As

mentioned,
we
are
proposing
an
amendment
to
the
mpo
bylaws
and
I'm
just
going
to
give
a
quick
overview
of
the
proposed
active
transportation
committee,
but
before
we
get
into
the
overview
of
the
committee,
I
want
to
start
off
with
a
statement
made
by
governor
abbott
during
a
meeting
at
a
rotary
meeting
earlier
in
the
year.
What
he
mentioned
was
that
the
bottom
line
is
this.
I
The
way
people
get
around
the
way
people
live
is
going
to
change.
As
a
result,
this
generation
of
roads
that
we're
in
charge
of
building
is
probably
the
last
major
build
of
roads,
we'll
have
in
the
state
of
texas.
Even
considering
the
fact
that
texas
is
the
fastest
growing
state
in
america,
the
future
of
transportation
lies
in
alternatives
to
traditional
motor
vehicle
travel.
I
So
keep
in
mind
this
is
our
republican
and
pro-development
governor,
saying
that
the
future
of
transportation
lies
in
alternative
modes
to
vehicle
travel.
So
it's
key
to
note
that,
because
you
know,
as
this
changes
and
transportation
evolves,
we
need
to
find
different
ways
to
provide
mobility
choices.
I
So
one
of
the
recommendations
of
the
active
transportation
plan
that
you
all
know
that
we've
been
working
on
is
to
create
an
active
transportation
subcommittee,
and
this
will
be
very
important.
It's
also
part
of
the
plant's
implementation
strategy.
This
is
also
tied
to
our
metropolitan
transportation
plan.
Focusing
on
active
transportation
is
in
line
with
the
mtp's
vision
to
develop
a
transportation
system
that
offers
safe,
efficient,
affordable
travel,
choice
for
people
and
goods,
while
supporting
economic
development
and
long-term
quality
of
life.
I
There's
also
an
objective
in
the
mtp
that
states
that
you
know
we
should
support
complete
street
solutions
and
non-motor
rights
and
alternative
transportation
access.
So
this
committee
is
in
line
with
the
vision
and
goals
of
the
mtp
as
well
as
viva
laredo
our
comprehensive
plan.
The
plan
for
the
city
of
laredo,
one
of
the
golsan
viva
laredo,
mentions
to
enhance
and
connect
the
bike
and
pedestrian
circulation
system
throughout
laredo
one.
If

the
point
here

that
many
of
our
plans
that
this
policy
committee
and
the
city
have
adopted
already
feed
into
what
were
what
we're
trying
to
do
with
both
the
active
transportation
plan
that
we're
going

bring
you
back
soon

adoption.
And
this
is
something
we
want
to
take.
The
step
on
and
we've
already
been
having
a
group
that
meets
to
to
this
end.

That's
correct
and
they've
been
a
key
stakeholder
group
in
the
development

transportation
plan,
so
you
might
ask
why
do
we
need
to
form
a
new
committee
right?
So
I
want
to
direct
your
attention
to
this
map
that
you
see,

the
right
hand,
side
of
the
screen.

This
shows
the
total
households
without
vehicles
in
laredo
and,
as
you
see,
there's
a
concentration
of
people
without
vehicles
in
the
inner
city
of
laredo,
not
everyone
in
the
raider
web
county
owns
a
vehicle
and
there's
many
job
opportunities
that
are
located
further
out
even
education
opportunities,
for
example.

If
someone
lives,
you
know
in
some
one
of
these
areas
and
they
don't
have
a
vehicle,
but
they
want
to
attend
school
at
tamiu
might
be
difficult
for
them
to
do
that,
they
need
to
take
the
bus
or
find
you
know,
other
options,
so
it's
necessary
to
focus
on
providing
residents
with
alternative,
safe
and
convenient
mobility
options.
Additionally,
by
focusing
on
active
transportation,
specifically,
the
committee
and
the
mpo
can
help
promote
healthy
lifestyles
and
improve
health
outcomes
in
our
community.
I
It's
important
note
that
an
accessible,
active
transportation
network
can
connect
residents
to
jobs
and
improve
upward
mobility.
So
that's
why
it's
important
to
pay
attention
to
this
active
transportation
projects
and
improvements
that
impact
pedestrians
and
bicyclists
merit
special
intention
to
ensure
that
the
mobility
needs
of
all
users
are
being
met.
This
is
an
important
part
of
the
mtp
as
well.
I
It's
one
of
the
goals
that
we
meet
the
needs
of
all
users
on
the
system
so
having
the
special
committee
focused
on
active
transportation
issues
can
ensure
that
we're
providing
safe
and
convenient
mobility
options
for
people
such
as
omar
that
you
see
here
on
your
screen,
omar
commutes,
by
bus,
to
get
to
his
job
at
tamiu
to
tutor,
and
he
has
a
second
job
as
a
private
tutor
as
well.
So
he
uses
the
bus
to
to
access
his
his
two
jobs.

