Description
DRUG & ALCOHOL COMMISSION 110922
B
C
D
Apply
all
right
so
moving
on
very
important
I
do
appreciate
you
all
making.
C
Like
plan,
but
we
will
set
up
the
next
meeting
date
and
you
know
that
you
all.
D
Can
you
be
signed
up
for
public
comments?
Thank
you.
Moving
on,
we
have
a
few
of
the
minutes
for
August
10
2022..
If
you
all
got
your.
A
Commission
members
I
do
need
a
first
and
a
second
as
soon
as
you
all
review
the
meeting
minutes
for
August
10th
and
there
are
no
questions
or
revisions
can
I.
Please
have
a
motion.
C
Report
from
the
county,
I
guess
basically,
one
of
the
detox
everything
that's
going
as
planned
right
now,
they're
working
on
suspended
feeling
and
worrying
of
the
stolen
metal,
studs
air-conditioned.
Don't
work
air
conditioner
like
a
couple
of
lines,
there's
a
lot
of
trenching
going
on
in
the
facility,
there's
Street,
walking,
floating
taping
and
installing
plumbing
and
encounty
estimates
that
they
should
have
a
certificate
of
occupation
right.
The
last
week
of
April
first
week
of
May
of
next
year.
A
Thank
you
for
that.
Moving
on
to
discussion
of
possible
action.
D
Some
of
which
we
may
have
the
table,
but
we
do
want
to
have
some
discussion.
I
know
that
we
have
some
of
the
stakeholders.
A
What
we've
been
trying
to
do
is
grow
the
commission
now
that
we're
back
into
being
in
person
as
opposed
to
online.
So
we
do
appreciate
Lorena
fire
having
to
be
here.
They
were
here
last
month.
It
was
a
presentation
that
was
very
informative.
D
Of
those
editions
reports
or
things
that
are
going
on
with
your
agencies
on
a
regular.
A
Basis
that
way
we
are
kind
of
in
the
know,
because,
while
it's
there,
we
don't
know
if
there,
unless
we're
asking
for
it,
so
we'd
love
for
you
to
be
part
of
these
meetings,
so
that
we
could
obviously
be
these.
The
people
that
go
out
to
the
city
council
to
discuss
it
with
our
leaders
to
bring
those
resources.
C
To
do
was
in
October
to
do
an
event,
the
way
that
we
had
done
it
way
back
when.
C
Metro
was
coming
on
November's
coming
gone
because
I
was
going
to
come
and
go
and
so
I
just
kind
of
wanted
to
hear
from
everybody.
C
Hopefully,
six
months
ahead,
which
you
all
consider
another
month
to
do
an
event
I
reached
out
to
the
mall
and
I've
reached
out
to
the
outlet
to
be
a
part
of
events
that
already
coexisting.
So,
for
example,
the
outlet
has
the
farmer's
market
on
a
regular
on
a
monthly
basis,
so.
A
C
A
Good
month,
because
spring
break
is
happening
me
as
mental
health,
so
is
there
like
a
month
that
you
all
perceive
maybe
growing
it
into
a
nice
little
event
that
would
bring
awareness
to
the
public.
F
I
think
April
for
me
would
be
good.
You
know,
because
of
the
alcohol
and
the
mental
health
we
could
find
by
that
in
okay.
It
just
seemed
like
that
calm
months
in
comparison
to
the
holiday
season.
H
C
Planning
something
that
way
we
don't
conflict
with
other
events,
also
at
the
City
Health
Department.
A
You
see
that
there's
events
that
already
planned
ahead
that
way
we.
D
Then
kind
of
finalize
the
date
so
now
that
I
know
that
between
April
and
me.
C
Moving
on
to
subcommunicative
calendar
planning,
we
are
still
going
to
stay
on
board
as
commission
members
up
until
the
time
that
the
new
mayor
or
new
city
council
members
are
taking
their
abroad
and
they
appoint
somebody
new.
We
do
have
some
subcommittee
groups
that
have
already
been
established.
We
are
going
to
go
ahead
and
send
out
so
that
we
can
re-establish
those
groups.
I
know
that
we've.
A
Got
the
Outreach
of
prevention,
patient.
C
We
are
still
joining
the
commission
again,
so
we
will
hang
tight
on
that
planning,
but
hopefully
coming
back
after
January
we're
able
to
meet
on
a
regular
basis.
Does
anybody
have
any
comments
or
perhaps
a
interest
in
creating
a
new
subcommittee
that
might
mean
of
importance
and
I
I?
Guess
Congress,
something
that's
done
in
our
communities?
Yes,
our
desktop
since
August.
B
E
In
you
know,
just.
B
Where
we're
at
there
were
some
issues
about
how
the
detox
was
going
to
be
run,
and
we
had
a
whole
discussion
that
that
we're
going
to
follow
chapter
448,
the
rules
that
apply
the
detox
and
we're
going
to
make
a
presentation
about
those
rules
to
the
city,
council,
Panama,
County,
Commissioners,
and
you
know
so
they're
informed
as
to
how
this
detox
is
going
to
operate.
Once
it's
available.
