Description
04-04-19 Economic Development Advisory Committee Meeting
A
Knows
destroy
frantic
you
hear.
C
B
B
C
B
D
Yeah,
it's
changed
a
lot
and
then,
when
I
visit,
I
do
I
do
see
a
lot
of
the
differences
that
happened
since
I
grew
up
there,
but
we
have
a
family
business.
We
sell
tools
and
machinery
parts
primarily
to
the
automotive
industry
in
Mexico,
so
the
last
few
years
have
found
me
much
more
involved
into
what
goes
on
an
international
trade
I'm.
D
In
that
time,
I've
served
on
the
Lorado
EDC
board,
I'm
an
advisor
and
mentor
at
mile
one
I'm
past
president
of
logistics
during
association
and
I'm
actively
involved
with
NASCO
the
north
american
strategy
for
competitiveness,
which
the
city
is
a
member
of,
as
well
as
the
riddle
college.
My
company
IVC,
among
others,
I'm
currently
serving
on
Tammy
use.
Imagine
2045
Committee
for.
A
D
I'm
on
the
imagine,
2045
committee
or
in
community
and
international
engagement
and
my
primary
passion
is
everything
related
Workforce
Development,
so
I
always
tend
to
focus
on
those
types
of
things
and
I'm
really
happy
to
get
more
manufacturing
here
in
the
Laredo
area,
because
just
everything
it
makes
sense.
But
some
things
there's
just
not
you
know,
there's
something.
C
B
So
going
I
guess
we'll
start
with
our
agenda
items
here.
The
only
one
that
we
have
is
the
is
a
report
by
our
evac
subcommittee,
our
last
minute.
We,
we
got
four
more
of
our
committee
members
to
to
get
this
staff
and
to
in
to
report
on
possible
action
on
the
proposed
inner
city,
housing
policies,
so,
unfortunately
not
the
way
that
the
rich
I
think
that's
not
business
as
usual.
Right
now.
B
F
And
also
you
know,
the
city
staff
was
so
gracious
to
host
this,
and
we
really
do
appreciate
that
so
well,
you
know.
Basically
what
transpired
was
that,
of
course,
the
inner
city
housing
plan
was
presented
from
the
last
meeting.
The
city
staff
took
the
time
to
go
through
it.
All
the
representative
departments
were
present
at
the
meeting
that
needed
to
be
there.
We
converse
basically
on
on
just
the
essential
elements
of
the
proposal
and
how
that
would
work
for
the
city
for
us
today
would
be
successful
in
a
business,
and
you
know
we
were.
F
G
For
the
record,
thank
you
so
the
assistance,
the
attorney
Christine
roses
and
a
few
of
us
researched
what
central
you
had
initiative
and
when
we
looked
at
it
there
are
initial
draft
exactly
what
was
here
did
not
float
so
they
they
amended
it.
They
kind
of
went
magnificant
some
things,
so
they
met
they
for
the
loan
process,
sa
natural
incorporation,
BT
community
development
center
as
a
all
those
different
commit
communities
and
committees
or
entities
that
were
able
to
assist
in
the
funding
of
the
loan.
So
it's
not.
It
wasn't
just
assignment
in
yourself.
G
G
A
vote
right
right
and
so
right
now
it
isn't
registration
we
presented
on
the
house
side
traversed
by
represent
Raymond
and
on
the
Senate
side
fight,
of
course,
our
initial
she's
carrying
those
bills,
and
so
once
we
make
sure
that
they
follow
groups,
then
we'd
be
ready
for
a
referendum.
This
November
Wednesday.
B
G
B
G
So
what
he
did
is
he
mirrored
that
exactly
like
San
Antonio,
where
there
would
be
waivers
in
some
areas,
for
example
in
he
stated,
and
there
you
Julie's
Department
impact
these
well.
The
city
of
Laredo
doesn't
have
impact
things
right
now,
so
that
would
be
in
your
I
mean.
Even
if
we
wanted
to
waive
it,
we
don't
have.
