
and
we
have
the
second
phase
that
we're
working
on,
which
is
add
more
residential
beds.
Here,
and
even
that
is
not
gonna
solve
the
problem.
We
know
it
takes
a
lot
and
so
I
appreciate
what
you're
doing
and
yeah
in
the
dimension
was
a
draft
board
now
I'm,
a
psychotherapist
vironment,
also
judge
Gail's
evaluated
for
the
drug
court,
and
this
man
Rider
and
I.
C
E
C
They
have
to
be
have
some
charges.
The
DA's
office
is
going
to
have
to
prove
that
could
have
to
go
through
the
whole
process,
they're
going
to
have
to
say
yes
I'm
willing
to.
Instead
of
in
lieu
of
these
charges,
I'll
go
through
the
drug
court
program,
which
is
not
easy.
It's
a
minimum
of
13
months
of
intense
services,
and
it
can
be
up
to
18
pets
and
people
a
little
bit
longer,
but
their
services
that
are
proprietary,
R,
sub
C.
C
C
Providing
services
so
we
take
care
of
the
mental
health.
If
there's
a
lot
of
people,
look
at
the
substances
and
I
think
that's
the
issue
and
it's
a
problem,
but
the
relation
of
psychological
nature.
After
you,
concurrent
get
aggressive
and
and-
and
you
know
we
work
with
a
board
reading
to
make
tomorrow
every
week
we
can
but
the
drug
court.
You
know
that's
another
person,
another
key
person
to
have
in
that
meeting.
If
you
have
one
with
with
the
city,
you
can
always
call
me
that
Paloma
was
a
director
of
the
program
and
she'd.
D
C
Guide
you
through
that
process
because
there's
we
can
see
plenty
of
a
client
and
right
now
we
have
such
a
high
use
of
harem
in
our
community
and
I
go
back
more
33
years
and
I.
Remember
when
you
know,
I
knew
that
Mona
when
he
was
a
client
and
it
made
Tamar
before
he
even
was
when
he
was
still
not
even
in
recovery.
You
know
who
he
was
at
the
plastic
limit
and
you
know
I
thought
I
go.
I
I
saw
all
the
changes
he
made.
C
Some
get
in
the
community,
some
get
his
bachelors
as
masters
I
saw
getas,
SADC,
I
hired
him
in
different
programs,
he's
a
good
friend
of
money
but
night.
My
son
is
fresh
fishing
rod
and
we
used
to
talk
about
the
stories
of
the
old
days
where
the
old
Nagato's
would
tell
the
younger
people.
Don't
don't
use
these
drugs.
I
C
Matter
of
fact,
sometimes
it
would
get
upset,
they
hit
him
and
they
wouldn't
you
know,
they'd
chase
him
away,
but
over
the
years,
because
I
ran
residency.
Programs
for
adolescents
20
years
for
250
news,
my
career
and
I
saw
the
change
where,
by
the
mid-1990s,
you
were
seeing
these
kids
and
I
would
see
12
year
old,
kids
with
track
marks
with
hepatitis,
C
1218,
no
kids
and
in
2001
nerado.
H
C
The
highest
rate
of
admission
for
adolescent
heroin,
addicts
in
the
state
of
Texas
and
they
weren't
dying
like
the
kids
in
Dallas,
because
they
were
being
taught
how
to
use
heroin
by
the
older
ones.
But
what
happened
with
these
younger
kids?
They
didn't
have
the
values
of
builders
that
that
was
had.
C
You
know
it
was
different,
and
so
you
had
a
lot
of
other
psychological
issues
going
on
and
the
problems
got
progressively
worse
and
now
some
of
the
kids
that
I
saw
in
the
late
90s
and
early
2000s
I've,
seen
them
as
clients
in
the
drug
court
time
treated,
grandfathers,
fathers
and
children
and
for
anyone
else
in
life,
I,
don't
know
anyone
else.
It
happened
and
I'm
sure
you've
seen
it
in
your
career,
because
you've
got
a
thirty
plus
your
career
and
you've.
C
C
But
I
do
a
lot
of
stuff
provoke
and,
and
I
can
let
you
know
that.
There's
a
lot
of
wonderful,
great
writers
here,
including
my
Lomita,
who
just
wrote
a
wonderful
man
for
pillar
and
there's
a
lot
of
people
on
this
committee.
