Description
Parks and Recreation Advisory Meeting 122120
A
How
can
you
hear
me
better
sorry,
I
was
hosting
three
meetings
at
the
same
time
and
then
and
then
and
then
I'm
here
at
unity
train
I'm
picking
up
the
air
the
tower
here
from
the
airport
too,
so
I'm
a
pilot
all
of
a
sudden.
Okay,
let
me
go
ahead,
sorry
for
the
delay
and
no
work,
we're
we're
getting
a
little
bit
better
at
this
all
right.
Last
time
we
took
45
minutes
now
we're
now
we're
talking.
A
Now
we
took
20
22
minutes
past
the
time
so
next
time
we'll
get
it
right
and
we'll
get
we'll
get
it
right
all
right.
Let
me
let
me
check,
let
me
go
roll
so
that
we
can
see
who's
on
and
then
we'll
start
with
the
meetings.
I
know
we
don't
wanna,
you
all
have
busy
after
schedule.
So
let
me
let
me
start
with
the
schedule
with
with
roll
call.
A
Yeah,
that's
this,
mr
okay.
Mr
thomas
just
woke
up
sorry
sorry,
they're
gonna,
wake
you
up.
B
He
just
texted
me
like
three
minutes
ago.
A
A
B
F
E
E
A
Madam
chair,
if
I
I
can't
do
it,
but
if
all
possible
before
we
get
into
the
into
the
master
plan
and
it's
okay
with
the
board
members,
I
think
so
you
all
need
to
bring
it
up,
move
up
the
sports
conference
presentation.
Mr
chavez
needs
to
go
on
to
something
else
later
on
this
evening.
E
Okay,
do
we
need
to
vote
on
that.
G
I'm
chair,
I
make
a
motion
that
we
move
up
mr
juan
chavez's
presentation
at
this
time.
Okay,.
A
Thank
you,
mr
thank
you.
Committee.
I'd
like
to
I'd
like
to
I'd
like
to
represent
you
ramon
chavez.
Is
our
city.
A
Future
of
the
sports
complex
he's
he's,
he
will
show
you
designs
and
time,
clients
and
timetables,
and
we
can
answer
for
you
we'll
be
more
than
glad
to
have
that
I'll
turn
it
over
to
you.
C
Thank
you,
mr
gomez,
honorable
chairman
members
of
the
parks
and
recreation
advisory
committee.
It's
a
pleasure
to
be
here
with
you
again.
My
name
is
ramon
chavez
and
I'm
the
city
engineer,
jj
gomez,
reached
out
to
me
wanting
to
provide
a
status
brief
report.
I
have
a
very,
very
brief
presentation,
as
it
relates
to
where
the
sports
complex
it's
currently
in
the
status
of
it
and
I'm
gonna
share
my
screen
hero
just
to
give
you
some.
C
I'm
sure
everybody
can
see
the
screen
ready.
Yes,
oh
we
can
come
on
okay,
again,
four
years,
the
status
of
the
sports
complex
just
real
briefly
on
february
3rd
of
2020,
the
city
of
radio
accepted
the
donation
of
125
acres
for
purposes
of
developing
a
sports
conflict.
C
After
that,
the
city
council
also
did
direct
staff
to
initiate
the
solicitation
process
for
request
of
qualifications
to
for
the
selection
of
a
consultant
in
on
november.
Fourth
of
2019,
this
went
through
an
evaluation
committee
which
included
a
one
member
of
the
parks
and
recreation
advisory
committee
and
on
june
15th
of
2020.
Earlier
this
summer,
the
city
council
selected
jhs
architects,
inc
from
laredo
texas
as
the
consultant
for
the
future
laredo
sports
complex
venue.
C
C
C
F
C
Where
loma
del
sur
is
highway,
83
la
pita,
mangano,
puerto
rientos,
road
los
presidentes
worms
just
to
give
you
a
better
perspective
and
also
the
the
future,
almost
future
extension,
which
is
being
called
it's
being
called
wardsor
road
and
that
lomas
future
extension
that
you
see
here
and
hopefully
you
can
see
my
cursor.
H
C
Future
roadway,
it's
it's
already
under
design
by
the
county.
The
county
has
hired
an
engineer
to
design
that
and
that's
currently
being
reviewed.
C
So
that's
in
a
nutshell,
that's
a
brief
status
of
where
the
sports
complex
is
currently
at
I'll,
open
it
up
for
any
questions
that
the
advisory
committee
may
have.
E
I
have
a
question,
mr
travis:
it's
monica
milano.
What
exactly
is
this
sports
complex
include
and
how
does
it
meet
the
needs
of
the
master
plan?
So,
for
example,
I
see
in
the
master
plan
I'm
looking
at
chapter
four
page.
It's
our
chapter
three
page.
