Description
ECONOMIC DEVELOPMENT ADVISORY COMMITTEE 101322
A
You
Can
Tell
She's
she's,
obviously
a
very
good
people
person
and
and
understands
how
to
connect
with
the
local
community
when
it
comes
to
the
effects
of
Economic
Development
and
the
long-term
effects
she's.
So
she
mentioned
that
she
still
keeps
tabs
on.
What's
going
on
in
these
areas
that
she's
worked
on.
A
She
did,
and
she
kind
of
even
trumped
me
on
something
because
I
noticed
that
she
didn't
mention
or
anything
or
tours
and
when
I
brought
that
up
she
mentioned
well
I
see
you
guys,
have
it
but
they're
I
don't
see
any
like
plan
or
or
like
how
you're
like
she
almost
insinuated
that
we're
not
really
utilizing
to
their
full
effect.
So.
B
A
You,
sir
I,
think
that's
a
briefing
from
our
memory.
Unless
the
committee
like
to
ask
regular
questions
and
then
maybe
jogger.
D
A
Yeah
we
we
scored
them,
we
we
were
able
to
take
notes.
I
know
the
city
has
those
documents
and
that's
how
we
kind
of
came
up
with
our
top
three
for
at
least
my
scoring
sheet
Jessica
was
by
far
the
highest
because
of
her
interview
with
us,
and
then
it
was
Michael
Gonzalez
second
and
the
third
one
for
me,
I
I
can't
remember
his
name,
but
he
he
seems
to
be
a
local.
A
So,
do
you
want
to
say
anything
about
your
top
three
Canada
choices.
A
D
So
I
don't
know
if
you
can
call
in
I'm,
you
know
through
a
speaker
yeah.
Maybe
you
know
they
can
call
into.
Maybe
your
set
your
number
or
my
number
and
we
can
put
them
on
the
speaker.
Maybe
yeah.
A
Yeah
I'm
gonna
put
you
on
speaker,
everyone,
okay
you're
on
speaker,
but
all
right,
it's
my
my
I,
don't
have
Wi-Fi,
it
was
it's
just
my
inner
cell,
and
so
the
communication
is
not
the
best
here
where
I'm
at,
like
all
I
wanted
to
say.
I'm
like
the
first
candidate
I
think
she
also
mentioned
that
she
wrote
Grand
or
she
did
it.
She
brings
me
forward
besides
the
empowerment
Zone,
that
she
told
you
that.
A
A
I
forgot
to
mention
that
there
was
a
question
on
our
sheets,
which
was
essentially
like
what
were
the
amount
of
brands
or
the
amount
of
money
that
you
brought
in
for
projects
that
you've
LED
and
she
said
it
was
easily
in
to
the
billions
of
dollars
from
all
the
projects
she's
worked
on
and
that
she's
worked
on
a
hundreds
of
projects
that
she
said
so
I'm
sure
our
city
staff
will
will
reach
out
and
confirm
those
numbers.
But
if,
from
the
way,
she
was
speaking.
B
A
Okay
with
that
is
there
any
other
discussion.
A
Name
so
well,
we
can
make
a
motion
to
I
I
know
the
recommendations
were
already
given
to
staff,
but
I
guess
we
can
codify
that.
Basically,
what
was
provided
to
the
staff,
which
was
Jessica
being
our
number
one
choice,
Michael
Gonzalez
senior
second
and
then
staff
I'm
sure
has
our
third
choice.
B
E
Could
be
to
essentially
to
codify
that
our
top
three
choices
that
were
submitted
to
staff,
but
why
would
we
just
recommend
one
person.
E
Well,
man
I'd
like
for
us
to
think
about
it
and
if
you
all
think
it's
a
good
idea
to
do
it,
but
I
mean
you
know
it's
it's.
You
know
once
again,
you
know
Miss
Myra
does
her
homework.
You
guys,
you
know
interviewed
I
mean
the
consensus
sounds
pretty
clear
that
this
young
lady,
it
stands
Head
and
Shoulders
above
every
every
other
applicant
I
mean
with
respect
to
the
other
applicants
and
and
I
you.
E
You
know
been
on
Council
previously
and,
seeing
times
of
bakeries
of
of
you
know
politics
and
how
things
get
mixed
up,
I
mean
if
it
you
know,
if
we,
if
you
all,
have
a
strong
recommendation,
I
I
think
it
it
would.
