Description
Fine Arts and Culture Commission Meeting 022521
A
Now,
let's
call
this
meeting
quarter,
we
are
sent
the
minutes
from
the
last
meeting
until
everybody's
read
those
do
we
promotion
to
accept
the
minutes.
A
All
right,
we
need
everybody
in
favor,
hi.
B
C
Okay,
we'll
just
let
can
we
let
angie
call
the
roll
okay.
A
C
Yes,
sir,
officially
it'll
it'll
be
official
on
monday.
E
E
A
Okay,
okay,
so
can
we
do
try
to
believe
everybody
find
a
flag.
F
F
A
C
On
the
communication
scale,
I
just
want
to
update
on
the
situation
of
the
members.
Okay,
yes
for
council
member
vanessa
perez
district,
seven
pablo
sabran
flores
has
already
been
approved
by
city
council.
He
is
replacing
gail.
C
He
was
scheduled,
as
I
said,
to
take
the
oath
last
tuesday,
but
that
was
postponed.
There
was
no
power
electricity
right,
a
city
hall,
councilman
ruben
gutierrez
for
district
five
has
appointed,
miss
rosie
santos
and
she
is
replacing
mr
armando
lopez.
C
Councilman.
Martin
martinez
is
appointing
gail
and
she's
already
been
approved
by
city
council
and
she
is
replacing
miss
angie
moore,
councilman,
mercurial
martinez.
District
3
will
be
appointing
armando
lopez
at
the
next
city
council
meeting,
which
is
on
monday.
C
I
know
that
officially
alisa
sigarua
has
not
appointed
anybody.
Maybe
it'll
be
on
the
agenda
this
monday.
Okay
and
that's
my
update.
A
Okay,
so
here
we
are
for
right
now,
reports.
A
Okay,
do
we
have
staff
reports
or
are
there
more
communications
and
announcements?
Not
at
this
time?
Okay,
staff
reports.
C
We
have
with
us
today
giving
a
staff
report
keep
laredo
beautiful,
grant
application
through
the
national
and
endowment
for
the
arts,
of
course,
miss
blasita
lopez,
kob
and
miss
lucia
macias.
Who
is
the
tamiu
intern
with
klb
and
they're,
going
to
be
doing
a
presentation.
G
A
We
probably
need
to
mute
our
mics,
so
maybe
it
sounds
better
right.
Thank
you.
Nadia.
We
probably
need
to
mute
right.
G
D
G
And
we
applied
using
a
a
current
commission
that
we
have,
and
if
you
recall,
we
made
a
presentation
about
three
awards
that
the
fine
arts
and
culture
commission
had
helped
us
to
make
back
in
well,
we
started
in
july
with
the
call
for
artists.
Oh
I'm
sorry,
this
is
lucy's
part
yeah,
I'm
sorry!
Sorry,
I'm
so
sorry,
lucy
take
it
from
there.
H
Okay,
hello,
my
name
is
luciano,
so
we
just
wanted
to
give
a
little
background
on
the
piece
that
we're
gonna
be
the
that
inspired
the
grant
proposal.
Basically
so
the
image
right
here
that
is,
the
initial
design
that
was
submitted
by
ms
lisia
nojosa.
She
is
one
of
the
artists
that
were
selected
for
the
call
for
artists.
She
was
one
of
the
three
that
were
that
were
selected
by
our
jury
members.
H
There
were
total
five,
so
we
did
have
two
from
this
commission
and
we
had
three
from
keep
dorito
beautiful.
So
the
whole
point
of
the
of
the
call
for
artists.
We
were
looking
for
artists
that
submitted
an
environmentally
conscious
public
art
installation
in
north
central
park.
More
specifically,
we
were
hoping
that
they
would
that
they
would
develop
a
piece
that
would
kind
of
speak
to
people
and
that
would
inspire
them
to
take
care
of
our
waterways.
