connection

west
side

couple

Txdot
is
building
a
brand
new
overpass
at
a
char
rootenger,
which
is
going
to
be
elevated,
so
we
have
identified,
and
we.

of
issues
right
now
going
on.
One
of
them
is
the
elevating
char
road
we're
talking
about
six
billion
dollars
just
to
elevate
the
waterway
to
match
with
the
bridge.
Another
concern
that
we
have
is
the

increase
of
the
cost
of
all
the
materials.

within
hopefully
next
month,

we'll

a
more
accurate
number,
because
now
we
have

account

inflation.

the

typical

percent
inflation

materials,

concrete,

steel

gone

schematic

bit
to
make
sure

number

then
we'll
come

the
mpo

see
if
there's
any
potential
gap

we
need

make

project

we

elevator
crossing
just
north
of
universal
we're
looking
at
elevating
the
main
road
of
rutherford
up,
so
they
can
cross
over
35.

escalation
and
the
inflation
prices
is
not
something
that
we
always
account
for

inflation,
unfortunately
we're
at
times
nowadays,
where
we're
looking
at
even
our
current
projects,
statewide
due
to
the
increase
in
gas
and,
what's

on,
you
see
what
the
gas
prices
are.
Now
it
escalates
some
of
those
materials
as
our
radial
district.
We
have
not
quite
seen
those
here
yet
we
are
starting
to
trickle
in
across
the
state
on
certain
projects
when
it
comes
to
steel,
cement
and,
of
course,
oil
products.

we're
looking
at
that,
so
we'll
do
our
best
to
kind
of
figure
out
what
the
estimate
is
but
keep
in
mind.

lot
of
things
can
happen
in
two
years,
but
we're
looking
to
fund
that
gap
within
textile
dollars
right
now.
Hopefully,
once
we
get
these
numbers
tied
down
a
little
bit,
but
I
think
japan
is
here
to
go
ahead
and
elevate,
muted
and
shaft
and
tie
into
the
overpass.

be

thinking

lendings

and

estimating
those
where
they're
actually
coming

estimate

it's

don't
know,
what's
going
to
happen
in
the
future,
especially
in
23,
but
we're
looking
additional
funds.

is
certainly
an
option,
but
at
this
point.

extend
whatever
funds

texas
can
provide
to
us.

watching

looking

get

project
elevated

proper
connection.

get
involved

welcome
any
kind

trc
funds

going
to
go
back
into
infrastructure.

for
a
trz
zone
would
strictly
come
from

city
of
the
county
officials.

to

can

study
on
the

built

trying

think

little
bit
further
ahead

down

we're
talking
about
elevating
that
extension.

it'll
improve

operations,

project

it

the
funding
that
we
have,

we're
verifying
right
now,
should

mpo

we
choose

elevate
that
the
project
can
still
get
constructed.

elevated
on
the
left
which,
which

initially,

plan
right
to
go

now,
we're
just
trying
to
be
forward
thinking
and
see.

relief
aid

funding

amend
the

in
the
future

perhaps
bringing
it

a
new
project

at
laredo
economic
development,
corporation
meeting
tito
presented
on
behalf

txdot.
First,
the
mayor
was
there
and
I
had
an
opportunity
to
present
rma
projects
after
the
textile
projects.
I
think
it
was
a
good
good
meeting,
a
lot
of
dialogue
with
members
of
the
community
that
have
an
interest
in
transportation
projects
could.
A
I
stop
you
for
a
little
bit.
Yes,
sir,
and
congratulations
gonzalez.
They
did
a
excellent
job
of
presenting
the
projects
and
the
millions
of
dollars
that
are
being
well,
not
only
millions,
a
billion.
You
know,
over
a
billion,
I
think
now,
they've
been
committed
to
to
the
region.
You
know
to
this
elevator
textile
region,
which
the
bulk
of
those
money
is
right
here
in
the
water
web
county
area,
so
that
that
opened
up
a
lot
of
eyes
and
ears
of
the
people
attending.

