Description
Historic District/Landmark Board Committee Meeting 070821
A
A
A
A
A
E
I
have
a
change,
I
think
I
I
believe
I
it's
a
mistake
but
correct
me.
If
I'm
wrong
for
the
public
hearing
a
the
very
first
item,
it
says
that
board
member
via
real
made
the
motion.
I
believe
I
believe
that
was
miss
priscilla
iglesias.
I
made
the
motion
about
the
metal
roof,
oh
yeah,
and
then
it
was
you
right
here.
It
was
not
me.
F
And
further
on
the
second
paragraph
that
I
made
an
amendment
just
to
table
it,
that's
not
correct.
I
made
a
motion
that
if
they
could
provide
proof
that
the
is
that
that
historically,
there
was
a
tin
roof
in
that
area
that
they
could
be
approved
without
coming
back
to
this,
this
board,
just
by
talking
with
staff.
But
if
they
couldn't
prove
a
historic,
a
facet
with
the
tin
roof,
then
they
would
still
have
the
option
to
come
back.
But
I
don't
think
I
ever
blatantly
said
just
across
the
board
table
in
it.
F
A
A
A
A
B
So,
madam
chair,
this
item
of
my
understanding,
I
guess
we
just
got
clarification
from
mr
nance.
The
we
did
not
receive
any
kind
of
communication
from
the
applicant.
B
H
This
is
their
some
of
the
documents
they
provided.
The
replacement
of
the
shingles
on
the
left
you'll
see
the
outline
on
the
right
is
an
aerial
image,
a
little
bit
closer
to
a
the
view
that
they're
suggesting
to
replace
with,
and
it's
highlighted
in
the
on
the
left
column.
Second
to
the
bottom.
H
H
H
If
you
see
that
on
the
dwelling
you
see
on
the
right
side,
it
shows
dwelling
with
an
open
o
that
has
a
slate
or
tin
roof
and
as
if
you
scoot
closer
towards
san
bernardino,
it
shows
a
two-story
portion
of
the
house
with
an
x
that
has
shingles
so
technically
it
had
both
and
so
on.
The
first
floor
is
open.
Second
floor
is
an
x,
so
technically
it
had
both.
F
Just
on
ours,
so
this
was
obviously
a
common
feature
in
1885
and
that
that
sure
does
make
this
a
lot
easier
to
support
from
a
historic
standpoint
of
view.
In
my
opinion,.
E
F
Correct
well,
yes,
we
clarified
that
motion,
and
second,
maybe
I'm
just
speaking
on
behalf
of
staff
you're,
just
bringing
back
since
it
was
the
understanding
just
to
table
it
like
you
couldn't
change
your
lack
of
support
anyway,
you're
just
you're
representing
what
you
what
you
had
last
time,
but
I
mean
we
certainly
we
could
handle
this
now
administratively
or
we
can
just
take
a
vote
and
it's
that's
kind
of
left
where
we
left
it.
It'll
be
up
to
this
board
just.
C
H
Showing
the
number
of
stories
so
first
floor,
and
this
is
the
second
story
you
can
see.
The
stairs
first
store
is
a
dwelling
with
slate
or
ten
groups
and
the
second
floor
attacks.
G
H
H
D
But
it
wouldn't
be
out
of
the
ordinary
if,
if
they
had
this
tin
roof.
A
A
H
Of
those
repairs-
and
it's
definitely
a
telling
sign,
you
know
they
were
just
trying
to
take
care
of
what
they
had,
but
that's
kind
of
to
the
point
where
you're
saying
what
what
is
it
do
we
want
to
have
for
this
district?
Is
it
keep
it
consistent
with
the
1880s
or
or
whatever
you'll
just
deem
as
the.
A
Many
times
like,
for
example,
texas,
historical
commission
is
reviewing
a
building.
Priscilla
probably
knows
we'll
say
how
is
this
negatively
impacting
the
historic
values
of
the
property
right?
So
maybe
that's
the
question
we
should
ask
ourselves
would
applying
a
tin
roof
negatively
impact.
This
historic
house,
great.
C
D
J
Afternoon,
veronica
sierra
I
work
for
mr
sierra,
I'm
the
admin
and
basically,
as
discussed
last
time,
all
they
wanted
to
do
or
the
owner
is
looking
for,
creating
more
gerbil,
of
course,
keeping
the
historic
image
of
the
building
as
well.
But
I
know
that
mr
shadow,
which
is
my
brother,
is
one
that
knows
everything
about
construction.
I
don't
know
much,
but
it's
whatever
you
guys
are
going
to
be
able
to
recommend
to
us
to
do.
Take
it
back
to
the
owner
and
see
if
he
wants
to
proceed
with
that.
A
H
D
C
B
D
Yeah
because
I
have
a
property
owner,
that's
wanting
to
do
that.
They
actually
came
to
the
last
meeting
to
see
what
was
gonna
happen
with
this
one,
but
they
prefer
a
tin
roof
right
now
they
have
shingles
it's
it's
flat,
but
because
they
also
need
to
put
ac
unit
and
and
the
wood
that
they
have
now
wouldn't
be
able
to
hold
the
strength
of
that.
D
A
Okay:
well,
it's
not
an
item
on
the
agenda,
but
at
the
last
meeting,
if
you
look
at
the
minutes
board,
member
davila
requested
that
we
add
an
item
permanently
to
the
agenda
for
the
discussion
of
policy
and
that's
one
of
the
instructions
given
to
us
as
our
responsibility
as
a
landmark
board
to
help
the
city
to
review
policy
regarding
historic
districts
and
the
ordinance
and
following
the
meeting
there
was
a
maybe
one
or
two
of
us
here
behind
that
felt
that
there
were
a
lot
of
things
that
we
needed
to
clarify
in
the
ordinance
change
that
there
were
things
in
the
historic
preservation
plan
that
we
wanted
to
revisit.
