so
we're
really

because
when
we
look
at
this

we
align
it
with
the
Texas
business
code
because
of
the
imbalance
and
power
that
the
average
tenant
has
versus
those
of
us
on
the
property
management
side
of
the
house,
these
rental
increases
especially
overnight
and
in
some
cases,
as
is
the
case
with
Mr
Blackwell
being
notified
on
the
same
day.
That
you
need
to
make
a
decision
or
leave,
would
be
such
a
gross
imbalance
of
power.
I
We
think
that
these
contracts
are
unconscionable
and
that
there
should
be
maybe
a
holding
off
on
taking
action
and
actually
implementing
these
because
of
the
incredibly
military
response
that
it
would
have
to
the
community.
So
that's
why
we're
here-
and
we
do
recognize
that
this
is
a
private
industry,
that
people
are
in
this
business
for
a
profit,
whereas,
like
we're.
I
Just
out
harassing
people
for
free,
but
really
our
goal
is
to
really
help
sure
that
we
don't
have
the
community
that's
going
to
be
destabilized
even
more
than
we're
already
projecting
what
county
and
Laredo
apartments
and
tenants
who
already
experienced
based
off
of
the
issues
that
we're
seeing
in
the
JP
courts.
Our
understanding
is
that
originally
the
renewal
for
Mr
McGraw's
apartment
to
be
up
to
seven
hundred
dollars
and
then
change
to
641,
and
we
do
appreciate
that,
especially
for
individuals
on
a
fixed
income.
I
There's
no
wondering
how
much
is
your
water
going
to
be
or
how
much
is
your
electricity
going
to
be?
But
the
concern
is
ultimately
how
many
of
the
seniors
that
are
living
in
here
with
these
fixed
incomes
have
the
needs
or
opportunity
to
get
a
new
job
or
keep
up
with
their
rent
and
from
what
we're
seeing
the
don't.

This
is
Private
Industry,
so
they're
not
in
the
business
of
income-based,
rent
but
again
increasing
rents
so
far
outside
of
what
is
the
industry
Norm,
essentially
overnight,
I
think
if
this
showed
up
in
JP
Court,
my
argument
would
be
unconscionability
and
a
disparate
impact,
which
would
be
a
fair
housing
violation,
especially
knowing
that
the
vast
majority
of
these
tenants
are
in
fact
in
their
seniors
or
they're
in
their
senior
years.
And
so
that's
our
other
concern.
So
the
unconscionability
of
the
contract
and
the
potential
fair
housing
and
disparate
impact
argument
that
we
would
make.

So
I
also
come
from
Texas
from
Rio
Grande
legal
aid.
I
am
the
paralegal
that
has
been
speaking
on
a
consistent
basis
with
Mr
Blackwell
and
because,
since
the
intake
since
our
first
amount
of
communication,
the
biggest
concern
is
Mr
Blackwell
and
the
other
residents
that
are
there
right
now
from
the
very
just
of
his
income
eligibility.

You
can
tell
right
off
the
bat
that
there
is
no
way
that
he
can
pay
this
rent
increase,
and
he
has
made
several
statements
that
there
is
about
a
dozen
other
residents
who
are
not
going
to
be
able
to
pay
this
rent
increase.
And
the
thing
is
that
majority
of
these
residents,
if
not
all,
are
on
fixed
incomes
and,
as
we
all
know,
there
is
no
possibility
of
getting
an
increase
on
your
disability
on
your
Social
Security.

What
is
given
to
you
is
given
to
you
and
that's
what
you
get
for
the
rest
of
your
life
and
to
add
on
to
what
Lonnie
said
to
have
this
increase
of
about
over
a
hundred
percent
from
one
day
to
another,
and
these
individuals,
including
Mr
Blackwell,
are
going
to
be
homeless
by
next
month.
That's
the
urgency
of
this
problem
because
there
is
currently
no
rental
assistance
programs
available.

there
are
programs
available
with
the
Community
Development
that
I
recently
just
found
out,
but
there
is
a
waiting
list
and,
as
we
know
that
the
housing
and
stability
Pro
problem
in
Laredo
has
been
increasing
every
month
we
are
in
and
out
of
JP
courts.
We
are
seeing
families
being
evicted,
left
and
right
and
now
it's
the
senior
citizen
population
that
is
being
evicted.
And
although
there
is
no
current
eviction
right
now,
when
they
don't
pay
the
rent
next
month,
because
they
can't
afford
to
pay
the
rent
increase,
there
is
going
to
be
an
eviction.

