B
So
where's
Kristen,
please
my
name's
Chris
and
Elise
I'm,
the
president
of
the
city,
Loretta
Youth
Council,
so
that
would
be
pumping
it
gives
you
the
resignation
of
what
it
is,
but
we
are
is
we
are
a
group
of
high
school
students
in
the
community
any
school
and
we
come
together
and
we
are
a
group
of
leaders
that
are
making
a
difference
in
our
community
and
around
the
world.
We
this
year
we
have
a
bigger
number
of
members
in
this
group
so
that
there
won't
just
be
an
event,
but
it'll
be
a
movement.
B
We
do
everything
to
accepting
donations
donating
to
the
orphanage
substances,
food
bank
or
we
have
events
as
in.
We
have
our
Easter
events,
our
fall
events
for
Halloween.
We
go
to
be
the
nights
for
for
the
elderly,
so
so
what
this
group
is.
It
was
it's
just
you
coming
together
and
overall
making
a
difference
and
it
is
very
inspiring
to
see
you
know
people
my
age
come
together
to
to
impact
the
world.
So
that's
just
an
overview
of
what
the
Youth
Council
is.
Goodness.
F
B
B
G
E
F
I
know
one
the
parks
and
recs
department.
We
had
some
clips,
we
don't
have
any
years.
I
have
a
bigger,
a
bigger
version,
buddy
be
all
in
case
y'all
women,
its
stand
up
in
the
theaters
I
can
pinpoint
certain
things
that
you
might
not
be
able
to
see
on
the
TV
on
behalf
of
Aidan
have
by
Elevens
with
you.
But
let's
get
this
beast
is
a
portion
of
a
huge
master
plan
that
started
back
the
late
nineteen
hundreds
on
the
golden
Sega's
is
so
long
ago.
F
The
baby
nice,
but
so
it
was
part
of
the
whole
know.
Space
president,
is
that
those
presenters
wrote
that
it's
359
comes
wraps
all
the
way
around
attempting
to
properly
now
it's
expanding
the
east
of
what
go
vehicle.
So
this
is
just
a
segment
of
that
that
we
had
to
exclude
from
the
bigger
version,
because
everything
in
the
West
is
pretty
much
almost
complete,
there's
still
a
couple
of
tracks
here
it
was
already
it
came
in
before
to
the
parks
boredom.
Maybe
you
might
not
be
familiar
because
it
did
come
in
a
while
back.
F
F
Little
East
part
here
it
has
already
been
developed,
so
there's
a
some
more
residential,
just
west
of
that
and
everything
south
of
the
proposal.
President,
this
hasn't
been
developed.
We
added
20
acres
to
the
master
plan
and
also
we
changed
some
designation
of
multifamily
to
residential,
which
in
essence
kicked
us
back
into
the
plane
and
so
need
to
get
approved
again,
which
kicks
us
back
here,
because
we're
adding
residential
that
would
be
the
phase
for
Vegas
1414
this
one
here
and
then
I
can't
remember.
H
F
A
F
When
we
originally
came
in
and
got
it
approved,
independence
was
kind
of
well,
it
was
it
was
there,
but
independence.
Who
is
correct
me
if
I'm
wrong
from
the
parks,
but
they
they
really
want
to
put
the
infrastructure
independence
because
it
was
acting
more
as
a
Regional
Park,
as
opposed
to
a
localized
park
that
you
would
see.
So
when
we
came
in
with
the
original
master
plan,
it
was
a
little
over
two
acres
or
actually
I'm.
F
Sorry
about
three
acres
that
would
have
been
would
have
been
dedicated,
but
they
opted
to
go
in
lieu
of
that.
Dedication
provide
the
forty
five
thousand
for
a
Kerr,
and
my
understanding
was
a
lot
of
that.
Money
was
used
as
it
independence,
which
you
see
some
of
those
improvements
going
in
there
same.
