Description
Ecomomic Development Advisory Committee Meeting 041222
A
A
Welcome
everybody:
we
do
have
a
quorum,
we'll
move
on
to
agenda
item
number:
three:
is
the
approval
of
minutes
from
march
2022.
B
I'd
like
to
clarify
on
the
discussion
on
possible
action
regarding
economic
development
incentive
agreement,
the
tpa
group.
There
is
a
sentence
that
says.
A
E
A
A
Of
march
2022,
all
those
in
favor
aye
aye
any.
E
A
Perfect
we're
actually
about
to
start
your
item,
which
is
action,
item
4a
discussion
with
that
with
possible
action
to
amend
the
city
of
laredo
chapter
380
guidance
to
include
criteria
for
dry
dock
warehousing
and
distribution
center
project
seeking
incentives
from
the
city,
employers.
Here's
mr
steele.
C
Okay,
thank
you
very
much,
hello.
Everyone
hope
you
have
a
good
easter
weekend
this
weekend
best
wishes
to
everyone
on
this
particular
item.
C
This
is
something
that
that
the
city
manager
and
I
were
having
conversations
about
and
trying
to
improve
the
way
we
handled
incentive
or
performance
agreements
with
drive
backward
housing,
and
the
thought
here
is
to
to
sort
of
raise
the
threshold
for
these
particular
dock
warehouses,
since
we
have
so
many
to
to
raise
the
threshold,
so
we're
not
just
handing
these
out
to
any
small
warehouse
and
that
these
particular
incentives
are
really
earned
in
terms
of
the
size
of
the
one.
E
B
E
A
Just
mr,
how
long
have
you
been,
how
long
have
you
guys
been
working
on
this
document
and
seeing
the
observations
for
the
managements
on
the
document.
C
Yeah
we've
been
working
on
it
for
a
few
weeks.
Certainly
if
that's
the
prerogative
of
the
of
the
committee
to
to
look
at
it
closers
I
mean,
if
you
all,
want
to
make
that
motion
certainly
open
to
y'all.
To
do
that.
A
A
C
Mr
chairman,
one
other
thing:
I
hadn't
really
talked
to
city
management
about
this,
but
just
a
recurrent
thought
to
me.
If
we're
going
to
make
an
amendment
to
the
trade
agreement
regarding.
E
C
B
If
not
remind
every
two
years,
I
I
think
to
clarify
chapter
3
chapter
380
should
be
based
off
our
economic
development
strategy.
So
I
think
our
economic
development
strategy,
which
was
approved
by
council,
is
what
needs
to
be
ratified,
and
that
will
give
us
guidance
on
how
the
chapter
3
needs
to
be
updated.
B
C
B
C
A
Do
you
see,
mr
teresa,
a
a
sense
of
urgency,
or
or
do
you
feel
that
this
we
could
take
our
time
with
this?
Is
there
is
there
projects
on
the
table
that
would
have
to
what.
C
Think
we
can
take.
You
know
I
mean
the
committee
could
take
for
a
couple
of
months
to
do
it
a
couple
of
meetings,
so
I
mean
it's
certainly
trying
to
be
done
right
away.
Plus
you
all
have
your
own
schedules
to
figure
out
when
we
just
need
to
do
it
so
yeah
I
mean
I
mean
we
need
to
take
a
little
bit
of
time.
A
D
A
I
think
the
more
council
is
always
always
good
as
long
as
we
don't
get
our
rabbit
shells
all
over
the
place.
So
there's
a
motion.
There
was
a
second
by
mr
dominguez.
Does
anybody
have
any
further.
C
A
C
A
Yeah
not
referring
to
a
specific
person,
but
just
people
who
can
bring
something
of
value
to
this
process
of
value
is
very
important.
C
Well,
I
don't
know,
I
don't
think
we
decided
last
time
my
my
my
guidelines
only
or
my
advice
to
the
community
is
it's
subcommittee
work.
I
mean
it's
not
it's
not
necessarily
open
to
the
public
work
and
any
and
any
public
person
who
wants
to
comment
on
them
on
these
meetings
can
come
to
our
our
community
to
you
know
and
register
the
comments
and
lay
their
comments
at
the
meeting.
But
that's
that's
the
purview.
F
And
the
province
of
the
subcommittee,
that's
not
the
mandate
of
the
economic.
E
A
All
right
any
against
none
against
emotion,
passes
we'll
move
on
to
action.
Item
5b,
which
is
discussion
of
possible
action
on
creating
a
tourist
policy
by
julian
rodnovsky.
Our
vice
chair.
