Description
FINE ARTS & CULTURE COMMISSION MEETING 081921
A
A
B
A
In
all
right
next
before
you
you've
been
provided
by
email,
the
minutes
of
the
meeting
of
july
17
2021,
if
you've
all
had
an
opportunity
to
review
them.
Let
me
know-
and
if
you
haven't,
let's
take
a
couple
of
minutes
to
look
at
those
and
then
I'll
entertain
a
motion
to
approve
minutes.
A
Do
I
hear
a
motion
to
approve
the
minutes
of
the
meeting
of
july
17
2021?
I
know
somebody
approved
by
mr
mendes.
C
C
A
Opposition:
okay:
the
minutes
are
approved
now,
we'll
move
to
section
6
of
the
agenda,
communications
and
announcements
and.
D
D
A
lot
of
their
money
because
of
the
fact
that
the
main
leader
passed
away,
as
we
all
know
so
they
went
into
they're
telling
you
tried
to
go
into
the
office
that
they
had
before,
and
they
told
them
that
they
were
no
longer
space
for
them
in
there.
So
I
believe
that
they
have
been
able
to
secure
space
in
laredo
college,
but
the
main
problem
that
they
have
is
that
they
they're
trying
to
reorganize,
but
they
have
no
funding
for
what.
B
They
would
get
funding
through
third
party
funding.
I
did
call
the
community
development
who
takes
care
of
that
and
for
the
last
two
years
they
have
not
applied.
B
A
Are
they
a
501.
D
I
believe
so
yeah,
so
you
know
that's
that's
one
of
the
things
they're
trying
to
reorganize.
I
don't
know
how
many
of
the
people
that
were
in
the
original
board
are
no
longer
there
all
they
have
stopped
working
for
it,
so
they
wanted,
for
you,
know
for
the
city
to
understand
their
situation
and
they
do
want
to
continue
with
the
lpo
and
hopefully
begin
to
do
you
know
performances
as
soon
as
possible.
D
So
that's
one
of
the
things
you
know
that
I
wanted
for
everybody
to
be
aware
of,
and
also
to
get
some
information
that
I
can
take
to
them.
One
of
them
that
I
didn't
know
is
the
fact
that
you
know,
of
course,
for
the
last
two
years
there
haven't
been
anything
happening
because
of
the
that
london,
but
to
let
them
know
that
they
can
actually
go.
Where
would
they
have
to
go
to
be
able
to
get
themselves
reinstated
into.
B
Well,
applications
are
usually
due
by
aida,
and
that
would
be
with
community
development.
That's
where
the
third
party
funding
is
housed.
E
Edgar
campus
campaign,
yeah
he's
in
charge
of
third
party
funding.
A
I
I
don't,
I
don't
know
anything
about
their
structure
but,
like
any
other
non-profit,
they
probably
have
to
make
sure
they're
up
to
up
to
date
with
their
filings
with
the
federal
government
and
that
they.
B
D
Much
he
was,
I
know
that
for
a
while,
mr
carlos
luna
was
the
president,
and
I
know
that
he
worked
in
there
for
a
long
period
of
time.
I
guess
pretty
much
since
the
morning,
basically
stuck
so
it's,
but
I
don't
think
that
he's
in
town
either.
So
there's
a
lot
of
consideration.
D
I
told
them
to
talk
to
colleen
campbell
in
order
to
get
some
information,
because
they're
gonna
need
to
have
somebody
that
will
be
considered
the
director
of
the
group-
and
I
know
that
there's
a
lot
of
members
of
tamiyu
as
well
as
members
of
the
laredo
isd,
as
well
as
united
isd
that
were
part
of
the
orchestra
itself.
D
So
I
don't
know
if,
among
those
there
will
be
somebody
that
would
like
to
continue
with
a
philharmonic.
So
it's
something
to
to
take
into
consideration.
But
I.
C
D
Going
to
be
the
spearheading,
you
know
the
musical
aspect
of
it,
because
the
other
one
is
nothing
more
than
just
administrative,
but
they
need
to
have
somebody.
That's
going
to
be
able
to
group
the
members
of
the
philharmonic,
be
able
to
do
the
practices
and
and
actually
be
able
to
direct
the
music
that
is
going
to
be
played
as
well
as
the
themselves.
So
I.
B
D
F
D
But
I
think
that
they
have
already
taken
the
you
know:
the
recommendation
from
loretta
college,
which,
as
a
matter
of
fact,
because
it's
already
working
as
a
cultural
district,
so
they
had,
they
have
had
several
several
things
about
three
right.
