Description
Municipal Management District Meeting 011922
A
B
A
At
the
table,
we're
just
one
person
here:
yeah
I
mean
the
second
item
would
be
in
this
agenda.
Is
the
vice
chair?
Do
you
have
any
motions
for
a
vice
chair
before.
A
The
vice
chair,
junior
and
asking
all
in
favor
aye
aye
aye
aye
on
the
opposed
you
guys
have
it.
The
agenda
approved
minutes
of
the
prior
meetings
and
about
the
debate.
The
economy,
records.
B
A
C
A
Second
by
mr
friedman,
second,
one
in
favor
aye
on
the
polls,
the
eyes
have
it
citizens
comments?
If
anyone
would
like
to
make
any
any
comments.
B
A
Yeah
so
give
us
an
example:
yes,
first
one
miss
carol
alexander
to
would
like
to
make
comments.
So
please.
D
E
D
And
I'm
really
looking
forward
to
seeing
you
all
help
our
downtown
move
forward
and
especially
because
this
is
one
of
the
tools
that
most
other
cities
that
have
redeveloped
downtowns
use
and
so
I'm
I
have
high
hopes.
It's
going.
A
F
A
B
So
what
I'd
like
to
say
about
this
item
is
so
in
most
other
states,
they're,
actually
called
business
improvement
districts,
it
seems,
like
texas,
seems
to
call
it
a
municipal
management
district
because
places
like
houston
have
just
used
it
for
basic
services,
but
it
very
much
is
a
tool
in
order
to
bring
downtown's
back
and
business
back,
and
I
think
that's.
The
overarching
goal
of
this
board
is
to
bring
business
back
into
the
downtown
district.
So
we'd
like
to
go
and
name
it,
the
downtown
business
improvement
district.
C
B
I
motioned
to
approve
the
dba,
downtown
business
improvement
district.
B
A
A
Very
good
okay!
So
if
I
could
get
a
motion
to
approve,
doing
dba
as
the
downtown
business
improvement
district.
B
Motion
to
approve
the
dba,
downtown
business
improvement
district
to
take
the
place
of
new
municipal
map
or
what
is
it.
A
Second,
second,
all
right.
Second,
I'm
in
favor
all
right
close
the
eyes
have
it
discuss
through
the
possible
action
regarding
partnership
with
the
downtown
organization
that
can
assist
the
downtown
business
improvement
district,
doing
business
as
with
administrative
staff,
and
this
item
is
as
we
continue
as
we
look
as
human
mentioned,
certainly
that
we
want
to
look
into
to
move
forward.
A
We
need
partnerships
to
be
able
to
succeed,
so
I
think
we
should
look
to
to
see
where
we
can
find
those
partnerships
and
find
the
opportunity
with
the
end
goal,
to
be
administrative
staff
to
staff
this
district,
because
I
know
other
cities
throughout
the
country
have
staff
as
part
of
their
goals
and
actually
once
they've
been
established.
Staff
plays
a
major
role
in
the
success
of
a
district.
So
yes,
so
there's
something
that
we
want
to
look
good
further
and
want
to
see.
If
anyone
has
any
comments.
B
C
B
On
the
board
of
the
laredo
main
street,
and
the
major
discussions
that
has
come
about
is
most
main
streets
and
business
improvement.
Districts
essentially
have
the
exact
same
goals,
especially
when
they
are
located
in
downtowns.
B
So
from
the
discussions
that
have
been
had
with
main
street.
Is
that
they're
willing
to
at
least
support
us
on
the
outreach
since
they're
already
really
tied
into
the
community
of
the
downtown,
already
have
all
the
phone
numbers
and
emails
of
a
lot
of
individuals?
And
I
know
we
have
nivea
from
main
street
here
right
now,
if
you'd
like
to
talk
about
how
you
guys
can
possibly
assist
us.
E
Yes,
so
I
know
we
can
come
up
with
a
plan
and
discuss
whatever
our
goals
are
going
to
be
we're
more
than
happy
to
help
out
whatever
outreach
you
need
from
us,
so
we
can
get
any
plans
put
together.
We
do
have
a
big
list
of
merchants
and
business
owners,
emails
phone
numbers
that
we
usually
send
out
information,
any
meetings,
any
workshops
and
events
happening
in
downtown.
E
B
E
Yes,
what
we
can
do
we
can
also
reach
out,
depending
on
the
task
that
you're
needing
from
us.
We
can
also
put
together
a
few
volunteers
depending
if
it's
outreaching
going
downtown
testing
out
flyers
or
getting
some
service
done
or
date
or
anything
that
that
we
want
to
get
from
from
the
businesses
downtown.
We
can
come
up
with
a
plan
and
we
can
assist
with
that.
