Description
MPO Meeting 071921
A
All
right
here
we
go
good
afternoon.
Everyone
welcome
to
the
mpo
policy
committee
meeting
today's
dates
july
july,
19
2021.
The
approximate
time
is
1
30,
1
36,
something
like
that
meeting
location,
we're
here
at
the
city
of
laredo,
council
chambers,
111,
10,
houston
street,
we're
going
to
go
ahead
and
call
order
the
the
meeting
and
we
could
have
the.
A
Motion
carries
very
well
next.
We
have
citizen
comments
which,
with
this
point
in
time,
we
do
not
have
anyone
that
has
filled
anything
out
so
we'll
go
ahead
and
move
to
item
number
four
item
is
required
requiring
policy
committee
action.
Let's
go
ahead
and
start
with
letter,
a
your
approval
of
minutes
and
for
the
meeting
held
in
january
on
june
21st
2021,
very
good.
I
have
a
motion-
can
have
a
second
please.
Second,
if
there's
no
corrections
motion
to
second
any
corrections,
none
had
any
opposed
motion
carries.
Thank
you.
A
Item
b
for
b
is
receive
public
testimony
and
approve
resolution
number
mpo
2021-08
adopting
the
fy
2022
un.
I'm
unified
planning
work
program,
upwp.
A
B
So
there's
a
public
comment
period
that
was
initiated
at
the
last
meeting
for
the
original
public
comments
that
were
received.
This
is
the
final
draft
of
the
unified
planning
work
program,
which
is
basically
our
statement
of
work
for
the
next
fiscal
year.
B
Yeah,
so
if
there's
anybody
else
in
the
public
for
the
honor
to
speak
on
this
item,
they
had
that
opportunity.
After
you
all
closed,
you
all
can
consider
this
for
very.
A
Good,
let
me
go
ahead
and
just
clarify
one
more
time,
so
this
has
been
open
for
10
days.
Is
that
correct
for
public
hearing?
That's
actually
20
days
20
day
public
hearing
is
anybody
for
the
last
and
final
time
you
have
a
couple
minutes.
Your
minutes
are
going
down
to
seconds
your
seconds
now.
Are
none
go
ahead,
sir?.
B
Yes,
so
now,
as
you
know,
kathy
nicholas
public
hearing
personnel.
A
Hearing
second,
I
have
a
motion.
I
have
a
second
to
close
and
any
other
questions
or
comments.
Any
oppose
motion
carries.
Thank
you
doc
appreciate
it.
Thank
you,
commissioner.
Very
good.
Let's
go
ahead
and
go
to
item
c,
receive
public
testimony
and
approve
resolution
number
mpo,
2021-09,
reaffirming
support
for
the
adjusted
statewide
system,
performance,
mp3
targets.
B
Just
to
go
back
and
clarify
on
item
b
and
you
close
the
public
hearing,
but
I
think
you
need
to
make
a
motion
also
to
approve.
D
And
he
said
and
to
introduce
yes,
sir.
Okay,
thank.
B
B
These
performance
measures
are
measures
that
the
federal
government
establishes
and
the
state
is
supposed
to
establish.
Targets
for
these
and
npos
are
supposed
to
either
support
those
state
targets
to
incorporate
them
in
their
planning
process
or
to
create
their
own
targets.
We've
been
adopting
the
state
targets,
the
state
modified
them
slightly
for
the
reliability
targets,
and
they
do
this
on
a
periodic
basis
when
they
do
their
their
performance
review.
B
So
they're
adjusting
the
2022
targets
that
they
had
said
for
the
reliability
performance
measures.
One
of
them
is
the
interstate
highway
level
of
travel
time,
reliability,
they're,
adjusting
that
from
56.6
to
70
percent
and
then
the
travel
time
reliability
on
the
non-interstate
highway
system,
that's
being.
A
B
A
B
A
E
B
B
I
don't
know
what
happened:
okay,
okay,
so
the
non-interstate
highway
on
the
national
on
the
national
highway
system,
travel
time,
reliability,
performance
targets
been
updated
by
the
state
from
55.4
to
70,
and
then
they
have
a
truck
travel
time,
reliability
index
and
that's
being
updated
from
1.79
to
1.76
that
that's
a
ratio,
not
a
percentage
as
an
mpo.
We
need
to
either
reaffirm
these
adjusted
statewide
targets
I
mentioned
in
the
past,
establish
our
own.
So
that's
something
that
is
required
as
part
of
the
metropolitan
planning
process.
B
A
B
So,
overall,
these
performance
measures
right.
They
need
to
be
adopted
by
mpos.
These
are
set
by
the
state.
In
the
past,
we've
been
adopting
the
target
set
by
the
state
and
we're
going
ahead
and
we're
asking
that
we
either
reaffirmed
the
adjustments
that
they
made
as
an
mpo
or
that
we
establish
our
own
in
the
future.
What.
F
Is
there
anything
additional
that
you
would
require,
or
that
you
think
we
should
look
at
as
a
policy
committee
regarding
these
measures,
or
do
you
feel
that
the
state
measures
are
enough
for
us
to
be
able
to
incorporate
in
our
mpo?
That's
the
question
I
have.
B
So
staff's
recommendation
is
to
go
ahead
and
approve
these
to
reaffirm
the
support
for
these
targets.
The
state
does
work.
D
B
D
B
Right
so
for
this
one,
particularly
that
once
a
percentage
of
person
miles
traveled
on
the
interstate
system,
rated
as
reliable,
so
that's
a
figure
that
the
state
department
of
transportation
developed
in
conjunction
with
tti,
and
so
that's
for
interstate
systems.
