Description
Laredo Center for Urban Agriculture and Sustainability Meeting 033023
A
B
B
Oh
I'm
supposed
to
ask
if
there's
public
comments.
Okay,
so
there's
a
couple
of
things
that
I
wanted
to
report.
One
of
is
on
Monday.
We
are
on
schedule
to
present
to
cancel
and
it's
going
to
be
a
very
short
thing,
and
one
of
them
is
one
is
like
lcus
is
going
to
present,
basically
give
a
three-minute
on
the
wheel.
What
we've
been
doing?
Okay
and
then
the
ask
is
for
the
workshop:
that's
coming
up
in
May
we're
going
to
be
telling
them
who's
coming.
B
What
we're
doing
The
Five-Year
Plan
final
feedback
loop
with
a
City
kind
of
a
we
don't
know
if
it's
city-wide
or
or
stakeholder
like
that,
expand
the
stakeholder
invitation
to
review
the
fiber
plan
in
the
workshop.
B
But
it's
going
to
be
a
I
guess
a
day
and
a
half
of
that
and
there's
going
to
be
a
couple
of
speakers,
two
of
which
are.
B
So
that's
one
and
then
Mark
Winnie,
who
was
the
original
speaker
that
came
in
2018,
I,
believe
or
you
know,
2018
to
talk
to
us
about
establishing
a
food
policy
Council
on
what
it
takes
and
what
it
is,
and
all
of
that
he's
going
to
come
back
and
do
this
speak
on
Foodtown
USA,
which,
if
you
have
a
chance,
look
at
this
video
on
that.
It's
very
short,
very,
very
short,
and
it's
really
great
to
kind
of
explain
what
all
this
is
about
to.
Basically
every
citizen.
B
So
those
are
the
two
things
I
and
I
didn't
get
a
chance
to
speak
to
our
attorney.
To
find
out,
have
you
heard.
B
I'm
on
our
501c3,
it's
been
a
while.
So
that's
what
I'm
kind
of
hoping
we're
gonna
need.
Some
help
coming
Sabrina,
who
I
know
is
on
our
way
is
we're
gonna
need
some
help
for
this,
so
hopefully,
as
I
said
the
last
time
we'll
be
calling
you
and
hopefully
soliciting
yourself
on
this
Workshop
this
coming
out
to
be
a
good
thing.
So,
hopefully
we
can
have
this
little
presentation
to
be
five
minutes
to
a
council,
and
the
ask
is
essentially
that
they
lend
us
give
us
the
ATV
room.
B
The
library
help
us
communicate,
not
hard
dollars,
but
you
know
things
that
they
can
help
us
do
like
with
their
Pio
and
and
also
sponsored
in
that
way.
You
know
not.
C
I
can
I
can
speak
for
the
library.
I
can
definitely
get
you
that
room
that
won't.
B
D
B
Anyways
and
so
there's
another
thing
that
if
if
we
do
it,
we
did
this
for
the
comprehensive
plan
we
invited
the
public
and
what
the
city
did
is
they
put
the
invitation
in
the
water
bill,
and
so
a
lot
of
people
came
and
just
kind
of
reviewed
everything.
It
was
really
neat
a
lot
of
people
who
wouldn't
normally
come
and
they
they
really
enjoyed
listening
to
the
presentation
and
being
part
of
a
workshop.
So
we
might
do
that
as
well.
So
that's
something
else.
I
really
have
to
ask.
B
That's
cool,
anyways,
okay,
the
day
of
the
workshop
event,
it'll
be
really
fun
to
maybe
have
some
of
the
people
who,
like
Palo,
Blanco
or
you
know,
show
what
they're
doing
maybe
have
a
few
booths
there
that
people
can
go
and
talk
to
them
about
the
people
who
are
growing
the
mushrooms
and
you
know
other
other,
maybe
other
places,
but
those
that's
basically
we're
just
pushing
for
that
event,
and
hopefully
we
get
our.
