Description
Drug and Alcohol Commission Meeting 030922
B
Let
me
check
I'll
call
raw
rule
fast.
Colleen
is
here,
rihanna
signs.
C
D
E
A
All
righty
well
so
without
delay,
it
is
5
35,
and
I
call
this
meeting
to
order.
Thank
you
so
much
for
joining
us
today.
Do
you
want
to
put
up
the
agenda
on
the
share
screen.
A
Okay,
just
to
kind
of
go
through
with
it.
We
probably
don't
have
public
comments,
but
just
to
confirm
do
we
have
public
comments
guillermo.
A
No,
we
don't
okay.
Thank
you
very
much.
Moving
on
to
the
approval
of
minutes
of
november
3rd,
the
minutes
have
been
sent
to
you
all
before.
I
hope
that
you
all
were
able
to
review
it.
If
you
have
not,
I
will
give
you
a
few
seconds
to
go
into
your
emails
and
review
the
email
that
was
sent
to
address
the
meeting
today.
The
minutes
are
included.
If
nobody
has
any
changes
or
any
questions.
I
will
take
a
motion
to
approve
motion
to
approve.
A
Okay,
perfect
a
second
by
gerardo
montemayor.
Thank
you
very
much
all
in
favor
to
approve
the
minutes
as
presented,
say
aye.
Any
opposed
motion
passes
to
approve
the
minutes.
A
Our
next
item,
which
is
the
administrator's
report
just
wanted
to
see
if
guillermo,
I
know
it's
been
a
it's
been
a
while
before
you
know
it's
been
since
november,
since
we've
actually
met
wanted
to
see
if
there
was
anything
that
has
been
updated
or
anything
that's
required
for
the
drug
and
alcohol
commission.
Is
there
anything
to
update
us
on.
B
As
of
right
now,
no
I
do
have
a
a
small
piece
to
talk
about
for
the
detox
facility
update,
but
other
than
that
we
we
are
continuing
as
on
schedule,
I
imagine,
or
as
we
can,
we
have
had
conversations
via
email
about
the
vacant
positions,
but
that
is
still
very
much
a
work
in
progress.
A
It
may
it
may
or
may
not
be
a
concern-
I
don't
know,
but
we
do
have
recommendations.
I
know
that
there's
been
people
who
have
shown
interest
and
those
have
already
been
presented
to
council.
So
it's
just
waiting
to
see
if
they
have
their
choice
or
they
will
go
with
the
choice
that
wants
to
get
involved.
So
we'll
follow
up
with
that,
and-
and
thank
you
so
much
for
your
for
your
due
diligence,
guillermo
and
tiffany.
A
Moving
on
to
discussion
and
possible
action
on
membership,
one
of
the
things
that
we
we
just
you
know
we
just
mentioned
that
we
do
have
some
vacancies
already
in
place
and
we
do
have
a
vacancy
in
district
one
with
rudy
gonzalez.
We
also
have
a
vacancy
with
district
five
council
member
ruben
gutierrez
jr.
A
We
do
have
those
two
vacancies.
Actually
I
don't
see
anybody
else.
A
Raw
vacancy,
so
if
there
is
again,
the
recommendation
has
been
sent
to
the
council
members
to
recommend
somebody
from
the
from
somebody
who's
been
a
stakeholder
somebody,
who's
interested
invested
in
the
drug
and
alcohol
commission.
We
have
not
gotten
through
guillermo
tiffany
and
erica
from
the
health
department
have
already
made.
A
A
I
don't
know
if
the
online
meetings
will
be
happening
through
and
through
or
we're
going
to
go
back
into
meeting
in
person,
but
we
do
want
you
either
way
to
be
involved
and
participate
and
and
be
active
and
and
and
share
the
knowledge
that
you
have
and
again
share
the
knowledge
that
you
are
learning
through
here.
So.
A
Because
you
all
make
the
difference
in
our
community,
the
next
item
to
discuss
and
for
possible
action
is
to
propose
to
recommend
to
the
city
and
the
county
model
of
detox.
I
know
jesse.
At
the
last
last
last
meeting,
we
had
discussed
a
proposal
to
bring
up
to
the
city
on
behalf
of
the
drug
and
alcohol
commission.
Is
that
something
that
you
want
to
have
a
committee?
Or
is
it
part
of
the
committee,
a
subcommittee
that
you
already
have
that
you
propose
this?
H
It's
it's
part
of
the
subcommittee
already
we
have
a
detox
subcommittee
and
I
think
you
know
my
understanding
they're
starting
to
to
work
on
it.