E
F
F
Connect
to
concord
hills,
hopefully
in
the
next
year
and
a
half
two
years
so
we'll
see
that
connection.
And
finally,
this
much-needed
area
is
gonna
have
the
second
out
that
everybody's
winning,
especially
for
first
responders
and
all
that.
So
that's
just
key,
because
it
also
provides
it's
going
to
provide
for
a
better
access
to
independent
parks,
as
opposed
to
going
through
this
through
the
subdivisions
right
now
and
exit
to
these
streets
within
really
don't
know
like.
F
Far
of
a
distance
I
mean
it's
walkable,
depending
on
who
you
talk
to
the
time
of
the
year
that
you
talk
to
that
person.
Nonetheless,
it's
there.
Those
presidentÃs
also
I,
believe
we're
not
we're
not
part
of
the
design
team.
We
all
part
of
the
review
team,
because
it's
up
it's
our
client,
that's
donating
the
land,
but
it's
gonna
follow
the
new
within
the
new,
comprehensive,
typical
sections.
So
you're
gonna
see
bike
trails
on
both
sides,
the
sidewalks,
but
the
big
time,
steroid
version
of
bike
trails.
F
You
know,
there's
the
six
foot
bike
trails,
the
8
to
10
foot
sidewalk.
So
this
street
is
gonna,
be
it's
going
to
be
pretty
walk
of
one
as
it
extends
I'm.
You
know
now,
with
the
new
ordinance
is
going
through
and
the
adoption
of
the
comprehensive
plan
that
should
be
extended
all
the
way
to
so
in
itself,
like
we'd
like
to
see
it
is
these
new
roads
are
almost
like
linear
parks
per
se,
so.
F
F
I
think
the
only
place
you
don't
see,
sidewalks
as
an
industrial,
so
you
could
walk
there
now,
it's
just
more
outdoor
friendly,
biker
friendly.
So
that's
that's.
The
case
here,
like
I,
said
moving
beyond
that,
because
I
did
want
to
mention
that,
because
that
those
prescient
this
road
is
going
to
be
a
major
road,
we
do
want
to
continue
with
the
Bunyan
rule
to
implement
hopefully,
and
that
I
defer
to
parks,
because
that
goes
into
the
park
call
for
their
and
then
they
would
distribute
to
wherever
it's
needed.
F
But
when
we
first
came
in
it
was
a
lot
of
it
was
used
at
Independence
at
a
dependence
part.
So
again,
at
the
time
we
made
a
calculation.
Our
next
phase
would
be
phase
14.
It
hasn't
been
turned
in
yet
there's
some
legal
documents
that
have
to
be
that
have
to
be
signed.
The
phase
14
would
come
in
and
about
just
before
about
a
hundred
and
eighteen
Lots,
so
you're,
looking
at
your
314
for
a
lot
and
then
as
well
as
I,
think
the
remainder
of
unplanted
master
plan.
F
B
F
E
H
And
no
specific
dependency
from
this
side.
So
let's
present
this
the
over
allow
subdivision.
So
these
sign
does
what
it
was
closer
to
the
heart,
but
over
here
we
have
less
Misiones.
You
will
never
say
never
in
so
probably
that
money
is
gonna,
go
throughout
those
parts
which
are
closer
on
a
workable
distance
as
well,
and
you
are
in
the
what.
F
Other
thing
to
cross
we've
seen
some
plans.
I,
don't
know
how
far,
because
we
do
a
lot
of
conceptual
plans
when
representative
parks,
but
that
long
bridge
on
cuatro
Vientos
it
has
plenty
of
space
to
cross
under
either
with
bike
trails
or
regular
trails,
walking
trails
so
to
connect
ability
for
to
to
bridge
the
gap
per
se
on
both
sides
is
there
which,
if
you
look
at
a
comparable
more
more
to
a
bigger
scale,
but
San
Ysidro,
North,
Central
Park.
