Description
02-19-20 Parks and Recreation Advisory Committee Meeting
A
A
A
D
A
It
and
thinking
wow.
This
is
really
amazing.
It's
so
exciting.
I
love
these
kind
of
broken
it
down
and
chapter
four,
especially
with
all
the
recommendations,
but
as
marinus
I'm
wondering
what's
going
to
actually
do
it,
they,
for
example,
actually
item
four
one,
one
of
each
one,
a
watches.
For
example,
design
standards
create
a
park
system
design
standards
manual
to
determine
the
envisioned
character,
a
preferred
amenity
structure,
who's
going
to
come
up
with
that
manual,
who's
going
to
decide.
D
A
D
A
C
C
F
C
Still
need
to
get
aware
of
the
process
of
it.
One
thing
we're
doing
a
week
and
I
look
at
the
girls
because
they
have
different
parts
that
they
will
be
seen
with.
You
inventory
the
park.
What
is
it
when
it's
improvement
like
before,
and
that
I
sat
down
to
give
me
all
the
checklist
of
all
the
parts
that
would
what
they
need?
A
G
This
master
plan
is
not
a
capital
improvement
plan,
but
rather
an
operational
plan
which
recommends
a
series
of
comprehensive
and
strategic
actions
which
will
offer
its
citizens
access
to
park,
land,
open
space,
recreational
facilities
and
recreational
programs.
To
me,
this
whole
thing
is
a
growth
plan.
It's
a
plan.
H
Basically,
going
back
to
question
who,
who
will
be
in
charge
of
there's
two
different
ways
that
we
can
found?
I
guess
move
on
the
recommendations
presented
here,
one
of
courses
in
house
what
our
staff
to
implement
to
do,
research
on
especially
we're
talking
about
a
new
programming
for
toddlers
or
seniors
or
where
it's
being
recommended
staff,
can
work
on
that
and
try
to
implement
those
recommendations.
H
D
H
D
H
That's
that's
the
idea
of
adopting
and
the
main
reason
is
because
for
us
to
be
able
to
apply
for
grants,
we
need
to
have
a
master
plan
update
the
current
master
plan.
Otherwise
we
won't
be
able
to
apply
for
those
grants.
The
if
we
want
to
know
on
you
know:
Texas
Parks
and
Wildlife
board,
two
hundred
fifty
thousand
dollars
available
for
at
the
you
know,
in
a
hora
con
men,
roll
band
that
we
currently
have.
We
can't
because
the
plan
is
not,
it
doesn't
exist,
I
mean.
A
A
It
I
thought
it
was
very
interesting.
I
thought
they
were
very
thorough
and
recommending
things,
but
my
concern
was:
unless
there's
somebody
actually
assigned
in
the
department
to
kind
of
stay
on
top
of
this,
and
they
keep
reminding
okay,
you
know
it
has
the
manual
been
assigned
out.
You
know.
Programming
has
argued
you
to
partner.
No
we're
not
doing
farming
is
there's
I'm
like
okay,
great,
like
we're.
On
top
of
it,
we
you're
kind
of
like
checking
the
legs
like
a
manager
or.
C
Whenever
we
can
do
developments
or
anything,
that's
coming
up,
we're
gonna
refer
to
this
map.
This
is
what
they're
requested.
This
is
what
the
master
plan
is
requesting,
so
that
the
master
was
once
it
is
matthew
vessel
say
you
want
to
call
it
well.
This
is
what
this
is.
What
the
prostate!
This
is
now.
E
E
C
A
I
mean
I,
love,
I,
love
this
you
know,
create
an
implement
of
facing
plants
and
fruits,
outdated
playground
equipment,
but
sometimes
things
much
like
that
plant
and
and
systematically
you
know
go
through
it.
I
mean
there
were
other
things.
You
know
how
council
tasks
certain
you
know,
I
think
in
some
ways
those
would
be
easier
than
having
to
start
coming
up
with
these
standardized.
H
H
The
type
of
you
know
percentages
specially
now
that
we
have
the
participation
of
different
place
and
the
developers
are
allowed
to
build
the
improvements
instead
of
fade,
our
kupuna
theme
they
are
actually
requesting
or
asking
what
type
of
it
whatever
bench
do.
You
need
yeah
yeah
I
want
to
put
ten
benches
of
I,
don't
know,
I
mean
$200
each
well,
I
know.
