Description
TIRZ NO 1 BOARD 101922
A
Thanks
for
making
time
to
be
here,
board
members
and
staff
Consultants,
this
is
the
tax
increment
reinvestment
sale
number
one
meeting
of
Wednesday
October
19th
2022.
It
is
5
35
we're
at
the
city
hall
conference
room
and
on
in
the
first
floor,
Camilo
what
you
do.
Roll
call
for
us.
B
Yes,
Mr
Mia.
B
C
A
A
C
Have
a
question
go
ahead.
I
was
not
at
the
September
2016..
C
And
also
I
went
to
look
at
the
September
December
September
13th
and
September
26th
meeting
online
at
the
city
website,
and
neither
one
of
them
is
available.
So
since
I
was
not
at
this
meeting
and
there's
like
a
presentation
and
stuff
I'm,
just
wondering
maybe
what
happened
and
get
those
posted?
Okay.
B
We
verified,
yes,
they
are
there.
We
actually
just
double
checked
on
the
YouTube
website
for
the
city
and
they're
posted
both
of.
E
E
C
Those
those
are
up
there-
yeah,
yes
in
sculpted
Memorial
figured
yeah;
they
just
haven't
posted
it.
B
C
F
Actually-
and
we
can
talk
a
little
bit
about
that
during
the
workshop-
okay.
G
G
H
H
C
Yes,
it
was
a
learning
opportunity
for
me
because
I've
never
looked
at
the
Metropolitan
planning
organization,
so
I
watched
their
video
nsieu.
B
C
You
because
I
was
trying
to
figure
out
why
20
of
our
money
is
we're
gonna
go
for
this
grant,
but
I
think
I
figured
it
out.
E
Maybe
you
have
printed
flyers
and
you
know
we
we
can.
Let
me
let
me
you
know
the
logistics
of
Distributing,
those
memory
to
mail
them
out,
and
then
we
can
mail
out.
We
can.
A
E
And
it's
up
to
the
board:
I
mean
I,
mean
I
know
we
have
posted
meeting
dates.
So
maybe
we
do
one
flyer
with
all
the
like
next.
G
E
G
E
Soon,
as
we
have
that,
maybe
we'll
do
a
little
campaign,
send
them
out
right
and
the
church
has
money
for
administrative.
What
I
expected
you
you.
A
C
This
disruption
is
going
to
be
to
the
tenants,
mostly
some
of
some
of
the
properties
are
owner
occupied,
but
many
are
tenant
occupied.
E
I
C
B
I
E
Share
it
with
you
and
I
know:
we've
done
mail-outs
for
other
programs.
What
are
the
charges
like
a
daughter
for
I
think
a
little
bit
less
than
a
dollar,
and
some
of
them
even
like
will
print
them
up
for
us
and
mail
them
for
less
than
a
dollar
each
actress
yeah.
So
that
might
be
something
we
did
for
a
program.
D
Yes,
I
just
I've
been
thinking
about
right,
I
saw
it
and
I
was
like,
but
okay,
because
I
think
there's
a
possibility
of
how
some
kind
of
disconnection
between
the
property
owner
and
the
tenant
I
know
is
the
responsibility
of
the
property
owner
to
actually
reach
out
to
the
tenant.
We
know,
sometimes
that
doesn't
happen.
That's
right.
D
So
I
was
thinking
that
we
can
do
also
kind
of
like
use
that
Flyers,
that
people
on
public
spaces
I,
don't
know
on
a
corner
or
I,
don't
know
or
a
public
meeting
where
people
can
call
and
ask
questions,
I
mean
if
you
live
between
this
street
and
the
street.
What's
going
to
happen,
this
is
how
long
is
it
this
is
going
to
take?
What
are
the
improvements?
How
this
can
actually
be
good
for
you
and
then
move
from
there?
Otherwise,
I
think
people
will
feel
the
same
way
that
they
are
I,
don't
know
they.
D
G
K
A
A
I
A
Hasn't
been
moved
to
approve
the
minutes,
as
amended
for
the
record,
the
Amendments
include
entitling
the
September
26th
six.
We
were
at
the
special
meeting
at
the
letterhead
and
then
the
September
13
minutes
to
note
able
cities
and
the
boards
acknowledgment
of
the
option
of
putting
the
monument
side
of
Santa
bursula.
K
A
A
second
I
second,
the
motion
Mr
Martinez
seconds,
any
additional
discussion
there
being
none
all
those
in
favor
say
aye
aye
Indiana
motion
passes.
Thank
you
very
much.
Next
item
is
Citizens
comments.
Citizens
are
required
to
fill
out
a
witness
card
no
later
than
5
45
PM.
It
can
be
found
here
in
the
conference
room
at
City.
Hall
comments
are
limited
to
three
minutes
per
speaker.
No
more
than
three
persons
will
be
allowed
to
speak
on
any
side
of
an
issue.
Speakers
may
not
pass
their
minutes
to
any
other
speaker.
A
D
A
A
For
those
of
you
that
are
in
the
room
There's
an
opportunity
to
have
discussion
with
us
as
we
get
through
the
items
as
well,
so
you
know
just
let
us
know
what
we'll
let
you
participate
is
for
sure.
Moving
on
to
item
five
presentation
items,
no
action
to
be
taken
any
discussion,
a
discussion
on
any
downtown,
related
effort
or
activity
of
board
members
interests
are
concerned.
This
is
the
generic
atom
that
we've
added
to
open
up
any
for
anything
that
you
all
think
is
important
to
discuss.
I
do
have
one
item,
but
I'll.
I
I
Matt,
it's
called
imagine
the
possibilities
and
it's
a
it's
a
realtor
tour
that
we're
trying
to
set
up
with
some
of
the
buildings
that
are
currently
available
and
and
ready
to
go,
and
the
concept
is
to
to
open
up
these
like
a
Showcase
of
some
of
the
leads
downtown
and
let
the
realtor
go
through
them.
Hopefully
they
can
bring
an
investor
or
something
like
that,
so
we're
we're
looking
on
doing
that
March
1st
of
next
year
and
our
next
step.
I
Right
now
we
have
a
committee,
that's
working
together
along
with
the
realtor
Association
and
we're
getting
the
commitments
of
the
people
that
want
to
be
in
the
in
the
actual
prison
like
if
they
have
a
building.
