laredo
webb
county
drug
and
alcohol
commission
public
comments.
Are

that's
me
so
the
update
on
the
detox
facility
is,
I
invite
everybody
to
watch
the
next
city
council
meeting,
which
will
be
on
february
16th,
the
next
february,
the
next
city
council
meeting
the
consultants
that
are
assisting
the
city
of
laredo
to
fill
out
the
application
and
get
everything
on
board,
we'll
be
making
a
presentation
to
the
city
council
and
in
turn
the
community
of
laredo.

they

would
provide
an
excellent
update
on
where
we're
at
in
the
in
the
whole
process
and
what
we,
what
we
plan
to
do.

that's
gonna,

be
a
a
great
resource
for
this.
For
this
committee
in
admission,
I
was
tasked
by
mr
gundaghi
to
look
over
a
residential
substance,
abuse
treatment
program
grant.
I
did
look
over
and
it
came
out
of
the
office
of
the
company
and
criminal
justice
department
looking
over
and
I'm
sorry
that
mr
kennedy
is
not
here
to
to
listen
to
it.
But
we
are
ineligible
because
the
detox
facility
will
not
be
a
a
jail-based.
So
it's
going
to
be
voluntary
or.

This
one
is
the
reps
residential
substance,
abuse
treatment
program,
yeah
I'll,
send
it
to
you

One
yes,
but
the
whole
issue
that
we
got
caught
here
in
webb
county
was
the
fact
that,
because
of
kovid,
both
the
city
and
the
county,
I
think
the
county
didn't
want
to
move
forward
with
the
program
that,
because
we
got
funded
last
year
for
the
medication
system,
treatment
program-
and
I
just
found
out
last
week
that
the
county
decided
to
opt
out
because
of
the
kovit.
They
didn't
want
anyone
to
be
going
in
and
out
of
jail.

Even
though
we
explained
we
could
do
it
virtually
so
that
funding
that
we
had
that
we
got
from
the
governor.
The
county
opted
out,
and
I
understand
it
because
I
just
found
this
out
last
week
because
of
the
the
coving
right
now
and
so
we'll
be
looking
for
new
opportunities
in
the
future.
But
if
it
is
from
the
office
of
the
governor,
then
it
should
be
one
of
the
main
things.

is

scanners

disqualified,

assist
them
in
getting
an
expansion
of
what
they
already
have
any
that

getting

facility

meet

needs
that
we
could
build
adjacent
to
the
site,
but
it
has
to
be
one
of
the
licensed
sides
and,
like
I
said,
the
only
ones
that
I

mean.

see
one

has

always

different
guest
speakers.
This
last
time
we
had
a
victor
from
the
dwi
court
and
we
we
talked
about
the
children
of
alcoholics
and
we
had
a
lot
of
information.

it's
very
important
that
we
share
that
information
and
we
talked
about
what
we've
been
doing
with
the
coalition
as
as
far
as
educating
parents
in
the
community
on,
I
had
a
lot
of
concerns
with
a
lot
of
people
that
you
know
their
kids
are
getting
anxiety
and
a
lot
of
kids
are,
you
know
getting
anxiety
because
of
covid
they're
just
at
home.

All
the
time
right
and
what
we
try
to
tell
people
is
that
you
know
just
make
sure
that
you
talk
to
your
children
about
the
dangers
of
alcohol
and
prescription
drugs,
because
there's
a
lot
of
you
know:
access
to
alcohol.
Many
people
have
alcohol
at
home
right
and
prescription
drugs.
You
know
the
best
way
to
to
make
sure
they're
not
getting
any,
is
locking
it
somewhere
or
having
it
like
in
your
room,
your
bedroom,
or
disposing
of
anything
that
you're
not
using.

So
we
talked
about
the
different
things
that
we're
doing
like
giving
out
pouches
to
so
anybody
that
wants
pouches
to
dispose
of
medication
properly.
E
And
unsupervised
because
they're
already
teenagers
and
sometimes
they
get
you
know
they
get
curious.
So
that's
what
we
talked
about
at
the
last
meeting
and
it
was
very
informative.
We
had
a
lot
of
people
attend
colleen
was

a
lot
of
people
from
the
community,
so
we
have
a
lot
of
support
from
the
schools
as
well,
and
parents
and
you
know
different
organizations,
so
you
guys

more

see
clients
pretty
much

day,

day

nine

the
morning
straight
on.
Unfortunately,
I
can't
make
it
that
my
wife
does
it,
and
she
tells
me
about
the
meetings.
The
one
thing
that
you
mentioned,
that
my
attention
was
about
anxiety
and
you're
right
with
covid
there.

I
have
seen
in
my
private
practice
messy
over
40
clients
a
week,
more
anxiety
and
more
depression
in
you
because
of
the
covalent
and
also
with
adults
and
I've
seen
clients
never
had
anxiety.
Depression
now
have
anxiety,
depression,
people
that
had
anxiety,
depression
before
have
more
intense
issues.
There's
there's
there's
been
suicides
because
of
it.
There's
been
a
lot
of
issues
now
in
the
33
years,
almost
that
I've
been
in
the
field
since
july
of
1988.