That's
not
meant,
let's
not
force
our
words,
let's,
let's,
let's
send
this
Reverend
recommend
this
person,
whom
you
all
diligently
studied
places
to
get.
B
D
B
Because,
at
the
end
of
the
day,
this
person
is
going
to
be
working
with
with
management
and
staff,
and
so
you
think,
if
they
want
to
take
it
to
that
level
where
they
want
to
have
staff
or
management,
and
they
I
think
these
two
candidates
would
be
pretty
well
equipped
to
balance
the
the
current
Ed
team
and
then
the
city
management
I.
Think
that
again
I
don't
know
the
I
think
I've
been
working
with
both
City
assistant
city
managers
right
now,
I
think
that
both
candidates
would
work
well.
B
I,
don't
know
about
the
third
I
do
have
my
reservation
on
the
third
in
terms
of
chemistry
and
experience
at
the
end
of
the
day,
so
I
I
am
very
comfortable
doing
the
first
two
for
sure.
F
A
Well,
we
can
just
I'm
okay
with
making
the
top
two,
and
we
can
just
say
that
our
Jessica
is,
you
know
easily
our
top
one
and
if,
for
some
reason,
negotiations
fall
apart,
they
have
or
there's
an
issue
that
our
second
choice
is
Michael.
E
D
E
Have
two
candidates-
and
that
is
part
of
of
that
recommendation-
that
we
list
in
in
detail
what
Jessica
I
believe
is
her
name
her
accomplishments
are
and
that
she's,
you
know
kind
of
you
know:
she's
got
the
Masters
she's
done
this
before
she's
brought
in
Grant
monies.
E
In
other
words,
let's
give
them
two
recommendations,
but
let's
make
it
kind
of
like
let's,
let's
let's,
let's
substantiate
the
recommendation
with
why
and
with
respect
to
number
two,
you
know
we
we
can
include
you
know
whatever
relevant
information,
you
think
needs
to
be
included,
but
I,
don't
I.
I,
don't
want
to
us
to
mince
our
words.
It
needs
to
be
very
clear
why
the
recommendation
is
the
way
it
is
and.
E
Or
if
you
were,
if
you
want
to
report
it
or
whomever.
D
Oh
yeah,
that
I
think
our
motion
is
that
we
we
highly
recommend
that
lady
Jessica
has
the
number
one
choice
but
and
then,
as.
D
B
E
Right
second,
Mr
Gatti
has
a
motion
discussion
just
briefly,
just
to
make
sure
we're,
including
with
the.
A
C
C
F
E
The
alternative,
yes,
but
to
include
Miss
Carpenter's
education,
experience,
I,
think
Myra,
said
practicum
Theory.
F
D
G
A
Okay.
Moving
on
to
the
next
item,
Item
B
update
with
this
question
and
presentation
on
the
vacant
building
inventory
project
is
part
of
the
scope
of
services
by
Laredo
Main
Street
for
Economic
Development
Department.
This
is
being
presented
by
oh
sorry,
this
is
being
put
on
by
Miriam
Castillo,
our
economic,
our
interim
Economic
Development.
Yes,.
C
So
we're
covering,
but
we
do
have
assistant.
C
G
G
G
So
the
purpose
with
for
Lori
domain
street
is
to
help
with
revitalization
efforts
by
utilizing
our
four-point
approach,
which
our
organization,
economic,
Vitality,
promotion
and
Design.
If
you
can
yes
ma'am,
so
one
of
our
one
of
the
things
that
falls
under
promotion
and
economic
development
is
our
Centro
De
laredo's
Farmers
Market.
It
is
a
certified
farmers
market
and
it
is
every
third
Saturday
of
the
month
at
the
outlet
shops
at
Laredo.
G
So
our
proposal,
so
we
are
proposing
a
downtown
building
and
Commercial
inventory.
As
many
of
you
know
already.
Downtown
Laredo
was
the
very
finals
in
a
fragile
state.
After
post
covet
19.,
we
need
reimbursement
and
reinvestment
and
Rehabilitation
for
our
area.
Our
Economic
Development
strategy
will
be
to
support
the
attraction,
retention
and
expansion
of
businesses
in
the
downtown
area.
G
So,
like
I
mentioned,
my
name
is
Linda
Robles
I'm,
the
assistant
director
for
Laredo
Main,
Street
and
Dr
Marcelo
Rive.
She
has
a
PHD
with
Virginia
Tech
and
she
does
have
10
years
of
experience
in
community
engagement
programs
and
experiencing
quantitative
and
qualitative
research.
