FINE ARTS & CULTURE COMMISSION 072122
A

A
You
have
before
you
leave
the
minutes
of
may
19th
meeting.
I
unfortunately
was
unable
to
attend
that
meeting
as
I
was
presiding
over
the
recount
for
the
congressional
districts
raised
at
that
time.
So
I
I
don't
have
any
personal
knowledge
of
the
the
minute
so
I'll
entertain
a
motion.
If
you
all
have
read
it
to
approve.
A
A
A
Communications
and
announcements
I
would
just
like
to-
and
I
was
telling
you
informally
and
that's
where
colin
campbell
is
right.
Now
he
is
the
orchestra
director
for
the
show,
loretta
theater
gale,
international's
production
of
into
the
woods
beginning
tomorrow,
the
22nd
at
7
30
at
tamiu
and
then
again
on
saturday
evening,
the
23rd
and
then
sunday,
the
matinees
at
three.
A
A
Very
locally
talented
artists,
dr
crabtree,
I
believe
chibiodunya
is
in
it
a
team,
a
couple
of
instructors
from
from
the
magnet
school
celia
she
teaches
choir,
so
there's
a
good
group
of,
and
then
some
young
talent,
saying,
young
kids
that
are
in
the
production.
So
if
anybody
has
a
chance
to
get
out
there,
it's
it's
got
a
live
orchestra
again
directed
by
by
one
of
our
board
members
for
mr
kennedy
of
dr
kevin,
and
so
I
encourage
you
to
go
there
to
show
off
anybody
else.
A
Have
anything
else
well,
just
to
in
case
you.
E
Art
show
at
the
center
for
the
arts,
that
is
from
two
three
seven
different
artists
border
artists,
all
the
way
from
el
paso
to
brownsville,
and
it's
going
to
be
there
for
the
rest
of
the
month.
So
if
you
get
a
chance
to
see
it,
it's
a
very
provocative
type
of
exhibit
dealing
with
situations
in
the
border.
C
E
Show
that
is
called
the
the
motor
is
a
weapon
and
it
exhibited
in
what
was
it
was.
A
E
A
A
Any
other
announcements
was
at
sister
cities.
I
want
to
congratulate
the
city
of
on
that
event
that
the
record
now
showed
that
rosie
santos,
one
of
our
board
members,
is
now
present
and
they
hosted
a
local
on.
A
D
And-
and
this
was
submitted
it's
in
your
packet-
it
was
submitted
to
the
city
secretary
on
the
18th
and
basically
it's
a
a
report
of
attendance.
Your
contact,
information
and
minutes
and
agendas
for
the
six
months
does.
H
We
continue
working
with
vliga
on
the
updates
and
the
consultant
elliot
is
now
working
also
with
keep
loretta
beautiful
in
the
latest
project
for
the
implementation,
so
we're
we're
working
together.
Now
we
bring
kibler
beautiful
to
the
to
the
team.
H
They
are
ask
for
cd
mattress,
it's
a
it's
a
good
fit
city
managers,
kind
of
guided
this.
This
addition
and
it's
a
very
good
fit
because
they're
already
doing
a
lot
of
murals.
So
a
lot
of
the
public
art
that's
happening
in
the
city
is
that
by
keeping
the
right
of
you.
A
The
artist
ms
gonzalez,
that
we,
that
did
the
mural
yes
under
the
mural
over
here
by
the
hotel,
she's
apparently
spearheading
a
project
to
memorialize
the
deceased,
children
and
and
that
project
is
already
ongoing.
A
She
was
able
to
recruit
other
artists
and
I
think
in
the
san
antonio
express
they.
They
showed
some
of
the
profits
being
done
for
work.
So
that's
she's
a
laredo
and
we
should
be
proud
of
her
more
all
right.
A
quick
question
here.
Is
there
anybody
on
the
current
selection
committee
for
the
new
city
manager
that
would
be
able
to
communicate
to
the
the
applicants
this
this
program
and
and
to
make
sure
that
they're
aware
of
what
what
we're
trying
to
do
with
that
message.
H
C
A
All
right
and
if
and
if
there
is
an
opportunity
for
us
to
be
involved
in
any
at
any
point
with
the
interview
process
or
just
to
have
a
forum
with
the
applicants,
please
keep
us.
