Tax Increment Reinvestment Zone No 1 Board of Directors Meeting 011023
B
To
get
this
meeting
started,
this
is
the
tax
increment
reinvestment
Zone
number
one.
We
are
in
City
Hall,
council
chambers,
today's
January
10th.
It
is
2
33.
I'm,
going
to
call
this
meeting
to
order
and
again
233
to
get
started.
Miss
will
not
do
what
you
do.
Roll
call
for
us.
Yes,.
C
B
He
is
he's
not
going
to
be
in
at
our
meeting
today.
He
has
to
be
excused
Mr.
E
B
You
thank
you.
We
do
have
a
farm
thanks,
everybody
for
being
here,
I
want
to
before
we
get
started.
I
want
to
wish
everybody
a
Happy,
New
Year,
all
the
success
in
in
your
work
for
our
city
and
for
our
downtown
and
any
other
things
that
are
important
to
you.
We
wish
everyone
the
best
with
that
we're
going
to
go
to
item
three,
which
is.
A
Minister
Mr
chair
I'd
like
to
excuse
Mr
Castillo.
B
B
Okay,
any
discussion,
all
those
in
favor,
say
aye
all
right
any
against
non-motion
passes.
Thank
you
very
much
for
that.
We're
on
to
minutes
approval
of
minutes
of
December
13
2022..
You
have
those
in
your
packets.
G
H
G
Order
for
business
to
have
access
as
well
so
I
was
wondering
if
we
should
at
least
include
the
word
parklets,
because
that's
what
we
were
discussing
specifically
the
rationale
for
having
at
least
some
attention
to
the
electrical
outlets
and
I
I
didn't
see
that
I
didn't
see
the
parklets.
G
Yeah
I
just
want
to
see
that
word.
Yes,
you
hear
me
on
those
ordinances
right
for
the
partners
and
then
also
it
says
the
boarding
Consultants
discuss
the
type
of
concrete
that
can
be
used
around
the
tree.
Wells
did
we
do
that
and
what
was
the
type
of
concrete
that
we
considered
here.
B
B
B
I,
don't
remember
the
exact
cool
discussion
of
that,
but
I
know
in
terms
of
Hardscape.
We
talked
we've
talked
about
trying
to
to
mimic.
What's
been
done
before.
That's
worked
really
well,
it's
the
30
by
30
and
then
36
by
36
squares,
I,
don't
think
we
we
talked
about
the
speck
around
the
trees.
I
mean
did
we
are
we
ready
to
pin
that
down
or
is
that
coming
back
on
drawings,
that'll
be
coming
back
on
drawings,.
G
G
And
then
I
didn't
see
in
here
I
thought
we
specifically
chatted
about
asking
AEP
to
what,
if
they
could
not
just
AEP
but
whatever
the
utilities
are
to
kind
of
try
and
come
to
clean
up
the
mess.
That's
that's
on
in
some
of
the
polls
and
I
didn't
see
that
in
here.
B
B
D
H
G
And
and
I
and
I
also
just
would
like
to
see
the
non-sexist
language
used
with
the
with
the
counselors,
either
counselor
or
council
member
instead
of
council
women.
G
I
H
Remember
these
are
also
minutes
that
are
reflected
of
the
way
that
they're
expressed
so
changing
a
title
that
was
mentioned.
I
mean
I
can
omit
it
or
something,
but
it
might
be
the
way
that
it
was
said.
B
B
Right,
second,
by
Mr
Mia,
any
additional
discussion
there
being
none
all
those
in
favor
say
aye
aye
any
against
non-motion
passes.
Thank
you
very
much.
It
is
240.
We
still
have
five
minutes
for
citizen
comments.
Citizens
are
required
to
fill
out
a
witness
card
no
later
than
2
45..
Those
can
be
found
here
at
city,
council
chambers
comments
are
limited
to
three
minutes
per
speaker.
B
No
more
than
three
persons
will
be
allowed
to
speak
on
any
side
of
any
issue,
and
speakers
may
not
pass
their
midst
and
any
other
speaker
comments
should
be
relevant
to
City
business
and
delivered
in
a
professional
manner.
No
derogatory
marks
will
be
permitted.
Anybody
here
to
make
a
public
comment.
J
Welcome,
sir,
all
right,
thank
you.
