Accident
we
have
is
deliberate
consideration
of
city
to
leave,
though
I
was
on
the
black
antennas
commercial.
Just
a
two
point:
six
one
acre
tract
located
east
of
Highway
through
south
and
north
and
city
building
the
boulevard
move
into
this
to
luck,
Adonis
b3.
The
proposed
action
is
group,
subject
to
the
following
comments
from
the
Planning
Department
from
water
utilities,
from
traffic
safety
and
notice
of
development
from
planning
Engineering.
E
A
F
C
A
G
Chairman
Commission
and
ragazzo
a
trained
engineer,
EO
I'm
here
on
behalf
the
developer.
We
have
reviewed
the
comments
we
do
confirm
them.
I
just
want
to
say
that
this
particular
project
actually
fits
the
original
master
plan
of
that
area.
When
we
natural
ended
back
in
the
90s,
we
had
some
topographic
issues
with
this
property
and
so
the
original
developer
over
engineering
that
side,
we
agreed
that
we
would
preserve
this
land
for
multifamily
use
and,
finally,
23
years
later,
we
have
someone,
that's
willing
to
do
it.
G
The
good
news
is
that
we
have
major
collector
to
the
west
and
minor
collector
to
the
north,
which
was
right.
Adequate
access
for
multifamily
use
all
the
utilities
and
drainage
improvements
were
natural
plan
for
this
type
of
application
as
well,
and
so
we're
we're
getting
ready
to
start
the
development
of
a
grading
plan
which
will
be
the
biggest
challenge
with
AC
on
this
property
other
than
that
I
think
we
really
have
some
plans
for
working
out
the
drain
adjustment
to
protect
the
residential
development
to
the
south
and
other
than
that
I
think
we're
all.
G
A
That
were
delicious
for
Commission
emotions.
We
have
second,
second,
yes,
all
those
in
favor
from
I
act
or
she
carries.
Thank
you
next
item
that
we
have
from
the
very
consideration
the
plateau
Bella
Vista,
something
in
uniform
intended
residential.
This
is
a
what's
emanating
the
tracks
located
north
of
us
languages
tonight,
East
them
to
Dennis
Park
with
his
own
history
for
not
develop
our
own,
a
cold
rations
of
food.
Simply
with
all
my
comments
from
planning
from
water
utilities
and
those
two
developer.
A
A
I
guess
the
only
correction
that
I
would
have
to
this
is
obviously
planning
item
number
three
which
we
do
have
it
revised
all
right,
we're
good,
okay,
weather
wishes.
The
Commission
wants
you
to
approve
either
an
emotion,
it's
actually
in
a
second
all
those
in
favor
aye.
A
The
next
item
is
luminary
considerations
of
the
plan
of
a
Buckeye
little
subdivision.
They
ate
a
the
infinities
and
ultimately
personal.
The
purpose
of
this
replaced
incorporate
three
point:
zero,
zero,
four
one
acres
into
existing
the
bottom.
The
proposed
action
is
improve,
subject
to
the
following
comments
with
a
Planning
Department
water
utilities
and.
I
We
with
the
comments,
except
for
the
first
comment
on
the
Planning
Department.
We
asked
the
Commission
to
see
if
we
could
revise
the
common
to
to
read,
to
revise
the
plan
to
read,
we
put
a
love
to
staff
is
recommending
to
recent
to
revise
and
resubmit
I've
spoken
to
staff
and
they're.
Okay,
the
Commission
doesn't
pay
for
that.
So
I'm
asking
for
to
revise
the
comments
to
to
read,
revise
the
scribe
accordingly
and
they've
already
made
a
changes.
It's
just
wording.
Okay,.
A
B
F
A
And
second,
all
those
in
favor
aye
motion
carries.
Thank
you
the
next
time
into
the
very
consideration
of
the
planet.
In
J,
Alexander
phase
15
Alexander

flat,
seven

these
things.
Commercial.
Is
there
two
point:
zero
seven
eight
contracts
located
east
of

Avenue
in
the
north
of
University
Boulevard,
is
only
through
this
one.
