B
A
A
D
A
Yes,
many
of
you
nearly
not
know
mr.
no
syllable,
but
he
has
been
a
tremendous
asset
along
with
Colleen.
They
worked
on
the
Facebook
page
and
they
brought
it
along
bringing
it
to
par.
So
we
hope-
and
he
says
that
he
will
continue
helping,
even
if
he's
not
on
the
board.
So
we
look
forward
to
his
help
because
he's
bringing
a
lot,
especially
with
that
directory,
updating
and
and
things
like
that,
they're
very
good
at
doing
that,
and
also
the
mobile
I
believe
he
came
up
with
that.
C
C
A
C
C
A
C
C
Looking
at
your
annual
report-
and
there
was
a
wider
work
that
the
Commission
did
over
the
last
fall.
But
this
is
your
13th
month
they
will
actively
engage,
and
so
thank
you
to
all
the
members.
Thank
you
to
the
new
members
for
coming
in,
but
33
mr.
ozawa.
Yes,
it's
continued
to
come
with
new
trim
put
along
with
all
the
other
providers
and
stakeholders.
That's
what
makes
is
it's
a
community
effort,
addiction
and
behavioral
health
issues
has
been
almost
together,
so
the
city.
G
H
G
We
started
working
together
and
I'm
very
proud
of
what
this
commission
has
done
so
far,
of
course,
pulling
everybody
together.
We
have
a
mission
statement
going
so
far
as
having
actually
got
merging
County
and
see
into
the
first,
hopefully
soon
enough,
soonerlater
first
detox
center,
my
my
announcement
today.
It
is
basically
that
I'm
retiring
for
the
police
force
and
the
chief,
which
is
fluttering.
You
will
be
appointing
somebody
else
on
my
spot.
H
G
G
Well,
it
won't
get
my
baby
well
reducing
crime
and
also
I'm
proud
to
announce.
After
this
you
know
the
city.
That's
we
closed
2018
and
open
2019
crime.
What
we
do
a
slight
but
significant
number
of
crime
incidents
and
the
city
every
way
and
I
have
to
remind
everybody
that
I've
said
this
before
the
past
ten
years.
G
G
You
know
what
we
have
at
the
police
station
is
that
weekly
invite
weekly
meetings
with
with
a
DA's
office
and
Croatian
Department.
Of
course,
our
commanders
division
commanders
division.
That's
every
a
week.
We
study
what
happens
in
the
world
and
they
will
move
forward.
We
proactively
try
to
deter
crime
versus
to
be
to
to
respond
to
it.
The
word
of
these
farmers
since
I
get
cold.
We're
not
made
to
respond
to
crime
look
made
to
prevent
crime.
G
Its
success
of
any
police
agency
is
measured
by
the
absence
of
crime,
not
by
the
number
or
arrests,
so
we
can
actually
please
Eva
left.
Eleven
hundred
people
were
arrested
in
2018
on
the
drug
incident.
Drug
offenses
we're
not
proud
to
say
that
that
we
arrested
a
hundred
people,
but
we
continue
to
do
this
in
our
boat
to
be
part
of
this
type
of
community
to
continue
reduce
the
use
and
abuse
of
the
same
for
the
substances.
An
intern
crime
will
be
less
arrested
because
prosecution
is
not
that
it's
not
as
medicine.
C
G
I'm,
actually,
the
guy
that
is,
has
a
more
senior
seniority
in
the
police
force,
we're
up
to
500
officers
or
what
we
call
sworn
members
from
the
chief
all
the
way
down
to
this
patrolman
and
had
a
little
500
officers,
I'm
the
guy
with
the
most
seniority.
And,
of
course
it's
one
of
those
things
that
I
was.
You
know
Police
Department,
like
everybody,
does
it's
a
patrol
officer.
I
was
a
food
officer
out
there
walking
the
beat
shift,
work
and
graveyard
shifts
and
everything
else
in
it.
Scene
coming.
G
Choose
this
profession
and
continue
promoting
within
the
ranks
of
the
police
department.
That's
what
I
actually
been
fortunate
enough
blessed
out
that
she
was
on
I'll,
go
back
in
2009
selected
me
as
a
captain
and
Detective
Division.
The
homicide
robbery
selected
me
be
part
of
this.
Chief
staff
was
an
assistant
chief
and,
of
course,
remember.
Chief
ray
Carter
came
on
board.
He
kept
me
up
standard
now,
chief
another
doing
up
came
on
any
of
his
staff
and
I.