E
B
Use
the
trial
there's
going
to
be
a
crisis
day
for
14
days,
so
they
can
get
the
patrol
shot.
We
talked
about
that.
Alcoholics
can
also
have
it
all
qualified
a
crisis
day,
so
they
can
get
over
the
control
shot
and
talk
about
that
being
as
part
of
the
federal
Cloud.
So
I
wrote
that
up
and
it's
still
on
my
desktop
since
August.
B
So
my
suggestion
is
once
the
New
York
City
Council
comes
up
and
we
have
time
we
can
present
this
to
city
councils
and
the
Commissioners,
and
that
was
the
last
thing
you
pending
and,
of
course
the
discussion
is
also
how
we
could
incorporate
mental
health.
That's
a
big
thing
for
me:
I've
worked
with
corporate
issues
for
close
to
35
years,
so
you
know
you
know:
I
started
off
at
the
real
estate
Center,
which
is
now
Board
of
region.
So
far,.
B
Ages,
email
me
or
text
me
something
you
may
already
have
it
and
we'll
start
at
the
beach
again
kind
of
the
only
one
that
I
will
see
here
right
now
to
speak
in,
but
where
this
is
a
group
that
speaking,
but
he
hasn't
been
here
for
a
while,
so
that
anyone
wants
to
make
it.
But.
B
C
Thank
you
so
much
Jesse
for
that
update.
I,
know
that
I
think
the
holidays
are
gonna,
get
in
the
wing,
just
kind
of
start
working
or
setting
recommendations
or
feedback
to
Jesse.
A
In
the
groups
I
will
get
with,
you
all
make
sure.
C
Going
to
ask
you
to
like
recommit
to
those
Liberty
groups
and
then
coming
back
into
meeting
regularly
in
January,
we'll
figure
out
whether
we're
going
to
meet
online
or
we're
going
to
need
a
membership
depending
on
the
groups.
For
example,
with
regards
to
the
combined
agency
event
that
Outreach
event
in
the
quality
of.
B
In
the
area
of
the
detox
we've
talked
about
that
before
in
previous
communities,
and
so
that's
our
phase,
who.
A
A
Obviously,
things
change
times:
change
needs
change,
but
very
important
I
think
that
they
all
logic
categories.
So,
yes,
you
can
be
part
of
possible
groups
if
you
feel
that
your
agency
is
going
to
either
benefit
or
provide
some
form
of
benefit
to
the
community.
Regarding
the
board
groups
that
we
have
feel
free
to
sign
up,
the
idea
is,
is
to
kind
of
be
the
community
providing
the
resources
that
you
will
provide
alongside
the
other
resources
that
are
collaborating
with
the
city,
so
we'll
send
out
the
foreign.
A
The
idea
is
to
grab
all
of
our
stakeholders
to
grab
everyone
who
is
working
towards
the
mission
of
the
drug
and
alcohol
commission
again
for
the
city
and
North
County.
We
have
discussed
happy
to
be
perhaps
at
the
library
we're
meeting
here
even
now
that
we
have
this
nice
little
setup
here.
The.
A
Into
the
group,
so,
for
example,
Stanford
come
in
and
say
you
provide
these
Services.
We
have
these
many
employees,
our
biggest
our
biggest
setback
in
this
our
biggest
you
know
achievement.
Is
this
right?
A
You
know
keeping
it
simple
to
a
couple
of
questions
and
having
each
agency
being
represented
and
invited
new
agencies
to
come
in
and
learn
what
other
agencies
are
doing,
because
what
happens
is
that
either
they
don't
know
that
there
are
those
resources
available
to
them
or
that
they
can
feel
that
they're
intimidating,
intimidating
that
they
think
they
can't
work
with
each
other.
The
idea
is,
is
that
at
one
point
is
to
do
the
directory
resource
and
I
know?
A
I
have
gotten
something
already
with
the
tropical
group
having
to
send
me
the
information.
D
A
Know
that
there's
new
agencies
knew
that
non-profits,
and
that
would
be
the
idea
to
it.
We
could
film
invitation
to
invite
them
all
to
come
in
and
answer
those
five
questions
and
do
a
quick
presentation.
So
again,
that's
something
that
we
wanted
to
do
and
it
had
been
brought
up.
A
So
if
anybody
has
a
dated
mind
or
maybe
we'll
have
some
a
location-
please
let
me
know
so-
we
can
already
start
planning
that
and
getting
that
Board
of
funds
out
there,
and
that
was
looking
for
other
stakeholder
non-profit
agency.
A
A
I
will
be
here
if
anything,
with
the
regular
Crime
Stoppers
in
that
capacity,
but
there
are
other
people
that
you
want
to
bring
in
so
that
they
could
bring
in
those
resources.
So
March.
E
E
We
started
this
I
appreciate
it
I'm
absolutely
right
about
partnership
there,
but
for
the
region,
and
especially
the
police
here,
but
if.
E
A
To
integrate
this,
these
meet
and
greets,
and
these
Outreach
events
so
that
that
actually
happened
that
we're
actually
providing
the
information
into
the
community,
because
you
are
the
ones
that
meet
with
them
on
a
day-to-day
basis.