Let's
see
three
years
soon.
Okay,.
C
B
C
God,
it
was
a
surprise
to
me
too.
I
got
offered
a
very,
very
good
position
outside
the
city,
so
I
have
to
do
what
I
have
to
do
and
I
have
an
82
year
old
child
at
home.
That's
very
much
looking
forward
to
me
taking
care
of
her
all
the
time
and
I
am
looking
forward
to
that
as
well.
C
Yeah,
it's
it's
I
made
it
official
on
Monday
and
come
on,
and
so
as
much
as
I
want
to
say.
You
know.
Okay,
so
you'll
never
see
me
again
after
April.
C
I,
probably
will
for
you
I'm,
not
the
type
of
person
to
drop
and
run
so
I
I
will
stick
around.
I
did,
however,
make
one
backroom
deal,
and
it
affects
one
person
at
the
stable
for
the
people
who
will
take
over
my
secretary
position.
D
C
But
she's
out
for
these
next
couple
of
days,
but
you
have
met
her
before
she's.
Very,
very
good,
has
a
lot
of
energy
and
is
very
knowledgeable,
and
she
also
has
much
like
Viviana.
Also
has
my
cell
phone
number,
so
I'm
not
I
am
leaving
the
city
but
I'm
not
leaving
the
projects
that
I
love.
So
it's
going
to
be
hard
for
me
to
let
lcuas
go
and
it's
gonna
be
hard
for
me
to
let
drug
and
alcohol
and
suicide
prevention.
Those
committees
that
you
just
invest
your
heart,
you're,
not.
C
You
know
anything
else
into,
but
I'll
definitely
help
you
with
this
and
but
wow
yeah.
This
is
the
third
time
I
hear
the
speeches.
C
From
home,
I'm
working
from
home,
I
hate
to
tell
everybody,
but
my
mother's
82
and
she's
there's
a
great
life
and
has
always
gone
to
the
doctor,
but
it's
been
good
advice
from
a
doctor
or
not
so
maybe
20
years
ago
they
told
her.
You
know
what
you're
you
have
high
cholesterol.
You
need
to
cut
out
the
milk
in
the
dairy,
so
my
mom's,
the
type
doctor,
told
me
cut
out
milk
in
there,
so
she
went
cold
with
milk
in
there.
No
cheese,
no
ice
cream,
no
milk!
C
C
C
I
go
home,
take
care
of
her.
You
know
if
I
want
to
go
out
to
dinner
or
I'm
going
to
go,
see
a
concert
or
something
it's
either
before
or
after
eight.
But
you
know
my
kids
help
as
much
as
I
can.
But
you
know
if
she
took
care
of
me
for
51
years
and
I'm
going
to
take
care
of
her
for
her
from
now
on
so
and.
C
I
brought
the
health
department
Pio
for
a
reason.
If
there's
anything
that
needs
to
be
done,
we
can
absolutely
help
or
if
you
guys,
think
it's
good
the
way
it
is,
we
can
leave
it
alone,.
C
B
Okay,
well,
I,
guess
I
guess
a
a
question
would
be
is:
does
anybody
want
to
join
us
or
I?
Don't
know
how
it
works
with
city
employees
to
help
be
part
of
this
presentation,
I
don't
know
if
it's
a
thing
that
you
all
don't
do
but.
C
My
recommendation
is
Dr.
Chamberlain
saw
this
on
the
council
agenda,
which
is
presentation
by
lceoas,
a
City
of
Laredo
local
government
resolution,
including
discussion,
possible
action
concerning
the
progress
of
the
Laredo
food
policy,
Council
five-year
action
plan
for
establishing
a
healthy
food
system
and
the
forthcoming
public
engagement
event,
co-sponsored
by
Tyler
King
in
Melissa
Seattle.
So
honestly,
I
thought
it
would
possibly
be
him
with
you
or
vice
versa.