G
So
our
assets
for
now
we
do
have
two
full-time
employees,
which
is
Dr
Riva
and
myself,
but
with
the
two
staff
members,
we
do
have
a
very
committed
board
members
and
those
board
members.
We
do
have
appraisers
a
Realtors
business
owners,
representatives
of
private
and
public
sectors
and
all
of
them
are
downtown
advocates.
G
So
the
downtown
building
and
Commercial
inventory
to
set
the
foundation
we
do
have,
we
will
be
seeing
all
the
retail
spaces
and
categories
the
our
concentration
of
types
of
businesses
where
they
are
located,
for
example,
on
8th
Street.
She
we
do
want
to
do
like
the
businesses
in
the
bars
and
kind
of
highlight
that
area.
We
also
have
the
area
where
there's
flower
shops
the
areas
where
there's
boutiques,
so
we
want
to
identify
different
opportunities
for
Investments
and
for
future
growth.
G
D
She
so
that's
what
you're
saying
there
is
what's
occupied,
but
then
I
guess
you're
going
to
get
what's
vacant
correct
and
we'll
get
to.
G
That
so
we
are
with
this
study
and
we
will
be
using
the
boundary,
that's
already
being
used
with
the
business
improvement
district.
So
that's
the
the
boundaries
that
they
have
I,
don't
know
if
you
all
are
familiar
with
the
boundaries.
G
Okay,
so
for
the
phase
one
for
the
physical
inventory,
so
we
are
developing
developing
a
survey.
We,
the
survey
will
have
different
types
of
buildings.
It
would
include
public
or
private
if
it's
a
tactics
and
properties,
government,
federal
state,
county,
City,
school
districts,
tax
exempt,
Properties
or
non-profit
commercial,
consumer
services,
retail
food
and
beverage
and
non-profit
as
well.
We
we
are
developing
the
survey
at
the
moment.
We
are
in
phase
one.
We
will
be
inviting
the
community
for
an
engagement
project
calling
out
for
volunteers.
G
We
will
have
training
sessions
for
these
volunteers
and
include
a
description
of
physical
characteristics
of
the
building.
So
on
the
next
slide
we
do
have
an
example,
so
this
is
more
or
less.
This
is
just
a
small
example
of
what
the
survey
will
be,
so
we
will
be
doing
the
exterior
condition.
Is
it
clean?
Is
there
trash
inside?
Can
you
see
inside?
Is
there
a
canopy?
Is
there
broken
turned
missing?
Is
the
windows
broken
shuttered
blacked
out?
Is
the
building
empty
or
are
occupied
we're
still
working
on
that
survey?
G
So
after
that
survey
is
completed,
and
we
do
do
that
survey,
we
will
have
the
phase
two,
which
is
the
self-assessment
survey.
The
silver
assessment
survey
is
short
phone
questionnaire
and
will
cross-reference
information
with
building
owners.
For
example,
we
will
be
asking:
do
you
have
a
sprinkler
system
or
what?
What
is
the
reason
why
your
your
building
is
not
open
or
why
can
I
be?
Why
is
it
vacant
and
just
a
little
questionnaire.
G
D
A
So
when
it
comes
to
downtown
Zone,
English
is
only
called
CBD.
Cd
D
essentially
allows
any
type
of
zoning
from
commercial
to
residential
to
multi-family.
That's
not
the
restrictive
manner.
It's
actually
what's
being
really
restrictive
when
it
comes
to
like,
for
example,
multi-family
is
just
the
sheer
amount
of
cost
when
it
comes
to
having
to
do
these
Advanced
fire
suppression
systems
and
buildings
that
are
usually
older
than
100
years
old,
and
with
with
that,
that's
really
been
the
limiting
factor.
A
I
do
know,
there's
been
a
lot
of
interest,
not
necessarily
in
the
central
business
district,
but
but
in
the
neighborhood
on
the
the
west
side
and
I
I
know
the
big
constraint
there
has
been
for,
like
there
is
commercial
zoning,
but
that
zoning
hasn't
been
updated.
A
Yet
it's
supposed
to
be
updated
and
the
Restriction
that's
happening
there.
A
recent
examples
with
red
coffee
is
that
you
know
you
want
to
go,
do
put
a
coffee
shop
there
and
they're.
A
Ways
around
that,
and
until
we
update
our
code
and
our
policy
for
on
that
zoning,
that's
going
to
continue
to
be
restricted,
they're
supposed
to
be
doing
it.