I
think
that
all
of
us
would
like
to
have
an
opportunity
to
be
president
to
emphasize
the
the
role
of
the
fine
arts,
commission
and
public
art
in
the
city.
A
Okay,
anything
else
on
the
update
all
right.
Moving
on
to
section
number
see
items
for
discussion
and
possible
action.
We
have
first
our
presentation
by
author,
dr
either
alfonso
flores
welcome
dr
floyd.
Thank.
I
You
I
want
to
thank,
I
look
forward
to
inviting
it's
real
honor,
to
be
here
first
time,
I've
ever
written
a
book.
But
what
prompted
me
to
write
the
book
was.
I
had
a
near-death
experience
five
years
ago
and
truly
and
honestly,
the
doctors
that
attended
to
me.
I
They
didn't
think
I
was
going
to
survive
and
further
some
of
them
told
me
that
I
would
be
paralyzed
and
I
would
never
be
able
to
do
my
work
and,
of
course
to
me
that
would
be
a
death
for
me.
But
so
when
I
went
into
the
hospital-
and
I
waited
kind
of
long-
I
should
have
gone
sooner,
but
I
didn't
they
say
most
doctors
in
their
own
food.
So
when
I
got
to
the
hospital
they
pretty
much
gave
me
a
very
poor
prognosis.
I
I
Were
looking
different,
like
my
vision,
was
more
tunnel
and
I
knew
something
was
going
on,
but,
honestly
speaking,
I
thought
I
had
a
brain
tumor,
because
my
mom
had
a
brain
tumor
and
died
of
it
with
malignant
brain
children.
So-
and
I
was
about
the
same
age
that
my
mom
was
when
my
mom
had
brain
tumor.
So
I
honestly
thought
look
if
it's
a
brain
tumor,
it's
malignant.
I
might
as
well
work
to
my
last
day,
so
that
was
my
take
on
it.
But
of
course
the
lord
had
a
different
take
on
it.
I
So
when
I
went
into
the
hospital
and
did
all
the
x-rays
to
make
a
long
story
short,
it
was
a
brain
bleed
and
they
needed
to
do
immediate
surgery.
Otherwise
I
would
die,
and
so
I
was
in
shock
from
this
whole
thing
and
in
the
book.
I
did
pick
all
that
that
happened.
I
get
his
further
alerts.
C
I
I
I
was
going
to
be
weak
and
I
probably
couldn't
work
so
when
I
heard
those
words
I
I
was
really
depressed
and
well,
let
me
back
up
a
little
bit
during
the
surgery,
something
fantastic
happened
and
I
went
into
the
surgery
of
course
scared
like
anybody
else,
but
I
put
my
hands
on
the
lord
and.
I
Normally,
people
don't
really
have
thoughts
during
surgery,
but
I
knew
in
during
the
time
they
started
the
surgery
that
something
was
going
on.
I
could
feel
the
vibrations
in
my
brain
because
they
had
to
actually
take
a
piece
of
skull
off
on
this
side
and
get
into
the
brain
and
try
to
figure
out
where
the
lead
was.
I
But
while
I
was
under,
I
saw
this
beautiful
light
and
it
was
magnificent.
It
was
the
most
powerful
light
you've
ever
seen.
Imagine
like
one
of
those
magnesium
flares
that
are
used
to
motion
the
airplanes
and
imagine
that
ten
times
more
brighter,
that's
the
light
that
I
saw,
and
in
that
light
I
heard
a
voice
emanating
from
the
light,
and
it
told
me
I
knew
it
was
a
lord.
I
really
knew
it
was
the
lord
that
I
was
going
to
be
okay.
I
All
this
was
shaved
off
and
my
face
looked
like.
It
was
a
thousand
times
larger
black
and
blue
blood
gushing,
and
it
was
I
had
like
40
clips
and
it
felt
like.
I
had
been
runned
over
by
a
truck,
and
I
was
in
tremendous
pain
and,
needless
to
say,
I
could
not
move
my
left
side
and
that's
when
I
went
to
a
depression.
