Description
Economic Development Advisory Committee Meeting 041422
A
We'll
go
ahead
and
call
this
meeting
to
order.
It
is
thursday
april
14th,
1205
pm,
we'll
begin
with
roll
call.
A
Welcome
everybody:
we
do
have
a
quorum,
we'll
move
on
to
agenda
item
number:
three:
is
the
approval
of
minutes
from
march
2022.
B
I'd
like
to
clarify
on
the
discussion
on
possible
action
regarding
economic
development
incentive
agreement
with
tpa
group.
There
is
a
sentence
that
says.
A
Good
we'll
amend
that
we'll
make
that
change.
If
necessary,
is
there
a
motion
to
approve
them
motion
made
by
might
have
longest?
Second,
second,
second
is
by
john
diable.
D
A
And
seconded
by
john
viagra
is
to
approve
the
minutes
of
march
2022,
all
those
in
favor
aye,
aye,
okay,
any
against
I'm
not
hurt
motion
carries
anonymously.
Do
we
have
any
assistant
comments
for
today?
Arnold.
A
A
Perfect
we're
actually
about
to
start
your
item,
which
is
action,
item
4a
discussion
with
that
with
possible
action
to
amend
the
city
of
laredo
chapter
38
guidelines
to
include
criterium
for
dry
dock
warehousing
and
distribution
center
project
seeking
incentives
from
the
city.
The
floor
is
yours,
mr
racial.
C
Okay,
thank
you
very
much,
hello.
Everyone
hope
you
have
a
good
easter
weekend
this
weekend
best
wishes
to
everyone
on
this
particular
item.
This
is
something
that
that
the
city
manager
and
I
we're
having
conversations
about
and
trying
to
improve
the
way
we
handle
incentive
or
performance
agreements
with
dry
back
warehousing,
and
the
thought
here
is
to
to
to
raise
the
threshold
for
these
particular
drydock
warehouses,
since
we
have
so
many
to
to
raise
your
threshold.
F
A
This
is
mr
garcia.
How
long
have
you
been?
How
long
have
you
guys
been
working
on
this
document
and
seeing
the
observations
for
the
amendments
on
the
document.
C
C
If
that's
what
you
know,
the
committee
wants
to
do
that
to
having
a
sub
committee
or
whatever,
like
julie,
suggested.
We
can
talk
about
that.
Mr
dominguez.
A
C
Mr
chairman,
one
other
thing:
I
hadn't
really
talked
to
city
management
about
this,
but
just
a
curve
thought
to
me.
If
we're
going
to
make
an
amendment
to
the
created
agreement
regarding
these
things.
A
C
No,
that's
not
correct
these
things.
These
can.
These
must
be
looked
at
every
two
years,
according
to
state
statutes
julian.
So
whether
we
follow.
B
A
Do
you
see
mrsa
a
a
sense
of
urgency
or
or
do
you
feel
that
this
we
could
take
our
time
with
this?
Is
there
is
there
projects
on
the
table
that
would
have
to.
D
A
C
A
C
A
A
I
think
you
mentioned
right
now:
I'm
bringing
certain
people
consultants
or
something
to
to
a
working
table,
to
share
ideas
and
thoughts
on
it.
C
A
Yeah
not
referring
to
a
specific
person,
but
just
people
who
can
bring
something
of
value
to
this
symmetrical
process
of
value
is
very
important.
C
Well,
I
don't
know,
I
don't
think
we
decided
last
time
my
my
guidelines
only
or
my
advice
to
the
community
is
it's
subcommittee
work.
I
mean
it's,
not
it's
not
necessarily
open
to
the
public
work
and
any
and
any
public
person
who
wants
to
comment
on
the
on
these
meetings
can
come
to
our
our
etax
community
to
you
know
and
register
the
comments
and
lay
their
comments
at
the
meeting.
But
that's
that's
the
purview.
E
And
the
province
of
the
subcommittee:
that's
not
the
mandate
of
the
economic
development.
B
A
All
right
any
against
then
against
motion
passes
we'll
move
on
to
action
item
five
b,
which
is
discussion
of
possible
action
on
creating
a
tourist
policy
by
julian
rodnovsky.
Our
vice
chair.
B
B
E
B
It
the
policy
says
that
we
can
have
a
tourist
falcon.
E
Exactly
exactly
yeah
yeah
and
it's
it's
for
the
for
the
purpose
of
you
know,
refining
and
developing
around
laredo's
evolving
needs
right.
You
know
yesterday's
turns
policy
may
not
may
not
necessarily
be
the
policy.
C
C
If
you
want
to
create
a
subcommittee
for
the
terms
of
you,
know,
creation
or
or
agreements
to
the
church
policy,
that
group
works
with
it
works
with
the
consultant
to
create
the
new
policy.
