the
transportation,
planning
programs

mpo

a
fiscal
year

reminder,

upwp
can

amended

As
we
did
recently
with
the
rural
study,
it
outlines
the
mpos
transportation
planning
activities
to
be
funded
by
transportation
planning
funds
which
are
the
federal
dollars.

public
participation
plan
requires
a
20-day
public
review
and
common
period
for
the
upwp.
Once
it's
approved
by
the
policy
committee,
the
upwp
is
submitted
via
text
for
fhwa
approval,
and
this
document
is
due
on
july
29th.
So
now
we're
initiating
the
coming
period
and
we'll
bring
it
back
at
the
next
meeting
for
final
consideration
just
to
give
an
overview
on
the
amounts
here.
These
are
the
different
tasks
that
we
have.
These
are
tasks.

Then,
when
it
comes
to
short-range
planning,
administration
of
that
and
that's
to
prepare
documents
such
as
this,
our
tip
we're
programming
5000
for
that
and
planning
assistance,
15
000.
That's
to
help,
for
example,
like
transit,
or
maybe
even
the
county,
the
city
with
any
planning
assistance
or
data
development
as
well,
or
grant
development
assistance,
the
mtp
2020
2045..

need
to
continue
updating
that
and
making
amendments
to
it.
So
that's

we

programmed
preparing
the
2025-2050
mtp
right
now
for
the
next
fiscal
year,
we've
programmed

thousand
the
long
range
freight
mobility
plan,

we've
already
started
doing
some
work
on
scoping

that's
a
hundred
thousand

that
was
requested
through
the
technical
committee
by
the
city
planning
department.
It's
a
downtown
railroad,
great
separation,
feasibility
study
and
there's
conversations
right
now
with
the
city
about
looking
at
that,
and
we
need
to
tailor
the
scope
to
help
meet.

needs
we'll
go
ahead
and
do
that
right.

we're
looking
at
the
downtown
area
on
the
kansas
city,
railroad
just
to
see
what
is
the
probably,
what
would
be
the
most
feasible
to
have
a
great
separation
there
with

least
impact
to
the
surrounding
neighborhood
right
now
we're
programming,

like
I
said
we'll,
if
we
need
to
change
that,
we
will

we
can
amend
that
sidewalk
gap
analysis,
that's

that's
being
done
in-house
and
a
buzz
rapid
transit
study.

we're

just
completed
the
comprehensive
operational
analysis,

this
would
be
the
next
transit
study
and
then
a
resiliency
study

assistance

tti
to
help
us
provide
a
scope,
and
this
is
something
in
line
with
what
fhwa
wants
to
see
more
resiliency
studies,
we're
programming,

and,
lastly,
you'll

participation

river
corridor

cost

studies

prioritize

funds

employer
is
getting.

be
careful

just
want

be

trying

to
see
how

support

we
do
have
deadlines,

always

go

In
these
studies,
I
know
that
the
the
county
has
projects
that
they're
currently
working
on
improvements
that
they're
making
on
the
county
that
are
going
to
tie
into
the
city
in
the
near
future.
So,
and
I
don't
necessarily
see
something
here
that
looks
at
sort
of
that
go-between
or
that
integration
of
what
the
county
is
working
on.
So
what
the
city
is
eventually
going
to
have
to
either
take
over
or
expand
on,
and
so
I
I'd
like
to
see
a
little
bit
of
that
at
this
level.

You
know
in
the
planning
stages,
because
I
know
that
the
county
has
a
lot
of
road
projects,
county
road
projects
that
that
are
going
to
tie
into
our
major
thoroughfares
that
are
going
to
be.
You
know,
routes
for
cattle
routes,
for
all
sorts
of
of
things
that
that
for
us
have
to
come
to
the
city,
and
so
I
I'd
like
to
see
a
little
bit
of
that
in
these
types
of
planning
stages
as
well.