So
I
think
the
next
step
is
to
give
them
an
understanding.
H
What
are
the
best
protocols
and
we
can
present
to
the
council-
that's
just
a
matter
of
of
sitting
down
again
and
reviewing
what
we
want
to
do.
As
far
as
the
protocol,
I
mean
that's
what
you're
talking
about
right,
what
we're
gonna
the
the
staffing
the
the
protocols
is
that
what
you're
talking
about.
A
Yes,
so
what
I
would
like
to
see
jesse
if
you
could
also
fill
it,
fill
us
in
if
you
think,
maybe
perhaps
for
the
next
meeting
that
we
have.
Would
you
like
to
present
the
proposed
protocol.
A
B
H
I
think
that
there
was
a
there
was
a
question
of
wanting
to
do
something
like
what
was
being
done
in
san
antonio,
and
we
were
talking
about
that.
We
wanted
to
we,
we
wanted
to
do
medical
detox
and
we
want
to
set
forth
the
protocols
of
medical
detox.
So
we
want
to
set
up
that
position
and
it's
just
a
matter
of
headache.
H
H
H
H
A
Thank
you
very
much.
Our
next
meeting
will
be
on
april,
the
13th
and
it
is
pending
to
see
if
we
will
be
in
person
or
online
but
april
13th
is
our
net
next
set
and
scheduled
date
to
meet.
So
if,
if
you
all
could
present
it
to
us
and
then
we
can
go
ahead
and
either
make
plans
to
move
forward
with
either
presenting
it
to
council
or
sending
the
proposal
to
council
either
way.
A
Whatever
works
that
way,
we
can
get
a
full
full
full
approval
to
see
if
that's
something
that
that
can
be
done
for
the
detox.
I
Colleen,
this
is
elizabeth,
so
when
going
to
make
a
presentation
to
the
city
council,
how
long
in
advance
do
you
need
to
be
placed
on
the
on
the
agenda.
A
My
understanding
it
should
be
between
two
weeks
to
a
week,
so
we
wouldn't
be
able
to
do
it
for
april
13th
that
that
week
we
would
probably
have
to
do
it
for
the
either
the
end
of
the
the
end
of
april
or
early
may.
Okay,
if
it
all
goes
well
with
the
proposal,
but
we
we
do
want
to
make
sure
that
everybody's
on
the
same
page
and
and
very
well,
if
any.
A
Who
wants
to
chime
in
and
and
give
their
expertise
during
this
proposal,
then
you
can
very
well
get
with
gerardo
and
jesse
who
are
who
are
leading
the
group
anna
and
everybody
has
done
such
a
fantastic
job,
but
it.
A
Passed
through
their
experience
and
and
through
the
work
that
they're
doing
so,
we
definitely
trust
and
confide
that
you'll
you'll
propose
what's
best
for
our
community.
But
we
we
want
to
be
able
to
know
what's
going
on
before
it
gets
proposed
and
sent
to
council.
But
yes,.
I
H
No,
I
agree
elizabeth
and,
if
there's
anyone
that
I
miss
just
email
me
and
you
can
join
us
and
we
can
either
set
up
the
zoom
or
you
can.
We
can
use
my
docs
side
and
you
know
we
can
have
a
discussion.
So
I.
I
A
Thank
you
very
much,
miss
elizabeth.
We
will
go
ahead
and
and
keep
that
in
mind
and
we'll
we'll
table
the
the
agenda
item
for
proposing
to
recommend
to
the
city
county,
the
model
of
detox
for
april
13th
and
then
we'll
move
forward
with
the
plan
of
action
afterwards.
So
we'll
definitely
keep
that
in
mind
to
invite
us
all
to
to
the
presentation
if
it's
allowed
and
to
definitely
show
the
support
that
that
we
have
for
the
work,
that's
been
be,
that's
been
done.
A
Moving
on
to
the
detox
facility
update,
I
know
guillermo
says
that
he
had
an
update
so
guillermo.
What
are
those
updates.
B
Yesterday,
my
contacts
at
the
county
said
that
quant
corp
construction
is
working
with
architects
and
webb
county
to
secure
building
permits
to
begin
construction
remodeling.
So
I
imagine
for
the
next
meeting,
building
permits
will
be
obtained
and
a
construction
timeline
should
be
available,
so
we're
finally
off
and
running
guys.
