Description
Metropolitan Planning Organization Policy Committee Meeting, 08/18/2021
A
Good
afternoon,
everyone,
today's
dates
august
18,
2021
approximate
time-
is
1
32.
The
menu
was
scheduled
for
1
30,
so
we're
right
on
time.
Basically,
today's
date,
I
already
said
august
18th,
we're
here
actually
on
the
laredo
city
chamber
of
commerce,
I'm
sorry
congress.
I
said
chambers,
city,
council
chambers,
I'm
sorry,
one
1110,
houston
street,
seven,
eight
zero,
four
zero,
I'm
so
used
to
webb
county
over
there.
So
I'm
kind
of
I'm
gonna
look
around.
A
So
forgive
me
we're
going
to
go
ahead
and
call
the
order
we're
going
to
have
some
who's
going
to
be
asking
for
row.
I
will
okay,
mr
diva,
will
you
please
honor
us
with
that.
B
Yes,
thank
you,
honorable
pete
science,
mayor
pete,
science,
honorable
judge
daniel
t,
harina
president
honorable
ruben,
gutierrez
jr
honorable,
dr
martin
martinez,
honorable
jesse
gonzalez
president
honorable
john
gaylo,
honorable
vanessa,
perez.
A
Very
good
I'm
going
to
go
ahead
and
move
a
motion
to
all
those
that
are
absolutely
excuse,
then,
for
today
one
second,
any
oppose
motion
carries.
Thank
you
very
much
very
good
right
now
we
have
that's
a
chairperson
call,
roll
a
citizen's
comment.
Do
we
have
any
citizens
coming
at
this
particular
point
in
time.
A
Let's
go
ahead
and
continue,
then
let's
go
ahead
and
go
to
item
four
items
requiring
policy
policy
committee
action,
a
approval
of
minutes
for
the
meeting
held
on
july
19
2021.
Do
I
have
any
any
questions
on
that
particular
item
motion
to
approve
second
motion.
A
second
any
opposed
motion
carries
ms
perez.
I
will
give
you
a
little
time
you're
going
to
notice
my
pause
I'll.
Give
you
a
little
bit
of
time
that
way
in
case
you,
you
have
anything
any
kind
of
comments:
ma'am,
okay,.
A
Absolutely
now
b
would
be
receive
public
testimony
and
initiate
a
10-day
public
review
and
comment
period
for
the
following
proposed
amendments
of
the
mpo
bylaws.
A
So
I
believe
article
1,
I
mean
number
one,
article
two
section
two
point:
three:
a
entitled
administration
shall
be
amended
as
follows:
so
basically
they're
scratching
they're,
removing
the
city
laredo
planning
director
shall
act
as
a
transportation
planning
director
for
the
mpo
they're
scratching
that
and
they're
adding
the
mpo
shall
be
led
by
a
full-time,
mpo
transportation
planning
director.
A
D
C
D
B
B
This,
though
you
can
receive
public
testimony
and
then
you
would
need
a
motion
to
that's
correct
attendance.
Commissioner.
A
Yes,
I'll
also
move
with
with
initiating
the
10-day
public
review
very
good
I'll.
Second,
that
any
other
questions
or
comments
any
opposed.
A
E
Good
afternoon
judge,
I
believe,
txdot
is
going
to
be
providing
the
the
progress
reports.
Now
I
think,
as
for
last
meeting
so
yeah,
we
can
just
give
a
quick
update.
E
We
did
receive
the
last
pending
right
of
entry
agreement
that
we
were
needing.
The
environmental
process
is
on
the
way,
we're
doing
some
archaeological
penny
reviews
on
there.
The
timetable
we're
looking
at
in
about
six
months.
We
should
be
going
to
a
public
hearing
already
for
that
project,
where
we
will
present
the
schematic
and
the
plans
to
the
public
and
receive
public
comment
at
that
time,
so
we're
moving
forward
as
planned
for
an
august
2023
lady.
What
would.
A
That
be
about
a
10-day
opening
for
for
public
comment.
E
A
A
B
I
have
anybody.