F
You
know
you
have
box
culverts,
which
you
really
can't
do
that
here
you
have
a
bridge
system
and
it's
relatively
long,
so
you
have
a
lot
of
space
to
go
under
there,
so
that
that
is
an
option,
because
that
was
is
that
there,
you
will
see
on
the
master
plan
that
we
do
have
a
detention
basin,
slash
Park.
We
kept
it
there
from
the
original
versions.
The
reason
we
kept
it
there
is
because
in
this
area
of
Laredo.
F
Lies
359
South,
maybe
up
to
a
moment
of
sort,
and
you
probably
get
to
eg
ranch
this
whole.
This
whole
area
is
under
a
webcaming
drainage,
district
that
drainage
district.
So
in
essence,
if
you
don't
know
about
it,
you
get
text
you're
part
of
your
taxes,
go
to
this
drainage
district
and
it
helps
pay
for
any
drainage
improvements,
drainage,
maintenance
in
this
area.
So
these
people
are
paying
a
tax.
So
the
idea
is
to
build
a
regional
detention
pond
as
opposed
to
pocket
detention
ponds.
F
F
Drainage
district
was
created
for
that
sole
purpose.
Right
now,
with
the
road
they're
actually
starting
to
comb
are,
which
is
letter
of
map
revision
to
redo
the
floatplane
and
start
channelizing
everything
and
going
the
route
of
regional
detention.
So
we
kept
it
in
there
because
I
don't
want
to
take
it
out
yet
per
se.
Even
the
literary
niche
districts
already
created.
It
has
already
a
lot
of
money.
F
You
know
so,
but
we
would
come
back
to
the
Commission
to
you
know
as
we
do
fourteen
we
didn't
want
paid
money
in
little,
but
let's
just
say
we
come
and
we
build
this
detention
pond
beyond
that.
We
would
obviously
bring
the
master
come
back
and
reevaluate
that
with
you
all,
but
it's
it's
an
option
of
there,
but
for
right
now,
immediately
and
I
I
had
mentioned
that
you
know
we
do
want
to
pay
money
in
Lua
because
it
is
check
I.
H
H
F
One's
north,
central,
okay,
so
there's
one
that's
kind
of
missing,
but
I'll
point
it
out
in
a
bit
but
older.
It's
about
a
in
total
everything
is
122
acres.
It
was
the
old
mall
site
that
was
gonna,
go
on
San
Ysidro
back
in
2008-2009.
F
They've
been
trying,
it
was
a
company
out
of
California
I,
believe
it
was
a
teacher's
whole
system
out
of
California
that
owned
the
land
and
they've
been
trying
to.
Let
it
go
trying
to
let
it
go.
Try
another
go.
Finally
to
developers
came
into
play
to
local
developers.
One
was
sunny
Seattle,
the
other
one
was
another
local
developer
that
came
in
as
a
partnership
and
purchased
the
tract
of
land
back,
and
we
created
a
master
plan
for
this
area.
F
So
the
77
acres
out
of
the
122
will
be
reverted
into
where
we
changed
into
residential
and
the
other.
The
other
remaining
three
50
acres
would
be,
would
be
commercial
multi-family,
so
Springfield
abuts
this
track
on
the
east
side
CIBC
the
Parkway.
This
is
the
exit
off
the
highway
70
to
go
Parkway
that
goes
around,
so
it
tech
saw.
E
F
Also
redoing
this
underpass
for
the
railroad
now
how
people
are
going
to
go
over
the
road,
not
under
the
road
kind
of
align
it
more
straight,
so
you
don't
have
those
those
horizontal
curves.
The
other
thing
is:
there's
a
portion,
the
city
of
the
Romans.
Most
of
it
is
you
got
Shiloh
those
at
this
point,
so
I
can't
really
see
there,
but.