Lakh
development
is
bead
one
and
be
graceful
bolt.
Action
is
a
true
subject
to
the
following
comments
from
the
Planning
Department
water
utilities,
and
it
knows
to
development
and
planning
from
here.
A
Is
that
what
are
the
wishes
of
the
Commission
approve
item
eating?
Taking
one
sit
in
a
second
all,
those
in
favor
all
right
motion
carries.
Thank
you
understand
we
have
is
the
preliminary
reconsideration
of
the
plan
of
the
year.
That
said,
I
will
sneaks
up
the
region.
Unit
second
date
is
residential.
It's
up
to
eight
point.
Six
six
forth
create
attraction
located
south
of
International
Bridge
board
west
of
fm14
72.
A
F
B
A
Motion
the
second
all
those
in
favor
aye
Gary's
next
time.
Another
reconsideration
is
so
good
vision
based
and
offense
commercial.
This
is
twenty
one
point.
Eight
six
seven
morning
attract
located
west
of
missed
a
twenty
five.
Another
group
of
twenty
is
only
for
this.
Three
lakh
subdivision
is
in
what
the
proposed
action
is
occlusive,
the
following
comments
and
planning
from
water
utilities
and
all.
A
A
A
D
Just
following
up
from
the
last
meeting,
there
was
a
request
them.
One
of
them
was
invited
on
abel
city.
The
other
one
has
had
to
deal
with
discussion
with
legal
on
the
approach
I'm
going
to
count,
and
then
we
did
have
a
motion
from
Council
to
invite
the
charity
for
discussion
council
when
it
comes
for
the
first
time
justified
through
some
status.
We
didn't
make
contact
with
Abel
see.
Unfortunately,
they
were
not
able
to
attend
for
this
week.
D
K
A
A
K
H
K
But
to
revise,
because
effector
of
the
place
sure
well
a
lot
of
complaints
that
I'm
sure
you're,
aware
of
being
the
writer
for
many
years
and
then
also
it's
commissioners.
You
see
that
sometimes,
though
these
confuses
sometimes
it's
contradictory.
Sometimes
it's
not
clear
and
there
are
many
places
where
it
needs
to
be
revised.
So
that's
one
part.
The
other
part
of
it
is
the
public
through
a
lot
of
public
input
said
that
they
they
want
to
see
a
Laredo
that
not
only
allows
for
development.
I
K
Encourage
denser
development,
where
people
want
to
pursue
that
in
our
inner
city,
and
so
the
question
of
setbacks
is
something
that
will
be
looked
at.
Will
the
exam
will
be
analyzed
and
that
will
take
a
process?
It's
not
something
you
just
want
to
blank,
it
change,
it's
something.
You
definitely
want.
H
K
A
C
A
Let's
take
a
look
at
this
thing:
let's
find
out
what
the
impacts
would
be.
We
raise
a
lot
of
questions
in
our
workshop
last
week,
as
opposed
to
when
you
designed
a
subdivision.
Every
engineer
calculates
runoff,
calculates
fixtures
for
water
and
sewer,
and
those
are
questions
that
when
you,
you
know
eliminating
permeable
surfaces,
you
had
run
off
so
now.
You've
got
issues
potentially
plenty
upgrade
to
water
and
sewer.
Those
are
the
kind
of
questions
the
Commission.
G
A
E
E
Oh,
what
have
the
answers?
I
personally
I,
can
tell
you
how
they
run
out
the
Internet's
a
bowl
or
we
might
affect
with
storm
if
the
neighbors
did
not
promised
in
a
field
we're
just
gonna.
Have
somebody
have
a
kind
of
a
silo
for
the
back
right
right,
four
or
five
feet
from
from
the
from
the
back,
though
so
I
feel
that
that
one
of
the
best.
K
K
C
K
Not
because
they
have
expertise
that
we
don't
because
they
have
more
hands
that
we
need
so
I
want
you
to
feel
confident
that
we
have
that
expertise
and
I've
done
this
in
other
cities.
That
I've
worked
on
it
and
bring
that
experience
here.