This
one
I'm
Jack
kruthers
representing
uetta,
duty-free
and
I'd,
just
like
to
speak
on
the
planned
reconfiguration
or
upgrade
of
the
block
of
zerica.
So
between
Convent
and
Salinas.
We
fully
support
what
I've
seen
of
the
plans
and
the
idea
of
making
it
more
accessible
to
pedestrians
beautifying
it.
All
of
that.
All
that
I'm,
asking
and
I
think
I
can
speak
for
the
other
merchants
on
the
street.
J
Is
that
within
the
plans,
there
is
consideration
for
the
fact
that
we
all
have
to
deliver
merchandise,
to
our
stores
and,
as
I
understand,
there's
going
to
be
significant
narrowing
of
the
street,
and
you
know
we
can
probably
schedule
our
deliveries
somewhat
early
in
the
morning.
The
soar
is
open
from
10
to
six.
We
could
probably
plan
to
have
the
truck
come
between
nine
and
ten,
but
I
know
that
when
some
of
the
other
fragrance
stores
reopened
downtown,
they
do
a
lot
of
business
into
Mexico
and
pre-pandemic.
B
It's
okay,
so
generally
we
don't
make.
We
don't
respond
to
public
comments,
but
I
would
like
to
make
some
comments
after
we
initiate
some
discussion
on
the
next
item.
Okay,
but
we
appreciate
you
coming
in
and
certainly
we
will
have
an
event
where
you
can
even
you'll
see
some
more
of
these
renderings
and
get
more
specific
with
our
consultants
and
ourselves
that
will
be
present
this
week.
Okay,
next
week,
okay,
we
can
engage
some
more
on
on
those
topics.
Thank
you
very
much
for
coming.
Thank
you.
C
B
B
So
this
time
on
this
topic,
maybe
he'd
like
to
come
up-
and
you
know,
would
it
be
viable
for
businesses
that
are
located,
so
one
of
the
ideas
was
to
create
particular
dropping
zones
or
parking
designated
zones
that
are
not
exactly
in
everybody's
front
door,
but
around
the
corner.
Would
that
be
effective
for
in
your
opinion,
for
for
the
downtown
and
the
merchants
that
are
in
similar
business
of
yours.
J
J
It
would
possibly
complicate
it
depending
on
how
far
around
the
corner
that
you're
talking
about,
because
we're
talking
pallets
and
cases
of
liquor
and
fragrances
which
are
very
heavy.
So
if
it's
say
around
the
corner
on
Salinas,
you
know
we're
going
to
have
to
unload
onto
the
sidewalk
on
Salinas
and
then
put
them
on
dollies
or
hand
trucks
and
bring
it
to
the
store
and
we're
kind
of
in
the
middle
of
the
block.
So
that
would
be
challenging
I.
J
Think
a
bigger
concern
would
be
again
assuming
that
those
fragrance
stores
on
the
other
side
of
zaragusa,
from
where
we
are
reopen
and
start
doing,
that
business.
Where
you
know
they're
literally,
like
I,
said.
Sometimes
there
were
six
to
eight
UPS
trucks,
they're
picking
up
merchandise,
at
five
between,
say
five
and
six
in
the
afternoon,
and
you
know
that
I
think
could
have
an
impact
on
their
business.
So
it's
I
mean
right
now
we
we
can
have
our
truck
pulled
to
the
curb.
We
actually
have
a
little
curb
cut
there.
J
G
Totally
yeah,
and
so
they
actually
I
believe,
is
representing
that
location
and
then
the
one
on
the
corner
of
Salinas
yeah.
G
Different
entertainment
and
but
when
the
engineers
have
their
engagement
when
they
write
I,
think
part
of
that
is
going
to
be
flat.
I
believe
and
I
think
that's
how
they're
engaging
but
I
mean.
Once
we
see
the
presentation,
then
yeah.
B
And
that's
the
purpose
of
engaging,
so
we
don't
miss
anything
on
on
design.
The
idea
is
to
create
a
system
that
hopefully
works
for
most
right
and
it's
effective
for
the
overall
downtown,
but
I
think
we're
good
to
your
case.
We're
going
to
get
to
the
specifics.
I
think
we'd
be
interested
in
seeing
what
exactly
particulars
are.
What
we're
talking
about
in
your
impact.
Okay,.
D
B
Mr
Mayor!
You
want
to
make
that
motion
yeah.