They
are
going
to
get
evicted
because
they
do
not
pay
rent
and
now
they
will
be
homeless
and
Bethany
house
does
not
have
any
shelters
available.
They
don't
have
any
beds
available.
The
holding
Institute
does
not
have
any
beds
available
and,
to
my
knowledge
there
isn't
any
other
shelters
in
the
City
of
Laredo.

So
I
would
like
to
urge
you
know,
there's
nowhere
where
these
individuals
are
going
to
be
able
to
be
other
than
the
Jarvis
Plaza
that
we're
going
to
see
them
on
the
you
know,
with
their
bags
on
the
streets
and
all
sorts
of
food.
Anything
like
that.
I
And
she
doesn't
explain
regarding
Community
Resources
if
I
may,
it's
not
just
the
housing
resources
that
are
overstretched
when
we
spoke
to
Francisco
Reyes
at
South,
Texas
Food
Bank
recently
with
they
have
to
turn
away
clients
that
we've
sent
over
there,
because
the
wait
list
is
so
long
for
food.
So
this
also
isn't
an
instance
where
we
can
say:
okay,
we
can
help
connect
you
with
Salvation
Army,
for
this
assistance
and
the
food
bank
can
give
you
an
emergency
food
box,
and
so
they
can
get
you
into
their
intake
program,
their
straps.
I
So
there's
no
like
I'm
going
to
rob
Peter
and
you
know,
use
the
food
bank
so
that
I
can
pay.

So
when
we
say
that
our
Community
Partners
are
over
stressed,
I
mean
truly
over
stressed
and
Bethany
House,
even
though
they
have
the
plans
and
they've
purchased
the
property
to
add

extend

shelter.

specifically
for
men,
because
that
is
such
a
big
wheelchair,
but
they're
still
working
on
buying
the
additional
lot.

So
they
complete
that
project
and
then
actually
build
it
out
so
that,
right
now
the
city
really
just
doesn't
have
the
infrastructure
from
the
community
support
standpoint
to
then
have
seniors,
who
might
have
very
different
needs
in
terms
of
health,
Safety
and
Security,
and
protection
that
if
I
was
going
to
be
unhoused,
that
I
might
necessarily
need.
And
so
we
also
think
that's
something
worth
noting.
It's
not
just
the
housing
resources
that
are
strained
and
overstretched.

The
Texas
Grant
relief
program
only
lasted
about
40
hours,
that
it
was
open,
and
that
was
a
program
that
we
were
offering
to
as
many
of
our
clients
as
we
could
and
unfortunately,
I
mean
this
Hamilton
situation
didn't
happen
during
when
the
threat
relief
program
was
open.
If
not
I'm
sure
there
would
have
been
a
little
bit
more
that
we
could
have
been
done,
but
then
again
they
would
have
only
helped
with
18
months.
What
would
happen
after
the
18
months?

They
would
still
be
left
with
this
rent
increase
and
if
the
increase
is
this
much,
what
makes
us
what
assures
us
that
by
next
year
it's
not
going
to
go
up
another
300
and
that's
the
need
that
is
in
Laredo,
I
filled
out
about
maybe
20
applications
in
a
six
hour
period
from
just
clients
here
in
Laredo
who
have
no
means
to
pay
those
rent
increases.

don't
have
family
here.
You
know,
that's
why
they
live
in
the
Hamilton
Apartments,
so
these
individuals
are
going
to
be
displaced
and
they
are
going
to
be
on
the
streets
and
I
can
almost
guarantee
you
that,
from
a
business
standpoint
on
April
1st,
when
that
renewal,
if
you
had
not
renewed
by
next
week,
an
eviction
notice
will
be
sent.