We
started
with
the
music
right
rosie
that
that
there
were
people
playing
music
both
at
the
loretto
center
for
the
art
that
was
in
june,
and
also
at
casa,
ortiz
and
a
few
fridays
ago.
They
also
had
another
event
there,
so
it's
also
working
so.
C
B
And
also
mr
flores
wanted
to
to
speak
on.
B
C
C
C
F
We
are
yes,
yes,
okay,
sorry
about
that!
So
yeah!
I
just
wanted
to
talk
a
little
bit
of,
and
I
I
tried
to
see
if
we
could
put
this
in
the
agenda,
but
just
a
little
bit
just
to
get
you
guys
informed,
maybe
of
a
possibility
of
for
our
community
to
go
after
a
world
record
in
art
music.
Anything
really!
F
I
think
it's
about
130
000
square
feet
and
there's
also
one
for
the
largest
chalk,
painting
part
that
could
maybe
we
could
be
a
part
of
that
one
is
right,
now
holds
18
000
square
meters
and
so
there's
different
types
of
records.
So
I
I
I
was
thinking
about.
F
Maybe
if
we
could
as
a
I
guess,
our
arts
commission
maybe
get
more
information
from
guinness
on
how
we
could
apply
for
a
record
and
maybe
try
to
seek
out
with
the
art
studio
to
see,
maybe
if
there's
a
location
to
maybe
be
able
to
do
a
breaking
of
a
record
through
goodness.
So
it's
just
it's
an
idea
right
now
trying
to
see
if
there's
there's
interest
in
the
commission
to
go
after
something
like
this
and
which
is
why
they're
bringing
it.
A
I
guess
that
sounds
great.
I
I'm
sure
that
we
would
have
to
hear
some
specific
ideas,
maybe
of
the
one,
like
you
say,
the
ones
that
are
within
the
range
of
being
accomplished
and
then,
of
course
logistically,
you
know,
I
guess
the
issue
would
be
whether
we
would
be
able
to
expend
any
funds
on
it
ourselves
and
or
pay
our
artists
and
go
through
all
that
process
of
doing
that.
F
Right,
I
know
that
the
the
actual
application
can't
get
a
little
expensive,
but
there's
also
a
consultancy
through
guinness
that
we
could
try
to
pursue
so
that
they
could
guide
us
to
see
what
records
our
city
could
possibly
break.
F
F
You
know:
do
that
and
maybe
buy
some
chalk,
I
mean
it
could
be
very
simplistic
or
you
know,
like
the
the
really
extravagant
ones
which
is
like,
maybe
going
out
and
choosing
like
maybe
a
water
tank
or
a
bridge,
or
something
like
that
to
be
able
to
do
a
bigger,
bigger
record
for
art.
You
know
there
could
be
a
possibility,
so
I
just
figured.
I
think
this
would
be
a
good
idea
to
get
us.
F
You
know
there's
an
interest
here
for
us
to
maybe
try,
because
I
think
if
we
were
to
post
and
break
a
record,
I
think
one
it
would
be
a
great
accomplishment
for
obviously
it
would
bring
quite
a
bit
of
tourism.
I
I
would
think
where
you
would
see
the
actual
painting
or.
F
We
could
maybe
entertain
some
some
aspects
with
our
studio
if
it
was
possible.
A
C
A
B
C
A
So
we'll
so
then,
we'll
get
a
a
a
copy
of
the
report.
After
the
changes.
B
If
there's
some
changes,
we'll
give
you
the
amended
one,
the
updated
one
all.
A
Secondly,
is
the
update
on
the
public
arts
master
plan
by
art,
studio,
llc
and.
B
We
do
still
need
to
get
together
with
the
city's
pio
to
see
how
we're
going
to
approach
that
the
community
engagement
plan
is
it's
basically
spelling
out,
and
the
dates
are
wrong
because
that
we're
going
to
have
to
update
the
dates
the
because
we're
a
little
behind
on
that.
E
A
little
update
on
pio
they
will
have.
They
should
have
all
the
communication
elements
ready
by
next
week.
Okay,.
B
The
engagement
plan-
basically,
I
guess,
says
the
role
of
the
consultant
and
the
role
of
the
city
staff,
including
the
pio
and
then
the
the
activities
that
are
going
to
be
taking
place.
Of
course,
first
is
the
survey,
and
then
they
are
going
to
do
phone
interviews
with
stakeholders.
I
have
a
list
of
everybody
that
they're
working
on
stakeholders,
artists,
we're
still
trying
to
get
some
contact
information
for
from
some
of
the
organizations
and
the
artists.