Dr
Chamberlain
has
asked
for
information
about
lcuas
and
he
is
there
and
he
there's
nobody
quicker
on
his
feet
than
him.
So.
C
Right
and
that's
that's
the
whole
thing.
He
would
basically
just
say
how
the
health
department
supports
being
never
here
and
how
we
us,
along
with
Parks
and
Rec
environmental
planning,
that
we
all
work
together.
But
the
meat
and
the
bones
will
be
whatever's
in
the
presentation.
But
you
would
have
the
city
support.
B
B
F
My
name
is
Jose
Mourinho
and
I've
been
the
second
director
since
August
2020..
To
this
day,
I
have
a
quick
presentation
ready
for
you.
Where
we
will.
We
will
see
the
six,
these
six
bubbles
or
six
icons,
which
are
basically
the
reasons.
The
version
of
our
existence
right,
we're
gonna
start
with
permitting
with
city
government
and
policy
development
and
implementation.
Well
in
2018,
a
group
of
missionary
persons
and
City
officials
creating
ncuas,
we
will
create
as
a
local
government
corporation
and
the
niche.
F
Register
Urban
agriculture
in
Laredo
and
to
promote
sustainable
practices.
So
thanks
to
them,
they
gave
us
well.
This
is
an
antique
picture
of
the
casa
Conseco
and
here
are
our
main
mission
from
a
to
d
and
I'm
happy
to
inform
to
report
that
we
have
in
two
years
and
a
half.
We
have
a
coach
in
advance
in
every
close
reasons
and
we
go
we're
going
to
go
over
then.
Today
we
have
a
commute.
We
have
two
committee
barriers,
one
that's
a
Conseco
and
the
other
one
at
last,
Castaneda
Park
in
Pearson.
F
F
F
F
F
F
F
He
represents
a
business,
a
local
business
and
and
she
represents
Laredo
compost
organization.
F
F
F
F
F
C
I
always
think
I
like
what
you
did
there.
There
were
some
aspects
when
you
would
hit
some
of
the
pictures
and
it
looked
like
they
were
repeating,
but
we
can
definitely
fix
that.
I
think
that
the
food
policy
Council
bullet
should
be
the
last
one.
Okay
and
if
Sabrina
could
present
on
that
one
and
show
a
transition
and
then
maybe
do
the
honor
wrap
the
whole
thing
up,
so
you
would
only
present
on
lcuas
and
I
would
kind
of.
Maybe
what
do
you
think
I
think
he's
talking
I
think
it's
too.
D
B
That'll
help
you
like
just
go
in
and
don't
go
in
and
out
in
and
out
on
each
foot,
it's
going
to
make
it's
very
I
feel
very
dizzy
when
I'm
and
those
people
are
looking
at
these
screens.
The
council
is
looking
at
this
right
there,
so
it's
in
and
out
way
too
much
I.
C
C
B
B
F
B
Okay,
so
yeah
that'll
make
it
easier
and
then
and
then
like
I,
guess.
B
B
C
B
Slides
to
go
I
know
and
it's
yeah,
and
it's
really.
They
literally
the
last
meeting,
didn't
finish
so
they
had
last
meeting
stuff
and
those
people
stuff
so
I'm
serious.
This
is
five
minutes
and
we
need
to
be
able
to,
and
it's
not
just
you
five
minutes.
B
I'll
help
you
do
that
when
you
get
to
we'll
figure
out
we'll
find
out,
yeah
yeah
I
mean
and
there's
a
lot
of
people
who
don't
there
are
a
lot
of
new
people
there.
This
is
our
first
time.
You
know
people,
people
ask
us
questions
later.
Remember.
F
With
the
presentation
yes,
but
I
went
also
to
put
something
on
the
table:
I'm
working,
I'm,
gonna
start
working
with
Francisco
we're
gonna
apply
to
a
grant
a
billion
America
Grant.