D
B
By
Miss
Alexander,
all
those
in
favor
say
aye
aye
aye
any
against
none
motion
passes
so
okay.
So
this
brings
up
item
six
update
presentation.
Discussion
possible
actually
makes
a
tourist
ongoing
Improvement
design
work
elements
as
may
be
requested
or
required,
or
requested
by
the
design
team,
Edward
or
Rick.
Do
you
all
have
any
insight
as
to
this
location
or
the
thought
process
with
with
this
kind
of
situation?
B
K
Good
afternoon
Edward
Ocho
with
KCI,
so
looking
at
the
the
plan
that
we
have
there
for
the
Saragosa
location,
I
know
the
ueta
building
is
kind
of
mid-block.
Is
that
the
area
we
were
talking
about
or.
K
So
in
that
one
we've
got
the
the
proposed
design.
There
would
be,
of
course,
we've
got
that
separated
or
two
level
sidewalk
system,
east
of
them
or
to
the
right
of
them
on
the
picture
and
then
right
where
the
oeta
building
would
be.
Where
you
see
the
two
trees,
I,
don't
think
can
I
point
to
this:
can
you
zoom
out
there
we
go?
Can
you
all
see
my
cursor?
Yes,
let
me
get
the
hand.
Oh,
let
me
zoom
in
too
yeah.
Sorry.
K
So
this
is
that
building-
or
we
were
talking
about
doing
the
the
two
level
two
level
and
then
the
two
level
basically
ends
right
at
the
end.
This
is
between
that
building,
and
this
is
the
oeta
building
right
here,
and
so
what
we
were
proposing
here
was
to
have
just
kind
of
a
wider
evened
out
just
from
an
elevation
perspective.
It
allows
for
that,
and
we
had
proposed,
maybe
putting
some
trees
here.
F
K
And
so
we
we
were.
We
were
wanting
to
visit
with
the
property
owner
just
to
discuss
that
a
little
bit
further,
because
we
could
see
that
there's
a
curb
cut
there.
F
K
It
ideally
it'd
be
nice
to
not
have
it
right,
because
it
would
allow
us
to
kind
of
flatten
things
out
a
little
bit
better
from
an
ada
perspective,
but
if
it's
something
that
is
used
or
needs
to
continue
to
be
used-
and
we
can
incorporate
that
so
we
we
had
that
option
to
look
into
once.
We
engaged
with
the
property
owner
what
what
to
do
in
that
particular
location.
But
right
now,
we've
got
it
to
where
it's
just
kind
of
a
flat
single
level,
sidewalk
right
in
front
of
the
hole
at
the
building.
Okay,.
B
K
No
I
mean
we've
discussed
it,
we've
discussed
the
concept
and
I
and
I
think
we
did
bring
it
up
at
the
last
meeting
as
a
kind
of
a
conceptual
idea,
and
it's
just
kind
of
a
conceptual
idea
that
would
help
with
the
overall
plan
of
of
the
walkability
of
downtown
the
idea
there
that
we
presented,
if
I'm
not
mistaken,
how
we
discussed
it
last
meeting
was.
You
would
essentially
have
all
your
delivery.
K
Trucks
come
in
on
South
come
off
of
Santa
utsava,
so
they
would
come
down
Santa,
utsala
and
then,
depending
on
where
they
needed
to
go.
They
would
run
in
that
Westerly
Direction.
So
it
would
be
all
the
roads
to
the
West,
so
it
will
be
there
I
guess
to
some
extent,
Saragosa
and
and
all
the
other
roads
to
the
west,
and
then
that
would
give
them
the
ability
to
deliver
off
of
there.
K
And
what
we
can
do
is
enhance
those
streets
to
have
delivery
zones
specific
for
delivery
and
then
from
there
they
would
be
able
to
walk
at
most.
I.
Think
we
figured
out
was
about
a
block
at
most
would
be
a
block
which
would
be
300
feet
or.
B
K
K
Add
a
board
yeah
we
can,
we
can
probably
add
a
board,
you
know
and
and
speak
to
it.
Just
conceptually
I
certainly
would
like
to
get
some
feedback
on
that
concept,
certainly
finding
out
from
the
merchants
of
how
that
works
and
how
it
would
affect
them
negatively
or
not,
because.
G
Grant
and
yeah
the
other,
the
other.