But
you
know
the
vandalism
be
different.
F
D
G
A
G
A
okay,
so,
first
of
all
it's
not
an
operation.
You
know
plan
it's
more
of
a
capital
improvement
plan,
so
that
should
be
corrected
because
it's
it
it
spits
specifically
says
this
is
not
a
capital
in
prototype.
It's
an
operational
plan
which
it's
not
so
then
the
next
step
that,
if
it
is
a
company
from
the
planet,
is
there
should
be
more
details
on
how
to
implement.
G
J
C
We
want
it,
we
want
it
to
take
it
back,
counsel,
the
format.
Ideally,
we
can
everything
up
in
one
way,
so
we
can
already
there's
a
lot
of
brands
out
there
that
we
need
to
really.
We
would
like
to
apply
so
then,
once
we
get
improve
our
master
plan,
we
have
a
much
better
place
and
we
can
start.
You
know
flying
for
employees,
trails,
there's
parks,
there's
a
positive
out
there,
but
this
is
you
know
it
has
been
in
the
rec
hall.
A
E
A
Really
love
to
see
that
in
this
which
I
mean
they
have
some
benchmarks
like
2040,
but
I
didn't
see.
You
know
year,
one
let's
like
set
this
small
bowl
near
one
we're
going
to
get
the
standardized
manual
and
then
your
two,
and
maybe
they
can't
be
that
detail,
because
it's
up
to
staffing
and
resources,
that's
right,
but
I
think
that
would
be
really
helpful.
I'm
just
really
I
know
the
city
is
famous
for
hiring
consultants
and
then
you.
A
G
I
G
Mean
that's,
that's
a
tremendous
amount
of
money
for
something
that's
just
a
tool
just
to
get
grants.
I
mean
master
plan
that
costs
40,000
50,000
ever
probably
done
just
the
same
amount,
but
you
know
it's.
You
know
we
can't
go
back
and
change
it,
but
I
think
that
it
we're
going
to
pay
that
much
money.
They
should
look
a
little
deeper
into
my
operations
and
make
recommendations
that
you
want
to
go
back
to
City,
Council
with
and
say:
hey.
We
need
a
license
irrigator.
We
need
a
person
in
charge
of
developing
these
manuals.
G
A
G
Only
toys
city
council
Loretta
was
one
of
our
top
priorities.
We're
going
to
build
a
wall,
so
he
said
well
if
they
build
a
wall.
They're
gonna
have
to
put
gates
where
the
parts
are
so
that
people
can
go
through
the
gate
to
hit
the
park,
because
they're
probably
going
to
walk
off
the
parks,
and
so
they
talked
about
the
implementation
of
all
of
this
river
land
for
parks.
The
devil
talked
about
the
wall
and
they
don't
talk
about.
You
know
the
access
to
these
parts,
the.
G
G
C
B
C
C
Why
I
think
and
breaking
it
down
amongst
ourselves
once
we
come
around
one
time
and
say
no
to
some
other
master
plan,
it's
the
past
were
like,
of
course
we
can,
but
we
can
kind
of
have
something
not
to
fall
back
on
and
coming
up
come
October,
so
look!
This
is
what
the
requirement
for
this
little
weeds
will
need
to
move
more.
So
what
we're
asking
sheep
was
a
start.
Maybe
we'll
get
something,
because
now
we
absolutely
that's
it's
time.
You
know
Stephanie,
okay,
I'll,.
D
C
C
The
most
important
thing
to
learn
in
our
department
that
we
that
we
can
without
me
they
have
to
be
yeah.
We
keep
getting
points
we're
going
to
give
new
parts
coming
up
the
ones
over
there
by
Academy.
Those
are
going
to
be
hard
to
the
next
pretty
soon
so
we're
gonna
we're
gonna
have
to
keep
up
keep
with
those
our
trailer
getting
bigger.
You
know,
so
it's
it's
a
challenge.
No
doubt
them.
Yes,
maybe,
like
maybe.
K
C
C
A
I
would
really
love
to
see
to
your
point
kind
of
what
that
parks
after
the
parks
really
takes
them.
Look
at
this.
What
are
your
annual
goals,
because
I
mean
you
can
go
to
Council
and
say
this
is
our
master
plan,
but
there's
not
surprised
not
just
playground
upgrade
are
a
lot
of
standardization
manuals.