H
H
In
the
name,
the
lady
of
the
water,
you
can
see
she's
kind
of
like
a
regal
commanding
figure,
she's,
feeding
water
to
the
public
and
she's,
giving
life
and
water
to
the
community
around
her,
and
so
she
was
selected
and
so
right
now.
She
is
currently
on
commission
with
the
city
of
laredo,
and
so
we
just
thought
that
this
was
the
perfect
piece
for
us
to
to
use
for
this
grant
proposal.
G
Those
of
you
that
are
familiar
with
the
history
of
how
the
commission
was
created.
There
was
an
ordinance
that
established
the
commission
for
a
very
specific
purpose
in
2017
and
that
actually,
that
vehicle
and
that
action
that
the
city
took
those
years
ago
actually
helped
us
qualify
and
meet
all
of
the
requirements
of
the
grant.
G
I
guess
guidelines
that
are
set
forth
through
nea,
so
keep
laredo
beautiful,
authored
it.
I
talked
to
maria
a
lot
through
the
whole
process
and
got
a
lot
of
information
from
her
and
angie
sent
me
minutes
from
several
years
of
the
commission's
deliberations
and
all
of
the
history
basically
helped
us
also
to
qualify.
G
The
grant
requires
there
to
be
three
years
of
programmatic
history,
and
so
we
recapped
all
of
that
in
the
grant
application
and
then
keep
loredo
beautiful,
because
we
came
to
you
a
couple
of
years
ago
and
said
we'd
like
to
be
your
partner
is
named
as
a
key
committed
partner,
along
with
several
other
departments
in
the
application,
and
I
just
submitted
it
on
tuesday,
and
it
was
a
a
sigh
of
relief
when
I
hit
submit
on
that
on
that
applicant
portal.
G
We
requested
twenty
thousand
two
hundred
from
the
nea
with
an
equal
match
from
the
city
of
laredo
and
that
match
will
come
from
the
environmental
services
department,
keep
loreto
beautiful
parks
and
recreation
department,
and
then
council
member,
dr
martin
martinez,
was
sort
of
the
driving
force
behind
all
of
this.
He
spoke
to
my
boss,
john
porter,
and
he
said:
could
we
do
something
with
the
nea
for
north
central
park
and
because
we
had
already
these
other
commissions,
the
two
murals?
G
If
we're
able
to
get
the
grant
and
having
her
create
other
sculptures
that
we
can
place
throughout
the
park
and
create
a
sculpture
garden
in
that
park.
And
so
that
was
the
idea
that
he
evolved
from
a
discussion
with
the
council
member
and
that
I
created
and
squished
into
very
small
little
pieces
in
this
grant
application.
The
grant
application
really
limited
how
much
we
could
write
when
we
were
describing
the
project,
the
community
service
aspect
of
the
project,
the
idea
and
the
environmental
aspect
of
it.
G
G
As
you
know,
we
just
recently
installed
two
murals
at
north
central
park
and
we
are
well
on
our
way
to
installing
the
sculpture,
which
is
going
to
be
located
just
south
of
sunny
seasonal
parkway
across
the
street,
from
gold's
gym
right
next
to
the
restaurant
ring
daddies
we're
gonna,
be
using
part
of
the
creek
bank
there
to
install
this
statue
and
it'll
sit
on
a
three
foot
pedestal.
G
A
G
Yeah,
it's
a
learning
process
for
sure
and
I'm
really
glad
to
be
able
to
learn
from
it
and
be
exposed
to
it
and
and
know
more
about
what
these
agencies
look
for.
In
order
to
invest
in
communities
like
ours.
A
Okay,
so
then
we're
moving
on
to
our
staff
reports.
We
have
an
update
on
the
public
arts
master
plan.
C
The
contract
has
been
finalized
by
the
city
attorney
and
it
has
been
signed
by
up
art
studio,
the
the
contractor.
It
is
now
in
city
manager's
office,
waiting
for
a
final
signature.
