they
did
is
they
captured
their
sewage
effluent,
which

doesn't
just
let
you
dump
the
water
back
into
the
river.

to
clean
it
up
substantially,

they
took
that
clean
water
re-filtered
it
again
and
chlorinated
it
oxygenated
all
the
stuff
that

municipalities

supposed
to
do
and
re-circulated

you're
going
to
lose
a
lot
to
evaporation.

use
