Description
Drug and Alcohol Commissio 100720
B
D
August
I
called
this
motion
to
accept
the
minutes
as.
C
B
A
A
I'm
gonna
go
ahead
and
send
this
to
the
group
tomorrow
morning
via
email,
basically
good
morning.
Please
be
advised
that
the
texas
overdose
naloxone
initiative
will
be
offering
a
free
virtual
training
on
opioid
overdose
prevention
october
28th
from
1
to
3
in
the
afternoon.
Please
share
this
with
staff
so
that
they
may
register
and
once
you
go
ahead
and
sign
up
for
this
meeting,
it's
a
two-hour
initiative.
It's
a
great
little
training.
I
took
this
last
year
and
last
year
before
covid.
A
They
they
actually
came
to
the
health
department
and
very
nice
gentlemen.
They
did
some
great,
they
did
some
great
work
and
they
provided
that
that
benefit
the
naloxone
for
anybody
who
did
attend
and
they
taught
they
taught
the
attendees
how
to
use
that
in
order
to
prevent
loss
of
life.
So
I
highly
encourage
anybody
that
wants
to
take
this
training
to
go
ahead
and
do
it
I'm
more
than
sure
once
the
training
is
over
there'll
be
some
sort
of
link.
So
that
you
can
get
that
product
mailed
to
you.
A
Yes
and
it's
a
zoom,
so
we're
forced
to
use
forced
to
use
we're
forced
to
use
webex
because
that's
what
the
city
pays
for-
and
this
is
my
webex
account-
I
asked
for
zoom
they're
like
well.
We
have
a
contract
with
webex,
so
I
got
webex
but.
A
I
think
what
they
did
was
webex,
which
is
a
cisco
product.
They
provided
six
months
at
no
cost
to
municipalities,
something
like
that.
C
I
would
like
to
bring
up
the
pregnancy-
I
guess
rehab,
because
when
I
was
going
through
that
with
my
daughter,
I
didn't
have
anybody
that
told
me
that
there
was
anything
available
except
that
after
the
baby
was
born,
so
that
they
could
take
the
baby
away.
So
obviously,
that's
not
the
point
and
there's
a.
A
C
Program
at
nas
so
that
the
baby
and
the
mother
could
detox
together
and
keep
the
family
together.
So
maybe
we
can
discuss
that
next
time,
but
to
do
to
help.
B
C
D
D
This
is
jesse
the
state
of
texas
pro
provides
and
used
to
provide
a
company
for
red.
It's
called
specialized
female
residential
treatment
and
outpatient
people
and,
in
historically
in
the
past,
moreto
actually
had
a
specialized
residential
treatment
for
adolescent
females
that
were
pregnant
or
postpartum
had
babies
and
the
women
lived
there
with
their
children
and
they
got
all
their
therapy.
D
That
program
was
defunded
then,
after
that
that
was
at
scan.
We
had
that
program
at
scam
for
about
three
years
and
then-
and
that
was
when
we
had
the
detox
there
too,
and
we
had
the
mayo
residential
and
all
that
then
after
that
staccato
had
specialized
female
human
servicer
pregnant
postpartum
women,
and
that
was
an
intensive
outpatient
program
and
obviously
the
detox
residential
component
is
not
there
and
it
was
not
there
and
that
provides
so.
It
would
provide
the
clients
about
20
hours
a
day.
D
Now,
when
staccato
folded,
I
think
scam
picked
up
the
socialized
women
intensive,
outpatient
world.
The
thing
is-
and
I
don't
know
if
anyone
from
scam
is
here,
but
if
the
thing
would
be
to
explore,
if
they,
if
the
state
of
texas
is
still
gonna,
still
have
money
for
specialized.
D
Female
services,
residential
residential
services,
because
that
would
be
a
way
to
prevent
children
from
pleasing
from
others,
because
all
of
the
all
the
women
that
all
the
young
women
that
were
in
the
juventus
program,
which
was
specialized
female
services,
all
of
them,
were
cps
cases
and
so
right,
those
programs,
women
that
are
pregnant,
postpartum
that
have
drug
addiction
or
or
aromatics
that's
primary
population.