L
Thing
that
is
kind
of
we're
working
hand
in
hand
is
also
we
did
over
the
right
before
the
holidays.
We
did
meet
within
Metro
to
present
the
plan
to
them.
We
still
need
to
go
to
meet
with
traffic
and
with
the
fire
department
we
sort
of
need
to
get
everybody
on
board.
With
our
plan
before
we
I
mean
we,
it's
like
you
said
it's
very
conceptual
right
now,
but
we're
working
on
getting
those
all
the
sort
of
the
t's
crossed
and
the
eyes
dotted
right.
L
We
want
to
make
sure
that
that
the
city
and
then
also
the
the
people
who
own
the
businesses,
the
business
owners
that
we
take
all
of
their
feedback
into
account,
so
that
we're
kind
of
in
the
middle
of
that
process
right
now,
but
we
can
certainly
show
a
diagram
of
what
we
have
and
conceptually
and
maybe
get
some
feedback
from
all
parties.
At
that
point,.
K
I
mean
it
was,
it
was
an
idea
that
we
had
tossed
around
as
a
design
team
about
a
month
or
two
ago,
and
it
it
it
makes
things
work
a
lot
better
on
the
grand
scheme
of
walkability
for
downtown.
You
know
that's
kind
of
one
of
the
main
focuses
of
what
we're
doing,
but
you
know
we
want
to
be
very
mindful
of
everything
else
around
us
right,
but.
K
Yeah,
so
this
on
this
street
in
particular,
we've
and
we've-
always
we've
discussed
this
from
the
very
beginning.
It
was
a
comment
from
the
very
beginning
and
we've
we
are
presenting
it
as
such,
and
so
you
see
here
we
call
it
a
taxi
loading
zone
right
and
that's
how
it's
being
used
right
now.
K
Unloading
yeah
I
guess
is
basically
what
it
is,
but
currently
that
south
side
of
Saragosa
is
operating
as
the
taxi
waiting
area.
So
the
taxis
tend
to
congregate
more
towards
this
Eastern
side
by
convent
and
they
park
and
they'll
stack
up.
You
know
sometimes
two
or
three
taxis.
K
B
L
Might
yeah
so
where
we've
been
working
with
Main
Street
on
getting
the
word
out
we've
already
printed,
all
of
the
Flyers
that
have
been
picked
up
and
they're
being
passed
out.
L
We
are
what
we
brought
today.
What
we
brought
today
was
just
kind
of
an
overview
of
what
we
were
going
to
present
and
to
kind
of
go
through
that
with
you
guys
to
see
if
there
was
anything
that
you
wanted
to
add
or
wanted
to
change
so
that
the
purpose
of
our
presentation
was
just
to
kind
of
review
the
the
boards
that
before
we
printed
them
out,
we
wanted
to
sort
of
show
them
to
you,
because
you
get
some
input
yeah
to
get
some
input
yeah.
E
L
Ahead,
okay,
so
obviously
we're
gonna
have
the
two
presentations,
one
for
Santa
Rosa
and
one
for
ecobita
Street
and
Saint
Augustine
they're
sort
of
Tech
Team
there.
We
thought
it
would
be
a
good
idea
to
bring
a
board
with
some
existing
condition.
Pictures
we
make
have
two
of
these
I.
L
Don't
know
we're
still
working
through
that
right
now,
but
I
wanted
to
show
that
as
an
example
to
kind
of
give
the
the
the
public
an
idea
of
what
it
looks
like
today,
then
we
were
going
to
show
the
plans
because
I
think
that
kind
of
shows
more
or
less
what
we're
doing.
L
These
plans
are
hard
to
read
to
the
normal
person,
so
obviously
we'll
be
there
explaining
what
things
are
and
pointing
things
out
to
them,
but
but
we
do
want
to
show
like
this-
is
the
views
that
are
there
now
and
then
this
board
shows
kind
of
the
views
of
what
it's
going
to
look
like
in
the
future.
So
you
get
sort
of
like
if
you
won,
you
know
to
be
up
the
stairs
view
number
two,
and
we
did
these
big.
So
we
can.
L
So
again,
you
know
showing
you
the
floor
plans
of
what
we're
doing
along
Zaragoza,
showing
the
existing
conditions
and
then
showing
the
renderings
of
what
it.
We
hope
that
it
will
look
like
when
we're
all
said
and
done
then
for
Simon
Osteen.