Seventy
five,
mr
goodness,
probably
has
this
in
front
of
him.
E
C
Part
of
the
original
direction
that
the
city
council
gave
us
what's
for
the
sports
community,
but
not
just
for
not
to
not
look
at
it
from
the
traditional
baseball
people,
but.
H
Also
include
volleyball
soccer
mountain.
C
C
That
got
selected
once
we
go
into
the
design
process.
There's
gonna.
C
That's
gonna
have
to
be
done
to
get
the
citizens
of
narrator
involved.
Of
course,
this
this
part,
the
recreational
advising
committee,
will
be
involved
as
far
as
the
unison
church,
because
you
all
are
the
ones
that
listen,
sometimes
you're
from
other
constituents
from
leagues.
Some
of
you
have
experience
in
playing
the
dominic
sports.
So
all
that
input
is
going
to
be
very
important
and
that's
the
problem
of
this
consultant
he's
going
to
have
to
to
look
at
all
that
at
the
same
time
as
part
of
it,
we
did
ask
him.
C
Completed
we
will
share
all
that
information
with
the
consultants,
because,
at
the
end
of
the
day,
he's
not
only
trying
to.
C
I
Not
coming
in
from
for
the
city-
and
I
know
they
were
reworking
the
budgets,
always
though
any
of
these
projects
with
the
parks
direct
gonna
get
delayed
because
of
maybe
budget
cuts,
or
I
don't
know
if
you
guys
have
heard
anything.
C
A
Pretty
much
concurring
what
ramon
said
we
are.
I
have
been
we're
on
top
of
this,
but
to
answer
the
question,
I
don't
know,
if
that's
we
kind
of
haven't
gotten
the
green
light
to
go
and
move
forward
and
sit
down
with
the
consultant
and
tell
me
this:
is
you
know
this
this?
Let's
move
forward
with
this,
so
land
has
been
donated
all
the
written,
so
it's
just
a
matter
of
funding
going
and
getting
ready
to
get
started.
E
C
The
city
council
has
only
approved
the
selection
of
the
consultant
once
the
contract
is
awarded.
That's
going
to
be
part
of
the
scope
to
do
that,
outreach
and
and
and
the
staff
will
be
committing
the
consultant
throughout
this
process
to
make
sure
that
we
that
we
checked
off
all
those
boxes.
It
wouldn't
be
logical
for,
for
us.
C
I
know
that
that
that
was
one
of
the
questions
that
we
had
as
part
of
it
as
one
of
the
responses.
C
Survey
monkey
and
that
type
of
thing
to
where
you
you
get
this,
the
community
involved.
E
I
have
another
question
about
the
maintenance
of
those
sports
complex,
going
to
come
out
of
tax.
The
sports
complex.
C
Counseling
I
understand
this
is
going
to
come
out
from
the
sports
venues,
but
that'll
be.
A
K
May
answer
hi,
mr
chavez.
Welcome
back,
thank
you
for
being
here.
Sarah!
I
wanted
to
see
if
you
could,
if
you
would
have
something
to
share
with
us
kind
of
like
it's,
this
presentation
that
you
all
would
be
able
to
share
with
us
once
this
is
coming
along
as
well
as
I
I
often
do
get
asked
some
of
these
questions.
How
big
is
it
going
to
be
in
all
these
things,
so
that
way
we're
able
to
communicate
to
any
individuals
that
might
ask
us.
C
A
Any
other
questions
for
mr
mr
chavez
on
or
myself
that
we
can
order
on
the
sports
complex.
I
know
I
know
we're
we're
also
also
actually
getting
ready
to
start
want
to
start
with
this
with
this,
but
this
with
this
venue
and
we
want
input
from
the
community
as
well
and
have
not
just
not
just
sports,
but
you
know,
like
he's
going
to
con
like
ramon,
said
bike,
bike
trails,
hiking
trails,
a
volleyball
basketball,
probably
hopefully
not
some
type
of
swimming
in
in
the
two
weekend.
A
I
know
one
of
the
things
that
we
want
to
do
is
probably
go
in
phases,
not
correct.
We
want
to
do
it
in
phases.
You
want
to
add
a
little
bit
to
that.
Yeah.
C
These
type
of
project,
because
of
its
magnitude
and
and
and
just
how
large
they
are,
that's,
it's
recommend
to
go
places
than
that
again.
It's
all
gonna
depend
on
depending
how
much
funding
is
allocated
for
this
only
able
to
afford
so
much
and
that
those
positions
will
again
will
be
pretended
through
this
forward,
and
ultimately,
the
council
will
have
the
the
position
to
see
what
amenities
start
with.
B
C
A
One
of
those
fields
will
be
specifically
for
ada
and
it's
called
the
champions
field
that
will
be
that
will
be
built
for
handicap
or
special
needs
that
have
will
have
access
and
it
can
have
play
ball
and
or
play
any
sports
that
they
want
to
be
it's
going
to
be
a
multi-purpose
feel
for
for
special
needs
or
anybody
that
that
wants
them.