B
E
Yeah,
so
basically,
what
the
grant
says
is
we
can
apply
for
either
250
000
or
up
to
500
000,
depending
what
kind
of
stage
we're
in
we're
thinking
about
doing
the
500
000,
which
is
implementation,
so
the
food
bank
essentially
would
be
working
towards
securing.
You
know
food
system
but
working
with
local
organizations,
and
they
don't
need
to
be
tribal
wise
because
and
to
help
us
in
case
we
didn't
have
a
501
yet.
E
So
basically,
we
were
thinking
of
different
projects
and
I.
Think
Jose
can
talk
a
little
bit
more
about
that,
and
also
possibly
working
with
with
other
organizations
that
are,
you
know,
on
the
same
mission,
same
track
that
we're
you
know
that
we're
trying
to
pushed
here,
okay,.
B
F
E
Right
so
we
were
thinking
maybe
doing
like
micro
grants
to
increase
capacity
for
production
into
you,
know,
we'll
see
which
kind
of
projects
I
don't
know.
What
else
can
we
talk
about?
There's
money
that
can
also
be
spent
on
Research?
Yes,.
B
E
B
A
E
E
D
E
If
you
could,
it
gives
some
some
examples
of
of
things
that
that
they're
planning
on
doing
and
just
FYI
this
money
comes
from
Mackenzie
Scott.
E
So
some
of
the
examples
are
investing
in
Farmers
Growers
producers
just
read
this
kind
of
what
I'm
talking
about
Workforce,
Development
and
employment.
Training
is
part
of
a
healthy
local
food
system,
reducing
dependency
on
charitable
Food
Systems.
Investing
in
place-based,
concentrating
food
security,
resources,
expense,
expansive
food
access
plans,
reporting,
prospector,
Partnerships,
Healthcare
housing
with
Food
Systems
building
capacity.
E
Building
the
capacity
of
organizations
POC
LED
as
far
as
active
Civic
leadership
with
food
Justice
with
a
food
Justice
lens
not
really
familiar
with
food.
B
E
Need
to
put
a
little
bit
of
pressure
on
this
because
two
weeks
to
two
weeks,
yeah,
okay,.
D
E
E
The
application
is
just
wants
to
know
that
what
what
what
is
the
funding
going
towards
and
the
choices
are
providing
food
to
communities
of
color
or
rural
communities
and
what
the
ground
will
sustain
and
what
communities
do
you
plan
to
specifically
Target
with
the
grant
funding?
Obviously
we're
gonna,
you
know
come
into
color
feeding
America
doesn't
see.
Webb
county
is
a
rural
account
based
on
the
Rock
codes.
E
I
know
if
you're
familiar
with
those
so
web
telling
it's
not,
but
the
outlying
parts
like
in
cities
do
count,
but
we
can't
really
claim
to
be
working
towards
rural
community,
so
it'd
be
coming
into
color
on
this
one.
D
E
B
E
E
B
E
F
B
B
F
D
E
All
that
goes
well,
then
we
should
be
able
to
get
some
some
Job
Corps
kids
to
help.
B
Okay,
so
actually
you
know
grants
and
things
in
different
like
things
that
you
can
also
put
in
there
that
are
when
you
come
in,
we'll
go
over
okay,
so
membership
of
committee
members,
yes.
C
B
Okay,
so
how
would
I
make
a
motion
make
a
motion
for
a
how
about
a
board
member
committee?
It.
D
F
Us
he
Professor
so.
G
B
C
C
Next
meeting
there
will
be
a
an
item
for
membership
of
we'll
keep
that
item
on
everybody
and.
F
C
Vehicle
the
new
secretary
JJ
sends.
B
B
B
B
D
C
D
C
Our
pios
can
pass
it
out
and
they
can
schedule
interviews
for
with
the
media
whatever
the
case.
B
B
As
like,
probably
at
the
end,
probably
the
middle
first
week
of
April
we'll
start
well.