C
C
Follow,
I
think
I
need
about
well
say
to
the
next
meeting
to
be
able
to
vet
a
couple
of
or
several
of
the
these
firms
around
texas
that
do
charges
and
then
work
for
the
city
manager
to
pick
one.
H
So
it's
gonna
be
the
consulting
firm,
the
committee
and
the
stakeholders.
Yes,.
B
There
was
a
vote
by
albertones
to
create
a
tourist
policy.
B
C
The
the
directors
already
there
from
the
city,
council
and
and
the
city
manager
for
for
for
for
me
to
do
this,
so
I
think
we
take
it.
I
don't
know
what
motion
you
would
need
to
make,
but
just
then
we
take
it
up
to
the
next
meeting
and
I
should
have
the
the
name
of
the
firm
and
and
then
the
committee
should
have
the
the
subcommittee
needs
together
to
move
forward
with
the
with
the
policy.
B
Okay,
there
should
be
a
motion
to
create
a
subcommittee,
because
we
currently
only
have
a
subcommittee
for
the
chapter
380..
We
don't
have
a
sub
subcommittee
for
the
tours.
Second,.
A
Second,
there's
a
motion.
A
F
A
B
So
if
I
can
just
chime
in
real
quick,
this
was
mainly
to
give
an
update
because
we
did
reach
out
to
staff.
B
A
And
offer
advice
here
and
there
this
is
more
coordinating
with
building.
We
have
gone
through
two
building
directors
now
right.
A
And
the
problem
of
departments
being
understaffed
as
well,
so
it
has
been
a
little
difficult
to
to
get
this.
This
task
done
or
move
forward
on
it,
but
now
that
we
have
a
new
building
director,
it's
a
matter
of
us
getting
together
of
them
building
meetings
as
well
and
realizing
the
sense
of
urgency
that
they
have
on
this
policy,
we're
here
to
to
help
and
support
and
give
advice
and
offer
our
time
and
knowledge
to
them.
So
it's
basically
on
staff
as
much
consideration
as
they'd
like
to
take
forward
on
us.
A
On
behalf
of
edac
on
our
participation,
so
I
guess
now
we
just
kind
of
need
to
coordinate.
G
A
Four
with
council
members
and
with
the
previous,
both
building
and
planning
director,
so
we're
just
on
the
wait
for
that.
I'm
not
going
to
share
anything
else.
B
Just
that
the
the
concerns
from
council,
one
of
the
predominant
concerns
from
one
of
the
council
members-
was
that
that
it
we
make
sure
that
it
still
includes
you
know
the
smaller
properties
which
the
rehabilitation
of
older,
smaller
homes,
which
it
should
there
shouldn't,
be
any
issue
there
and
the
concern
from
staff
on
the
any
z's.
There's,
there's
large
swatches
of
land
that
are
pretty
much
completely
undeveloped
and
not
in
blighted
areas
that
shouldn't
be
in
the
neighborhood
empowerment
zone
and
by
statute
by
the
state
of
texas.
B
G
B
B
There's
a
lot
of
kind
of
like
factors
that
go
into
it,
but
staff
was
concerned
that
there.
D
B
Areas
that
were
being
included
that
were
just
raw
land
and
that
right
now
currently,
and
we
I
think
this
was
brought
up
last
time-
that
a
lot
of
the
incentives
are
going
towards
fast
food
chains
and
car
washes
and
and
the
whole
point
of
neighborhood
environments.
Those
are
for
neighborhoods
and
housing.
B
A
Businesses,
yeah
commercial,
mostly
that
that
will
basically
empower
the
whole
the
whole
neighborhood
and
beautify
it.
I
was
gonna,
say
something
else,
but
totally
just
slipped
my
mind
there
anything
else.
A
Also,
looking
at
adam
ending
zones,
basically
when
it
was
when
when
this
policy
was
built,
it
was
great,
it
was
a
because
it
is
such
a
good
tool.
It
was
built
for
a
certain
zone,
but
obviously
every
council
member
wants
it
for
his
zone.
So
they're
like
hey.
I
want
an
easy.
I
want
a
new
easy,
so
we're
going
to
be
going
over
that
with
staff
as
well
to
see
which
ones
where
it
could
flourish
better
any
further.
F
B
F
One-
and
I
don't
know
I
mean
there's
we
have
a
and
we've
touched
this
before,
there's
a
lot
of
mt
lots
out
there,
and
I
don't
know
if
there's
to
to
incentivize
to
those
to
be
developed,
I
mean
I
know,
there's
some
that
are
out
there.
Maybe
they're
not
even
kept
or
they're,
not
they're,
not
penalized,
because.
B
I
mean
the
current
policy
allows
for
infill
development,
it's
infill
development
and
as
long
as
that
infill
is
is
dense,
so
you
know
that
would
be.