F
E
F
That
do
that
also
extends
and
it
hits
the
I
don't
know
what
it's
called
officially
called,
but
the
Shiloh
bike
trails,
yes,
that
that
park
system,
so
these
detention
ponds,
just
east
of
this
area
are
the
same
concept
that
you
see
at
North,
Central,
Park,
North,
Central
Park
are
two
big
channels:
detention
ponds,
but
they
built
them
wider
so
that
you
can
put
tracks
and
everything
on
there.
Plus
you
have
the
Divine
Mercy,
it's
a
five
acre
park
and
right
now
that
five
acre
park
it
has
like
a
jungle
gym.
E
F
It's
been
like
that
for
a
while
and
five
acres
is
actually
a
pretty
good
piece
of
land,
you
want
to
compare
five
acres
how's
that
me
the
whole
lot
with
the
building
parking.
That's
five
acres,
so
just
to
give
you
give
you
an
idea.
The
relatively
small
development
for
Fairview
here
I
believe
we're
creating
460.
Seven
months,
only
wait
to
a
little
business.
You
know
less
than
two
acres
of
parkland
dedication,
so
we
just
developers.
Obviously
the
team
see
it
as
you
know,
to
have
another
one-and-a-half
list.
F
You
know
1.7
something
acre
park
across
the
street
from
a
five
acre
park.
Probably
is
not
very
efficient,
not
very
well
used.
So
we
want
to
apply
the
same
idea
as
we
didn't
really
see
that
this
paid
money
in
the
world
and
hopefully
that
money
maybe
can
be
used
to
to
upgrade
that
park
or
whatever,
whatever
the
parks
department
needs
I.
It
goes
beyond
our
control,
but
that's
something
that
that
we
want
to
make
a
point
to
again.
Also
this
Castle
Rock
Road.
F
Again,
it's
gonna
fall
under
the
the
comprehensive
plan,
so
you'll
see
six-foot
bike,
trailer,
12-foot
sidewalks
on
both
sides,
and
so
this
we
hope
this
becomes
a
bike.
Well,
this
is
going
to
be
a
bike
friendly
road
and
then
Springfield.
When
it
comes
down,
you
should
be
able
to
hit
the
bike
trails
right
here,
so
you
can
already
have
like
a
linear
park
type
of
system.
So
this
this
money
it
is
relatively.
You
know
that
this
is
forty
five
thousand
per
acre,
which
is
gonna,
be
80.
F
F
That
the
east
of
Springfield
has
already
been
developed.
Hell
is
developed
here
ten
years
ago,
20
years
ago,
so
this
was
all
commercial.
Like
I
said
this:
the
detention
ponds
were
gonna
act
as
a
big
buffer
between
residential
and
commercial
that,
unfortunately,
that
didn't
end
up
happening
after
I've
spoken
only
to
the
clients
or
representatives
everything
the
Amazon
effect
is
really
killing
a
hundred
acre
malls.
F
So
if
you
see
a
mall
coming,
it's
very
rare
that
you're
gonna
develop
a
hundred
acre,
mall
you're,
more
likely
gonna
develop.
You
know
kind
of
retail
centers
that
might
have
two
three
big
boxes
and
maybe
a
couple
of
small
ones,
but
so-
and
you
can
see
it
ten
years,
it's
standing
there
and
not
doing
anything
and
it's
developed.
It
has
everything
as
rosy
as
water
has
sewer.
You
know
it.
That's
a
gold
mine
to
developers
where
they
can
start
right
away
and
instill
that
you
know
outlet.
F
Shoppes
I
mean
we've
looked
at
everything
the
outlet
Shoppes,
while
they're
successful
the
ones
that
are
open.
You
still
see
a
lot
of
them
bacon.
You
know
so
the
whole
little
strategy
changed
and
we're
still
keeping
a
lot
of
commercial.
So
these
are
the
enticements
that
now,
with
commercial
you're
gonna
see
your
maybe
your
targets
or
your
Walmart's,
and
then
you
build
around
that,
and
so
that
was
the
idea
for
the
West
site.
F
They
were
originally
part
of
this
development.