I
really
don't
know
where
recode
is
at
right
now,
but
that's
the
major
restriction
like
when
it
comes
to
commercial
use.
Right
now,.
A
G
That
was
it
so
pretty
much.
We
do,
we
will
be
identifying
the
vacant
buildings
and
we
want.
We
will
get
a
percentage
of
our
of
what
our
district
it's
available
and
what's
not
available
so
I
think
from
there.
We
can
continue
to
move
forward
and
then
at
least
start
filling
up
some
of
the
vacant
buildings.
And
then
we.
G
Yes,
we
have
gathered
some
information
as
well.
We
are
working
on
with
different
city
organizations
or
city
departments
I'm,
sorry,
so
there
is
a
lot
of
like
places,
but
we
we
are
right
now
working
on
that.
What's
the
timeline,
I
wouldn't
be
able
to
give
you
a
timeline
right
now.
That
would
be
something
for
Dr
rivet
to
six
months.
A
So
just
a
real,
quick
rule
of
fun
when
it
comes
to
when
it
comes
to
vacancy
and
like
as
a
in
real
estate,
anything
at
80
or
below
is
considered
a
recession
and
I'm
pretty
sure
we
are
either
right
at
70
or
or
below,
which
is
pretty
much
a
complete
blight
blighted.
Neighborhood.
F
A
That's
what
it's
that's
you
know.
That's
me,
driving
through
the
downtown
all
the
time
and
just
kind
of
like
looking
around
that's
what
we
seem
to
be
at,
but
we'll
we'll
get
what's
really
good
about
what
they're
doing
is
we're
going
to
have
a
solid
number
and
we're
going
to
know
exactly
where
those
vacancies
are
because,
just
like
any
downtown
or
any
neighborhood,
it's
it's
never
consistently
70
on
every
single
block,
you'll
see
which
areas
are
suffering
worse
and
which
ones
are
not,
and
that's
going
to
help
us
understand.
A
Maybe
when
it
comes
to
Economic
Development
policy
with
with
a
good
director
what
we
can
do
to
like
bring
those
areas
back
and
then
overall
bring
the
whole
neighborhood
back.
G
Yes,
so
that's
what
we
have
for
right
now,
I
will
ask
for
the
timeline
and
now
I'll
get
that
information
as
soon
as
as
soon
as
she
gives
me
that
reply
and
I.
G
Is
for
a
year
so
it
just
it
just
got
it
just
closes
your
sign.
So
we
do
have.
We
have
a
good
good
amount
of
information,
so
we're
working
and
it's
gonna
get
done.
Yeah.
C
D
Get
it
I
mean
we
can
get
it
done
in
two
three
months
and
it
should
be
I
think
it
should
be
that
bigger
than
this
big
of
our
past.
You
know
we
just
need
to
get
our
expectations
to
make
them
a
little
tighter
right.
You
know
what
I
mean
I
mean
you
go
for
a
year,
I
mean
it
just
this
thing
will
be
over
yeah
you
just.
We
need
to
get
these
things
done
as
soon
as
possible.
I.
D
G
B
B
G
All
this
is
in
the
planning
area.
We
do
we.
We
did
sign
a
partnership
with
tell
me
you,
so
we
do
have
first
dips
on
volunteers,
so.
D
G
C
Change
it
and
I
think
it
goes
hand
in
hand
to
Julian
with
that
thinking,
building
ordinance,
I
think
just
it's
about
to
go
into
effect
or
something
are
they
going
to
begin
next
year.
A
E
E
Can
we-
and
maybe
this
is
you
know
mixed
in
apples
and
oranges
here,
but
can
we
get
a
presentation
from
staff
on
where
we're
at
with
Rico
Laredo
for
our
next?
For.
E
A
E
That's
really
important
like
if
we're
really
thinking
we're
gonna,
you
know
the
downtown
is
just
gonna
buy
inertia.
You
know
miraculously
reinvent
itself,
we're
mistaken.
You
know
recode
the
purpose
of
recode.
As
I
recall.
You
know.
Our
participation
in
all
those
years
ago
was
to
give
the
the
development
Community
the
ability
to
understand
you
know
what
was
going
to
be
expected
from
them
and
to
kind
of
get
the
politics
out
of
it,
so
that
you
know
you
know
folks,
like
Hank
sayings.