Of
course,
to
use
it,
but
it's
going
to
be
out
of
the
fields
that
we
build
is
going
to
be
a
multi-purpose
field,
for
it's
called
the
champions
field.
A
G
I
don't
I
don't
have
a
question,
it's
just
a
comment
I
happen
to.
You
know
have
worked
in
the
past
with
the
architect
and
the
landowners
of
this
of
this
project
and
they
reached
out
to
me
the
owners
reached
out
to
me
and
invited
this
committee
to
go
to
the
actual
facility.
So
we
can
see
it
built
in
like
a
decade
there
that
being
always
found
on
the
deck
platform,
and
you
can
often
look
the
the
property
it's
in
the
open,
there's
plenty
of
room
to
stay
10
feet
apart.
You
know
and
then.
G
15
minutes
or
so
so
it's
very
quick
but
mr
gomez,
if
I
can
get
with
you
and
maybe
we
can
get
with
all
the
members
and
coordinate
making
it
a
time
to
go
out
there
and
then
share
the
presentation
but
sure
you
know
I
just
I
just
thought.
A
I
didn't
know
that
that's
good
to
hear
that
everything
wrong.
Definitely
definitely
before
our
previous
meeting
with
our
next
we'll
coordinate
with
the
committee
and
set
up
sometime
in
the
afternoon
five
or
thirties,
and
then
we
could
meet
at
a
central
place
because
it's
kind
of
kind
of
hidden
in
there.
But
who
did.
A
We'll
we'll
definitely
coordinate
something
with
them
and
maybe
I'll
get
gloria
to
send
an
email
out
and
give
you
maybe
a
possible
date
that
we
can
meet
out
there
on
the
afternoon,
and
I
mean
we'll
we'll
meet
like
at
the
stripes.
It's
right
down
the
road
and
then
we
can
park
there
and
follow
each
other
to
get
over
there
because
it
is
kind
of,
but
it
is
beautiful
land.
Once
you
get
out
there,
you
get
excited
to
see
how
beautiful
that
area
is
going
to.
G
Be-
and
this
is
very-
it's
not
very
formal,
so
if
madam
chair,
if
you
wanted
to
take
your
kids
to
just
go,
see
it,
you
know
things
like
that.
That's
that
you're!
More
than
welcome
to
do
that.
You
know
it's
not
a
very
elaborate
setup,
but
it's
it's
nice
enough
to
go
for
about
30
minutes
and
then
you
know,
take
off.
B
It's
right
there,
coach,
it's
inside
worms
or
road.
You
go
inside
word
of
the
road
and
then
right,
good
half
a
mile
into
your
right.
A
Right:
okay,
right
now,
we'll
definitely
coordinate
something
here
in
the
next
couple
of
weeks.
Okay,
so
well,
we
all
can
go
out
there
and
meet
up
okay.
Anything
else.
Madam
chair
committee
committee
members,
mr
ramon
chavez,
but
now
we'll
we'll
constantly
keep
it.
I'm
going
buggy
we'll
come
bring
him
up
on
board
once
a
month
could
give
us
updates
no
or
anything
they
said
well,
we'll
keep
it
on
our
website.
A
Any
updates
that
we
have
we'll
put
it
on
our
website,
we'll
put
it
up
on
his
projects
website
so
that
you
know
in
case
you
get
asked
for
constituents
hey
what's
going
on
where
we
are
with
that
you
know
we
all
can
have
the
answers.
I
know
it's.
I
know
that,
including
myself.
I
get
stopped
at
least
three
or
four
times
a
week
asked
about
this,
but
if
I
go
to
atv
or
go
stop
and
put
gas-
and
I
told
him-
hopefully
we
want
to
we
we're
pushing
along
so
other
than
that.
A
C
Thank
you
very
much
again.
I
want
to
thank
the
advisory
committee
for
having
me
and
any
time
that
this
wish
I'll
be
here.
I
would
stay
a
little
bit,
but
I'm
gonna
go
pick
up
my
son
at
football
practice
at.
C
A
Did
morning,
okay,
all
right
good
afternoon
again
on
online,
we
have
mr
christian
lance
from
her
from
her
I'm
sorry,
half
engineering
for
our
master
plan,
I'm
gonna!
Let
him
do
a
little
introduction
and
then,
if
we
have
any
questions,
I
know
we
send
out
the
link
to
you
all.
I
know
it's
we're
we're
on
the
third
we're
on
the
third
and
last
leg
of
this
of
the
master
plan.
That's
been
going
on
for
a
couple
of
years
that
we
were
where
we
want
to
move
forward
as
soon
as
possible.