They
want
to
present
we're
asking
them
to
come
on
board
one
of
the
areas
we're
going
to
talk
about
at
that
are
incentives.
What
are
the
different
incentives
that
we
have?
I
I
So
that's
we're
in
the
process
of
organizing
that
to
bring
it
downtown
and
then
hopefully
we
can
have
Mr
Chavez
here,
maybe
present
on
what
the
project
is
downtown
or
maybe
police
you
can
do
a
product,
so
the
Realtors
can
see
what's
what's
being
done
in
the
downtown
area
and
I
hope
to
get
some
kind
of
action.
Correction
yeah!
Thank
you
for
doing
that.
So
that's
so!
We've.
A
The
the
topic
I
wanted
to
share
with
the
board
for,
for
you
all
thinking
as
we
get
ahead
or
as
we
move
ahead
and
I.
Think
some
of
some
of
that
I
heard
from
Tina
on
our
walk
on
Santa
Rosa
and
that
property
at
Salinas.
That's
for
sale
and
and
maybe
entertaining
the
acquisition
of
that,
whether
it
be
through
the
turfs
or
jointly
with
the
city
or
the
city
to
do
something
that
fits
Redevelopment
of
downtown.
G
A
Little
buildings,
no
the
one
across
on
the
south
side,
I
think
so
that
I
don't
have
any
specific
plans
for
it.
I
just
think
that
serve
as
we
as
as
we
work
on
something
that's
in
the
future.
That
could
be.
You
know,
there's
maybe
an
opportunity
there
to
do
something,
including
restrooms,
but
I
want
to
just
put
it
out
there
for
the
board
to
think
about
I.
Think
maybe
you
should
you
could
share
what
you,
if
you
thought
anything
else
could
be
done
with
it.
I'm
not
sure
yeah.
E
I
mean
we
discussed
a
lot
of
different
Visions
right
for
but
you're
right
we
I
mean
someone
mentioned
it
actually
being
the
first
thing
you
see
as
you're
getting
to
the
bridge
and
right
now
you
can't
even
tell
at
the
main
one
of
the
main
walkways,
because
it
really
is
a
walkway.
You
try
to
drive
it's
not
the
drivable
entrance.
E
G
G
E
Rest
area
there,
but
like
a
nice
lip
bench
like
a
nice
little
like
I,
don't
want
to
call
it
a
park
right,
but
but
a
nice
little
mini
Placita,
inviting
people
to
continue
walking
through
there
to
get
to,
because
that's
the
that
would
look
like
the
main.
You
know
one
of
the
main
ways
that
pedestrians
walk
up
to
the
or
were
exiting
from
that's.
E
Itself
so
question.
K
A
F
F
So
it's
yeah.
H
I
G
G
E
G
A
E
F
A
A
I
Else,
I
have
a
concern.
I
heard
that
a
couple
of
constraints,
one
is
downtown,
that
it's
it's
selling,
but
we're
not
sure
if
it's
voxel
or
if
it's
the
owner
of
the
building
is
selling,
but
that's
like
our
only
convenience
store,
so
I
think
it's
important
because
at
least
I'm
gonna
find
out
what
the
heck's
going
on
there,
because
events
give
it
the
matter
of
getting
into
the
convenience
store
in
there.
I
I
A
I
I
You
yeah
it's
something
to
look
at,
but
we
can't
let
these
people
leave
and
if
they
believe
what's
going
on,
why
are
they
getting
better
at
me,
real
good
Corner,
if
there's
any
Corner
that
has
activity
at
that
quarter
because
of
that
Metro
across
the
street
and
why
are
they
selling
them?
The
second
one
is
I
had
heard
that
Larry
Friedman
sold
a
piece
of
property
that
is
catty
quarter
to
San
Augustine
High
School,
the
corner
building.
C
I
Old
Silverstein
High
School,
which
is
you,
have
the
sun
Osteen.
You
have
a
parking
lot
right,
you
have
I'll,
look
to
tangible
Parkway
and
then
you
have
a
Quarter
building
and
he
sold
that
for
a
plasma
center
and
and
that's
our
Historic
downtown
area,
and
so
you
know
yeah,
yes,
and
so
this
one,
the
councilwoman's
concerned
about
that.
We.
I
You
know
that
that
might
not
be
the
ideal
place,
for
she
doesn't
want
a
plasma
center
downtown.
We
already
have
two
in
the
area
so
and
that's
like
our
most
historic
area
until
the
plasma
center
there
I
don't
think
that's
ideal
for
the
area,
but
so
the
council
wants
to
do
something
to
not
not
encourage
plasma
centers.
It
might
be
too
late
for
this
one,
but
we're
going
to
try
to
do
something
for
the
future.
I
C
A
realtor
Market
the
market
dictates
that
building
has
been
for
sale
for
years.
It
is
literally
sitting
next
to
two
anchors,
La
Posada
hotel
and
the
cathedral.
The
historic
Cathedral
that
is,
the
the
the
center
of
the
of
the
Catholic
church
in
our
city.
Right
and
there's
been
I
mean
it's
been
for
sale,
it's
been
on
the
open
market,
and
maybe
we
all
should
think
about
why
nobody
has
bought
it
until
the
plasma
center
people
did
because.
C
C
So
what
so,
maybe
it's
the
environment,
not
not
the
location
but
the
environment,
of
what
it
takes
to
make
something
happen.
Downtown,
there's
a
disconnect
and
there's
a
problem
between
whatever's
happening
to
make
something
happen
and
investors
right,
because
there
are
investors,
people
are
buying
property,
downtown,
they're,
buying
it
and
sitting
on
it.
Why?
What's
the
climate?
A
A
I
Think
the
the
one
you're
talking
about
they
just
applied
for
a
new
signage,
so
they're
gonna
be
putting
outside.
But
so
and
then
we
have
one
on
Santa,
Maria
and
so
yeah.
I
K
G
E
C
I
A
A
C
A
group
of
enhancements
or
improvements
that
this
board
will
consider
creating
a
facade,
Improvement,
Grant
opportunity
for
property
owners
and,
of
course,
you
know
talking
with
Tina.
You
know
she's
very
versed
in
maybe
the
requirements
that
the
property
owner
would
have
to.
You
know
qualify
for
to
receive
the
moneys,
but
if
we
put
if
we
gave
people
attending
right,
pulling
this
out
of
the
Year
ten
thousand
dollars
that
they
were
going
to
put
in
their
building,
that
would
you
know
make
some
pain.
