talk
about
monday's
council.

were
in

of
the
arts
master

three

staff

the
commission

arts
plan
as
per
ordinance,

role

convention

visitors
bureau

in
very
good

working
with

until
we
finalize
the
the
ordinance
change

I'm

met

convention

visitors
bureau
and
a
few
a
couple
years
ago.
We
started
working
and
and
the
work
that
we
do
also
includes,

you're
familiar

the
sister
cities
festival.
So
we
have
a
lot.

Communication
with
communities
in
mexico,
with
different
programs,
tourism,
cultural
programs,
and
so
in
that
in
during
a
couple
of
trips,
we
had
the
opportunity
to
chat
with
management
about
what
mexico
is
doing
in
terms
of
the
arts
and,
if
you're
familiar
with
what
happens
over
there.
Even
the
smallest
communities
have
a
cultural
arts
and
culture
department,
and
so
a
few
years
ago,
presented
the
plan
to
management
and
it
was
kind
of
like
at
the
same
time
that
the
commission
was
created
and
so
council
granted
it.

It
went
through
the
commission
started,
and
so
our
plan
kind
of
went
through
fell
through
the
cracks,
but
in
the
strategic
planning
that
the
council
did
and
together
with
management.

One
of
the
things
that
came
on
top
of
us
was
a
promotion
of
tourism
and
highlighting
the
arts
and
the
culture
in
our
community,
and
so
management
thought
this
was
the
right
time
to
kind
of
bring
them
together,
and
so
they
they
decided
on
the
on
the
change.
We
are
very
excited.
We've
done
great
things
with
partnering
with
different
communities
in
mexico,
and
we
hope
that
to
bring
some
of
the
programs
here,
obviously
to
you.
So
you
can
see
what
fits
I
think
the
I've
been.

have
attended
a
couple
of
year
meetings
in
the
past
just
a
couple,
and
so
I
know
that
it's
a
very
good
representation
of
what
the
community
has
to
offer
in
terms
of
arts
and
culture.

expression

we
have
in
our
community.
So
I'm
really
excited
to
work
with
all
of
you
and
to
work
on
the
on
the
master
plan.

community

happened

As
you

we
are
working
with
our
studio
phase.
One
has
focused
on
the
development
of
standard
policies,
programs
procedures
for
the
program
administration.

best
practices
of
leading
public
art
programs
around
the
country,
as
required
by
ordinance.
We
have
also
been
working
on
developing
an
annual
report
for
last
year
and
an
annual
plan
for
the
next
fiscal
year.
Both
will
be
presented
to
the
commission
in
june
and
eventually,
hopefully,
by
july,
to
city
council.

annual
report
will
include
information
on
the
past
year's
funding,
the
projects
and
spending
up
to
date.
The
2021
annual
public
art
plan
will
go
the
confidence
that
the
use
of
the
two
percent
for
our
funds.
It
will
provide
sound
methodology
for
ensuring
that
the
monies
are
used
equitably
to
benefit
all
of
the
districts
in
morita.

worked
on
these
issues
on
the
staff
side,
as
well
as
on
the
consultant
side.

There's
a
couple
of
basic
issues
here:
one
is
that
the
ordinance
states
that
the
two
percent
of
art
is
of
the
construction
costs
within
the
cip
program.
That
is
a
subset,
a
smaller
number.
What's.

Program
has
been
allocated
so
this
year.
I
believe
out
of
a
forget
the
total
number
of
the
bomb
program,
but
it
resulted
in
300
000
allocation.
That's
wonderful!
That's
more
money
for
art!
So
if
that's
how
the
city
wants
to
continue
doing
it,
then
the
ordinance
should
just
be
amended
to
reflect
that
it
may
not
have.

This
was
basically
kind
of
cut
and
pasted
from
el
paso's
or
alternately.
They
could
elect.

Our
number
then
has
been
allocated
to
date.
So
that's
one
major
issue
that
we've
just
identified.
We
brought
it
to
maria's
attention.
She's
fought.