A
Okay,
thank
you
very
much,
and
we
appreciate
that
for
me,
especially
one
of
my
quotes
as
an
old
african
providence,
there's
nothing
for
me
without
me.
Having
been
involved
in
policy
years
ago,
I
used
to
hate
when
the
state
would
make
decisions
for
the
local
communities
and
without
the
local
community
being
involved.
I
think
this
is
the
same.
I
mean
the
real
mainstream
involved
with
this
process
would
help
towards
the
success
of
this
program.
So
we
appreciate
thanking
the
voters
for
being
a
part
of
it
and
for
volunteering
to
assist
us
in
this
partnership.
A
B
Six
and
the
plan
moving
forward
from
here
is
what
we'd
like
to
do
is
we
need
to
make
sure
we
start
reaching
out
to
the
community
and
making
sure
that
they're
aware
not
only
of
these
meetings
but
of
non-board
non-board
member
meetings
that
that
will
allow
not
only
us
but
possibly
main
street,
if
we
can
ask
for
their
assistance
to
essentially
start
collecting
data
on
what
all
of
the
businesses
that
are
located
in
downtown
are
seeing
is
like
issues
and
where
they're
seeing
opportunities
and
and
what
they
think
they're
lacking
when
it
comes
to
services,
so
we
can
start
actually
really
starting
trying
to
figure
out
how
we're
going
to
move
forward,
because,
right
now,
with
the
trajectory
from
not
only
years
ago,
when
this
war
was
first
started
today,
it
has
only
been
down
and
I
think
the
fear
amongst
the
communities
that
it's
going
to
continue
to
go
down.
B
So
the
idea
behind
this
is,
we
all
come
together
and
start
having
a
not
only
discussion
but
start
putting
together
a
plan
of
how
we're
going
to
move
forward,
and
I
think,
with
an
organization,
that's
so
already
deeply
rooted
into
the
downtown
like
main
street.
It
would
be,
would
behoove
all
of
us
to
work
together,
especially
with
them.
B
So
can
I
make
a
motion
on
that
can
motion
to
request
from
main
street
that
they
partner
with
us.
So
basically,
let
me
see
if
I
can
get
this
right,
so
a
motion
to
put
together
a
proposal
for
outreach
and
development
of
a
service
plan
with
consensus
within
the
district
and
create
a
downtown
business
improvement
district
service
time
committee,
with
two
members
of
the
board
to
develop
a
service
plan,
business
leadership,
team.
B
B
A
Next
item
is
to
appoint
two
new
co-signers
for
the
rbc
bank
account
and
historically,
if
we're
all
new
members
we
have
to
have,
there
is
an
existing
account.
So
we
have
to
have
new
people,
individuals
that
could
call
someone.
So
we
need
to
send
a
letter
to
the
bank
expressing
that
we
have
two
new
individuals
signed.
So
at
this
time
of
any
discussion
on
the
who
we
want
to
appoint
as
the
co-signer
for
the
nbc
next
larry
friedman.
A
Say
all
right,
you
guys
have
it
item
number
nine
in
the
announcements.
B
Pertaining
to
the
next
possible
meeting
right
now,
the
city
of
laredo
is
updating
the
the
parklet
ordinance,
which
actually
happened
to
be
a
very
successful
ordinance.
They
put
together
for
the
downtown
during
when
kovid
was
around
to
get
people
outside
and
some
bars
took
advantage
of
it
and
did
very,
very
well
so
they're
looking
to
make
that
a
permanent
ordinance.
B
I
think
the
goal
of
at
least
this
board
is
to
make
sure
that
those
individuals,
those
bars
that
not
only
used
it
but
the
ones
that
are
now
interested
in
using
it
because
they
saw
the
success,
make
sure
that
their
voices
are
heard
within
the
cities
they're
the
ones
currently
drafting
the
ordinance.
So
I'd
like
to
at
least
for
the
next
meeting,
to
have
that
in
my
presentation
that
we
should
have.
F
B
B
F
Any
other
announcements,
one
last
thing:
if
there's
anyone
we
can
fast-track
what
we're
doing.
I
know
city
likes
to.
B
A
We're
actually
meeting
so
the
more
chance
we
have
to
meet
him
and
have
something
to
talk
about
so
we'll
be
trying
to
schedule
the
meeting
for
the
presentation.
You
know
it's
just
for
that
purpose.
B
B
Example,
you
know
if
some,
how
many
cap
individuals
like
to
give
their
statement
but
are
concerned
of
showing
up.
I
think
we
can
have
them
through
zoom,
so
we'll
have
that
set
up
for
the
next
meeting,
so
we
can
get
that
done
a
little
more.
Virtually.
