Description
08-27-19 Laredo Center for Urban Agriculture and Sustainability Meeting
B
A
Name
is
bobby
bacala's,
I'm
a
member
of
the
private
sector
I'm
a
restaurateur
I,
have
a
couple
of
restaurants,
kept
a
thousand
that
with
me
in
town,
I'm,
going
to
be
leading
the
meeting
up
until
the
nomination
and
election
of
officers.
So
they
were
everyone
right
now.
Complete
stand
for
the
Pledge
of
Allegiance.
B
E
A
H
A
Okay,
great,
could
you
for
the
record
state
your
name
key.
B
A
Yes,
the
introduction,
well
everybody
after
the
history
and
purpose,
we're
gonna,
introduce
the
board
member.
If
you
want
to,
we
are
gonna,
have
a
chance
to
introduce
that
I
skip
a
lot
of
already
yes
we're
on
right
now.
In
for
public
comments,
okay,
the
city
helped
me
was
so
kind
of
help
me
put
this
agenda
together.
A
I
All
right
so
yeah,
my
name
is
Berman
jevetta
I'm,
one
of
the
representatives
from
the
public
sector
and
I'm,
the
superintendent
of
Urban,
horticulture
and
Forestry
Division
for
the
city
of
Laredo,
Parks,
Department
Bobby
was
actually
kind
enough
to
help
me
structure.
This
quick
intro,
because
I
think
I
get
a
little
passionate
about
this
project.
I
It's
something
I've
been
involved
in
for
for
many
years,
even
prior
to
coming
on
board
with
the
city
of
nerado,
so
I'm,
it's
something
that
we've
been
working
closely
together
on
for
again,
quite
a
while
and
I
wanted
to
give
a
bit
of
history
on
the
organization's
on
this
organization.
It's
evolved
into
something
to
help
address,
I,
think
many
local
issues
in
relation
to
food
deserts,
access
to
nutritious
foods,
health
and
nutrition.
As
per
the
Health
Department.
I
We
working
on
that
for
quite
a
while
as
well
bringing
it
up
as
part
of
the
mayor's
wellness
program
as
well
how
it
could
link
into
into
that,
and
also
I
think
in
terms
of
just
addressing
issues.
I
think
we're
also
aiming
to
improve
the
quality
of
life
for
our
city
and,
in
addition
to
the
radial
center.
For
urban
AG
there's
also
the
sustainability
component,
which
we're
looking
to
to
place
focus
on
emphasis
along
the
lines
of
urban
development
resources,
a
response
or
a
tool
to
the
city's
comprehensive
plan.
I
I
The
project
was
ultimately
development
developed
as
a
partnership
between
private
citizens
and
public
servants
to
leverage
benefits
of
both
sides
that
what
what
both
sides
have
to
offer.
The
private
sector
typically
has
a
lot
of
energy.
A
lot
of
ideas
and
the
public
sector
has
more
of
the
know-how
and
the
how
to
actually
put
some
of
these
practical
experiences
and
knowledge
to
practice,
and
also
the
ability
to
guide
through
policy
efficiently
to
streamline
the
effectiveness
of
our
projects.
I
As
you
all.
Those
of
you
have
been
involved
in
organization
like
this,
has
many
different
layers
and
facets
that
can
be
tapped
into
and
today,
for
the
sake
of
just
kind
of
keeping,
this
meeting
productive,
we're
looking
to
focus
on
on
a
few
of
the
primary
elements
to
just
get
a
foundation
established,
and
some
of
that
has
to
focus
on
the
garden
grounds
at
the
canseco
house,
which
is
to
be
the
center
of
many
of
these
practices.
I
J
Got
here
today,
if
I
mean
to
add
trust
to
a
very
good
background
that
Berman
did
behalf
of
the
city
and
behalf
of
the
Health
Department.
You
were
remember,
saying
this
world
with
vienna
and
our
city
attorney
and
animal
care
and
developing
that
the
act
ordinance.
So
thank
you.
