about
three

an
economic
incentive
tool
that
allows
financing
for
certain
projects
that
are
environmentally
conscious,
either
on
existing
or
new
investments
in
projects.
The
city
of
Laredo,
through
Environmental,
Services,
we're
leading
the
charge
to
adopt
the
regulations
that
will
allow
for
this
financing
mechanism
to
exist.
This
is
an
informational
seminar
where
the
folks
from
Payson
Austin,
as
well
as
other
communities
and
Texans
that
have
already
adopted,
pace
and
implemented.
It
are
going
to
come
in
and
just
give
a
little
bit
of
information
about
case
studies
and
other
cities
as
well
as
what
this
means
for
us.

a
pretty
good
win-win
program,
whereas
the
city
doesn't
necessarily
have
to
pay
for
anything,
we're
a
party
to
the
individual
transactions
that
happen
between
a
developer,
a
business
owner,
a
potential
investor
and

lending

become
a
party
to
this
agreement
once
it's
implemented,
we're
not
there
yet
we're

very
beginning

it.

projects

going

historic
district
landmark
poor

the
Arts
Commission,
which
are
both
City
Commission's.
That
should
be
reviewing
these
projects.

good

I'd
like

talk
about
is
what
the
economic
development
Advisory
Committee
has
been
working
on.
We've
recently
passed
a
plan
and
which
is
a
group
of
incentives
or
to
subsidized
housing
in
the
downtown
I
know
one
of
the
things
that
has
been
discussed
as
beautifying
it,
making
it
more
attractive
to
bring
the
citizens
to
vote,
maybe
not
exactly
live,
but
you
know
to
come,
feel
safe,
clean
and
then
you
know
the
whole
air
being
clean.
But
what
I
wanted
to
refer
back
to
is
kind
of
typical
idea
of
development.

If
they
can
incentivize
five
little
routes
top
six,
you
know
ten
rooftops
being
turned
into
housing
and
putting
those
citizens
here
that
can
actually
have
a
much
larger
impact
than
that
seeing
every
single
dollar
and
those
funds

beautifying
the
streets
when
we're
truly
trying
to
do
is
bring
life
back
downtown
and
people
back
downtown
and
the
the
best
way
to
always
do.

put
people
in

living

develop
and
grow

business

nonprofit

we've
started
last
year
and

hope
people
will
kind

bridge

citizens

city

citizens

own

how
to
engage
with
city
government
in
a
productive
way.

so
we
are
the
avenue
to
make
that
happen
and
make
things
easier.

Laredo

for
urban
agriculture
I'm

to
talk
about
quick
leave
out
there,
which
is
a
public
art
and
culture
advocacy
group
we've
recently
formed,
maybe
February

March

think
maybe
the
end
of
February
and
just
started
a
meeting
with
different
local
artists
and
art
advocates
to
see
how
we
can
both
pursue
public
art
projects
around
the
city,
but
also
to
advocate
for
permanent
funding
from
the
city
to
invest
in
arts
and
culture.

part

a

platform
for
public
art
and
artists
and

general
creatives
in
laredo,
and
it
was
meant
to
be
platform

connect.

one

the
things
is,

main
goal
is
to
cultivate
the
artistic
and
cultural
community
of
the
Reno.
If
you
just

it

we're
a
group
of
artists
and
advocates
from
all
disciplines

integrate
the
art
community,
driven
by
a
desire
to
evolve
the
Reno's
culture.
Our
objective
is
to
nurture
and
expand
the
local
arts,

people

we
find
hope
that
you
can
do
it
to
the
next
one.

eight
meetings
now
for
projects
that
we
have
kind
of
on
the
table
that
we're
working
with
and
up
to
22
members,
which
you'll
see
there

first
picture

there

actually
meeting
with

who

arts

culture

she's
been
nice
nest,
amend
this
her
space
for
meetings
and,
typically

those
meetings
and
tales

have,

it's
discussions

day
we
were
kind
of

we
want

convey
many

these
public
arts
projects

possibility

mural

walls

range
from
established
artisans
that
we
have

little
shows

met
with
us

another
local

a
bunch
of
people
who
have
a
desire
to
kind
of
you
know,
promote
and
advance
the

community
here

rate

the
art
meeting

in
the

that's

next

one
of
the
one

things
that
we
saw
me
that
a
town
hall
meeting
survey
and
one
of
the
biggest
results
are
that
the
third
biggest
result
was
an
arts
and
culture.

is

public
art
today
goes
beyond
murals
and
monuments
and
memorials.
It
seeks
to
engage
community
to
bring
it
to
life
in
new
ways,
cities
which
have
established
successful
cultural
programs
with
long
and
long
term,
investments
all
have
a
master
plan
and
funding
so
master
plans.
This
is
a
one
of
the
things
we
just
created
a
draft
for
we
didn't
bring
it
before
with
the
Arts
and
Culture
Commission,
whose
since
approved
it
to
be
bringing.

the
funding
for
a
master
plan
would
take
some
time
and
then
it
would
take
time
to
execute
it
and,
in
the
meantime,
we're

engaging
with
the
Commission
and
with
other
organizations
locally
to
push
for
certain
public
art
projects

attention
to
this.
So
the
end
here
number
six
would
be
to
adopt
the
master
pan
once
it's
finalized.
At
the
same
time,
we
would
adopt
the
2%
improvement
project.
That's
the
goal
so
that
we
have
permanent
funding
in
the
city
to.