And
so
that
it'll
probably
take
a
month,
but
they'll
figure
that
out
the
other
key
issue
with
the
funding
is
the
wording
of
the
ordinance
is
what
is
a
best
practice
for
these
percent
for
our
programs?
So
what
you
all
have
is
actually
not
bonds
that
are
issued
to
do
public
art.

Percent,
it's
been
on
art,
so
you
know
if
you
build
a
million
dollar
new
library,
there's
twenty
thousand
dollars
there,
that
you
could
do
a
beautiful
mosaic
mural
on
the
front
of
the
library.

associated
dollars
within
it?
There
are
a
lot
of
restrictions
on
how
bond
funds
can
be
spent.
So
if
you
go
out
for
bonds-
and
you
say
these
bonds
are
to
build
a
library
and
then
you
don't
build

lab.

again,
we've
just
kind
of
raised
these
issues,
we're
making
available
peer
cities
in
texas
with
long-standing
percent
for
our
programs.

it

will
allow
the
annual
plan,
which
will
be
kind

a
subset
of
the
master
plan
for
the
next
fiscal
year.

of
the
when
we
had
the
meeting
with
city
staff
before
the
ordinance
was
president
obail

there
city

concern
about
that
same
exact
issue
as
to
whether
it
would
be.

think
I
really
felt
that
what
we
were
trying
to
tell
them
is
that
well,
you
need
to
live.

know
you
need
to
let
your
arts
commission
help
you
with
those
issues,
because
they
were
concerned
that
there
was
going
to
be
a
sewer
treatment
plan
somewhere
we're
going
to
have
to
do
public
art
there
and
things
like
that,
and
there
was
a
resistance
to
the
notion.
But
at
the
same
time,
council
has
always
had
a
concern
about
the
equitable
distribution
of
that
and
so
to
me.

I
think
it's
very
important
that
we
stick
to
the
to
the
what
you're
talking
about
to
the
to
the
nature
of
what
the
violence
require
and
and
and
that
we
try
to
do
public
art
in
a
way
that
coordinates
your
efforts,
along
with
what
the
measured
needs
of
the
bond
is,
and
so
to
put
it
in
the
hands.

ordinance

supposed
to
do

work

plan
in

should

having

language

plan
about
that
in
particular,
underserved
neighborhoods,
lower
income
neighborhoods
should
get
their
fair
share.

more
investment
as
we
do
the
inventory
of
public
art
that
will
include
a
map
and
the
sites
of
all
the
works
owned
by
the
city
in
its
public
art
collection.

everyone
will
be
able
to
see
very
clearly

there

geographic,
disequity
and
that
can
be
addressed,
and
I
think
the
council
member's
motion
also
referenced
implementing
viva
laredo
and
that
will
very
much
be
a
core
of
this
plan
as
well.

we
will
be

quick
update.
It's
been,
I
don't
know
if
it
was
since
2019
since
we
had
been
here.

One
of
the
things
is:
what
do
what

cultural
districts
do
and
really
what
we
have
at
stake?
Is
we
just
want
to
foster
our
local
cultural
development?

Help
stimulate
the
economic
development
which
will
generate
a
business,
establish
a
tourist
destination
like
the
cvb,
bring
you
know,
bring
in
a
cultural
as
a
destination,
foster
our
own
civic
pride
as
well
as
preserve
and
restore
our
historic
buildings,
and,
of
course
the
number
one
goal
would
be
to
attract
artists
and
cultural
enterprises.

Of
course,
we
don't
do
this
alone.
This
is
with
a
lot
of
a
lot
of
help.
Everybody
that's
been
hard
at
work
in
the
trenches
doing
these
things,
obviously
with
the
city
of
laredo
and
webb
county.
Also
with
you
know
the
heritage
foundation,
the
radio
center
for
the
arts
and
all
the
non-profits
and
artistic
businesses
and
enterprises,
and
then
a
timeline
where
we
started.
We
started
this
conversation.