Yes,
we
have
representatives
from
the
rma
on
consume.
I
believe
mr
rodriguez
raised
his
hand
and
he'll
be
speaking.
F
Policy
committee,
mr
relations
yeah
with
president
of
the
location
building
party
general
american
consultant.
Like
always
it's
a
pleasure
to
be
in
front
of
all
of
you,
so
my
report
will
be
brief.
So
first
off
we
have
the
fm1472
I
killed.
The
industrial
boulevard
turn
links.
Project
text,
of
course,
is
is
a
part
of
the
narrator
check,
stop
project
with
nothing,
14
17
from
big
ben
to
kill
an
industrial
boulevard
and
as
well,
actually
part
of
phase
two
of
construction
of
that
project.
F
Ncp
for
the
contractor
in
singapore
was
given
back
in
june
at
the
back
in
june
and
where
we
currently
stand,
I
believe
the
second
day
from
our
phase
of
the
project
is
generally
forecasted
for
to
commence
around
september
time
frame.
So
hopefully,
next
month,
we'll
start
seeing
what's
down
on
our
project
and
the
main
delays
we'll
discuss
in
the
past
is
nearly
the
signal
polls.
There's
been
a
big
lag
in
materials
across
the
state
of
texas
for
ordering
that
kind
of
material.
F
Some
of
my
projects
other
causes
that
I
have
about
the
state.
I've
been
seeing
online
about
six
to
nine
months,
so
so
we're
hoping
that
we're
sure
we'll
arrive
on
that
timeframe
and
we
can
start
seeing
improvements
after
understanding
next
project
that
the
rma
is
working
on,
in
conjunction
with
the
city
of
lorena,
of
course,
is
the
las
vegas
project
from
welcome
memphis
and
rambling
construction
still
on
buildings
project.
F
F
F
District
and
the
district
is
moving
forward
from
the
next
exit
procurement
for
construction.
Right
now,
I
believe
they're
we're
targeting
october
wedding
for
the
buccaneers
next
healthy
cell
label
work,
so
that
will
also
public
public
construction
commencing
in
2022.
F
F
We
are
still
monitoring
the
progress
of
federal
funding
for
this
project.
F
We
will
understand
the
discussion
we've
had
with
the
congressman
playoff
and
it
is
part
of
the
infrastructure
bill
that
did
pass
the
senate
and
now
we're
waiting
for
approval
in
the
house.
Representatives.
F
With
regards
to
that
pretty
much
any
questions.
A
C
Yes,
so
what
I
understand
is
that
they
denied
all
remember
a
requested
project,
so
from
my
understanding
is
that
that
is
no
longer
a
profitable
funding.
Is
that
correct.
D
Sure,
thank
you
councilwoman.
Yes,
I'm
trying
to
start
my
video
here
so
you're
correct,
so
all
of
the
member
designated
projects
were
currently
removed
from
that
draft
bill.
D
I
know
that
there
are
several
several
things
that
perhaps
the
the
speaker
of
the
house
is
wanting-
and
I
just
had
a
meeting
on
that
earlier
today,
but
one
of
the
things
that
the
speaker
of
the
house
is
wanting
is
for
a
budget
reconciliation
bill
to
pass
first,
and
that
would
require
two
resolutions
to
pass
at
both
the
house
and
the
senate,
and
then
after
that
happens,
then
their
reconciliation
bill
would
then
be
available
to
pass
at
both
the
house
and
the
senate
level
from
the
speaker's
side.
D
I
believe
that's
one
of
the
items
that
is
being
requested
to
get
support
from
the
house,
perhaps
to
put
those
earmarks
back
in,
but
you
know
again,
you're
correct.
It's
temporarily
been
removed
several
steps
pending
for
any
chance
for
those
member
designated
projects
to
be
placed
back
into
consideration.
D
D
For
that,
that's
a
great
point
councilman.
I
I
think
that
that
would
be
a
very
wise
thing
to
do.
Perhaps
contact
the
congressman's
office
travis
there
is
very
helpful,
so
is
patrick.