G
G
But
you
know,
I
can
say
that
it's
one
of
those
decisions
that
I
think
I'm
looking
forward
to
no
but
I'm
active
in
other
commissions
and
other
coalition's
in
and
board
directors,
and
so
I
need
to
make
the
same
announcement
or
they.
Let
me
come
to
this,
but
I'll
be
illegal
I'm
keeping
my
sim
settled
so
number
out
there.
So
if
anybody
needs
help
on
the
table
for
things
like
that,.
A
Doctor
also
the
steps
to
to
make
a
health
issue
when
I
heard
that
I
really
really
decided
that
this
is
something
that
that
should
have
been
done
a
long
time
ago
and
I'm
glad
that
it
was
done
and
that
you
both
were
very
proactive
to
to
bring
those
two
together
and
bring
it
here
instead
of
more
of
a
criminal
type
of
thing,
but
you're
right.
It
doesn't
need
to
that.
So,
thank
you.
Thank
you
both
thank
you
again.
A
A
C
If
I
could
just
give
it
a
quick
weekend,
all
of
you
want
to
thank
miss
Coleman.
She
was
there
the
commission
members
over
there
with
the
others
who
were
there.
Mr.
Serano
was
there
to
was
there.
It
was
a
very
positive
meeting
with
a
commie
and
please
don't
some
things
to
make
them
officer.
Sean
Ashley
was
there
to
alert
men
assets
within
into
Canada
County.
The
judge
could
not
be
here
today.
They
didn't
review.
C
Here's
an
could
hold
the
next
steps,
as
well
as
the
mayor
and
city
manager,
but
they're
going
to
meet
Friday
on
one
of
the
next
steps
that
we
have
to
get
wait.
I
mean
that
proactive,
but
the
media
I
think
was
very
positive
for
all
of
you
who
were
there.
The
judge
committed
the
just
wouldn't
as
far
as
saying
we
have
a
site
yeah.
I
C
Go
look
at
it
and
and
then
discuss
the
potential
he
recognizes.
That
is
an
issue.
Yes,
the
Commission
coordinate
with
the
county.
He
went
to
this
bed
and
they
given
official
a
City
County
alcohol
commission,
not
just
a
city.
At
this
point
we
took
it
to
heart
what
he
said
and
we
presented
that
at
City.
Council
on
Monday
and
council
did
well
to
open
it
up
in
discussion
with
the
counting
of
how
they
want
to
formalize
this,
a
city
county,
drinking
alcohol,
commission
or
you
just
accept.
A
C
C
J
It
was
a
very
positive
meeting.
You
know
that
you
seemed
very
committed
to
to
authors
and
the
facility
and,
of
course
be
out
there
to
tour.
A
lot
of
us
went
over
to
the
floor
and
it's
just
the
outlook
looks
pretty
good,
but
there's
still
a
lot
of
discussion
that
needs
to
be
made
concerning
all
of
that,
because
to
get
that
thing
off.
K
And
we
do
understand
that,
there's
a
lot
of
resources
that
we
need
to
work
on
as
far
as
even
not
only
the
set
up
but
the
equipment,
the
beds,
how
we're
gonna!
Do
it
it's
an
all-male
as
a
female?
Is
it
you
and
so
what
doctors,
what
responsibilities
as
far
as
education
is
concerned,
24-hour
operations
is
something
that
we
need
to
commit.
C
J
J
J
I
J
C
That's
why
we
already
caught
in
the
triage,
rehab
and
transitional
we
don't
have,
and
so
this
is
a
nice
problem
to
have
is
now
to
have
serious
discussions
at
which
city
manager
said
how
within
a
staff
and
how
we
can
have
fun
minute,
how
we?
What
changes
do
we
brick-and-mortar
changes
the
women
to
make?
How
do
we
tie
it
into
you,
so
we
don't
duplicate
already.
C
The
judge
showing
his
permit
but
I
do
want
to
tell
you
manager
that
I
think
the
city
manager
mayor
are
gonna.
Give
you
the
judging
by
the
to
continue
this
discussion.
We
need
to
formalize
it
did
you
write
the
work
of
as
city
manager
said
what
happens
thanks
under
just
just
a
brick
and
mortar
in
operations,
but
it
is
a
good
problem
to
have
because
then
we
have
a
place.
You
have
a
consortium
seeing
economy,
which
is
what
any
funding
sources.
Okay,
right
and
I
think
you
have
a
very
committed.