And
for
that
we
appreciate
you
moving.
C
We
discussed
that
the
last
was
not
that
Ms
Nancy
due
to
work
actually
stepped
down
secretary.
She
will
still
be
involved
with
the
commission.
However,
the
role.
A
Of
secretary
she's
had
to
let
go.
C
A
We
do
need
to
have
a
former
secretary,
so
if
anybody
is
interested,
please
let
me
know
raise
your
hand
if
you'd
like
to
be
considered
for
the
position.
C
There,
your
email
and
told
me
by
the
next
meeting
we
have
new
secretary,
meanwhile
La,
Liga
and
I-
will.
A
Work
on
those
minutes,
but
please,
if
anybody's
interested,
let
us.
F
C
Moving
on
to
the
detox
facility,
updated
I
think
Mr
Wallace
has
already
given
that
update.
Is
there
anything
in
addition
to
what
you've
provided
we're
good?
Okay,
the
stakeholder
agency
updates
and
presentation
we'll
go
ahead
and
take
agency
updates
after
the
presentation
for
now
we're
going
to
go
ahead
and
resume
with.
I
G
I
G
J
A
practice
of
providing
community-based
mental
health
treatment
under
civil
court
commitment,
so
this
makes
us
a
little
different
from
other
agencies
where
this
is
involuntary
outpatient
services,
so
it
might
be
for
those
individuals
who
have
a
history
of
hospitalizations
and
they're.
Very
non-compliant
ones
are
discharged
from
the
psychiatric
hospital,
so
this
is
where
aot
comes
in,
so
our
refer
to
aot,
so
everybody
has
to
be
court
appointed.
It
has
to.
G
Be
the
judge
has
to
go
ahead
and
sign
a
court
order,
but
we
will
be
getting
referrals
from
a
lot
of
different
agencies.
J
I
I
G
Ers,
where
the
individual
does
not
mean
criteria
for
impatient
hospitalization
or
they
stay
on
the
weakness
for
a
very
very
long
time.
So
what
happens?
Is
they
do
meet
outpatient
services
and
they
do
not
follow
up.
So
we
will
be
accepting
our
Falls
from
hospitals
for
those
that
might
be
the
ERS,
but
they
would
still
have
to
go.
G
J
J
G
J
G
G
C
J
G
San
Antonio
started
at
aat
in
Texas
and.
J
G
Could
be
relapse
ads
in
inpatient,
hospitalization
or
it
can
also
be
relapsed
into
the
criminal
justice
system.
The
person
is
unable
to
participate
in
outpatient,
mental
health
treatment
effectively
and
voluntarily.
Although
the
recommendation,
once
you're
discharged
from
the
psychiatric
hospital
is
outpatient,
but
a
lot
of
the
time,
they
will
not
follow
up
with
that.
How.
J
J
And
sometimes
that
happens
as
well
with
your
psychiatric
patients,
they
might
feel
I'm
cured.
I'm
fine
I
was
next
for
a
week
and
now
I'm
feeling
great
and.
I
G
Case
management,
so
our
case
own
would
be
a
maximum
of
about
30
to
35
a
year.
We
do
have
three
caseworkers
for
these
individuals,
so
it
will
be
approximately
about
10
cases
per
caseworker.
They
will
go
ahead
and
meet
with
them
weekly
in
person
and
we'll
make
that's
horrible
contact
at
least
once
a
day.
Aside
from
that,
they
do
have
access
to
our
tell
us
like
doctor,
every
15
days,
so
in
the
event
that
their
medication
isn't
working
and
they're
having
some
complications
or
some
issues.
J
Lpc
as
well
on
site
to
go
ahead
and
provide
any
counseling,
primarily
it
will
be
individual.
There
will
be
times
that
it
will
be
family
based
we're
still
playing
with
the
idea
of
group
therapy,
but
for
now
at
least
the
first
year,
we
want
to
focus
an
individual
and
family
counseling
evening
based.
C
G
J
G
Let
them
know
schizophrenic.
G
J
J
G
J
J
G
Financially
but
it
does
our
web
accounting.
J
J
C
J
Is
very
cost
effective
for
our
individuals
to
be
involved?
We
know
a
lot
of
our
other
stakeholders
have
right
now
an
issue
where.
G
J
Are
able
to
provide
intensive
case
management,
we're
able
to
talk
to
them
daily,
we're
looking
to
providing
cell
phones
for
each
of
our
clients,
so.
G
G
I
G
Did
leave
my
contact
information?
My
email
is
elopez2
ci.laredo.tx.us
and
my
number
is
236-9697.
B
Thank
you
for
presentation,
it
was
wonderful,
wouldn't
you
mentioned.
E
E
So
it
will
probably
be
the
Civil
courts.
Okay,
I.
B
B
Important
region,
but
you
have
those
clients
that
fall
through
the
crack
that
she
may
have,
and
so
I
would
suggest
that
maybe
for
your
discussions
will
be
with
Judge
Johnson
to
see,
if
anything,
if
there's
anything,
your
program
can
do
to
assist.
We've.