A
L
L
L
Kind
of
interesting,
so
the
last
time
we
visited
then
was
was
in
march,
and
at
that
time
I
provided
a
overview
of
the
parks
and
recreation
master
plan
document
and
a
supporting
presentation
for
that.
I
don't
necessarily
have
a
presentation
this
evening,
although
I
do
have
the
master
plan
document
that
I
can
pull
up
on
my
screen
and
share
with
you.
If
there's
any
specific
questions
about
the
document.
L
L
So
a
few
things
that
I
I
want
to
bring
to
your
attention
and
actually,
first
and
foremost,
madam
chair,
I
I
wanted
to
bring
up
this
screen
on
recreational
facilities
and
target
level
of
service
based
on
your
questions
that
you
had
during
the
previous
presentation
on
the
sports
complex-
and
I
did
just
want
to
remind
the
committee
and
affirm
that
the
master
plan
does
promote
the
construction
of
a
new
sports
complex
in
laredo.
L
There
is
a
specific
action
regarding
a
sports
complex
and
in
addition
to
that,
when
you
look
at
the
target
level
of
service
for
recreational
facilities,
you'll
see
that
when
it
comes
to
competitive
ball
fields
that
even
with
today's
population,
the
city
of
laredo
is
already
at
a
deficit
assuming
2040
population
there's
a
significant
deficit.
If
additional
facilities
aren't
constructed.
L
Following
our
conversation,
there
were
two
specific
things
that
members
of
the
committee
said
we'd
like
to
see
more
of
the
first
was
that
the
committee
said
we
need
to
see
more
analysis
of
the
parks
department
operations
and
the
numbers
related
to
that.
The
second
item
was
that
there
was
concern
or
interest
in
making
sure
that
the
plan
referenced
staff
certification,
specifically
certifications
for
maintenance
staff,
so
that
staff
for
parkland
maintenance
and
upkeep
had
some
degree
of
specialization.
L
Here
so
we
added
a
number
of
pages
in
chapter
three
of
the
document
about
operational
analysis
and
specifically
metrics
about
funding
sources
and
about
staff
resources
as
well,
rather
than
going
exhaustively
through.
All
of
that,
I
can
really
just
jump
to
the
summary
of
that
operational
needs
assessment,
which
was
added
and
basically
what
it's.
L
L
L
J
L
Well,
actually,
it
might.
I
know
that
some
people
are
not
muted,
including.
L
Yeah,
no
no
worries
I'm
going
to
go
down
to
page
99
of
the
document
and
page
99
action.
L
3.2.3
is
the
specific
adjustment
that
we've
made
or
the
new
recommendation
that
we've
made
to
address
operational
needs
and
and
cost
recovery
in
programming
and
once
again,
just
making
the
suggestion
that
that
specific
economic
analysis
take
place
and
then,
when
it
takes
place,
takes
place
in
a
manner
that
recognizes
a
distinction
between
essential
or
core
recreational
programs
that
are
provided
and
those
specialized
additional
programs
that
are
provided
to
other
audiences.
It's
a
common
approach
to
considering
cost
recovery
for
recreational
programs
and
a
very
specific
addition
or
amendment
that
we've
made
to
the
plan.
L
I'm
going
to
go
down
a
little
bit
further
to
the
recommendations
of
the
actions
on
staffing
and
specifically
maintenance
staff.
There
are
two
actions
that
were
added
one
6.2.7
and
professional
certifications.
L
L
Now
these
are
the
substantive
changes
that
were
made
following
the
march
meeting
and
following
the
recommendations
and
the
feedback
that
we
got
from
staff,
but
over
the
course
of
the
last
several
months.
What
we've
also
had
the
opportunity
to
do
since
the
planning
process
extended
well
beyond?
What
we
had
all
anticipated,
it
would
extend
is
that
your
parks
and
recreation
department
staff
was
able
to
provide
us
with
a
lot
of
updated
data
and
information.
L
So
many
of
the
tables
and
charts
that
are
included
in
the
parks
master
plan
have
been
updated
with
2019
or
2020
data,
and
likewise
the
maps
within
the
planned
document
have
all
been
updated
as
well
to
account
for
additional
parkland
acreage.
That's
been
added
to
your
system,
since
this
planning
process
was
originally
initiated,
so
those
are
the.
Those
are
the
major
changes
that
I
wanted
to
make
sure
that
we
highlighted
for
you
this
evening
and
I'm
certainly
happy
and
obviously
staff
is
certainly
happy
to
answer
any
specific
questions
you
might.
E
E
I
really
liked
the
the
toddler
programming
I
saw
that
that
was
in
there.
I
don't
know
if
that
was
something
new
or
if
I
missed
it
the
first
time
around,
but
I
I
that
resonated
with
me
this
time
and
I
I
noticed
the
changes
with
the
certifications.