I
mean
that
take
a
lot
of
time
to
come
up
with
unless
you're
just
going
to
go
to
Boston
and
say:
hey,
send
us,
send
us
your
manuals
and
we'll
just
white
out
your
name
and
put
our
name
there.
B
A
J
A
A
A
D
G
C
G
C
C
D
C
F
Asking
what
your
all's
recommendation
was
because
it
seems
to
me,
like
we
vote
for
this.
We
have
a
minute
burdens
on
you,
guys,
yeah.
Well,
we're
do
you
up,
so
you
know
I
write
I'd,
rather
you
all
comfortable
with
it,
because
it
could
be
just
a
ton
of
work.
You
know
some
of
the
comments
give
me
a
ton
of
work
and
we
did
know
them
yes.
Well,.
A
I
C
C
Kind
of
down
here
what
we've
talked
about
this
part
before
a
really
good,
so
we're
talking
about
real
metadata
in
it
right
what
we're
gonna
say:
spark
goals
well,
they're,
like
future
Portland
and
had
improvements
of
the
existing
park
systems
and
meet
the
needs
of
the
residents.
Okay,
then
you
keep
going
a
little
bit
further
down.
C
To
a
more
important
than
provide
properties
and
their
companies,
of
course,
of
all
ages
and
abilities
all
right
and
then
it
says:
increased
Park
connectivity,
recreation
operations
and
bicycle
and
pedestrian
network
networks
through
the
development
of
the
trails
master
plan.
Okay,
so,
for
example,
there
there
it
is
we're
connected
to
Ponte
Magna
Bowl,
going
all
the
way
down
through
it's.
The
kind
of
the
mega
tank
right
now
is
still
kind
of
what,
but
we
will
receive
that
with
one.
That's
what
we're
going
to
do
and
that's
what
we're
going.
C
C
C
D
A
D
G
D
C
But
they
were
Derrick's
at
the
car
market.
It
was
all
that
there's
something
that
worked
and
I
we've.
Actually
you
have
up
to
the
a
little
steeper
and
right
on
the
moment,
you
can
see
whether
it
was
continuing
to
tear
down
the
river
and
hopefully
open
it
to
the
bagel
and
head
back
over
there
by
the
I
scored
into
the
British
number
three
and
going
to
bastard.
You
know
so
something
one
time
is
something
that's
doable
that
was
going.
We
can
put
it
give
you
a
plant.
Look
there
ain't
no
way
with
this
one
here.
C
C
What
this
project
so,
then
we
can
sit
down
and
give
you
some
realistic
goals,
and
you
see
here-
and
this
is
what
we
don't
bad,
and
this
is
what
we
accomplished
a
year
from
now
and
use
this
as
a
guideline
or
a
map
or
to
give
us
an
idea,
and
we
hope
for
you
to
what's
the
most
important
things.
That's
doable
right,
something
that's
doable
in
very
or
at
least.
G
And
I
know
that,
like
I
said
the
reality
is
this
was
the
tool
to
get
money
for
a
budget
sir.
Only
when
it's
presented
to
Council
they
can
get
you
the
help.
You
need
to
be
able
to
implement
this
because
right
now,
you
all
are
just
barely
managing
what
you
have
and
trying
to
grow
it
and
implement.
This
stuff
is
going
to
be
near
impossible
without
somehow
alert.
C
I
1987,
it
gives
us
the
timeframe
from
from
where
we
are
now
to
year.
2020,
maybe
something
we
can.
They
teach
you
this
they're
telling
us
where
we
need
to
be
when
they're,
by
2040,
with
a
population
of
over
400,000
residents
may
be
the
timeframe
of
how
we
can.
How
do
we,
you
are
building,
maybe
wouldn't
have
these
a
five-year
projection
rather
than
twenty
years
down
the
road.
It
is
pretty
clear
that
the
needs
will
grow,
but
how
are
we
going
to
get
in
or
what's
the
plan
in
place
of
how
we
can
get
there.
A
D
A
D
J
D
A
I
think
people
don't
come
to
town
because
there's
nothing
to
do.
There's
no
museums,
the
wind
family
comes
to
visit
me
they're,
like
okay,
where
we
going
to
see.
Maybe
we
have
all
this
historical
stuff.
We
have
brought
Macintosh
but
there's
just
a
community
college.
There
there's
no
or
the
shouldn't
you
see
in
there's.