D
E
I
I
did
one
also
from
a
texas
perspective,
provide
you
know,
possibly
recommendation
or
an
avenue
to
move
forward.
Should
we
not,
you
know,
receive
funding
this.
This
go
around
as
all
you
know,
every
year
that
the
process
will
land
here
in
august,
but
it'll
start
up
again
as
soon
as
october,
we're
competing
again.
E
So
what
I
would
recommend-
and
maybe
I
know,
there's
no
action
that
we
may
have
to
take
care
of
the
mpo,
but
maybe
on
the
rma
or
the
city
of
laredo
can
help
champion
additional
studies
that
are
going
to
show
how
that
vice
road
is
actually
going
to
improve
mobility
along
1472..
E
That
roadway
did
just
pop
up
on
the
most
congested
100,
most
congested
roadways
in
the
state
of
texas
at
number
86..
It
had
actually
fallen
off
in
years
past
and
it
came
back
this
year
on
there.
So
of
course,
getting
traffic
moving
safely
along
that
corridor
is,
is
one
of
the
top
priorities
for
the
state,
but
again
we're
competing
across
the
entire
state.
So
I
think
if
we
can
get
some
sort
of
justification
that
will
show
that
that
bias,
your
road
will
in
fact
improve
mobility
along
1472
that
may
be
advantageous
to
that
corridor.
E
A
I
wonder
where
it
ranks
as
as
far
as
the
deadliest
or
I
should
say
what
would
you
all
use,
I
don't
think
deadliest,
but.
E
Yeah
yeah,
you
know,
I
think,
if
you're
looking
at
more
as
far
as
the
accidents
that
occur
out
there,
if
you
look
at
it
surprisingly,
there's
not
a
lot
of
accidents
out
there
and
I
think
that's
why
traffic
moves
so
slowly
out.
There
is
because
everything
is
moving
at
such
a
slow,
slow
pace.
E
The
super
street
design
that
we
are
moving
forward
with
is
more
so
to
promote
mobility
and
safety.
Some
of
those
maneuvers
that
are
occurring.
We
monitor
those
very
closely,
and
there
are
a
lot
of
near
misses
that
we
see
every
day
and
luckily
they're
not
turning
into
actions
for
fatalities,
but
the
potential
is
there.
C
B
A
F
Actually,
there
are
only
two
more
points,
I'd
like
to
make:
let's
follow
on
bob.
The
other
item
would
be
our
last
board
meeting
in
july
july,
and
in
that
morning
we
did
approve
another
local
agreement
with
the
state
of
the
radio
to
provide
financial
support
for
the
springfield
phase
three
project.
F
The
rna
is
committed
up
to
leave
up
to
two
million
dollars
as
part
of
that
medical
agreement,
so
that
actually
made
in
the
electronic
second
meeting
and
also
in
that
same
board
meeting.
We
did.
We
also
passed
a
resolution
of
support
for
the
the
national
race
ra
ise
grant
application
for
the
lethal
north
mobility
center
just
wanted
to
make
the
great
enterprise
attention
that
those
aren't
in
past
day,
alaska
will
be
and
we're
generally
targeting
the
award
meeting
for.
A
Very
good,
okay,
all
righty
any
other
questions
or
comments
very
good.
Let's
go
ahead
and
move
up
to
item
six.
Thank
you
for
those
reports.
By
the
way
item
number
six
directors
comments:
6a
is
updated
by
mpo
staff
on
the
ongoing
mpo
process
review.
B
Yes,
thank
you
I'll
give
a
brief
update
on
the
last
page
of
your
packet.
You
do
have
a
director's
report,
just
a
summary
mr
bill
frawley
from
the
texas,
a
m
transportation
institute,
is
here
on
joining
us
through
soon
in
case
you
all
have
any
questions.
After
I'm
done
with
my
my
report.
B
He
is
the
one
that's
helping
us
through
this
mpo
process
review.
As
the
committee
is
aware,
you
know
what
we
initiated
this
process
review
and
our
strive
to
become
a
more
independent,
mpo
right.