Yeah,
well
likely
that
I
think
tito
did
a
great
job
in
that
presentation
and
I
applaud
techstop
for
all
the
work
they're
doing
and
all
the
projects
they
have.
I
will
say
I
learned
something
you
want
to
go
first,
because
if
you
go
second,
that's
when
everybody's
eating
lunch,
so
you
don't
get
eat
lunch
so,
but
back
to
the
slides
relative
to
y'all
can
take
this
with
you.
It's
updates
of
each
of
the
nine
projects
that
that
we've
engaged
in
actively
one's
completed
eight
are
ongoing
specific
to
what's
been
discussed
today.
I
I'll
pick
up,
three
of
them
slide
number
eight,
the
trz
that
we're
working
on
with
the
city
of
laredo
is
specific
right
now
to
south
loredo
to
the
cuatro
vientos
corridor,
starting
at
highway
59
and
going
all
the
way
to
the
bridge
four
five
location.
That
is
something
I
I'm
gonna
learn
a
lot
about
trz's
in
the
coming
months.
You
know
we
hear
all
about
ti
rz's
with
respect
to
the
city.
This
is
something
new
to
all
of
us.
I
have
to
learn
about
it.
I'm
excited
about
it.
I
The
mayor
came
to
me
on
this
and
asked
if
it's
something
that
we
could
look
to
do
to
to
help
the
city
to
move
this
part
of
the
of
the
the
laredo
and
webb
county
along,
and
so
we
were
excited
to
get
involved
as
far
as
the
cost
of
the
study,
it's
not
tremendously
expensive,
but
it
is
something
that
will
allow
the
city
if
they
choose
to
move
forward
with
the
trz
in
that
area
and,
however,
the
rma
can
help
in
that
process.
We're
definitely
willing
to
undertake
it
myself
and
other
board.
I
Members
are
excited
about
this
project.
We've
already
entered
into
an
interlocal
agreement
with
the
city
of
ryder
to
proceed,
so
the
project
has
started.
If
you
look
at

next
page
specific
to
the
mines
road
area,
could

it's
been
explained
to
us
by
the
attorneys
and
consultants
in
the
workshop
that
we
held
a
few
months
ago
that
the
mayor
attended
again
that

was
there

the
members
of
the
rma,
we
all
had

question

not
create
or
cause
any
additional
ad
valorem
taxes
or
taxes
whatsoever.

capturing
just
the
added
value
of
the
increment,
correct
that
the
added
value
of
yes
or
new
new
improvements
coming
into
that
area
that
zone
and
then
the
city
would
have
to
decide
what
what
percentage
you
know
they
would
be
willing
to
give
you

projects
you
know
to
allocate
to.
You

two
projects
that
to
incentivize
to
invite
you
know
further
construction
in
the.

Area
mayor,
I'm
glad
you
described
it
because
you
did
a
good
job,
that's

I

describe
it

it's

it
proves
to
be
a
useful
tool
or
something
that
we
all
study
and
see
it
working
well
in
this
part

south
laredo.

it
could
be
used
on
the
mines,
road
or
anywhere
in
laredo.
That
shows
this
kind
of
growth
and
capturing
that
additional
growth
and
getting
a
little
bit
extra
allocated
from
the
tax
dollars
back
to
the
to
transportation
projects
would
be
great
again
property
owners.

continuous
drop
of
money

they're
coming
in
every
year
and
we
can
use
it
for
you

for
these
types
of
projects
that

are
there
already

next
slide
is
something
that
we
have
agreed
to
partner
with
with
the
mpo
on
the
river
road
quarter
study.
This
particular
project
could
certainly
more
for
evolve
into
a
trz.
If,

city,

county,

mpo

participants
agree,
I
guess
city
limits,
it
would
probably
be
a
city
trz
project,
but
it
certainly
could
be
done.
Our
board
members
actually
brought
that
up
in
a
board
meeting
specific
to
this
area.
We
as
an
rma.

If
we
look
at
where
the
growth
and
the
demand
and
the
transportation
needs
are
of
the
community,
it's
definitely
northwest
laredo,
the
mines,
road
and
then
south
loreto
off
of
cuatro
vientos.
Those
two
areas
make
a
lot
of
sense
to
to
see
trz's
done
and
studies,
and
I
know,
judge
you've
indicated
studies
aren't
always
the
best
thing,
and
I
tend
to
agree
with
you,
because
if
you
spend
a
lot
of
money
you
don't
get
something
out
of
it.
Then
you've
wasted
money,
but
but
this
particular
study,
I'm
excited
we're
doing
it.
I
This
is
something
dr
martinez
came
to
us
many
months
ago.
To
the
argument
say,
would
you
undertake
it?
I'm
glad
we've
agreed
to
partner
with
the
mpo
to
move
this
along.
My
understanding
is:
there's
one
document
that
txdot
needs
to
submit
to
the
to
the
it's
called
the
upwp
approval
request
to
the
federal
highway
administration
once
that's
submitted.
I
It
could
go
out
any
day
now,
it's
two
days
to
two
weeks,
typically
to
come
back
once
that
comes
back,
we're
ready
to
sign
the
ila
between
the
rma
and
the
mpo,
and
then
that
project
kicks
off.
So
we're
excited
about
this
study.
It's
going
to
take
about
12
months
during
the
study
process,
we
can
certainly
be
contemplating
if
a
trz
makes
sense
in
this
area
and
I've
never
heard
of
it
in
the
hr
area.
But
why
not
consider
it?
If
you
look
at
the
at
the
length
of
the
right.

area

south

have
these

kind
of
setting
aside
the
money

going

spend
it's
like
setting
aside
money

home
improvements
and
stuff.
Like
that,
you
know

you're
going
to
have
to
fix
your
house
up.
So
just
it's
good
to
have
it
put
away.

we're

mpo

rma
have
blessed

that's
a

a
big
hurdle
that
needed

get
across
it
just
takes
a
little
bit
longer

used

things
like
that,
but
I'm
glad
that
approval's
been
at
least
signed
off
on
by
by
both
parties.

the
last
thing
would
be
by
seo.