You
know
make
some
pain
happen.
C
Maybe
some
new
lighting,
something
on
the
outside
and
and
I
think
that
would
really
translate
into
some
changes
that
we
don't
have
to
take
care
of
right.
The
property
owners
will
use
that
money.
B
C
A
E
Correct
well,
it
always
had
a
it
started
off
as
a
one-to-one
match
like
dollar
per
dollar,
and
then,
when
we
saw
like
you
know
the
struggles
that
a
lot
of
these
business
owners
had
to
meet
our
federal
requirements,
because
these
four
federal
dollars
we
changed
our
we
changed
our
program,
we
increased
the
amount
and
reduced
the
match
to
like
500,
match
500
match
and
they
could
get
up
to
like
25
000.
E
But
even
with
that,
we
saw
a
big
struggle,
because
we
were
the
federal
government
required
us
to
do
some
testing
on
these
buildings.
You
know
they
had
to
make
sure
that
you
know
it
was
there
any
expenses.
Were
there
any
lead,
and
then,
apart
from
that,
we
had
to
require
them
that
the
property
had
to
be
able
to
code.
You
couldn't
just
put
federal
dollars
and
we
and
we
tried
different
Avenues.
You
can't
just
prefer
our
daughters
in
in
a
facade
if
the
building
is.
E
Then
that
was
one
of
our
biggest
hurdles.
The
other
hurdle
was
that
we
did
ask
the
applicants
to
meet
either
an
employee
retention
plan
or
an
employee
hiring
of
like
it
had
to
be
like
it
had.
E
So
those
were
some
of
our
biggest
hurdles,
but
I
did
mention
too
I
mean
we
did
have
maybe
three
successful
applicants
throughout
the
program.
Ultimately
we
just
you
know
with
dismountable
program.
We
did
a
lot
of
advertising.
We
went
knocked
door-to-door
everything,
but
I
did
mention
to
to
Carol
in
in
this
conversation
was
I
would
see
if,
if
anybody
was
ever
to
entertain
the
city,
this
board
and
it'd
be
entertainment
for
Stock
Program.
We
still
want
to
have
some
sort
of
you
know
give
and
take
right,
so
we
give
a
grant.
E
You
know
buy-in
and
some
you
know,
but
we
also
want
to
make
sure
that
they
have
I
mean
the
the
building
is
somewhat
operable,
that
you're
not
just
going
to
put
ten
thousand
dollars
and
then
be
causing
more
of
a
hazard
that
and
the
property
still
end
up
being
vacant
and-
and
you
know
other
right
to
your
neighbor,
so
somehow
I
mean
you
know
we
could
check.
I
mean
I
just
threw
out
ideas,
I
was
like.
Well,
maybe
we
verify
if
they're,
if
they're
in
operations.
E
Okay,
then
they've
passed
some
sort
of
inspection.
You
know
what
I
mean
in
the
recent
you
know
or
we
can
go
by
building
permits
and
the
last
you
know
have
they
taken
out
a
building
permit
in
the
last
five
years.
That
can
just
be
a
food.
You
know
like
a
little
I.
I
was
just
throwing
ideas
out
there,
but
we
need
to
have
some
I
would
be
concerned
if
we're
just
like
or
any
entity
which
is
hand
out
money,
and
we
don't
get
anything
like
no.
K
D
D
G
A
And
we've
seen
Corpus
this
program,
it
does
have
a
match,
it
did
have
a
match,
I,
don't
know
if
they're
still
doing
it,
it's
pretty.
It's
been
at
least
to
their
degree
and
to
the
degree
that
they
said
they
were
successful.
So
that
would
be
one
tool.
Take
a
quick
study.
A
little
more
I
do
have
some
flyers
from
our
trip.
I'll
pull
them
out.
I
Well,
yeah,
when
you
say
that
when
we
say
that
a
building
needs
to
be
a
compliance,
what
are
the
areas
that
the
building
department
checks
for
being
that
he
was
a
former
building
director?
So.
L
Yeah
so
I
was
there,
and
some
of
the
things
that
you
would
see
in
these
buildings
was
exposed,
wiring,
which
is
not
up
to
electrical
code.
Then
you
get
into
the
restrooms
and
they're
going
to
be
accessible,
and
so
sometimes
they're,
not
they're
tiny,
and
you
got
to
make
them
bigger.
So
in
case
of
a
wheelchair
and
somebody's
got
a
vehicle
and
then
a
fire.
A
K
A
E
E
G
G
I
Because
we
got
to
be
realistic
about
it
because
there,
if
fire
comes
in
and
says
they
want
to
sprinkler
systems
and
then
you're
talking
about
ADA
with
a
lot
of
these
places
that
don't
have
ramps.
There's
a
lot
of
steps
and
stuff
like
that
yeah
but
I'm
talking
about
the
building
itself,
not
the
sidewalk
but
but
I
mean
it'd,
be
off
or
not.
You
know
what
I'm
saying
we'd
have
to.
E
E
A
Yeah,
add
this
item
to
the
next
agenda
and
and
hear
Dr
viewer's
presentation
on
it,
and
anybody
else
wants
to
provide
anything
at
that
point.
We
can
move
it
along
I,
know
I'm
sure
Martinez
has
to
leave
around
6
30ish,
so
I
want
to
I
want
to
move
forward
with
the
other
items.
You
know:
okay,
item
action,
items,
moving
along
item
six
discussion
and
possible
action
to
approve
that
the
church
number
one
prepare
to
submit
with
the
assistant
available
KCI
is
needed.
A
A
Project
funding
proposal
to
the
mpo
of
Transportation,
alternative
set-aside
program,
the
board
to
discuss
and
decide
on
Project
option
cost
match
related
matters
to
the
funding.
Is
it
competitive?
It
can
cost
reimbursement
type
program.
It's
not
a
grant
necessarily
requiring
a
20
cash
match
for
project
proposals
are
due
November
18
2022
and
the
project
selections
are
expected
by
January
2023.
A
So
so
this
items
here
you
saw
it
at
the
special
meeting
as
well.
This
opportunity
came
up
during
my
attending
the
mpo
meetings
and
the
mpo
and
Mr
mandiba.
