kind
of
understand
a
little
bit
more
than
from
what
you
learned
within
your
internships.

month
we
just
had
our
budget
workshops
where
the
city
presented
its
annual
budget
to
council
and
we're
set
to
approve
well
Council,
said
to
approve
the
budget
during
the
council
meeting
on
September
18th,
and
so
that's
where
all
City
money
goes.
All
the
grants
go
to
where
taxpayer
money
goes
to
and
that's
how
projects
get
funded.

tell
you
just
a
little
bit
about
what
what
really
is
our
budget
and
what
that
means
for
you
guys
and
if
you
guys
have
any
questions
so
I'll
pass
it
to
Mr.

name,
is
Jesus
parsa
and
I'm
the
budget
director
with
the
budget
Department.
We
have
a
staff
of
six
employees
that
work
under
me
and,
like
Karen
mentioned,
we
work.
We
start
in
February
or
less
in
preparation
for
our
budget.
We
meet
with
all
the
Departments.
There
are
approximately
26
departments
throughout
the
city.
Some
of
the
Departments
are
police
fire,
Solid,
Waste,
The,
Bridge,
Department
finance,
a
city
manager.

We
have
meetings
with
the
city
manager,
the
city
manager
reviews
their
budgets.
Their
requests.
This
year
was
a
difficult
year
because
all
the
prices,
because
inflation
everything
is
costing
more
fuel
vehicles,
everything's
more
expensive
and
hard
to
get.
Sometimes
the
vehicles
sometimes
are
taking
a
year
from
the
time
they
order
them
to
get
it.
So
we
meet
with
the
city
manager
and
reviews
that
we
have
a
tentative
budget
that
is
presented
to
council
for
approval
and
I'm
going
to
pass
out.
This
is
a
little
flyer
that
we
do.
It
has
a
the
it's
a
brief.

overall
budget

the
theater
radio
is
905
million
dollars.
That's
all
the
Departments
and.

one
year

budget
for
this
year.

includes
personnel.

Everything
else.
The
portion
that
we
focus
on
is
general
fund
general
fund
is
the
we
have
different
type
of
funds
in
in
the
city,
which
is
when
you
look
at
the
finance
side.
The
governmental
accounting
is
by
funds,
so
we
have
general
fund,
but
in
general
fund
you
have
a
police
fire.
We
have
Parks
Public
Works,
some
of
the
major
ones
that
provide
a
service
to
to
the
city
for
citizens.

Then
we
have
Enterprises.
E
General
fund
is
funded
mainly
by
three
sources,
which
is
property
taxes,
sales
tax
and
then
the
charges
and
fees
that
we
charge
throughout
the
city,
the
the
the
biggest
money
generator
generating
for
the
general
fund
is
property
taxes,
which
is
about
108
million
dollars
that
come
in
from
from
taxpayers.
This
is
property
owners
that
own
property.
There
is
a
tax
rate
that
is
assessed
under
value
of
valuation
of
their
property
and
that's
one
of
their
biggest
money
generators
for
for
this
general
fund
for
the
city,
then
we
have.

And
when
it
comes
to
I'm
sorry
I'm
just
interrupting,
but
when
it
comes
ready
to
public
money
that
comes
from
people
who
live
here,
have
businesses
here
that
may
family
comes
from
property
tax,
correct
correct,
so
the
prop
general
fund
is
where
you're
all
your
money,
your
family's
money,
your
homeowner,
you
know,
if
you
own
a
home,
that's
where
that
money
goes
into
our
general
fund
and
sales
tax.
If
you
shop
out
you
eat
out,

like
we
have
a
fleet
Department
that
maintains
all
the
vehicles
for
police
fire
and
solid
waste,
all
the
cars
that
we
have
any
equipment.
So
those
are
internal
service
funds
that
charge
each
department
for
providing

Services

us,
we
have
other
internal
service.
Funds
are
like
the
health
and
health
and
benefits
for
the
cities.
City
employees
get
their
own
insurance
and
we're
self-funded,
so
they
have
a
fund
that
collects
the
fees
or
the
insurance
rates
from
the
employee,
and
the
city
also
puts
a
portion
on
behalf
of
the
employee
for
that.