So
that's
they're,
saying
that
the
percentage
of
personnel
traveled
on
the
interstate
system,
reliable,
is
56.6
what's
reliable,
so
their
definition
of
reliable
is
just
basically,
they
have
a
lot
of
different
equations.
A
lot
of
detail
that
we
need
to
go
into
for
that
here,
reliable
it
does.
B
A
B
So
this
state
target,
as
I
mentioned,
something
they
reviewed
the
current
data,
the
baseline
data-
they
have
formulas
to
come
up
with
all
this
right,
like
I
said,
very
technical
process,
so
they
think
that
you
know
right
now,
based
on
the
current
data.
The
way
the
system
is
performing
in
terms
of
time,
reliability
that
that
can
go
up
to
70
percent,
it's
very
vague
when
it
comes
to
reliability.
You
know
what's
unreliable,
it's
not
very
specific.
In
terms
of
I
mentioned
it's
just
it's
more
conceptual.
A
B
Well,
we
should
strive
for
70
percent
because
we're
we
want
to
adopt
those
state
targets.
So
that's
what
we
wanted
to
do.
As
I
mentioned
during
the
technical
committee,
this
discussion
came
up,
saying
I
think,
that's
an
mpo
something
we
need
to
study
a
little
bit
more.
This
is
a
requirement.
That's
come
from
the
fast
act
from
the
federal
government
because
of
this
now,
as
the
mpos
need
to,
we
need
to
incorporate
these
performance
measures.
B
So
there
are
several
performance
measures
that
are
set
at
the
federal
level
and
then
the
state
governments
are
required
to
set
these
targets
for
mpos.
So
that's
where
it
channels
down
and
trickles
down
from
federal
government
setting
the
performance
measures
that
we
need
to
be
looking
at.
So
then
these
targets
are
being
said
by
the
state
and
then
us
as
an
npr.
When
we're
selecting
projects
planning,
we
need
to
be
making
sure
that
those
projects
that
we're
planning
and
our
programming
are
working
towards
meeting
these
specific
targets.
D
D
B
To
the
fhwa
for
purposes
of
the
measures
level
of
term,
reliability
is
defined
as
a
ratio
of
the
80th
percent
travel
time
of
a
reporting
segment
to
a
normal
travel
time.
50Th
percentile,
using
data
from
fhwa
free
national
performance
management,
research
data
set
or
equivalent,
and
then
there
are,
the
data
is
collected
in
15
minute
segments
during
all
time
periods
other
than
8
pm
to
6
a.m.
B
That's
data
that
I
think
needs
to
come
from
the
the
district
level.
I
don't
have
that
data
right
now.
We
can
collect
that
for
you.
I
know
right
now.
It's
been
tracked
at
a
state
level.
B
I
don't
know
if
someone
from
textile
would
be
able
to.
G
Yeah,
I
guess
I
can
comment
on
that
again.
These
numbers
are
very
technical.
A
lot
of
these
reliability
factor
numbers
go
into
equations
that
determine
funding
also
mechanisms
through
some
of
our
funding
programs.
G
As
always,
I
mean
we
strive
for
100
reliability
right,
but
these
goals
that
are
being
set
from
the
federal
level
they
trickle
down
to
the
state-
that's
just
really
what
they
are
they
end
up
being
minimums
is
what
they
are
to
attain
too.
I
agree.
A
G
Well,
we
can
do
is
we
can
actually
pull
a
report
with
major
corridors
that
impact
the
region
and
the
mpo,
and
we
can
pull
those
actual
scores.
If
you
would
like
to
see
those
at
the
next
meeting
who's,
our
judge.
E
F
Adopt
measures
that
we're
not
able
to
reach
does
this
impact
our
ability
to
get
funded
for
certain
projects,
or
vice
versa.
If
we're
more
aggressive
in
our
adoption
state,
as
commissioner
baylor
said,
we
adopt
80
instead
of
70
percent.
Will
that
put
us
in
and
we
can
meet
those
goals?
Does
that
put
us
in
mind
for
more.
A
B
B
They
need
to
be,
I
mentioned,
the
mpo
is
supposed
to
reaffirm
or
create
their
own,
and
there
is
a
deadline
that
we
need
to
meet
just
to
adopt
these
targets.
If
you
all
would
wish
to
create
their
own,
that's
something
we
can
come
back
and
do
as
an
mpo.
A
B
So
we're
actually
past
that
deadline,
so
we
have,
after
the
state
did
this.
They
did
this
mid
performance
report.
They
did
this
in
october
of
2020.,
okay,.
F
A
C
A
A
I
D
J
Good
afternoon,
discussion
going
so
come
on.
Yes,
thank
you
very
much,
jed
brown
with
the
rma.
I
appreciate
the
comments
that
are
being
made.
There's
actually,
I
believe,
the
way
it's
worded
in
your
agenda
packet
you're,
considering
it.
In
other
words
you
can
adopt
what's
in
the
agenda
pack,
it
with
the
word
consider
and
still
follow
it.
The
discussion
that's
been
going
on
has
been
great.
Our
concern,
we're
hoping
that
it's
over
70.,
but
hypothetically
all
of
a
sudden.
J
J
Certainly,
it
could
impact
county
projects,
city
projects,
hopefully
we're
way
over
the
target
numbers
in
the
different
categories,
but
until
we
know
it's
a
little
hard
to
adopt
something
that
that
we
may
be
shooting
ourselves
in
the
foot
so
but
to
the
point,
I
think
if
you
go
back
and
look
at
how
it
was
worked,
because
this
there
was
a
lot
of
healthy
good
discussion.