No,
you
can
do
that
walking
to
our
town,
Heritage
Foundation,
so
I,
don't
know
and
I'm
family.
So
I
want
to
move
here
because
I
don't
know
the
max
is
a
money
losing
money.
E
C
G
C
B
A
C
G
C
C
F
C
We
want
to
make
a
realistic
pick
and
choose
what
we
could
do
within
the
first
year
and
then
I
think
of
you
can
recommend
anything.
You
see
operational
closet
upwards,
our
operation,
wise
that
we
can
add
in
here
that
I,
don't
know
where
it's
going
to
tell
you
man
I
know
you
met
with
them
these
people
over
the
phone
and
we
met
with
it
personally
again,
I'm
done.
C
A
A
G
A
G
C
C
G
Know
the
season
meeting
with
Henry
quad
and
the
federal
government
on
the
improvements
of
the
creek.
Is
it
suck
out
the
creek
or
is
it
it's
the
one?
That's
ok,
if
I
tell
you
that
that
runs
all
the
way
to
the
river
and
it
has
flood
flood
issues
and
there's
a
masbate
master
plan
on
that
one
Chuck
one
Kinney
jump
on
Creek
is
that
in
here,
because
that's
like
a
50
million
dollar
package
that
the
federal
government
is
going
to
give
us.
We
should
improve
that
whole
water.
A
G
D
G
C
F
F
D
D
G
G
F
G
H
When
they
first
started
with
like
developing
that
plan
to
find
out
that
I
took
Oh
back
to
the
scope
of
work
of
their
contract,
but
I
know
that
they
were
here
a
long
time.
They
present
it
to
the
board.
Although
we
have
different
members,
I
don't
know
they
were
here.
They
did
the
presentation
before
and
then
they
have
like
open
kind
of
like
they.
K
A
A
G
A
D
C
So
I
the
180-minute
last
week,
open
to
the
public
Christine
Tuesday
morning,
is
ugly.
It's
nice
custom
size
to
our
inner
city
pool
and
nice
and
warm
in
there
with
others
at
whatever
dude
temperatures
that's
out
the
morning
through
evening,
and
our
plan
is
to
keep
that
up.
Sunny
from
October
to
the
end
of
March.
For
six
months,
I'm
still
wondering
whether
it's
a
heated
pool
a
nice
solo,
our
everybody
we've
got
nothing
with
positive
feedbacks
of
it
when
it
comes
when
Bobby
and
Councilman
door
know
the
ones
that
put
half
on
it
and.
C
A
D
C
G
D
G
I
I
A
J
B
E
C
Yes
and
that's
not
I
guess
fortunately,
unfortunately,
but
that
has
concerned
I'm,
Karen
and
myself
engineer
and
two
other
and
two
other
directors
will
go
visit
sites
around
the
areas
thanks
wherever
to
see
what
they
have
done,
so
that
we
can
bring
a
recommendation.
So
we're
gonna
go
look
at
their
work
in
the
water
park,
municipal
water
parks
and.
D
C
Go
go
once
a
year
when,
when
the
income
tax
check
comes
in
with
being
that,
there's
a
SeaWorld
over
in
accordance,
they
want
to
make
it
affordable
one
family
that
they
can
gold.
You
know
whenever
you
want
to
you,
know:
$5
a
person
treated
2500
royal
families,
wait
longer
for
the
whole
family,
a
ninth
water
park
or
make
it
affordable
and
way
to
do.
C
K
Is
Alisa
barb
and
that's
almost
all
the
way
to
November
bike,
racks
or
Nothing
bike
rides
on
our
trails,
so
people
can
get
to
know
this
trail
so
I
know
a
lot
of
people
are
asking:
where
are
trails
over
we're
taking
the
bikes,
and
so
people
take
their
families.
They
can
take
their
own
black
Romeo,
so
we've
started
already
in.
We
had
a
really
good
one
with
the
tree
planting.
C
C
K
K
A
A
Six
year
old
and
a
four
year
old
and
I
don't
know,
for
example,
if
the
child
is
going
to
be
kid-friendly
public
sanity
for
adults,
it's
good
for
a
mural
family,
so
I
mean-
and
you
know,
I'm
not
interested
in
playing
tennis,
but
I
want
to
know
what
pools
are
heated
and
open.
Year-Round
and
I
don't
have
my
search
term
everything
because
I
already
kind
of
kind
of
my
mind,
I'm
in
a
certain
age
or
by
a
specific
activity-
or
you
know
pulldown
thing
coming
up
this
weekend
and
then
you
can
see
everything.