That
would
be
allowed,
there's
nothing
wrong
with
any
z's
incentivizing
raw
lots
in
between
a
neighborhood
that
is
divided,
because
that
that's
one
of
the
major
problems
we
have
in
laredo.
We
have
a
housing
crisis,
yet
we
keep
saying
there's
not
enough
homes
and
there's
not
enough
land.
B
But
if
you
go
into
the
inner
city
there
are
a
lot
of
empty
lots,
so
so
those
do
need
to
be
incentivized
by
this
policy.
What
doesn't
is
suddenly
you
have
this
huge?
You
know
200
acre
area
of
just
raw
land.
That
shouldn't
be
something
that's
usually
exactly
like
this
right,
because
that's
going
to
get
developed
generally
speaking,.
C
Thank
you
for
working
with
with
john
in
the
building
department.
I
appreciate
you
guys,
you
know
giving
me
your
anger
and
and
then
also
working
with
him,
to
try
to
figure
this
out.
So
much
appreciated.
A
B
So
this
was
an
item
that
I
placed
because
I
spoke
to
councilwoman
alicia
cigarroa.
This.
B
Is
under
the
emergency
order
of
greg,
abbott
and
and
the
goal
is
to
transition
it
to
an
actual
ordinance.
It
was
before
even
the
pandemic
started,
there
was
a
plan
to
create
it.
So
I
the
reason
I
put
this
on
as
one
to
just.
B
F
A
Urgency
because
it
was
going
to
expire
in
december
yeah,
I
believe
or
january,
so
I
brought
it
up
to
the
committee.
We
talked
about
it
and
my
goal
was
for
us
to
work
on
on
this
see
our
amendments
see
hear
from
our
business
small
business
owners
and
then
move
forward
with
with
our
changes
in
the
policy
in
order
to
make
it
an
actual,
lasting
policy.
Here
in
the
city,
the
radio
legal
passed
by
council
of
passed
by
our
legal
department
and
everything.
B
C
You
know
to
to
counsel
to
to
leave
it
there
or
make
it
a
permanent
ordinance
or
whatever
you'd
like
to
do
I
mean
so
the
timing
really
doesn't
really
matter.
I
don't
think.
B
B
Motion
is
to
recommend
the
council
to
turn
the
parklet
ordinance
into
an
actual
ordinance
by
the
city
that
will
survive
past
the
emergency
order
and
for
that
ordinance
to
be
shown
to
the
businesses,
so
they
can
get
their
input
on.
You
know
if
there's
things
that
need
to
be
added
or
things
that
need
to
be
removed
in
that
ordinance.
B
Understanding
there
are
a
few,
there
were
a
lot
more
interested
parties,
but-
and
this
is
something
that
has
to
do
with
the
ordinance
and
the
ordinance
update
and
the
feedback,
the
ones
that
have
not
applied
for
it
is
because
the
city
requires
a
pretty
hefty
insurance
policy
that
not
even
the
prices.
C
H
H
B
A
A
So,
ms
kai
you
should
you
shared
that
that
it's
a
little
tough
for
the
insurance,
because
yeah
that's
basically
been
our
main
concern
that
all
the
business
owners
have
been
speaking
about
was
was
the
insurance
and
the
paid
for
that
because
it
doubles
triples
obviously
depends
on
the
size
of
business,
but
the
insurance
is
definitely
a
big
toll
and
providing
workers
comp
and
then
I
I
know
it's
a
free
free
policy.
A
B
B
B
Is
for
to
request
staff
and
council
to
come
over
with
to
come
up
with
a
permanent
ordinance
that
will
survive
after
well,
just
a
permanent
ordinance?
Okay,
the
motions
to
create
a
a
downtown
park
play
ordinance.
There's.
A
Motion,
it
was
a
second
by
george
discussion
yeah.
I
think
this
is
definitely
a
good,
useful
tool
that
you're
here,
hopefully
there's
something
that
we
can
work
on
to
to
lower
the
the
cost
for
small
businesses,
because
it
is
a
little
bit
of
a
toll
and
to
ensure
that
our
city
flourishes,
because
it's
also
beautiful.
A
Throughout
the
whole,
the
whole
time
that
it's
been
in
in
works,
it
has
been
good
for
the
city.
So
just
just
that's
my
comment,
we'll
call
for
the
most.
A
A
Ray
no
hold
on
here
we
go.
C
Before
the
next
meeting,
we'll
send
out
to.
C
That
that,
on
the
texas
tax
code,
that
guides
terrorism
has
all
the
state
statutes
and
rules
or
three
or
for
terrorists
in
there
just
so
you
can
get
familiar
with
before
you
start
discussing
with
it
and
we'll
get
that
out
to
y'all.
