partner

city

think
we're

50
percent

cost
of
that
job

presidentes,

is
a
project
that
we're
also
working
on
with
the
city
with
txdot
and
with
the
drainage
district
phase.
One
is
45
phase
2a
is
70
percent
complete.
That
project
is
on
track
to
be
done
in
june
of
this
year
or
june.
Of
of
2022.

txdot's
portion
of
the
project
is,
is,
I
think,
slated
to
finish
about
the
same
time
where
they're
doing
the
excel
decelerations,
along
with
us,
to
tie
to
the
project.
So
we're
excited
that's
moving
along
kilim
industrial
boulevard,
the
the
mines
road
killing
project
is
going
a
little
bit
more
slowly
at
no
one's
fault,
it's
materials
issues
with
street
lights,
but
as
soon
as
that
comes
in
tech,
stocks
told
us
that
that
will
kick
off.
Hopefully,
by
december
of
this
year,
viacio
has
always
been
near
and
dear
to
our
hearts.

update

with
that.
I'm
sure
all

you
saw
that
the
the
transportation
bill
passed
without
earmarks.
That
means
there
were
no
funds
allocated
to
viaceo.
Unfortunately,
but
we
were
working
on
plans
two

three
there
plan

to
get
the
money
from
austin
when
the
30
billion
dollars
with
the
b
hits
austin
in
march
of
this
year.
Congressman
cuellar
is
very
much
in
support
of
the
project
has
written
a
letter
to
bruce
bugg.
Accordingly,

visited
with
bruce
bug.

myself
to

governor.

governor's
appointee,
letting
him
know
how
important
it
is
to
our
community,
the
final
project
is
river
road.

recall

the
last
mpo
meeting,

asked

the
rma
would
undertake
that
project
or
or
try
and
figure
out
how
we
could
help
with
river
road,
and
I
took
that
to
the
board.
We
had
a
meeting
yesterday,
a
resolution
passed
for
us
to
participate
with
the
mpo
on
the
river
road
project.

next
logical
step
for
that
would
be
to
to
move
it
along,
and
she
said,

going

an
alignment
study
trying

figure

routes

road
could
take
from
where
it

start.

though
there's
different
portions

a

state

the
gap
funding,
as
as
I
understand
it,
it's
the
first
private
public
partnership
of
that
nature
for
for
laredo
and
webb
county,
especially
at
that
size
where,
where
you've
got
the
entities
coming
together
and
the
landowner
contributing
a
substantial
part
of
the
money
to
build
it.

okay,
that's
why
so
that's
my
seo,
which
was
the
previous
item
I
updated
here-
is
the
mines,
road
and
then
riverbank
winds
around
here.

is
about
right
here,
a
kettle
subdivision,
what's
shown
in
green
and
it's
probably
fairly
faint
travels
east
of
the
mines
road
to
the
northwest,
then
kind
of
bends
back
around
still
going
northwest
and
comes
out
somewhere
close
to
at
the
end
of
this
road
and
it's
our
parkway.

That's
part
of
the
alignment
study
is
where
the
the
logical
location
for
that
road
could
be,
and
I
hopefully
y'all
could
see
the
map
clearly
on
that.
The
the
the
motion
that
was
approved
by
the
rma
was
that
we
would
would
partner
with
the
mpo
on
that
we
we
did
not
have
that
project
on
our
radar
screen,
yeah
it,
but
once
we
really
looked
at
the
project
and
saw
the
merit,
it
definitely
complements
what's
happening
with
viacio
the
killam
turn
lane
and
all
the
growth
and
activity.

in
that
area
for
us
largely
it's
a
safety
factor
if
that
road
is
constructed
and
and
tractor-trailer
traffic
is
not
allowed
on
the
road.
But
yet
you
can
have
pedestrian
vehicles,
smaller
vehicles,
school
buses
and
emergency
services.
Vehicles
on
that
road.
Only
it
makes
a
lot
of
sense
for
parents
and
school
buses
getting
children
to
all
the
schools
up
and
down
the
mines,
road,
never
having
to
travel
actually
on
the
mines
road,
probably
to
to
get
to
their
school
location.

entities
that

had
some
studies
done
already
and
some
work
done,
and

don't
know

that's

factored
in
at

Planning
that
has
been
gone
has
gone
into
this
particular
road.