We
have
some
more
existing
photos.
The
same
Pro,
same
concept,
we'll
have
in
the
board
of
existing
conditions
and
the
floor
plans
that
we've
worked
on
showing
this
is
for
some
listing
from
granite
and
then
from
itovina
to
Lincoln,
and
then
on
this
one.
L
L
Have
them
in
this
in
this
presentation
then
again
for
either
it'll
be
something
similar
now
on
this
one.
It's
a
little
different
in
that,
like
we
didn't,
do
any
renderings
of
this
area,
but
we
have
an
existing
example
that
we
can
point
to
so
you
can
see
from
and
what
I
may
do
is
pull
out
image
number
four
as
a
separate
image
to
show.
L
Yes,
the
western
side
of
ethod.
Right
and
again,
we
have
the
floor
plans.
We
are
on
this
one.
We
are
locating
the
Monument
of
where
that
is,
and
then
we
also
have
a
rendering
of
the
monument
as
well
we'll
bring
that
with
us
as
well
to
show
people
along
the
beach
they'll
be
the
street.
L
So
again,
it's
mostly
to
get
the
plans
big
size,
get
some
images,
get
some
photographs
and
and
obviously
we'll
be
there
to
kind
of
walk
people
through
it
and
and
explain
what
we're
doing
we're
missing
anything
or
do
you
think
we
should
add
anything
or
any
comments?
Certainly
we
have
time
between
now
and
next
Tuesday
to
incorporate
that.
B
L
Like
we
can
it's
essentially
see,
or
is
it
I
guess
it'd
be
a
long?
You
know
along
this
area.
Right
here
is
their
building
correct.
B
Did
we
find
out
who
owns
the
parking
lot
on
across
from
Draft
House.
L
I
I
don't
know
who?
Who
is
that.
L
It's
it's.
B
F
L
So
it's
it's
the
parking
lot,
that's
just
on
the
other
side
on
the
other
side
of
this
house
right.
B
K
Currently,
it's
there
there
I
believe
or
one
or
there's
at
least
one,
maybe
two
curb
Cuts
going
to
that
property.
But
it's
it's
fully
fenced
and
locked
and
gated.
So
we
were
again
that's.
There
were
several
situations
like
that
that
we
said
Well
we'd
like
to
visit
with
the
owner
to
find
out
exactly
what
their
use
is
and
if
we
need
to
put
a
driveway
we
will,
but
if
we
can
take
it
out,
you.
K
Yes,
it
will
give
spaces
for
the
folks
in
front,
so
we
have
to
tie
a
driveway
to
it.
Then
it
you,
you
eliminate
some
of
that
parallel
parking
that
we've
got
allocated
right
now,
but
but
then
again,
if
we
put
the
driveway
in
and
it
can
be
accessible
for
me
to
be.
That
opens
up
another
opportunity
for
sure
so.
H
H
That
the
property
owner,
that
is
on
Lincoln
and
Santa
Ursula,
so
the
same
property
owner-
that's
that
is
that
parking
lot
in
the
back,
which
is
so
on
the
webcad
it
just
I
mean
on
on
Google,
is
showing
us
Premier,
Inc
I,
don't
know
if
it's
what
that
yeah
yeah
and
nothing.
D
Mr
chairman
I
I,
do
have
one
question
with
and
Edward
yes,
sir
I
know,
we've
been
doing
a
lot
of
changes.
How
we're
doing
in
cost
estimate.
I
know
the
cost
of
construction
is
high,
because
we
have
limited
amount
of
money.
We
don't
want
to
do
detailed
design
and
oh
can
afford
it.
K
You
have
run
costs,
so
we
we
ran
a
cost
estimate
back
in
mid
to
late
November
and
that
was
for
the
Saragosa
portion
I
believe
and
it
was
it
was
within
budget
of
what
we
had
for
that
one
block.
K
We
haven't
run
a
comprehensive
cost
estimate
for
all
the
blocks
yet
because
we're
still
kind
of
updating,
designs
but
I
believe
what's
been
allocated
thus
far.
I
think
you
all
had
a
hundred
thousand
hundred
and
twenty
thousand
a
block
or
something
like
that.
That
seems
to
be
kind
of
along
the
lines
right
now.
But
you
know,
as
we
get
into
the
details
of
you,
know,
tree
Wells
and
maybe
certain
types
of
tree
Wells
and
retaining
walls
and
stones,
and
you
know
that.