J
I'm
told
in
the
technical
committee
that
melissa
brought
up
with
respect
to
language
the
way
it
could
work
and
you
could
still
meet
the
tests
of
the
requirements
and
maybe
that
item
of
the
word
is
it
consider.
Am
I
hitting
the
right
word,
and
I
can't
read
that
if
if
that
could
be
read,
but
thank
you
for
letting
me
make
the
comment.
Absolutely.
No
sorry.
If.
A
I
could
just
have
for
the
record
to
show
that
mr
david
salazar
is
here
present
with
us
today.
Thank
you
for
joining
us.
G
G
Does
this
number
affect
that?
So
that
number
again
does
not
affect
that.
That's,
I
think,
jed
kind
of
explained
it
good.
That's
just
the
minimum,
the
threshold
that
you
want.
They
want
you
to
attain
if
you're,
underneath
that
obviously
they're
going
to
look
at
trying
to
fund
those
projects
that
don't
have
that
reliability
to
bring
it
up
to
standard.
B
A
You
don't
mind,
give
me
a
second
question.
I
know
what
do
you
recommend
here,
sir?
We're
on?
I
think
you
already
kind
of
get
an
idea
we're
already
on
for.
I
For
the
most
part,
based
on
the
target
goals
that
are
established
just
hearing
the
last
few
comments
it's
from
mandiva,
and
so,
when
thomas
quoted,
I
would
recommend
we
move
forward
with
the
item
as
is
and
vote
on
it.
I'm
I'm
okay
with
the
action.
Let's
go
as
far
as
telling
targets
before.
A
Very
good,
I
have
a
motion
I'll
go
ahead
and,
second,
that
any
other
questions
or
comments
there
close
any
oppose
motion
carries.
Thank
you
very
much
appreciate
that
let's
go
ahead
and
either
go
to
item
4d
discussion
with
possible
action
on
charging
on
changing
the
regularly
scheduled
meeting
dates
to
the
mpo
policy
committee
during
held
committee
currently
held
on
the
third
monday
of
each
month,
subject
to
the
results
based
on
the
polls
sent
out
the
policy
committee
members.
A
The
problem
with
the
mondays
is,
is
council
has
one
and
three
we
have
two
and
four
mondays,
so
maybe
mondays
is
not
the
time.
Maybe
we
could
just
pick
a
middle
of
the
day.
You
know
wednesday
or
something
of
the
week
and
then
pretty
much.
You
could
do
it
at
the
same
time.
Just
don't
get
into
my
lunch
time,
because
I
I'm
good
at
1
30..
A
B
E
B
Poll
some
of
the
policy
committee
members
to
respond.
That
option,
though,
had
more
than
one
vote
was
wednesday
at
1,
30
p.m
and
then
the
other
options
that
only
had
one
vote
were
wednesday:
9
30
a.m,
to
11
a.m
or
2
p.m,
and
then
friday
from
one
anytime
between
1
and
2
p.m.
So
those
are
the
options
that
well.
C
Oh
yeah,
I
was
just
gonna
suggest,
like
a
10
o'clock
or
9
30
or
10
would
probably
be
ideal
and
in
all
fairness
I
didn't
get
a
chance
to
respond
to
that.
I've
been
kind
of
swamped
with
other
things,
but
I
don't
know
you
don't
want
to
do
lunch,
but
what
about
9,
30
or
10
a.m?.
A
I'm
just
saying,
because
I
know
we've
had
you
know
being
going
into
my
seventh
year
here.
I
know
that
we've
had
some
meetings
that
have
gone.
You
know
it's
just
fine.
You
know
it's
gone
three
to
four
hours,
some
of
these
meetings,
which
will
definitely
start
going
into
the
lunchtime
which
we
should
be
out
by
12
30..
That
might
also
give
us
a
target
date
or
target
time
to
finish
in
time.
A
E
D
I
I
think
I
think,
from
a
textile
standpoint
and
we'll
honor
any
date
that
you
would
like
to
establish
and
we'll
certainly
support.
A
A
A
A
I
think
a
lot
of
people
on
fridays
are
going
to
be.
You
know
they
go
tend
to
have
a
tendency
of
wanting
to
go
out
of
town
making
a
long
weekend,
blah
blah
blah.
So
I'm
going
to
go
ahead
and
call
the
question
and
I'm
going
to
call
the
motion.
That's
on
the
floor.
I
will
actually
to
be
quite
honest.
You
now
I
will
remove
my
second,
so
you
have
you're
standing
by
yourself
in
your
motion.
I
don't
know
if
somebody
seconds
it.
F
C
I
know
you're
saying
1
30,
but
are
we
voting
on
that
or
is
it
for
discussion?
Yeah.
B
Which
is
please
so
just
to
provide
some
context.
Yes,
we're
looking
at
the
third
week
of
the
month.
That's
the
best
time
right
now,
also
for
public
access
channel,
and
you
know
for
here
to
accommodate
the
space
here
at
city,
council
chambers
and
to
be
able
to
be.
You
know
to
televise
it.
They
did
say
we
go
into
the
evenings
and
things
like
that.
It's
going
to
be
a
little
bit
more
difficult.
E
C
E
A
All
right,
so
let's
go
ahead
and
call
the
question,
so
the
motion
on
the
table
right
now
is
for
wednesdays,
the
third
wednesdays
of
every
month
at
1
30
in
the
afternoon.
I
do
have
a
motion.
I
do
have
a
second.