This
is
coming
soon
we'll
start
next
week
like
trying
to
form
a
committee
enough
that
I
can
have
those
different
tasks.
B
B
Are
we
doing
a
pre-registration?
No,
we
can't
do
the
workshop
kind
of
where
you're
signing
up
for
different
things.
We
decided
to
do
a
Civic
engagement
process,
type
of
thing
that
lasts
a
few
hours.
B
C
B
C
Okay,
so
he
sent
us
a
picture.
He's
got
everything
on
there,
key
key
mean
meaning
any
one
of
the
YOLO
or
attorney
is
monitoring
it
he's
like
there
has
been.
C
So
it's
moving
slowly
and
then
he
threw
in
the
IRS
received
money
from
Congress
to
hire
more
Personnel.
It
doesn't
seem
like
it.
So
it's
in
process.
We
don't
have
an
answer
yet,
but
at
least
all
the
paperwork
is
filed
and
we've
never
been
at
this
point
where
it's
not
on
our
end
anymore,
so
we're
just
waiting
on
the
federal
government,
so
they
didn't
send
something
that.
B
Oh
yeah,
okay,
so
I
think
you
wanna.
When
is
the
next
week
we
can
go
on
to
the
next
item,
which
is
10
for
the
policy
Council
update.
What's
the
next
Food
policy
council
meeting,
it's.
F
G
10
30
a.m
it'll
be
here,
but
in
the
auditorium
that's
the
next
meeting
we'll
be
going
over
details
for
the
event,
so
you
guys
know
more
about
it.
We've
been
updating
it
right.
The
Texas
Department
of
Agriculture
released
the
study,
which
is
awesome.
G
But
we're
kind
of
tweaking
it
and
adding
stuff
into
The
Five-Year
Plan.
That
kind
of
is
set
is
talked
about
in
the
study.
B
I'm
ready,
I,
know
everybody's
been
there
one
time
or
another,
but
and
if
you
know
of
any
organizations,
still
trying
for
organizations
to
participate
and
come
in
and
be
part
of
the
food
policy.
Council.
B
We've
already
talked
about
is
that
it
on
the
food
policy,
Council
I,
think
so
I
think
so
too.
So
11
is
Council
presentation.
G
G
G
G
B
D
D
Almost
there
well
do
you
guys
have
any
ideas
on
like
what
you.
G
F
G
B
G
This
is
a
design
person,
so
so
basically
I
create
plans
and
you
guys
can
throw
darts
at
it
and
then
we
work
on
it
and
then
we
just
massage
it
into
what
we
want
it
to
be
so.
G
G
I
think
that's
how
we
should
do
it,
because,
in
order
to
get
enough
Community
engagement,
you
need
like
another
organization
to
monitor
it,
because
the
people
that
take
care
of
the
park
monitoring
and
know
anything.
C
C
G
B
He's
also
doing
workshops
out
there
or
they're
going
to
lcu
as
the
main
demonstration
Garden,
which
is
a
Conseco
house
and
learning
there
and
then
going
over
there.
There's
got
to
be
some
coordination.
D
Swing
up
there
we
will
have
to
figure
it
out,
but
are
we
talking.
G
G
Gave
them
yes,
I
mean
just
to
prevent
the
javelinas
from
getting
in,
but
it
would
be
for
anybody
to
come
in
and
be
able
to
go.
G
D
D
D
G
B
D
G
I
want
to
design
Gardens
that
you
know
they
still.
They
look
great
and
it's
years
later
and
there's
still
a
lot
of
people,
but
it's
because
you
have
to
have
an
active.
E
Yeah,
that's
what
we
are
learning
so
I
have
a
question.
Hopefully
again.
B
It's
also
for
a
lot
of
different
other
things
and
before
and
for
example,
the
the
house
bill
that,
hopefully
will
get
passed
in
the
session.
It
lists.
