Description
Laredo Commission for Women Meeting 071023
A
B
B
A
For
the
record,
our
our
chair
is
not
here
today
so
and
also
I
will
be
taking
over
the
co-chair.
Can
we
have
real
coffee?
Yes,.
A
A
All
right,
any
citizens
comments.
D
C
C
C
D
A
A
I'm
motion
to
approve
the
minutes,
one
second,
okay,
all
those
in
favor
eight
minutes.
Thank
you.
Next
we
have
discussion
and
possible
action
regarding
the
following
items:
we
have
a
and
b
the
Women's
Hall
of
Fame
and
state
of
the
of
the
women's
survey.
If
you
don't
mind,
I
mean
I'd
like
to
suggest
that
we
flip
them
talk
first
about
the
survey,
because
that
may
take
a
little
bit
longer
and
then
we
can.
Whatever
time
we
have
left
in
the
Hall
of
Fame,
is
that
okay
with
everybody
I'm?
A
Sorry,
okay,
so
then,
let's
talk
about
the
women
serving
and
Dr
Vegas
again.
Thank
you.
So
much
I
hope
you
worked
so
hard
on
this,
but
I
think
at
the
last
meeting.
If
I'm
not
mistaken,
I
had
some
questions
and
some
concerns
and
that's
why
we're
here
again
to
go
forward
with
some
suggestions,
so
I
I
think
that
I
mean
my
idea
is
to
go
over
each
question.
If
that's
okay
and
that
way,
we
can
give
our
suggestions
and
recommendations.
What
do
you
all
think
everybody.
D
Should
have
a
coffee
which
is
like?
Let
me
give
everybody
a
contact
you,
so
we
remember
the
surgery
was
constructed
with
the
help
of
about
eight
other
organizations.
We
had
a
meeting.
Okay,
these
organizations
are
already
serving
women
in
Laredo,
and
so
it
was
very
important
for
us
to
listen
to
them,
since
they
were
the
ones
that
knew
what
women
of
Laredo
have
been
needing
for
a
while,
and
so
they
gave
me
their
input.
D
The
members
of
this
committee
also
gave
me
their
input,
and
so
the
questions
that
we
came
up
with
they
weren't
mine,
okay.
They
were
based
on
past
research
that
I
read
having
to
do
with
City
analysis
and
with
the
recommendations
of
this
board
and
also
the
recommendations
of
those
organizations,
and
so
just
so
you
have
this
context
of
how
they
have
done
it
yeah
and
the
fact
that
we've
been
working
at
this
for
a
while.
So
everybody
had
a
chance
to
review
the
members
of
this
board.
D
The
members
of
those
organizations
and
anyone
who
asked
me
I
have
also
had
15
people
just
so
you
know
of
different
ages
and
I'm
talking
all
the
way
to
80.
answer
the
survey
for
me
to
give
me
feedback
on
how
the
questions
were
worded
and
I
made
changes
according
to
that
feedback,
but
most
of
them
told
me
it
was
easy.
It
was
fast
and
they
were
able
to
understand
the
questions
through
Those
sensors
I
found
that
there
were
some
questions.
We
don't
have
much
knowledge
of.
D
So
one
of
those
questions
was:
are
you
a
migrant
worker?
Most
people
don't
know
what
that
is
okay,
so
it
could
be
a
person
that
works
in
the
field.
But
what
most
people
don't
know
is
that
a
migrant
worker
is
also
a
U.S
citizen,
and
so
that
was
a
recommended
question
by
one
of
the
organizations
that
we
work
with,
because,
of
course
it's
got
to
be
a
measure.
They
must
have
their
data
that
they
use
for
funding
purposes
right,
so
I
I
put
in
parentheses
added
there
trabajado
de
Campo
in
Spanish,
I
added
I.
D
A
All
right
can
I
just
on
behalf
of
somebody
else
and
she's.
Not
here.
She
told
me
if
I
could
bring
up
these
things
on
her
behalf
and
she's.
Not
here,
she
was
just
one
of
her.
Concerns
was
with
the
clustering
of
the
same
type
of
questions
because
it
seems
to
be
like
there
was
a
question
about
finance
and
then
it
it
jumped
to
a
question
about
something
else
and
then
back
to
finance
in
another
area,
so
she
was
just
wondering
if
they
could
be
clustered
all
within
the
same.
A
The
same
type
of
questions
also
her
opinion
is
that
it's,
a
very
lengthy
survey
like
80
questions,
is
a
lot
of
questions.
