we
go
ahead
and
do
the

I
think
this
week

minutes

the
meeting
of
december
16
2021.

really
we
have
an
update
on
the
laredo
public
arts
master
plan
and
before
we
get
started,
I
just
want
to
congratulate
everybody
for
the
fine
work.
I
I
was
able
to
attend
the
presentation
and
I
didn't
get
to
attend
the
city
council
meeting
but,
as
we
all
know
it,
it
was
passed
so
I'll
yield
to
whoever's
presenting
at
this
point
on
the
update.

the
meeting

So
we,
as
all
of
you,
saw
well,
we
had
the
town
hall
meeting
and
then,
after
that
we
had
the
presentation
at
council.
Eliaquiles
was
there.
She
did
the
presentation
before
council
of
the
public
arts
master
plan
and
it
it
was
approved
by
council.

The
overall
approach
and
the
different
perspectives
that
the
council
member
had
were
addressed
during
the
presentation,
and
so
now
the
next
step
is
we're
going
to
counsel
again
on
february,
the
7th
to
take
the
extension
of
the
contract
for
up
art
studio
for
the
next
six
months,
so
that
we
can
implement
start
implementing
the
program.

One
of
the
key
objectives
of
this
is
that
we
don't
have
a
plan
that
is
just
on
a
shelf,
but
that
we
have
quick
actions
and
we
can
start
implementing
things
right
away,
and
so
this
is
this
is
the
the
objective
with
extending
the
contract
up
with
up
art
studio
and
also
the
idea
is
to
based
on
the
recommendations
of
management
and
counselors,
to
start
looking
for
a
position
for
a
public
arts
master,
a
public
arts
management
manager
position
here.

want

make
sure
those
those
two
elements
happen
at
the
same
time
that
we
still
have
that
contract
with
upward
studio,
and
we
have
this
person
coming
on
board
so
that
we
can
have
a
transition
and
who's
who
better

What's
in

master
plan
than
the
the
the
consultant,
and
so
those
are
the
next
steps
again
february
7th
we're
going
to
go
to
council
with
the
approval
for
the
extension.

the
recommendation
of
management
and
we're
moving

on
the

kind

look

the
areas
where
we
talk

Several

places

give
recommendations
on
how
the
commission
should
move
forward,
and
so
what
I
did,
for
example,
is
when
I
was
kind
of
like
trying
to
review
and
refresh
my
memory
on
all
of
the
duties
of
the
commission.

the

culture,
commission
and
all
the
instances
came
up
and
where
it's
mentioned
so
I
would
just
encourage
you
guys
to
you
know,
start
familiarizing
yourself
with
the
recommendations
and

content

there,

that
at
the
next
meeting
you
know
if
everything
goes
according
to
plan
and
the
contract
extension
gets
made,
then
we
can
start
working
on
some
of
those
items.

is
a

members
thought

we
don't
really

say

explaining
to
them
that
they
do
have
a
say
in
the
process.

other
concerns?

think
one
of
them
was
going
to.

pretty
standard

and
also
it
sounded,
like
the

think
the
city
manager
said
that
that
was
a
standard
number.

that
was
another
concern
that
oh
well
there's
going
to
be
projects
that
are
less
than
50
000
all
the
time,
and
so
I
explained
to
them
that
well,
if
they're
involved
in
the
planning
process
at
the
beginning
of
the
fiscal
year,
then
they're
the
ones
that
are
really
kind
of
helping
to
decide
what
are
the
projects
that
are
going
to
have
that
are
going
to
have
opportunities
right,
so
they
themselves
are
going
to
really
be
the
ones
to
say
hey.
This
is
a
50
000.

Why
do
we
need
a
person?
It
can
just
be
any
coordinator
and
I'm
like
it
cannot
just
be
any
person.
It
has
to
be
somebody
who
has
the
some
knowledge,
or
at
least
the
desire
to
have
the
knowledge
of
how
to
run
a
public
art
program.
It's
not
just
hey
any
coordinator
can
do
it.
That's
not
really
the
point
of
it
so
kind
of
explaining
that
as
well.