They
can
write
things
and
we're
willing
to
help
out
and
again
I
think
that
whoever
has
this
ability
ought
to
do
it
as
part
of
the
drug
and
alcohol
I.
D
C
C
C
D
C
When
I
did
my
Valley,
which
was
about
five
hundred
sixty
thousand
dollars,
the
grant
that
we
had
for
those
three
years
was
little
as
a
nine
hundred
seventy
five
thousand.
So
with
that
seventy
five
thousand
and
the
money
they
gave
us
for
vivitrol
for
25
clients
a
year,
we
were
able
to
say
the
community,
all
that
much
and
and
so
I
I
hope
that
we
can
have
continued
having
this
conversation-
and
you
know
also
when
we
found
about.
D
C
F
D
C
You
part
of
the
heart
team,
yes,
okay,
so
what
I
thought?
What
I'm
saying
is
that
that
working
with
pillar
I
thought
there
was
another
whole
top
of
each
person
other
than
you
and
the
City
of
Laredo?
So
we
are,
we
are
twin,
I
was
City
writer
I'm,
not
talking
about
duplicating
I'm,
just
saying
then
maybe
it
wasn't
so
since
I
I
didn't
realize
that
you
will
reel
off
from
the
city
we're
doing
this.
C
D
C
H
C
C
C
Here,
there's
more
availability
go
in
so
there's
more
open
slots
as
long
as
they
are
high
risk
of
contracting
HIV
and
I
believe
that
anyone
that
uses
heroin
would
come
would
would
fit
in
that
category
and
and
Samsa
has
allowed
the
program
to
to
not
only
target.
The
original
idea
was
a
target-
the
gay
community,
because
in
the
past,
we're
targeting
primarily
heroine
addicts,
they've
allowed
anyone
who
is
at
high
risk,
including
heterosexuals,
male
and
female,
that
are
high-risk
to
be
able
to
go
in
the
program.
C
I
That
label
is
that
is
one
of
the
strokes
that
we
have
when
we're
doing
outreach.
Yes,
of
course,
Jerry
point.
Third,
with
this
pit
comp
take
on,
basically
is
all
over
Texas.
At
the
same
time,
right
from
a.m.
morning
to
10:00
p.m.
a
lot
of
different
locations
to
basically
people
are
out
there,
informational
numbers,
and
this
year
I
came
across
two
individuals
who
are
ready
to
get
help
and
they
need
to
help
my
work
right
away.
I
H
I
I
C
I
I
Certain
it
our
organization,
this
initiative,
it
failed.
Oh
okay,
he
died
Dossett
or
2797
2017.
Okay,
we
work
with
them
they're
a
program
combining
this
and
because
it's
like
he
said
it
was
honing
on
better.
My
report
shows
I'll
deal
with
them
month
of
the
one
we
finally
put
him
in
a
nursing
home.
It's
much
later.
He
passed
away.
I
Heroin
addict,
nobody
want
to
talk
to
him
and
the
main
problem
was
the
waiting
list.
The
transitional,
not
just
parents,
but
ponies
individuals
were
already
right
there
and
there,
but
as
soon
as
the
wind
is
and
because
some
people
will
not
go
out
there
for
the
photos
and
I
set
up
a
lot.
Beads
is
make
the
phone
call,
get
better
rates
and
phone
and
then
put
it
on
Atlantis.
This
people
cannot
wait
unless
the
origin
of
department
pdy
anybody.
President,
the
coming
business
plan
that
were
all
the
state
sheet
of
music
will
probably.
C
C
Situation
and
so
I
understand
that
different
agencies
have
different
criterias,
because
they're
funded
by
different
agencies
and
different
things
are
going
on.
Like,
for
example,
you
go
to
MHMR,
you
have
to
be
citizens,
you
go
to
Sam
so
well.
Nowadays,
you
have
to
be
citizen
when
the
fact
in
the
past
it
didn't
happen.
However,
the
services
that
and
some
agencies
have
like
my
killer
has
services
were
that
are
they're
pretty
much
pro
bono
and
free
and
they
can
take
those
those
people
now
in
the
jail.
C
That's,
let's
take
the
new
capacity
that
were
building
for
ordinary
people,
they're,
not
asking
you
in
jail
and
traitor
citizen
and
up
so
anyone
who's.