G
G
G
The
things
that
they
do
not
have
to
have
any
criminal.
G
The
individual,
the
way
they
do
it
in
some
other
cities,
smaller
cities,
is
they're
hospitalized
again
so
border
region
gets
notified
that,
let's
say,
Jesse
gets
hospitalized
for
the
third
time
in
six
months
they.
B
E
E
E
What
agencies
now
that
it
seems
to
have
centers
for
mental
health
services.
B
A
To
qualified
for
screening
purposes,
but
I
have
had
phone
calls
where
I'm
having
to
refer
up
to
where
regions
and.
G
G
G
G
A
Agency
that
well
how
many
staff
members
are
part
of
the
annual
team
right.
A
C
C
C
What's
what
what's
the
change?
You
know?
What's
the
positive
Edition
when
we
were
previously
not
bringing
to
me
until
you
know
months
and
months
was
toxicology
reports.
So
those
take
a
long
time
now,
as
some
of
those
reports
have
come
in
from
the
beginning
of
the
year,
we're
seeing
the
introduction
of
fentanyl
into
a
lot
of
these
drugs
and
that's
been
the
primary
cause
of
these
deaths,
at
least
in
marijuana
pills,
primarily
cocaine
and
heroin,
and
most
of
these
deaths
are
attributed
to
Perpetual
users.
C
We've
had
had
some
that
have
been
off
drugs
for
a
while
and
then
they
come
and
do
a
do
it
again
and
it's
it's
too
much
programming.
You
know,
of
course
the
result
is
with
an
overdose
death,
so
combined
with
us,
LPD
the
health
department
and
the
fire
department.
We've
started
a
big
campaign
on
not
only
is
pretty
much
in
each
one
of
us
doing.
C
Our
own
part
health
department
has
taken
the
leading,
creating
an
awareness
campaign
and
and
working
with
all
the
other
agencies
and
stakeholders,
and
together
we
started
doing
presentations
at
the
schools
at
the
colleges.
C
Perfect,
Mr,
Ray
Soaker
here
is
part
of
the
leadership
from
the
fire
department
that
that
they're
doing
they're
doing
primarily
on
on
what
to
do
of
an
emergency
of
the
experience
of
an
overdose
emergency
response
to
life-saving
techniques
and
just
to
also
showed
that
the
age
range
of
these
deaths
would
become
really
male
ones
that
are
concerning
and
are
the
lowest
age
group
17
or
24..
We
have
not
seen-
and
this
is
for
this-
is
information
that
LPD
captures
as
a
response
to
the
field.
C
We
probably
are
not
seeing
what
goes
to
the
ER
and
and
stays
there
and
LSPD
is
called
so
there's,
there's,
probably
a
lot
of
our
data
that
we're
probably
not
seen
so.
C
These
are
the
age
ranges
and,
as
I
explained,
the
response,
the
community
mental
advocacy
of
awareness
from
the
dolphin
fire
with
all
the
school
districts
in
in
advocacy
groups,
which
also
included
a
combined
media
campaign.
I
shared
some
of
the
work
that
the
health
department
did
the
artwork
for
for
the
awareness
campaign.
C
So
what
is
LAPD
doing
that
and
I
mean
that's
that's
a
big
question:
what
are
we
having
to
do
different
now
to
put
a
bigger
debt
on
this?
Like
I
said
before,
we
would
have
to
wait
for
toxicology
report
by
the
time
we
go
back.
You
know
an
investigative
process
is
is
kind
of
late
in
the
game.
We
didn't
have
the
resources
to
to
get
whatever
substances
that
we
recover
at
scenes,
whether
it
be
a
syringe
of
oil
paper
with
Pottery
substance
to
get
us
a
fast
report
on
on
the
substance.
C
So
now
we
have
relationships
with
CBP.
They
have
local
scientific
instruments
that
can
give
us
in
almost
an
immediate
results
of
what
the
substance
is
also
with
the
DEA
they
Fast
Track
their
their
lab
for
us,
so
we
can
send
and
get
missiles
on
on
this
stuff
that
we
recover
so
with
that
we're
able
to
work
and
overdose
debt
as
in
criminal
investigation.
C
So
that's
where
we're
going
not
no
longer
like
in
times
before,
where,
unfortunately,
you
responded
and
it
would
be
classified
as
a
death,
but
now
you
still
needed
to
go
follow-up.
Where
is
this
drug?
Where
are
these
drugs
coming
from
and
they're,
showing
the
DEA
we're
able
to
classify
chemically
or
scientifically
the
chemical
composition
of
that
one?
Drug
and
they've
come
with
other
best
recoveries,
and
we
can
kind
of
group
those
organizations
together.
C
The
District
Attorney's
Office
they've
also
been
very
aggressive
with
us
and
and
Prosecuting
these
offenses
and
primarily
bringing
down
these
organizations
so
at
least
the
local
distribution
networks
in
our
city.
Where
is
this
coming
from?
Of
course,
this
is
all
coming
from
Mexico.
We
have
not
seen
you've
seen
in
the
paper
where
they
do
seizures
of
Fentanyl
and
large
large
amounts,
but
that's
causing
primarily
on
britishes
is
done
in
Mexico
processed
and
packaged
in
Mexico.
