house

founded
on

west
side

the
Rio
Grande
535,
and
the
purpose
of
the
planning
study
is
basically
to
look
at

current
congestion
level
number

determine
ways
to
get
ahead
of
that
congestion
level
currently
and
also
over
the
next
20
years.

the
plan

implementation
plan
that
the
draft
version
actually
was
distributed
to
members
of
the
MPO

Committee
for
the
overview

possible

RMA
I'm
gonna,
just
walk
you
through
a
few
slides
to
kind
of
give
you
sort
of
the
high-level
overview
of
the
study.
The
study,
of
course,
as
Tony
mentioned,
is
in
the
area
that
is
between
I
35,
the
border,
I-69,
West
and
and
Texas
255
I.

Think
I'd
like
to
point
out
as
well.
The
study
does
focus
on
this
study
area.
We
were
cognizant
that
there
are
other
priorities
throughout
Laredo
and
Webb
County
that
are
even
critical
for
for
this
area
to
continue
to
grow
and
thrive.
So
there
are
other
options.
Obviously
that
will
have
to
be
considered,
but
we
are.
We
are
prepared
to
to
show
you
the
implementation
plan
that
we've
come
up
with
for
this
particular
study
area.

this
draft
is
out
now
we're
taking
comments
through
the
end

the

the
in
the
next
week
as
well,
and
then,
like
Tony,
mentioned,
we'll
be
finalizing
that
draft.
So
just
a
couple
of
sort
of
highlights,
one
thing
that
we
did
notice
from
very
early
on
speaking
with
several
stakeholders.
We
had
a
three-day
sort
of
series
in
fact
of
meetings.
We
in
fact,
we've
met
with
many
of
you
in
September
mid-september
both
public
sector
private
sector
stakeholders
and
then
in
November
6th.

So
what
you
see
on
this
map
here,
one
thing-
that's
probably
very
apparent
to
everybody-
is
that
Killam
Industrial
of
Mines
Road
they're,
essentially
the
the
main
roads
in
and
out
of
the
area
we
identified,
my
losada
and
and
riverbanks
as
very
important
sort
of
secondary
roads
and
then
the
the
green
dotted
lines.
That's
really
what
was
identified
as
this
is
the
next
step
by
a
co.
Road
HR
Parkway
I've
got
a
Boulevard,
which
is
an
alternate
route
to
mines,
Road,
primarily
or
presumably,
would
be
for
for
residents
in
the
area.

Primarily
these
were
all
identified
as
important
pieces.
Certainly,
crossing
35
was
another
thing
that
we
heard
that
we
definitely
made
a
priority
so
to
kind
of
just
explain
the
study
kind
of
started
off
with
wanting
to
look
at
what
do
we
do
with
with
the
congestion
on
mines
Road
specifically,
and
so
what
we've
done
is
sort
of
taking
a
step
back
and
look
at
the
entire
supporting
network.

you
see
here,
this
graphic
is
showing
that
sort
of
red
band
is
about
a
300
foot
right
away
and
sort
of
what
would
be
required
to
convert
mines
Road
to
a
freeway.
Now,
by
the
end
of
this
report,
we
don't
say
don't
do
that,
but
we
say
you
do
need
to
have
these
other
sort
of
alternate
routes
in
place
to
help
support
that
freeway
to
function
properly
once
it's
built
also
to
support
continued
business
while
it's
being
built.

So
while
it's
being
built,
it'll
be
pretty
disruptive
and
that's
that's
where
the
priorities
sort
of
come
in,
do
these
projects
first
and
then
we'll
get
to
the
point
where
we
are
prepared
to
to
make
that
expansion.
So,
overall
we
looked
at
about
forty
eight
capital
projects
that
are
grouped
into
packaged
into
24
packages
and
what
you're,
seeing
here
the
green
lines
are
sort
of
those
priorities.
I
just
discussed
the
the
blue
ones,
that's
in
the
mid
term.

These
are
obviously
also
priorities,
but
they
required
a
little
bit
more
development,
so
they're
their
delivery
year
would
be
later
in
the
20s
and
then
the
the
lines
you
see
in
red
there
longer
term
it.
So
it's
more
like
a
framework
to
say
these.
We
need
to
make
sure
that
we
have
circulation
in
the
network
over
all
these
priorities,
quite
frankly,
will
probably
be
revisited,
as
the
area
continues
to
get
studied
in
context
with
the
entire
region.

we
did
come
up
with
our
planning
level
cost
estimates
now.
One
thing
I
should
point
out
with
these
cost
estimates.
These
are
fiscal
year,
2019
dollars,
they're
using
material
costs
from
text
out
in
the
city
of
Laredo
to
actually
get
to
what
these
costs
were.
Depending
on.
You
know
what
the
project
was,
so
what
we'll
probably
end
up
doing
is
inflating
the
costs
and
out-years
to
account
for
inflation.
One
thing,
I
should
say
is
very
important.
Is
that
as
these
projects
get
developed
further
and
there's
more
detail
known
about
them,
these
costs
will
change.