We
don't
have
that
they
level
impact,
we
don't
have
any
water
impact
fee.
Maybe.
G
G
No
we're
not
going
there
on
that
one.
We
even
if
we
wanted
to
consider
it
and
that's
why
the
VSM
Julia
did
not
adopt
a
15-year.
They
went
back
in
with
it.
Ten,
that's
what
it
didn't
about
it.
Then
we
want
to
be
able
to
do
development
and
loans
with
two
percent
interest:
five,
your
nose
calculator
for
housing
unit,
and
this
is
in
the
downtown
area.
It.
G
E
G
Through
a
general
plan
or
property
taxes,
that
would
not
be
something
we
would
do
so.
The
city
of
San
Antonio
utilized
several
corporate
501
C
3
corporations
to
be
able
to
come
in
and
be
able
to
do
something
on
a
consolidated
basis
and
say:
let's
go
ahead
and
offer
this
type
of
loan.
That's
something
that
we
don't
have
right
now
that
the
City
area
or
other
entities
around
the
city
do
not
have
it
either.
Did
this
also
through
central
central
of
Centaurus
A,
and
so
perhaps
they
did
it
through
an
economic
did.
G
Okay,
so
this
is
what's
interesting:
how
do
we?
How
do
we
go
about
doing
that?
Because
it
will
the
turns
is
meeting
and
they
have
other
priorities.
They
have
to
be
able
to
put
additional
19,
additional
sidewalks,
etc,
etc.
Right
now,
they
don't
have
enough
revenues.
It's
going
to
take
a
while
for
them
to
generate
enough
revenues
to
be
able
to
do
some
of
the
improvements
in
the
downtown
area.
Their
mission
may
not
understand,
there's
no
anything.
G
Now
so,
even
if
we
were
to
do,
for
example,
a
tax
abatement
which
is
freezing
taxes,
it
goes
against
what
the
other
committee
is
doing,
which
is
wanting
to
have
taxes
so
that
they
can
build
upon
doing
downtown
improvements.
So
we
kind
of
need
to
look
at
these
two
committees
and
saying:
what
do
we
really
want
to
do
because
y'all
saying
freeze
it
and
they're
saying
I
need
more
money
and
so
we're
working
against
each
other
in
these
two
committees?
Yes,.
E
H
Of
this
job,
Christian
ghost
I'm
one
of
the
assistant
city
attorney
okay.
So
if
my
recollection
serves
me
well
and
I
can
kind
of
brush
up
ants
and
the
research
via
email,
but
the
city
portion
was
they
didn't,
do
it
via
tax
abatement.
They
did
it
as
a
kind
of
a
reimbursement
loan,
so
the
source
of
funding,
and
that's
why
they
were
able
to
do
15
years.
The
source
of
funding
was
basically
the
added
tax
that
they
would
get
on
the
improvements
they
would
set
aside
in
the
fun,
and
then
you.
H
H
I
think
the
city
may
have
provided
some
sort
of
a
little
bit
of
seed
funding,
but,
and
they
had
outset
they
need
at
least
ten
million
dollars,
or
at
least
that
was
the
proposal
of
a
set-aside
fun
to
be
able
to
disperse
this
loan
program,
and
most
of
it
was
through.
You
know,
philanthropic
efforts,
private
entities
and
some
collaboration
with
the
city
and
economic
development
tax
funds,
but
that
was
not
really
generally
finding
City
money
that
took
care
of
that
portion
of
the
program.
My.
C
A
B
B
G
B
B
The
other
thing
is
I.
Remember
at
one
point:
I'm,
not
in
that
department
of
commercial
lending,
but
I
really
used
to
do
downtown
I
used
to
do
downpayment
assistance,
there's
downpayment,
assistant
programs,
I,
know
compass,
you
know
for
banks
the
what
they
call
this
CRA,
the
Community
Reinvestment
Act,
it's
very
important
we
need
to.
So
we
could
look
at
those
efforts
because
I
mean
I
can
understand
where
it's
it's
hard
right
now.
Money
is
tight
everywhere
right,
but
look
at
those
efforts
that
might
be
a
win-win.