I
I
saw
the
lord
and,
of
course,
when
I
told
my
colleagues
they
said,
I
think
it's
pretty
much
your
pain
medicines.
I
They
didn't
believe
me,
so
I
said
well,
I'm
gonna
continue
to
believe,
because
I
cannot
believe
anything
else
so
and
I've
always
been
a
great
believer
that
many
things
in
my
life
happen.
So
I
have
to
reflect
back
to
when
I
was
when
I
had
my
first
vision.
I
called
it
a
flash
and
in
that
vision
I
was
seven
years
old.
I
An
angel
came
down
and
told
me
that
one
day
I
would
be
a
doctor
and-
and
he
said,
but
it
depends
on
what
kind
of
decisions
you
make
and
I
felt
like
there
was
so
much
pressure
on
me
when
I
was
little
because
for
an
angel
to
come
down.
I
This
is
met
or
not,
but
I
left
it
be
it
was
it
was.
I
didn't
want
to
tell
anybody,
because
I
thought
they
would
think
I
was
local.
You
know
so,
but
I
would
have
these
visions
and
when
I
told
my
mom
about
these
visions,
she
said
oh,
this
is
it
was
god
talking
to
me
and
so,
and
I
think
she
had
visions
too.
I
I
I
also
saw
the
vision
of
my
dad
dying
weeks
and
days
before
the
event
happened,
and
it
happened
exactly
the
way
I
told
them.
I
don't
know
why
I
get
these
visions,
but
I
do
I
think
it's
a
good
from
god
many
other
times
it
happened.
Not
it
doesn't
happen
all
the
time,
but
when
I'm
certainly
tired
or
when
I
need
you
know
a
more
I'm
gonna
put
a
more
input.
I
I
guess
these
visions
come
to
me
and
they're
gonna
happen
when
they
come
in
a
certain
format,
especially
if
they
come
with
colored
lights.
It's
the
key
is
colored
lights
and
me
seeing
myself
in
the
dream
and
then
I
know
that's
going
to
happen
and
I
can't
change
the
destiny.
It's
just
going
to
happen.
I
So
when
I
was
sick
in
the
hospital
after
I
recovered
fully,
and
the
miracle
did
happen,
I'm
not
going
to
tell
you
all
about
this
in
the
book.
It
was
as
if
I
went
back
completely
to
normal
and
the
doctors
were
astounded
and
the
neurologist
came
in
and
said.
I
can't
believe
this.
I
can't
believe
this
happened
to
you
and
I
said:
well,
it's
not
you.
I
said
it's
not
anybody.
I
It's
the
lord
who
did
this
and
to
be
honest
with
you,
I
felt
better
after
the
miracle
happened
than
I've
ever
felt
before,
and
I'm
stronger
on
my
left
side
than
I
ever
was
before.
So
I
had
to
my
wife.
Kept
would
always
tell
me
you
need
to
tell
about
these
stories.
You
need
to
tell
about
these
stories
because
my
kids
were
little.
I
used
to
tell
them
you
wouldn't
believe
what
happened
today,
but
this
is
what
happened.
I
So
I
decided
that
maybe
it
was
time
for
me
to
get
the
word
out
there,
that
miracles
happen
and
I'm
part
of
a
miracle
and
other
visions
and
miracles
that
I've
had
over
the
years,
and
so
I
put
it
all
together-
and
these
are
not
just
the
only
ones,
but
these
are
the
main
ones,
and
I
did
them
in
such
a
way
that
you
could
see
my
life
evolving
to
where
I'm
at
I've
been
in
practice.
I
Now
for
about
40
years
internal
medicine,
I've
seen
a
lot
of
things
in
my
lifetime
and
I
know
a
lot
of
my
colleagues
don't
believe
the
way
I
do,
but
I
always
think
that
those
folks
who
tend
to
believe
they
tend
to
do
a
lot
better
than
those
we
all
and
it's
good
to
have
faith
and
that's
basically
what
it
is.
So
anyway,
that's
my
message
in
the
book
and
it
seems
like
everybody
in
the
united
states
knows
about
my
book,
except
for
laredo
nobody's
interested
in
laredo
in
my
book
so
anyway.