C
L
I
G
C
C
G
If
I
may
add
Jonathan
a
profile,
probably
worth
was
there,
he
didn't
cursive,
look
at
that.
He
made
some
work.
I
wanted
some
more
structural
thing
psychopathic.
Ladies,
maybe
some
rewiring
his
plumbing
issues
under
this.
He
was
involved
with
this
or
this
thing
in
Taurus.
What
we
do
have
that
same
stuff.
They
really
need
not
only
for
the
plant
to
have
a
cocktail.
G
C
C
M
Guess
we're
waiting
to
see
if
it
was
okay
if
there
was
a
potential
site,
if
you
guys
were
interested
and
if
it's
a
go,
then
how
much
can
we
use?
How
much
of
the
building
can
we
use?
Maybe
what
we
would
do
with
be
with
the
city?
Do
we
go
out
for
an
architect
that
specialize
in
a
detox
center
to
tell
us
how
much
is
it
gonna
cost
for
us
to
remodel
it
to
have
beds
and
then
from
there
basically
see
how
much
money
it's
gonna
take
for
us.
M
N
So
I
guess
you
know
we
do
take
care
of
licensing
all
our
facilities
with
the
state.
So
so
they
will
definitely
know
you
know
are
going
to
be
important,
of
course,
is
the
detox
center,
which
may
have
an
additional
requirements
and
so
forth,
but
I
definitely
want
to
put
that
in
a
bit
and
yes,
we
have
sixty
four
males
and
then
for
females.
We
have
I
also
been
in
12
beds
for
females
and
I
can
verify
on
the
number,
for
sometimes
it
increases
but
out.
But
yes
that
are
currently
functioning.
Those
are
residential
facilities.
N
C
N
N
The
is
a
detox,
will
provide
all
the
full
array
of
services
and
we
of
course
have
other
of
programs
that
include
trauma
treatment,
programs
for
children,
a
sexual
assault
program
and
others,
but
primarily
in
this
regard
is
with
substance,
use,
treatment
and
we've
been
here
for
more
than
30
years,
and
so
we're
currently
funded
by
Department
of
State,
Health
Services,
and
also
we
have
several
Samson
grants
as
well,
that
provides
for
specialty
population,
and
so
we
have
a
homeless
program
we
have
as
well.
We
have.
N
People
that
don't
have
health
insurance
recover
all
their
medical
bills,
primary
care,
anybody
needing
specialty
care
in
the
hospital
emergency
room.
They
need
x-rays,
major
medical,
that's
what
we
cover.
We
didn't
have
people
pay
for
a
program
and
they
would
go
to
corpus
and
then
we'll
get
services
for
detox
and
we
would
cover
it.
But
as
of
maybe
four
or
five
years
ago,
they
stopped
taking
our
voucher
in
court
this
so
an
average.
We
would.
This
may
be
like
four
people
a
year.
N
O
C
City
manager
contend
with
the
skin,
West
care
and
border
region
have
all
been
recognized
by
the
state
for
their
services
that
they
provide
and
I
think
I
have
the
Commission
getting
them
together.
So
we
can
see
what
resources
we
have
and
look
at
the
gaps
is
also
a
very
good
effort.
The
commission
members
have
done
so,
but
we
spoke
about
all
of
you
and
we
were
in
Austin
the
mayor
and
the
city
manager
for
our
annual
legislative,
and
he
spoke
to
the
state.
Opioid
director
have
a
very.
I
C
Discussion
for
about
45
minutes
and
she
differents
can
receive
funding
from
the
state
as
well
and
border
regions
very
well,
and
we
spoke
very
highly
of
you
and
and
they
were
impressed
that
the
Commission
is
working
with
the
stakeholders
and
coming
together
as
a
city
and
county
to
address
this
issue
and
that's
what
they're.
Looking
for
in
funding
that
just
the
old
the
state
opioid
response
program
has
just
got
twenty
million
more.
So
they
have
a
hundred.
C
B
L
P
P
Another
intern
did
more
research
on
the
surrounding
communities
and
providers
that
we
have
listing
of
writers
and
the
services
they
provide
and
the
expenses
that
it
would
be
incurred
community
as
well
and
I'm
committed
still
to
even
my
home,
the
subcontractor.
You
wanted
us
to
do
more
research
on
substantial
grants
that
might
be
available
as
a
community
as
with
a
pole
and
put
anybody
together,
putting
putting
Western
I.