So
we're
going
to
be
very
much
involved
with
this
process
along
the
way.
We're
going
to
give
you
recommendations
now.
The
first
recommendation
that
I'll
give
you
tonight
is
that,
if,
if
you
were
to
post
an
action
that
I'm
not
sure
that
you're
doing
that,
this
is
just
a
workshop.
K
B
K
Well,
with
an
interim
director
things,
maybe
were
a
little
tenuous
planning
department,
but
we've
come
together
as
a
team
and
their
direction.
What
we're
doing
I
think
you'll
find
with
the
Planning
Commission
that
we
will
there'll
be
a
change
that
will
be
giving
recommendations
and
positive
or
negative
on
every
item,
and
very
rarely
will
we
ever
be
neutral
and
our
recommendations
we're
going
to
do
that
to
provide
you,
because
sometimes
it
can
be
unclear.
What's
the
way
for
that,
we
should
receive
I
know.
K
K
K
B
B
The
flash
flood
type
runoff
that
we
get
in
the
way
that
the
MS
war
systems
already
developed
and
the
utilities
so
I
wouldn't
even
ask
the
public
their
opinion
until
you
could
you
confirm
if
it's
safe
or
not,
because
that's
what
happens
here
so
you
have
developed
areas
for
certain
capacities.
Then
you
had
more
impertinent,
permeable
surface
and
nobody
thinks
about
it.
And
then
the
city
takes
the
blame
and
there's
pullian
of
hair
and
gnashing
of
teeth
and
we've
been
through
this
before
so,
though
I'm
not
mr.
B
an
expert
here
was
an
environmental
for
seven
years
and
of
course,
our
community,
but
that's
what
we're
real
concerned
about
that
it's
being
presented
as
a
blanket
change
and
there's
it
can't
be
done.
That's
all
you
said,
that's
right,
it
can't
be
done.
We
all
concur.
It
can't
be
done
with
the
information
that
we
have,
but
most
importantly,
is
that
stuff
about
10:00.
The
city
system
handle
the
aftermath
of
doing
something.
B
K
Yeah,
we
I,
don't
think
you
want.
If
you
want
to
get
into
details
right
now,
I'm
talking
about
setbacks
and
the
impacts
I'm
fine
with
apathetic
discussion,
it
doesn't
sound
like
one,
but
if
you
do
you
can't
you're
exactly
right.
There
will
be
significant
impacts
over
time
if
we
increase
the
impervious
surface
area
in
certain
areas
where
it
was.
H
H
K
K
E
E
Something
that
that
we
can
work
for
one
or
two
years
in
a
certain
area.
Early
example:
Sarah
Bowles
will
us
that's
an
example
reporter,
where
I
say
that's
an
input
for
your
study,
because
then
you
can
have
something
that
you're
going
to
be
able
to
impact
in
actually
look
the
way
impacted.
The
area
suppose
that
we
could
district
I
think
this
for
to
is
the
one
that
you
can
ask
it
for
this,
that
that
setbacks.
E
If,
if
we
decide
to
go
in
the
Commission,
decides
to
go,
find
we're
taking
as
a
setback
for
for
one
or
two
years,
then
we
can
actually
look
at
the
impact
of
first
panel,
because
otherwise,
how
can
you
I
mean?
Where
are
you
going
to
get
the
information?
You
would
have
that
that
we
can
actually
compare
the
rate,
so
I
still
think
that
that
I
feel
is
that
it's
too
close.
E
E
E
E
J
L
L
L
That's
one
issue:
one
is
pretty
much
than
anyone
in
your
backyard.
You
can
go
100%
impervious
cover,
there's
a
bunch
of
instances.
If
you
look
at
the
aerials
where
people
pour
concrete
in
there
and
there
and
their
backyards,
so
that's
people
want
to
be
able
to
decide
what
to
do
with
their
backyard
and
be
able
to
the
other
issue.
The
other
issue.
L
J
A
J
E
E
J
E
J
K
One
of
the
setbacks
are
there
for
several
reasons.