F
E
G
G
A
B
D
B
E
A
D
B
Yeah
really
reading
from
the
actual
policy.
Is
it
thanks
in
here
that
the
ice
chip,
which
is
the
inner
city,
housing
incentive
policy,
incorporates
the
goals
and
objective
of
the
Comprehensive
Plan?
You
have
a
comprehend
this
plan.
We've
got
some
very
good
I,
don't
know
you're
part
of
that
plan
and
provides
great
incentives
to
housing
projects
within
targeted
growth
areas
in
the
inner
city,
and
they
mentioned
you
know,
district,
a
the
district
one
and
the
central
business
district,
the
policy
Courage's
historic.
We
have
the
rehabilitations
adaptive,
reuse
brownfield
redevelopment,
not
on
what
brownfield
review
it's.
B
A
B
F
E
I,
don't
live
downtown
I
would
think
you
would
be
in
all
our
best
interest
by
the
lis
D
housing,
if
somehow
I
mean
also
to
its
encourage
people,
because
we
keep
developing
land
out.
There
probably
encourage
people
to
move
downtown
the
celebrity
male
now
and
this
turf
taking
these
beautiful
people.
That's
that's.
G
G
Something
down
this
is
known
to
you.
What
we're
working
on
not
to
stay
off,
topic
comes
from
and
valleys
district
district,
8,
and
so
we're
looking
into
different
entities
he's
already
accorded
to
Walmart
Walmart
does
not
want
to
maybe
the
Outlet
Center
worsening.
Well,
how
about
a
mini
Walmart
somewhere?
That's
five,
six
years
down
the
road
where
they
won't
even
consider
as
coming
in
so
there's
a
conference
in
Nevada
coming
up
soon
that
we
want
to
attend
to
see.
We
can
ports
us
smaller
one
pot
market
food
marketplaces,
because
that
is
needed.
D
Dc
trip
with
the
city,
the
beginning
of
March
I
happened
to
attend
the
Housing
and
Urban
Development
meeting
with
Arthur
Garcia,
and
there
are
some
programs
and
for
too
many
of
those
things,
I
think.
But
there
are
some
possible
monies
available.
I
think
the
city
already
has
experience
with
certain
funds.
I
don't
know
the
names,
but
among
the
things
that
were
discussed
were
possible.
Coops
that
could
also
tie
in
to
workforce
development,
and
there.
C
D
D
A
G
C
G
One
of
the
things
that
I'm
doing
right
after
this
meeting
at
one
o'clock,
which
I'll
have
to
excuse
myself,
is
meeting
where
people
from
a
section
108
alone,
I'm,
not
sure
if
you
know
what
that
is,
but
basically
it's
housing
mid
to
low
income,
housing
loans
or
for
us
for
the
city
to
be
able
to
work
with
someone.
An
external
party,
also
just
that's
how
we
did
the
have
to
hotel.
That's.
G
G
G
A
G
B
An
offering
five
year
and
ten
year
of
tax
abatements
within
the
area,
one
of
the
other
things
we
need
to
do,
and
we
need
to
work
on
that
during
this.
This
between
the
next
meeting
is
just
get
with
a
county,
because
we
before
we
have
the
tax
incentive,
the
tax
abatements
of
the
city
and
the
county
and
the
county
is
very
easy
nobody's
lookin.
So
just
there.
A
D
Effect,
Housing
and
Urban
Development
meeting
in
DC's,
one
of
the
things
that
was
brought
up
and
again
I
just
don't
mean,
definitely
know
the
term,
but
there
was
where
the
county
created
some
districts
for
a
trigger
type
of
funding
and
downtown
was
left
out
of
it.
So
we
have
to
look
at
that
too,
because
asked
to
a
federal
federal
funding
in
and
look
at
that
and
I
think
that
was
something
that
was
brought
up
in
Olivia,
but
Ella
formalities.
D
A
D
F
E
E
B
E
G
E
B
B
H
B
H
Like
looking
at
the
current
nez,
the
results
how
much
commercial
development
residential
development
has
resulted
at?