The
interim
director
is
present
here
today
is:
has
some
resources
over
two
million
dollars
to
award
and
has
is
calling
for
project
proposals
so
the
last
time
we
we
discussed
allowing
the
city
to
kind
of
tell
us
if
they
were
going
to
apply
and
potentially
compete.
We
did.
A
I
did
have
a
meeting
with
Mr
Mia
to
discuss
this,
and,
although
he
didn't
say
they,
they
weren't,
you
know
I
think,
there's
an
opportunity
that
you've
all
still
might
come
on.
So
he
encouraged
us
to
proceed
with
our
plans
to
have
the
tourists
prepare
a
proposal.
If
that's
what
we
want
to
do
today,
it's
a
very
short
fuse
I'm
going
to
put
you
on
the
spot,
but
you
don't
anticipate
extensions
on
on
your
time
frame.
H
Not
right
now,
so
what
would
happen
we'll
see
how
many
applicants
we
get
depending
on
that?
That's
it
for
anyone
applicant
or
no
applicants
right,
yeah
and
we'll
have
to
reopen
it
because
there's
one
applicant,
we
can
go
ahead
and
reward
that,
because
it's
a
maximum
project
award,
you
set
it
at
one
million
dollars.
It
would
still
be
money
left
over,
so
we
reopen
it
for
the
for
the
other
amount,
it's
going
to
be
an
extension,
but
it
would
reopen
it.
A
Again
and
the
other,
so
thank
you
for
answering
that
the
other
thing
that
the
Board
needs
to
be
aware
of
is
Mr.
Mia
explained
to
me
that
this
isn't
a
quick
turnaround,
type
of
grant
that
if
we
get
an
award,
it
will
take
us
two
to
three
years
to
see
it
through.
So
the
project
that
we
select
is
gonna,
it
probably
shouldn't
be
what
we're
already
working
on.
It
should
be
safe.
Yes,
it's
up
to
this
board.
I
just
didn't
want
to
pass
on
the
opportunity
of
leveraging.
A
You
know
80
of
our
monies
right
when
we
can
use
20
and
leverage
80
most
of
what
we're
doing
sidewalk.
A
Mobility
walkability
is
is
allowable,
possibly
including
utility.
Relocation
has
was
that
clarified
either
yeah.
H
Location,
but
it
was
I,
did
ask
the
text
a
lot
about
them,
and
it
just
said
that
it
has
to
be
everything
in
preliminary
engineering
all
that
how
to
be
part
of
a
project.
That's
that's
going
to
be
ready
for
construction,
not
just
like
you
know
some
pretty
random
engineering
and
you're
not
going
to
do
even.
A
L
L
Word
well,
it
goes
through
textile
review
as
well.
So
right
now
we're
probably
been
at
this
party
for
a
year.
G
A
The
the
blocks
that
we
would
improve,
but
I
know
for
sure
we
want,
then
we,
you
know,
we've
all
driven
it
and
walked
it
right
so
that
you
were
able
to
prepare
an.
F
H
If
you're
going
to
use
it
for
construction,
then
they're
pulling
me
to
review
the
bidding,
not
the
design,
so
it
would
just
be
so.
You
can
apply
for
a
design
portion.
This
construction.
A
G
G
A
A
Two,
maybe
three
blocks
so
I
think
you
know
we're
not
gonna
We
may
have
one
more
meeting
before
we
have
to
submit
this,
where,
where
I
mean
these
folks
haven't
even
started
on
this
initiative,
but
what
I
hear
is
it's
not
a
very
elaborate?
A
You
know
submittal
right
or
submission,
so
if
we
can
prepare
an
exhibit
that
depicts
a.
I
E
Can
I
make
a
quarterback
also
so
y'all
are
considering
Salinas
well
for
all
the
ways
people
into
the
transit
center
before
the
blessing.
The
reason
I
ask
is
because
I
I
think
the
city's
entertaining
traffic
is
looking
at
just
the
Block
in
front
of
the
Hamilton
Hotel.
E
A
E
They
were
just
looking
at
the
sidewalk
around
the
Hamilton,
so
around
Houston
and
in
front
so
just
to
see
how
they
could
better
give
access
like
in
front
of
the
Hamilton,
because
the
sidewalk
I
mean
it's
a
good
size,
sidewalk
sure.
But
yeah
look
at.
E
They
were
just
looking
at
ways
to
widen
the
sidewalk
because
of
different
I
mean
they
do
use
it
a
lot.
The
residents
so
then,
and
then
there's
times
that
they,
the.
I
I
I
I
Projects,
yes,.
K
G
A
A
B
C
F
A
L
H
H
H
G
H
H
So
I
caught
some
of
it
there's
three
boxes.
Some
stuff
was
automated.
A
So
what
we
can
do,
let
me
suggest
this
to
the
board.
Is
we
have
one
other
meeting
before
it's
due
on?
November
8th
is
for
us
to
work
on
a
committee
level
with
the
team
come
back
with
what
goes
first.
Do
the
full
kind
of
conceptual
and
then
decide
what
goes
first,
based
on
our
average
unit
cost
by
leaner
food.
Whatever
we
come
up,
we'll
work
up
something.
J
C
C
E
G
G
C
To
the
park,
which
is
you
know,
the
conventional
Visitor
Bureau?
Is
there
the
federal
buildings
around
the
office?
Second,.
A
A
A
Are
you
staying
a
few
more
minutes
or
Mr
recognition?
I
can.
A
With
are
we
ready
to
move
on
the
the
next
item?
Discussion
related
to
scope
and
scheduling
of
public
awareness
and
engagement,
events
related
to
church
number,
one
I
think
I.
K
A
A
Like
to
make
a
motion
that
we
integrate
both
items,
discussion
possible
action,
item,
seven
and
eight,
which
I
just
read
in
the
board
Workshop,
so
we
can
get
to
maybe
some
decision
making
that
they
that
the
Consultants
might
need
these.
The
item-
eight
read:
sports
Workshop,
update
presentation,
board,
discussion
and
workshop
with
possible
actions
related
to
the
church
number
one
ongoing
improving
design
work
elements.
Is
there
a
second
to
entertain
those
together.
A
F
Yeah
so
essentially,
we've
had
a
lot
of
conversations
over
the
last
few
months.