Two
of
the
biggest
reasons
are
one
three:
what
is
for
teasing
us
for
utilities,
because
things
have
to
run
in
between
the
buildable
area
where
services
can
be
accessed
where
grounding
accidents?
That's
one,
second
is
privacy.
In
some
areas,
people
want
to
be
separated
because
they
won't
have
an
expectation
of
privacy
in
their
backyard,
avoiding
interaction
and
then.
K
But
I'll
come
back
that
you
have
inner-city
areas
or
downtown
areas,
whether
the
setbacks
are
basically
zero.
In
effect,
you
can
build
up
a
lot
of
money
now.
Why
is
that
more
acceptable
on
a
downtown
and
not
acceptable
in
a
suburban
area
for
acceptable
downtown?
Typically,
because
the
construction
development
that's
occurring
in
downtown
is
occurring
by
businesses
that
have
money
that
are
going
to
maintain
the
buildings?
K
That's
not
always
the
case
and
older
cities
like
Laredo,
but
typically
that's
the
case
is
that
developments
occurring
by
businesses
you've
got
to
maintain
that
have
it
safer,
they're
gonna
have
fire
suppression
they're,
going
to
make
sure
things
are
done
more
correctly
with
when
you
get
up
to
a
suburban
area,
you
get
individuals
that
are
purchasing
properties,
maybe
not
maintaining
it.
Maybe
not
building
it
to
cope.
One
problem
is
no
matter
how
much
enforcement
you
do.
You
always
have
building
that
occurs.
K
And
so,
when
you're
allowing
people,
if
you
were
to
allow
closer
setbacks
or
even
zero
setbacks
in
residential
areas,
we
get
people
building
next
door.
Each
other
human,
creasing
and
wrist
are
issues
like
that
or
I'm
sure
that
our
fire
marshal
here
can
speak
to
that
there.
One
of
the
reasons
we
have
setbacks,
especially
residential
areas.
So
my
question.
K
K
Are
setbacks
in
another?
Is
privacy
of
other
people
purchased
in
these
suburban
areas,
with
an
expectation
that
they'd
be
separated
from
their
neighbor
for
us
to
change
that,
without
any
analysis
with
just
oh
yeah?
Let's
change
about
that
can
be
seen
as
arbitrary
capricious
instead
of
a
process
that
should.
E
K
K
L
L
C
L
Everything
all
the
recommendations
from
the
charity
were
subject
to
easements,
in
other
words,
and
the
building
department
esse
have
any
power
lines
in
the
back,
so
it
becomes.
The
building
permit,
you
know,
becomes
a
building
permit
issue
when
somebody
applies
to
after
they're
in
their
backyard.
So.
L
L
And
there
is
a
bunch
of
examples
where
Board
of
adjustments
has
made
exceptions
to
the
building
to
the
building
setbacks
in
the
rear
garden.
So
it's
kind
of
the
council
that's
kind
of
pushing
more
towards
giving
people
a
voice
as
to
what
they
can
do
in
their
backyard.
More
than
being
told
you
can
do
whatever
you
want
so
long
as
it's
accessories.
So
that's
the
whole.
C
E
G
E
Different
for
you,
you
mentioned
that
that
they
want
to
build
a
home
owner,
wants
to
increase
the
meaning
of
quarters,
and
we
can.
We
can
see
that
without
on
a
one-to-one
basis,
I
mean
if
they
want
to
bring
it
up
to
us,
they're,
so
very
mechanisms
in
place
where
they
can
go
to
the
Board
of
Adjustment,
mr.
chairman
and
and
they
they
approve.
But
if
we
approve
five
feet
for
everything,
then
we're
going
to
see
the
developers
building
houses
because
I
think
that's
what
the
developers
want
now.
E
A
C
E
E
K
B
B
K
On
that
note,
let
me
say
two
things:
one:
if
we'll
never
have
all
the
information
I
will
give
you
as
much
information
as
we
can
put
together
and
as
much
input
as
we
can
reasonably
get
to
help.
You
make
an
informed
to
see
now
I'm,
not
aware
that
we're
preparing
something
for
Harper
specifically,
but.