A
H
To
make
sure
yeah,
I
think,
because
isn't
it
through
the
animal
that
they're
they
contact
with
someone
to
do
the
licensing
of
the
facility
right
correct.
So
we
have
that.
That's
a
big
piece,
that's
something
that
I've
done
before,
but
I
you
know
didn't
want
to
do
it,
but
sunday
contact
with
somebody
who's
licensed
in
peace.
So
we
just
need
to
make
our
recommendations.
H
B
Guarantee
that
that
timeline
will
be
met
because
we
all
know
about
construction,
but
at
least
that's
I'll
I'll
present
anything
that
the
county
and
the
construction
company
and
the
architects
were
willing
to
put
on
paper.
But
that's
my
report.
Man.
A
A
We've
been
wanting
to
see
this
happen,
so
let's
make
it
happen,
and
let's
try
to
meet
deadlines
too,
to
make
sure
that
we
we
get
the
the
best
outcome
in
the
best
time.
So
again,
thank
you
so
much
for
for
that
update
and
thank
you
all
for
for
doing
what
you've
been
doing.
Moving
on
to
the
community
presentation,
we
have
the.
A
About
some
of
the
services
that
they
are
providing
to
the
area,
so
I
will
go
ahead
and.
D
D
Yes,
good
afternoon,
everyone,
my
name
is
yatri
sanchez
and
I'm
the
program
coordinator
for
the
padres
program,
which
is
the
parenting
awareness,
drug
risk,
education,
services
and
our
program.
That,
actually
is
it's.
We
have
a
service,
the
whole
region
area
of
the
region
11,
but
we
do
have
a
virtual
services
that
we
provide
all
throughout
the
region.
We
do
have
intervention
specialists
and
community
health
workers
who
provide
case
management
services,
parenting
education
for
families,
which
are
adults
and
youth.
We
do
provide
services
for
males
and
females.
D
One
of
the
things
that
we
do
right
now
is
virtual
in-person
and
we
work
with
the
clients
to
see
where
they
are,
so
we
can
be
able
to
provide
the
services
to
them,
but
I
wanted
to
share
a
little
bit
more
information
on
some
additional
services
that
we
also
have
that
our
service
virtually
right
now,
some
of
the
services
are
there
in
the
community,
but
we
do
have
the
recovery,
support
and
services
for
those
individuals,
who've
gone
through
treatment
and
that
need
additional
support
services,
and
I
will
be
able
to
forward
your
information
on
that
and
as
well
as
the
attachment,
but
we
also
have
a
different
program
that
we
have,
which
is
empowering
in
hope,
which
is
treatment,
services
that
are
also
provided
through
the
region
and
they're
also
done
through
virtual
services
and
the
monarch.
D
The
monarch
is
working
more
with
youth,
so
we
have
a
counselor
who
provides
counseling
and
services
for
you
to
have
a
substance,
use
disorder
and
right
now
the
services
are
also
done
virtually,
and
then
we
also
have
sandra
with
the
rbi
and
then
the
ppi
program,
which
is
a
pregnant
postpartum
intervention.
That
provides
also
virtual
services.
D
Some
of
our
services
are
kind
of
scattered
around,
but
that's
the
benefit
of
working
virtually
that
we
can
be
able
to
do
a
lot
of
our
services
out
there
through
our
virtual
platform
right
now,
but
if
there's
any
additional
information
that
you
all
would
need,
please
just
do
let
me
know,
and
I
will
be
sharing
what
we
call
clinical
services
information.
D
F
Good
afternoon
my
name
is
daniel
rodriguez.
I'm
the
provincial
resource
representative
region,
11
coordinator
for
charlotte
prc,
current
19
counties,
one
of
our
biggest
assets
that
we
provide
to
all
the
counties
in
our
region
is
the
regional
needs
assessment,
whereas
we
collect
all
data
from
substance,
abuse
to
mental
health
and
provide
protector
factors
and
risk
factors
in
that
assessment
and
it's
free
to
the
public.
So
every
year
we
publish
one
and
by
june
or
the
latest
august-
and
let
me
put
it
on
our
website.
F
You
know
so
I
can
say
that
in
laredo,
when
we
went
into
one
cup
web
company
last
month
and
the
month
before,
everybody
was
on
compliance
with
their
tobacco
permit
and
also
the
vaping.
Also,
if
they're
selling
e-cigarettes
it's
a
new
permanent,
those
that
have
to
have
and
that
one's
a
green
one,
the
tobacco's,
beige,
color
and
those
sources
are
selling
any
e-cigarettes
or
vaping
products
has
to
be
green.
