the
Statewide
Transportation
Improvement
program,
known
as
a
step
takes
out
immense

on
a
quarterly
basis.

revision
is

in
August
for
bringing
these
amendments

you
right
now,
so
we
can

time
period
today

July,
finalize
them
and
have
them
in
time
for
the
August
revision
that
allows
Tech
stock
to
do

projects

let
some
of
the
important
projects
for
fy23
revisions
to
the
tip
require
that
we

10-day
public
review

period.

transportation
planning
programs
and
activities
to

performed
by
the
mpo
in
a
fiscal
year.
It

amended

time

need
as
needed
as
we
did
this
actually
last
year
with
the
River
Road
Project.
We
went
ahead
and
added
that
study.
It
outlines
the
mpo's
transportation
planning
activities
to
be
funded
by
Transportation
Planning
funds
known
as
tpf.

tasks
outline
may
require
more
than
one
year
to
complete
and
are
carried
over
from
one
upwp
to
the
next,
so
I'm
going
to
study
State
longer
for
different
reasons.
Sometimes
we
reevaluate
and
say
this
is
not
a
study.
We

we'll
come
back
and
you
know
maybe
do
another
study.
Our
mpo
public
participation
plan
requires
point,
a
public
review
and
common
period
for
the
upwp.
Once
it's
approved
by
the
policy
committee
at
the
June
meeting
at
the
July
meeting,
the
final,
then
we
submitted
to
TxDOT
and
Federal
Highway
Administration
for
approval
this
year.

planning

general
Administration,
which
covers
salaries
and
other
administrators
has
530
000
professional
development,
travel
and
training,
25
000
for
the
public
participation
Outreach
activities,
which
includes
bringing
the
opening
the
time
periods
workshops
that
we
have
we're
allocating
20
000
to
that
computer
equipment,
Furnishing
and
office
supplies
we're
allocating
fifteen
thousand.
Now
that
we're
fully
staffed,
you
know
we
got
all
the
furniture
equipment
that
we
needed.
So
there's
not
a
lot
that
we're
anticipating.

maintenance,
center
repairs,

we're
programming
just

amount,

last
year
we
had
our
AC
just
conveniently
in
the
mpo
hallway
broke
down.

we
had
to
replace
that,
but
then
we're

that
AC
installed.
The
federal
government
was
asking
if
we
had
programmed
in
our
upwp
I'm

because
we
didn't
foresee
the
AC
breaking
down,
but
we're
just
being
proactive
and
putting
something
in.

only
be
able

our

and

funding

annually.

it
was
about

we
went
up
to

whatever
you

What

that?

Street
set
aside
so
that's
focusing,
for
example,
interactive
transportation
planning
activities
working
on
bike,
pedestrian
projects
projects.

our

the
Metropolitan
Transportation
plan,

updates
and
minimums
that
we
bring
to
you
so
just
five
thousand,

now
the
2025-2050
MTP
update
we're
allocating
365
000
because
we
recently
went
through
the
RFQ
process.

should
be
bringing
back
a
recommendation
for
you
in
July,
so
we
envision
that
we're
going
to
be.

spending
some
funds
next
fiscal
year
in
the
development
of
that
study,
and
then
we
have
a
long
range
Freight
mobility
plan,

we
already
have
an
rfu
ready
for
ready
to
be
issued.
That's

had
it
last

it's

hundred
thousand.
It
went
up
a
little
bit

given
all
the
cost
increases
to

sure

projects

example,
we've
been
talking
recently
communicating

the
private
sector
about
the
east
side

a

ruthanger.

like
we
know,
that's

neat
project,

you
know
sort
of
hiding
what
needs
to
happen.

the
planning
process
right,
it's
always
looking
into
the
future,
but
I
guess
we
just
need
to
do
a
better
job
and
as
a
community
of
making
sure
that
the
studies
we
do
are
actionable
and
that
we're
aligning

funding
right

these
plans
as
well.
So
our
job
as
an
mpo
is
also
to
make
sure
that
the
funding
that
we're
allocating
to
category
seven
category
nine
is
aligned
with
recommendations.

Micro
Transit
feasibility
study,
it's
a
study
that
Elemental
requested
and
Metro
is
looking
at
the
study
to
provide
what
would
be
like
an
on-demand
bus
service.
This
was
a
recommendation
of
the
comprehensive
operational
analysis
that
had
been
done
for
Metro
about
a
year
ago.
So
this
is
something
they're
requesting
for
any
new
service.
That
they're
going
to
provide
FDA
requires
that
they
have
a
study
done.
So
there
is
some
money
in
our
transportation
planning
funds
that
come
from
FTA
as
well.

that's
why
we
also
do
studies
for
Metro,
then
the
resiliency
study,
that's
something
that
the
Federal
Highway
Administration
has
been
asking
for,
and
then
also
they've
asked
us
to
look
at
the
World
Trade
Bridge
Expansion
Project,
to
see
the
the
impacts
of
that
on
the
environment
and
the
surrounding
Community,
with
the
hopes
to
propose
some
projects
in
the
area
to
relieve
congestion
and
also
with
the
hopes
of
helping,
inform
the
environmental
review
process.
That's
going
to
be
undergoing
with
that
project.