E
I
think
mr
cannell
be
happy
that
there
was
an
irrigation
specialist
there
and
I
had
I
had
a
question,
so
we
all
know
how
much
I
would
love
to
have
an
indoor
competitive
pool,
and
I
noticed
that
the
there
is
a
mention
that
there's
a
surplus
of
pools
in
laredo
and
the
kind
of
as
a
footnote.
It's
like
well,
but
there's
no
competitive
pools,
and
I
was
wondering
if
that
could
be
fleshed
out
a
little
bit
more.
You
know
what
exactly
a
competitive
pool
might
entail.
E
I
don't
know
if
there's
a
cost
or
a
budget,
if
that's
possible,
to
include
in
the
sports
complex.
I've
mentioned
it
before,
and
it
would
still
be
my
vote
for
what
it's
worth
to.
E
But
yeah,
I
think
this
is
the
chart
I
was
looking
at
because
you
know
you
can
definitely
see
and
then
there's
the
other
chart.
There's
like
two
charts.
That
kind
of
goes
into
the
surplus
of
pools
that
we
currently
have.
L
E
Fleshed
out
a
little
bit
that
there's
a
difference
between
the
pool
that
we
have
and
the
flu
that
we
have
a
deficit.
F
L
So,
are
you
suggesting
that,
and
which
is,
would
the
suggestion
be
simply
to
make
sure
that
we're
adding
to
the
text
of
the
document
to
make
that
clarification,
rather
than
just
relying
on
on
the
figure.
E
That
would
be
my
request
because
I
think
the
table
is
really
easy
to
read
and
I
like
it,
but
I
think
just
to
the
to
the
average
person
glancing
through
it.
It
looks
like
oh
cool's,
great
we're
good.
L
Okay,
well,
certainly,
if
the
committee
is
going
to
make
a
recommendation
on
this
plan
this
evening
and
mr
gomez,
hopefully
I'm
not
speaking
out
of
turn,
we
could
certainly
accept
with
a
specific
type
of
amendment,
to
the
document
as
written
now,.
A
A
A
I
think
no,
no,
madam
chair
somebody
has
to
make
a
motion
since
you're
the.
G
G
Orlando
I'll
make
a
motion
that
that
we
ask
that
this
report
specify
the
difference
between
a
recreational
pool
and
a
competitive
pool
and
then
and
then
put
it
in
the
report
as
far
as
what
laredo
has
when
it
comes
to
to
competitive
pools.
E
A
Okay,
thank
you
when
I
know
we'll
kristen
will
make
a
note
of
that
and
we'll
go
ahead
and
at
that
add
that
to
the
to
the
plan.
Okay,
any
other
questions
or.
G
I
just
want
to
wrap
my
head
around
this
this
document
and
and
how
tools
supposed
to
be
used
so
just
because
you're
one
of
the
authors
of
this
report
or
this
master
plan,
how?
How
do
you
envision
the
city
using
this
document?
What
what
how
does
this
document
be?
How
does
it.
L
One
distinction
we
want
to
make
is
that
this
is
not
necessarily
a
capital
plan
or
a
plan
that
lists
you
know
a
variety
of
different
projects
for
each
one
of
the
parks.
It's
really
more
of
a
strategic
action
plan.
First
and
foremost,
it
gives
your
parks
and
recreation
department
staff
the
ability
to
take
specific
actions,
change
policies
on
how
they
operate.
The
parks
change
how
they
actually
operate
on
a
day-to-day
basis,
request
funding
for
certain
types
of
improvements
or
even
certain
types
of
resources
for
the
staff.
L
And
finally,
when
it
comes
to
the
growing
population,
ensure
that
there
are
some
specific
benchmarks
on
parkland
acreages
per
per
thousand
residents
and
facilities
for
certain
number
of
residents
to
ensure
that
the
city
is
keeping
pace
in
those
investments
as
the
population
grows
and
and
one
other
thing,
a
very
tangible
thing
that
this
plan
is
helpful
for
is
once
it's
adopted.
It
also
is
a
direct
reference
to
any
grant
application
that
the
texas
parks
and
wildlife
department
will
consider
and
and
the
city
gets
additional
points
for
those
grant
applications.
G
You
know,
and
that's
one
of
the
things
that
that
I
was
trying
to
wrap
my
head
around,
because
because
it's
not
there's
no
right
and
wrong
in
this
document.
This
is
this
is
a
guide
you
can.
You
can
be
aggressive
and
do
a
lot
in
one
year
or
this
could
be
a
30-year
50-year
kind
of
you
know
one
step
at
a
time
if
our
budget
doesn't
allow
for
certain
things.
You
know
this
gives
us
okay
well
with
the
the
minimal
amount
of
money
that
we
have
we're
going
to
do.