B
G
Everybody
I'm
catherine
quaker
and
I'm
representing
upward
studio
today,
no
one
eleanor
actually
on
a
plane
at
the
moment.
G
G
We
really
hope
all
the
commissioners
can
attend
and
let
members
of
the
community
will
also
attend
this
meeting
properly,
virtually
and
possibly
even
invite
other
commissioners
that
might
be
interested
from
other
commissions,
and
so
this
will
become
like
a
special
engagement
opportunity
for
you
all
that
will
amplify
what
kinds
of
questions
we're
asking
through
this
survey,
which
we
hope
you
all
are
one
of
the
very
first
people
to
take
when
it's
released
next
week
and
we're
really
asking
all
of
you
to
help
get
the
word
out
about
it,
help
distribute
it.
G
The
organization
that
you
represent.
If
you
can
help
put
something
on
your
social
media
feed
and
your
newsletter,
you
know
you
each
kind
of
have
a
unique
community
that
you
can
help
get
the
word
out
too,
and
we
really
want
to
have
you
know.
Thousands
of
people
fill
out
this
survey
just
to
be
sure
that
this
public
art
plan
really
does
reflect
community
preferences
and
then
we'll
also
be
doing
the
one-on-one
interviews.
G
As
she
was
saying,
and
then
the
commission
meeting
will
be
one
of
several
input
sessions
in
the
community
unless
you're
coming
to
louisville
and
doing
this
in
person,
and
we
are
planning
to
be
present
in
person
at
your
next
commission
meeting
to
have
this
opportunity.
So
it
might
be
worth
doing
a
special
call
meeting
just
to
really
set
aside
enough
time
or
we're
extending
the
usual
time
of
your
meeting,
to
be
sure
that
we
have
enough
time
for
this
engagement
process.
So
we'll
just
let
everyone's
thoughts
about
that.
F
I
do
have
a
question:
real
quick
survey
looks
good,
let's
go
through
it,
it's
very,
very
easy
to
feel.
Where
is
the
data
gonna
be
stored
for
the
survey,
because
I
see
that
it
is
on
a
google
docs?
Is
this
gonna
be
some?
Can
we
store
each
survey
in
a
database
or
something
like
that
is.
G
It's
actually
going
to
be
administered
through
survey,
monkey,
which
is
a
survey
platform,
and
so
we
will
handle
all
that
on
the
back
end.
It
will
all
be
aggregated
anonymously.
G
F
C
F
G
Yes,
it
all
reads
out
like
it's
bar
charts
with
percentages,
so
it's
super
user
friendly
unless
you've
ever
taken
a
survey
using
surveymonkey,
but
it's
it's
really
easy
to
take
and
then
the
software
itself
automatically
generates
these
reports.
You
know
we
can
select
kind
of
how
we
want
them,
formatted
and
so
forth,
but
they
handle
all
the
back
ends.
So
what
comes
out
of
it
is
really
easy
to
see
and
understand
and
use.
D
D
G
And
you'll
get
a
little
article
that
you
can
always
click
cut
and
paste,
so
you
can
cut
and
paste
the
content
from
the
city's
social
media
newsletter
emailer.
So
you
know
all
the
work's
done
for
you
basically
and
then
yeah.
It's
an
embedded
link
that
says
take
this
right
here,
click
here
and
that's
yeah.
That's
all
people
see!
So
that's
all!
You
need
to
worry
about.
E
I
think
it's
done
through
public
relations
and
so
done
through
the
public
information
office
in
the
city.
They
have
ways
of
doing
so.
What
we
discussed
was
doing
a
press
release,
something
that
the
media
can
grab
on
to
and
share.
E
Obviously,
the
social
media
outlets
any
other
outlet
that
the
city
has
as
a
form
of
communication.
G
But
in
answer
to
your
question,
no,
as
far
as
I
understand,
there's
no
paid
advertising
planned.
One
simple
thing
that
could
be
done
is
to
boost
it
on
facebook,
it's
a
very
low
cost,
but
that
increases
the
reach
of
who
sees
that
particular
post
and
we
plan
to
have
the
survey
open
for
at
least
three
weeks.
So
each
of
the
three
weeks
you
know,
there'll,
be
another
push
get
the
water
remember
to
take
the
survey.
G
Please
share
this
with
others
and
yeah
we'll
basically
be
beating
the
wishes
to
try
to
get
this
out
to
as
many
people
as
possible
and.
F
I
think
that's
a
great
catherine,
I
think
that's
a
great
idea
to
facebook.
