I'm
here
representing
the
diocese
of
Laredo.
We're
here
just
answer
any
questions
that
you
guys
may
have
regards
to
this
application.
This
is
the
lawn
is
actually
located
across
the
street
from
the
Sun
Racine
Cathedral.

So
currently-
and
we've
actually
brought
this
to
the
board
before
I
in
between
the
old
parish
hall
and
the
Cathedral,
is
what
we
had
located
all
of
our
existing
mechanical
units.
It
really
is
kind
of
a
mess
they're
noisy,
so
the
new
design
was
to
propose
to
install
these
this
children
across
the
street
and
in
doing
so
getting
all
of
that
I
don't
want
to
call
it
a
mess,
but
all
they
kind
of
like
the
ugly
stuff
away
from
the
cathedral,
and
so
we
can
really
restore
it
back
to
its
original
appearance.

County
Heritage
Foundation,
we
are
across
well,
we
are
next
door.
Our
border
heritage
museum
is
located
just
right
next
to
this
locked,
where
these
changes
are
going
to
occur.

talked
to
mr.
Solis
earlier
this
week.
Our
concern
was
the
noise
level
for
those
air
conditioning
units
that
are
going
to
be
right
up
next
to
our
Museum

The
internal
incentives
with
the
dice
is

present
time.
The
air
conditioners
are
being
stored
before
they
even
connected
them,
and
so
they
are
a
budding
to
the
east
of
the
parking
lot,
but
they
will
not
be
on

east
of

park.

north
west
corner,
so
there
will
be

they
will
be,
there
will
be
a
buffer
that
will
help
that
to
do
with
the
noise
mitigation
that
exist
at
the
time.

us
to

consideration
considering

like
to
that
that,
since
we
take
applications
every
month
and
it
all,
you
need
to
follow
the
correct
procedure.
It's
not
fair
for
others
that
have
had
to
delay
their
application
because
they
needed
to
get
the
signature
of

actual
owner,
and
it
too
allowed
to
proceed
with
this
application
without
the
documentation
being
incorrect
right.

out
of
fairness,
mr.
Sneiderman
and
it's
this
goes
to
the
general
public,
the
biggest
complaint
that
the
city
of
Laredo
as
against
itself,
is
that
applicants
stress
that
the
rules
are
not
applied
across
the
board
to
everybody.
We
need
to
be
fair
and
balanced.
If
we
require
the
actual
owner
assign
the
affidavit,
it
has
to
be
the
owner.

also
say
note
if
the
applicant
is
different
from
the
owner
named
on
the
deed.
The
affidavit
on
the
page
3
of
this
application
must
be
completed,
and
in
that
applicant
that
affidavit,
then
the
legal
owner
that
is
on
the
deed
would
record
identify
a
representative
that
there
we
need
to
to
handle.
Therefore,
this
case.

presenting
to
the
this
to
us
as
an
incomplete
application,
and
many
of
us
have
experience
with
going
before
the
landmark
board
for
our
own
businesses
that
we
manage
that
might
be
governed
by
another
entity
or
corporation,

somebody

we
always
have
to
get
the
property
owner
to
sign
it.
It's
just
part
of
the
process
and
it's
something
that
it
should
be
applied
across
the
board.
It's
a
requirement
on
the
application.

conducted
a
courtesy
application
review?
There's
been
no
formal
application
submitted
to
us
as
a
building
department
for
a
permit.
The
only
application
has
been
submitted
has
been
through
the
historic
review.
We've
been
pending
a
submission
and
I
think
they
were
waiting
for
your
final
approval
to
basically
submit
it
from
what
I
understand.

recommend
that
you
consider
the

What

did
mention
to
mr.
Steinman
as
I
approached
him
was
basically
I
would
consider
mr.
Garcia
basically
says
he
is
the
GM
similar
to
a
city
manager
role
to
where
he
has
control
of
that
he's
submitting
an
application
on
behalf
of
the
organization
that
he
works.
For
so
I
would
use
that
perspective.
That's
just
an
opinion,
but
I'm.

