2024
and
now-
and
it

tech
site
has
requested
the
project
be
removed
from
the
fiscal
year
2024
and
moved

fiscal

2025

order

ensure
statewide
fiscal.

school

dealing

fiscal
shortfalls

of
the
pandemic.

we're

at
what
regions
in
our
city
and
our

county
that
are
developing,
this
is
one
of,
if
not

most
rapidly
developing
areas
in
the
city
and
this
fall
squarely
within
my
district
and
and
commissioner
gaylo's
district,
I
believe
as
well,
and
what
we're?

What
we're
looking
at
here
is
a
a
very
large
problem
that
we
inherited,
where
we
don't
have
enough
parallels
to
get
off
of
uniroyal
and
get
onto
I-35
and
it's
affecting
our
ability
to
be
competitive
from
a
port
perspective,
so
I'm
very
concerned
about
pushing
this
back
and
actually
removing
it.
I
do
I
think
that
it
needs
to
stay
exactly
where
it
is
right
now
and
if
funding
becomes
available,
I
mean
we
already
have
the
funding.

funding
becomes
an
issue
then
we
can
bring
it
back
again,
but
removing
it
from
the
tip
it
to
me
is
is
a
mistake.

This
area
is
prime
for
development
and
you
already
have
a
problem
right
now
with

viewers
not
being
able
to
exit,
and
so
I
I
would
completely
you

I
would.
I
would
ask
the
mpo
policy
committee
to

to
side

me
on
this

to
maintain
our
our
direction
of
keeping
it
on
the
tip
for

2024
unless
there's

absolute
reason.

area
needs
this
development.

needs

infrastructure
to
get
trucks
out
of
it.

uniroyal
and
the
problem
that
it
presents
and
that's

right

district
statewide,

trying
to
balance
our
books

the
ut
plan
is
a
10-year
plan.

project
is
funded,
we're
simply
denially
like
one
month,
because

meet

lettings

whole,
not
only
laredo,

it's
a
statewide,
but
we
are
committed

this
project.
There
is
no
risk
of
this
project
going
away.
We
have,
we

are
committed
too
far
down
the
road
on
this
project
and
contemplating
removing
this.
It's
just
merely
a
book
themed
cleanup
for
us
and
when
I
say
yes,
I
say
text
out
in
general
statewide
it
is
on
the
utp.

get

hopefully,
between
now

2024,
we're
always
looking
different
possibilities.
Things
may
happen
where
we
can
accelerate
the
project,
but
we're
only

the

this
project

bumping
up
one
month
from
the
four-year
stp

projects

leading

state

legislature

finalizing

development

the
schematic

working

getting
environmental
approval.

develop
the
plans

reevaluate

tip

tip
comes

will

the
viaceo
road
project

the
form
of
a
resolution
by
uco
is
a
new
location,
roadway
2.7
miles
in
length
from
fm
1472
connecting
to
interstate
35.

road

the

a
public
private
partnership,
the
first
of
its
kind,
our
community
involving
the
webb
county
city
of
laredo,
regional
mobility
authority,
the
city
of
laredo
and
the
killam
family.
We
have
a
powerpoint

it's

Mr
snyderman
is
going
to
help
me
by
forwarding
through
it.
So
it's
no
secret
right
now
that
industrial,
trade
and
transportation
are
the
lifeblood
of
our
community.

acres
of
right-of-way.

being
donated,

approximately
50
acres,
a
little
bit

when
you
look
at
the
corner
clips,

foot
width
right
of
way.

four
corners,
what
I'm
pleased

report
is
that
the
kilim
family
has
already
pledged
to
donate
the
necessary
right-of-way
so
that
there
is
no
issue
in
the
future
with
construction
of
an
overpass
at
35

connections
are
needed
for
flare-outs
at
the
mines.

The
last
thing
we'd
want
to
see
is
to
have
a
big
convenience
store,
truck,
stop
go
in
and
then
have
to
condemn
or
purchase
it
later.

I'm
grateful
that
the
killams
are
willing
to
do
that
in
this
area
you
have

industrial
park,
industrial
parks
and
four
residential
subdivisions
that
all
would
use
this
road
in
addition
to
all
the
traffic
that
would
be
possibly
coming
south
or
north
on
the
mines,
road
or,
let's
say
south,
from
uniroyal
at
35.
This
would
be
another
connection
point
to
get
over
quickly
to
the
mines
road.
It
would
be
their
first
option
as
they
head
south.