I
So
this
was
an
opportunity
to
talk
about
it
and
I
do
want
to
read
one
excerpt,
one
little
chapter
that
I
picked
to
read
because
god
wanted
me
to
share
with
you
something
anyway.
This
chapter
is
chapter
14
and
it's
just
a
little
miracle.
That
happened
when
I
was
a
third
year
resident
doing
my
residency
in
the
hospital,
and
so
this
chapter's
name
is
death
takes
a
holiday.
It
says
the
night
before
beginning
hematology
oncology.
I
I
I
I
surmised
that
the
oncology
nurses
were
preparing
me
for
the
worst
possible
scenario
and
assuaged
their
fears
about
the
difficult
rotation.
I
swaged
my
fears
about
the
difficult
rotation.
As
I
collected
information
about
each
patient,
I
thanked
all
the
nurses
for
their
input
and
I
went
home
to
study
each
of
the
cases
designed.
I
Mrs
betsy
miller
was
a
lovely
75
year
old
patient
with
metastatic
breast
cancer.
She
had
previously
had
a
radical
mastectomy
on
her
left
with
extensive
axillary,
nerve
removal,
chemotherapy
and
radiation
therapy.
Her
left
arm
would
often
swell
because
of
surgery.
She
was
admitted
for
control
of
pain
as
her
cancer
had
returned
and
invaded
her
bones.
When
I
came
to
see
her
early
in
the
morning,
she
was
crying
good
morning,
mrs
miller,
I'm
dr
floyd.
I
will
be
taking
care
of
you
for
the
next
few
days
until
you
are
better.
I
I
I
I
It
appears
that
you're
in
a
lot
of
pain,
both
physically
and
emotionally.
Would
you
allow
me
to
examine
you
or
would
you
like
me
to
come
at
another?
Come
later?
I
asked,
of
course
you
can
examine
me
now
she
responded
as
I
gently
removed
the
covers.
I
proceeded
to
carefully
examine
her
from
head
to
toe,
taking
time
to
ask
her
where
it
hurt.
I
When
I
finished
she
come
in
she,
you
know
you
have
a
very
gentle
touch
and
it
didn't
really
hurt.
When
you
examined
me
like
some
of
the
other
doctors,
I
like
the
way
you
took
the
time
to
examine
me
because
many
of
the
other
doctors
just
come
in
and
out
and
don't
even
seem
to
care.
Some
don't
want
to
touch
me.
I
guess
they
think
I'm
about
ready
to
croak.
I
I
don't
I
don't
know
why
but
you're
easy
to
talk
to.
You
know
now
that
I
think
about
it.
No
doctor
or
nurse
has
actually
asked
me
why
I
was
crying
since
I
got
here
until
now.
Well,
thank
you
for
your
trust.
Everything
about
you
is
important
to
me
I'll
see
if
I
can
adjust
your
pain
medication
and
try
to
contact
your
daughter
about
your
condition.
If
you
would
like
to,
I
responded.
I
I
Although
I
did
not
mention
it
to
mrs
miller,
I
made
several
calls
to
her
daughter
explaining
to
her
that
her
mother
was
extremely
ill
and
wasn't
going
to
be
alive
for
long.
I
implored
her
gently
to
forgive
put
aside
all
anger
in
her
and
come
visit.
Her
mother,
who
raised
her
and
loved
her
very
much.
I
was
not
sure
if
mrs
miller's
daughter.
I
On
the
day
of
mrs
miller's
scheduled
discharge
home,
I
was
totally
surprised
to
see
mrs
miller
embracing
her
daughter,
just
as
I
entered
her
room
at
mrs
libber's
room,
I
stepped
out
to
give
them
privacy.
Later
that
day,
the
nurses
told
me
that
mrs
miller
was
discharged
uneventfully
without
pain,
happy
and
in
remission
from
her
cancer.
They
also
related
that
mrs
miller's
daughter
had
agreed
to
take
care
of
her
for
the
remainder
of
life
of
her
life.
I
I
You
took
care
of
him
started
him
on
treatment
and
miraculously
he
went
into
remission,
he
told
me
when
he
was
discharged
that,
because
of
you,
he
felt
so
much
better.
Then
there
was
business
fires
with
a
malignant
brain
swimmer.
