aside

overview
about
the
program,
but
let
me
show
you
pretty
much
what
this
program
is
about.
It's
the
transportation
alternative
set
aside
funding
program.
This
is
what
is
also
known
as
category
nine
funds
from
Tech
stock.
Again
TSA
set
aside
funds
or
an
audit
Grant
they're,
provided
on
cost
reimbursement
basis.

local
match
is
required.
These
set-aside
funds
are
available
for
obligation
for
three
years.

point
of
clarification
from
that
mean
we're
asking
about
that.
These
funds
are
obligated
and
they
are
they
lapse
on
a
funding
basis,
not
a
project
basis.
So
there's
another
project
that
can
be
funded.
We
can
go
ahead.

that
includes
the
money
that
had
been
given
back
at
the
last
mean
that
we
discussed
and
then
the
funding
Target
for
this
program
was
a
million
per
project
award,

go
over
some
of
the
steps

was
a

detailed
process.

developed

guidelines
to
discuss
how
these
of
projects
were
going
to
be
awarded
and
how
they
would
be
selected
based
on
different
criteria.
So,
just

you
some
Target
dates
of
things
we
did.

the
final
draft
guidelines
to
our
active
Transportation
committee,
July,
27
2022,
then
a
the
draft
guidelines
to
the
technical
committee
August
9th
of
2022.
Then
the
final
draft
guidelines
came
here
before
the
policy
committee
to
authorize
that
call
for
projects
for
that
2.4
million
dollars,
September
21st
2022.
We
held
two
workshops
for
potential
applicants,
one
in
person,
one
virtually
that
was
October
2022.
We
invited
all
the
different
stakeholders.

application
deadline
was
November
18
2022,
and
then
we
reviewed
applications
during
that
time
frame
completed
that
in
January
of
23,
with
the
evaluation
committee
and
you'll
see
the
results
of
that
evaluation
committee
right
now.
The
results
from
it
anywhere
here
before
you
today
for
this
final
selection
of
these
projects.
You
know
it's
a
determination
of
the
policy
Community
to
see
if
you
want
to
work
with
projects
that
were
submitted
so
just
to
go
back
to
show
you

different
criteria

we
had
for

We
did
have
enhancing
the
network
connectivity.

one
downtown
submitted
for
a
downtown,
safe,
sidewalk
improvements
projects.
We're
now
provide
more
details
on
that
and
we
also
had
a
project
from
El
Metro
on
the
Ada
bus
stops
in
bicycle,
plastos
enhancement
project.
We
did
have
an
evaluation
committee
with
five
different
members.

was
a
combination
of
active
Transportation,
technical
committee
members,
so
we
actually
had
someone
from
City
of
Laredo
planning
department
that
was
on
that
committee.
The
accounting
planning
department,
two
people
from
TxDOT,
and
then
we
also
had
someone
from
the
South
Texas
Development
Council
on
this
they're,
a
pretty
tough
graders.
You
know
so
the
average
for
the
downtown
safe
sidewalk
improvements
was
an
average
of
78.10
and
for
the
Atlanta
project
was
76.4.

idea
of
this
scoring
was,
you
know
if
we
had
more
projects
that
were
submitted
and
there's
not
enough
funding,
how
are
what
projects
are
going
to
fund
you
know?
Which
ones
do
we
find?
Do
we
fund
one
more
than

other?
So
that's
the
idea
of
the
scoring.
We
still
need
to
go
through
this
exercise
to
get
an
idea
to
see
if
it's
a
good
project
for
these
funds.
The
good
thing
is
that
we
have
enough
funding
for
both
of
these
projects.
The
max
will
work
for
that.

then
what
they're
requested
is
a
million
dollars

we

have
enough

for
for
both
those
projects.

the
project
applicants

sidewalk

which

the
tax
increment
reinvestment

The
project
description
is
to
do
sidewalk
ramps
curb
and
gutter
improvements
along
the
100,
200
and
300
blocks
of
Salinas
Avenue
in
downtown
Laredo.
We
do
have
some
pictures
in
your
packet
as
well.

Projects
include
planning
and
serving
and
design
of
sidewalk
and
Crossing
surface
improvements,
lighting
and
electrical
improvements,
pavement
markings,
select
utilities,
relocation,
tree
planting
and
other
similar
improvements
to
increased
safety
and
accessibility.
Again,
the
limits
are
from
the
intersection
of
Salinas,
Avenue
and
Watershed
to
the
intersection
of
Salinas
and
Victoria
for
an
approximate
805
linear
feet
on
each
side,
Metro
also
went
ahead
and
submitted
a
project
they're
asking
for
a
million
dollars
as
well.

the

stable
platform
in

past
that
they've
provided

more
detailed
cost

and
we've
determined
that

can
do

at
this

with
the
money

be

starting
to
change
the
way
they
talk
about
Laredo.

how

the
state
and
the
country
so
I'm,
hoping
that
that
continues,
but

of
the
things
that
they
did
praise
us
on
was
the
unified
force
that
we
had
there
and

Mr

he
said
whatever
you
all
need
count
on
us
and
he
had
his
attorney
there.

think
as
far
as
those
five
Parcels
go
just
echoing
what
was

Road
Corridor

we've

on
with

the
mpo.

an
alignment
there

that's
a
big
project
that

residents

the
mines
wrote

really
behind.
When
I
attended
a
public
meeting
here

TxDOT
attended
that
Congressman
Claire
attended

city
council
member
Vanessa
Pettis
sponsored
the

members
there
or
the
the
residents
there
really
were
loved
achar
via
seal
and
River
Road.

thought
those
three
roadways
could
be
big
big
roadways
to
be
constructed
in
that
area
to
help
alleviate
traffic
and
make
for
a
safer
area.
Aside
from
that,
the
biggest
announcement
that
I'd
make
here
today
but
there'll

a
formal
announcement.
Next
Tuesday
at
11
o'clock
in
these
Chambers
with
Congressman
Cuellar,
is
that
the
safe
streets
and
roads
for
all
grant
that
the
RMA
applied
for
working
with
the
city
and
with
the
mpo
we
were
actually
we
applied
for
two
million
dollars.
We
received
a
1.6
million
dollar.

process

we
actually

able
to
kick
off

studies

we

a

announcement

the

that

sent

good
job
of
utilizing
our
cat
seven
dollars

compare

other
mpos
but
of
course,
there's
still
room
for
improvement.
So
we're
going
to
see
what
else
we
can
do
right,
making
sure
we're
funding
getting
more
projects
funded,
getting
them
shovel
ready.
Also,
during
that
meeting,
establish
some
format
about
the
new
federal
carbon
Reduction
Program.
This
is
a
new
funding.

funding,
that's
going
to
be
allocated
to
mpos,
where
we
can
select
projects
for
that
too.
There's
still
details
that
are
coming
out
with
that,
so
we'll
be
providing
an
update
on
that
I'm,
hoping
to
maybe

next
meeting
on
that
and
then
what
the
next
thing

wanted

was
the
grant.