D
K
That
would
be
a
good
idea,
I
mean
certainly
in
the
environment
that
we're
in
today
costs
from
projects
six
months
ago.
Don't
really
lend
themselves.
You
know
when
you
take
a
unit
cost
from
a
project
that
got
awarded
six
months
ago.
It's
not
the
same.
Today.
Costs
have
gone
up,
you
know
in
in
years
past,
most
Engineers,
we
use,
you
know,
cost
estimates
within
about
a
year,
and
you
know
you
can
adjust
from
there,
but
it's
it's
tough
I
will
reach
out
to
Mr
Chavez
to
get
a
copy
of
that.
K
I
appreciate
that,
but
we
we
have
run.
We've
got
to
cost.
The
preliminary
cost
estimate
that
we
ran
on
Saturday
Rosa
because
that's
been
the
most
comprehensive
work
that
we've
done
to
date
and
it
it
was
lining
up
with
things
that
we
had
seen
a
few
months
ago
in
cost,
but
yep
we'll
look
at
that
is.
G
And
what
about
the
the
monument
at
the
for
the
Cathedral
on
Zaragoza?
Are
we
still
doing
that.
F
L
Yeah,
that's
fine
I
think
we
might
have
a
board
already
we'll
bring
it
with
us.
Only
yeah
still
bring
it
with
us.
Yeah.
B
So
I
need
to
follow
up
with
the
county
on
that
I
already
presented
to
them
now
that
they
have
an
e-commissioner
I
need
to
follow
up.
The
city
gave
me
the
the
document
to
use,
so
we
we've
got
to
get
that
to
the
county.
So
I'll
put
that
on
my
to-do
list.
K
Yeah
that
particular
that's
kind
of
a
single
intersection
location
that
we're
just
that's
all
we're
doing.
There
is
just
the
monument
and
some
little
tidiness
around
the
area,
so
we
haven't
Incorporated
that
in
this
plant
set,
but
you
can't
that's
not
difficult
to
do
at
all.
K
G
To
discuss
with
the
county,
where
how
they
maybe
can
connect
to
this
project,
because
I
think
downtown
Laredo
is
in
one
County
and
I'm,
not
sure
that
we've
ever
discussed
with
them,
how
they
might
participate
in
their
downtown.
Well,.
L
G
By
the
county,
just
participation
are.
G
L
G
What
we
start
doing
well,
and
especially
because
we're
not
doing
both
sides
of
Zaragoza,
the
the
south
side
of
Sonic,
also
is
in
great
need
and
it
if
we're
going
to
tear
up
the
north
side
of
Saragosa.
Why
can't
we
just
tear
up
the
South
side
at
the
same
time?
That
would
that
would
be
a
it
seems
like
it
would
be
an
efficient
use
of
funds
to
do
it.
At
the
same
time,.
B
L
K
A
F
A
Just
looking
at
that
that
concrete
barrier
that
you're
going
to
put
up,
what
would
it
could
we
shorten
it
to
where
it
comes
right
up
to
the
delivery
door
for
weather.
K
A
You
know
if
you
cut
the
the
concrete
barrier
there
and
let's
say
a
delivery
truck
comes
up.
Somebody
can
get
around
you
know.
Yeah
I
mean
they're
just
parking
right
behind
the
truck
they
can
just
go
around,
but
I
didn't
know.
What's
the
distance
of
that
that
concrete
that
we
can
cut
out
right
at
that
point.
C
K
It's
like,
oh,
this
is
a
stripe.
Yes,
sir
yeah
yeah,
we
have
it
labeled
here
for
post
striping,
so
there's
no
obstacles.
L
F
K
Sir,
it's
so
the
idea
there
is
to
have
just
kind
of
a
single,
solid
stripe
that
makes
it
very
clear
for
the
drivers
that
you
will
stick
on
this
side
currently
right
now
again
it
operates
pretty
much
how
you
see
it,
but
there's
no
striping.
It's
just
you
know
they.
Just
the
the
taxis
and
the
loading
will
pull
over
to
that
right
side,
but
we
wanted
to
have
a
distinctive
stripe
on
there
so
that
it's
clear
to
the
traffic
yeah,
it's
so
it's
it's!