I
wanted
to
thank
the
group
for
bringing
that
to
the
city
because
it
has
different
facets.
J
Besides
looking
and
sustainability,
then
certainly
the
offspring
and
then
again
thank
him
viviana
in
this
group
and
bringing
the
consultant
that
brought
us
together
to
get
food,
the
food
policy
and
which
is
another
issue
that
this
group
would
look
at,
because
we
still
have
hunger
and
adele
and
and
even
folks,
with
obesity,
they're
malnourished.
So
we
need
to
improve
addressing
hunger
and
thank
you
to
the
farmers
market
for
bringing
in
fresh
fruits
and
mat
and
vegetables,
and
I
think
we
have
to
the
food
bank
here
as
well,
that
it's
got
a
health
initiative
as
well.
J
J
So
we've
come
about
a
long
way
and
really
y'all
should
be
applauded,
because
we're
not
we're
looking
at
sustainability
looking
at
options
to
improve
the
quality
of
life,
but
also
to
look
at
the
holy
two
of
food
deserts
and
making
sure
that
people
are
fed,
because
we
do
have
still
a
problem
with
with
with
hunger
in
that
I.
Also.
Thank
you.
A
B
C
L
I
Gaveta,
a
superintendent
of
Urban,
horticulture
and
Forestry
Division
city
of
Laredo,
Parks
Department
and,
along
with
the
vision
of
everybody
here
today,
that's
been
supporting
this
project
and
keeping
it
afloat.
My
divisions
worked
closely
with
you
know
on
the
grounds
making
sure
that
we
keep
that
garden
active
and
producing
and
there's
a
lot
of
work
to
be
done,
which
will
be
by
discussing
today
on
how
we
can
address
that.
But
that's
kind
of
been
my
roll
up
to
this
point.
B
A
N
N
O
Kirby
I'll
tell
you
what
I,
what
I
do
and
then
I'll
tell
you
what
I
really
do.
I'm
the
planning
director
for
the
city
aredo,
but
I
keep
bees.
I
have
a
vineyard
where
I
raised
grapes
make
wine
I
had
in
the
past
small
goat
operation
and
I
raised
four
goat
me
for
smoking.
Goat
means
very
it's
not
very
niche
market
I've
planted
so
many
trees.
O
In
my
life
with
last
place,
I
lived
I
had
a
tree
planting
program
with
my
navour's,
where
I
pay
for
that
half
the
cost
of
the
tree,
cuz
a
lot
of
more
renters
and
the
otherwise
wouldn't
put
in
a
tree.
A
lot
of
those
were
fruit,
trees,
apple,
pear,
peach,
plum
at
all
the
stone
fruits,
I,
love
working
in
a
garden,
and
so
I'm
really
happy
to
be
a
part
of
this.
So
you're.
B
H
K
So
thank
you,
Richard
for
the
invitation
and
thank
you
dr.
on
to
us
for
recognizing
the
work
that
we're
doing
together.
I'm
Deann
economy
he's
the
director
of
compliance
for
the
South
Texas
Food
Bank
and
some
also
South
Texas
Food
Bank
is
a
member
of
feeding
America,
so
we're
the
nation's
largest
hunger
charity
relief
organization,
and
we
are
one
of
two
well
one
of
fifteen
actually
to
group
cohort
of
community
of
practice
for
healthcare
and
so
feeding
America
has
15
of
us.
K
So
Texas
one
is
myself
and
one
is
someone
from
San
Antonio,
and
so
all
of
our
food
banks
that
are
being
represented
are
working
on
developing
framework
for
healthcare
partnerships
and
community
work
together.
So
really
coming
to
this
table
is
a
blessing
right
and
a
gift
for
all
those
across
the
country,
because
I
will
look
to
this
group
to
help
us
and
developing
that
framework
for
the
nation.
So
thank
you
for
having
me
I.
B
G
Viviana
Frank,
so
my
partners
and
I
am
Mario
and
Yana.
Pena
and
Frank
reminds
me
my
husband,
a
architecture
urbanism
and
city
making
from
here.