That's
her
opinion
and
then
also
the
format
if
they're,
all
in,
like
lipstick
number
one.
What
gender
do
you
identify
with
that's
a
perfect
question
and
that
one
is
perfect,
I
mean
you
just
answer
whatever
you
know
right
and
then,
and
it
continues
number
two:
how
old
are
you
perfect?
What
is
your
marital
status?
Perfect?
How
many
children
do
you
have
under
the
age
of
okay.
D
Identify
as
female
and
male
traditionally
right,
yeah,
and
but
with
the
emergence
of
the
acceptance
of
different
types
of
gender.
Now
we
have
this
spectrum
of
gender
identification.
We're
not
talking
about
medical
gender
identification,
we're
talking
about
how
the
person
sees
themselves
so
when
is
2
is
called
binary.
D
A
E
D
D
D
A
D
D
B
D
C
C
Number
three:
what
maybe
is
your
words
has
never
been
married
like,
wouldn't
it
be
easier
to
just
single.
C
F
E
A
D
A
Question
number:
five:
how
many
children
over
18
do
you
have?
Yes,
okay,.
A
Okay,
now
here's
where,
where
it
starts,
changing
that
the
type
of
question
it
becomes
from
a
question
now
it
goes
into
I
can't
afford
daycare
instead
of
saying,
if
you
need
daycare
services,
can
you
afford
it
yeah?
Do
you
know
what
I
mean
instead
of
saying
I
can
afford
daycare
hey?
D
Cannot
do
that
you
cannot
no
they're
measuring
different
things.
So,
for
example,
if
you
notice
the
six
is
a
little
bit
to
the
right
right,
that
is
because
it's
connected
to
five
and
four
okay,
five
and
four
is
geographical
information.
Okay,
I
can
afford
daycare
is
actually
a
personal
opinion.
That's
what
starts
measuring
the
data
of
the
issues
that
women
suffer.
A
D
F
A
D
D
A
A
What
is
your
country
or
formative
years
is
so
tell
it
to
me
again
well,
this
is
what
I
wrote.
What
country
did
you
live
in
during
your
formative
years
and
then
through
28
years
of
age?
Does
that
sound
good
yeah.
B
D
A
D
A
D
D
A
D
D
Because
that's
the
issue
I
had
when
I
had
people
try
the
survey
right,
yeah
and
then
I
had
this
person
coming.
Tell
me.
Your
question
cannot
be
used
because
your
data
is
not
going
to
show
what
a
micron
worker
is
have
to
specify
either
Farm
Warfare
and
therefore
don't
call
it
migraine
right,
because
if
it
is
a
migrant
worker,
because
it
is
classified
already
according
to
data
Gathering,
it
has
to
be
a
U.S
citizen
wearing.
D
A
E
D
I
understand
it's
not
it's
not
a
change
of
culture.
It's
a
the
validity
of
my
data.
Okay.
So
if
someone
that
knows
about
this
classification
is
using
the
data,
then
it
has
to
be
valid
for
them.
What,
if
you
put
I,
am
a
U.S
migrant,
that's
what
I'm
saying
so
it
would
have
to
be
a
specific
for
that,
and
so
therefore
I
can
I
can
contact
the
organization
that
is
asking
for
this
question
to
be
included.
If.
E
D
D
B
D
D
D
C
A
B
A
D
Yeah
one
of
the
it's
one
of
the
cues
that
measures
whether
there
is
an
infrastructure
that
supports
women
in
our
city,
do
they
have
access
to
healthy
food
within
walking
distance,
especially
if
the
only
study
that
we
have
had
on
this
issue
showed
that
single,
with
single
mothers
in
Laredo
are
the
ones
that
are
suffering
the
most
in
Laredo
and
one
of
the
biggest
issues.
They
don't
have
transportation
to
go
shopping
for
healthy
food.
Okay,
so
it
is.
Something
is
one
of
those
things
we
have
to
measure
yeah.
A
A
A
D
It,
but
if
I
would
put
if
I
would
put
the
option
not
applicable,
don't
know
the
don't
know
this
question
okay,
then
we
were
measuring
different
things
right
or
we
give
them.
A
A
Etc
and
the
question
is,
can
you
afford
it?
That's
what
you
need
to
know
me:
okay,
I
have
suffered
drug
addiction,
yes
and
I
am
still
suffering
yes
and
I.