B
D
F
Exactly
yeah
yeah
and
for
the
for
the
purpose
of
you
know,
refining
and
developing
around
laredo's
evolving
needs
right.
Yesterday's
terms,
policy
may
not
may
not
necessarily
be
the
policy.
C
Yeah,
how
can
we
use?
Thank
you,
julian?
What
the
city
manager
suggested
here
was,
and
we
had
at
least
two
or
three
different
conversations
about
this
was-
was
for
me
to
to
work
with
the
city
manager
management,
to
find
a
tourist
consultant
and
then
have
the.
C
If
you
want
to
create
a
subcommittee
for
the
terms
of
you,
know,
creation
or
or
women's
through
the
church
policy
that
group
works
with,
it
works
with
the
consultant
to
create
the
new
policy.
B
C
I
think
I'll
need
about
well
say
to
the
next
meeting
to
be
able
to
vet
a
couple
of
or
several
of
the
of
these
firms
around
texas
that
do
charges
and
then
work
for
the
city
manager
to
pick
one.
So
it's.
B
I
albertornes
to
create
a
tourist
policy.
B
C
The
the
directors
already
there
from
the
city,
council
and
and
the
city
manager
for
for
for
for
me
to
do
this,
so
I
think
we
take
it.
I
don't
know
what
motion
you
would
need
to
make,
but
just
then
we
take
it
up
to
the
next
meeting
and
I
should
have
the
name
of
the
firm
and
and
then
the
committee
should
have
the
the
subcommittee
needs
together
to
move
forward
with
the
with
the
policy.
B
Creation,
I
guess,
okay,
there
should
be
a
motion
to
create
a
subcommittee
because
we
currently
only
have
a
subcommittee
for
the
chapter
three.
We
don't
have
a
sub
subcommittee
for
the
tours.
A
Second,
there's
a
motion.
A
A
B
And
they
did
say
that
they
were
going
to
work
on
essentially
translating
the
policy
that
we
previously
approved
to
something
that
would
fit
the
city's
policies
like,
for
example,
there's
dimensions
of
impact
waivers.
The
city
of
laredo
currently
doesn't
have
any
any
impact
fee
waivers.
So.
B
A
A
A
It
has
a
problem
of
departments
being
understaffed
as
well,
so
it
has
been
a
little
difficult
to
to
get
this.
This
task
done
or
move
forward
on
it,
but
now
that
we
have
a
new
building
director,
it's
a
matter
of
us
getting
together
of
them
building
meetings
as
well
and
realizing
the
sense
of
urgency
that
they
have
on
this
policy,
we're
here
to
to
help
and
support
and
give
advice
and
offer
our
time
and
knowledge
to
them.
So
it's
basically
on
staff
as
much
consideration
as
they'd
like
to
take
forward.
E
A
And
with
the
previous,
both
building
and
planning
director,
so
we're
just
on
the
wait
for
that.
I'm
not
going
to
share
anything.
B
Else,
just
that
the
concerns
from
council,
one
of
the
predominant
concerns
from
one
of
the
council
members-
was
that
that
it
we
make
sure
that
it
still
includes
you
know
the
smaller
properties
which
the
rehabilitation
of
older,
smaller
homes,
which
it
should
there
shouldn't,
be
any
issue
there.
The
concern
from
staff
on
the
nazis
there's
there's
large
swatches
of
land
that
are
pretty
much
completely
undeveloped
and
not
in
blighted
areas
that
shouldn't
be
in
the
neighborhood
empowerment
zone
and
and
by
statute
by
the
state
of
texas.
B
F
B
B
F
B
A
lot
of
analytic
factors
that
go
into
it,
but
staff
was
concerned
that
there.
A
B
A
Affect
commercial
as
well
small
businesses,
yeah
commercials
do
that
that
will
help
basically
empower
the
whole,
the
whole
neighborhood
and
beautified.
It.
B
I
think
that's
it.
That's
the
only
update
that
I
have
at
least
on
my
birth.
A
We're
also
looking
at
automating
zones,
basically
when
it
was
when
it
when
this
policy
was
built,
it
was
great
was
it
because
it
is
such
a
good
tool.
It
was
built
for
a
certain
zone,
but
obviously
every
council
member
wants
it
for
his
zone,
so
they're
like
hey.
I
wanted
an
easy.
I
want
a
little
easy,
so
we're
going
to
be
going
over
that
with
staff
as
well,
let's
see
which
ones
where
it
could
flourish
better.
A
D
B
Or
they're
not
they're,
not
penalized,
because
I
mean
the
current
policy
allows
for
infill
development.
It's
infill
development
and
as
long
as
that
infill
is,
is
dense.
So
you
know
that
would
be.
That
would
be
allowed.