G
We
can
do
these
things,
and-
and
this
gives
us
kind
of
a
a
guide
of
how
to
do
that
and
because,
if
it
it's,
I
don't
want
this.
I'm
thinking
see,
I
guess
I'm
getting
confused
on
this,
because
some
people
take
it
and
whenever
a
new
part
comes
in
they're.
Referring
to
that
as
if
it's
ordinance-
and
this
is
not
ordinance-
this
is
this
is
not
law.
This
is
not
something
that
it
has
to
be
done
this
way.
G
This
is
a
guide
and
because
I've
seen
other
departments
using
their
their
master
plan
or
their
comprehensive
plan
as
law
and
and
then
people
are
coming
in
they're
saying:
oh,
no.
No,
it
has
to
be
done
this
way,
because
this
is
the
future
master
plan,
and
this
is
what
we're
trying
to
do.
Well,
yeah,
that's
what
you're
trying
to
do,
but
that's
not
that's
not
ordinance.
G
It's
not
law,
and
so
there's
really
a
confusion
when
it
comes
to
this,
and-
and
I
just
wanted
to
ask
you
that
question
to
to
understand
what
this
document
is
and
and
and
the
tool
and
and
how
it's
to
be
used.
So
thank
you
for
your
answer.
A
Thank
you
early,
that's
a
good
good
comment
and
then
you're
right.
You
know
it's,
it's
not
the
law,
it's
just
a
guide
and
that's
what
you
know
we
can.
We
can
fall
back
on,
but
it's
not.
This
is
the
way
it's
going
to
be
because
this
is
what
this
is
what's
in
between
the
in
between
the
pages.
But
again
it
will
be
a
guide
for
us
as
well.
A
Okay,
anything
else
committee
for
mr
or
mr
lance
that
we
can
ask
with
concerns
or.
E
I
have
another
question
so,
for
example,
in
the
report,
it
talks
about
people
wanting
more
shade
or
you
know,
placing
how
are
those
guidelines
determined
like
what
is
considered
enough
shade
and
what
is
considered
outdated
equipment
equipment?
That's
five
years
old
equipment,
that's
broken.
Is
that
left
up
to
the
discretion
of
the
parks
department?
Is
that
something
that
they'll
need
to
kind
of
come
up
with
internal
guidelines
or
does
this
report
or
can
this
report
give
those
guidelines?
You
know,
for
example,
after
10
years,
equipment
really
should
be
replaced.
L
L
Those
specific
programs
need
to
be
established
within
your
parks
and
recreation
department.
That's
a
great
example
of
an
action.
That's
in
this
plan
that
we
refer
to
as
an
operational
change.
The
plan
says
you
need
to
change
your
operations
by
developing
these
specific
maintenance
standards
or
these
specific
landscaping
standards,
but
what
those
standards
will
be
will
have
to
be
determined
by
the
department
at
a
later
time.
E
A
So,
madam
chair,
basically,
what
we
do
and
let
me
give
you
a
guess:
go
walking
through,
let's
say
we're,
building
a
park
and
I'm
going
to
use
lindo,
which
is
in
south
laredo
over
there
towards
okay.
We
we
visited
with
the
councilman,
said
councilman
we're
bringing
we're
bringing
this
we're
putting
these
amenities
in
the
park.
A
You
know
what
colors
would
you
want
to?
Would
you
want
to?
Would
you
want
to
you
put
on
so
he
said
you
know
what
let's
go
with
the
lbj
colors
purple
maroon
and
a
little
bit
of
white,
so
that's
kind
of
hard
to
have,
and
then
we
go
to
the
las
vegas.
La
mission
is
about
to
open
up
next
wednesday,
the
councilman
there
wanted
cocoa
colors,
the
the
vanimui
coco.
A
So
if
you,
when
you
go
over
there,
it's
nice
and
all
these
all
these
colorful
colors
that
that
he
wants
there.
What
is
it
pink
and
purple-
and
I
don't
know
if
I
can
show
you
a
picture.
A
Cooperation
with
the
councilman
to
see
what
they
want.
This
is
the
sign.
I
don't
know
if
you
can
see
it
or
not.
This
is
the
sign.
Therefore,
as
you
can
see,
it
has
all
the
different
rainbow
colors.
So
we
we
collaborate
with
the
with
the
with
the
with
the
councilman
there
for
that
district,
so
that
they
can
pick
the
colors
that
they
want
to
paint
their
parts
or
their
amenities
or
whatnot,
but
most
of
the
time.
A
A
So
we
will
get
a
surplus
of
paints
on
whatever
we
need
to,
but
when
it
comes
out
of
the
general
fund
like
on
our
on
our
end,
you
know
we
have
our
greens,
we
have
our
our
reds.