Q
Good
evening
my
name
is
Gracie
Belle
and
the
director
for
substance
use
services
there
at
Regent
I
am
a
licensed
chemical
dependency
counselor
and
also
a
nationally
certified
addictions.
Counselor
I
currently
oversee
the
educational
components,
the
intervention
three
points
and
our
outpatient
treatment
program
programs
they're
a
way
to
reach
into
our
education
proponents.
We
have
our
state
approved,
we
have
a
Twi,
there
were
drug
offender,
education
programs
and
we
also
have
cognitive
life
skills.
There's
about
17
different
courses
that
we
write.
There
are
intervention.
Q
We
help
individuals
that
need
to
go
into
detox
and
residential
placements.
We
basically
see
him
on
a
weekly
basis
until
they're
actually
place
in
detox
and
those
that
no
service
is
not
readily
available
around
all
the
time.
So
we
make
sure
that
we
see
in
and
treatment
program
that
we
have.
There
focuses
on
individuals
with
substance
use
and
then
those
with
co-occurring
and
we're
talking
about
individuals,
severe
mental
illnesses
as
well.
So.
L
L
R
I
R
Eleanor
and
I'm
the
adult
behavior
health
beauty
director.
We
have
pretty
much
the
same
type
of
services
that
children
house
for
the
adults.
We
also
provide
supported
employment
supported
housing.
They
also
work
with
the
probation
department
Comey
program,
where
they
work
with
individuals
that
are
on
probation
prisons,
so
that
we
can
use
work
with
the
specialized
probation
officers
that
has
been
training
to
work
with
individuals
with
mental
illness
over
to
ensure
that
individuals
don't
go
back
to
the
efendi.
C
A
C
C
P
C
C
P
B
H
H
You
know
one
thing
that
was
mentioned
in
the
last
presentation
that
we
did
is
that
they
don't
say,
for
example,
Paul
Thompson.
It
is
the
same
order
patrol
agent,
so
the
first
thing
where
it's
a
policeman
and
a
firefighter
they
say
the
real
police
officer
did
this
and
it's
detrimental
to
the
community.
In
that
sense,
so
we're
trying
to
get
the
word
out
against
drunk
driving
and
things
of
that
nature.
In
that
aspect,.
E
E
Over
the
years,
I've
take
him
a
lot
of
people
to
detox
and
to
treatment
everywhere,
but
Marino.
You
know
the
hill
country
court
bus
and
we
got
to
meet
Charlie
needs
via
the
man
who
started
Charlie's
back
in
the
days.
You
know,
and
they
have
a
lot
of
funding
because
a
lot
of
the
oil
companies
and
that
has
helped
them
keep
afloat.
E
And
yes,
there
are
costly
to
run
very
costly,
so
I,
not
just
my
input
is
that
we
need
to
be
careful
that
we
don't
go
out
and
get
all
kinds
of
people
to
go
in
there
and
spend
all
kinds
of
studies
and
money
that
all
that
it's
not
that
complicated
guys
really
is
it.
The
licensing,
of
course,
is,
and
the
funding.
F
A
I'm
Elsa
building
its
identity
and
I'm
here,
because
I
have
a
daughter
who
is
a
severe
addict
and
I'm
still
battling
this
Odyssey
with
her.
This
was
about
her
back
in
2012
and
I'm
in
the
same
place,
and
this
was
about
her
so
she's
26
now
and
we
still
don't
have
a
detox.
We
still
don't
have
a
rehab
for
women
at
that
time.
I
wasn't
aware
that
you
know
this
was
her,
that
you
all
have
those
rehabs
and
we
don't
have
transitions,
so
she
took
off
for
a
year
and
she's
pretty
much
back.
A
She
just
got
back
in
December
and
she's
back
on
it.
So
we
need
to
be
sure
that
if
we're
gonna
be
spending
money,
sending
people
off
that,
you
know
on
lockdown
that
when
they
come
back,
they
come
back
to
transition
living
or
even
if
we
have
them
here
to
transition
to
me,
because-
and
everything
is
just
for
not
money
down
the
drain,
because
I
think
it's
a
full
circle
thing.
A
Oh
we're
losing
our
children
for
whatever
reason
they
decide
to
stick
needles
in
their
arms,
I,
don't
know,
but
I
just
read
something
today
that
the
Attorney
General
wrote.
He
said
a
lot
of
people
want
to
blame
the
parents
and
he
has
a
brother
that
fanatic,
but
he
became
the
Attorney
General.