Get
help
or
I
got
help
yes
and
I
did
not
seek
help
or
yes
and
health
was
not
available.
D
D
A
D
D
B
D
D
B
D
D
A
Okay:
number
26
I
work
in.
A
D
B
A
Oh
here's
now
where
this
is
where
it
goes
into
Financial
now,
I
have
a
bank
account
I
understand
my
credit
score.
It's
not
my
budget
and
I.
Follow
it.
I,
invest
money,
I
am
saving
for
retirement,
I,
often
use
short
term,
so
those
will
be
given
to
us.
Even
if
we're
retired.
C
E
A
Okay,
so
we're
good
I,
have
savings
retired
for
retirement?
Well,
that
wouldn't
apply
for
me,
because
I'm
already
retired,
but
I
can
continue
to
save
right,
but
you
continue
to
save
the
other
yeah.
My
friend
I
often
use
short-term
loans,
yes
or
no,
and
then
about
your
home
now
what
what
okay?
So
now
it
went
from
loans
to
about
your
home
and
do
you
do
you
rent,
okay
paint,
my
house
I
I
wanna?
Is
there
another
way
of
saying
I
would
say:
have
a
mortgage.
A
F
A
C
A
D
A
A
E
D
D
Gonna
see
that
later,
because
we
do
want
to
measure
it
for
our
government
because
of
the
stories.
So
here
you
don't
care
to
know
right
now.
It's
the.
A
D
They
told
me
because
you
know
I
run
out
of
English
at
one
level.
At
what
level
did
you
experience?
What
level
of
school
did
you
experience
perfect.
A
D
A
Please
select
as
many
as
possible:
okay
and
no
employment.
If
you're
talking
about
school,
okay,
52
we're
halfway,
there
I
convert
sexual
harassment
in
school,
yes
and
I
did
report
it
and
I
did
not
report
it
or
not,
and
then
fourth
level,
number
53
or
levels
or
when
experienced
sexual
harassment.
I
will
change
that.
Okay,
what
level
are
levels
of
school?
Did
you
experience
right?
Sexual
harassment,
okay,.
A
D
F
D
D
F
A
F
B
A
B
A
A
A
A
C
A
D
Down
like
there's,
it
would
be
a
compound,
should
I
answer
as
well.
A
A
C
B
D
It
has
to
do
with
cry:
how
safe
do
you
feel
in
our
city?
So
if
you
don't
feel
safe
at
work,
if
you
don't
feel
safe
in
the
public
space,
if
you
don't
feel
safe,
so
the
more
you
answer
not
to
that,
it
compounds
right
So.
Eventually,
that
would
give
me
the
picture
of
the
city
without
even
asking
that
question.
D
A
Number
67
I
am
registered
to
vote,
Yes
or
No
I
vote
and
every
connection
in
some
election
and
I
did
that.
Okay
I
belong
to
at
least
one
issue
based
group
like
immigration,
abortion
or
domestic
violence,
nope
nope
and
then
yes
or
whatever.
B
A
Let's
see
70.,
others
are
still
measuring
the
same
thing:
okay
I
have
been
part
of
at
least
one
protest
or
March
or
even
or
or
committee.
You
can
say
yes
to
that.
One
definitely
right.
A
I,
know
why
my
city,
who
I
know
who
my
city
council
member,
is
yes,
I,
don't
say
no
I
know
who
they
are
or
I
know
who
he
is
or
he
they
are.
Okay,
I
know
who
they
are
and
I
know
and
I
have
not.
I
have
met
them
right.
Yes
and
I
have
met
them
because
you
can
know
who
you're,
but
you
haven't,
met
I
approach
now,
I
have
access
to
Internet
at
home,
I
have
access
to
Affordable
transportation.
A
Okay,
number
75;
okay,
we're
almost
done
when
I
am
out
and
about.
There
are
safe
spaces
for
breastfeeding.
D
F
A
To
put
handicap
yeah
now
by
law,
they
have
to
have
some.
D
B
C
D
F
A
E
A
I
am
worried
about
drinking
water
availability
in
the
future.
Yes,.
A
A
Rising
not
ice,
and
is
it
wrong?
No
no
I
said
raciness
I
have
experienced
experience,
discrimination,
experience
discrimination
due
to
my
immigration
status,
but
not
Ed,
experienced.
A
D
C
F
So
when
I
came
here,
they
put
me
in
English
language,
but.