So
it's
important
to
think
about
the
people
that
are
riding
transit,
also
to
consider
people
like
thomas.
He
moves
about
the
city
by
wheelchair,
for
daily
trips,
such
as
grocery,
like
trips
to
do
grocery
shopping
and
since
their
sidewalks,
with
poor
conditions
and
obstructions,
it's
difficult
for
him
to
access
these
sidewalks.
So
instead
thomas
prefers
to
use
vehicular
lanes
on
streets
which
makes
it
dangerous.

We
need
to
make
sure
we
have
a
group
that
we
reach
out
for
these
active
forms
of
translation,
not
just
when
we
have
a
plan
but
regularly
all
the
time
and
give
them
an
outlet
for
providing
recommendations
to
you
policy
committee.
So
this
this
committee
is
not
going
to
be
making
any
decisions,
they
will
only
be
providing
recommendations
to
the
policy
committee
and
you
know
several
of
these
points
have
been
discussed
already,
but
I
want
to
I
want
to
spell
it
out.

chance

look
through
the
amended
changes.
One
of
the
things
we're
asking
for
the
policy
committee
is
that
these

not
be
an
appointment
of
committee
members
but

invitation

staff

meant

are
going
to
be
people
who
are
advocates
for
active
transportation,

this
gives
them
an
outlet
to
bring
solutions
to
bring
questions

bring
possible
projects
to
your
attention

ultimately
you,
as
a
policy
committee
members,
will
be
making
any
decisions.

so
that

a
quick
overview

some
of
the
highlights
of
the
recommended

the
proposed
amendment.
But
what
are
the
future
outcomes
of
creating
this
committee
so
creating
this
community
can
lead
to
positive
outcomes
for
the
mpo
and
the
community,
and
it
can
create
new
opportunities
to
improve
region-wide
mobility.
For
example,
the
projects
recommended
in
the
active
transportation
plan
are
more
likely
to
be
implemented
with
the
help
of
a
new
active
transportation
committee.

this
can
really
help
you

up

don't
lend
themselves
well,

by

commitment
towards

transportation

future

respect

colleagues
are
saying
regarding
certain
roads.
That
said,
I
think
what
this
policy
change
does
is.
It
sets
us
up
for
the
new
development,
that's
going
to
happen
and
really
looking
back
at
the
old
development
new
ways
of
transportation
that
we're
going
to
have
to
incorporate
as
we
go
forward.
This
is
something
that
is
a
plan
on
a
state
level
on
a
federal
level,
and
it's
we're
just
we're
doing
the
same
thing
on
a
municipal
level.

think
that
having
participation
from
the
community
is
is
vital
and
and
beyond
that,
I
I
think
that
people
that
are
lovers
of
active
transportation
are
most
likely
going
to
move
towards
this
committee
because
that
they
believe
in
it
right
and
usually
in
order
to
have
people
that
want
to
volunteer
for
something
like
this.
They
need
to
have
a
passion
for
it,
so
I
would
anticipate
that
you're
going
to
have
a
lot
of
bikers
that
are
going
to
join
this
committee
and
that's
okay,
that's
what
we
want.

want

lot
of

may

something
that
we're
not
used
to,
but
as
a
national
and
state
policy.

is
absolutely
the
way

future,

to
be
some
uncomfortable
areas

try
to

piece
together
and
tie
together,

don't

that,
what
we're
looking

expanding
footprint

population

area,
so
the

historical
commission
is

to

is

us
to
do
some
this

start
date
is
still
anticipated

march
of

I
understand
looking
at
reviewing

bids
came

very
favorably,

six
percent
below

engineer's
estimate,
so
so
very
good
over
across
the
board,
which
is
just
to,
I
guess,
a
state
as
well.

city
of
laredo
and
the
rma
participated

this
project,
and

that's
savings
for
both
the
city

and
the
regional