Right
now
going
back,
we
conduct
it
up
for
cursory
courtesy,
review
of
the
work
or
the
scope
of
work.
We
do
that
every
once
in
a
while
to
somebody
that
might
have
a
request
to
us
so
offer
the
information
we
had
then,
since
I
don't
have
an
application
to
review
or
plans
or
anything
I
can't
tell
you
what's
going
on.
That's
when
I
get
it
but
offer
that
courtesy
review.
There
was
discussion
related
to
a
structural
analysis.

Those
poles
are
made
of
steel,
and
the
apparently
did
have
some
sort
of
structural
engineer
study
that
allowed
for
it
to
have
the
capacity
to
carry
the
they're
expecting
to
put
on
there
from
what
I
initially
discussed
with
it.
But
we
haven't
seen
anything
so
until
that
application
submitted
for
review
that
information.
But
that
was
one
of
the
items
that
we
identified
with
one.

just
I
only
raised
the
question
because
it's
happened
to
a
lot
of
other
people
that
submit
applications,
myself
included
and
they're
rejected,
because
I
cannot
sign.
Even
though
I
am
facilities
manager
for
my
employer.
I
cannot
sign
for
him
because
I
am
NOT
the
building
owner,
and
so
we've
had
Simon
time
again
to
to
make
sure
that
we
have
an
affidavit
and
it's
a
new
affidavit
with
every
application.

The
ordinance
allows
that,
if
you
don't
make
quorum,
then
the
applicant
has
the
right
to
go
directly
to
to
the
City
Council,
so
that
would
not
be
the
decision
of
the
board
nor
of
staff,
but
it'd
be
the
discretion
of
the
applicant
to
decide
what
they
do.
If
you
don't
make
horn,
this
is
not
that
situation.
This
is
a
situation
where
your
table
in
the
item
for
the
next
for
the
next
board
meeting.
If
you
just
make
quorum
at
the
next
board
meeting,
then
it
could
go
to
council.

States
and
Eastman
supports
all
of
that.
The
applicant
has
an
opportunity
to
correct
all
of
these
and
the
more
that
we
advise
him
of
items
that
we
have
concerns
with
or
they're,
not
following
protocol,
the
better,
the
chance
that
the
next
time
we
meet.
We
have
it
for
a
corrected
application
and
everything
at
rest
that
we
can
then
perform
our
responsibilities
and
duties

we

public
doesn't
understand
that

to
make
it
clear

care

appropriate
time

place

just
about
our
training
of
the
ordinance.
In
the
case
at
least
one
member
of
the
board
should
be
received.
Training
annually
from
the
Texas
Historical,
Commission
and
I
know
that
in
the
past
bishop
Michele
Romani,
myself
and
I've
never
really
know.
Sanchez
have
received
training
received.

Staff
we
were
just
discussing
training
in
2020,
that's
something
we
hope
to
do
as
staff
we
would.
We
would
like
to
open
up
that
train
to
more
by
bringing
somebody
here
or
providing
training
and
staff
for
the
entire
board
here,
where
we
have
budget
there
may
be
additional
opportunities,
but
nothing
would
pretty
you
at
your
own
expense
if
you
want
to.
If
you
want
to
go
to
one
of
these
places,
you're
more
than
welcome,
we
wouldn't,
of
course
we
wouldn't
stop
you
in
any
way.

the
new
board
members
I
know
that
your
scheduling,
a
training
but
I'm
not
sure
if
they've
gotten
at
least
a
copy
of
the
guidelines
and
the
historic
preservation
plan,
I
often
refer
to
mine
and
especially
we're
gonna,
be
making
decisions.
We
should
have
something
that
that
they
should
be
able
to
follow,
I'm,
not
sure
if
you've
gotten
them
dr.,
Greene
or
Mississippi,
with
a
visual.

Was
it
was
a
big
item,
it's
a
very
important
building
and
to
be
putting
volunteers
to
make
a
decision
without
having
the
documentation.
I
know
it's
available
online,
but
the
city's
website
is
very
difficult
to
navigate
for
just
anybody
so
for
us
to
be
able
to
do
our
due
diligence
on
this
board
and
to
meet
the
objectives
of
the
historic
preservation
plan.
Yet
I
would
really
appreciate
that
everybody
receive
a
copy
of
that.
That
would
be
okay.