F
So
that
means
there
are
on
I'm
good
standing
right
now
for
to
sell
that
so
and
we
provide
resources,
like
your
like
when
somebody
asks
about
scandal
and
the
radio
will
refer
when
their
meetings
are
at
the
first
tuesday
of
the
month
and
also
or
any
other
agencies
in
our
counties
that
people
need
to
be
connected
to.
So
that's
part
of
our
role
with
our
prc
here
in
in
our
agency
or
our
program.
You
know
so
I
mean
you
have
any
questions.
F
H
Okay,
so
you
all
via
the
face
you
all
are
located
in
our
texas,
that's
where
you're
from
is
that,
yes,.
E
H
H
And
maybe
I
mean
I
remember
when
I
actually
ran
the
only
adolescent
detox
in
the
state
of
texas
back
back
in
the
day
and
we
would
bust
in
people
from
the
valve
or
ring
them
by
minivan
for
detoxing
later,
and
so
I
imagine
that
that
would
be
one
of
the
ways
to
help
your
agency
and,
of
course
you
know,
I
I
believe
in
correct
mayor
wrong.
You
know.
H
And
jerry,
we
want
to
open
this
up
to
not
only
our
community,
but
whoever
else.
H
H
Knowing
what
I
see
from
my
drug
court,
but
I
can
actually
see
it
something
with
their
own
adolescence
and
then
you
may
have-
and
you
know
obviously,
but
that
was
just
my
comment-
I
was
just
reading
the
website.
Thank
you
for
your
presentation.
A
Yes,
thank
you
so
much
for
your
presentation.
I
appreciate
you
all
making
the
time
to
visit
with
us
and
share
about
your
programs,
and
I
so
I
got
connected
with
miss
sandra
over
an
email
that
tamiyu
was
hosting
a
fair
health,
fair
and
that
they
were
going
to
be
present,
and
so
I
hadn't
been.
I
hadn't
been
familiar
with
their
services,
and
so
I
thought
it
would
be
a
good
idea
to
to
share
that
with
you
all
because
again
either
you
work
with.
A
A
Regional
needs
assessment
a
little
bit
into
detail
and
and
see
what
actually
our
community
has
has
has
a
greater
need.
So
again,
thank
you
so
much
I
don't
know
if
miss
sandra
wants
to
share
anything
else
or
anything
further.
G
Thank
you
dennis
rodriguez
for
reaching
out.
I
really
appreciate
it
and
again
I'm
staying
in
brook
county
with
this
balconia,
it's
about
an
hour
and
a
half
away
from
laredo,
but,
like
I
stated
I'm
in
the
intervention
I
work
with
both
youth
and
adults.
Interventional
services,
like
the
case
management
prevention
service.
This
is
the
curriculum
and
the
presentation.
A
Yes,
I
will
definitely
share
your
information
and
I
think
biatris
already
shared
her
information
via
the
chat
and
I'll
gather
daniela's
information.
So
we
can
go
ahead
and
share
and
and
put
it
out
there
and
we
have
access
to
a
facebook
page
that,
oddly,
is
growing.
We've
seen
that
more
people
are
liking,
our
drug
and
alcohol
commission
page,
and
so
we
do
want
to
put
information
out
there.
That
is.
A
Put
the
information
that
you
all
have
available
to
our
community
so
again,
thank
you
so
much
for
for
joining
us,
and
I
hope
that
you
continue
to
join
us
or
have
a
representative
be
a
part
of
this
meetings
so
that
you
can
make
this
aware
of
any
services
that
are
new
or
any
changes
that
you've
had
or
any
reports
to
any
information
that
might
be
relevant
to
us.
So
I
appreciate
you
all
for
taking
the
time
to
to
join
us.
Thank
you
very
much.
Thank
you.
D
Can
you
provide
me
with
your
email
address?
I
would
like
to
send
you
some
information
that
can
be
also
be
shared
with
the
rest
of
the
committee
members.
A
H
I
just
want
to
let
everybody
know
that
get
on
the
website
for
the
vhst,
and
they
have
a
lot
of
really
good
information.
I
got
on
there
real
quickly,
so
just
go
on.
G
H
Log
on
they
have
all
information
about
their
programs,
and
you
know
that's
just.
A
I
know
I
I
logged
in
too,
and
I
was
like
very
impressed
with
the
with
the
website
and
that's
why
I
said:
I'm
gonna
once
you
mention
that
it
was
available
for
grant
purposes
and
data.