I
know
that
one
thing
addiction
doesn't
occur
in
a
vacuum.
I've
never
met
and
we
used
to
call
it
back
in
the
old
days.
Do
you
remember
dual
diagnosis?
Now
we
call
it
cochlear
implants.
I
never
met
a
client
that
had
a
substance
use
disorder
alone,
whether
it
was
that
they
were
drinking
all
college.
Smoking
pot
maybe
had
a
newer.

It
doesn't
happen
in
a
vacuum
and
if
we
don't
treat
the
mental
health
component
as
primary
we're
never
going
to
get
encrypted
from
the
substance,
and
one
of
my
suggestions
is
that
we
may
want
to
have
a
mental
health
work
group
or
a
work
group
that
deals
with
co-occurring
disorders.
I
wouldn't
mind
doing
that.
I've
been
trained
to
treat
cochrane
disorders,
but
you
know
a
lot
of
times
and
in
the
old
days
you
just
said:
okay.

Well,
the
drug
alcohol
here
is
just
one
thing
and
the
mental
health
another
and
people
used
to
get
balanced
around.
We
don't
want
that
to
happen
anymore,
and
I
know
that
scan
has
the
cops,
the
program
where
they
do
integrative
services,
but
we
have
to
be
aware,
as
a
community,
that
mental
health
and
use
occurs
together.

You
know,
for
example,
in
33
years
I
have
never
met
a
client
that
had
a
cannabis
use,
disorder,
mild,
moderate
or
severe
that
didn't
have
adhd.
Now
adhd
is
a
neurological
issue,
but
other
other
issues
are
comorbid
with
it.
So
if
you
have
adhd
you're
more
likely
to
have
generalized
anxiety,
you
may
also
have
ocd,
and
so
all
of
those
things.

Get
diagnosed
with
adhd
at
an
early
age,
whether
you
treat
them
with
cbt
or
other
types
of
treatments,
where
you
include
a
lot
of
exercise
or
your
freedom
of
medication,
they
don't
get
treated.
I
guarantee
they're
going
to
go
out
and
use
marijuana
and
we're
going
to
continue
having
that
same
problem.

So
we
need
to
educate
the
people,
the
people
in
our
community
not
only
about
mental
health
issues
but
ways
to
treat
them
so,
for
example,
I
I
don't
I'm
not
one
to
pull
a
trigger
early
on
kids
that
have
adhd
and
say
haven't
used
medication.
We
do
different
things.
You
know
I
have.
A
lot
of
young
people
have
been
successful
if
I
can
get
them
into
a
structured
routine
for
a
lot
of
exercises
involved,
including
including
those
kids
that
are
in
the
athletic
block.

You
know
high
school
kids,
because
once
you
start
athletics
in
the
morning,
they
release
endorphins
norepinephrine
dopamine
serotonin.
They
can
focus
better
and
so
there's
lots
of
ways
you
know
now,
sometimes
when
they
get
to
college,
they
may
need
some
medication,
but
there's
lots
of
different
ways
that
we
can
treat
adhd
if
they
have
it.
There's
lots
of
anxiety
disorders
are
the
easiest
things
to
feed
without
medication,
but
we
need
to.
Let
me
know
that
they
come
together
and
colleen
is,
I
I'm
sorry
and
veronica's
right.

have
seen
kids
in
the
last
month
and
a
half
that
are
13
years
old
that
have
started
drinking
that
have
started
using
cannabis
and
at
times-
and
this
is
the
most
frustrating
thing-
this
is
one
of
my
pet
peeves.
When
I
was
at
scan
parents
give
mixed
messages,
they
tell
them
it's
okay,
to
drink
your
home.

You
know,
even
though
we
had
adults,
we
didn't
have
alcohol,
we
don't
give
mixed
messages
and
I
think
that's
a
very
important
thing,
but
we
do
need
to
get
the
mental
health
out.
We
need
to
let
them
know,
and
so
that's
the
one
area
that
I
suggest.
That's
just
my.
It's
been
a
pet
peeve
of
mine
for
a
long
time,
and
you
know
I
think
we
do
need
to
work
on
the
mental
health
side,
because
even
when
those
people
are
coming
into
detox,
they're
all
gonna
have
mental
health
issues.

we
gonna
do
with
them?
We're
gonna
have
lpcs
addressing
it
when
they
do
the
assessment,
but
then
what's
going
to
happen,
if
we
get
them
in
the
detox,
okay,
we
maybe
we'll
have
residential.
We
send
them
something
out
or
somewhere
else
we
can
get
our
place.
But
what
are
we
going
to
do?
You
know
when
we
come
up
with
our
residential
piece?
It
has
to
be
a
piece
that
works,
especially
for
people
with
co-operating
psychiatrists.

have
to
send
our
clients
to
the
drug
court
and
our
veterans
court
out
of
town
to
get
those
types
of
services
because
we
do
not
have
we
don't
have
facilities
where
we
have
lpcs,
providing
the
services
and-
and
I
believe
scan
does
great
services
instead
of
me
that,
but
the
reality
is
that
we
are,
we
are
undermanned
here,
that's
my
little.