That's
why
that
five
acre
goes
there
because
of
the
dedication
that
already
happened
15
years
ago,
except
we
have
that
that
this
is
the
living
proof.
You
know
you
dedicate
a
park
and
then
it
could
stay
there
for
15
years
and
you
just
have
a
piece
of
land,
so
you,
in
my
opinion,
you
kind
of
hope
that
something
like
this-
that
kind
of
helps
it
out
and
pumps
money
into
that
so
kind
of
like
a
blessing
in
disguise
per
se.
For
the
part.

G
For
volunteers
that
same
day,
they
would
poke
them
on
the
same
day
on
the
Saturday
morning,
so
going
from
one
part
to
another
who
was
messages,
but
we
had
a
sponsor
boots.
We
had
library
a.m.
Texas
A&M
the
help
department,
Fire
Department.
The
expenses
came
out
to
basically
for
food
$350
and
for
the
volunteers
and
trees,
of
course,
and
we're
2600
at
the
I
know,
4800
movement
and
so
I
for
the
payroll
for
staff,
which
came
up
to
a
total
of
8,000.
G
We
had
continued
on
December
24,
the
part
Christmas
lights.
This
is
how
it
looked
in
during
the
day.
This
was
the
same
thing
at
night.
We
had
quite
a
few
of
you,
see
it
right
there,
that's
the
same
thing
yeah
and
we
had
quite
a
non
festive
group
that
schools
come
out.
Did
someone
fire
singing
and
Christmas
carols?
We
had
gather
communications
come
on
with
your
sled,
for
the
kids
and
at
night
we
had
a
beautiful
light.
Show
everybody
was,
you
know,
had
to
were
excited
about
that
light
show.
G
Fortunately,
sometimes
we,
the
light,
shows
didn't
go
on
because
doing
that
with
strong
winds,
and
it
damages
a
lot
of
wireless
she
likes,
but
you
know
we
kept
as
best
we
could.
We
like
it's
magic
schools.
We
have
vendors
library
was
involved.
We
had
about
two
to
three
hundred
total,
but
as
the
night
continued,
it
was
on
yeah
by
the
time
darkness.
G
People
just
started
coming
in,
and
people
that
were
driving
on
Bartlett
or
on
Jackman
we're
just
stopping
and
they
would
just
drive
right
into
it,
just
to
look
at
the
lights
and
so
that
three
hundred
I'm
sure
is
a
lot
more
and
you
know
the
show
continuing
down
to
December
27th.
We
had
a
and
our
expenses
were
about.
Twelve
thousand
four
hundred
hold.
D
D
The
night
show
continued
from
the
9th
through
the
27th.
What
this
was
is
the
light
show
stayed
on
you
dialed
it
on
your
radio
to
listen
to
Christmas,
music
and
the
lights
would
dance
in
conjunction
with,
and
so
that
was
the
excitement,
so
what
those
numbers
are
hard
to
pinpoint.
But
we
had
a
lot
of
good
comments
from
this
and
it
was
a
lot
of
work.
E
G
G
E
G
Was
not
an
easy
task,
we're
sad
to
be
out
there
and
also
trying
up
that
created
around
and,
of
course,
we
all
have
our
dedication
to
our
are
following
men
and
women
from
the
military,
those
who
didn't
come
home
for
Christmas.
This
is,
though
this
was
done
within
the
pool
area.
If
you
could
see
the
crowd,
this
is
inside
the
pool
area.
You
see
all
the
crowd
around
was
posed,
it
was
pretty
packed
and
we
had
a
lot
of
people
come
to
that
event.
Basically,
to
all
the
Christmas
events.
G
Well,
considering
some
of
the
weather
at
times
was
pretty
cold,
but
people
just
loved
being
out
there,
even
just
for
a
little
while
to
see
the
lights,
take
pictures
meet
Santa
or
the
Grinch.
We
had
the
Grinch
celebrate
the
Chancellor,
and
we
had
a
lot
of.
Thank
you.