So
it's
pretty
much
spread
across
all
the
types
of
network
cards
that
people
can
abuse.
C
So
that's
why
we
were
saying
being
careful,
I
mean
and
I.
Think
Mr
solo
can
also
experiment
some
of
the
items
that
are
out
there
that
are
being
recommended
for
people
who
I
guess
just
like
test.
Kids,
too,
maybe
General
learners
to
see.
If
and
it's
kind
of
weird-
and
now
we
have
to
say
what
am
I
ingesting.
Is
it
really
cocaine
or
is
it
a
place
with
something
there's,
there's
actual
kits
out
there
for
for
that?
C
This
is
just
an
overall
of
what
we're
seeing
and
we
wanted
to
share
this
with
a
group,
and
we
continue
to
fight
this
and
we're
trying
to
get
as
creative
and
as
aggressive
as
we
can
to
to
get
to
the
source,
unfortunately,
by
our
very
location
on
the
border,
drugs
or
these
will
be
accessible
and
cheap.
C
So
it's
it's
a
constant
battle,
but
that's
all
I
had
to
consuming
had
even
questions
or
concerns
sure
or
anything,
but
as
always,
we're
we're
very
active
on
this,
especially
League
areas
where
it's
more
prolific
around
the
downtown.
The
downtown
area
is
very
important
for
drug
use,
combined
with
the
homelessness
and
all
that,
so
we
have
We've
identified
with
the
dealers
that
supply
downtown.
It's
usually
where
your
neighborhoods
around
it.
C
So
we've
had
a
lot
of
success
on
on
some
of
those,
but
it's
it's
a
constant
value.
It's
a
constant
about.
C
You
know
Crime
Stoppers,
we've
actually
had,
and
it's
a
true
Factor
when
we
say
that
narcotics
is
a
major
thing
in
our
community.
It's
been
a
major
issue
for
the
longest
time
with
regards
to
the
Crime
Stoppers.
That
is
one
of
the
theme
calls
that
we
receive
the
most
on.
C
As
a
matter
of
fact,
I
wanted
to
share
that
similar
to
this,
because
I
know
that
Mr
Sultan,
the
fire
department
will
know
that
the
uisd
parent
Summit
over
the
weekend
doing
presentations
to
parents
and
students,
and
so
those
Crime
Stoppers,
and
we
always
get
those
questions
on
what
types
of
drugs
are
the
kids
you
know
using
nowadays
and
whether
they're
supposed
to
be
looking
at
so
we
did
touch
base
on
the
way
depends
and
original,
as
you
probably
were
talking
to
them
as
well.
A
But
we
did
receive
a
tip
I
want
to
say
it
was
actually
August
September.
In
September
we
received
a
tip
that
led
to
the
surveillance
in
which
officers
managed
to
secure
the
necessary
evidence
for
a
search
warrant
officer
seized,
944,
THC
cartridges.
A
His
reward
was
actually
or
this
tip
was
actually
rewarded,
800
at
our
last
crime
stopper
meeting,
but.
C
A
Unfortunately,
eventually
I
was
being
laced
at
all
these
in
these
drugs
and
it's
it's
scary
thing.
C
C
To
us,
I
don't
want
to
go
in
vain,
where
mreco's
presentation
will
last
a
month
was
not
reported
so
to
speak.
So
I
do
want
to
put
you
on
the
spot
and.
H
So
we
discussed
with
it
was
required
to
following
sort
of
big
bridge
was
really
offensive.
H
Bullets
and
saying
that
they're
charging
into
kids,
but
all
the
data,
the
Research
indicates
that
the
reason
that
it's
multicolored
is
like
always
to
tell
everybody
what
kind
of
colors
and
pills
do
you
find
out
there
that
you
take
prescription
noise
when
colors
appeals
to
your
your
parents,
grandparents
we
take.
Does
every
Tylenol
look
the
same?
No,
it
doesn't
just
every
painkiller
with
the
same
environment,
the
same
no
all
different
encounters.
So
that
is
why
these
narcotics
are
now
being
in
different
colors
to
formulate
and
say
this
is
a
real
Hydrocodone.
H
Look,
it's
yellow
and
it
has
a
10
on
it.
So
do
they
know
that
it's
your
assembly
Bond
and
it's
nice
enough
and
some
of
the
times
that
these
colors
are
based
on
these
are
different
cartels,
use
different
colors,
okay
and
we
brought
up
the
reason
for
them
being
in
Skittles
being
found
in
Sweet,
Tarts
and
Whopper
boxes.
Another
reason
is
to
hide
these
drugs
from
law
enforcement.
You
know
it
is
a
holiness
tasteless.
H
Through
little
boxes,
so
they
can
escape
the
law
enforcement
bust
and
and
we
brought
down.
We
also
talked
about
the
over
response
here.
What
we
do
we
go
out
and
do
intranas
over
our
country
for
participants.
These
are
post,
9-1-1,
opiate,
use,
survivors
and
also
we
provide
them
with
a
pensional
test
trip
that
the
chief
was
talking
about
that
we
provide
for
them,
so
they
can
test
their
stash
whatever
they
might
have
and
see.