So
it's
it's
not
always
the
parents,
it's
not!
Always
it
just
something!
That's
an
epidemic
at
this
point,
so
we
need
to
just
stop
the
blaming
and
start
the
solution,
and
the
solution
is:
is
that
our
fingertips?
D
So
I
get
to
see
a
lot
of
the
juveniles
and
a
lot
of
the
juveniles
they're
battling
drug
use,
even
parents
themselves.
We
work
together
with
Scott
a
very
closely
and
also
with
border
region
very
closely
and
I
as
well
had
a
family
member
who
was
involved
with
drugs.
Thankfully,
you
know
everything
came
up
good,
but
he,
the
detox
center,
was
invaded
to
him
before
I
think
things
could
have
been
very
different
for
him.
I.

F
M
Made
that
location
for
a
detox
center
to
start
it
yeah
yeah,
the
commissioners,
have
the
judge
have
to
take
a
bowl.
Yes,
okay,
the
you
guys
have
already
seen
it.
You
guys
think
that
it
will,
if
it's
a
detox
centers.
So
then
that
will
be
presented
to
the
Commissioner's
Court
and
they
may
take
a
vote
s.
Okay,
we're
going
to
allocate
this
building's
for
a
b-cup
Center
and
to
all
presentation
with
possible.
T
Would
like
to
thank
you
because
I
know
a
lot
of
you
that
have
been
working
in
the
field,
for
you
know
years
trying
to
get
this
to
happen.
I
used
to
work
Kennedy
tomorrow,
in
fact
was
one
of
my
supervisors
back
in
the
day
and
I
used
to
work
with
Jesse
and
members
who
came
and
gave
a
presentation
historically
back
in
99.
T
I
T
Roads
are
landing,
but
we
know
that
the
money,
the
money
issue
is
always
going
to
be
there,
so
we
want
to
see
what's
the
best
disability
and
how
we
can
all
split
the
pie
as
far
as
okay.
How
can
we
help
with
you
know
with
the
building,
but
I
know
that
there
might
be
fun.
You
know
in
detail.
Health
services
I
know
that
they
talk
about
early
also
has
some
some.
You
know
something
that
they
could
help
with
their
programming.
T
As
far
as
when
you
do
that,
we
actually,
if
it's
a
mental
health
over
those
with
having
us,
do
a
diagnosis
or
something
else
what
we
can
put
all
of
our
resources
together.
As
far
as
when
we
package
for
a
grant
or
request
monies
that
we
can
have,
we
support
I
know
that
scanners
a
little
bit
the
program,
so
the
Ethics
Committee
has
been
able
to
do
a
very
good
assessment
of.
Why
do
we
have
in
the
community?
Because.
T
I
think
the
fact
that
even
our
criminal
justice
system
is
changing
to
recognize
and
I
know
that
that
court
judge
fellow
judge
Palermo
with
the
rehabilitation
of
drug
court
is
a
big
change
in
the
way
that
we
use
to
treat
people
with
this
addiction,
so
that
in
and
of
itself
has
been
also
a
premonition.
You
know
that
that
judge
was
open
in
this
and
he's
seen
that
as
a
need
to
continuing.
T
We
want
to
prevent,
and
so
we
also
will
just
leave
you
with
having
this
this
issues
with
our
police
officers
right
there
to
be
kind
of
holding
the
fort
while
the
person
gets
assessed,
and
sometimes
it's
you
know
a
weekend,
sometimes
it's
more
until
their
space,
and
so
with.
With
all
these
things
in
mind
and
always
keeping
the
family
perspective
and
the
clients
perspective.
T
Hopefully
you
know
get
this
team
ever
died.
I
see
that
you
guys
within
this
last
year,
you
have
moved.
You
know
tremendous
pace
like
usually
a
lot
of
the
communities
there
are
macgowran
or
they
have
difficulties
and
I
think
a
stable
or
postpone,
but
you
guys
have
been
actually
you
know
in
action
in
that
sticks,
values
of
humanity.

Were
waiting
for?
You
also
prove
your
no
vote.
What
you
did
uh-huh
we
can
develop
the
link
okay.
We
we
devote
now
that
you
voted
for
this,
we're
going
to
add
it
slowly
within
me
and
and
and
publish
the
bank,
so
people
could
start
using
their
tools.
You
all
to
your
creditors,
still
going
to
be
working
on
it.
Yes
visiting
the
document.