What
are
the
levels
of
investments
that
trigger
the
abatement,
so
maybe
they're
too
high,
and
maybe
we're
not
encouraging
the
right
type
of
development
or
at
least
hyper
development
that
we
want
to
see
moving
forward,
and
so
maybe
adjusting
the
threshold
levels
or
including
or
excluding
certain
type
of
development.
H
F
G
G
F
Whoa,
you
know
we
just
might
be
I
think
it's
what
you
said.
I
think
that
we
need
to
be
all
seeking
the
same
languages
and
then
what's
happening
in
my
opinion.
Is
that
I
think
there's
a
lot
of
uncertainty
in
the
different
groups
or
committees
and
care
I
think
that
maybe
of
coming
together
as
some
representative
of
this
community
other
committee
of
the
city
coming
together,
maybe
something
indefinite.
F
B
You
know,
but
in
looking
at
the
energy
I,
don't
think
it's
within
doing
anything
club
me
of
having
remote
part,
because
we
have
the
abatement
partner.
Has
a
waiver
part
already
in
place,
but
the
role
part
I
mean
I
think
he
used
to
look
at
some
of
the
banks.
Maybe
some
of
the
banks,
maybe,
like
you
said.
B
G
F
E
B
Whatever
it
is,
and
between
sits
upon
somebody
to
buy
that's
what
we
need
to
look
at
I
talked
to
a
flute
or
Emily
was
and
talk
to
Jimmy
Hudson
from
campus
according
to
they
had
some
CRE
issues.
So
there
might
be
there's
programs
out
there.
Maybe
we
can
look
at
our
back,
but
we
need
to
look
at
some
of
the
national
gripes
of
chases
be
a
wave,
and
some
of
those
that
might
have
programs
already
in
plays
that
we
can
try
and
tap
into
a
not
be
look
at
that.
C
D
Rate
is
but
I
know
that
our
poverty
rate
is
aligned
more
with
Detroit
in
Detroit
being
another.
There
are
some
programs
that
they
have
going
humanely
because
they
got
pregnant.
Private
donation,
I
know
that
Quicken
Loans
owner
and
has
done
a
lot
to
their
downtown
I'm
to
the
point
where
they're
developing
Midtown
and
that's
where
all
the
new
stadiums
everything's
you
know
happening
and
I
know
there
was
earlier
or
last
year
there
was
the
Convention
Center
talk.
So
if
you
think
of
those
types
of
growth.
D
I,
have
you
know,
there's
there
some
I
have
on
my
phone
I,
don't
know
what
they
call,
but
I
have
pictures,
because
it
is,
it's
I
think
they
help
business
improvement
zones.
They
have
a
logo,
they
have
you
look
at
I
was
walking
from
the
hotel
to
the
Convention
Center
and
they
have
a
sign.
You
know
buildings
gonna
be
occupied
and
they
have
this
same
logo
going
so
Detroit
might
be
a
good
model
to
look
at
to
see
what
they're
doing
those
are
more.
D
You
know,
lost,
renovations,
I,
think
they're,
very
high-end
housing,
it's
turning
very
high-end
there,
but
it's
again
historical,
beautiful
historical
buildings
in
downtown
in
a
poverty-stricken
area
that
we're
talking
about
30%
like
us.
What
San,
Antonio's
percentage,
I,
don't
know
when
I
look
at
port
city
comparisons,
LA
in
New
York
are
at
18%,
which
is
Laredos,
hovering
low,
30s
I,
think
it's
32
more
or
less.
So
that's
what
we're
line
is
another
port
city
is
Detroit
might
be
more.
It
might
be
better
to
compare
to
Detroit
versus
maybe
a
San
Antonio.
A
B
I
think
we
can
look
at
the
NEC
like
dr.
Rodriguez
said,
but
we
also
need
to
look
at
funding
sources,
so
so
I
don't
know.
Who
would
be
the
best
person
to
look
at
different
from
banks
from
I
mean
I
can
just
off
the
top?