If
it's
been
civil
waste
stuff
that
we
did
for
fentanyl,
it's
been
already
found
in
Vapes.
H
That's
already
been
found.
Our
common
parts
in
San
Antonio
would
be
the
same
thing
that
we
do.
I
just
spoke
with
her
two
days
ago,
he's
saying
now
these
students
are
just
sprinkling
on
weed
Benjamin.
So
what
they
do
is
you
know
in
certain
markets
where
it
is
legal
from
an
opinion
to
give
you
appetite
things
like
that,
but
here
they
say
the
same
thing
anyway.
F
Pencil
chest
strips:
how
much
are
those.
H
They're
two
dollars
each:
you
can
buy
a
box
for
20
or
less
and
then
on
Amazon
and
just
the
place
which
you
go
to
expensable
test
strips.
They
come
out.
We
buy
the
btmx
brand,
there's
other
brands
out
there,
but
the
btmx
is
shown
to
it's
recommended
by
Johns
Hopkins.
It's
a
gold
standard
for
Dependable
test.
Strips
also
I
want
to
mention
that
the
last
time
that
we
did
this
reading
I
mentioned
that
we
had
300
overdoses
and
as
of
this
morning,
we
now
have
320
pounds.
B
H
Exactly
right,
yeah,
so
it
means
about
monologues,
have
been
to
them,
and
so
many
different
analogs
about
these
opioids.
Now
that
some
have
a
long,
lasting
effect,
Martin
collapse
between
three
or
five
minutes
in
your
body,
but
at
this
long-lasting
effect
of
fentanyl
or
other
analyze
of
these
drugs
that
can
last
up
to
20
minutes.
Guess
what,
after
three
to
five
minutes,
you
wrap
into
a
woman
videos.
H
So
the
last
time
we
met
I
told
you
that
out
of
those
300
overdoses,
57
were
opioid
related,
which
was
170
cases
now,
as
of
this
morning,
325
million
doses,
with
189
of
those
cases
now
being
on
pre-order
days,
there's
no
rated
up
to
15
percent.
Two
years
ago
we
have
20
percent
of
your
related.
There
was
an
increase
of
10
within
two
years:
the
youngest
age
this
year
being
17.
so
far,
and
I
saw
that
data
that
the
chief
provided
and
the
beginning
of
this
debt
is
17.
There.
A
I
mean
those
numbers
are
alarming:
there's
nothing
to
follow
up
with
that.
Unless
there's
questions
I
do
appreciate
you
having
to
make
mention
from
the
last
presentation
about
some
of
those
numbers,
because
these
numbers
are
very
concerning
I
hope
that
all
agencies
and
every
commission
member
goes
back
and
considers
doing
more
to
prevent
this
from
happening,
because
it's
a
shame
so
I
do
appreciate
all
the
work
that
the
Laredo
fire
department
does.
I
cannot
say
it
enough:
the
workout
you
all
through
both
Laredo
police
department
and
everybody.
A
F
E
E
And
so
it
completely
once
or
something
it's
not
a
victim
and
one
straw
provides
30
days,
and
you
know
the
news
is
about
13
months.
That's
something
you
discuss.
It
is
a
333
chance
of
paramedics
hold
the
bills
into
one
day.
E
Doctor
in
town
and
the
idea
with
previous
administration
was
enough
setup
CME
course,
where
we
have
developed
the
doctors
we
actually
before
public
had
a
meeting
with
before
and
after.
E
Commission,
what
was
that
was
fun,
but
everything
is
confronted.
It
just
didn't
bother
me
I
was
seeing
what
the
new
Audrey
set
up-
something
like
this,
so
that
we
can
go
in
no
decisions,
because
we
have
more
people
about
it.
You
know
I
think
today.
C
Whether
they
said
today,
but
today,
is
a
very
good
education
if
they
were
going
as
a
committee,
you
know
calling
a
couple
weeks
ago.
We
didn't
have
this
quality
of
presentation,
so
I
am
very
impressed
with
where
the
committee
has
gone.
Listening
to
what
she
said,
you
hit
the
nail
right
on
the
air,
but
he
said
it
would
kind
of
knock
us
down.
C
They
were
putting
covert
to
rest,
and
now
we
can
go
back
to
the
actual
execution.
A
lot
of
people
understand
because
don't
really
have
it
in
their
head
that
the
Health
Department's
primary
get.
The
purpose
is
preventative.
Education
happen
through
the
whole
spectrum
of
everything.
That's
out
there.
So.
C
In
time
when
we
can
start
getting
more
into
the
world
of
advantage
of
education
and
that
areas
that
we
want,
unfortunately,
we're
getting
back
to
the
end
of
the
year-
and
you
know
everybody's
starting
to
think
about
those
characters
and
those
Christmas
gifts.
But
January
is
the
big
big
one
sports
and
what
I
mean
by
that
is
see.
If
you
alluded
to
the
work
that.
C
Our
table
today
I
want
to
introduce
Mr
Santa
Elise.
