give

an
overview
of
what's
changed
and

the
ordinance
says.

proposal

evening

a
project
that
we

planning
on
implementing
in
Bartlett
Park
and
it's
in
conjunction
with
an
effort,

system
involved
with

nearly
a
year
now
in
supportive
decision
protesting
the
actions
of
this,
our
prostitution,
just
sort
of
worn
along
through
our
Vega,
through
our
si
parks
and
lands
and
through
our
private
and
public
property.
So
this
public
art,
mural
installation,
is
considered
an
art
project.
There
also
is
a
community
involvement
piece
with
it.
It
is
a
large-scale
installation.

It
is
intended
to
represent
not
only
the
impact,
our
community
if
a
law
were
to
be
built
here,
but
also
a
way
for
the
community
to
have
a
voice
in
this
process,
because
one
of
the
things
that
been
a
parent
of
me
clear,
all
up
and
down
the
river
where
the
Army
Corps
of
Engineers,
the
Border
Patrol,
has
indicated
that
they're
going
to
place
the
wall
is
that
communities
or
that
voiceless
and
powerless.
So
we
feel
that
this
is
another.

In
our
history,
so
that's
where
the
the
genesis
of
this
installation
comes
from.
It
is
a
very
large-scale
project
and
it's
intend
to
eat
a
sectional,
because
we
want
the
impact
to
tour
the
the
piece
itself
to
give
a
taste
of
how
oppressive
it
could
be.
But
at
the
same
time,
because
it's
a
two-sided,
mural
and
you
see
the
impacts,
the
other
site
will
be
a
message
of
hope
for
the
community
and
upon
installation.

backside
will
actually
be
reserved,
but
community
members
to
come
and
it'll
be
an
event.
It
will
be
a
night
of
sharing
stories
of
placing
stories
handwritten.
That
will
be
for
one
of
a
better
word
collage
to
the
back,
so
it
would
be
permanently
installed
there
as
well
and
a
way
to
reflect
on
what's
coming
and
what
we
can
do
as
a
community
to
to
prevent
this
from
actually
occurring
or
at
the
very
least,
if
we're
not
able
to
prevent
it.

promise
to
work
harder
to
undo
the
damage.

That
that
so
the
piece
is
being
coordinated
with
city
support
that
important
part
of
our
lives
in
City,
Councilwoman,
Nellie
me
and
my
district.
She
is
on
board
with
his
project.
She's
reviewed
the
plans
and
in
fact
it
was
on
her
request
that
the
project
turned
from
more
of
a
temporary
60
foot
month,
installation
to
a
permanent
installation
to
mark
this
chapter
of
history,
where
we
had
to
come
out
and
struggle
for
our
existence
as
an
interval
that
protects
our
history,
our
heritage
and
that
fights
for
the
future
of
our
children.

particular
fundraising,
this
particular
project
is
not
minute.
It's
not
going
to
get
super
ready
to
be
miss
the
everybody's

she
will
support

she

like

her
ability
to
spend
her

beauty

that
particular
space
is
that
it

slightly
elevated,
there's

ridge
right
there,

face
of
the
mural
would
face
all
of
the
traffic
coming
from
Bartlett
part.
The
back
side
of
the
mural
also
gets
this
from
traffic
because
of
the
curve
in
the
road
from
traffic
on
coming
off
our
apartment
street.
So
there's
high
disability
there
and
then
it's
on
the
walking
trail
so
for
the
people
who
are
in
the
park,
there's
high
disability
and
we
chose
that
particular
site
with
the
assistance
of
city
woman,
chuckles

just
wanted
to
mention
so
we
breathe
today
about
6,500
and
the
lion
shares.
The
cost
is
the
steel
structure.
It's
the
fabrication
and
installation
from
modern
machinery,
that's
the
lion's
share
of
the
cost,

we're
hoping
that
we
can
leverage
the
money
we've
raised
so
far
to
try
to
make
this
happen
because
things
will
start
to
unfold
pretty
quickly
this
year.

community

so
the
designs
anyhow,

owns
crane
engineering
and
he's
working
with
a
structural
engineer,

this
is
the
most
recent

data
structural
design
for
that
project,
that

city
engineer

house
for
that
project
and
also
on
the
drawing
the
faces
aren't
going
to
just
be
immigrants.

going

Americans
and
Texans
and

immigrants,
since
we're
going

locked
off
for
an
access
to
that
River
as
well.