these
studies,
some
of
that
can
be
accomplished,
for
example,
in
that
freight
plan,
when
we
start
that
we
will
be,
you
know,
talking
to
all
the
stakeholders
and
making
sure
that
all
that
is
taken
into
consideration.
So
all
that
can
be
accomplished
through
those
studies
and
also
like
with
the
river
corridor
study.
That's
a
part
of
it.

think
it's
very
important
because
we
want
to
make
sure
that
the
tax
dollars
are
spread
out
and
not
you
know,
use
twice
to.
We
don't
want
to
listen
to
use.
We
don't
have
to,
but
additionally
another
thing
that
I
don't
see
here
that
happens.

lot
is
we
deal
with
school
districts
quite
a
bit,
and
we've
tried
to
handle
that
at
the
level
of
the
of
the
city,
but
we're
still
having
issues
when
schools
are
being
built.

don't
think
vehicular
traffic
onloading
is
really
being
looked
at
right.

are
talking
about
the
school
districts,
but
I
think
maybe
a
study
along
those
lines
would
be
helpful,
but
that's
something
that
I
know
the
land
department
is
doing,
that
we've
been
doing
too
right
now
from
the
mpo
site.
We've
been
talking
more
about
data
sharing
opportunities,
we're
letting
them
know
what
data's
available
and
we're
also
telling
them
what
data
we
need
to
help
in
that
planning.
But
I
know
we've
had
some
joint
meetings
also
with.

issues,
but
that
is
a
big
deal
and
we
are
talking
about
every
week.
We
talk
we're
going
to
have
issues
when
it
comes
to
the
the
overpasses
like
at
del
mar
in
820,
where
construction
starts.

this

stage

in
these
studies
going
forward.
Maybe
we
can
fix
it
here,
because
here
we
have
a
direct
outline
of
communication
with
txdot,
since
we
all
sit
in
the
committee
together,
where
I

figure
out
what
we
need
to
do,
because,
ultimately,
I
don't
think
that
we're
being
we're
integrating
both
what
the
schools
are
wanting
to
do,
what
the
city
is
doing
and
what
txdot
has
already
done
and
wants
to
to
implement,
and
that's
exactly
what
this
organization's
for.

exactly
what
this
committee
is
for
right
to
make
sure
that
we
can
communicate
and
pass
along
whatever
the
school
district
districts
are
wanting
to
do
whatever
the
you
know,
the
counties
and
the
cities
wanting
to
do
to
texas
and
vice
versa,
and
so,
if
there's
any
way,
we
can
create
a
study
of
how
best
to
you
know,
collaborate
with
the
school
districts
on
the
level
of
mto
directly
with
txdot,
especially
in
these
right-of-way
areas,
that
we're
facing,
like
the
loop
and
I-35
and
some
of
those
on-system
exits
that
we
just
don't
have
access
to.

they
do
do
traffic
impact
analysis,
they're,
looking
at
just
the
adjacent
corridor

they're
connecting

not
looking
at
the
impact
on
the
rest
of
the
network,

think
you

up

coordinate.

know
with
each
other
on
that
and
then
and
look
at
the
master
plan
right
holistically.
So
we
look
at
how
we're
impacting
the
network
as
a
whole,
and

wanted

make
another

project

have
all
coming

the
loop
and
the
impact
it
is
going
to
have

major
intersections
at
shiloh
at
del
mar
university
in
ejacumen.

model

they're
going
to
create
that's
going
to
allow
us
to
already
determine
where
the

the
areas
of
concern
are
going
to
be
at
during
construction.

what
they're
doing
is
they're

model
already

existing
traffic
and
projected
traffic
that
we
have
with
the
way
we're
proposing
to
build
the
project.
So
they're
going
to
tell
us
ahead
of
time
where
those
areas
of
concern

can
coordinate
with
the
city
with
the
school
district
before
the
project
even
starts
to
try
to
mitigate
those
ahead
of
schedule.

coming

bring
a
permit
right

the
exact
area
where
you
guys

constructing.

doing

right
now

figure

what
the
problem
areas
are

office

mapping

dealing
with

can
overlay
them
and
we
have
a
mapping.