So
those
are
the
internal
service
fund.
So
when
you
look
at
a
general
fund-
and
then
you
look
at
this
other
funds
that
we
have,
which
are
Enterprise
funds,
special
Revenue
funds,
special
Revenue
funds
are
funds
that
don't
necessarily
make
money,
but
they
do
have
either
monies.
They
do
generate
some
money.
An
example
of
this
is
the
airport.
The
airport
is
a
special
Revenue
fund,
so
they
generate
money.
Sometimes
they
just
don't
generate
enough
to
cover
other
expenses,
so
they're
also
getting
monies
from
either
Grant,
Federal,
FAA
or
other
other
sources.

Health
Department
is
another
special
Revenue
that
generates
my.
They
have
a
lot
of
Grants
within
their
departments,
so
they
have
a
grant
a
lot
of
Grant
monies
that
come
in
that
help
sustain
it,
but
it's
not
enough
to
cover
other
expenses
and
that's
where
general
fund
helps
out
a
certain
fund
like
the
health
department.
They
we
transfer
about
three
and
a
half
million
dollars
to
them
to
help
them
balance
their
revenues
and
expenses
and
I.
Don't
know
if
I'm
getting
too
much
into
detail,
but
if
you
all
have
any
questions
as
I'm
going
along.

Normally
we
start
around
February
and
we
end
up
in
August,

where
we're

right

next
council
meeting
will
have
the
introduction

have

a

workshop
with
them
and
the
Departments

budgets

those

they

that
we

was

expenses

balance

of
the
other
funds
sometimes
have
a

they
call
a
drawdown.
So,
for
example,
they
they're
accumulating
a
little
bit
of
money
as
they
go
in
as
they
go
through
the
years.
Solid
Waste
was
one
of

funds
this
year
that
they
were
able
to
have
a
fund
balance
and
they're
going
to
draw
down
on
that
money
to
buy
equipment
that
they
need.
So
not
all
the
funds
have
a
fun
balance,
but
some
of
them
do
and
some
like
general
fund
are
required
by
law.

They'll
have
a
certain
minimum
balance
that
that
they
should
have.
So
when
you
look
at
revenue
and
expenses,
they
need
to
have
enough
monies
in
there
as
a
reserve.
In
case
something
happens,
you
know
they
say
we
have
a
catastrophe
or
the
peso,
the
values
or
something
like
that,
and
the
city
has
to
have
enough
money
to
continue
working
as
they
adjust
for
any
shortfalls
in
revenues
or
in
sometimes
access
in
revenues
that
we
might
have.

Then,
when
we
finish,
for
example,
when
we
finish
in
October,
then
we
have
to
we
submit
we
by
the
time
that
by
the
time

we
get
to
the
process,
we
come
up
with
a
book
like
this,
which
is
the
whole
budget.
This

proposed
budget

has
all
the
information

them
for
review
and
they
grade
it,

then
they
either
give
us
an
award
or
not
so,
we've
been
very
blessed
and
lucky
that
we
received
the
award
for
almost
20
years
year
after
year.
This
has
been
a
process
that
you
know
that
department
has
established
that
throughout
the
the
tenure
that
we
passed,
a
budget
departments
within
the
city.

There's
criterias
for
each
section,
so
they
they
review
each
section,
there's
a
section,
for
example,
called
performance
measures.
It
has
to
have
certain
information
in
there.
It
has
to
have
certain
forecast
information
that
they're
looking
for.
So
it's
supposed
to
be
it's
supposed
to
show
a
a
forecast
of
what
we're
planning
to
spend
for
the
whole
year,
but
I'm
not
not
only
for
the
whole
year,
but
it
also
looks
at
five
or
ten
years
in
the
future
to
see
what
we're
projected
to
be
in
the
future.