foundations

the
airport
and
FAA
departments

airport
boundary,

height
restriction

feet,
but
this
location
is
not
fall
within
that
boundary,
so
the
restriction
does
not
apply,

that's
a
detention
pond
is
what
it
was
originally
designed
as
a
regional
detention.
Pond
can
be
being
the
plenty
on
the
first
row,
I'm
sure
those
of
us

gray
hair

days

because
of
the
sea

purchase

this
land

design

a
regional

land

other

park

working

summary

what
weren't
engaging
it's
done
since
we
began
in
2019.

mission
is
to
elevate,
inspire
educate
artists
to
be
active
in
shaping
their
community,
seized,
independent
from
media
arts
and
technology.
This
idea
for
learning
media
did
come
from
the
Vieira's
comprehensive
master
plan.
If

the
next
slide,
there
are
some
goals
and
policies
that
I
have
based
this
idea
by
now.
Well,
this
is
for
the
City
of
Laredo
I,
took
it
upon
myself
to
be
a
part
of
the
nonprofit
organization
that
would
utilize
some
of
these
goals
and
policies.

not
find
this
in
the
pamphlet,
but
a
lot
of
this
is
to
enter
partnerships
with
school
districts
and
institutions
of
higher
education
to
promote
educational
opportunities
for
our
school
students.
We
are
still
in
the
process
at
working
there
right
now
we're
working
with
nonprofit
organizations
to
do
policy.
Ten
point
two

to
support:
creative
and
professional
growth
of
the
Arts
in
our
community.
Our
goal
ultimately,
is
to
do
policy.

Arts

summer
camps
this
past
summer,
June
and
July.
They
did
cost
our
community
of
two
hundred
thirty-five
dollars
per
student
per
camp.
We
had
four
summers
on
camps
this
next
leg
and
thanks
to
our
partnership
with
Loretta
for
Housing
Authority,
ten
students
or
20%
of
those
kids
were
joined
us
at
no
cost.

the
partnership
allowed
those
students
in
the
photo
to
join
our
water
Texas,
some
water,
Texas
domes
camps
and
our
vision
is
the
reason
why
we
did
this,
because
our
vision
is
to
give
right
to
all
artists
to
develop
their
creative
skills,
not
those
that
can
afford
to
pay
for
the
camp's.
Next,
like
these,
so
10%
of
children,
I
apologize
and

low-income
students
should
be
20%,
but
we
did
have
10%
of
children
with
autism
or
a
DD
for
those
that
actually
mentioned
it.

quite

their
children

disabilities,

numbers
are

skewed.

elementary
schools
are
20%
five-minute
schools.
Fifty
percent
in
four
high
schools,

participated

total
number
of

students
and

ponds
camps
and

our

speakers

years

it
does

He
was
very
rude
and

difficult
to
work

we
kept
him

camp

five

turned
into

brilliant,

amazing
artist
who
helped
one
bias.

was
our

producer
with
camera
assistant
work,
so
he
moved
to
equipment
around
learned
how
to
use
it,
how
to
set
it
up
and
he
fell
in
love
with
it.
So
William
put
that
they
were
really
proud
of
him,
just
as
prodigy
was
for
himself
next
leg.

So
we
call
the
film
said

we
created:
six
short
films
and
eight
stop
motion
animation
shorts.
We
host
a
film
festival
at
Alamo
Drafthouse,
with
341
seats
reserved
out
of
all
those
number
out
of
341
seats.
We
had
92
in
attendance,
that's
314
attendees
for
our
first
Film
Festival,
which
is
an
amazing,
an
amazing
number.
If
you
look
the
ages,
fine,
that's
going
to
record

attendees
came
from
different
locations.
Austin
Houston,
San
Antonio
Dallas,
though
with
the
people
from
I
believe
it
was
Dallas,
came
in
on
a
motorcycle
and
just
stopped.

So
it's
an
amazing
thing:
what

Film
Festival
can
do
to
bring
communities
together
from
all
over
Texas?
Our
goal
is
to
be
able
to
utilize
h.o.t
at
some
point
in
time,
because
this
is
a
Film
Festival.
So,
of
course,
primarily,
you
know
that
density
ethnicity
in
Moreno
makes
my
piece
we
also
hold
it
a
help
from
you
hold
it.
We
have
some
local
films
pretty
in
around
Laredo
area,
I
didn't
totally
number.

Unfortunately,
our
last
one
was
affected
by
the
Paesanos
and
the
area
in
the
location
who
work
with
doing
a
very
garden
as
hostess.

had
zero
people
show
up,
but
if,
with
a
little
bit
more
planning
and
the
time
that
we
have
now
guarantee
that
we'll
have
more
intendant's.

All

so
just
a
quick
rundown
of
the
budget.