now
have
a
gis
technician
in
our
office
that
can
do
the
mapping
to
do
overlays
so
that
you
can
get
a
map
that
shows
the
county,
roads
and
city
roads
all
together
on
one
map.

section

best
place
where

county

city

communicate
regarding
future
projects

reason

this

important

talk
about
is
because
you

keep
seeing
some
money

available
from
the
state
and
from
the
federal
level,
but
we
need
seed
money
to
be
able
to
to
match
those
grants
that
come
available
and

oftentimes
we're
left
in.

start
that
process
and
then
we,
you
know
new
priorities
come
up
through
council
members
and
and
we
don't
have
that
strategic
vision
that
continues
on
through
through
different
npos
or
different
cities
and
different
city
council
members
and
different
county
commissioners,
and
and
I
think
what
if
we
can
set
something
up
that
creates
that
piggy
bank
that
we
need
not
a
slush
fund.
You
know
an
actual
piggy
bank.
That's
going
to
be
used
for
these
types
of
projects,
then,
when
these
monies
come
available,
we're
very
quick
to
act.

We
have
it
available
and
we
know
strategically
what
we're
supposed
to
be
doing,
based
on
the
studies
that
were
that
are
being
done
at
this
level.
So
I
think
this
has
to
be
handled
at
the
level
of
the
county
and
the
city.
But
I
think
we
need
to
have
this
discussion
here,
because
we
must
be
aligned
in
how
we're
to
pursue
the
growth
and
the
regional
growth
of
our
of
our
industry
and
and
not
just
our
industry,
but
our
roads
as
well.

where

think
the
rma
now
has
a
definite
role
if
they're

and

they've
stepped

taxing

to
pursue
it.

something
that

I'm
sure
we'd
like

look

partner.

one

big
things
I
keep
preaching.

active
projects
working
on
almost
every
one
of
them,
we

partners

them

that's

way
we
help
leverage
our
limited
funds
by
joining
up

entities

try

get
more

on

with

certainly
approach

active
projects
we're
working
on.
We
certainly

questions

those
three

are

two
that
I
would
point
out
to
to
tito's
point
about.
One
of
the
studies
that
was
posted
earlier
we've
identified
a
12-month
period
from
the
start.
Since
the
item
passed
today,
we
can
execute-
hopefully
tomorrow
the
ila
and
then
the
clock's
taking.
So
we
have
12
months
to
bring
back
a
full
report.

be
implemented
in
some
fashion

for
the
river
road
area
of
the
mines,
road,
the
other
one

saw
yesterday-

I

congressman
cuellar
brought
1.5
million
dollars

grant

gathering
information

there

possibility
of
a
grant
that
that
melissa
had
brought
to
us
the
rma,
the
safe
streets
and
roads
for
all
grant
that,
apparently,
is

kicked
around
amongst
texas
juan's
very
familiar
with
it.

think
he's
had
other
entities
approach
him
on
behalf
of
the
mpo.

The
way
this
grant
appears
to
work
is,
if
you
can
create
partners,
you
go
from
about
one
million
dollars
to
five
million
dollars
of
available
funds.
So
it
goes
back
to
my
discussion
earlier
of
partnerships
if,
if
somehow,
the
rma
could
partner
with
the
mpo
or
the
city
or
the
county
to
to
attract
a
larger
grant,
we'd
certainly
look
at
that
to
create
that
partnership
arrangement.

mpo
finds
a
better
partner
that
they
want
to
take
to
the
dance
than
us
for
this
particular
grant
if
y'all
pursue
it,
we
respect
that,
but
but
we're
here
to
to
work
with
any
partners
to
try
and
bring
some
money

community

help
to
help
build
safer
roads
and
streets.

grant
that
the
mpos

eligible
for
a
lot
of
times.
Mpos
are
not
eligible,
but
a
component
of
that
is
that
you
need

safety
action
plan,

funds
to
do
that
safety
action
plan.
So
that
would
be
the
first
step
and

discussing

bicycle