F
Regarding
this
project,
I
would
say
that,
as
we've
discussed
on
our
walk,
you
know
the
the
most
challenging
block
was
Alyssa
and
we've
we've
pretty
much
worked,
got
I
mean
they've,
probably
gone
out
about
15
different
times
to
Seven,
Nations
and
analyze,
where
buildings
the
entrances
are,
and
so
ultimately,
our
goal
was
to
make
sure
that
we
did
not
end
up
a
lot
of
handrails,
and
just
just
we
didn't
want
it
to
be
visually
unappealing
right,
so
we
set
at
the
last
minute
that
we
would
come
back
with
some
renderings
to
kind
of
show
more
or
less
what
the
idea
is,
and
so
what
we
have
here
is
essentially
this
is
the
start
of
the
block
right
so
right
now
this
is
the
building
on
the
corner
of
convent,
and
so
what's
up
with
the
where
the
meters
are
where
the
meters
are
yeah,
those
meters
would
be.
F
And
you
know
we
we've
we've
expanded
the
curb
line,
we've
craved
the
striping
on
the
south
side
for
the
cars
and
we've
reduced
it
to
one
lane
of
traffic.
What
we
have
here
are
some
some
green
spaces
or
some
trees.
F
G
F
What
we
tried
to
do
there
is
to
create
a
like
a
little
seating
area
and
a
little
elevated
walkway
with
just
a
little
bit
of
railing
and
that
railing
design.
We
want
it
to
be
very
much
transparent.
You
know
just
then
try
to
use
minimal
amount
of
metal
and
just
to
try
to
make
it
look
not
so
much
like
a
noticeable
like.
G
F
F
H
F
Essentially,
the
idea
is
that
people
that
are
that
are
coming
to
this
building
or
working
here.
They
need
to
come
kind
of
either
take
the
steps
or,
if
you're,
in
a
hammer
or
a
wheelchair,
you
come
up
and
around,
and
you
come
back
up
this
ramp
into
your
individual
spaces.
So
we've
really
tried
to
clean
that
up
as
best
we
can
and.
J
F
So
some
of
the
topics
or
some
of
the
ideas
that
we've
had
is
you
know
you
know
and
that's
while
getting
back
to
the
public
or
the
the
community
worms
awareness
is
to
meet
with
these
people
and
say:
look
what
is
your
plan
on
doing
here
like?
Can
we
can
we
raise
it
up
and
give
you
a
flat
plane,
and
then
you
invest
a
little
bit
to
raise
to
fix.
J
F
C
This
belongs
to
my
family,
my
cousins
and
and
whatnot,
and-
and
so
you
know,
I
like
to
hear
that
you
all
are
want
to
work
with
the
with
the
property
owners.
You
know
so
that
we
could.
C
J
Storefronts
yeah
so
close
what
we
had
talked
about
yesterday
or
my
Approach
on
this
was
I've
in
order
to
move
forward
with
the
design.
We've
got
to
assume
that
we
won't
get
any
cooperation
worst
case
scenario,
because
I
would
hate
for
somebody
to
say
we're
not
going
to
cooperate
with
you
and
then
that
lack
of
cooperation
on
a
great
difference
is
going
to
drastically
change
what
we're
doing
on
the
outside.
J
G
C
A
So
Rick,
what
are
you
all
recommending,
or
what
would
you
all
like
to
see
to
conclude
to
get
to
the
30
level?
Like?
Would
you
on
the
public
awareness
site,
which
you
want
to
have
a
separate
engagement
for
this
block,
or
you
want
to
do
like
what
we
had
talked
before?
Have
one
event
where
folks
come?
What
what
are
you
all?
What
have
you.
F
G
F
And
I
think
that
the
sun
was
team
and
they
have
to
be
they
work
that
could
all
be
done
together,
sure
it's
pretty
flat,
and
so
it's
really
more
Cosmetics
we're
putting
the
tree
here.
We're
doing
this
we're
putting
lights,
and
it's
there's
some
obviously
there's
that
first
Buckle
DaVita,
that
has
the
majority
of
the
work,
but
for
the
most
part,
I
think
we
can
have
them
at
all.
As.
A
Doing
that
well,
I
also
want
to
make
sure
that
the
larger
event
is
like.
Also
socially.
You
know
like
people
there's
food
and
drinks,
or
you
know,
that's
you
know
inviting
and
that
we
maybe
work
with
Main
Street
to
get
the
invitation
to
to
to
the
folks
impacted
whether
it's
delivered
by
mail
or
by
hand
that
we
do
that.
J
F
J
And
and
other
struggles
that
Rick
was
saying
you
know
some
of
those
gates
are
closed.
So
it's
hard
to
tell
where
the
foundation
is
so
we're
really
estimating
I
mean
we've
gone
back
to
historical
photos,
to
go
back
and
say
that
tile
looks
like
the
finished
floor
and
that's
what
I
can
find
today
and
where
we
we're
doing
our
very
best
with
what
we
can
win.
C
So
you
know
I'm
a
phone
call
away
and
and
I
can
get
in
touch
with
most
of
it,
not
Oliver,
but
most
of
the
owners.
If
you
want
anything
open
Okay,
you
know
we
can
make
that
happen,
because
sometimes
you
do
open
a
building
and
you
go.
Oh
wow
wow.
C
Next
week,
yeah
yeah.
A
J
It's
very
nice:
it's
yeah
we're
really
incorporating
a
lot
of
ideas
from
around
the
country
that
we've
done
an
immense
amount
of
research
on
the
day.
I
had
to
step
out,
but
she
she's
done
an
event.
Some
kind
of
research
too
much
and
lots
of
reading
and
Ada
guidelines
too
I
think
I
think
we've
got
a
good
product
so.
K
G
J
And
then
and
there's
some
loading
and
unloading
that
occurs
there,
so
that
stays
as
is
we're
not
messing
with
that
curved
line
or
all
we're
doing,
is
kind
of
a
bringing
in
a
striping
so
that
that's
a
clear
delineation
of
what
that
is,
and
then
that
leaves
the
space
that
people
are
currently
driving
on
right
now,
which
is
the
north
side.
We.
F
J
So
kind
of
incorporating
you
know
the
dimensions
that
we're
incorporating
is
that
taxi
parking
area
is
a
nine
foot
space
and
then
the
remaining
part
is
an
11
foot
space
which
kind
of
Falls
within
the
new
comprehensive
plan
linked
with,
and
then
the
the
remaining
difference
would
allow
us
to
push
that
North
curb
line
down
to
maximize
the
sidewalk
accessibility
walkability
space.