It
took
almost
a
year
in
may
of
2020
when
we
received
both
a
resolution
from
the
city
of
laredo
and
webb
county,
supporting
the
formation
and
certification
for
laredo
cultural
districts,
supporting
the
arts
and
culture,
and
it
wasn't
until
january
of
2021,
we
received
our
actual
501
c
3
designation
from
the
irs
and
we're
moving
towards
june
1
of
actually
being
able
to
occupy
a
physical
space
at
casa
ortiz.

So
in
conjunction
with
webb
county,
we
will
be
housed
in
casa
ortiz.
Many
of
you
know
that
building
on
915
saragosa
we'll
be
able
to
use
it
mainly
as
an
exhibition.
L
Space,
museum
gallery,
classroom
and
outreach,
but
we're
going
to
be
able
to
work
with
them
and
obviously
in
preservation
of
this
historic
landmark
and
the
goal
we
were
formed
was
was
to
actually
become
an
official
district
and
be
recognized
by
the
texas
commission
of
the
arts
in
conjunction
with
48
other
districts
in
texas,
the
application
we
submitted
last
year
and
we
will
submit
again
here
on
june
15th.
These
are
a
couple
pages.
It's
about
a
90
to
100
page
application.

This
is
kind
of
a
highlight,
but
the
cultural
district
actually
attracts
around
940
000
visitors
go
through
our
district,
not
that
all
of
them
are
entertained
by
the
district,
but
we
have
the
potential
to
bring
them
in.
Obviously,
you
see
our
collection
of
murals
and
museums
and
galleries
growing.

We
had
a
have
a
lot
of
nightlife
venues,
festivals
and
events.
We're
nearing
30.
We've
got
natural
parks
and
plazas
and
other
things,
so
we've
kind
of
got
a
a
lot,
but
we
also
know
that
we've
got
38
poverty
rate
and
we
have
a
low
median
income.
So
those
are
challenges
that
our
nonprofits
have
to
deal
with
daily
and
just
to
reinforce
what
the
cultural
district
is.
It's
actually
three
distinct
areas,
and
when
we
were
talking
as
a
steering
committee,
we
really
wanted
to
be
as
inclusive
as
possible.

So
this
does
include
three
areas,
which
is
el
centro,
the
downtown
fort
mac,
fort
mcintosh
and
laredo
college,
and
then
the
40
or
so
blocks
of
avenida
san
bernardo
and
el
centro
is
the
94
square
blocks
of
downtown.
So
it's
our
historic
building
assets,
the
non-profits,
the
hotels,
the
terrestrial
park,
and
it
has
the
three
largest
events
that
we
have
in
laredo
and
I'm
not
going
to
give
you
a
quiz
and
ask
if
you
know
which
ones
they
are,
I'm
going
to
tell
you.

Fort
mac
is
the
college
loreto
college
campus,
also
the
historic
fort
it
hoses
our
environmental
center,
the
paso
del
india
nature
trail
as
well
as
the
lamar
bruni
regatta
science
center.
So
it
has
those
assets,
and
then
we
also
have
the
fine
arts
with
the
guadalupe
and
lilly
martinez
theater
and
the
visual
arts
gallery
there
on
the
campus
and
last
but
not
least,
we
have
avenida
san
bernardo.
It's
about
40
blocks
from
octazuma
to
pace.

We
call
it
the
treasure
trove
of
fascination
because
it's
our
handcraft
artisans
food
and
entertainment,
but
you
can
see
with
all
these
three
districts.
We
really
have
had
it
all
here
in
laredo,
and
so
when
we
sent
the
application
to
the
commission
of
the
arts,
we
had
a
very
strong
showing
there
were
10
districts
that
presented
last
year
and
we
placed
six
out
of
ten.
So
I
like
to
call
us
heartbreakingly
julio.