A
heroin
addict
in
jail
will
be
able
to
to
access
this
program
that
we
have
just
got
funded
to
go
forth
and
and
they'll
be
able
to
go
to
the
services
at
pillar
has
through
this
grant,
which
include
a
group
housing
and
all
that
until
we
find
them
of
things.
But
your
ride
is
very
difficult.
You
know
in
the
old
days
won't
happen
it
didn't
matter.
I
C
The
type
of
things
matter
and
I
believe
the
case
management
that
and
y'all
had
a
training
on
where
the
case
management
needs
to
be
done
with
this
population
and
I
believe
this,
the
city
has
already
started.
I
heard
that
training
is,
is
the
wraparound
services
where
you
go
ahead
and
you
actually
follow
the
client.
You
cannot
say
here's
a
referral.
You
know
you
have
to
make
sure
that
they're
there
and
so
am.
I
right.
You
all
had
a
training
reason.
I
know
somebody
totally
right
was
on
I.
C
Yeah
and
so
I
know
that,
in
a
lot
of
grants
that
that
I've
worked
on
recently
when
we're
talking
about
case
management
services,
we
are
talking
about
making
sure
that
the
case
manager
who
was
assigned
will
make
sure
that
that
referral-
it's
not
just
here,
go
there.
No,
we
were
supposed
about
taking
there
and
actually
the
government
that's
out
asking
for
those
type
of
services,
so
that
look
that
will
help.
H
Well,
so
part
of
the
part
of
the
response
to
that
struggle
is
for
the
Raptor
to
achieve,
but
Fortran
set
up
a
database
at
PD,
where
all
the
identified
clients
will
help
them
to
get
their
stuff
that
whatever
it
is,
he
needs
with
this.
You
know
a
person's
energy
is
so
secured
whatever,
but
will
hold
it
there
for
them,
because
they're
not
gonna,
carry
then
having
to
take
care.
H
But
it,
but
if
we
know
who
you
know
your
guy
is
all
we
gotta
do
is
use
everything.
That's
fine,
coffee
tea.
Here
it
is,
let's
go
get
it.
Let's
send
it
to
the
phone.
You
know
Kenny
IDs,
here's
the
ID,
you
know
what
are
your
needs?
The
other
thing
that's
I
mean
again
another
another
way
of
circumventing.
H
C
I
If
I
said
water,
we
can
kind
of
hear
that
they
were
bounced
back
with
a
pity
card,
ID
or
actually
exactly
so.
The
student
first
of
all
send
them
over
here.
That
said,
I'm
over
there,
Department
Health
Department
knows
well.
He
doesn't
have
a
nice
turn
them
away
so
that
any
of
those
radio
bees
he'll
be
simple
back
right,
but
I'm
always
party.
I
C
Yeah
so
then
the
idea
might
be
to
find
one
or
two
counters
that
are
not
funded
in
DSHS
or
Samsung,
because
they
have
their
rules
right.
So
you
go
to.
Are
you
go
to
scan
you
go
to
anyone
that
has
funding
in
those
areas?
It's
gonna
be
very
hard,
but
what?
If
we
could
find
some
some
counselors
that
could
do
screenings
and
assessments
and
they're,
not
they're,
not
getting
funding
for
it?
In
other
words,
we
we
look
for
funding.
C
C
D
I
C
H
C
Supervise
a
lot
of
focus
in
terms,
and
they
are
always
looking
to
get
out
because
a
lot
of
them
can't
do
it
at
work
and,
and
so
the
idea
of
I
have
is.
Maybe
you
provide
a
small
stipend
to
some
of
these
people
that
have
already
passed
the
national
exam
they've
got
their
masters
and
they're
looking
for
hours
to
become
an
LPC
and
they
can
become
part
of
this
team.
You
know
it's
kind.
D
C
What
AmeriCorps
does
you
know
where
America
pays
stipends
to
young
people
to
be
in
their
service
for
a
year
and
they
provide
service
to
the
community
and
when
we're
not
there?
Well,
maybe
with
a
small
stipend,
you
know
like
their
poor
kids,
you
know
it's
not
much,
but
we
can
people
that
are
coming
out
of
damn
you
that
have
just
passed
the
test
and
that
are
looking
for
those
hours
and
maybe
that
would
be
the
team.
I
mean
I'm.
Just
saying
you
know
there
are
enough
people
out
there
that
want
to
get
out.
H
Yeah
I
mean
definitely
the
type
of
chair.