El
Paso
does
is
that
they
have
like
an
ordinance
in
place
where
they
can
save
up
some
of
those
funds
and

it

it
doesn't
have
to
be
in
location,
and
my
understanding
was
at
15%
of
whatever
came
in
would
be
spent
for
the
staff
and
for
administrative
cost.

think
we
have
to
continue
to
look
at.

specific
project

sort

our
pilot

we're
learning
all
about

regulations
and
the
things

we
can

from

the
traffic

high-risk

it
open
for
emergencies
and
maintenance
vehicles,
so

members
came
up
with

idea

it

really
a
pilot

that
we
bring
like

visibility
to
the
people

walking

there
and

at
the
same
time,
trying
to
beautify
the
area.

the
spray
cans

we're
looking
into
they're,
actually
used
for
utility
and
construction
purposes
that
you

companies
use
them
or
departments
use
them
to
point
at
where
you
know
a
certain
construction

think
it
will
happen.
So
that's
what
we're
thinking
of
it.
So
the
cutters
are
bright
and
they
play
into
our
take
of
bringing
something
a
little
bit
more
modern
and
colorful
to
the
area.

to
a

liaison

believe
for
the
Historic
Landmark
Board
and
I
did
mention
that
this
is
a
temporary
project,
so
it
shouldn't
be
a
concern
in
terms
of
the
area
and
the
being
it
being
within
the
historic
district.
We
also
spoke
to
Environmental
Services
about
the
type
of
paint
that
we're
using.
We
got
the
blessing
from
the
traffic
department
and
the
Arts
Commission
as
well.
So
that's
where
we
stand
on
this
and
we
sort
of
welcome.
You
know
how
you
guys
may
want
to
get
involved.

been

to
very

on
how
they
can
also
help
us
kind
of
promote
this
and
even
use
it

a
statement
concerning
the
border
wall
issues
and
how
the
two
nerado's

collaborate

about
those
issues.

one

the
streets
were

looking

council's
division
when
they
originally
created
the
terms
board
again,
it's
the
council's
mission
so
that
the
City
Council
can
change
it
down
the
road,
but
their
vision
was
connectivity
connecting
parts
of
this
of
the
downtown
area
so
that
people
can
flow
from
one
section
to
the
other
and
the
idea
here
being
that
the
city's
heavily
invested
in
the
outlets
as
an
economic
generator
for
the
area.
But
unless
there's
a
vehicle
that
says
hey,
you
can
also
go
this
direction
to
find
out
more.

being
walked
down
said

wanted
to
go
to
the
same
Gustin,
historic,
Plaza
or
vice-versa,
from

pilot
going
to
the
outlets
or
using,
for
example,
each
of
the
mystery
getting
to
that

makes
it
visually
and

infrastructurally
conducive
to

the
City
Council
originally
sees
the
funds
being
used
for

bring
attention

downtown

awareness

the

Ellum
area
was
well
known
for
its
tattoo
shops.

went
to

you
wanted

quality
tattoo

didn't
get,

point
here

that
you
see
how
it's
evolved
over
time
and
now
it's
becoming
a
center
from
from
the
artistry
of
tattoo
to
the
general
artistry.

I
think
that's
an
excellent
example.

doing

about
this
project
is
that
this
is
just
in
that
area.
This
is
just
one
idea
that
we
had,
but
there's
a
lot
around
shading
like
shade
structures
that
we
would
like
to
help
with
creative
ways
of
doing
shading.
So
that's
something
that
if
it's
in
the
plans
/
tours
that
we
can
fill
out
great
with
that
resonates.

think
the
shade
and
also
we've
talked
about
benches
and
entries
and
areas
for
people
to
really
not
just
go
to
look
at
something.
They've
got
a
mural,
but
to
stay
talking.

you'll
learn
about
the
organization
also,
is
that
you
know
this
is
a
long-term
process.
If
you
study
towards
this
another
city,
some
of
the
faster
some
slower,
the
ones
that
move
faster,
the
ones
that
are
in
developed
areas,
the
ones
that
move
slower,
the
ones
that
are
underdeveloped
areas
they
need
developing.
This
is
an
example
of
the
latter,
so
patience
is
involved,
but
continuity
attending
this
means
in
presenting
your
ideas
in
joining
the
chorus.

the
continued

and

and

the
meetings
and

Julia
who
add
input
to
this

dimension