It's
called
a
blow
city
and
we
also
started
a
501c3
called
city.
We
agreed
to
help
people
of
like-minded
interests
in
in
a
quality
of
life
issue,
help
them
become
advocates
for
that
issue
in
the
city
and
part
of
the
reason
I
was
so
happy
to
be
here.
G
G
That's
strategies
for
economic
development
for
Savannah
Rado,
it's
the
economic
development
plan
that
was
passed
in
April,
I'm,
sorry,
October
or
September
of
2017.
So
this
is
part
of
that
dream
as
well.
I
have
not
be
completely
and
a
hundred
percent
dependent
on
the
corporate
food
system
and
allow
people
to
flourish
in
the
food
and
beverage
industry.
Here.
H
B
H
Those
are
not
from
achieve
it
under
those,
ladies
that
come
from
across
the
river
and
start
buying
stuff
from
here
and
from
here,
and
they
walk
out
with
a
bunch
of
bags.
So
that's
a
Juventus
anyway,
but
I
know
a
good
thing
when
I
see
one
and
when
I
saw,
which
this
group
was
doing
and
gonna
be
more
involved,
wasn't
here
from
from
the
get-go,
but
now
that
I
am
opening
up
my
eyes
to
what's
going
on
in
the
community
outside
of
business
per
se.
H
J
B
K
A
Thank
you,
okay.
So,
at
this
point,
we'll
move
into
nomination
discussion
and
election
of
officers
with
possible
action
regarding
the
roles
of
president,
the
president-elect,
treasurer
and
secretary
I
did
take
the
ethics
course.
If
you
haven't,
please
do
so.
We
are
required
to
to
take.
We
have
90
days
to
take
that
ethics
course.
It's
a
simple
one-hour
course.
I
am
not
too
familiar
with.
As
far
as
discussion
goes
board,
members
versus
non
board
members
who
can
discuss
is
anybody
off
the
top
and
it'll
be
familiar
with
who
can
participate
in
discussion?
Your.
J
A
H
A
N
D
N
D
I,
don't
know
if
the
I
needed
to
look
at
the
bylaws
again,
usually
usually
the
president
doesn't
vote.
Was
it
a
tie
or
a
tiebreaker
okay
and
if
I
may
mr.
chair
his
president-elect,
is
that
accurate
or
would
would
it
be
vice
president?
His
president
elect
me
means
the
next
person.
That's
gonna,
be
President,
we're
just.
D
H
Chairman
by
me,
yes,
I
would
you're
right.
President-Elect
I've
been
in
clubs
and
organizations
that
have
a
president-elect
and
many
times
you
have
a
president
that
is
serving
and
doing
such
a
great
job
and
now
the
time
it's
over,
because
you
have
to
step
down
the
rest
of
the
of
the
board.
The
group
wants
the
President
to
continue
because
they
feel
that
everything
is
going
so
well
that
they
would
like
that
president
to
at
least
continue
one
more
term,
but
they
can't
because
there's
a
president-elect.
K
H
Waiting
for
the
net
so
that
that
you
might
want
to
consider
that
vice
president's
lot,
because
then
the
office
can
stay
the
same
for
the
next
year
or
could
move
up.
The
other
thing
is
and
I
don't
know
that
I
haven't
read
the
bylaws,
but
you
might
want
to
adopt
Robert
rules
of
order,
because
in
the
areas
where
it
is
not
defined
and
Robert
rules
of
order
takes
place.
U.S.
H
G
N
B
N
H
And
it's
up
for
discussion,
which
is
the
switching
of
president-elect
to
vice
president.
There
was
a
motion
on
the
floor
in
a
second,
so
you
must
follow
a
discussion.
If
there's
no
discussion,
then
you
asked
for
the
question
and
every
google
that
that
is
eligible
to
vote
votes
on
it.
Okay,
so
that
would
be
your
board
members.
Okay,
we
we
just
kind
of
suit.
Thank.