A
I
know
that
mr
navarro
mentioned-
and
I
think
mr
najosa
mentioned
also
earlier-
that
there
are
many
groups
in
our
community
that
are
involved
in
historic
preservation
like
the
webb
county
heritage
foundation,
the
main
street
there's
the
historical
commission,
so
there's
a
lot
of
interested
parties
and
the
preservation
plan
actually
has
a
list
of
activities
that
should
be
undertaken
by
different
people
and
there's
even
a
timeline.
I
think
we
mentioned
last
meeting
too
that
we
need
to
bring
that
document
back.
A
We
need
to
look
at
it
and
see
who's
responsible
for
what
what
hasn't
gotten
done?
What
can
we
do
in
light
of
our
city
of
laredo
initiative
for
land
development
and
make
revisions
and
propose
revisions
to
our
our
council?
So
can
we
add
such
an
item?
Is
it
legally
possible-
and
why
was
the
item
not
placed
on
the
agenda?
Mr
najosa.
I
F
E
I
think
the
motion
was
approved
with
every
meeting
having
an
agenda
item.
A
B
We'll
do
it,
however,
the
commission
would
like
to
do
it,
but
what
we
can
do
is
we
can
get
you
the
information
and
we'll
email
it
to
everybody
so
that
you
can
read
on
it
and
then,
if
you
would
like
a
specific
meaning
that
the
only
agenda
item
is
going
to
be
that
we
could
do
that,
we
can
call
it
a
workshop
and
whether
we
do
it
here
or
we
do
it
in
our
conference
room
at
our
office,
but
it
gives
a
chance
to
just
focus
on
that
item
instead
of
mixing
it
in
with
some
some
other
items.
A
I
But
there
are
changes
that
need
to
be
made
like
there's
real
world
consequences
for
these
people
waiting
three
months
to
get
their
roof
done
like
it's
been
raining
and
if
their
roof
looks
like
that,
still
I
mean
they
probably
got
a
lot
of
leakages.
Doing
damage
to
the
historical
is
actually
doing
damage
to
stuff
we're
trying
to
protect.
Yes,.
E
Yeah
so-
and
I
guess
that
the
whole
point
of
the
discussion
is
just
to
clarify
some
of
the
recent
changes
that
were
done
because,
for
example,
yesterday
I
got
a
phone
call
from
somebody
in
the
saint
peter's
district
that
was
given
approval,
at
least
that's
what
he
says
from
planning
department
to
fix
his
roof,
because
water
was
coming
in
which
I
agree,
he
should
be
able
to
fix
the
roof
and
then
later
on,
we'll
deal
with
what
needs
to
be
dealt
with
go
ahead.
E
E
E
You
know
like
so
yeah,
it's
it's
about
just
getting
to
a
more
user-friendly.
I
guess
document
and
preservation
plan
that
is
easier
to
implement,
not
not.
I
A
And
the
discussion
at
the
last
meeting
was
also
specifically
about
an
item
related
to
the
changes
in
the
ordinance
that
needed
to
be
further
clarified
and
so
in.
In
the
interim,
I
understand
that
our
council
person
for
the
downtown
area,
which
oversees
the
historic
districts
is
open
to
our
input
and
would
like
to
receive
written
comments
from
this
board
in
order
to
present
to
councils.
B
A
F
Oh
just
a
workshop,
I
mean
I,
I
believe
what
you're
trying
to
tell
us
please
correct
me
if
I'm
wrong,
you're
gonna
send
us
this
stuff
and
we'll
come
up
with
our
and
as
soon
as
you
receive
enough
feedback
or
you're.
You've
clarified
that
nobody
else
has
feedback,
then
a
workshop,
and
then
this
this
board,
when
we're
sitting
up
here
like
this,
will
be
reserved
for
first
for
the
applicants
and
the
applicants
only
is
that
is
this.
Am
I
putting
words
in
your
mouth
or
is
that
what
you.
B
Well,
the
way
I
envisioned
it
was
give
it
all
to
you.
So
you
can
read
everything
and
then
in
a
workshop,
basically
we're
going
paragraph
by
paragraph
and
then
talk
about
the
suggestions.
You
might
have
a
suggestion,
but
then
everybody
needs
to
kind
of
mull
it
over.
B
B
It'll
take
about
two
weeks
just
to
because
we
we
do
have
the
law
posting
the
meeting
and
what
have
you?
But
it's
really
a
we'll.
We
can
poll
everybody,
we
can
suggest
certain
dates
and
then
work
from
there
and
whatever
date
we
can
deal
with
madam
chair
and
we
can
set
it
up,
but
we
can
email
your
call
each
individual
board
member
and
then
we
can
schedule
the
date
and
if
you
want
to
do
it
during
the
day,
we
can
do
it
during
the
day.
B
We
can
do
it
after
hours
at
five
o'clock
or
whatever
work
for
everybody
we're
available.
You
know.
H
Right,
starting
in
august
yeah.
H
E
Gonna
be
having,
I
believe,
you're
gonna
be
having
a
conflict
also
with
our
own
webb
county
heritage
foundation,
board
meetings,
thursday
thursday
now
at
noon,
and
it's
now
on
the
same
week
as
our
landmark
board.
So
every
other
month,
I'm
not
going
to
be
able
to
make
a
meeting.
C
A
Well,
so
we,
I
guess,
we'll
staff
will
send
us
some
proposed
dates
and
propose.