Some
people
just
saying
thank
you
for
putting
this
for
me
for
that
kid,
and
that's
always
nice
to
hear
when
you
know
Estes.
After
working
long
hours,
we
had
school
performances
out
there.
We
had
the
roll
call
for
the
lost
veterans.
G
G
G
By
the
time
we
finished
serving
the
hot
chocolate,
any
walk
back
to
there
there
he
was
already
cold,
but
it
was,
it
was
thought,
they'd
come,
but
they
had
a
great
time.
We
had
scoop
appliances,
Santa
Claus,
Christmas
tree
lightings,
movie
out
a
movie
in
the
park,
believe
it
or
not
in
that
day,
and
it
was
probably
one
of
the
coldest
days
where
people
stood
still.
G
They
had
Christmas
Playa
bleep
Posada
outside
they
had
singing
caroling
guitar
playing
decorations
for
kids,
and
there
was
also
some
prizes
door
prizes,
nice,
mountain
bikes
there,
so
people
were
excited,
especially
they
won
a
nice
one
like
that's
worth
three
four
hundred
bucks
or
so
so.
There's
like
music,
tenants
again,
two
or
three
hundred
people
and
about
twelve
hundred
three
hundred
thirteen
hundred
in
the
expenses
was
that
and
we
had
Christmas
at
the
inner
city
park.
This
was
probably
one
of
the
nicest
days
you
could
see.
People
put
out
jackets,
we
were
actually
outside.
G
We
had
a
chain,
and
these
weren't
just
you
know
nothing
spectacular.
So
it
was
a
nice
movie,
nice
atmosphere
and
it
was
packed.
People
from
the
neighborhood
right
in
the
middle
of
the
neighborhood
and
people
were
just
coming
all
over
just
to
be
around
just
to
be
outside
during
the
day
rang
the
train
doing
some
arts
and
crafts
adopting
pets.
We
have
the
lat.
During
the
our
events.
G
We
had
the
pets
being
adopted,
oh
and
a
good
amount,
so
we're
doing
our
best
to
help
out
with
the
pets
population
rate
the
music
DJ
adoptions,
pet
adoptions-
I
mean
the
movie
in
the
park.
25
minutes
it
looks
like
we
got
stuck
in
twenty
five
to
fifty
to
three
and
other
people.
Again
we
had
next
fence
about
twelve
hundred
seventy
two
dollars,
and
this
is
slaughter
park.
G
They
had
a
Posada,
they
had
the
water
park
there,
the
fountain
we
put
it
in
colors
and
some
of
the
outside
trees
at
the
park,
some
of
the
little
tunnels
at
the
park.
It
was
very
colorful.
We
had
the
slide,
kids
love
that
one
and
there
was
long
lines
rules
just
for
a
ten.
Second,
not
even
three
second,
five
seconds
leg
and
we
had
the
account
belief-
is
the
clown
there
for
the
community,
everybody
going,
and
that
was
just
basic.
G
Basically,
that
included,
isolate
and
there's
a
lot
of
ice
that
was
included
in
Bank,
but
that's
like
and
I
was
it
and
it's
basically
what
we
had
in
December,
like
all
the
little
things
they
were
done
throughout
the
through
the
month
of
December,
some
ground,
break-ins
and
ribbon-cutting,
but
basically
those
are
those
the
events
that
we
had
doing
some
any
question.
I
commend
you
all
the
minutes.
G
D
B
A
Is
being
in
contact
with
the
company
and
the
training
that
originally
is
like
for
staff
to
go
out
of
town
to
take
a
train?
I?
Wouldn't
we're
trying
to
do
is
to
bring
the
the
training
to
Laredo
and
hopefully
not
only
the
parks
apartment
but
the
Public
Works
and
some
maybe
the
private
sector
is
the
private
sector
is
school
districts.
They
can
also
attend
the
training,
and
that
is
I
think
it's
being
working
on
scheduling
for
next
month.
Okay,.