Did
you
imagine
your
second
two
see
I
will
amend
my
second
to
to
reflect
the
motion
on
the
table.
So
I
have
a
motion.
I
have
amended
motion
amended.
Second,
any
other
questions.
Any
other
comments.
A
Yeah,
okay,
we're
good;
yes,
very
good!
Okay!
Let's
go
ahead
and
move
on
item
four
e
discussing
the
possible
action
on
the
achar
rootenger
project
with
the
possible
action
on
the
achar
ruth
ninja
road
project.
Who
do
we
need
to
bring.
A
Let's
go
ahead
and
do
it,
would
you
like
to
move
that
motion.
D
Sir,
yes,
a
move
that
we
go
ahead
and
add
5a
5a
to
the
to
the
status.
A
K
Good
afternoon,
mr
chairman,
luis
perez
garcia
webb
county
engineer,
bringing
forward
the
discussion
on
4e
regarding
the
charles
ruthinger
road
project.
This
is
for
the
ruth
section
and
the
webcam
irresponsible
section.
K
We
have
submitted
all
of
the
information
provided
by
the
consultant.
It
has
been
submitted
for
txdot.
They
are
it's
under
review,
and
that
is
what
we
have
to
say
regarding
the
hr
ruthinger
road.
But
there
may
be
some
additional
comments
from
the
folks
at
txdot
or
the
folks
from
the
city
of
laredo
that
might
want
to
be
considered.
Okay,.
I
Judge,
I
think,
on
this
one
we're
going
to
summarize
it
with
mr
tito
gonzalez,
give
us
a
quick
summary
where
we're
at
and
the
status
of
that
from
textile
standpoint.
E
G
Thank
you
yes,
so,
currently
again,
we
did
receive
all
the
files
requested
from
the
county
and
the
engineer.
We
have
reviewed
them
and
they
are
complete.
G
Obviously,
with
that
timeline,
the
plans
are
going
to
be
concurrently
being
developed
so
that
we
can
still
hit
our
target
date
that
we
have
of
august
2023,
so
that
day
will
not
move
we're
still
working
on
with
that
same
date,
it'll
run
concurrently
in
2023
right
we're
still
two
years.
That
is
the
the
target
date
where
it's
currently
set
based
on
the
funding
mechanism.
Category
seven.
In
order
for
us
to
get
to
the
53
million
in
change,
we
need
to
fund
that
project.
That's
where
we're
at
currently.
D
K
Has
changed
any
as
far
as
when
the
construction
dates
would
start,
but
I
don't
believe
that
what
mr
gonzalez
has
just
informed
us
of
will
delay
the
project's
starting
time.
D
D
So
there's
no
action
that
we
need
right,
not
currently,
sir
webb
county
is
completely
out
of
it.
Now
right,
they've
taken
over
we've
paid
all
our
commitments
correct.
So
now
you
you're
working
with
the
what
was
the
terms
the
extra
fondue,
the
or
the
the
sites
that
they
wanted
to
excavate
a
little
further.
I
guess.
I
As
far
as
the
details
of
the
the
exo
funds
and
stuff
from
what
I
can
state
is
that
we
are
moving
forward
with
the
current
environmental
claims,
we
have
received
everything
from
the
county.
Any
details
on
that
I'd
have
to
defer
to
mr
gonzalez,
but
I
believe
to
answer
your
question:
is
the
extra
fonzy
can?
Can
you
elaborate
on
that
a
little
bit
more
or
what
details?
Are
you
looking
for.
D
Well,
I
mean,
like
I
said
I
remember
last
year
there
was
a
request
to
the
trust
to
I
guess.
One.
I
G
To
find
out
correct
yeah,
so
I
can
follow
up
so
so
at
that
time
there
are
questions
being
made.
If
the
county
was
going
to
remain
the
responsible
party,
they
were
going
to
have
to
request
additional
funds
to
pay
for
that.
Instead,
what
text
that
has
done?
We
are
going
to
take
over
that
work
at
null
additional
costs
to
the
city,
the
county,
the
mpo,
and
we
are
going
to
absorb
that
cost
tax
dot.
To
get
that
we're
completed
and
to
expedite
the
process.
D
Okay-
and
let
me
ask
now
if
anybody
here
knows,
I
know
tech
staff's
been
very
concerned
about
getting
the
right-of-way.
So
where
are
we
on.
H
I
H
Correct
we've
been
working
on
on
some
field,
notes:
information
that
we're
trying
to
get
to
texas..
They
haven't
received
that
information,
the
information
that
was
used
to
develop
the
schematics.
So
that's
the
only.
H
As
as
I
understand
from
the
developers,
yes,
okay,.
H
K
Else-
mister,
yes,
sir,
we
just
we
are
meeting
on
this
once
a
month,
it's
early
in
the
month.
Typically,
at
this
point,
I
would
like
to
request
to
run
the
mpo
that
further
discussion
on
this
particular
subject
be
addressed
by
the
textile
offices,
given
that
they're
the
ones
that
are
going
to
have
all
of
the
latest
and
greatest
details
on
this,
so
you
will
be
out
of
it
completely
the
webb
county
portion.
K
A
A
I
A
J
Do
we
have
anything?
No
all
right,
mr
brown,
your
jed
brown
with
the
rma
again.
Thank
you
very
much
I'll
go
off
script
again.
Not
we
do
have
information
in
the
packet,
but
I
am
excited
to
report
that
the
fm
1472
and
kiln
industrial
boulevard
turn
lane
project.
At
least
the
part
that
relates
to
txdot
started
last
last
week.
Am
I
correct?