K
So
other
family,
other
events
are
friendly
days
out
that
we
take
to
a
different
part.
We've
done
this
in
the
past.
We
do
three
each
part
of
the
year
like
in
the
spring.
We
don't
do
them
in
the
summer.
This
is
to
a
lot,
so
we
start
in
March
now
with
the
first
one
which
going
to
be
a
bargain
and
every
time
we
do
want
to
market,
it's
a
big
event
of
their
activities,
and
these
are
like
archery.
K
Archery,
music,
arts
and
crafts
for
kids
so
last
the
event
that
we
did
there
was
really
good.
So
we
knew
what
we're
doing
three
before
the
summer
and
there
will
be
three
more
after
the
Sun
and
then
we
have
the
outdoor
concert
series
which
we
started
last
year
and
it's
becoming
a
really
good
event.
We
have
we
did
last
year
we
did
first
one
was
back
to
the
80s
and
we
did
that
essential
part.
But
those
people
attended
that
one
that
we
did
wanted
independence,
which
was
not
music.
K
Is
this
sitting
a
good
evening
yet
tribute
night
and
we're
expecting
a
big
crowd
on
this
one?
It's
free
everything
through
sponsors,
so
this
is
really
good
everybody's
liking
it
because
you
do
it
in
Austin.
You
didn't
send
until
you
could
everywhere.
So
we
copied
that
and
we've
got
some
sponsors
that
help
us
out
is.
D
D
K
K
K
C
K
K
K
K
I
I
K
K
F
Going
to
say,
I've
been
to
some
races
where
the
state
guard
right.
If
you
tell
them
good
time,
they
they
give
them
their
orders
and
their
orders
are
to
man
the
marathon
relevance,
but
you
gotta
go
in
advance
and
get
with
the
general
or
whatever
it
is
it
borders
of
necessity
by
orders,
because
then
they
come
out
and
they're
dressed
in
their
military
gear
and
the
medical
staff
and
all
that
stuff.
F
C
C
C
We've
had
for
many
years
used
to
look
to
compete
in
the
cabinet
and
they
go
alone
or
under
prove
this
kids.
For
more
than
you
know,
areas
Nixon
know
that
what
they
gotta
pay
would
be
a.
It
was
almost
ready.
This
built,
the
parks
are
very
big
up
to
be
whenever
the
qualified
cabinet
and
then
we'll
go
to
station
for
the
state
quantum
and
the
report
opportunity
now
equals
last
year
when
Vigo.
So,
as
you
know
what
we
cannot
pay
for
it
and
we
cannot
travel
travel
with
that,
we
would
really
get
on
the
Madison.
C
Take
these
kids
over
so
for
liability
purposes.
When
things
have
changed
now,
as
you
know,
we
came
to
think
and
that's
what
kids
have
to
come
up
with
75
$250
to
be
part
of
the
detector.
In
our
end,
we
had
a
bad
turn
unless
you're
going
to
work
sure
nothing
organic.
Why?
Because
the
finance
company
women,
everyone
was
involved.
I
wasn't
that
I
wasn't
directed.
I
was
overseen
that
and
the
hardest
thing
would
be.
This
tell
them
hey
guys.
You
cannot
vote
because
there
is
no
funding.
C
It's
all
this
so
sometimes
some
is
that
aloof
of
it,
and
so
now
constantly
body
to
this
critic.
Thought
about
is,
if
you
don't
want
to
put
this
act,
this
put
this
money
into
those
programs
so
that
we
won't
have
that
problem
again.
So
these
proceeds,
a
hundred
percent
of
that
I
go
to
our
summer
programs
to
get
kids
that
will
be
able
to
wallop
the
comes
are
to
to
be
employed
summer
needs
somewhere
to
park
2011.
They
couldn't
be
able
to
take
a
lot
of
truck.
C
K
C
C
K
K
F
I
Maybe
some
money,
so
we
can
head
up
again
like
I
mentioned
a
few
meetings
ago,
where
you
know
at
that
part,
the
person
in
charge
of
the
Facebook
account
is
able
to
send
that
location.
You
know
how
those
adds
to
that
area.
Yeah,
let's
say
the
event
in
Central
Park.
Well,
you
throw
some
money
in
there
for
ads
and
everybody.
