a
certified
preventive
specialist
in
texas.
I
am
also
the
program
director
for
the
webb
county
community
coalition
of
scan.

The
coalition
is
funded
by
the
state
of
texas
to
provide
education
and
to
create
awareness
on
the
dangers
of
drugs,
including
marijuana,
which
is,
which
is
a
state
identifies
as
one
of
the
top
four
drug
prevention
parties.
I
am
not
sure
if
you
are
aware
that
in
september
2020
the
radio
city
council
initiated
the
discussion
of
developing
and
implementing
a
city
release
ordinance
for
individuals
charged
with
certain
non-violent
class
b
misdemeanors,
including
individuals
that
are
in
possession
of
marijuana.

The
coalition
has
also
initiated
an
online
petition
that
over
120
individuals
have
already
signed
indicating
that
they
are
strongly
opposed
to
the
city
to
decide
and
release
ordinance.
The
signed
petitions
have
already
been
provided
to
the
mayor
and
the
city
council
members
during
the
two
city
council
meetings
that
had
that
have
attended.
I
have
never
heard
the
mayor
city
council
members
indicate
if
the
laredo
whip
county
drug
and
alcohol
commission
has
provided
any
feedback
to
them
about
the
proposed
ordinance
as
a
commission
that
is
focused
on
key
drug
prevention
issues
in
the
community.

think
you

a
very
important
role
to
play
in
providing
guidance
and
feedback
to
the
city
council
on
this
matter.

question
a
question
many
people
have
asked
is:
how
much
is
one
ounce
of
marijuana.
I
tell
them
that
it's
based
on
available
information
that
one
ounce
of
marijuana
is
equivalent
to
approximately
45
to
50
joints.

The
coalition
feels
strongly
that
a
side
and
release
ordinance
that
includes
marijuana
would
send
a
very
bad
message
to
the
youth
and
marijuana
and
may
you
know,
and
make
the
work
of
the
dedicated
drug
prevention
professionals
like
myself,
very
difficult,
based
on
the
results
of
the
coalition's
recent
annual
alcohol
tobacco
and
other
drug
survey
that
we
conducted
to
use
here
in
our
community.

In
2020,
we
learned
that
marijuana
is
still
one
of
the
top
three
drugs
of
choice
for
youth
in
our
community
and
that
the
average
age
of
use
of
marijuana
in
our
community
is
13
years
of
age.
When
children
and
adults
consume
marijuana,
it
alters
their
state
of
mind
and
it
can
lead
to
heavier
drug
use
in
the
future.

reducing
the
penalties
of
marijuana
possession
is
not
the
answer
to
keep
our
youth
safe
and
drug
free,
especially
since
we've
already
struggled
in
sending
the
message
to
them.
That
marijuana
is
in
fact
very
addictive,
harmful
and
an
illegal
substance.

alcohol,

members,

laura
marianides

I
am
a
licensed
chemical
dependency.
I'm
also
a
certified
prevention
specialist
in
texas.

I
normally
oversee
the
three
that
we
provide
services
to
thousands
of
youth
annually.
I
have
worked
in
the
drug
prevention
field
for
over
20
years.
I've
been
here
with
scan
for
over
24
years,
and
as
ms
as
ms
simon
mentioned,
we
know
you
all
heard
that
the
city
is
currently
considering
implementing
exciting
release
ordinance
in
laredo.

In
my
experience
and
research
backed
this
up,
you
know
that
they
are
two
of
the
community
risk.
Factors
for
drug
among
youth
are
number
one:
the
availability
of
drugs,
the
more
available,
the
more
easy
they're
going
to
have
and
number
two
the
laws
of
community
norms
that
are
favorable
towards
the
drug
use
because
of
our
location
on
the
border.
You
know
we
have
many
illegal
drugs
that
enter
a
community
from
mexico
and
stay
in
this
area.

So
what
I
want
to
say
is
any
attempts
to
reduce
the
penalties
for
being
in
possession
of
maliwanda,
which
we
know
is
an
illegal
drug
in
texas,
will
make
my
work
and
the
work
of
many
of
the
dedicated
drug
prevention
professions
in
the
community
much
more
difficult.
You
know
in
working
with
my
staff.
Moreover,
I
I
believe
I
honestly
believe
that
it
will
also
make
the
community
much
less
safe.
It
would
place
our
youth
at
a
greater
risk
of
using
an
illegal
substance,
especially
when
penalties
for
using
or
possession
a
drug
like
marijuana
are
lessened.

think
that
this
is
very
important,
that
the
commission,
especially
you
know,
being
the
laredo
web
county,
drug
and
alcohol
commission
members
being
selected
for
this
committee.

it's
very
important
that
the
city
hears

important
matters
before
the
ordinance
is
finished
and
being
developed
and
implemented.

police
departments
to
do
a

on

certain
offenses

larger
jurisdictions

prisoners,

their
jails,
for
for
police
departments
to
exercise
that
discretion,
it
does
not
in
any
way
make
it
less
of

offense.
So
it's
still
considered
an
arrest
for
that
individual,
but
you
don't
step
into
jail

day,

you
were
given
a
citation.

report
is
still
generated
and
then
you
you
go
before
the
appropriate
court.

guess
you
face
your
initial
appearance
and
you're
presented
with
your
charges.

that's
the
intent
of

what

law

right
now
currently
here
for
laredo.
For
us,
we
don't
have
a

problem
with
each
exercise

discretion

allowed.

miscommunicated
on
some
issues,

moving
forward
on

we're
actually
hosting
a
participating
in
a
public
safety
committee
with
the
city
council

we
anticipate

present
some
of
these
issues
and

also
how
other
cities
and

believe,
marcos
presented
a
similar
ordinance
which
is
now
being
challenged.

think
the
the
the
legal
challenges
there
is
that
they
can't
force
an
agency,
a
law
enforcement
agency,
to
do
something.
That's
already
you
know
outlined
in
the
state
law,
so
there's
a
lot
of
things
that
conversations
that
we're
going
to
have
on
friday,
but
not
only
here
locally.
This
conversation
is
taking
off.

at
the
state
level,
I
think
the
the
next,
the
upcoming
texas
legislative
agenda,
there's
already
several
bills
that
have
been
pre-filed,
literally
decriminalizing
marijuana
and
also
at
the
national
level,
the
more
act
at
the
federal
level.
If
you'll
have
a
chance
to
research
that
that
decriminalizes
marijuana
at
the
federal
level,
removing
it
from
a
controlled
substance,
so
there's
already
a
lot
of
talk
going
on
there.

So
I
ask
you
to
also,
if
research
these
these
issues,
if
you
need
to
you,
know,
notify
your
your
congressional
or
legislative
representatives.

have
a
more
clear
picture
on
our
discussion
on
friday
and
as
to
maybe,
if
council
will
change
direction
or
clarify
what
their
intent
or
what
what
mr
alkilt
was
presenting.

really
needs
to
be

educate
the
young
people

how
hidden
cannabis
can
impact
mental
health.

you

family
members
that
a
genetic
history

bipolar
schizophrenia,
family
and
you're
not
aware
of
it,
you're
smoking,
cannabis,
you're
more
likely
to
become
psychotic
when
you
use
it.

things

seen
in
my
practice.
Things
are
documented,
and
so
there
has
to
be
education
on
that
point
on
how
it
impacts
mental
health.

the

do
is
critical,

sure
that
addiction
doesn't
develop.

one

the

primary
drugs