B
E
F
I
I'm,
the
director
of
Main
Street,
so
we've
been
working
with
able
City
on
the
Flyers,
so
this
is
a
copy
of
the
flyer.
This
is
the
one
for
Zaragoza.
I
We
have
another
one
for
etor,
Vida
and
I
didn't
realize,
but
I
thought
to
show
just
one
and
we
delivered
these
flyers
today
in
the
more
kind
of
in
the
morning
and
I
have
with
me
one
student
worker
from
Tami
U
and
her
name
is:
she
was
the
one
who
actually
went
or
door
to
door
and
she
talked
with
the
people
that
I
want
you
to
hear
what
the
people
on
the
street
had
to
say.
Someone's
arrested,
you
yeah.
I
A
I
M
M
E
G
C
I
I
think
it's
at
six,
six,
yes,
and
the
reason.
Why
is
because
the
ones
on
Zaragoza
they're
open,
that's
their
business
hours
and
they're
open
during
that
time
at
2PM?
So
we
thought
that
people
might
like
I'll
be
back
in
a
minute
and
they
might
be
able
to
attend
and
the
one
on
it
the
bars
open
at
night,
so
they
might
be
more
likely
to
attend
in
the
afternoon
or
in
the
evening
kind
of
thing.
So
just
a
summary
in
English.
I
What
they
say
is
that
they're
very
excited
to
be
like
to
see
the
changes,
and
they
also
believe
that
this
will
be
an
improvement
for
the
area.
So
more
people
can
come
to
downtown
and
actually
have
they
will
have
better
sales
as
well
because
of
the
changes.
So
they
are
very
excited.
They
have
seen
the
engineers
coming
up
and
do
the
measurements,
and
that
I
mean
they
already
knew
right.
Something
was
going
to
happen,
so
this
is
kind
of
for
them
like
an
official
announcement,
so
they
can
attend
the
session.
F
G
Thank
you.
Thank
you,
there's
the
thank
you
for
doing
that.
Thank
you.
Thank
you
for
your
feedback
also,
and
that
is
exciting,
that
they
were
that
it
was
positive.
G
G
Of
course,
I
realize
it's,
the
property
owners
responsibility
to
to
know
what's
going
on,
but
we
need
to
try
and
figure
out
how
to
connect
with
property
owners
because
they're
the
ones
paying
for
this
and
they're
the
ones
that'll
have
the
the
questions
doctor
when,
when
you
reached
out
to
these
people,
were
you
able
to
get.
B
I
F
G
We
as
an
owner
there's
not
time
at
this
point
it's
next
week,
right
and
I'm.
Is
there
a
budget
for
that.
G
G
We're
on
we're
on
YouTube
I
realize
that,
but
a
lot
of
the
owners-
I
I,
mean
I,
don't
know,
but
maybe
owners
might
still
be
surprised
about
what's
coming
up
and-
and
it's
also
the
opportunity
there's
a
there's-
a
Time,
also
because
the
tours
is
going
to
build
something
that
there
is
no
nothing
in
place
at
present
to
sustain
it,
and
that's
also
going
to
connect
to
the
property
owners
and
once
the
property
owners
understand
that
that
the
trees
aren't
going
to
water
themselves
or
cut
themselves
and
maintain,
and
we
need
security
that
kind
of
stuff
to
go
with
the
improvements
or
or
when
there
is
going
to
be,
hopefully
more
people
in
the
downtown.
G
E
G
A
business
district
that
is
funded
and
active
because
that
that
that's
coming
or
the
the
improvements
will
just
fall
by
the
wayside
and
they
won't
be
maintained
and
other
cities,
business,
Improvement
districts
work
with
the
tours
together.
One
builds
one
maintains
and,
and
at
the
presentation
that's
going
to
be
an
opportunity
to
Enlighten
the
business
owner,
the
not
the
business
owners,
the
property
owners
that
that's.
This
is
the
potential
for
funding
us
as
well.
B
Let's
see
what
the
response
that
we
get
you
know,
certainly
if
it's,
if
it's
very
minor,
very
few
people,
then
we
still
we
and
we
heard
from
Edward
before
the
meeting
started.
We've
got
a
few
more
months
of
design
right
so
at
least
a
month
and
a
half
we'd
left
to
finish
I,
don't
think
we're
going
to
have
any
major
or
shattering
changes
right,
but
if
somebody
wants
to
engage
our
team
they
can
still
do
that.