As
far
as
what
we're
discussing
and
as
it
ties
back
to
hr,
I'm
really
excited
to
see
char
moving
along.
We,
as
I
will
keep
saying
at
all
these
meetings.
We
are
100
behind
the
hr
project.
The
rma
knows
that
it's
a
critical
part
of
resolving
the
traffic
congestion,
mobility
safety
concerns
out
on
the
mines
road.
So
it's
it's
great
that
the
city
and
the
county
brought
it
up
and
the
txdot's
now
running
with
it.
I
Hopefully-
and
I
say
it's
a
big-
hopefully
it
can
be
done
within
the
budget
that
that's
been
assigned
the
5253
million
dollars.
I
can
tell
you
in
what
I
do
as
a
principal
occupation,
constructing
apartments
the
budgets
from
six
to
nine
months
ago.
I
Don't
really
work
the
way
they
used
to,
but
let's
hope
it
comes
in
and
something
that,
with
with
the
category
seven
funds
that
have
been
allocated
to
that,
I'm
hoping
that
maybe
once
once
a
char
is
fully
funded
that
maybe,
if
ico
can
get
in
line
and
get
some
of
those
funds,
there's
a
possibility
again
that
we
could
get
some
money
out
of
washington.

I
actually
saw
congressman
cuellar
waving
at
people
on
del
mar
this
morning,
so
I
pulled
it
and
said
hi
and
visited
with
him
for
a
while
he's
got
some
ideas
of
how
maybe
he
could
bring
some
more
money
from
washington
of
isu
to
help
us
close
the
gap,
so
maybe
someday
we'll
be
able
to
either
get
it
from
category

funding
discretionary
funding
with
the
commissioners
in
austin
or
or
through
you
all
the
mpo
with
category
seven
phones,
so
we're
gonna
keep
chipping
away
at
that
until
we
finish
closing
our
gap.

monies

committee
had
asked

transition

audit

sure
that
you

functioning
with
our
operations,
and
just
so
you

the
new
administration,
new
staff
can
coming
in
and
feel
comfortable
right.

overall,
the
objective
of
the
text,
dot,
audit
or
the
mpo
audited
by
tax
dot,
is
to
determine
whether
the
mpos
implemented
the
necessary
financial
controls.
Finish
your
appropriate
grant
and
loan
funding
management
and

determine
whether
payments
to
the
mpo
are
supported
by
sufficient
documentation
and
are
allowable
per
applicable
agreements.
The
overall
scope
was
the
mpos
and
the
cities
as
the
fiscal
agent
operations
from
october
2019
to
september
2021
and
then
the
overall
conclusion.

it's
a
little

the
active

but
overall
the
mpo
and
the
city,
as
the
fiscal
agent
have
implemented
financial
controls
to
ensure
grant
and
loan
funds

accordance
with
applicable
funding
agreements,
which
is
good.
However,
as
the
mpo
completes,
the
final
stages
of
its
restructuring,
certain
processes,
procedures
and
internal
controls
could
be
strengthened.

response

I

they
didn't
mention
these
as
findings.
There
were
more
recommendations
to
the
mpo
and
to
the
city
as
as
a
fiscal
agent,

the
first
one,
the
first
conspire
broken
out
by
themes,
so
first
the
procurement
process,
the
recommendation
that
they
have
is
that
the
mpo
work
with
the
city
to
develop
and
implement
the
process
to
check
and
maintain
documentation
of
vendor
suspension
and
department
status
before
making
purchases
for
those
vendors.

that
was
just
something
that
was
not
being
done.
It's
already
been
implemented,
mr
pascal
from
the
city's
purchasing
department
purchasing
agent.
He
was
involved
in
these
conversations
as
well
and
he
was
at
the
exit
conference,

they've
already

those
controls,
they've
added
that
attribute
to
their
city
ebit
system
to
make
sure
they're
doing
those
checks,
the
requirement
for
it
was
mentioned.
We
just
got
to
make
sure
that
it's
actually
being
done
and
then
also
we've
got
to
ensure
that
the
city's
purchasing
procedures
adequately
describe
purchasing
processes
and
those
are
communicated
and
followed.

some
instances
where
a
federal
requirement
was
missing
on
that.
That's
also
been
addressed
already
it's
been
implemented
and
we're
going
to
continue
communicating
with
the
purchasing
department
to
make
sure
that's
being
carried
out

it's
something

add

the
nyu.
So
this
was
very
timely.

for
finalizing
that
mou
that
we
can
add
these
things
or
something
else
also
recommended
in
the
audit,
you
just
make
sure
to
add
whatever
needs
to
be
added

a
physical
agent's.

we
can

department
at
that
proclamation
and
there's
several
events
happening
throughout
the
month