So
that's
so.
Basically
everything
is
being
built.
J
K
C
A
F
So
again,
from
the
on
the
Salina
side,
this
is
the
this.
K
F
Right
now,
there's
a
really
steep
ramp
up
and
a
really
steep
ramp
down.
We've
basically
gotten
rid
of
the
the
ramping
on
the
what
East,
Side
and
we've
cleaned
all
that
up.
You
know
we
have
some
steps
here.
You
can
see,
there's
some
steps
that
take
you
up
so
really.
F
Is
is
this
way,
so
you
know
if
you're
coming
from
this
side
of
the
street,
you
really
kind
of
have
to
go
around,
but
that
was
really
the
only
way
to
make
it
work
again.
We've
created
these
little
planners
and
benches
and
just
trying
to
make
it
as
clean
as
possible
for
for
that
street.
So
we
think
we've
got
pretty
much.
It
all
worked
out
correct.
So.
J
Essentially,
we're
creating
those
two
walking
surfaces,
one
up
high
to
give
accessibility
to
the
buildings
and
then
the
one
down
low,
which
is
what
did
you
see
there
and
then
the
division
between
the
upper
level
and
lower
level?
Let's
call
it
is
this
kind
of
an
incorporation
of
a
bench
curve.
This
is
a
barrier
type,
so
it
prevents
allows
people
to
it's
kind
of
a
double
use.
You
know
it's
more
of
a
barrier
to
help
us
with
that
vertical
difference
between
the
two
people.
H
J
F
J
F
E
E
A
J
We're
a
little
we're
more
further
a
bed
on
YouTube
not
further
ahead
than
this,
but
the
main
focus
had
been
Saragosa,
obviously
is
very
complex
to
different.
G
J
F
Per
se
that
first
block,
we
probably
need
to
do
that.
That's
the
sort
of
the
block
that
has
a
lot
of
questions,
I,
think
I
think
we
should
just
like
we're
treating
that
one
block.
We
should
probably
treat
that
one
block
of
eucaly,
because
it's
like
do
they
want
parking
on
the
on
the
North
side.
Are
they
all
parking
on
the
South
Side.
D
G
F
As
far
as
that
was
concerned,
so
that's
the
block
between
Convent
and
suddenly,
the
block
between
foreign.
F
There
is
we're,
gonna,
add
some
trees
and
try
to
improve
the
lighting,
but
we're
really
not
going
to
mess
with
the
sidewalks
there,
one
for
costs
and
then
two
there's
just
a
lot
of
they're,
not
that
bad
and
then,
if
we
start
messing
with
the
grades
there,
it's
a
lot
of
ADA
stuff,
though,
because
it
is
a
very
steep.
F
And
yeah
exactly,
and
so
so
with
the
golfer.
That
block
is
to
that
Trace
clean
up
the
you
know,
we
we've
got
some
sheets
there
yeah.
So
is
this
so
you
know
clean
up
some
of
this
concrete.
That's
here
add
some
trees
where
we
have
those.
This
is
where
the
pedestrians
come
off
of
the
bridge.
J
Right,
yeah,
correct
yeah,
so
this
is
this
is
Pilates,
so
this
is
a
La
Posada
and
the
tack
room
side
walking
that
way.
So
there's
a
tree
right
here
in
front
of
the
churches,
so
we
looked
at
enhancing
it
with
like
a
tree
planter
and
then
adding
two
trees
here.
So
this
these
are
the
two
exits
coming
from
the
bridge:
The
Pedestrian
exits,
so
looking
at
putting
some
trees
there
on
the
south
side,
and
then
this
is
an
existing
tree.
That's
there!
That's
quite
a
tree
factor.
F
H
F
F
J
So
the
drainage
on
the
side
of
the
steam
is
going
to
be
probably
the
tricky
part,
regrading
and
drainage.
So
the
the
the
general
idea
that
we
were
looking
at
from
a
direction
on
Sonic
those
genius
to
make
it
walkable
and
take
out
the
curves.
So
essentially,
you
know
you've
got
a
finished
floor
to
finish
floor,
and
so
you
know
hold
that
and
just
create
something
that
everything
is
walkable
with
no
curve.
J
But
there's
some
there's
some
challenges
in
that
because
of
how
we
grade
it
out
and
how
we
do
drainage.
So
right
now
it's
looking
like
we
would
have
to
put
kind
of
a
low
valley
in
the
center
and
maybe
a
continuous
drainage,
grate
or
something
down
the
middle
so
that
it
captures
that
water.
But
that
starts
to
increase
costs,
of
course,
because
you're,
adding
drainage,
inlets
and
then
you're
having
to
tie
that
drainage
Inlet
into
the
city's
existing
system.
J
F
J
Doesn't
and
if
you
look
at
the
the
two
blocks
inside
of
a
steam,
they
tend
to
kind
of
drain.
Well,
the
north,
the
one
north
of
it
would
be
there
that
one
kind
of
drains
and
those
trees
are
right
at
the
grade,
and
so
it's
like
the
water,
just
floods
in
there
and
they
probably
just
soak
into
the
trees
and
soak
into
the
ground
so
and
some
of
it
does
run
up
and
down
the
street,
but
it
it's
Flats
with
pools,
I
think
so
we're
working
on
that.
Do
you
have
anything
else.
J
On
it's
doing
the
job,
we're
keep
we're
going
to
keep.
J
The
trees
south
of
it
there's
a
built
up,
curb
planter,
so
the
water
doesn't
get
into
that
from
the
surface
right,
but
the
ones
north
of
it
would
be
there.
If
you
look
at
it
it,
we
thought
it
was
also
the
third,
but
then
we
looked
at
it
and
it's
actually
at
grade.
So
the
water
just
kind
of
tends
to
flood
and
those
are
the
low
spots
of
the
streets
of
the
water
kind
of
tends.
J
C
Still
so,
how
close
would
it
look
when
you
finish
to
what
the
rendering
was
that
able
City
provided
on
that
one
on
Zone?
Oh.
A
C
J
No,
not
code
yeah,
it
would
be
covered,
it
would
be
covered
we're
looking
either
where
it'd
be
a
continuous
great
drainage,
Inlet
or
several
grates
that
it'll
all
be
walkable
correct
so
on
the
equal
reader
side.