We
have
our
yellows
and
the
basic
colors
that
we're
gonna
paint
that
we're
gonna
do
so
modif
we're
gonna
clean
up,
for
example,
as
you
know
this
past
summer,
all
of
our
employees
when
we
closed
the
rec
centers
and
we
closed
the
and
the
pools.
A
A
He's
got
three
parts
over
there
inside
his
seat
and
he
wants
to
change
some
colors
to
some
of
the
different
parts.
So
you
know
we
would
go
with
with
his
recommendation,
but
we
always
buy
a
surprise
for
the.
E
A
Man,
but
it
comes
down
to
the
councilman.
Basically
I
mean
we
we
can,
but
it
it
comes
down
to
the
count
of
the
councilman,
like
I
said
that
what
we
want
to
paint
you
like
again,
this
looks
like
mission
is
that
they
want
the
cocoa
color.
So,
but
I
mean
we
we
kind
of
between
internally,
we.
D
E
E
L
Sure,
madam
chair,
I
did
want
to
also
clarify
that
the
parks
master
plan
does
have
an
action
recommending
a
design
standards
manual
for
the
park
system.
So
that
is
a
recommendation.
That's
already
included
in
the
document
that
would
potentially,
if
implemented,
allow
for
that
degree
of
relative
degree
of
uniformity
that
you're
that
you're
suggesting.
E
E
You
I
liked
the
idea
about
the
call
boxes.
I
saw
that
in
the
plan.
I
liked
the
idea
about
the
callback
boxes
and
I
like
the
idea
about
the
rangers.
I
remember
seeing
that
last
time.
Maybe
I
just
got
new
eyes
this
time.
Does
the
city
have
volunteers
that
like
to
go
around
to
the
different
parks
I
mean?
Is
a
park
ranger
volunteer
system,
something
that
we
think
is
feasible
in
this
community.
A
We
don't
have
a
true
park
rangers
that
go
around
in
the
parks
we
have.
We
have.
Actually
we
have
a
youth
committee
that
helps
us
around
the
parks
that
you
know
will
visit
the
parks
and
and
help
us
maintain
or
take
a
look
at
them,
but
a
true
marshall.
I
guess
you
want
to
call
it.
You
know
I'm
kind
of
related
to
golf,
but
that
overseas
that
overseas
goes
around
different
parks.
We
don't
have
one
something
hopefully
something
I
saw
that
too,
and
something
that
we
could
possibly
bring
it
up.
A
G
Mr
lance,
I
had
a
question
this.
This
is
orlando.
Is
your
company
also
contracted
by
the
city
to
to
help
with
grants
in
the
future
for
the
parks
department?
We
are
not
yeah,
okay,
but
you've.
Seen
in
the
past
I
mean:
does
your
company
do
grants.
G
And
and
this
you've
seen
with
your
experience,
a
master
plan
is
very
necessary
in
order
to
request
whatever
we're
going
to
request.
L
G
Because
a
lot
of
the
comments
that
are
being
made
and
they're
good
ideas-
and
it
seems
like
oh,
you
have
to
go
to
the
councilman,
but.
G
We
could,
we
could
actually
say
no
incorporate
it
into
a
grant
so
that
we
could
request
these
kind
of
things
in
hopes
to
get
it
because
you
know
they're
gonna,
the
budgets
are
only
so
much
so
you
have
to
go
after
the
grants
and
stuff
like
that.
But,
like
a.
G
Competitive
swimming
pool
all
these
ideas
that
are
coming
out.
I
guess
I'm
just
I'm
trying
I'm
I'm
finally
kind
of
seeing
how
this
document's
gonna
work,
but
but
this
is
a
tool
that
can
help
us
to
where
we
can
say
guys.
L
L
Not
only
grant
writing
but
writing
successful
grants,
so
I
think
they've
got
a
long
record
of
that.
But
regardless
one
of
the
components
of
the
park's
master
plan
also
was
an
appendix
which
provides
an
a
very
extensive
list
of
funding
sources,
not
just
for
capital
projects,
but
for
a
lot
of
other
programs
and
and
things
of
that
nature
as
well.
A
A
K
Parks
and
wildlife-
and
this
told
her
about
this
tool-
it
was
very,
very
helpful
and
she
she
did
say
that
part
of
the
requirements
of
course,
is
how
mr
lentz
did
say
that
we
had
to
have
a
plan
in
place.
Kind
of
like
this
doesn't
mean,
obviously,
that
it's
our
capital
improvement
fund
or
wish
list.
But
it
is
something
I'm
on
the
grants
website
right
now
and
I
don't
see
if
they
have
any
available
right
now,
but
most
grant
or.
K
Session
through
the
legislative
session,
so
they'll
come
up.
You
know
they'll
fund
all
these
things,
so
I
think
that
that's
something
that
we
want
to
start
looking
into
is
probably
early
next
spring
to
see
what
other
funding.