A
N
E
No,
it
wasn't
it's
when
we
had
heard
movie
what
the
city
remember,
we
didn't
have
any.
We
had
the
board
members,
but
there
wasn't
a
president.
So
we
just
said:
okay
Berman's
didn't
breathe.
The
President
had
looked
just
for
this
meeting.
Where
was
something
like
that,
because
we
didn't
have
any
buddy
that
was
a
good
treasurer
secretary
or
anything
yet
so.
I
N
I
think
that
it's
won
the
position
to
the
functions
of
that
position
and
then
three
who
is
gonna,
be
in
charge
of
what
I
mean
to
power
treasurer.
Do
we
have
a
president?
We
have
a
vice
president
at
a
secretary,
so
I
think
that
I
don't
know
when
who
know
right.
We
have
to
decide
and
elect
the
executive
council
members
and
then
I,
don't
know
if
this
is
like
I
mean
I'm,
just
saying
I
mean
in
my
head:
that's
like
an
order.
It
pretty
well.
A
A
A
H
D
M
N
N
B
B
A
A
A
I
I
had
a
nominee
I
have
a
nomination
for
dr.
wood,
even
as
president,
as
you
know,
her
consideration
of
that
I'm,
just
primarily
due
to
the
fact
that
we're
looking
for
some
degree
of
collaboration-
or
there
is
already
some
pseudo
collaborations
that
exist
with
Tammy.
You,
we've
done
significant
work
with
workshops
with
the
pollinator
garden.
For
example,
tell
me
you
played
a
very
important
role
in
that
dr.
diva
has
also
taken
the
lead
on
Tammy
use
development
of
urban
agriculture
sites
for
educational
purposes,
for
their
students
and
I.
I
N
Mean
I,
don't
know
if
you
want
to
take
that
position
of
president
I
mean
I
will
be
happy
to
collaborate
in
any
capacity
with
the
organization.
So
I,
don't
I,
please
don't
feel
like.
Oh,
yes,
I
want
to
be
present
or
no
I.
Don't
want
to
be
anything
or
I,
don't
want
to
contribute
so
I
mean
just
for
you
to
know
that
I
would
like
to
contribute
in
whatever
capacity
this
organization
needs
and
wants,
of
course
feel
free
to
go.
N
I
C
M
M
A
B
A
N
Think
in
the
bylaws
it
says,
vice-president
and
the
role
of
by
president
means
shall
perform
the
duties
of
the
president
in
his
or
her
absence
and
shall
perform
other
duties
as
our
lead
shall
provide
leadership
to
the
organization
and
an
assistant
to
all
other
directors
as
needed.
So
if
there's
any
nomination,
so
it's
like
a
support
person
for
the
president.
So
if
there's
a
nomination
we
can.
I
nominate
berman.
F
P
I
P
C
A
A
N
L
B
N
Will
be
our
vice
president,
okay,
and
then
we
have
the
role
of
secretary
and
this
person
will
keep
accurate
records
of
war.
Actions
include
overseeing
the
checking
of
minutes
of
all-pervading,
so
someone
needs
to
be
taking
notes
and
sending
out
leading
announcement,
distributing
copies
of
militant
agendas
to
each
direction
and
assuring
that
corporate
records
are
maintained.
The
Secretary
shall
return
over
to
the
successor,
all
official
records
and
documentation
of
L
or
L
see
you
so
do
we
have
we
have
to
in
a
minute
I
nominate.
A
B
A
D
B
A
B
A
N
And
now
we
have
to
decide
on
the
treasurer
position.
This
person
will
receive
all
funds
from
LC
UAS
and
shall
safely
keep
the
funds
which
is
very
important
safely.
The
treasurer
shall
keep
a
record
of
all
the
steps
and
this
embossment
of
the
organization.
The
treasurer
must
maintain
a
fire
of
supporting
documents
open
for
examination
but
by
the
directors
and
present
financial
reports
at
meetings
and
when
needed,
the
Treasury
shall
turn
over
the
successor,
all
the
official
records.