These
are
the
health
department,
public
information
officers
with
them
as
their
supervisor
who's
been
developed
because
she,
the
manager
of
preventive
of
health
education,
I
brought
them
out.
So
they
could
see
this
presentation,
so
they
could
see
the
effects
of
the
work
they
do
and,
of
course,
that
they
can
learn
and
meet
with
everybody.
A
couple
of
weeks
ago,
I
told
them,
let's
start
guiding
for
January.
C
E
C
Something
writes
distributorial
and
the
positive
defense
it
has
in
our
community
on
about
that.
B
You
know
the
kids
to
benefit
from
this,
because
we
still
have
a
lot
of
DWIs
to
have
all
these
dishes,
so
I
mean
I'm
willing
to
work
with
you
all
and
figure
out
how
we
can
have
one
of
these.
These
needs
on
behalf
of
the
commission,
because
for
me
this
is
the
big
thing
you
know,
I'm
seeing
kids
over
those
I
work
as
Adolescent
aeronetics
and.
C
C
C
B
D
Don't
we
do
that
Jesse?
Why
don't
you
get
a
list
of
potential
doctors
that
we
could
reach
out
to
and
perhaps
either
invite
them
to
a
meeting
or
invite
them
to
the
the
meet
and
greet
that
we're
planning
on
doing.
A
And
that
way,
and
maybe
it
could
happen
even
sooner-
you
have
to
start
those
conversations
because
that's
the
whole
point
of
having
to
meet
to
discuss
and
bring
up
these
things
because
then
it
gets.
You
know
the
wheels
going
and
saying
I
think
we
need
to
do
this
and.
D
B
So
now,
what's
going
to
be
challenges,
especially
with
that,
as
it
was
provided
by
last
last
meeting
of
the
fire
department
about
the
achievements
you
know,
so
we
need
to
do
something
about
we're
going
to
have
completed
members
on
I
agree,
and
you
know,
as.
C
A
community,
in
addition
to
everything
we
do
here,
look
for
assignment
locality
live
if
you
guys
have
regrets
play
around,
if
you
guys
have
a
message
that
you
need
to
spread
out,
send
it
to
them
they're
great
about
sharing
on
our
social
media.
They
know
so
much
more
about
any
of
the
stuff
that
I
do
so,
don't
send
it
to
me,
send
it
to
them.
Deliver
experts
in
their
field.
Well,.
A
What
I
was
actually
doing
to
ask
is
to
see
if
the
city
would
be
okay
with
it
or
the
commission
would
actually
be
okay
with
it.
We
do
have
the
drug
and
alcohol
commission
Facebook,
so
maybe
I
could
perhaps
add
you
one
or
the
other.
If
so,
if
you
were
the
supervisor,
if
they
would
be
added
to
our
admins
on
our
Facebook
page
and
then
just
add
those
types
of
related
information
onto
our
drug
and
alcohol,
commission
Facebook.
F
You
know
so
if
we
can
do
more,
you
know,
I,
don't
know
when
someone
fell,
I
don't
know,
I
didn't
realize
that
they
have
mass
messages
that
the
school
can
send.
Maybe
we
can
tell
them,
you
know
what
remind
them,
something
like
every
day
about
drugs
or
endings
once
a
week,
but
not
just
do
this
I'm
going
every
week
because
I
mean
every
every
year
and
whether
I'm,
recording
and
I'm
thinking,
what
does
it
only
have
to
be
represented
and
also.
F
A
lot
of
the
teachers
were
asking
were
asking
me:
where
can
they
get
Narcan
or
where
can
they
have
it
there?
Because
they
don't
they
don't
have
they?
They
tell
me:
I
went
to
a
Triumph
high
school
and
they
the
nurse
told
me
that
they
can't
have
it
for
them.
She
actually
has
some
like
on
her
own
because
she
went
to
buy
it,
but
it's
not
really
available
for
them
and
that's
the
problem
and
they
want
people
can
get
their
hands
on
it.
F
F
Into
more,
the
doses
are
more
strong,
and
so
maybe
we
need
someone
probably
know
Narcan
to
be
distributed.
Even
I
have
parents
calling
me
and
asking
me:
what
can
I
do
where
do
I
refer
them
and
I
to
refer
them
to
Puerto
Rican
I.
Do
it
for
to
scan
to
pillar
but
I
mean
there's
something
else
you
can
do
on
board
I.
F
H
I
want
to
get
back
to
you
what
you
were
talking
about.
The
little
church
song
after
research
without
a
person
can
be
prescribed
by
a
nurse
practitioner
perceptions
assistant
also,
that
does
not
need
to
be
a
physician
and
does
not
have
any
specialized
training.
It's
not
an
opioid
order
to
compare
partial
agonism.
It
can
be
prescribed
by
those
individuals
also,
so
they
include
not
only
doctors
but
nurse
practitioners
and
Physicians
assistance.
To
is
that
that
meeting
that
you
would
like,
as
a.
B
Can
prescribe
it,
you
know,
but
you're,
absolutely
right.
I
I
wanted
to
add
on
some
somebody
and
I
agree
with
you
that
this
is
something
that
we
have
to
address
every
day,
but
I
do
want
to
because
I
don't
know.