So
they
want
to
see
that
we
have
sound
plans
financially
for
the
future,
so
that
is
used
a
lot.
For
example,
the
city
sometimes
borrows
money
like
any
household
you're
gonna
buy
a
car,
you're
gonna
buy
a
house,
you
go
and
borrow
money.
The
city
borrows
monies
or
sells
bonds
to
find
to
fund
certain
prices
that
are
expensive.
You
know,
so
we
have
we're
going
to
make
a
new
building
a
new
library,
a
new
fire
station.

And
this
rating
agencies
look
at
what
you
have
prepared
and
how
well
prepared
you
are
in
case
something
were
to
happen.
So
there's
another
component
that
we
also
work
hand
in
hand
with
the
budget
process,
which
is
our
CIP
plan
for
Capital
Improvements
projects,
because
the
needs
of
the
CD
sometimes
are
not.
The
point.

We're
generating
in
in
revenues
for
general
fund
is
not
enough
to
do
big
projects,
but
there's
a
lot
of
projects
that
we're
thinking
of
doing
new
streets,
new
parks-
and
we
have
another
part
of
this-
is
the
CIP
plant
it's
a
different
book
and
it
has
all
the
different
projects
that
we're
thinking
of
doing
and
looking
at
different
funding
sources
to
do
that.

So,
for
example,
this
here
we're
selling
bonds
of
I
think
it
was
a
50

million
dollar

we're
selling

for
buying
certain
things
or
buying
patrol
car
units
we're
buying

land

new
fire

that's

CIP

monies

fiscal
year,

to
September,
and
if
you
could
have
started
with
that,
we
don't
run

calendar
year
we're
running
a
fiscal
year
which
is
October
1st
to
September
30th.
So
when
we're
planning
our
fiscal
year,
our
budget
is
for
October
to
September.

Well,
one
of
one,
one
of
the
things
that
we
do
at
the
budget
departments
is
we're
constantly
monitoring
all
the
revenues,
so
property
taxes
is,
is
very
reliable
source
of
money.
That
comes
in
because
we
have
a
97,

connection
rate.

So
most
people
want
to
make
sure
they
pay
their
taxes
because
they
don't
want
to
lose
their
homes,
so
that
one
is,
is
pretty
constant
sales
tax,
we're
always
monitoring,
because
as
the
economy,
inflation
or
a
or
we
have
a
recession,
it
can
have
an
effect
on
sales
tax.
So,
if
there's
a
recession,
people
don't
have
money,
they
don't
want
to
spend
money,
so
they
might
start
buying
less
products,
which
means
less
sales
tax
we
receive.
So
when
we
see
those
Trends
happening,
we
need
to
slow
down
our
spending.

So
it's
like
it's
kind
of
basic
like
a
you,
have
a
checking
account
and
you
have
you
know
a
thousand
dollars
in
your
checking
account
you
you're,
always
monitoring
that
checking
account.
It's
that
you
don't
overspend.
Do
you
know
that
you
make
a
thousand
dollars
a
month
that
you
know
that
you
can
spend
that
so.

What
happens
there
is
that
if
our
revenues
exceed
our
expenditures
or
we
spend
less
expenditures
and
anything
any
money,
not
spending
general
fund
goes
to
our
fund
balance.
We
have
a
fund
balances,
we
have
an
opening
balance,
we
have
Revenue,
we
have
expenses
and
we
have
a
closing
balance.
So
if
you
have
money,
you
didn't
spend
that
closing
balance
at
the
end
increases.