We
money
came
in
from
summer
camps
from
the
film
festival
tickets
and
their
fundraising.
Additionally,
I
used
the
money
that
is
behind
with
the
city
I
pulled
out
to
fund
whatever
it
is
to
start
and
then
through
sponsorships,
who
raised
seven
thousand
six
hundred
ninety
dollars
in
a
short
period
of
two
months,
so
our
community
is
very
responsive,
but
we
still
ended
up
with
a
debt.
If
you
look
at
the
operating
expenses,
not
everyone
got
paid.
I,
remember,
I
paid
for
the
time
that
they
served
working
forty
hours
a
day.

The
debt
is
for
the
producers
next
life,
the
debts
for
the
producer,
the
cam
producers
that
supported
and
I'm
hoping
to
be
able
to
cover
that
at
some
point
in
time.
Our
projected
impact
for
the
next
four
this
this
summer
is
to
have
at
least
fifty
percent
of
students
in
poverty
or
poor
are
homeless,
with
an
increase
of
30%
for
children
with
disabilities,
we
are
increasing
from
four
camps
to
sick
at
six
camps
and
we
project
ninety
student
enrollment.
So
that's
a
40
percent
increase
next
slide.

So
we're
looking
for
other
projects
as
well
thanks
license,
but
it's
felt
that
bus
is
a
program
in
which
they
it's
a
after-school
summer
program,
a
summer
program
in
which
bilingual
students
learn
how
to
speak
English.
So
my
goal
was
to
present
it
to
them,
allow
them
to
create
films
and
practice
of
English
language
to
they.
They
told
me
that
they,
they
said
was
too
much.
The
funding
cost
it
too
much
okay.
So
we
have
a
huge
goal
of
offering
those
who
are
in
poverty
or
a
homeless
an
opportunity
to
attend
our
counter
three.

to
pay
each
organization
were
to
pay
to
allow
students
in
poverty
or
homeless,
students
to
join
us
would
be

nonprofits

received
grants.
We
did
receive
a
fifty
Creative
Cloud
licenses
for
one
year
and
we
are
working
with

city
of
Laredos
IT
director
to
give
us
some
computer
donations,
the
ones
that
they're
getting
rid
of,
and
so
we're
hoping
that
that
will
support
the
50
creative
licenses
that
we
receive
from
Adobe.
We
also
received
recently
a
grant
from
winning
women
city
club
for
a
bundle,
audio
video
production
bundle.
We
received
it
it's
amazing
and
now
ready
to
go.

did
get
declined
from
doing
what
are
you,
maybe
our
thinnest
foundation
and
we're
pending
information
from
Margaret,
even
a
guy
that
trust
we
asked
for
10
for
operating
expenses
and
10
for
computer
and
other
equipment
next

that's
it.

know
we're
really
looking
to
expand.
Our
bolas
is
is
a
huge
one
for
the
city
of
Laredo,
though
our

we
do
is
also
quite
unique,

never
been
done
before

Marina,

we

hope

housed
free
at

office
of
my
mother,
be
cheap
insurance
services
for
a
space
of
1305
support
feet,
though
we're
looking
to
expand
to
include
acting
with
the
filmmaking.

we
would
like
to
have
a
partnership
where
we
can
have
a
space
to
have
all
of
this.

we're
mobile
and
their
space
is
available
for
the
city's
offer
them.
That
would
make
it
even
easier
for
us
to
are
great,
though
we
wouldn't
have
access
to
a
computer
lab.

but
ultimately
we
would
love

my
students
actually
signed
up
for
this
program,
I
spoke
to
their
parents
and
I
teach
down
on
the
stem
instructor,
but
a
lot
of
the
parents
didn't
even
realize
you

That
was
the
first
time
take
advantage
of
this
and
I
see
that
they
were
right,
States
graders.
Now
there
are
seven
figures:
I
see
them
in
the
hallway
and
they're
excited.

students
who
never
you
know,
thought
that
this
was
maybe
an
opportunity
for
them,
maybe
a
pathway,
something
that
why
they're
talking
about
it.

bigger
self
esteem,
you
have
to
have
bigger
ambitions
for
ourselves,
but
the
only
way
to
do
that
is
when
we
invest.

know
time
or
give
us
money
when
we
can
or
even
invest
interest
in
our
own
savings.
But
if
we
don't
have
that
excitement,
if
we
don't
have
that
busto,
we
don't
pull
out
there
and
pursue
this.

know,
then
you
know
not
too
many
people
know
about
it.
It
falls
by
the
wayside
and
then,
like
I,
said
there's
that
negative.

so
city
self-esteem
is
what
I
like
to
call
it.