I
will
agree
we're
like
first
loser,
but
we
were
next
in
line
to
get
the
district,
so
we
know
that
when
we
go
for
it
again,
we'll
be
right
there,
the
districts
that
they
awarded
last
year,
a
lot
of
them,
had
to
do
with
social
equity
and
black
lives
matter.
So
a
lot
of
them
went
to
the
third
and
fifth
ward
of
houston,
deep,
lm
dallas,
fort
worth
south
side
and
austin
red
river.

We
did
receive
their
comments,
so
this
chart
here
on
the
left
and
right
basically
shows
how
we
scored
in
in
regarding
our
cultural
district,
and
you
can
tell
that
they
judged
us
based
on
artistic
quality
on
our
capability
and
our
impact.
So
the
green,
when
you
look
at
the
pie,
charts
on
the
right,
the
green
is
the
things
that
we're
excellent
at
the
average.
Things
are
right
there
in
the
middle
and
the
pink
are
things
we
definitely
have
to
work
on.

So
the
highlights
from
those
items
were
one
we
have
to
work
on.
Our
events
and
artistic
promotion-
we
just
have
to
make
that
a
priority
to
the
walkability
and
accessibility
of
the
district.
You
know
we
have
to
make
it
easy
for
people
to
come
visit
to
park
to
walk
to
get
around
to
enjoy,
and
third,
we
need
cultural
district
signage.
We
need
to
let
them
know
that
we're
there
and
we're
busy
and
we're
visible
and
then
the
other
things
that
we're
more
average
just
more
meaningful
involvement
of
our
artists.

You
know
our
artists
are
probably
they're
there,
but
they're
kind
of
lurking
in
the
background,
so
we
just
we
have
to
bring
them
to
a
prominent
place
and
give
them
a
position
to
quality
programming,
continue
to
improve
that
and
obviously
budgets
on
programming
and
marketing.
So
those
are
the
things
that
we're
going
to
be
working
working
on
as
we
move
forward
as
a
district,
but
I'll
assure
you
here,
I'm
wrapping
up,
but
the
pandemic
didn't
stop
the
arts
in
the
district.
I
highlighted
a
few
things
that
happened.

all
probably
know
because
we
all
are
passionate
about
the
arts,
but
the
the
birding
festival
went
virtual.
Both
the
arts,
competition
and
the
birding
laredo
college
hosted
its
kova
drive-in
musical.
We
know
that
there
were
a
lot
of
murals
political
ones
and
non-political
ones
that
were
done.
The
theater
guild
had
a
couple
of
virtual
performances
and
we
know
that
our
beer
gardens
were
all
bringing
a
lot
of
artisans
and
you
know
pop-up
shops
to
their
places.

So
you
know
that
we
really
kept
on
going,
which
is
a
which
is
a
sign
for
longevity
and
strength
in
our
district
and
then
I'll
just
kind
of
update
you,
our
project,
that
we're
working
on
right
now
with
the
laredo
center
for
the
arts
we're
working
throughout
the
summer
and
we're
calling
it
knit
feety.
It
is
yarn
bombing,
but
we've
already
started,
and
we
have
lots
of
ojos
dios
god's
eyes
that
the
students
are
making
from
nixon
high
school.

had
a
work
session
at
laredo
center
for
the
arts
we
had
from
three
years
old
to
teenagers,
show
up
so
we're
making
those
we've
got
meeting
groups.
I
think
there's
knit
and
wit
a
tamiyu
a
group,
that's
contributing
and
we're
just
going
to
continue
on
through
the
summer
and
hope
that
by
fall
we
can
start
installing
that,
in
the
plaza
around
laredo
center
for
the
arts.
So
with
that,
I'm
sorry
my
computer
wasn't
cooperating.
But

these

issues
that
I
don't
think
some
of
our
councilmen
actually
know
that
are
happening.
The
importance
that
there
is
to
be
able
to
help
the
youth
of
laredo
to
be
able
to
understand
yours
a
little
bit
better,

I
mean
right,
was
mentioning