It's
going
to
be,
and
I'll
be
honest
with
you.
I
would
rather
see
people
wearing
the
suits,
talk
to
each
other
and
maybe
a
million
seventy
others
and
procedures
for
the
more
compatible
each
other.
That
way,
you
wouldn't
have
to
be
at
this
level
to
see
how
we
can
circumvent
certain
ones.
That's
going
to
take
a
while.
D
C
G
C
C
Look
III,
don't
I,
don't
mind
doing
this,
because
I
really
do
believe.
I
want
the
st.
Joseph
Academy
and
we
were
taught
that
we
had
to
leave
and
come
back
and
go
to
community
that
left
14
years
and
in
my
practice,
10%
of
my
work
is
pro
bono
because
I've
been
blessed,
I
have
I,
see
a
lot
of
clients
and
to
have
a
lot
of
good
contracts
that
allow
me
to
do
different
things
in
and
I
actually
have.
The
lowest
prices
here
are
800
for
psychotherapy.
H
D
C
C
H
H
G
The
actually
both
doing
the
heart
reaches
there,
the
people
doing
to
go
out
and
do
the
assessments
is
there.
We
have
art,
we
have
a
culture
that
joins
us,
our
team,
the
subordinates
or,
in
our
team
case
manager,
on
our
team
to
be
able
to
go
out
and
reach
up
to
this.
Individual
Palamas
is
getting
one
that
our
time
with
every
agency
to
be
able
to
get
them
in
somewhere
pace
them
by
time,
the
annotating
to
take
them
to
jail.
G
The
meantime
until
an
agency
opens
up
or
whatever
to
go
out
and
enroll
them
in
their
program
to
continue
the
services,
but
even
the
aftercare.
Again,
it's
okay
with
the
Dietrich
tokens
they
going
afterwards.
Housing
they'll
know
that
it's
very
limited
and
they,
if
you
put
them
back
in
that
environment
of
forever,
if
they're
at
they're,
gonna,
potentially
work,
they're
gonna,
be
in
the
same
situation,
all
right,
Jerry
and
I
would
spend
the
whole
day
for
a
very
long
time,
and
howleen
has
been
the
number
one.
G
H
On
that
note,
I'm
starting
a
job,
but
on
that
note,
I'm,
not
a
tenant
going
on
the
reserve
so
and
I've
got
contact
at
Fort,
Sam
I'm,
trying
to
reach
out
to
them
and
trying
to
show
you
how
you
can
have
some
of
this
training.
The
tenants
come
through
set
up
tents,
someone
and
use
them.
I
mean
it's
federal
money
being
used
for
real,
real
actual
training,
yeah.
D
H
C
Know:
I'm,
okay,
with
the
holding
area
of
being
anywhere
but
close
to
the
detox
program.
You
know,
I
know
that
they
talked
about
it
when
it's
the
council
meetings
I'm.
Not
for
that,
but
I
read
that
there's
a
lot
of
people
in
the
community
and
I'm
a
Rotarian
and
there's
a
lot
of
Rotarians
I
walked
with
one
out
if
we
had
if
we
had
some
direction
so
you
know
we
don't
have
to
reinvent
the
wheel
and
have
another
focus
group.
H
That
when
we
started
when
we
started
I
told
the
girls
look
in
the
ego's
you're,
not
there
when
it's
not
about
what
what
organization
can
make
the
most
money
out
of
this
I
get
the
most
bang
it's
about
helping
and
we
can
have
one
person
out
flow
here.
We've
done
unjust!
So
but
it's
hard
it's
hard
because
they'll
come
in
institutionally,
we
all
come
in
institution
right.
We
gotta
get
past
that
people
from
betting
how's
that
even
the
mineral
stuff.
C
C
People
of
clients
that
I've
worked
with
in
from
every
background
economics
of
the
ethnic
it
doesn't
matter,
I
worked
with
a
lot
of
very
wealthy
people
and
I've
seen
their
children
die
and
I've
worked
with
an
indigent
population.
I've
seen
their
children
die
and
I've
been
to
funerals
and
I've.
Seen
the
heartache
and
I've
had
to
work
with
counselors,
who
experienced
a
heartache
of
losing
a
client
for
the
first
time
and
I
went
through
that
many
years
ago,
and
it's
very
tough
and
so
whatever
it
is.
That
I
can
do
I
mean
the
reality.