There's
nothing
wrong
with
any
disease
incentivizing
raw
lots
in
between
a
neighborhood
that
is
divided,
because
that
that's
one
of
the
major
problems
we
have
in
laredo.
We
have
a
housing
crisis,
yet
we
keep
saying
there's
not
enough
homes
and
there's
not
enough
land.
B
But
if
you
go
into
the
inner
city
there
are
lots
of
energy
lots,
so
so
those
do
need
to
be
incentivized
by
this
policy.
What
doesn't
is
suddenly
you
have
this
huge?
You
know
200
acre
area,
just
raw
land.
That
shouldn't
be
something
that
you
should
believe
right,
because
that's
going
to
get
developed
generally.
C
I
watching
you
guys,
you
know
giving
me
your
anger
and
and
then
also
working
with
him,
to
try
to
figure
this
out.
So
much
appreciated.
A
B
Item
that
I
placed
these,
I
spoke
to
councilwoman.
B
B
Is
under
the
emergency
order
of
greg,
abbott
and
and
the
goal
is
to
transition
into
an
actual
ordinance,
but
it
was
before
even
the
pandemic
started.
There
was
a
plan
to
create
it,
so
I,
the
reason
I
put
this
on
is
one
to
just.
B
A
A
Sense
of
urgency,
because
it
was
going
to
expire
in
december
yeah,
I
believe
or
january.
So
I
brought
it
up
to
the
committee.
We
talked
about
it
and
my
goal
was
for
us
to
work
on
on
this
see
our
amendments
see
hear
from
our
business
small
business
owners
and
then
move
forward
with
with
our
changes
in
the
policy
in
order
to
make
it
an
actual,
lasting
policy.
Here
in
the
city,
the
radio
illegal
passed
by
council
of
passed
by
our
legal
department
and
everything.
B
C
Even
if
it's
not
if
this
is
something
that
you
all
feel
strong
about
that
you
know
you
can
make
a
recommendation.
You
know
to
counsel
to
to
leave
it
there
or
make
it
a
permanent
ordinance
or
whatever.
B
B
Motion
is
to
recommend
the
council
to
turn
the
parklet
ordinance
into
an
actual
ordinance
by
the
city
that
will
survive
past
the
emergency
order
and
for
that
ordinance
to
be
shown
to
the
businesses,
so
they
can
get
their
input
on.
You
know
if
there's
things
that
need
to
be
added
or
things
that
need
to
be
removed
in
that
ordinance.
B
There's
from
my
understanding,
there
are
a
few:
there
were
a
lot
more
interested
parties,
but-
and
this
is
something
that
has
to
do
with
the
ordinance
and
the
ordinance
update
and
the
feedback,
the
ones
that
have
not
applied
for
it
is
because
the
city
requires
a
pretty
hefty
insurance
policy
that
not
even
the
price.
C
B
B
D
E
A
Application
as
well
so
for
us
to
review
and
see
what's
going
on
there.
I
know
it
was
a
little
hard
to
hear
from
this
guy
on
the
computer
yeah,
so
you
should
be
sure
that
it's
a
little
tough
for
your
shirts,
because
yeah
that's
basically
been
our
main
concern
that
all
the.
A
Speaking
about
was,
was
the
insurance
and
the
paid
for
that
because
it
doubles
triples,
obviously
depends
on
the
size
of
the
business,
but
the
insurance
is
definitely
a
big
toll
and
providing
workers
comp
and
then
I
know
it's
a
free
free
policy.
It's
a
free
apartment
application,
but
there
are
other
certain
fees
that
need
to
be
added
in
order
for
that
business
to
qualify
and
that's
what
I
think
was
was
hindering
back
many
of
them.
B
B
So
the
motion
is
for
to
request
staff
and
counsel
to
come
over
with
to
come
up
with
a
permanent
ordinance
that
will
survive
after
well.
Just
a
personal
argument:
okay,
the
motions
to
create
a
a
downtown
parklet
ordinance.
A
A
George
discussion
yeah.
I
think
this
is
definitely
a
good,
useful
tool.
A
So
just
just
that's
my
comment,
we'll
call
foreign
we'll
move
for
the
call
all
of
those
in
favor
all
right
and
here
guys
not
against
motion,
carries
unanimously.
That
is
the
end
of
our
agenda.
Thank
you
so
much
to
everyone
for
being
here
for
making
the
time
miss.
C
Code
that
guides
tourism
has
all
the
state
statutes
and
rules
for
three
for
for
charges
in
there.
Just
so,
you
can
get
familiar
with
it
before
you
start
discussing
with
it
and
we'll
get
that
out
to
y'all.