J
That's
awesome
and
then
los
presidentes
is
moving
along
rapidly
and
those
are
two
projects
that
we
are
active
participants
in
a
little
bit
more
with
los
presidentes
than
than
the
other
project
on
the
mines
road
but
created
in
2014.
J
I
am
so
proud
that
the
rma
is
finally
taking
the
monies
we've
collected
over
all
these
years
and
putting
them
back
into
the
community.
I
am
pleased
that
we
were
fiscally
conservative
for
years
and
raised
a
bunch
of
money
to
now
deploy
back
into
projects,
and
so
those
two
are
near
and
dear
to
our
heart,
the
vaysio
road
project,
hopefully
within
weeks
or
sometime
next
month,
we'll
hear
from
washington
if
the
gap
financing
is
there
so
that
we
can
move
that
project
along.
J
Commissioner,
I'm
glad
you
thought
of
us
with
with
char
road.
We
fully
supported
jar
road
and
we're
excited
that
it's
that
it's
moving
along.
So
it's
an
important
project.
D
Let
me
ask
the
gap:
funding
david.
Is
there
any
way
that
we
can
do
gap
funding
through
the
mpo,
because
it
just
you
know,
loop
20
is
getting
farther
and
farther
behind.
I
don't
think
you
know
the
f6
stuff
with
the
golf
course.
I
don't
think
we're
anywhere
close
to
finishing
that
you
have
the
armory.
You
have
the
cafeteria,
I
don't
know
if
any
utility
works
done,
so
we
got
a
lot
of
money
sitting
there.
D
Can
we
do
some
kind
of
reimbursement
resolution
to
do
the
gap,
funding
to
get
their
project
fully
funded
and
start
it
yeah?
So.
I
I
think
at
this
point,
there's
always
things
that
we
can
accomplish
with
the
current
four-year
plan
that
we
have
in
place
of
stipe
and,
of
course,
the
cities.
I
would
like
to
add
that
we
are
still
awaiting
the
results
of
this
year's
utp
in
austin,
so
we
can
see
where
the
fund
is
going
to
end.
They
haven't
clarified
that,
but
certainly
when
that
does
get
appointed,
we
may
or
may
not
get
additional
funds
at
that
point.
I
But
certainly
we
can
look
at
that
where
the
mpo
dollars
are
at
the
category
seven
dollars
at
right.
Now.
I
understand
your
point
that
there
would
be
an
opportunity
to
move
some
of
those
dollars
to
cover
the
gap.
If
so,
the
mpo
decides
to
go
in
that
direction,
and
we
would
vote
on
that.
But
I'm.
D
Just
saying
so
as
a
reimbursement,
you
know
because
they're
looking
at
federal
funding,
you
know
I
I
just
want
to
get
this
project
going,
so
we
can
get.
I
So
it's
a
very
important
part
again.
I
would
ask
that
we
wait
until
the
texas,
texas
department
of
texas
department
or
the
texas
commission
awards
those
dollars,
so
we
know
what
we're
dealing
with,
but
certainly
something
we
can
look
at.
As
far
as
your
remarks
to
the
loop
20
project.
Currently,
we
did
get
moved
back
one
month
from
august
to
september.
So
if
that
is
a
delay
of
a
month,
you
know
it
is
a
delay.
I
We
are
on
target
to
complete
that
that's
what
we're
shooting
for,
but
certainly
there's
options
that
we
can
look
at.
But
again
I
would.
I
would
recommend
that
we
wait
until
all
funds
are
appropriate
within
texas,
so
we
can
look
at
either
covering
them
and
again
we
can
come
back
and
that
would
be
when
hopefully,
by
august,
is
what
you're
shooting
for
august.
J
You
know
I
look
at
this
like
when
children
apply
to
college.
You
don't,
hopefully
only
apply
to
one.
You
apply
to
multiple
to
to
spread
out
your
opportunities
for
acceptance,
we've
kind
of
approached
that
with
viaceo
we've
gone
after
washington
for
money,
we've
also
gone
to
the
texas
transportation
commission.
I
had
a
meeting
about
three
weeks
ago
virtual,
but
with
the
chairman,
bruce
bug
and
and
with
the
new
executive
director-
and
you
know
just
to
let
them
know
we'd
like
to
be
considered
for
funding
through
austin
too.
J
J
D
Because
I'm
just
thinking
didn't,
wasn't
airport
supposed
to
be
led
in
19.
I
You
know,
I'm
not
I'm
not
exactly
sure
about
the
19th,
but
I'm
thinking
about
the
the
reimbursement
that
you're
speaking
of
without
knowing
much
of
the
details
of
that
at
this
time,
with
the
current
funding
that
we
have,
I
don't
see
how
we
could
do
that,
but
I
can
certainly
look
into
that
reimbursement
of
funds
for
the
future.
Well,.
D
D
B
I
E
B
J
L
With
the
rma,
thank
you
thank
you
chairman.
Just
for
the
record,
you
know
we
have
a
project
in
the
transportation
and
earmark
transportation
infrastructure
earmark
listing,
and
that
is
what
chairman
brown
referenced
as
top
of
congressman
clara's
list,
so
earmarks
are
project
specific.
L
So
I
would
recommend
chairman
if
you
agree:
let's,
let's
wait
until
the
tni
earmarks
are
selected
and
if
that's
the
case
then
viacea
road
is
is
funded.
Those
funds
to
my
knowledge
would
not
be
able
to
be
funneled
into
other
projects,
because
it's
a
specific
ear
mark.
So
you
know
chairman,
if
you
agree.