So
do
we
have
a
nomination
for
treasurer.
B
A
H
B
B
N
A
C
C
N
The
next
item,
any
post,
sorry
so
we're
gonna,
have
pending
okay.
N
A
I
A
Is
a
there
is
an
intern.
There
is
a
sorry
there
is
a
girl
who
wants
to
do
an
internship.
She
is
taking
an
online
course
I
think
at
university
Arizona
so
like
that
she
is
her
major,
is
organizational
leadership,
leadership
and
so
her
for
her
internship.
She
is
in
charge
of
helping
to
kind
of
pair
up
with
an
organization
that
perhaps
is
in
need
of
structuring
leadership
organization
to
kind
of
get
the
organization
going.
A
G
A
A
We're
gonna
need
to
get
a
start
kind
of
driving
that
machine
to
to
get
a
group
of
volunteers
going
signed
up,
energetic,
get
the
word
out
there
kind
of
organize
all
of
that
structure
to
start
actually
doing
a
lot
of
hands-on
work,
and
at
that
point
I,
don't
think.
There's
anybody
write
me
right
now.
I,
don't
think,
there's
anybody
that
that
we
have
can.
Probably
that
could
probably
you
know,
fill
something
like
that.
I
mean
I
know
we're
all
are
kind
of
busy.
A
D
D
N
I
And
various
preliminary
I
guess
our
previous
meeting,
where
we've
talked
about
once
we
got
to
this
point,
was
placing
some
importance
or
priority
on
or
just
placing
importance
on.
What
is
the
establishment
of
the
grounds
I
think
it's
important
for
the
the
property
and,
what's
already
there
to
actually
get
to
a
point
of.
I
Currently,
we
we
do
have
a
current
system
if
you
will
of
working
with
volunteers,
but
that
has
been
pending.
Someone
dedicated,
such
as
a
coordinator
to
really
be
dedicated
to
to
coordinating
those
volunteers
and
actually
legitimizing
and
making
a
formal
program
having
some
type
of
hours
of
operation
and
how
do
people
begin
to
get
involved?
How
do
we
put
the
word
out
there
to
really
grow
these
these
groups?
So
again,
these
groups
have
existed
and
something
is
in
place.
I
And
it's
the
same
thing:
they
have
people
dedicated
to
bringing
in
these
volunteers
and
setting
up
schedules,
there's
going
to
be
collaboration,
so
the
LGC
model
has
to
do
with
collaborating
with
parks
which
in
some
degree
has
been
my
division
later,
collaborating
with
Health,
Department
environmental
etc.
So
how
can
someone
fit
into
that
role?
To
begin?
To
importantly,
all
of
that
so
I
think
that
that's
important
and
then
you
know,
if
there's
the
an
executive
director,
how
does
an
executive
director
begin
to
to
work
with
funding
and
grants
and
different?
I
You
know,
fundraising
events,
etc.
I
think
that's
gonna
be
important.
Since
up
until
now,
we
have
one
year,
one
years
worth
of
support.
Hopefully
we
can
find
a
commitment
later,
a
few
extra
years
to
really
get
it
off
the
ground,
but
I
think
immediately.
There
should
be
some
emphasis
on
locating
grants
and
applying
for
those.
F
B
C
Reason
why
I
asked
if
they
were
gonna
be
a
city,
employee
or
not?
It
was
a
city.
Employee
I'd,
be
real,
easy,
get
human
resources
to
take
care
of
it,
but
since
they're
not
we're
gonna
have
to
take
care
of
it.
So
the
budget
shows
here
one
hundred
twenty-five
thousand
forty
staff.
So
what
do
we
pay?
The
executive
director
quota?
We
pay
the
program
coordinator
and
I.
Imagine
that's
for
a
year
now.
Does
that
include
benefits
no
benefits
we
have
to.
We
have
to
break
all
that
money
out.
C
So
let's
say
it's
one
hundred
twenty-five
thousand
seventy
five
thousand
for
detective
director.