authorizations
and

unexpected
carryover
of

are
funds

I've
been
carrying
over
from
from
previous
years,
so
we're
programming
a
million

of
that
that's
what
I
mentioned.

allow
the
chairperson
and

chairperson
to
rotate
every
two
years
between
the
City
of
Laredo
mayor
and
the
Webb
County
judge
and
Article
2,
which
is
amend,
amend

section
2.3
to
update
the
technical
committee
membership.

act

is

us
to
be
looking
at
performance-based
planning
performance
measures.
In
January
we
approved
our
safety
targets
for
the
year,
so
TxDOT
goes
ahead
and
does
these
targets
the
safety
targets
are
done
annually.
These
targets,
pm2
and
pm3-
are
done
pretty
much
every
other
year
and
you
gotta
see
the
timeline
here
so
right
now,
in
2022,
the
first
performance
period
ended.

second
performance
period
is
beginning,
and
the
policy
committee
would
adopt
the
targets
for
24
and
26
and
I'll
share
those
targets
with
you
right
now
in
2024,
we'll
bring
the
targets
back
text
out
at
that
time
does
mid
performance
report
and
that's
what
it's
due
and
then
we
would
have
to
just
reaffirm
or
adjust
the
targets
for
2026
at
that
time
and
then
in
2026.
The
second
performance
period
would
end
and
then
it
would
begin
the
third
performance
period
so
for
the
pm2.
These
are
the
pavement
and
Bridge
condition
targets.

targets
are
done
by
the
Texas,
a
m
transportation
Institute,
the
coordination
of
the
tech
stock.
So
these
are
Statewide
targets,
so
as
an
mpo,
we
have
the
choice
to
adopt
these
State
targets
and
just
make
sure
that
we're
incorporating
them
in
our
planning
process
so
to
go
over
these
the
percentage
of
Pavements
of
the
interstate
system
in
good
condition,
the
Baseline
was
64.5
percent
material
Target
in
2024

percent
and
the
four-year
Target

2026
is

over
the

background

what

What
sort
of
started
this
and
so
there's
a
lot
of
work-
that's
been
done
over
the
years
on
FM
1472.

realize
that's
a
congested
roadway.
There
are
there's
a
lot
of
truck
traffic
on
that
roadway,
so
a
couple
of
things
were
done
in
recent
years.
In
2020
the
RMA
completed
the
north
Florida
Webb
County
Transportation
Planning
study,
That
Was
Then,
followed
up
by
an
update
to
the
Future
thoroughfare
plan
and
in
both
of
those
studies,
River
Road
was
really
identified
as
something
that
would
be
beneficial
to
provide
a
direct
alternate
route
to
Mines,
Road
or
FM
1472
through
that
area.

as
a
result-
and
this
is
even
to
Echo-
I
mean
when
we
were
doing
the
north
Laredo
study
the
top
roads
that
we
heard
were
by
a
SEO
hachar,
River
Road,
so
River
Road
was
really
The,
Logical
sort
of
next
step
to
to
develop
and
I
and
and
really
Define.
What
that
project
is
doing.
This
study,
one
of
the
biggest
takeaways
I,
think
just
right
off
the
bat
was
that
we
did
a
traffic
analysis
analysis
to
see.

we
build
this
or
not,

that
essentially
concluded
that
it
would
be
possible
to
if
you
build
the
the
full
5.6
mile
roadway
to
reduce
travel
time
from
Las
tiendas
to
I-69
West
along
FM
1472

more

support

lot

the
information

we
heard
from
the
stakeholders

we
engaged.

something
that's
going
to
be
very
important
to

That

kind

discussed

Partnerships

key

advancing
the
project
forward.

develop
this
project

that
North
Laredo
study.
We
did,
as
part

this
study,
bring
six
Alternatives
before
a
series
of
stakeholders.
We
had
a
series
of
meetings
in
October

2022

more
than
70
individuals,
representing
12
or
so
organizations.
There
were
a
couple,
others
that
were
sort
of
individuals
themselves
gathered
and
they
gave
us
input.

mean
sure
we
have
a
lot
of
data
to
look
at
to
analyze.
Where
should
this
road
be?
How
should
it
be
built?

But
those
individuals
really
did
help
us
to
interpret
what
that
data
means.
They
helped
us
to
understand
what
their
goals
were,
what
their
objectives
were,
what
some
of
the
issues
were
in
the
area
with
regard
to
Transportation
helped
us
to
gain
an
understanding
of
the
plans,
both
local
state
and
federal
agency
level,
and
then
we
also
heard
from
developers
and
property
owners
in
the
area
as
well.
So
just
to
reiterate
the
sort
of
graphic
across
the
bottom
here
is
just
saying:
this
is
the
project
development

We
are
at
the
very
beginning
of
that
process.

done
is
defined
a
project
and
the
next
steps

going

really
identify
who

particular
Fletchling,
goes
back,
goes

to
May
of
2011
when
it
started

that

best

a

than

estimated
that
by

2024

completed
with
that
and

project
lighting

date

we

going
to
continue