J
I
I
absolutely
agree
my
my
point
was,
I
think,
we'll
have
news
with
what's
happening
in
washington
in
weeks
or
within
a
month
and
in
the
in
the
grand
scheme
of
things.
As
long
as
this
is
played
out,
that's
not
insurmountable,
that's
that's
that's
something
we
can
look
at
and
if
it
doesn't
work
out,
then
we
can
look
at
plan
b,
plan
c
and
just
keep
pushing
well.
J
The
other
three
things
I'll
mention:
we,
we
have
a
project
that
we're
working
with
the
city
of
laredo
springfield
avenue
to
extend
springfield.
We
it's
a
little
we've
structured
that
a
little
bit
differently
a
lot
of
times.
We
take
the
front-end
lead
on
projects
to
move
along
this
time
we
agreed
to
put
two
million
dollars
into
that
project
to
help
them
build
a
phase
of
that
project,
it's
being
built
in
in
three
or
four
phases
and
we're
helping
to
the
tune
of
two
million
of
a
six
million
dollar
phase.
J
This
week
we
have
a
meeting
at
an
rma
meeting
on
thursday,
hopefully
to
approve
the
ila
that
we
will
we'll
go
before
city
council
in
a
matter
of
weeks.
We're
excited
about
that
again,
it's
unconventional
as
to
how
we've
operated
in
the
past,
but
my
my
take
on
that
is.
If,
if
the
city
the
county
comes
to
us
with
a
project
that
makes
sense
that
we
can
put
money
into,
we
don't
always
have
to
be
the
the
lead
on
it.
J
We
can
just
be
take
a
meaningful
piece
of
it
to
move
it
along.
Our
mission
is
to
help
build
roads,
build
transportation,
related
projects,
we're
not
the
biggest
rma.
But
if
we
can
take
pieces
of
projects
we
can
get
things
done
in
all
parts
of
of
laredo
and
hopefully
all
parts
of
webb
county.
We
also
have
the
webb
county,
the
fairgrounds
project.
I
Mr
brown,
can
I
interrupt
real,
quick
and
back
on
the
springfield
project,
so
there's
three
phases
to
it:
correct.
J
Yeah
the
phase
that
that
we're
participating
in
now
it
doesn't
tie
to
loop
20.
you-
and
I
are
we've.
I've
discussed
that
with
tito
it
stopped
short
it'd,
be
the
phase
immediately
south
of
that
from
from
shiloh
north
to
where
springfield
now
dead
ends
and
possibly,
if
we
need
ramon
to
stand
up
and
address
it,
he
can.
But
that's
the
portion
we're
participating
in.
J
I
know:
y'all
have
a
project
that
potentially
along
luke
20,
that
that
will
be
impacted
on
how
springfield
connects,
and
I
know
there
needs
to
be
discussion
with
the
city
and
with
txdot
to
that
end.
Hopefully,
that's
that's
a
conversation
that
may
have
happened
before
this
meeting
or
will
happen
after
the
meeting,
so
that
so
that
that's
being
planned
as
to
how
springfield
connects.
I
To
the
right
to
the
question,
that
was
a
point
I
was
going
to
make
that
we
do
have
that
current
project.
There
we'd
like
to
know
more
or
less
when
you're
going
to
get
to
that
point,
but
that's
something
we
can
discuss
beyond
this
meeting.
J
And-
and
that's
actually
have
that
conversation
please
with
the
city
engineer
again
that
they're
they're
taking
the
lead
on
that
project,
but
certainly
it's
it's
dialogue
that
they
need
to
be
having
with
you
all
so
that
that's
all
coordinated
but
but.
F
I
F
But
again
again,
I
think
we
can
we're
working
on
right
now
and
we've
actually
gone
to
bed
with
it.
I'm
not
mistaken
mr
engineer
last
week
is
that
correct.
H
Our
chairman
members
of
the
committee
ramon
chavez
city
engineer,
one
more
time:
those
bids
for
phase
three,
which
is
currently
out
they
are
due
july
29th.
H
Those
bids
are
for
for
the
phase
three,
which
goes
from
shiloh
north
to
where
it
towards
springfield
that
ends.
At
this
point.
I
J
J
H
If
I
may
currently,
that
part
is
not
that
we
call
phase
four
and
that's
where
it
ties
in
there's
a
street
called
sandia
further
north
and
from
that
street,
to
look
tony,
that
that
will
be
the
phase
four
of.
H
Not
not
yet
not
designed
it's
just
the
schematics,
that's
it.
Okay,.
D
H
Phase
two
from
air
health
to
international
that
faces
ferny
under
design.
D
F
And-
and
we
actually
applied
for
a
grant
for
that
future
this
year,
where
we'll
fight
for
a
a
grant
for
that
project,
and
we
hopefully
during
budget,
will
be
fighting
for
funding
as
well.
But
that
would
be
the
next
space
that
we
will
be
working
on.
H
G
I
didn't
want
to
mention
commissioner
brown.
Also
that
you
mentioned
was
president
is
right,
so
we
have
a
acceleration
and
deceleration
lane
planned
for
october
of
this
year
that
will
tie
into
that
project,
and
hopefully
the
timelines
will
match
up
whenever
we've
been
coordinating
with
the
rma
and
what
they
see
on
that
project.
So
the
hope
is
eventually.
The
same
thing
will
happen
once
that
connection
to
springfield
and
the
loop
occurs
too.
Yes,.
F
Thank
you.
Thank
you.
Thank
you.
That's
a
big
project
for
commissioner
gaylo's
in
my
area,
as
well
as
to
council
member
pettis
area.
It
really
will
improve
mobility
to
that
whole
area.