I
do
know
that
scan
has
Prevention.
Services
have
been
out
there
every
single
day,
even
in
the
summer
and
I
do
know
it
that
schools,
like
my
wife
and
different
people,
that
are
doing
things
every
single
day,
but
it's
unbelievable.
B
We've
got
40
of
high
school
students
in
the
United
States
using
cannabis,
Vapes
and
right
now.
If
you
look
at
the
schools
are
being
overrun
with
that
and
we
have
multiple
dangers.
So
I
do
agree
every
day.
You
know
way
back
in
when
things
come
out.
That's
the
way
that
I
I
thought
the
same
thing,
but
we
had
a
southern
mission
that
we
have
to
have
every
single
day,
I
wake
up
every
morning
with
different
with
this
mission
to
help
with
herself
themselves.
B
But
you
know:
there's
people
out
there
doing
that
thing
and
I
appreciate
it
and
you're
doing.
B
G
H
Walgreens
has
a
standing
in
order.
I
knew
one
of
us
can
go
and
buy
it.
It's
a
two
pack
for
98
and
it's
kind
of
expensive,
but
that's
how
much
they
want
for
anyone,
the
lane
person
and
your
parent.
You
know
he
just
wants
to
carry
like.
We
now
do
whatever
depends
things
affect
that
nature,
to
carry
it
just
to.
Let
you
guys
know
that
Walgreens
will
solitina.
Okay.
A
D
D
J
C
Players
haven't
passed
out.
Please
get
it
out
there
on
your
agency
rules
wherever,
if
there's
traffic,
that
information.
D
Is
abused?
Do
you
have
any
information
that
you'll
want
to
share
about
right
now.
F
Process
with
the
outpatient
treatment
program
that
I
believe
was
discuss
mentioned
last
month
and
we'll
keep
you
posted
as
we
progress,
we're,
also
looking
for
a
possible
new
location.
As
our
program
is
growing
and
you
know,
we
would
like
to
add
another
terms
there
and
whatnot,
but
we're
in
process
anymore.
We'll
keep
you
posted.
Thank
you
so.
D
Much
Anna
do
you
have
anything
to.
J
C
What
we
can
do
to
kind
of
like
implement
or
integrate
that
into
the
into
this
case,
eventually
there's
cases,
and
so
you
need
I
want
to
give
you
a
call
to
see
if.
B
C
D
Thank
you
for
that.
There
we
go
anything
else,
Mr
salsa,
that
you
want
to
share.
H
You
guys
mentioned
computer
by
doing
all
this
is
prevention,
internal
requirement
by
Obama,
chief
police
chief
Mr,
Dr
Chamberlain.
H
They
sign
up
the
alarm
in
this
opioid
crisis
specifically
than
to
know
so
what
we're
doing
now
is
getting
classes
to
the
high
school
students
we
just
finished
up
our
uisd
high
school
I'm,
sorry
licd,
high
schools
and
we're
starting
off
with
uisd
high
schools
under
ninth
grade
campuses,
okay,
so
to
all
grade
levels.
That's
what
we're
doing
we're
focusing
on
that
age
group
because
of
the
huge
group
that
we're
finding
within
our
reports,
sometimes.
H
We
can
reach,
we
tell
them
what
it
won't
be
doing.
Is
we
also
show
them
celebrities?
You
know,
because
we
kind
of
visualize
me
visualize,
a
heroin
addict.
What
do
you
think
of
you
think
of
a
certain
person,
but
then
we
show
them
an
array
of
celebrities
that
have
died
of
every
overdose
Will
Survive,
so
they
can
see
like
they.
H
It
affects
them
too,
and
when
we
do
a
live
case
scenario,
so
we
do,
is
we
portray
one
of
our
Medics
to
have
an
overdose
right
there
and
to
see
what
automatics
do
during
an
overdose,
then
we
having
factors
there
and
then
after
and
usually
the
feedback
is
you
know
what
I
never
want
to
see?
My
mom
like
this
I,
never
want
to
see
my
dad
likes.
This
I
never
knew
so.
You
know
that's
a
big
challenge.
H
A
I
C
Right
so
I
think
we
do
have
a
couple
of
limitations
that.
A
A
Certain
topics
itself
we'll
get
the
people.
Please
share
your
information
and
your
contact
information
via
email,
so
that
we
can
formalize.
A
C
D
C
C
Close
if
anybody.
I
D
We
do
make
the
meetings
available
during
our
lunch
time,
because
it's
more
feasible
and
it's
more
convenient
for
everybody,
as
opposed
to
an
afternoon
meeting
in.
A
D
C
A
By
commencing
myself
Mr
wells
in
previous
types,
and
so
if.
A
Our
next
meeting
will
be
on
Wednesday
December
14th
at
11
30..
Anything
else
before.
D
I
occurring,
if
not,
can
I
need
to
mentioned,
or
a
journal
meeting
at
1255
and
I
have
a
function
to
adjourn
a
second
second
by
Nancy
meeting
adjourned
at
12
75..
Thank
you
all
so
much
for
coming
out
and.