So
this
is
the
turbida
street.
We
wanted
to
show
some
some
of
what
we're
working
on
here.
J
So
this
is
Santa
Rosa,
it's
a
good
Bridge
site
right
up
against
Bridge
number
2D,
and
so
in
our
discussions
with
the
design
team
we
talked
about
setting,
it
looks
like
we
can
set
that
Monument
sign
on
the
east
side
of
the
road,
that's
kind
of
in
line
with
the
South
line
of
ite.
So
as
you're
as
you're
approaching
traffic
comes
this
way.
So
as
you're
approaching
this
way,
you'll
see
the
sign
in
affects
you
that
way,
it's
great.
So
that
seems
to
work.
J
What
we're
going
to
have
to
do
is
rework
this
teardrop
thing,
and
that
was
a
discussion
we
had
recently
was
it's
it's
in
the
city
right
away.
So
essentially
it's
City
street,
but
that
teardrop
has
some
use
for
Customs
building,
that's
there
and
what
we
really
knowing
that
right.
Well,.
E
Is
it
West,
US
Customs,
so
I
asked
it.
It
isn't
a
lease
that
Rich
told
me
that
they
are
really
seeing
like
that,
little
for
them
to
drive
up,
and
it's
part
of
the
the
what
that
program
or
the.
L
G
G
G
J
Yeah
I
mean
I
it's.
What
we
were
wanting
to
do
is
to
make
some
better
use
of
that
space
and.
A
K
B
G
J
Here
further
away,
and
that
would
clean
up
this
a
little
bit
but
right
now
the
way
I
have
it
drawn
in
is
we're
taking
just
about
the
same
space
here
and
essentially
creating
a
drop-off
Lane,
because
we
figured
that
it
was
like
a
wet
that.
J
Don't
think
there's
a
need
for
somebody
to
really
come
up
way
up
into
the
teardrop
and
just
get
off
the
roads,
so
we're
creating
that
in
that
space
and
in
in
doing
that
it
allowed
us
to
occupy
and
clean
all
this
up
a
little
bit
and
then
maybe
put
the
monument
sign
would
be
literally
right
about
here.
Just
in.
J
J
I
E
B
J
The
gradient
so
I
want
to
leave
the
grade
Inlet
in
the
drop-off
Lane,
so
that
it
continues
to
take
water
in
so
so
that's
where
it
would
be,
and.
I
Yeah
yeah,
if
I'm
not
mistaken,
my
past
history,
I
worked
at
product
and
and
the
Cartman
would
have
several
bottles
for
several
customers,
I
mean
and
if
he
Parks
here,
no
one's
watching
he's
totally
responsible
for
that
purchase
right.
So
if
he
Parks
here
and
he
delivers,
what
he's
leading
the
cart
so
I
want
to
say
that
they
used
to
pull
in
on
the
inside.
So
the
man
could
stand
by
the
cart
and
as
the
cars
come,
he
he
hands
it
to
him
and
that
system
never
worked.
J
E
L
G
J
D
D
G
J
J
What
we
were
looking
at
doing
here
was
again
just
respecting
this
drop-off
thing
for
now
and
and
adding
the
sign
here
on
the
east
side
and
doing
some
enhancement
to
the
sidewalk
and
then
have
the
Ada
accessibility
here
and
then
so
on
the
Santa
Rosa
side.
Right
now,
when
you
come
down
Santa
Rosa,
it's
very
wide
and
really
it's
it's
really
just
one
lane.
J
You
know
people
already
drive
down
one
lane,
but
if
somebody
turns
in
somewhere,
then
they
kind
of
scoot
over
right,
but
so
we're
looking
at
you
know,
bumping
out,
as
we
were
describing
kind
of
bumping
out
different
spots
to
kind
of
push
the
intersections.
So
this
this,
where
were
you?
This
gets
bumped
out
this
way,
and
this
gets
bumped
up
this
way
and
it'll
create
this
11
foot
calf
back
down
this
way
and
then
that
can
create
some
future
parking
around
this
West
Side,
going
down
towards.
J
This
is
a
new
life
yeah.
This
is
a
that's
like
striping
for
the
point
being
some
parallel
parking
that.
F
G
G
A
F
G
J
C
J
J
Yeah,
it's
very
tight,
so
pushing
the
curb
line
a
little
bit
out.
This
way
is
what
we're
showing
in
our
drawing
and
then
this
curved
line
would
get
pushed
out
with
with
with
parking
in
between.
So
so
you
do
have.
So.
This
is
a
back
end
parking
lot
right
there
that
driveway,
but
nobody
uses
that,
and
then
you
have
this
parking
lot
right
there.
E
I
K
F
J
Here
we're
pushing
this
curved
line
up
a
little
bit
to
get
more
sidewalk
space
here
and
then
right
now.
What
we're
showing
is
Colorado
parking
and
11
foot
driving,
and
so
then
that
so
that
this
is
a
driveway
that
the
city
parking
lot.
That's
here
in
the
corner.
This
is
a
driveway
to
a
house.
That's
there
and
then
this
here
is
the
driveway
to
a
house.
That's
being
renovated
right
now
here
and
the
corner
I'm
over
here
and
then
this
is
the
driveway
up
there
did
you
go
back
without
going
back.
F
J
We
again
we
want
to
talk
to
the
owner,
we
want
to
talk
to
the
owner.
J
I
G
C
J
A
J
Joe
again
kind
of
coming
back
here
is
parking
on
the
south
roadway
on
the
North
traffic
goes
this
way
tonight
and
I'm
coming
you're
approaching
some
of
the
Avenue,
so
in
San
Bernardo
we've
got
a
bump
out
on
this
Lane
a
little
a
bump
out
here,
and
then
some
bump
out
here
on
some
of
not
only
going
traffic
goes
this
way
in
this
direction,
and
so
one
trick
or
challenge
that
we're
seeing
right
now
go
back
to
the
previous
order,
so
here
at
this
intersection.
J
So
this
is
where
you
jump
into
it
in
front
of
siete
Banderas
over
here,
where
the
curb
lines
don't
line
up
so
the
exit.
This
is
the
existing
curve
line
here,
and
this
is
the
existing
curve
line
over
here.