They
were
also
very
concerned
about
what
what
they're
going
to
get.
I
mean
that
their
their
individual
area
was
not
going
to
be
overseen.

Also,
the
fact
when
martin
said
that
you
know
we
could
even
take
into
consideration
doing
some
spectacular
art
piece
in
which
we
can
get
money
from
each
individual,
and
there
was
some
resistance
from
that
too.
In
other
words,
they
don't
want
to
share
the
funds
among
each
other.
They
want
their
own
and
that's
it.
They
don't
want
anything
else.

At
a
very,
very
good
point,
you
know
to
be
able
to
use
everybody's
money,
not
all
of
it,
but
some
of
it
in
order
to
be
able
to
do
something
outstanding
in
the
center
of
laredo
or
somewhere
in
the
vicinity.
That's
I
thought
that
was
a
very
good
point,
but
once
again
everybody
wants
their
own.
They
don't
want
to
share.

Yeah,
I
think
some
of
the
a
couple
of
the
council
members
are,
you
know
strong
advocates
for
their
districts
and
in
the
past
they
feel
like
they
have
been
overlooked.

lot
for
projects
for
art
projects.
I
heard
that
one
specific
complaint
that
oh
well,
when
the
commission
was
selecting
projects
they
never
put
any
in
south
laredo,
and
you
know,
of
course
we
know
that.
That's
because
there
really
weren't
that
many
projects
that
you
all
had
a
hand
in,
so
there
wasn't
an
opportunity
for
that.

But
you
know
they,
so
they
some
of
them
are
a
little
impatient
and
they
want
they
want
to
be.
They
want
to
feel
like,
I
guess,
they're
being
treated
fairly
and
they
want
their
constituents
to
feel
like
they're
being
treated
fairly.

And
you
know,
and
some
of
that
can
work
backwards,
in
other
words
they
could
put
in.
They
could
implement
regulations
on
new
subdivisions
or
subdivisions
in
their
district
that
require
a
public
art
space,
and
that
way
there
would
be
public
art
put
in
there
de
facto,
but
a
lot
of
times.
You
know
developers
don't
want
to
have
to
make
that
extra
expense
to
you
know
to
dedicate
a
portion
of
the
development
to
something
that's
com.

know,
and
that-
and
we
do
make
that
recommendation
in
the
plan-
that
you
know
that
they
should
put
something
in
there
for
private
developers,
because
that
idea
came
up
in
a
budget
in
a
bunch
of
the
interviews
with
the
council
members
that
we
did
interview
we
interviewed,
I
think
it
was
five
out
of
the
eight
and
everybody
mentioned
that
the
mayor
mentioned
it.

had
some
of
the
cultural
stakeholders
mention
it,
so
I
think
that
everybody
kind
of
agrees
that
that's
definitely
one
source
of
funding
that
should
be
that
should
be
looked
at
and
definitely
the
the
hot
funding
the
hot
funds
as
well
is
something
that
should
be
worked
on.
Hopefully,
in
this
first
year.
Hopefully,
the
city
is
able
to
help
move
that
forward,
because
then
that
provides
more
flexibility
for
projects,
more
flexibility
for
artists,
arts
organizations.

as
a
matter

fact
that
same
lady
was
got
also
a
approved
by
by
the
same
group
that
you

beautification
whatever

I'm

so
I
don't
worry
about
it,
but
she
was
actually
she
got
a

approval
to
be
able
to
paint
the
drainage
or
do
painting
on
the
drainages
in
order
to
be
able
to
excite
exhaust
people
that
you
know
to
keep
the
water
clean
and
to
prevent
bad
things
to
go
into
the
drainage.

met
them
when
they
were
doing
one
of
those
paintings
in
the
the
park.
That
is
here
on
close
to
me,
and
I
was
able
to
see
that
she
had
her
her
two
kids,
our
three
kids
were
doing
the
paintings
and
they've
been
doing
it
in
every
part.
They've
been
doing
one
of
those
paintings
on
top
of
the
the
drainage
capped.
So
it
was
pretty
interesting
that
she's
taking
taking
the
time
to
do
that.

besides
that,
so
yeah.