The
fasiqun
group
I
mean
barely
they've,
been
leave
in
downtown
the
state,
miss
Baskin
they're,
the
ones
that
own
up
asylum
and
she
they
cried.
They
thought
they
did.
E
B
Honestly,
I
think
through
is
still
on,
they
might
still
go
through
with
the
convention.
I
mean
their
picture
right
now,
they're
real
good.
There
make
it.
You
know,
make
a
lot
of
money
up
in
the
Midland
area,
so
they
might
have
funds
that
they
might
maybe
they
might
be.
One
of
the
private
investors
had
might
want
to
pump
money
in
not.
G
G
G
E
F
Well,
you
know
how
this
discussion
about
you
know
the
revitalization
and
bringing
in
all
these
good
ideas.
You
know
and
incentivizing
people
to
come
to
downtown
it's
a
very
good
start.
We
just
need
to
morph
it
into
a
living
activity
and
not
just
discuss
and
discuss
it.
At
least
a
portion
of
it
maybe
start
with
a
pilot
or
something
to
another
finish.
So
that
way
we
can
show
and-
and
we
could
have
data
that
says-
okay,
look
investor,
we
dis
find
it.
We
strategize.
F
F
B
F
D
G
We
have
a
quarter
of
a
cent
sales
tax
to
be
in
do
certain
things.
The
border
already
voted
towards
the
financing
of
the
NBA,
the
baseball
and
the
sports
compliment
sports
venues
worse
than
yet,
but
there's
also
a
Sports
Complex
that
needs
to
be
built,
new
baseball,
whatever
and
so,
and
their
operations.
So
that's
where
we
get
a
corner
and
then
do
an
ace
keeping
that
and
then
the
difference
of
whatever
we
generate
towards
economic
development.
G
F
D
F
C
A
G
D
B
B
G
H
That
there
has
to
be
some
either
mechanisms.
I
think
what
they're
trying
to
do
at
the
legislative
level
is
to
allow
us
to
have
both
it's
basically
an
election
for
us
to
have
from
the
quarter
of
a
percentage
of,
if
he's
still
for
sports
been
detoxed
and
for
the
other
portion
to
be
for
a
for
B.
Because
technically
you
get
sunset
at
that.
But
once
you
do
that
that
you
can't
collect
the
sports
menu.
Time
isn't
even
know
yet,
and
so
you
have.
The
potential
issue
of
you.

Councilmember
Yellen
said
when
she
appointed
me
I
believe
there
was
a
she
touch
base
if
she
asked
that
I
could
follow
up
to
see
if
that
there
was
funding
for
us
I.
Believe
it's
a
60
or
$70
given
at
$69.99
to
to
ignore
this
inner
city,
housing
summit.
I,
don't
know
if
there's
funding
available
for
us
to
request
the
city
cover
us
s
as
we're
discussing
this
as
per
as
ETA
C
or
I'll
gladly
pay
my
own
way
to
go.
I
wasn't.
D
F
Know,
just
just
you
know
again:
it
was
that
recommendation
to
to
look
at
alternative
opportunities
regarding
the
existing
uneasy.
I
know
that
Julian
had
had
made
a
very
good
presentation
on
on
the
matter
and
is
it
much
needed?
Yes,
I
believe
the
committee
feels
that
we
need
to
revitalize
on
time
and
some
sense
or
shape
or
form,
but
we're
gonna
explore.
F
B
We
are
doing
our
motion
to
make
the
invention
of
that
amendment.
Mr.
dick
you
disturbed,
Omega,
2nd
set.
All
those
in
favor
motion
passes
anything
else.
Just
one
thing
you
don't
have
agenda
items
please
and
I'll
give
you
my
email
I
want
your
email
send
them
to
these.
Sometimes
we
all
be
busy
so
do
need
to
have
agenda
so
we
can
%.
We
also
get
it
I
move.
You
have
a
list
of
our
meetings,
I'll
send
you
there.
Also
I,
remember
you
know
and
we'll
talk
about
it
after
the
moon.