Edward.
You
want
to
make
confidence.
K
I
just
wanted
to
add
a
comment,
as
we
were
talking
about
the
public
involvement
just
so
that
everybody's
aware,
the
outlets
is
at
2
p.m,
on
Tuesday
and
then
at
the
other
location
house
of
whiskey
on
Wednesday
at
6.,
our
presentation
or
our
showcase
is
going
to
be
for
both
locations.
So
if
somebody
can't
make
the
2PM
they
could
go
to
the
other
location
at
six.
I
just
wanted
to
make
sure
everybody
knows
that,
so
we
will
be
speaking
about
Santa,
Rosa,
house
and
whiskey.
B
Point
is
and
I
appreciate
you
clarifying
that.
The
point
is
that,
if
we're,
if
we
want
to
send
some
other
notice,
hate
engage
there's
the
last
few
weeks
or
six
weeks,
anybody
can
do
that
we'd
be
happy
to
meet
with
them.
So
there's
that
opportunity,
Dr
David,
you
want
to
comment.
Do
you
want
to
come
up.
F
I
B
I
I
Right
exactly
so,
we
can
showcase
that
and
the
other
thing
I
was
going
to
say,
I
totally
forgot
hold
on.
It
will
come
back
on
the
engagement.
Oh
yes,
so
in
terms
of
building
a
database
or
something
that
we
can
start
kind
of
building
a
community
where
we
can
actually
Outreach
more
efficiently,
I
think
on
that
day,
maybe
having
a
signing
sheet,
please
leave
your
information,
so
I
think
that
will
be
crucial.
So
we
can
start
collecting
all
the
information
that
we
need
from
it
owners
as
in
business
owners
and
Property
Owners.
I
E
B
I
think
we
talked
about
this
sometime
back,
but
a
working
group
that
looks
at
the
theater's,
mainstream
business,
district
or
improvement
district
get
those
folks
working
together
soon.
So
we
can
formulate
that
plan
right
and
Source
it
right.
The
need
requires
funding
too
so
I
think
I.
Obviously
we
are
charged
with
these
improvements
right
now,
but
somebody
maybe
those
four-
can
take
the
lead.
A
representative
of
those
bodies-
I,
don't
know
if
I
missed
anybody,
there's
other
people
that
are
operating
downtown,
that
are
entities
right
or
organizations,
but
I
mean
there's.
B
B
G
I
hate
to
believe
at
the
point,
but
there
could
potentially
and
I
could
defer
to
the
engineers
or
ask
them.
G
Changes
can
be
made
in
the
plans
if
you're
working
with
a
property
owner
and
so
I'm
thinking
of
the
property.
That's
alongside
iosa,
that's
between
well
between
the
the
properties
that
Mr
cruthers
represents.
G
There's
those
stairs
and
and
I
know
from
working
with
you
that
if
the
property
owner
will
invest
something
that
the
plan
could
change
and
I'm
thinking
about
the
improvements
that
were
made
west
of
Salinas
on
Saragosa
for
the
to
enhance
the
walkability
and
most
of
those
many
of
those
stores.
The
majority
of
those
stores
are
closed.
Now,
maybe
for
no
reason,
that's
connected
to
those
improvements,
but
we
can't
say.
G
But
what
what
we
do
know
is
that
none
of
the
property
owners
were
engaged
or
even
aware
of
what
was
happening
when
those
sidewalks
were
being
built
and
the
design
could
have
potentially
been
different
and,
in
my
opinion,
improved
if,
if
the
property
owner
would
have
been
called
in,
to
have
the
opportunity
to
work
with
what
was
happening
because
the
property
owner
might
be
able
to
invest
something
to
change
an
elevation
or
an
entrance
or
a
door
or
a
curb
cut
or
all
of
those
things.
G
J
B
B
Illinois
best
practice
for
this
whole
effort.
All
right
is
there
anything
else
on
that
item,
if
not
we'll
jump
on
to
their
last
item.
There
item
eight
discussion
with
possible
action
regarding
invoices
submitted
by
eagle,
City
and
KCI
Technologies
that's
presented,
I,
don't
think
we
have
one
from
KCI
correct
or
is
it
missing?
Okay?
B
B
Second,
set
and
moved
by
Ms
Alexander
seconded
by
Mr
Navarro
any
discussion,
all
those
in
favor
say
aye.