I
B
I
have
a
quick
question:
this
is
for
blasita.
Is
she
still
there?
Is
she
still
there?
Yes,
I'm
here.
I
love
that
idea.
I
love
that
sculpture.
Is
there
any
possibility
that
in
the
future
it
could
also
extend
to
the
other
creeks,
because
I
saw
it
was
just
from
another
street.
G
I
think
there's
any
possibility,
is
you
know
open
there,
madam
chair,
if
you
don't
mind,
I
direct
my
answer
to
miss
santos
sure,
there's
definitely
possibilities
for
being
able
to
do
other
works
and
sculptural
works
like
that.
This
is
the
first
time
I
think
the
city
of
laredo
commissions
through
keep
laredo
beautiful
and
environmentally.
G
You
know,
I
guess
themed
type
of
piece
like
this.
We've
obviously
commissioned
other
sculptures,
but
this
one's
obviously
very
different
from
some
of
those
others
that
have
been
done
in
the
past
and
in
that
sense,
perhaps
a
little
more
affordable.
Our
current
commission,
with
lizzie
inojosa,
is
in
the
neighborhood
of
about
twenty
thousand
dollars.
G
I
believe
that's
a
feasible
investment
that
could
be
repeated
in
in
other
parts
and
and
definitely
along
other
watersheds,
and
that's
that's.
If
you
will
our
wheelhouse,
we
have
to
bring
that's
part
of
our
job
here
at
environmental
services
and
people
who
know
beautiful
to
bring
awareness
to
the
public
about
stewardship
and
obviously
taking
care
of
our
of
our
drainage
infrastructure,
our
creeks
and
waterways.
G
Is
using
a
certain
steel
and
she
she
has
like
the
caliber
of
the
metal
listed
in
her
specifications.
G
J
If
can,
is
it
possible?
Certainly,
you
can
just
start
my
video.
Is
it
possible
that
I'm
sorry
I've
got
to
watch
it?
Look
in
this
one
now
you
could
just
share
the
the
sculpture
again
on
screen.
It's.
I
think
it's
really
pretty.
A
A
Okay
right
so
when
rosie
mentions,
like
other
sculptures
and
other
sites,
I
mean,
maybe
that
could
also
be
a
call
to
artists
for
just
so
that
we
could
have
a
variety
I
mean
I
don't
know
who
that
would
be
going
through,
but
maybe
us,
maybe
our
commission
or
maybe
speaking
with
the
different
board
members
I
don't
know
but
yeah
it
would
be
nice
to
bring
in
more
artists.
You
know
from
around
the
city
and
stuff.
I
think
I
love
to
be
inclusive.
As
with
as
many
people
as
possible.
F
I
I
would
love
to
see
one
a
sculpture
like
this
at
the
dolce
park
on
the
banks
of
the
rio
grande.
Yes,
I
think
it
would
be
beautiful
if
you
have
something
there
that
folks
need
to
protect
our
water.
Yes,.
A
I
mean
maybe
that's
something
that
that
once
the
the
master
plan
and
the
organization
that
is
putting
together
the
master
plan-
maybe
that
is
something
that
would
come
up
in
discussion
because
they
are
going
to
come
up
with
a
master
plan
for
the
city
right,
not
just
certain
areas,
but
I
think
that-
and
I
I
assume,
we'll
have
some
input
as
as
an
organization
with
them
or
interact
be
able
to
interact
with
them.
So
I
think
we
have
a
lot
of
good
ideas
that
we
could
propose
to
that.
G
Yeah
I
agree,
and
I've
already
told
maria,
that
cheap
florida
beautiful
would
really
like
to
be
a
part
of
that
master
plan
as
considered
a
stakeholder
in
in
that
as
well.
So
we'll
we'll
be
right
there
next
to
you,
hopefully.
B
La
sita
and
in
your
copper
artist,
do
you
require
that
they
use
like
environmentally
friendly
materials,
also
for
the
sculptures.