A
I
know
this
yesterday
morning,
I'm
sorry!
Yes
this
morning,
I
recommend
through
this
morning
at
the
city
hall,
and
he
was
telling
me
that
most
grants
are
put
out.
A
E
E
L
One
one
aspect
actually
in
particular,
is
giving
the
city
more
discretion
over
where
exactly
that
park
space
is
located
in
relation
to
the
residences
that
are
going
to
be
in
that
new
development
or
subdivision.
So
there's
a
series
of
different
recommendations
and
in
the
planned
document
about
improving
those
types
of
dedication
standards.
I
don't
recall
off
the
top
of
my
head
that
that
the
plan
insinuates
that
the
city
doesn't
have
the
right
to
choose
that
now.
G
Does
this
master
plan
take
into
consideration
in
some
way
simply
because
we
we're
we're
a
border
town
and
we
get
an
influx
of
of
mexicans
basically
coming
to
the
united
states
to
use
the
parks
is,
there
is?
Was
there
any
kind
of
discussion
about
that,
because
we
do
get
a
heavy
load
on
on
saturdays
and
sundays
when
it's
soccer
season,
where
of
people
that
come
and
play
and
stuff
like
that
in
and
that's
kind
of
very
unique?
L
No,
no,
unfortunately,
not
the
plan
doesn't
really
talk
about
anything
that
distinguishes
between
the
user
groups
and
and
where
those
user
groups
originate
from
now.
A
Wonderland,
I
need
to
answer
your
question,
madam
chair
she's
she's.
As
far
as
the
private
parks.
J
J
Ability
to
accept
or
reject
the
park's
recommendation,
but
this
master
plan
is
going
to
give
us
the
ability
to
have
more
direction
with
regard
to
like
it
speaks
to
pocket
parks.
We've
got
developers
who
are
trying
to
give
us
pocket
parts
left
and
right,
because
that's
all
they,
you
know
they've
just
got
a
little
piece
of
property
that
they
just
want
to
satisfy.
The
land.
J
Dedication
ordinance
with
and
the
master
plan
is,
is
very
specific
with
we
really
need
to
start
moving
away
from
accepting
pocket
parks,
they're
very
high
in
maintenance,
and
they
don't
really
serve
a
large
population
and
so
to
to
to
deal
with
them.
If
you
will
on
a
case-by-case
situation,
if
you
need
it
as
a
trail
head
as
a
connector,
that's.
J
No
other
connectivity,
then
it's
something
that
needs
to
be
considered,
and
so
the
master
plan
is
going
to
give
us
the
tools
that
we
need
to
better
plan
and
and
and
and
discuss,
have
these
discussions
with
developers.
You
know
this
is
the
direction
that
we're
taking,
and
this
is
why-
and
this
is
where
we're
trying
to
go.
E
E
A
One
thing
I
want
to
get
away
from-
and
I
I've
been
telling
you
with
the
council
members-
is
that
these
pocket
parks
are
very
time
consuming
as
far
as
maintenance
maintenance
concern.
I
know
they're
nice,
but
if
we
can
add
to
the
bigger
picture,
because
you
know
we
gotta,
we
can
we
gotta
clean
those
pocket
parks,
sometimes
two
twice
a
week
and
and
we're
not
caught
up
with
and
the
rest
of
the
park.
A
A
A
A
Any
other
questions
or
concerns
regarding
this
with
with
us
or
with.
B
A
Tickle,
yes,
we
need
your
approval
committee
members
and
so
that
we
can
move
forward
with
this
another
one,
just
that
one
recommendation
as
far
as
the
pool
is
concerned,
other
than
that,
I
think
it
was
a
really
well
it
was.
I
want
to
give
thanks
to
our
staff,
because.
A
K
If,
if
I
may,
mr
since,
since
this
was
already
approved,
the
timeline.
K
This
is
already
in
place
by
the
start
of
next
year.
By
the
time
the
grants
start
opening
and
that's
when
we
have
start
having
those
sessions
and
start
pushing
our
state
reps
and
our
and
our
state
senator.
K
A
Correct
our
goal
is
to
take
it
to
the
second
meeting.
A
A
For
this
question
for
next
meeting,
I
know
next
meeting
runs
into
november.
It's
right
towards
thanksgiving
if
we,
if
we
normally
meet
but.
A
A
G
There
any
way
that
we
could
use
that
the
trip
out
to
the
new
sports
complex
area
as
a
meeting.
A
A
G
And
just
to
let
everybody
know
we
have
the
luxury
of
picking
the
time,
whether
it
be
morning
afternoon
or
evening,
so
keep
that
we
went
up
a
little
bit.
We
went
back
a
little
bit
dude
in
the
morning,
whatever
let
us
know
because
they're
they're
very
open
to
letting
us
go
out
there.