believe
now,
as
far
as
I
remember,
the
material
that's
been
presented
so
far
has
been
a
concept,

a
concept
of
what
the
typical
section
would
be.
You
know
the
number
of
lanes
and
you
know
what
it
would
look
like
the
terrain
on
both
sides-
and
you
know
perhaps
what
would
be
developed
on
both
sides.
It's
something
that
you
know
we
would
do
in
in
the
consulting
world.
It's
like
a
concept
station
view.
So
when
an
alternative
analysis
is
done
on
routes,
we
look
at
environmental
constraints.

are
there
any
issues
out
there
to
the
environment,
whether
it
be
drainages?
So
you
know
you
want
to
try
to
avoid
going
to
the
widest
part
of
the
drainage,
because
the
bridge
structures
are
very
costly,
so
we
look
at
avoiding
perhaps
those
the
closer
we
get
to
the
rio
grande
river.
Then
there's
flood
plain
and
flood
way
issues
and
coordination
with
international
boundary,
water,
commission,
sensitive
habitat.

course,
you
know
anytime
you're
near
a
river,
there
could
be
sensitive
habitat
to
different
species
like
ocelots
like
we
had
when
we
constructed
and
designed
the
loop
20
between
I-35
and
1472.
archaeological
sites.
That's
another
environmental
constraint
as
well.
So
you
know
all
these
are
taken
into
consideration
and
then
there's
a
public
involvement
factor
as
well,
so
getting
the
input
from
stakeholders
residences
commercial
establishments,
the
the
industrial
parks
that
are
out
there
as
well
getting
their
feedback.

really
paints
that
picture
as
well
as
when
the
people
that
live
there,
give
you
information
as
to
what's
in
their
backyard,
so
that's
imperative
and
getting
their
support
and
then
we'll
to
put
together
on
those
alternatives.

costs

estimated
to
construct
those
various
alternate
routes
as
well.

beginning

the

the
boulevard

add

careful
that

expansion
of
the
world
trade
bridge
and
on
all
these
outlets,
it's
going
to
alleviate
some
of
the
traffic
that
we
have
now,

it's
also
going
to
cause
more
traffic.

to
be
more
development,

more
trucks,
and
I
think
this
project
here
is
pretty
much
our
only
way
out
other
than
taking
fm
1472
vertical
to
give
more
alleviation
for
the
traffic
and
as
far
as

residents
and
the
kit
and
the
the
school
buses
and
things
like
that.

safety
issue
right
now
mayor
and
we
have
said
that
congestion
on
fm
1472
was
going
to
be
a
priority.
We
had
identified
that
at
our
at
our
strategic
planning
session,
so
this
project
is
in
line
with
the
goals
that
we

already
set
earlier
this
year
and
as
far
as
safety
and
all
of
that
for
the
people
in
this
area.

don't
plan
ahead
for
something
like
this,
we're
going
to
end
up
with
all
these
outlets
as
we
construct
them,
we're
going
to

up
with
the
congestion
back
in
a
few
years,
maybe
10
years
from
now
we're

back

think,

line
with
viaceo
and

with

we

need

look
at
a
passenger
only
route
for
residents

definitely

supports

recommended

we
explore
options

the
rma,

need
to
be
careful
like
which
funds
we
can
use.

thing

I'm
expressing

we

forget

we

thought

conceptual
drawing

the
railroad
had
already
been
selected,

would
caution
you
that
when
we
are
doing
these
studies-

I
know
that
the
breakdown
will
probably
help
us-
that
we
don't
just
focus
on
this
river
road,
perfect
samples.
Just
by
ico-
we
need
to
look
at
how
it's
going
to
work
holistically
all
together,
not
just
to
evaluate
one
roadway
at
a
time.

paying
for

but

to

of

security
and
the
mayor

been
harping
on

the

hope
washington
is
listening
and

hope
the

governor
is
listening

is
something
that
would
help
us
locally,
be
able
to
patrol
the
river
in
a
much
more
efficient
way
without
having
to
go
on
atvs
or
on
boats
or
all
those
things
that
we
currently
have
to

would
allow
us
line

sight
a
very
light.

brightly
lighted
road

would

passage

for
these

and

would
be

parallels
that
will
help
us
kind
of
create

circular
pattern
throughout

looking

very

in
how
we
search
for