It's
about
a
seven
foot
offset,
and
so
the
challenge
here
is:
if
we
keep
the
traffic
on
the
north
side
of
the
road,
then
you
can
see
I've
got
this
angle.
I've
got
to
angle
them
because
the
offset
is
so
much
it's
going
to
be
tricky,
so
we're
creating
so.
J
J
Yeah
so
now,
if
you
see
here,
you're
you're
over
on
YouTube
Vita
here
at
the
intersection
and
we
need
to
transition
over,
is
how
we're
incorporating
this
part
of
each
would
be.
That
is,
to
have
a
one
lane
with
parking
on
both
sides,
because
the
road
is
currently
wide
enough
to
do
that,
and
then
people
are
parking
on
both
sides
here.
So
this
is
the
parking
lot
if
next
to
JC,
twiss
the
old
JC
twist
building-
and
this
is
the
siete
Banderas
and
then
you
come
over
here.
J
J
Yeah
I
mean
again,
we
have
solutions
to
everything,
but
we
just
want
to
get
cooperation
from
everybody,
and
we
can
kind
of
talk
about
how
we
want
to
fix
that
up,
but
this
section
of
it
would
be
there
would
allow
I'm.
Sorry,
that's
the
other
one.
So
that's
actually
going
to
be
there
a
lot
of
parking
on
both
sides
here.
J
So
we
have
proposed
parallel
parking.
What
we
wanted
to
do
is
we
need
to
figure
out
how
we
keep
you
know.
This
is
parallel
parking
that
can
occur
wherever
if
you've
got
a
big
truck
and
a
little
car
you
can
elect
in
a
car
wherever,
but
still
respect
these
driveways
from
being
able
to
get
up
right.
So
we
need
to
find
some
way
to
maybe
strike
that
out.
J
One
idea
that
we
had
talked
about
was
Viviana
actually
brought
it
up
in
some
parts
is
that
they
don't
have
parking
meters,
they
have
like
a
parking
kiosk,
you
just
get
a
ticket,
so
you
have
just
a
whole
row
of
parking
on
the
side,
and
so,
if
you
have
a
bunch
of
little
cars,
you
might
be
able
to
fit
more
Vehicles
out
there.
Everybody
just
gets
a
parking
ticket
and
puts.
A
F
Other
thing,
too,
is
one
of
the
things
we
want
to
present
to
the
owners.
We
have
those
ideas
of
like
little
pricklets
and
maybe
a
building
owner
might
say
well.
I
want
parking
in
front
of
my
space
I'd
rather
have
a
more
sidewalk
and
more
space,
I,
don't
care
about
parking,
and
so
that's
the
sort
of
feedback
we
want
to
hear
to
help
inform
the
design
yeah.
J
J
So
I
guess
and
then
the
third
block
I'm
sorry
just
the
next
block
of
equal
to
either
we're
still
working
on
this
one.
This
is
in
front
of
all
the
bars
right
now
past
sign
of
this
team,
but
we're
currently
working
on
that
one
a
little
bit
more
because
we
had
an
idea
of
maybe
analyzing
some
angled
parking
on
one
side
versus
parallel
parking,
because
that
tends
to
be
like
more
in
front
of
all
those
bars.
J
You
know
and
bumping
out
or
yeah
bumping
out
and
then
giving
some
room
for
some
manual
parking,
so
we're
analyzing
that
space.
That
was
a
little
bit
of
a
different
idea
than
we
had
approached
already
so
we're
we're
analyzing.
F
F
I
Way
to
see
it
but
yeah,
so
we
need
to
incorporate
something
like
that.
C
G
J
C
A
F
Well,
a
lot
of
the
renderings
that
we've
done
are
the
same:
Concepts
I
think
it
was
more
to
inform
we
can.
We
can
upgrade
those
like
this,
like
the
the
beta
one
I
think
that's
an
important
one,
because
I
think
that's
going
to
tell
a
story,
I
think
showing
the
idea
of
the
parklets
and
the
parking
and
all
that
stuff
I
mean
we
have
a
lot
of
that
information,
but
I
think
we
I
think
we
can.
A
For
that
like
if
it's
multiple
like
I'm
just
thinking
out
loud,
if
we
go
to
the
draft
house
and
have
an
event
there
and
and
there's
conversation,
there's
you
get
input
from
the
different
orders.
They
all
get
invited
that
another
one
at
House
of
whiskey
right
and
then
that
section
gets
invited.
You
have
renderings
and
yeah
and
we
get
the
input
and
they
does
that
work
because
I'm,
just
I'm.
Looking
to
you,
because
I'm
thinking,
there's
going
to
be
a
public
awareness
plan
right
that
right.
F
C
Oh
because
maybe
we
could
get
started
because
I
I
can't
help
you
with
all
of
the
I'm,
not
gonna,
try,
but
but
some
of
them
some
of
the
owners
that
we
could.
All
we
need
to
do
is
get
a
date
and.
J
J
A
J
F
D
It
but
that's
part
of
the
iteration
from
just
thinking
about
questions
from
stakeholders.
How
long
is
a
tank
right?
How
long
are
you
gonna
have
the
street
close?
Are
you
gonna
Street,
the
whole
close,
the
whole
street
am
I
going
to
be
able
to
open
my
you
know
what
times
or
for
how
long
is
this
gonna
happen?
We
just
up
from
coffee.
How
dare
you
things
like
those
so
I
mean
I,
don't
know
I
just
I.
J
No
I
guess
well
I
guess
it
won't
work.
My
intention
is
to
look
at.
B
J
Be
just
because
of
the
uniqueness
of
the
spacing
downtown
of
getting
a
Contractor
on
board.
Once
a
contractor
comes
on
board,
we
might
end
up
having
to
change
traffic
control.
Hey
I've
got
a
concrete
truck
on
this
one.
Where
do
I
bark
the
taxis?
Are
there
on
one
side
where
do
I
park?
You
know
so
there's.
J
J
Honestly,
I'm
not
very
fond
of
so,
but
in
order
I
with
a
lot
of
what
what
we
do
in
design
is
you
almost
have
to
put
it
on
paper
to
prove
your
point
right,
so
I
I
had
to
draw
it
to
show
that
it
looked
funky.
So
what's
going
to
be
best
here
is
we
should
put
the
parking
up
here
flip
these
the
parking
up
here
and
and
driving
down
here,
and
in
doing
so,
you
would
take
out
this
bump
out.