So
we're
very
excited
about
that.
So
really.
J
We're
moving
from
project
to
project
and
I'm
sorry
for
the
flow,
but
but
we're
very
appreciative
of
txdot's
participation
in
the
project
in
south
florida,
known
as
los
presidentes.
J
They
definitely
stepped
up
to
the
plate
and
and
and
hit
up
got
a
really
solid
hit
with
constructing
the
excel
d
cell
lanes
there
to
help
us
complete
the
other
portion
of
the
road,
that's
being
constructed
to
the
to
the
east
from
there,
so
that
that
roadway
is
important
and
hopefully
what
I'm
hearing
right
now
is
there
there's
gonna,
be
some
some
dialogue
fairly
quickly,
hopefully
on
the
springfield
avenue
project.
As
far
as
phase
four
that
connects
to
luke
20.
J
A
J
Yes,
sir,
but
at
some
point
we
have,
we
have
already
previously
committed
to
participating
in
a
traffic
study
to
help
you
all
when,
when
that
project
comes
up
and
appreciate
it,
when
the
time's
right
luis
knows
to
contact
us
and-
and
we
will
get
with
the
consultant-
that
we've
engaged
and
they'll
select
an
engineer
to
to
study
it
and
help
make
recommendations
back
that,
ultimately,
we'll
go
before
deck
stop
for
approval
too.
J
So
that's
moving
along
and
then
the
last
thing
is
south
laredo
transportation
study
at
some
point
to
ics
participating
with
the
mpo
to
look
to
kind
of
look
at
what
was
done
in
north
loredo
and
south
loreto.
The
former
mpo
director
had
wanted
to
work
on
that
project
before
he
left
and
he
brought
it
to
my
attention.
We
said
we'd
like
to
help
south
loreto
too.
So,
hopefully,
sooner
than
later,.
A
C
Yeah,
I
just
want
to
thank
you
for
your
commitment
to
district.
C
That
it's
you
know
with
the
with
the
growth
and
with
the
trade
it's
getting
more
and
more
congested,
but
I'm
just
excited
that
all
of
us
working
together
are
actually
starting
to
see
some
relief,
and
so
thank
you
to
textile
and
to
to
you
to
the
rma
and
then
hopefully
that
funding
does
come
in
providencial,
and
so
that
would
just
you
know,
hopefully
facilitate
the
the
trade
industry
on
this
end,
and
then
you
know
the
city
would
be
able
to
have
more
funding,
also
to
help
grow.
The
south
too
more.
D
J
That's
not
something
the
rma
studied.
No
sir,
I
mean
that's
something.
Certainly
if
it's
something
that's
interesting
to
the
county.
I'd
I'd
definitely
ask
encourage
you
all
to
go
to
rolly
ortiz
through
the
kiln
organization
to
see
if
they've
studied
as
part
of
their
master
plan.
I'm
not
sure
you
know.
J
Kilim
industrial
was
built,
I'm
sure
back
when
you
were
a
city
council,
member
all
the
way
through
to
connect
to
35
and
they
did
their
master
plan
around
it.
I
don't
know
if
they've
ever
studied
repositioning
where
it
intersects
interstate
35.
If
that's.
D
C
Yeah,
just
that
intersection
is
a
little
strange
because
it
bottlenecks
into
a
one
lane
when
it's
wide
enough
for
actually
more
than
that.
So
it
is
a
little
bit
of
a
problem
there
in
fact,
so
it
maybe
maybe
would
be
worth
revisiting
the
whole
connection
now
so
just
saying.
D
J
You
know
we
we
we're
asked
about
the
outer
loop
from
time
to
time
and
that's
a
segment
of
it.
The
the
the
numbers
that
I've
heard
from
35
all
the
way
to
83
are
just
astronomical.
When
I
said
we
have
the
ability
to
take
meaningful
pieces
of
projects
that
one
is
an
elephant
that
we
would
have
trouble
taking
a
bite
of,
but
I'll
tell
you
this.
We
we
support
that
segment.
That's
the
first
one.
D
I
First,
as
far
as
the
35t
connection,
I
think
my
predecessors,
one
of
them
sitting
in
the
audience
right
now,
have
worked
or
dealt
with
this
and
unfortunately,
we've
looked
at
it.
We've
even
gone
as
far
as
trying
to
shift
that
bridge
just
north,
so
we
can
time
to
kill
them.
Unfortunately,
because
of
the
fhwa
regulations
are
on
the
interstate,
we
have
to
have
mary
mellon
in
half
and
unfortunately,
we're
about
eight
tenths
of
a
mile
too
short.
What
all
that
means
bottom
line
is
we
can't
shift
the
bridge
north?
No,
because.
I
If
the
killing
bridge
were
to
shift
a
little
bit,
we
have
had
discussions
with
nothing
concrete.
We
do
have
some
work
planned
there
and,
as
in
regards
to
the
outer
loop,
you
know
we're
moving
forward
with
the
schematic.
It's
always
been
our
goal
that
should
ever
become
funded,
that
that
first
leg
would
be
from
359
to
59,
because
it's
much
needed
it'll
alleviate
a
lot
of
the
traffic
off
the
intersection
there
on
luke,
23
59.
Of
course.
I
Definitely
so
that's
the
the
overall
goal
for
tech
center
in
general
and
then
again
to
echo
mrs
pettis's
comments.
I
think
now
is
a
good
time
to
echo
that,
even
though
we
are
making
some
progress,
we
still
have
a
long
way
to
go.