I
said.
Let
me
go
ahead
and
take
a
look
to
see
what
what
we
could
use
or
what
our
needs
are.
So
I
appreciate
the
work
that
you're
all
doing
and
and
yes,
I
definitely
recommend
that
everybody
go
on
there
to
the
prc
website,
because
there's
a
wealth
of
information
that
could
be.
A
On
to
stakeholder
agency
updates,
I
believe
we
have
anna,
we
have
ms
linda,
do
we
have
any
updates
from
you
guys
that
you
would
want
to
share
to
the
commission.
D
A
Thank
you
very
much,
and
I
appreciate
the
work
that
you're
doing
with
jesse
and
gerardo
just
wanna
just
want
to
say
thank
you
for
the
for
that,
mrs
linda.
Do
you
have
any
updates.
J
Hi
good
afternoon
no
updates,
we
did
see
a
decrease
in
referrals
to
to
osar
in
the
web
county.
We've
continued
to
see
a
pretty
good
amount
of
referrals
for
osar
screenings
in
in
the
valley
area,
but
hopefully
you
know
we
continue
to
see
things
get
better
and
that
way
you
know
I
can
get
out
there
and
do
a
little
bit
more
outreach
and
give
services
to
those
people
who
may
be
needing
it
right.
A
Bye,
thank
you
for
that,
ms
linda.
If
there's
anything
else,
if
there's
anything
that
we
could
help
you
out
with
or
that
you
want
to
share
to
kind
of
reiterate
the
services
that
you're
providing
you're
more
than
welcome
to
do
it
at
this
time
or
share
it
with
me
via
email,
so
we
can
share
it
to
everybody
sounds
good.
Thank
you.
H
C
Yeah,
my
name
is
griselda
carrillo
and
I'm
from
scan.
I
just
wanted
to
share.
K
That
they
gave
me
a
message
to
give
you
all
that
our
web
county
community
coalition
is
looking
for
mental
health
professionals
in
web
and
zapata
counties
to
provide
mindfulness
activities
to
youth
and
adults.
K
K
A
Thank
you
so
much
miss
carrillo
for
representing
scan.
That's
very
good
information.
I'm
pretty
sure
that
this
information
could
either
be
used
by
some
of
our
commission
members
or
be
passed
on
to
somebody
that
they
know
that
may
be
able
to
do
that.
So,
thank
you.
So
much
for
that
opportunity.
Thank
you.
A
I
Not
not
updates,
as
far
as
we
we
don't
have
an
office
setting
or
anything
like
that,
but
I
will
be
attending
that
I'll
be
representing
lad.
I'm
going
to
attend
a
lifesavers
conference
in
chicago
next
week,
I'm
hoping
to
get
information
or
items
that
I
can
use
to
make
presentations
at
schools
everywhere,
where
we
present
on
you
know
the
dangers
of
of
drinking
and
driving.
I
know
that
there's
a
lot
of
vendors
that
go
by
to
offer
their
services
or
apparatuses
or
something
that
we
can
bring
back
to
the
schools
and
everything
to
show
them.
I
You
know
this
is
how
this
is
how
it
is
when
you're,
under
the
influence
and
things
of
that
matter,
but
I
just
wanted
to
mention
that
you
know
we'll
we'll
be
over
there
and
you
know
if
there's
something
that
I
can
bring
back
I'll,
certainly
bring
it
back
to
the
commission
for
informational
purposes
and-
and
you
know
we'll
take
it
from
there.
A
Thank
you
very
much
for
that
miss
alonso
and
thank
you
actually
for
for
representing
the
community
of
laredo
in
chicago
to
receive
this
information.
I
think
it's
it's
very
important.
I
always
say,
and
it
sounds
very
cheesy
when
I
say
knowledge
is
power,
but
it
definitely
is.
A
A
We
did
participate
later.
Crime
stoppers
participated
at
the
spring
break
fair
yesterday
at
tamiu
it
was
a
awareness
fair
and
we
did
actually
put
up
a
flyer
with
many
of
our
resources
include.
G
A
E
I
do
I'm
with
also
with
the
volunteer
services
council
for
border
region
and
they're
gonna
be
having
a
day
at
the
derby
at
the
derby
on
wednesday
27th,
it's
gonna
be
a
luncheon
and
a
fashion
show.
I
can
send
a
flag.
E
Or
the
tables
are,
I
think,
it's
10
for
750.
A
Thank
you
so
much
for
that
information.
Yes,
feel
free
to
send
me
a.