G
That
was
not
a
part
of
the
call
for
artists.
We
left
the
materials
and
the
type
of
media
completely
opened
to
the
artist.
B
I
I
think
any
sculpture
that
is
participating
that
knows
that
that
the
sculpture
is
going
to
be
outdoors,
we'll
have
to
understand
that
it
has
to
be
a
durable
type
of
yeah
of
materials
that
are
going
to
be
used.
There
were
some
presentations
of
that
group
that
many
of
us
considered
that
it
was
not
proper
for
for
the
durability
of
of
the
sculpture
that
was
placed
in
there.
So.
I
H
A
I
just
think
the
more
we
do,
this,
the
more
there
are,
the
more
they're
called
to
artists
for
whatever
reason
in
laredo,
I
think
the
more
the
more
you
open
it
up
to
a
variety
of
artists
and
and
ideas
that
you're
going
to
get
much
and
more
more
response.
You
know
as
we
go
along
and
and
more
people
will
get
involved
and
there's
a
lot
of
people
out
there.
I
Is
an
important
part
to
take
into
consideration
that
as
a
as
a
community
group
that
we
are
for
the
city
of
orlando,
that
we
give
everyone
in
the
radio
an
opportunity
to
be
able
to
show
their
channels
and
for
them
to
be
selected?
If
that
is
the
piece
that
you
know
that
it
is
voted
upon,
so
I
think
that
that
is
a
very
important
thing
for
us
to
to
make
sure
that
we
continue
to
do.
I.
D
A
Anything
else
group
any
more
questions
or
comments.
Okay,
we
did
discuss
the
public
master
plan
right.
Maria,
yes,
are
we
finished?
Are
we
finished
with
that?
Okay?
Yes!
For
now,
then,
moving
on
to
the
update
on
the
laredo
call
it
laureate
program.
C
In
your
packet
that
was
sent
to
you
are
copies
of
flyers.
This
rosa
maria
diano
has
hit
the
ground
running.
She's
already
done
a
program
for
valentine's
day
and
her
next
program.
Of
course,
virtual
is
international
women's
day.
C
One
of
the
flyers
has
programs
until
october
5th
she's,
going
to
practically
be
doing
one
every
every
month.
That's
amazing!
I
love
that.
H
C
Well,
right
now
they
are
being
done
virtually
so
she's
doing
it
from
home,
and
I
do
have
a
staff
member
she's
joining
us
today,
roxanne
garza,
who
is
kind
of
the
the
technical
person
that
that
the
host
for
the
meeting,
but
it
is
ms
dejano,
that's
conducting
it.
I
believe
she
had
over
15.
A
C
If
they
want
to
learn,
if
they've
never
done
it
before
or
even
if
they
they've
already,
but
during
the
workshop
afterwards,
several
several
other
participants
got
to
read
a
poem
that
they
wrote.
A
C
A
That
something
with
her
her
and
her
attendees.
C
It's
in
april
and
and
she
does
have
a
program
there
and
right
now
we
have
a
a
regular
poetry
contest
that
mr
lopez
was
talking
about
and
so
she'll
be
a
guest
in
that
program.
Last
year
we
did
have
to
do
it
virtually
so
we
had
the
students
or
the
winners
reading
their
their
poems
and
sending
them
in,
and
we
put
together
a
little
video
so
we'll
have
her
also
as
a
special
guest.
That's.
F
Maria,
what
is
the
possibility
that
we
could
have
a
tabloid
in
the
newspaper
where
we
highlight
all
these
poems
by
community
members?
I
think
that
would
be
something
that
we
we
would
benefit
as
a
community
would
benefit
from,
but
I
don't
know
how
it
works.
Would
they
have
to
be.
C
E
E
Valerie
godinez
is
the
editor
now
of
the
vino
magazine
and
she
has
been
monthly
publishing,
poetry,
just
like
the
spanish
section
has,
and
so
I
I
believe
that
they
would
be
super
willing
to
to
work
with
us
on
something
like
that.