So
this
is
this.
Is
the
very
first
shot
to
kind
of
give
us
an
idea
of
what
we're
looking
at
in
terms
of
investment
and
there
you
can
see
in
the
short
term,
we
actually
have
about
three
of
those
projects
that
are
either
fully
funded
or
partially
funded,
that
are
that
it
would
be
moving
forward,
and
then
you
have
the
schedule
there
on
the
right
again
very
important
to
reiterate,
as
I'm
sure
all
of
you
know,
there
are
additional
priorities
across
the
region
that
this
would
have
to
be
then
folded
into.

we

a
multi-modal
perspective,
having
having
options
for
people
who

bikes,
who
do
walk
and
use

bus
actually

that
serves
this
area
is
the
fourth
most
productive
route
in
the
system.

mean
it's
that
there's
demand
out
there,
potentially
for
more.

blue
lines

blue
line

sidewalk.
The
red
line
actually
has
bike
facility,
which
is
expressed
by
either
ten-foot
sidewalk
or
bike
lanes.
So

way
you

need

be
a
dedicated
bike
facility
within
the
pavement
sort
of
thing.
But
but
this
is
definitely

mean
there
are
people
walking
out
there?

are
people
riding
out
there,

so
this

would
be
another
layer
to
make
sure
that
that
everybody's
safety
is
ensured.

that
may
actually
push
out

mid
March
as

funding

we
are
looking
at
just
a
matter
of
weeks
away
from
a
hundred
percent
in
submittal
to

percent,
submission,
which
was
back
in
early
January

flyover

be

that
was
proposed
and
then
got
shifted
to
further
north
and

kind

pushed

calendar
back

little
bit,

so
we
have
to
come
up
with
some
solutions
sooner
and
so
we're
gonna.

potentially
opening
up
doctors
again
to
allow
us

cross,

they
weren't

interested
at

want
to

keep
that
that
area
up
as

we've

roadblocks
but
we're
still
working
on
it

we'll
bring

two
things
there
they're
setting
up
shop
to
actually
create

do
business
and

top

that
parks

stage

the
trucks,

staging
by
parking
goes,

it's

creating

nightmare.

whole
area

had
unquote
leasing
efforts
in
that
area
to
try

stop

surmise
those
people
that
are
that
we're
fixing
tires
and
then
all
that
and
but
but
ultimately,
it's
still
kind
of
an
area
that
it's
driven
by
the
the
truck
market.

so
you
still
have
a
lot
of
trucks
parking
on
the
side
of
the
road
which
leads
to
congestion
and
then,
when
you
bring
a
railroad
that
comes
across
you're
talking
about
30,
40
minutes
that
it
slows
things
down,
and
then
it
really
backs
things
up,
and
that
happens
during
peak
hours
more
than
throughout
the
whole
day
during
peak
hours.
It's
very
bad,
and
so
that's
why
we
were
thinking
of
potentially
doing
a
one
way
in
one
way
out
where
we
might
be
able
to
with
that.

One
flyover
actually
make
it
more
feasible
for
trucks
to
flow
in
and
out,
but
there's
no
easy
solution.
I
think
it's
gonna
be
a
long-term
solution.
Once
a
charu
finger,
Road
is
actually
set
up,
we'll
have
an
attachment
on
the
other
side
that
will
attach
the
I-35
and
that
flyover
will
alleviate
a
lot
of
traffic.
But
until
that
point
we
need
to
come
up
with
a
more
short-term
solution
and
that's
what
we're
working
on
in.

we
wouldn't
fight
the
industry,
because
you
know
we
had
a
meeting
and
there
was
a
lot
of
people
there
with
concerns

are
best

through

council

with
those
jurisdictions
that
could
deal
with
this

city
longer
term.

is

component

plans
that
were

aware

load

of
having
this
truck
traffic,
but
also
the
challenges.
So
with
the
current
plans,
I,
don't
know
what
the
bridge
master
plan
is
was
set.