Now,
if
you
spend
more
money,
then
you
you
have
revenues,
because
you
have
an
opening
balance,
then
you
have
fund
balance
could
decrease
as
well,
but
we
keep
a
very
close
eye
on
the
fund
balance
because
it
affects
our
bond
rating,
but
the
bond
rate
is
that
we
get
almost
so
many
so
like
when
as
an
individual,
you
take
you
do
your
payments
on
your
credit
cards
on
your
on
your
car,
because
you
want
to
have
a
good
credit
rating.
So
when
you
go
in

ask
for
a
loan,
you
get
the
lowest
possible

to
move
monies

their

the
Departments
have
control
of
how
they're
spend
their
money.

if
they
had
some
vacancies,
they
might
have
some
money
in
salary
savings.
Well,
they
maybe
buy
some
computers
or
they're
not
going
to
buy
computers
this
year
they
can
move
it.
They
can
move
their
budget
around
to
meet
the
Department's
needs
for
the
operations.

So
it's
all
it's
we're
constantly.
Looking
at
that,
for
example,
we
look
at
the
bridge
revenues.
We
look
at
them
daily
and
every
day
we're
seeing
how
much
Bridge
Crossings
we
have
and
how
we're
doing
compared
to
budget.
So,
for
example,
this
here
today
we're
about
10
more
than
what
we
protected.
So
we
know
we're
getting
a
little
bit
more
money
than
we
have
appropriated.

it's
not
until
we
actually
start

the
fiscal
year
and
money
start
coming
in

out

we

receiving

we're
spending
the
advantage

general
fund

blessed

property
taxes,

appraisals

city
has
not
increased

tax
rate

last
two
years
has
been
a
decrease
in
the
tax
rate.
The
tax
rate
is
that
number
that
you
multiply
times
the
appraised
value
of
the
house
to
come
up
what
we're
paying
in
taxes.

when
you
pay
property
taxes,
part
of
them
and
not
all
the
money
comes
to
the
city.

also
do
amendments
to
those
accounts
because,
like
I
mentioned,
they
have
the
Departments,
have
the
ability
to
change
monies
from
one
account
to
another
account.
So
we
monitor
all
those
changes
they
have
to
be
submitted
to
the
city.
We
budget
reviews
and
finance
reviews,
and
then
the
city
manager
does
the
final
approval
for
any
transcripts
that
are
done
within
the
city
of
any
lining,
and
then
we
finish
around
December.

we
have
about
two
months
to
kind
of
prepare
for
the
next
year
and
then
we
start
the
process
all
over
again
in
February
we
start
setting
up
their
budgets
initially
and
then
start
meeting
with
the
Departments

think
with
a
city
manager
and
then
go
through
the
whole
process
again.
So
it's
a
long
process
and
I
I
mean
the
one
of
the
trainings
that
I
attended.
Last
time
there
was
a
gentleman
I
mentioned
that
the
budget
takes
as
long
as
almost
making
a
baby.

imagine,
we
have
almost
we're
getting
close
to
one
billion
dollars
in
revenues
and
expenditures
throughout
the
city.
So
it's
like
a
big
corporation
that
has
that
it
does
a
lot
of
different
services
for
for
our
community.

Public
Safety,
Parks,
airports,
other
ways,
all
of
those
different
departments.

people
say
well,
the
city
doesn't
spend
money
or
we
don't
spend
money
on
the
right
things.

want

understand.
What's
it's
a
very
big
book,
but
that's
kind
of
where
everything
is

departments

where
the
money
is
going.
Basically,
along
with
our
other
Capital

look

beginning

the
book,
there's

a
statement
called
the
Consolidated
budget,
that
that
is
like
a
two-page

of
all
the
Departments.
So
that's
where
you
can
see
the
budget
for
all
the
pharmacy

bottom
of
that
page
is
where
you
have
the
905
million.
You
can
see
general
fund

every
single
Department
that
we
have,
that
includes
bonds,
that
we
have

bonds.
We
only
have
we
only
fund
new
money.
So
it's
a
an
existing
fund.

We're
only
appropriating
budget
only
looks
at
new
money
is
coming
up.

have
a
different
kind
of
fun
that
I
didn't
mention,
which
are
our
buns

called
they

treated
different
general
fund

the
other
funds.
If

spend
the
money
it
goes
to
fungals,
but
in
the
bonds

treated
are
as

to

million

electricity