Maybe
even
publish
the
winning
poems
for
the
poetry
contest
that
we
have
in
april.
F
E
So
I
once
I
get
on
I'll
approach
her
and
we
can
start
going
there.
Of
course.
Obviously
they
there
has
to
be
a
a
portion
of.
They
have
to
be
able
to
generate
enough
income
to
to
print
it,
and
so
they
are.
They
will
approach
the
city
for
what
they
call
support,
ads
and
other
things
like
that,
but
I'm
sure
that
they're
they're
they
are
very
they
are.
Both.
E
Women
have
been
very
interested
in
in
publishing
the
poetry
and
sharing
the
poetry
of
of
the
different
writing
groups
that
are
out
there
and
that's
where,
where
rosa
marielle
works
real
well,
because
she
reads
in
all
of
the
groups,
you
know:
there's
love
water,
slam,
laredo
right
now,
just
different
groups
and
she
is
kind
of
the
liaison,
which
is
what
what
a
poet
laureate
is
going
to
do.
E
And
then,
of
course,
all
of
the
the
excitement
generated
by
the
poet
at
the
inaugural
has
some
of
our
poets
are
receiving
requests
to
go
present.
This
is.
E
We
do
at
laredo
water
slam,
so
it's
it's
a
really
great
time
for
poetry
and
rosa
maria
is
the
perfect
person
for
that.
So
I
I
will
once
I
get
on
I'll.
I
mean
I
can
start
reaching
out
before
then,
but
once
I
get
out,
I
can
maybe
get
on
the
agenda
and
give
you
a
report
about.
J
A
Yeah,
we
can't
forget
that
we
actually
have
a
lot
of
poets
here
in
laredo
who,
who
are
still
meeting
virtually
and
writing
poetry
and
doing
their
slams
and
together,
but
they
are
still
out
there,
and
this
is
really
great.
I
agree.
The
amanda
gorman
phenomena
that
happened
at
the
inauguration
was
amazing.
That
wow
I
mean
the
words
it's
just
mind-boggling
breathtaking.
It
was
so.
J
Lopez,
we'll
have
to
get
our
acts
together
and
get
all
of
the
musicians
mobilized
that
we
can
launch
our
composition
competitions
because
the
music
is
fading.
At
this
point,
it's
the
poets
are
taking
over
the
artists.
J
A
You
know
we're
getting
off
track
here,
but
the
the
loretta
orchestra
used
to
have
a
competition
for
soloists
and.
J
You
know
an
official
announcement
about
brendan's
fans,
so
I
think
it's
it's
all
in
a
you
know,
sort
of
I
think
in
a
like
pandemic
estate
or
state
at
the
moment,
wait
to
see
that
all
of
the
you
know
when
the
concerts
and
everything
resumes
that
we
can
have
real
time
audience,
participation
and
everything
you
know
to
take
it
forward
and
to
see
how
the
future
of
the
orchestra
is
going
to
be.
A
Do
dr
brendan
fraser
brendan
thompson
was
passed
away,
and
so
I
know
that
that's
a
really
sad
thing
that
happened
and
very
unexpected,
and
I
know
that
they'll
probably
have
to
figure
out
a
way
to
bring
in
somebody
else
and
move
forward
with
that.
So.
J
I
But
as
far
as
music,
I
agree
with
you,
but
I
think
we
talked
about
it
prior
to
the
pandemia
that
we
wanted
to
be
able
to
continue
with
something
similar
to
what
happened.
When
george
was
here
yeah
to
have
you
know
a
small
congregation.
J
That
we
absolutely,
I
think,
also
with
the
movement
that
we've
had
on
the
cultural
district.
The
fact
that
it's
not
acknowledged
or
it
has
been
registered
as
they
called
the
lorraine.
I
Cultural,
the
cultural
district
that
that
we've
been
working
on
was
not
given
the
chance
to
participates
in
last
year.