I
think
really
putting
a
very
good
kind
of
a
picture
like
putting
something
that
it's
important
to
drive
the
eye
for
the
user
to
click
on
that
is
very
key
to
getting
more
reach
out
there.
But
that's
that's
yeah!.
G
E
And
the
the
graphic
designer
from
the
pio
office
is
working
already
on
that,
so
we'll
we'll
we'll
make
sure
that
it's
it's
attention
grabbing.
G
And
one
of
the
questions
that
isn't
specifically
called
out
on
that
survey
because
it's
more
general
but
that
we
would
really
like
to
hear
from
now
about
is
just
how
you
feel
that
the
role
of
this
commission
is
working
there's
a
kind
of
a
question
at
the
end.
That's
just
you
know.
Is
there
anything
else
you'd
like
to
tell
us,
and
that
would
be
a
great
place
again.
G
It
will
be
aggregated
anonymously,
but
we
would
love
to
hear
what
works
well,
what
maybe
isn't
working
so
well
how
the
role
of
the
commission
itself
can
be
further
defined
in
relation
to
the
will
of
city
staff
and
elected
officials.
A
So
what
we
need
to
do
is
set
up
a
meeting
or
a
special
call
meeting
exactly.
C
C
C
A
B
And
well.
F
Thank
you.
Yes,
after
looking
at
the
survey,
there
are
a
couple
of
questions
and
I
don't
know
if
you
guys
feel
the
same
way.
There
are,
I
would
say,
not
really
relevant
unless
we're
trying
to
grab
data
from
the
user
like,
for
instance,
the
grade
level
completed
or
the
household
income.
I
don't
know
if
those,
unless
it's
like,
really
geared
on
grabbing
user
data
specific,
I
don't
know,
that's
something
that
you
would
want
to
change
or
keep.
But
it's
just
a
comment
just
by
releasing
those
research,
the.
B
G
And
let
me
tell
you
why
we
do
include
that
this
is
part
of,
and
the
latest
thinking
around
equity
is
to
ask
all
those
questions,
and
then
it
allows
us
to
identify.
For
example,
oh
only
college
educated
people
return
this
survey,
then
we
know
we
need
to
get
out
there
and
do
different
types
of
outreach
to
reach
different
demographics.
G
If
everyone
that
returned
the
survey
makes
more
than
60
thousand
dollars
a
year.
Well,
then,
you
know
we
need
to
reach
differently
so
that
the
goal
of
it
is
to
make
sure
we're
not
leaving
anyone
out.
You
know
if,
if
there
are
groups
that
really
seem
to
be
not
represented
in
these
survey
responses,
we
need
that
data
to
realize
that
and
then
you
know
make
another
push
to
bring
those
folks
in.
G
Yeah,
so
that
is
the
only
purpose
of
it
is
just
to
get
a
picture
of
who
are
we
really
hearing
from,
because,
typically
with
an
online
survey,
it
trends
toward,
of
course,
more
computer
literate,
more
educated,
wealthier
people,
and
so
we
want
to
be
sure
that
you
know
that's
not
the
only
part
of
the
community
we're
hearing
from,
and
we
talked
about
how
to
maybe
set
things
up
in
some
of
the
public
library,
branches
or
other
ways
to
help.
G
A
C
A
Information
can
come
in
even
if
it
has
to
be
to
the
point
where
they
they
do
it
like
physically
print
it
out,
and
then
you
know
you
can
record.
A
D
A
A
We're
doing
now
is
reflective
of
whoever
responded
and
you
know,
and
and
if
you
reached
out
to
your
constituents,
then
their
opinions
are
going
to
be
reflected
there.
G
Right
and
I
think,
there's
a
plan
to
actually
present
at
the
next
council
meeting
and
make
that
request
during
the
meeting.
All.
A
C
C
G
A
And
we
know
that
they
have
a
capacity,
because
there
was
that
one
issue
that
was
on
the
agenda
that
that
the
council
heard
comment
on
on
both
sides
of
of
an
issue,
and
there
was
a
full
out
of
public
comment
there.
So
I'm
sure
they
have
a
way
of
reaching
out.
G
B
The
23rd
will
probably
work
best
and,
as
of
september
1st,
all
meetings
have
to
be
in
person,
so.
C
E
C
A
So
so
the
item
for
discussion
is
the
scheduling
of
the
next
meeting
the
day
place
and
time.
So
are
we
suggesting
the
23rd?
G
That
works,
I'm
actually
texting
with
ellie
to
make
sure
she's
available
and
we
should
set
it
for
an
hour
and
a
half
or
even
block
up
two
hours.