F
C
F
E
E
D
B
B
D
But
I
have
to
say
thank
you
for
going
through
each
other
questions
for
your
feedback.
What
you
can
expect
from
me,
Lisa
I'm
gonna,
fix
the
questions
and
I'm
gonna.
Send
you
the
electronic
link,
I'm
gonna,
send
you
both
the
Spanish
link
and
the
English
link.
You
can
answer
whichever
one
you
want
go
through.
It
and
I
know
it's
a
pain
in
the
butt
trust
me.
He
just
went
through
this.
It
was
a
long
process
right,
but
this
is
helpful.
Yes,.
D
E
A
D
That
the
main
purpose
of
this
is
to
establish
for
the
commission
Ace
Benchmark,
by
which
we
can
actually
decide
what
we
should
be
doing
for
women
in
Laredo,
because
we
don't
know
what
women
in
Laredo
need.
We
of
course
know
and
negatively
right.
We
can
hear
from
the
neighbor
we
can
hear
from
our
mother.
We
can
hear
from
our
teachers
we
can
hear
from
every
woman
that
we
encounter
may
share
with
us
their
fears
their
issues
their
experiencing
right,
just
taking
a
lift.
D
B
D
A
F
You
can
find
people
no
I
was
gonna
say
that
when
we
use
it,
when
we
Cruise
done
interaction
plan
to
Council,
they
offered
to
give
us
whatever
funds
that
we
deemed
necessary.
C
F
F
I
was
even
thinking
those
little
like
stand-up
little
they're
very,
like
you
can
use
like
pay
on
venmo
or
something
just
scan
your
phone
to
pay
or
something
you
can
have
just
a
little
plastic
thing,
standing
there
at
Gateway
or
at
the
library.
When
you're
checking
out
your
your
books,
you
can
just
scan
that
or
you're
sitting
in
a
doctor's
office.
You
scan
that
and
you
can
get
and.
E
D
B
D
C
C
B
F
A
A
D
When
you're
done
from
the
beginning,
and
that's
why
we
made
it
a
point,
I
think
it
was
Miss
Bruni
who
was
so
graciously
encouraging
us
all
to
involve
other
organizations
right.
B
A
D
It's
not
just
us
right
now.
We
also
have
those
organizations,
but
the
minute
you
start
involving
the
members
of
Eugene.
It
has
to
grow
the
the
the
mathematician
that
is
helping
us
in
Tamil
you
she
put
it
either
that
she
only
needs
600
answers,
we're
shooting
higher
600
surveys.
Yes,
so
we
should.
You
know
we
should
make
sure
we
get
over
a
thousand
answers
to
make
the
data
significant,
and
so
we
look
at
every
time.
I've
done
a
survey.
D
I
don't
get
less
than
40
responsible,
okay,
so
and
that's
impossible
in
a
radio
with
250
000
people
right
and
a
lot
of
those
women
are
very
young.
We
cannot
reach
them,
so
we
have
to
try
really
hard
at
reaching
those
that
don't
have
a
voice,
those
that
that
we
can
reach
out
to
those
that
we
are
familiar
with
those.
So
we
can
reach
as
many
and.
B
E
E
You
know
we're
just
being
honest,
you
know
I'm
just
trying
to
say,
because
we've
I've
been
involved
in
different
organizations
and,
yes,
you
know,
but
the
skin
of
our
teeth.
Sometimes
everything
works
out.
Fine,
the
city
gives
us
the
money
for
the
cult
of
Fame.
We
don't
have
to
work
for
it,
they're
going
to
give
us
what
ten
thousand
dollars
anyway.
B
E
E
That
is
The
Facts
of
Life
I
mean
we
have
to
and
I
actual
part
I've
gone
to
get
people
to
actually
get
their
applications
filled
up
because
we
didn't
have
them
in
the
city
advertised
for
us,
but
I'm,
trying
to
say
so
that
we
don't
I,
don't
want
to
be
disappointed
and
I'm
sure.
Hopefully
we
won't
I
know
you
work
very
hard
and
I
know
all
of
us
have
and
everything
and
we're
trying
to
do
the
right
thing.
E
I
I,
like
the
idea,
but
I,
hope
that
we
have
women
that
out
there
that
can
fill
it
out.
That
are
not
going
to
be
that,
let's
say,
there's
a
lot
of
people
that
are
not
educated
enough.
You
know,
okay,
she
need
help.