E
E
You
know
if
you
could
invent
purposely
a
worse
way
way
to
discourage
businesses
from
from
trying
to
open,
downtown
yeah,
and
so
if,
if
our
mission
is
economic
development
throughout
the
city,
but
in
particular
inner
city
and
downtown
this,
this
recode
is
really
really
critical.
But
I
know
I'm
preaching
to
the
choir.
Here
but
yeah
I
think
Julian.
You
could.
A
Your
your
point,
George,
the
recode,
is
so
important
as
an
economic
development
committee.
We
can
propose
all
these
incentives
left
and
right.
You
can't
grow
money
at
that
problem.
Right.
If
you
don't
have
you
know,
you
can
tell
a
business
if
you
open
up
here,
we'll
give
you
fifty
thousand
dollars
and
that's
not
even
a
joke.
That's
what
San
Antonio
did
by
the
way
along
the
Broadway
Corridor.
A
Is
they
actually
used
a
whole
program
to
incentivize
businesses
to
open
up
along
Broadway
and
they
gave
I
think
it
was
20
bucks,
a
square
foot
to
those
tenants.
So
in
this
circumstance
we
can
do
that
and
they
can't
open
up
yeah,
oh
and
so
to
me,
that's
crazy!
That's
yeah!
Economic.
E
D
And
and
the
reality
is
downtown
is
deteriorating,
I
think
kind
of
Rapid
Pace
every
day.
So
to
me
times
of
the
essence
that
we
get
this
thing
hopefully
done,
because
we
can
go
through
this
and
go
through
the
motions
and
and
it'll
just
continue
to
deteriorate,
or
hopefully
it's
not
to
a
point
of
no
return.
A
Well,
the
deterioration
as
much
as
that
hurts
our
our
cities
and
image.
It
hurts
our
coffers,
because,
when
you
look
at
how
much
tax
dollars
are
generated
per
square
foot,
the
downtown
and
the
inner
city
is
actually
providing
the
most
amount
of
dollars
for
the
least
amount
expenses
to
the
city,
meaning
if
our
city
strategy
to
make
sure
our
coffers
are
balanced,
is
to
keep
sprawling
and
growing.
A
It's
proven
time
and
time
again
in
other
cities
how
disastrous
that
can
be
building
you
know
excessive
roads
and
and
building
at
a
low
density,
we're
pretty
much
sealing
Our
Fate
and
that's
as
a
city
as
an
organization
on
how
we
balance
and
manage
not
just
expenses
for
our
inner
city,
but
also
the
rest
of
the
city,
every
citizen,
so
I
think
recode
doesn't
just
only
affect
Act,
our
inner
city
and
the
downtown.
A
It
affects
all
the
new
development
because
if,
if
we
keep
making
a
lot
of
these
developers,
especially
on
the
parking
side
because
I,
dare
you
all
just
to
really
pay
attention?
Next
time
you
drive
by
a
retail
Center,
those
lots
are
not
filled.
We
have
parking
requirements
from
the
70s
and
we
don't
live
like
we
do
did
in
the
70s,
so
I
think
those
need
to
be
updated
so
that
we
can.
A
B
We
still
do
that.
Well,
in
addition
to
that,
if
we
look
at
it
perspective,
that
Corridor
actually
belongs
to
the
Laredo
ISD
area,
so
in
terms
of
taxable
resources
for
our
education
system
and
preparing
the
workforce
for
the
future,
there
isn't
any,
and
so
you
don't
have
this
Revenue-
that
could
support
our
education
system
within
our
own
compounds.
B
So
there's
where
you
have
again
for
quality
of
life,
and
so
it
trickles
another
piece
and
element
that
I
think
that
many
times
as
a
municipality
or
city,
we
miss
that
we
need
Economic
Development,
a
strong
economic
development
plan
because
it
trickles
to
our
higher
education,
our
education
and
obviously
our
Workforce,
and
we
don't
have
the
adequate
Workforce
and
companies
are
not
going
to
come.
We're
not
preparing
it.
A
And
if
the
interior
City
keeps
it
deteriorate,
that's
less.
You
said
it
it.
That's,
not
a
stunt
of
income
for
those
institutions,
but
a
negative
impact
where
their
cost
for
education
is
going
up.
Yet
their
coffers
are
going
down
correct.
A
B
A
Yeah
I
agree
any
other
comments,
questions,
because
if
not,
we
can
move
to
adjournment.
If
there
is
a
motion
to
adjourn.