She
received
the
radiation
and
chemotherapy
that
you
prescribed,
along
with
all
that
tlc
you
gave
her
and
suddenly
she
went
into
remission.
I
I
Of
course
it's
just
that
I've
never
seen
this
happen
since
I've
been
here
for
the
last
12
years,
dr
floyd,
is
she
responding
the
sense
of
love?
Well,
if
you
think
it's
me,
it's
not,
it
is
the
good
lord
working
through
me
to
help
those
who
need
the
help.
I
pray
for
every
single
patient
and
I
am
blessed
to
take
care
of
and
always
ask
him
to
enlighten
me
and
to
guide
me
in
what
I
need
to
do.
As
I
do
his
work,
I
externally
responded.
I
G
I
hope
you
enjoy
the
book
yeah.
I
want
to
thank
dr
footage
for
coming
by
and
I
wanted
to
see
if
there's
any
ways
for
authors
to
use
city,
varietal
resources,
facilities
or
whatnot,
and
if
there
are
opportunities
that
we
could
present
best
commission
members
to
make
those
things
happen
for
people
like
dr
flores.
A
Yeah
they
have
they
I've
seen
book
signings
here
at
the
and,
of
course
a
couple
couple
of
us
are
on
the
commission
on
the
city
of
the
I'm
sorry.
B
I
I
I
But
when
I
came
to
laredo
it
was
like
home,
you
know,
and
I
love
the
radio
I
don't
see
I
mean
I
know
we
have
border
problems
in
all
this,
but
I
don't
see
it
as
a
problem
and
I
love
the
people
on
the
radio.
I
can't
think
of
nicer
people
in
my
years
being
here
and
I
was
hoping
that
one,
my
two
sons
or
doctors
would
come
back
to
regulate.
C
A
I
I'm
not
gonna
tell
you
about
what
happened
on
every
little
detail
about
the
book,
but
it
said
gotta
read
the
quote.
Otherwise
I'll
do
a,
but
incredible
things
have
happened
here
in
laredo
too.
Of
course
I
changed
the
name,
so
you
can
figure
out
who's
who
you
know
listen
to
the
reading
this
time,
because
I
didn't
get
the
permission
right
to
have
their
names,
but
I
think
most
doctors
don't
know
what
I'm
talking
about.
G
D
D
September
and
maybe
request
all
nominations
to
come
in
in
october
or
the
end
of
november.
A
C
I
A
Has
really
taken
that
part
of
the
of
the
responsibility
on
and
done
all
of
these
seminars
there's
a
lot
of
poets
that
have
written
and
I
think
that's
what
they
they
rest
their
laurels
on
in
terms
of
being
a
poet
laureate,
but
a
poetry
is
much
more
than
that.
A
As
a
you
know,
an
educator,
a
person
who's
on
call
to
write,
poetry
for
the
city
and
there's
a
lot
of
people
who
who
what's
the
word,
find
it
very
different,
difficult
to
like
okay,
write
a
poem
and
they
find
it
very
difficult
to
be
inspired.
I
think
that's
that's.
A
I
do
get
this
stuff
out,
so
you
know.
I
would
hope
that
we
would
that
we
would
incorporate
some
of
the
things
she
did
into
the
position
to
make.
A
B
A
A
Yeah,
I
have
a
friend
who's,
a
poor
laureate
in
the
city
of
dallas,
and
you
know
he
almost
like
it's
whatever
he
took.
He
said
he
took
what
was
doing
and
is
doing
it
in
dallas,
because.
A
Trying
to
get
them
all
together
and
so
he's
reaching
out
to
the
different
poetic
groups
out
there
and
and
then
now
that
he's
doing
this
is
that
I
guess
it's
getting.
The
stuff
is
getting
on
the
official
maps
and
it's
all
on
the
unofficial
port
maps
and
stuff,
like
that,
I'm
comfortable
with
with
I
guess,
coming
back
in
in
august
after
everybody.
F
Ideas
about
how
she
took
on
the
role
and
what
she
did,
and
I
that
would
like
you
say.
Maybe
we
can
add
some
of
that
stuff
too,
to
what
the
requirements
are
when
you
do
become
the
poet
laureate.