Yeah,
but
talisa
went
ahead
and
we
we
received
already
the
what
is
it
the
501
that
we
needed
to
have,
and
we
sent
already
the
letter
of
intention
to
be
able
to
be
considered
for
for
this
coming
year.
Also,
yeah.
J
I
Still
a
going
process
that
you
know
we
have
to
wait
to
see
when
they
decide
to
do
it
and
of
course,
hopefully
this
happens.
I
F
J
A
Know
this
includes
I,
I
guess
what
we're
meant
to
oversee.
We
started
out,
obviously
with
murals
and
and
art
projects
and
and
paintings,
and
but
I
think
it
is
meant
to
be
all-encompassing
and
and
once
we
get
like
with
the
the
plan
for
the
city,
I
think
we'll
probably
have
more
direction
in
what
we
can
and
can't
do
or
what
we
can
bring
to
the
city
as
a
whole.
With
the
group
so
yeah,
I
mean,
of
course,
we've
always
said
from
the
beginning.
A
F
A
C
In
your
package,
you
have
you,
you
did
have
pictures
of
the
second
of
the
three
kob
art
projects
in
north
central
park.
The
second
one
has
been
done,
and
that
was
a
mural
by
francisco
farias
right.
That's
that's
one
where
they're
working
on
it
and
it
is
complete.
C
You
see
the
other
one.
Wasn't
the
other
one
complete
that
the
other
ones
yeah.
Yes,
we
did.
We
did
discuss
that
at
the
last
meeting.
Yes,
okay,
that
that's
it
that's
the
one
that
yeah
yeah
and
then
I
just
wanted
to
let
you
know-
and
this
was
just
this
past
monday-
that
city
council
did
approve
two
more
mural
agreements.
I'm
sorry,
I
don't
have
renderings.
It
was
an
item
under
the
parks
department.
C
I
did
ask
for
maybe
some
renderings,
but
one
of
the
artists
that
got
awarded
was
carlos
ramirez
jr
and
he's
doing
business
as
sketch
83
media.
He
was
approved
for
900.
to
do
a
mural
at
the
sisters
of
mercy
water
park,
and
this
is
using
the
funding
of
district
two
from
the
public
arts
allocation.
C
I
believe
that's
miss
councilman,
vidal
rodriguez
and
the
second
was
was
antonio
briones
and
his
is
a
a
mural
in
tribute
to
the
carriso
native
americans,
and
this
is
in
district
four
and
that's
in
the
inner
city
pool
area.
I
did
reach
out
to
parks
and
ask
for
maybe
renderings
or
some
more
details
on
it.
Hopefully
I'll
be
able
to
bring
that
to
you
at
the
next
meeting.
A
C
Yes,
that
was
messy,
I
think,
at
the
time
it
was
councilman
bali
when
she
she
presented
to
the
commission
yeah.
A
I'm
gonna
tell
her
that,
because
she's
a
friend
of
mine,
I'm
going
to
tell
her
that,
but
I
know
she
was
going
to
contact
alyssa
about
the
mural.
So,
but
thank
you
for
mentioning
that
julio
I'm
going
to
let
her
know,
I'm
not
sure
what
hours
they
have
there.
You
know
if
it's
regular
hours
or
what,
but
I
did,
I
did
think
they
had
a
staff
so
I'll.
Let
her
know.
C
Yes,
I
I
believe
that
the
final
contract
it
has
been
signed
by
by
up
art
studio.
Already
it's
gone
through
the
the
legal
department.
It
is
at
city
managers
for
the
final
signature.
D
A
I
guess
we
are
done
for
today.
Do
I
hear
a
motion
to
adjourn.
I
C
Yes,
it
is
scheduled
if
we're
back
on
track.
As
you
know,
we
had
to
cancel
last
week,
so
the
next
meeting
is
scheduled
for
march
18th
at
5,
30,
again
of
course
again
via
webex,
okay,.