There's
a
lot
of
projects
that
are
coming
down
the
pipeline,
but
I
can
honestly
say
that
working
with
the
city,
the
county,
the
rma
and
ourselves
together
to
get
to
that
goal
is
something
that
I'm
very
happy
and
pleased
with.
I
So
there's
no
telling
what
what
the
limits
are
for
us
other
than
to
move
forward
with
what
we
got
in
here.
So
I
appreciate.
G
We
do
have,
and
just
to
add
to
to
what
you
said
about
the
connection
that
kill
them
when
we
were
looking
at
that
corridor.
Like
marcel
mentioned,
the
spacing
was
the
main
requirement
that
we
had
to
maintain.
We
did
have
a
our
consultant.
That's
currently
working
on
that
corridor
provide
what
an
alignment
would
look
like
if
you
were
to
shift
a
portion
of
kilim
to
tie
in.
G
We
would
be
happy
to
share
that
with
the
city,
and
that
is
something
if
you
would
like
to
like
mr
brown
said
yeah,
you
would
shift
the
road
correct,
correct,
talk
to
them
and
discuss
with
them.
But
again
that
would
be
something
that
that
is
outside
of
our
our
right
or
we
shall
be
discussion.
D
That
the
city
would
have
to
have,
I
just
didn't
know
if
that
had
been
discussed
or
in
you
know,
in
in
conversation
or
not,
it
seems
like
it
would
help
the
flow.
But
again
you
know
the
the
359
59.
I
think
you
have
some
willing
contributors
there
developer.
I
mean.
E
D
G
J
I
we,
when
the
list
came
out
of
unfunded
projects
that
we
were
asked
to
rank.
I
know
we
we
ranked
that
top
five
that
may
have
been
third
or
fourth
on
our
list,
but
it's
way
up
on
the
list
of
what
we
believe
is
important
for
our
community
and
that
particular
segment.
I
and
I
don't
know
the
the
construction
cost
estimate
for
that
segment.
In
the
big
picture.
I
recall
that
the
the
entire
outer
loop
was
about
350
million
plus
or
minus,
and
that
didn't
include
right-of-way
acquisition.
J
I
do
know
in
november
2019
when
txdot
was
holding
having
open
houses
at
tamiu
and
at
txdot's
office
facility
there
was
all
sorts
of
schematics
laid
out
and
it
seemed
like
the
the
portion
of
the
alignment
between
59
and
359
was
fairly
identified
versus
maybe
some
of
the
others.
So
hopefully
that
that
is
is
fairly
well
known.
Where
it'll
be,
it
may
have
had
a
little
bit
of
deviation
up
by
59.
J
I
think
two
or
three
alignments
hit
at
one
point,
and
then
there
was
one
that
was
a
little
bit
off
and
but
certainly
that's
a
that's,
an
important
project
that
needs
to
happen
again.
D
J
Funds
are
available
yeah
well
and,
to
that
end,
there's
ways
that
we
as
an
rma
can
come
in
and
help
expedite
projects
with
our
government
powers
to
where
procurement's
one
of
the
areas
that
we
can
help
the
county
in
the
city
move
things
along.
We
can
help
in
design
and
administration.
We
may
not
always
have
the
funds,
but
there
are
other
tools
that
we
have
in
our
tool
belt
to
help
move
things
along.
So
we're
welcome
to
discussion
there.
However,
we
can
help
very.
A
B
B
This
process
september
he's
going
to
go
over
the
orc
chart
hierarchy,
a
review
over
bylaws
staffing,
eats
and
provide
a
presentation
to
the
committee,
then
in
november
or
december
he's
going
to
start
looking
more
into
the
fiscal
agent
stephanie's
office
space
and
by
february
we
have
an
update
for
the
policy
committee,
suggests,
suggestions
on
bylaw
amendments
and
final
recommendations
and
hopefully
give
a
final
presentation
to
the
committee
in
april
or
may
at
the
latest.
So
this
is
something
that
was
provided
by
mr
frawley
on
that
timeline.
E
B
And
just
see,
I
guess,
cautiously
move
about
this
transition
that
that's
underway
very
well
and
then
I
know
also
an
audit
was
requested
at
the
last
meeting.
There
was
some
motion
and
recommendation
by
policy
committee
to
do
that
for
to
allow
txdot
to
do
that.
Audit,
that's
tentatively
scheduled
to
begin
late
august
or
early
september
of
this
year
and
I'll
provide
updates
as
they
become
available.
B
And,
lastly,
a
letter
of
support
was
provided
to
the
city
of
laredo
and
el
metro
for
their
u.s
department
of
transportation,
race,
grant
application
and
are
seeking
funding
to
fund
the
el
metro
north
mobility
center.
I
believe
they've
recently
submitted
that
grant
application,
so
we're
hoping
that
they
get
awarded
those
funds
for
that
very
needed
prop.
A
I
believe
I
believe
I
also
sent
them
a
letter
didn't.
D
We
have
that
discussion
here.
I
remember
asking
about
selling
that
property
when
that
like
two
years
ago
and
they
were
getting
ready
to
start
the
building
and
they
still
that's
true
yeah.
You
know
we
had
a
young
lady
yeah.
We
were
here
and
she,
oh
no.
We
have
to
get
ready
to
start
and
now
they're
still
looking
for
money,
yeah.
B
Anyway-
and
just
so
you
know
I
will
be
out
on
leave
next
week:
where
are
we
going.
D
D
B
B
A
Good
okay
motion
to
adjourn
second
any
opposed.
Let
me
ask
real
quick,
uncover
colleagues
and
dr
marty
or
or
councilwoman
perez
anything.