B
Organizations
that
are
created
under
the
transportation
code
is
a
one
of
the
organizations
that
can
receive
money
through
the
state.
So
but
you
also
have
to
be
a
501c3,
because
otherwise
it's
only
it
would
be
only
a
organization
that
is
run
exclusively
under
the
city
kind
of
like
when
they.
B
A
Metro
or
something
it's
the
same
board,
so
in
this
way
it's
a
little
bit
different.
Also,
this
isn't
the
only
grant
that
you
were
talking
about
that
kind
of
look.
B
B
Is
it
really
this
this
way
of
doing
the
of
organizing
this
organization?
It's
really
the
first
one
of
us,
even
though
there's
other
local
government
corporate
the
Housing
Authority,
it's
a
local
government
corporations,
it's
really
the
first
one
that
it
functions
kind
of
differently
from
the
other
two,
which
is
a
metro
in
the
housing
and
it
it
functions
for
different
things
that
the
city
isn't
used
to
seeing
it
that
way.
B
Trying
to
understand
why
we
couldn't
get
our
501c3,
the
city
said
we
didn't
need
it
when
in
reality
we
needed
it
and
the
thing
that
was
keeping
us
from
doing
it
was
one
day
the
statute
says
you
have
to
form
a
501c3
under
the
Texas
whatever,
and
they
did
it
under
the
city,
and
so
every
time
we
went
together
would
say.
Well,
you
already
exists.
You
know.
B
And
that
is
actually
a
non-profit
that
is
not
in
a
Texas,
a
local
government
corporation,
it's
actually
a
non-profit
that
is
in
there.
They
have
like
a
non-profit
something
or
other
that
houses
different
little
nonprofits
and
that
the
city
has
this
is
actually
it
has
a
lot
of
potential,
especially
when
you're
developing
something
like
a
healthy
food
system.
Sure
it's
it's
a
complex,
complicated
thing
and
that's
why
they
call
it
a
system
and
that's
why
you
can
so.
D
F
B
Well,
I
think
a
lot
of
it
is
that
there's
been
a
lot
of
like
like
political
flash
Clash
on
that
poor
house
which
yeah
whatever.
But
it's
not
even
political.
It's
more
like
Social,
Media,
stuff.
D
C
C
Even
if
you
do
the
first
floor,
you
have
to
you
have
to
section
off
the
first
floor
from
the
second
floor
and
you
have
to
make
it
safe
because
anything
that
goes
on
there,
whether
somebody
trips
and
falls
or
what
somebody
falls
through
a
roof
they're
going
to
sue
the
city
right
and
that's
the
whole
thing
about
the
City
of
Laredo.
The
city
will
do
everything
in
its
power
to
avoid
a
potential
lawsuit,
so
we
they
would,
rather
it
not
be
occupied
than
have
a
chance
for
somebody
to
get
hurt
once.
G
Actually,
it's
it's
a
grandfather
clause,
so
only
some
of
the
only
reason
they've
come
out
to
do.
It
is
if
somebody
actually
had
a
disability
that
was
working
there
and
then
they
would
have
to
change
like
they
would
forcibly
have
to
change
the
building.
But
if
there's
no
need
for
it,
then
it
doesn't
get
triggered.
Oh.
B
D
C
C
E
A
lot
of
money
well
at
that
point,
I
think
the
organization
would
have
grown.
You
know
the
size
where
also
because
of
Grant
requirements,
we
would
probably
already
have
some
kind
of
a
liability
insurance
in
place,
at
least
a
million
dollars.
You
know,
because
a
lot
of
Grant
grand
Tours
required
yeah
that
would
be
the
yeah.
B
A
We're
seeing
people
just
drive
by
and
stop
by
to
see
what
what
the
the
times
and
then
we
have
a
lot
of
people.
We
had
the
conference
and
tell
me
you
and
we
did
had.
F
B
B
April
20th,
so
I
did
have
a
question.
So
John
asked
me
to.