You
know
they
need
help
just
like
when
we
go
down
the
street
for
boating
and
we
go
down
the
streets.
E
You
know
it's
gonna
be
the
same,
but
I
think
we
get
other
organizations
involved.
Yes,
we
can
do
it.
We
can
get
other
people
involved.
Yes,
we
can
do
it
if
we
get
more
people,
because
if
we
just
have
10
12
15
people,
it's
not
going
to
work,
I
mean
I,
don't
want
to
be
at
the
beginning
donor,
but
I
I've
been
around
and
I
can
speak
out
of
your
experience
because
we
have
been
voting
for
how
long
since
the
80s
I've
been
still
doing
it
we're
still
having
the
drives.
E
D
A
F
F
B
B
F
D
Once
I
make
the
corrections,
I
I
will
send
you
the
emails
okay
and
then
you
can.
You
can.
A
A
review
or
finalize
it
so
that
would
be
on
the
next
day.
Okay,
in
regards
to
the
survey
right
and
then
at
the
next
meeting,
we'll
discuss
the
next
phase,
how
we're
going
to
start?
No,
no,
that
can
be
discussing
the
same
at
the
same
at
the
same
yeah.
If.
D
E
C
B
D
E
E
E
This
is
what
I
need:
okay,
the
people
that
have
jobs
and
insurance
and
their
cars
and
their
homes
and
everything.
Okay,
thank
the
good
Lord
for
that.
But
what
about
those
that
do
not
have
it?
How
are
we
going
to
reach
those
people?
The
people
is
on
the
under
privilege
and
they're
under
and
then
you
know,
they're
not
financially,.
E
And
that
is
exactly
where
we
should
start
and
because
everybody
else
that
can
do
it
on
their
own,
they
can
do
it,
it's
just
those
people
that
don't
have
any
needs
and
don't
have
Automobiles
and
don't
have
jobs
and
don't
have
food
or
whatever
I
can
send
them.
Those
food
banks
I'm
just
trying
to
break
that
out,
because
that
is
I'm
interested
in
this
healthy
as
I
am
but
I
want
to
reach
those
people
that
you
cannot
reach
that
right.
F
We
have
to
set
a
date,
but
the
most
important
thing
right
now
is
that
we
need
to
discuss
when
we're
gonna,
open
up
the
application
and
the
deadline
and
set
a
committee
to
review
the
applications.
F
We
open
I
think
we
open
up
application.
I
haven't
really
opened
them
last
year,
but
like
we,
we
I
think
we
did
around
like
our
deadline
was
like
Chris
around
Christmas,
or
maybe
it
was
like
the
first
week
of
the
new
year,
because
we
have
to
slate
our
applicants
and
then
we
have
to
present
them
to
council.
F
F
A
F
By
annual
Women's
Hall
of
Fame
event
every
two
years,
it's
every
two
years
and
we
do
it
in
March
and
there's
a
sheet
that
shows
all
of
our
previous
Hall
of
Fame
nominees
recipients.
F
C
A
A
A
F
C
Yeah:
okay,
there's
a
pretty
the
recipients
media
reception,
oh
yeah,.
E
Normally
IBC.
C
A
So
right,
okay,
so
I
guess
my
question
being
that
I'm
also,
you
know
new
to
this
as
well.
If
you
are
better
so
the
chair
right
now,
that
is
that
our
chair
right
now
will
be
overseeing
all
of
this
overseen.
F
A
C
B
B
A
F
We
do
need
to
create,
like
I,
want
to
call
it
like
a
marketing,
because
we
do
have
to
work
on
a
video
to
go
out
to
the
public
so
that
people
know
that
the
application
is
opening
up
on
this
day
and
they
can
find
it
at
the
City
of
Laredo
website
blah
blah
blah.
We.
F
C
E
More
but
anyways
you've
been
here
before
when
we
do
that,
there's
a
lot
of
people
that
do
not
turn
in
their
applications.
We
have
to
come
back
and
I
mean
it's
very
hard.
You
know
to
get
returning
the
applications
from
this.
We
as
commission
members
move
it
with
our
friends.
Say:
hey
tell
if
you
know
anybody,
but
there
is
a
community
deal
that
the.
C
B
B
A
It
said
have
the
the
chair
and
have
like
the
chair
of
this
committee
Shepherd
and
apart
from
the
chair
of
the
of
the
Hall
of
Fame
committee.
Otherwise
that
person
like
you
did
it
all
I.