This
is
just
a
an
example,
so
the
75
thousand
no
benefits
very
simple,
but
if
you
have
to
throw
in
benefits
well
that
seventy
five
thousand
amount
goes
down
because
we
all
know
about
budgets.
So
this
motion
just
is
talking
about
the
establishing
of
qualifications
and
authorizing
the
hiring.
So
we
need
to
establish
the
qualifications
and
establish
the
pay
just.
B
O
C
O
D
If
I
may,
madam
chair,
the
I,
think
I
think
they're
gonna
have
to
be
contractual
employees,
I
mean
and,
quite
frankly,
I
don't
see
the
organization
being
able
to
offer
benefits
in
the
initiative
is
first
year.
I
think
we're
just
gonna
have
to
go
with
a
person
under
contract.
To
get
this
going.
You
know,
part
of
the
executive
directors
role
is
going
to
be
finding
funding
sources
and,
as
hopefully,
that
money
comes
in,
we
can
start
looking
at
benefits
and
more
long
term.
N
M
N
N
A
N
B
G
G
M
I
M
G
Don't
have
the
insurances,
her
agreement
when
Arizona
state
requires
you
to
have
the
part
organization,
have
all
the
insurance
it's
in
place,
a
sexual
abuse
policy,
all
of
this
other
stuff
that
goes
along
with
having
people
work
in
your
organization,
so
since
city
make,
we
can
do
that
for
you.
We
can
do
that
for
you,
but
as
soon
as
you
get
your
insurances
it,
the
agreement
says
that
they
want
withhold
the
ability
to
transfer
the
the
contract
over
to
you,
but
she'd
be
working
under
you,
she'd
be
working
for
you.
F
G
O
M
O
B
D
C
G
G
G
N
F
Actually,
Main
Street
right
now,
I'm
looking
into
another
insurance
provider.
For
us,
that's
offering
us
some
different
quotes
so
there's
two
different
options
that
we
use
that
Main
Street.
That
I
could
definitely
share
with
the
group.
So
we
could
get
that
for
you.
It's
boarded
shirts
and
liability
right
and
then
yeah.
Once
you
have
an
office,
then
you
might
need
your
office
insurance,
but
you'd
need
a
board
of
directors
insurance
and
your
general
liability
insurance.
B
B
F
Change
from
insurance
and
insurance,
it's
roughly
about
two
thousand
five
hundred
for
the
year.
Okay,
general
liability
does
change
just
depending
on
the
size
of
your
organization.
What
events
you
guys
are
doing
square
footage
of
your
office,
and
you
have.
You
include
that
there's
different
variable
set
posture.
G
D
D
A
F
B
B
F
D
D
Yeah,
if
six
people
bet
together-
and
that
would
be
a
form
of
this
committee
and
so
therefore
enough
to
be
posted.
But
if
we're
only
talking
about
a
committee
of
three
people
to
talk
about
qualifications
for
hiring
okay,
then
it
doesn't
need
to
be
posted.
I
mean
I
think
if
they
can
go
work
on
that
over
coffee,
okay,.
N
A
N
F
N
B
P
I
Guys
work
she's,
a
she's
very
involved
with
LCU
has
the
garden
grounds
a
Canseco.
She
teaches
a
course
at
Tammy,
you
she's
gonna,
be
teaching
it
this
semester,
the
politics
of
food
culture,
sound
lesser
Oh,
next
semester,
yeah,
so
it'll
be
the
politics
of
food
culture.
It
is
a
freshman
level
course,
so
how
in-depth
they
could
get
into
Food,
Policy
and
perhaps
even
beginning.
I
How
they
operate
might
be.
That
might
not
be
what
they
accomplished,
but
I
know
that
there
is
an
intent
for
them
to
be
involved
with
introduction
of
establishing
that,
and
also
in
the
component
of
just
being
involved
through
volunteering
in
the
gardens
and
possibly
taking
some
of
that
back
to
the
time
of
the
new
gardener
coming
up
there
I.