So
that's
currently
the
process
that
we're
undergoing
he
was.
Mr
foley
was
here
for
a
kickoff
session
on
july
21st.
Now
he
met
with
one
of
the
policy
committee
members
and
he
met
with
mayor
science,
judge,
t
hirina,
and
then
I
know
he
also
met
with
a
staff
from
txdot,
as
well
as
mr
tito
lonzos
who's.
B
Also
a
policy
committee
member
and
during
his
three-day
visit
we
went
over
some
next
steps
and
action
items
that
were
identified.
We
identified
so
some
of
the
action
items
that
we'll
be
addressing
in
the
next
few
months
are
here
in
the
bulleted
list,
and
I
listed
in
the
report.
So
one
of
those
is
those
the
bylaws
amendment
to
reflect
the
separate
mpo
director.
B
You
all
took
some
action
earlier
today
on
that
to
open
that
comment
period
for
that
that
so
it
can
reflect
the
current
change,
there's
going
to
be
other
changes
that
will
need
to
happen
to
the
bylaws
and
we're
also
going
to
be
reviewing
the
planning
agreement.
You
know
where
it
talks
about
the
role
of
the
fiscal
agent,
so
they'll
be
coming
later
in
a
few
months,
we'll
be
reviewing
that
again.
B
Something
else
that
mr
frolly
is
looking
at
is
the
physician
descriptions
and
the
organization,
fiscal
agent
roles
and
responsibilities
of
financial
analysis
he's
looking
at
a
staff
task
matrix
looking
to
create
that
just
to
see
exactly
you
know,
based
on
the
staff
we
have,
you
know
what
what
role
they
can
contribute
also
looking
over
at
our
carryover
expenditure
strategy.
So
this
is
the
money
that's
carried
over
year
to
year,
just
looking
at
that,
it's
how
the
best
expense
that
going
forward.
B
Also,
looking
at
our
mission
and
mission
statements
reviewing
that
and
then
we
also
talked
about
some
training
needs
right
for
staff.
For
the
committee,
we
talked
about
performance-based
planning.
You
know.
At
the
last
meeting
we
had
questions
about
the
performance
targets
that
had
been
adopted,
so
we
want
to
come
back.
You
know
so,
through
this
process
review,
we
want
to
come
back
to
the
committee
and
provide
some
training
on
that,
and
you
know
help
provide
some
clarity,
we'll
also
be
looking
at
the
policy
committee
structure
and,
lastly,
the
the
role
of
the
technical
committee.
B
So
with
that
in
mind,
the
next
steps,
mr
foley,
will
be
here
again
on
september,
7th
to
meet
with
the
technical
committee
during
that
meeting
and
then
have
a
work
session
with
mpo
staff
and
then
in
october,
he'll
be
here
with
the
policy
committee
meeting
and
provide
an
update
to
you
all
like.
As
I
mentioned,
mr
frawley
is
available
on
the
zoom
link
today
for
any
questions,
or
I
may
also
answer
any
questions.
You
may
have.
B
Thank
you
for
that
report.
Appreciate
it.
Yes,
so
just
final
things,
mpo
staff
was
invited
to
present
to
the
city
of
radio
planning
and
setting
commission.
On
august
5th,
we
provided
an
overview
of
the
mpo
and
our
ongoing
activities,
and
our
next
active
transportation
committee
is
scheduled
for
august
25th.
We
continue
to
meet
monthly
virtually
there,
hopefully
at
the
next
meeting,
we're
going
to
be
discussing
looking
at
developing
a
complete
streets,
regional
policy
and
just
initiating
the
discussion
on
that.
B
Eventually,
we'll
bring
that
to
your
to
the
committee
for
consideration
and
finally,
as
I
had
mentioned
last
time
as
well,
the
audit
of
the
mpo
by
touchdot
is
tempted
to
be
scheduled
to
begin
either
late
this
month
or
early
september,
and
as
soon
as
we
have
any
updates
on
that,
we'll
provide
them
to
you
and
that's
all
for
my
my
comments
very.