D
I've
worked
on
federal
grants
more
recently
than
state
grants,
but
I
guess
I
could
look
up
in
the
next
month
see
if
there's
still
funding
available
to
see
what
could
be
done
and
then
I
think
the
the
pit,
the
the
spearhead
would
have
to
be
to
work
with
with
pillar
I
mean
with
that
killer
would
scan,
try
to
see
if
we
could
help
support
them.
Get
some
funding.
C
I
I
have
to
go
to
san
antonio
to
get
that
done
and
the
baby's
been
there
for
a
month,
we'll
be
discharged
or
over
a
month
on
on
saturday,
but
so
we
have
to
be
going
back
and
forth
to
san
antonio.
D
Okay,
one
of
the
sad
things
that
is,
that
we've
always
fallen
through
the
cracks
here
in
south
texas.
We've
been
underfunded
for
many
different
areas
and
that's
why
we're
doing
this
whole
detox
for
the
venture.
C
That's
how
my
daughter
found
out
about
it
a
little
bit
too
late,
while
she
was
in
the
methadone
program
here
in
laredo
and
then
got
covered
and
couldn't
go,
and
so
hopefully
there
could
be
that
that
type
of
program
together
they
work
with
methodist
hospital
and
university
hospital
over
there.
So
they
have
to
work
along
with
the
hospital
yeah.
B
B
D
B
A
So
I
guess
from
the
perspective
of
the
detox
facility,
you
all
know
it's
a
joint
venture
between
webb
county
and
the
city
of
laredo.
I
believe
they're
at
the
final
points
in
approving
the
design.
But
of
course
that
is
the
county.
The
city
itself
has
moved
forward
on
this
project
amid
the
amid
the
giant
budget
shortfall
that
we
had
because
of
the
situation
that
we're
in
the
city
has
hired
a
an
outside
consultant.
A
Who
will
be
with
us
every
step
of
the
way
to
ensure
that
the
process
is
done
properly
and
accurately
and
that
we
get
the
biggest
thing
for
our
buck.
So
we're
very
excited
to
have
this
outside
consultant
with
us
and
that's
basically
going
to
ensure
our
success
from
the
city
side.
Once
we
get
the
facility
that
way,
we
can
get
it
up
and
running.
B
A
B
A
Than
we
were
right,
we
to
be
honest
with
you.
We
faced
a
real
challenge
when
coveted
struck,
because
that
basically
took
all
the
funding
sources
out
of
the
city,
but
this
administration
has
a
very
big
dedication
to
this
project
and
they
would
not
have
fired
this
consultant
had
they
didn't
feel
100
in
favor
of
it,
and
I'm
sure
that
consultant
is
not
cheap.
A
B
I'm
sure
we
could
have
hired
josie.
D
B
C
C
D
Well,
we
haven't
heard
our
alumni
and
other
people
look
at
since
right
before
the
cove.
That
was
our
last
meeting
right
for
the
first
wednesday
march,
but-
and
I
don't
know
if
you're
asking
what,
if
there's
other
programs
that
are
open
here
in
the
state
of
texas
in
the
region.
Yes,
there
are.
D
D
Well,
we
have
all
the
outpatient
services,
we
have
a
lot
of
outpatient
spots
and
unfortunately,
outpatient
is
carrying
a
big
load
they're
carrying
people
that
ought
to
be
in
residential
services.
So
you
know
between
scan
and
pillar
and
I'm
not
who
there's
a
methadone.
We
have
a
lot
of
outpatient
spots,
we
just
don't
and
we
have
some
residential
slots.
We
just
don't
have
the
deep,
so
we
really
sorely
need
and
the
people
are
detoxing
in
jail.
Just
like.
D
We
still
have
that
heavy
average
twenty-five
percent
heroin
users
coming
to
a
number
of
the
different
programs
we've
had.
A
The
after
the
reports,
its
announcements,
I
already
covered
the
opioid
overdose
training,
yeah.