The
mpo
actually
asked
the
rma
to
sponsor
the
project
and
we
took
it
on
since
that
time.
We
have
received
resolutions
of
support
from
the
chamber
of
commerce,
the
laredo
economic
development
corporation,
the
laredo
motor
carriers
association.
All
all
three
of
those
entities
are
strongly
behind
this.
This
road
project
we've
also
received
a
letter
of
support
from
the
association
of
logistics
and
forwarding
agents
known
as
alpha.

passed
a
resolution
of
support,
we
being
the
rma
for
the
vayoscio
road
project
and
then
this
past
summer,
working
with
the
city
we
presented
during
the
budget
workshops
and
received
the
agreement
to
move
forward
with
an
interlocal
agreement
with
the
city
of
laredo
that
was
executed
on
september
18.
2020.

we've
also
initiated
a
memorandum
of
understanding
with
the
killam
family
in
october,
because
the
killams
are
a
private
organization.
We
couldn't
have
a
three-party
or
tri-party
ilo
ila.
We
need
to
set
it
up
things
the
way
that
it's
been
done.
As
far
as
the
mou
and
the
ila
with
the
city,
we
had
a
really
important
meeting
on
january
8th
of
this
year,
congressman
henry
cuellar
sponsored
the
meeting.
We
have
his
support
for
this
project.

Given
the
proximity
of
viaceo
road
to
the
world
trade
bridge
and
this
area
in
general,
I'd
like
to
refer
to
it
as
the
economic
hub
of
laredo
and
the
fact
that
we
are
the
number
one
overall
port
in
texas,
the
number
one
land
port
in
the
united
states
of
america
and
the
number
four
combined
port
in
the
united
states.

have
to
do
everything
we
can
to
keep
transportation
moving
in
this
area
along
the
mines
road,
be
it
loop
20,
be
at
milo,
be
it
killam
industrial,
hopefully
viaceo
in
the
not
so
distant
future.
It's
critical
to
trade,
not
only
in
laredo
but
our
in
webb
county,
but
our
entire
state,
the
united
states,
canada
and
mexico.

lot
of
people
don't
know
that
stat,
but
but
the
mines
road
is
trying
to
perform
as
a
highway,
but
it's
not
designed
as
a
highway.
So
we
need
to
do
everything
we
can
to
create
access
back
and
forth
between
the
mines,
road
and
interstate
35.

the
traffic
on
the
mines.
Road
is,
is
industrial
traffic
tractor
trailers
that
stat
is
not
shown
anywhere
else
in
the
state
where
you
have
60
percent
of
the
vehicles
on
a
road
like
this
that
are
actually
commercial
type
vehicles.

know
that
60
000
vehicles
a
day
would
lead
to
complaints,
particularly
for
those
of
you
that
would
be
elected
officials
on
the
mines,
road.
I've
said
it
before
I'll,
say
it
again
in
this
presentation.
I
don't
see
it
as
a
problem.
I
see
it
as
a
gift,
we're
lucky
that
we
have
that
transportation
issue,
and
then
we
need
to
come
up
with
solutions
to
fix
it.
We
believe
that
isu
is
a
solution.

next

the
benefits
of

road.
There
are
certain
things
you
have
to
check
the
boxes
on
in
order
to
move
a
project
like
this
along
first
and
foremost,
is
safety.
There's
not
enough
access
points
between
mines,
road
and
35.
If
there's
serious
problems
out
there,
I'm
sure
ems,
the
fire
department,
the
police
department,
the
sheriff's
department,
all
look
forward
to
having
more
roads
to
connect
the
two
to
get
back
and
forth.

there's
situations
that
that
promote
emergency
travel
mobility,
the
whole
area
will
pick
up
additional
flow
across
the
vayaceo
road
and
then
you've
got
economic
development,
jobs
and
increasing
the
regional
tax
base.
When
you
look
at
these
three
or
four
items
again,
this
doesn't
just
benefit
laredo
and
webb
county.
It
benefits
the
whole
area
by
being
able
to
move
goods
across
it.
I
heard
councilman
martinez
earlier
talk
about
the
area
a
little
bit
to
the
north.
I
see
it
as
a
parallel.

whole
area
is
the
industrial
developed
area
for
our
part
of
town
for
this
part
of
town,
and
we
need
to
continue
to
promote
as
many
roads
as
we
can
in
the
area
to
continue
with
the
flow
of
traffic.

support
it,
but
we
also
see
viaceo
as

critically
important

officials
saw
bias

west

get
to
loop

get
around

goes
a
little
ways
east
and
actually

road

the
north

it's
