A
Is
there
a
second
okay,
all
those
in
favor
say
aye,
all
those
opposed.
The
motion
carries
next
item
on
the
agenda
is
citizen
comments.
Item
for
citizens
are
required
to
fill
out.
A
witness
card
is
submitted
to
the
chairperson
or
designee
no
later
than
4:15
p.m.
and
identify
themselves.
Before
speaking,
comments
are
limited
to
three
minutes
per
speaker.
No
more
than
three
persons
will
be
allowed
to
speak
on
any
sight
of
an
issue.
Should
there
be
more
than
three
people
who
wish
to
speak
on
a
particular
issue.
A
They
need
to
select
not
more
than
three
representatives
to
speak
for
them
and
the
presiding
officer
may
limit
the
public
comments
further
in
the
interest
of
an
orderly
meeting.
Speakers
may
not
pass
or
maestra
another
speaker.
Comments
should
be
relevant
to
the
city
business
and
delivered
in
the
professional
manner.
No
derogatory
remarks
will
be
permitted
next
item
on
the
agenda.
5A
discussion
and
possible
action
on
items
related
to
the
downtown
charge
number
one
area
tour
held
on
January
20:19.
So
this
is
the
moment.
A
A
Those
are
just
my
general
comments.
I'd
like
to
also
know
that
I
agree
that
that
one
of
the
discussions,
some
of
the
discussion
on
the
tourist,
as
spelled
out
by
the
founding
document,
is
that
we're
trying
to
connect.
What
is
the
outlets
to
what
Asano
esteem
and
start
there
in
terms
of
connectivity
walkability
to
encourage
people
to
walk
from
the
optimist
to
what
is
now
it
could
be
the
street
in
la
posada
area
and
the
son
of
Osteen
area.
I
I
take
note
of
a
comment
made
by
Julian.
A
There
we
need
to
also
pay
attention
to
walkability
on
anur,
north
and
south
basis.
If
you
have
employees
that
are
working
just
north
of
the
area
and
it
was
a
friendly
way
to
get
into
the
downtown
area
for
the
for
the
it
could
be
the
street
in
the
restaurants
at
the
Art,
Center,
etc.
It
may
encourage
more
people
to
come
into
that
area.
So,
just
a
point
note,
it
I
packed
event
I'd
like
to
turn
the
floor
over
to
any
other
board
members.
It
would
like
any
comments.
I.
D
Just
want
to
share
as
far
as
a
makeup,
maintenance
and
I
think
I'll,
say:
I
haven't
been
to
the
meetings,
but
I
know
that
they've
been
grouping
in
reference
to
a
downtown,
which
is
part
two
writers
area
I'm,
one
Ramon,
Chavez
implicitly
updates
have
been
attending
those
meetings.
They've
asked
me
to
also
prepare
to
meet
with
them
once
they've
come
I
get
to
an
agreement
or
a
list
of
things
to
address
by
reference
to
maintenance.
D
We
are
starting
to
work
with
cement
departments
to
continue
some
of
the
things
that
may
be
work
being
done,
a
better
that
hadn't
been
done.
I
know,
Ben
was
talking
about
the
trees.
We
did
address
that
about
six
months.
There
was
an
issue
with
a
handstand
the
station
events
I
mean
showing
the
trees.
We
took
care
that
you
mentioned
also
that
the
mulch
around
instead
of
having
an
iron
you
that's
something
that
we're
still
considering
to
continue
doing
power
washing
was
also
have
one
point
in
time:
we're
trying
to
get
it
back.
D
I
guess
if
we
know
that
you
look
at
the
corner
of
Salinas
and
just
are
awesome,
you
could
see
that
those
buffelgrass
there
and
that
no
running
stuff
and
that's
kind
of
the
discussions
that
happen.
A
lot
to
watch
as
well.
That's
private
property
and,
like
I've
mentioned,
that's
an
issue.
We
can
have
to
address
that
the
sidewalks
and
all
that
belong
in
their
private
property,
so
formally
clean
this
and
we're
trying
to
address
that
to
tour
the
city
marshal
and
issue
some
of
these
issues
so
that
we
can
take
care
already
any
Turan
areas.
D
D
And
that
way,
when
we
start
making
so
many
decisions
about
what
we
just
saw
today,
we
can
bring
them
together
with
some
of
the
things
that
are
being
discussed,
apprentice
plan,
the
beautification
of
downtown
and
so
forth,
so
that
we
can
walk
together
and
address
pretty
much
but
number
of
things
overseeing
that
we
want
to
with
Twitter
search
button.
Henry.
G
Can
I
add
something
along
the
lines
over
the
there
was
a
roundtable
that
started
meeting
in
September
with
Blasi
Thunderman
and
a
lot
of
it
had
to
do
with
developmental
obstacles.
But
then
we
realized
there
was
a
lot
of
low-hanging
fruit,
so
we
actually
have
programmed
in
partnership
with
downtown
and
the
city.
The
city
has
taken
the
lead
in
the
beautification
event.
This
is
January
19th
on
a
Saturday
from
8
to
12,
and
the
idea
is
to
work
on
the
car
washing
we're
working
at
and
that's
kind
of,
an
astral
roll.
G
G
You
know
tree
trimming
on
the
city
side
tree
cheering
from
the
private
side
of
Laredo
Main
Street
Priscilla
is
going
to
obtain
permission
required
to
work
on
the
private
sector
side
and,
ultimately,
on
those
quarters
were
the
ones
we
walked
from
some
thought
to
something
buddy
on
Saturday
Olson
and
any
component
could
read
it
and
then
the
detention
of
Parkway
and
convict
those
are
the
strips
that
will
be
working
on
on
the
19th.
Okay.
G
Registry
or
system
so
they're
programming,
a
body
under
80
volunteers,
so
they
come
out
so
for
those
of
you
that
are
downtown
to
come
out
and
join
us,
and
the
idea
is
to
kind
of
do
this
in
partnership.
There's
back
end
of
this
write-up
we're
gonna,
bring
folks
to
open
a
business.
Downtown
is
Carbone
has
been
helping
to
develop
a
flow
flowchart,
a
guidebook
so
to
speak,
and
actually
Julian's
been
participating
in
that
process
to
establish
a
guy
that
people
can
use.
A
G
H
G
At
the
end,
work
work:
okay,
Carol
took
us
down
that
that's
been
like
that
for
a
while.
So
the
other
thing
in
that
round
table
is
we're
identifying.
Who
is
responsible
for
I
guess
parks
is
responsible
for
some.
Some
cleanup
Public
Works
is
responsible
for
other
cleanup,
so
there's
multiple
departments,
so
we've
identified
schedules
I
still
think
there's
a
lot
of
work
to
do
on
power,
washing
and
just
regular
old
maintenance
right,
but
maybes
I
think
it's
good
forward,
moving
action
that
on
the
part
of
the
city
and
other
part
of
the
private
sector,
so.
C
A
C
I'm
encouraged
to
with
everybody's
feedback
and
with
what's
happening,
although
it
seems
to
be
everybody's
forward
progression
to
make
things
nice
and
and
attractive
downtown
and
make
it
another
place
for
commerce
where
you
can
walk
and
go
eat
work.
What
is
it?
Jillian
live
work
and
play
yeah
all
that
sometimes
but
I
I
mean
whenever
I
hear
that
the
especially
that
the
the
public
sector
is
doing
this,
and
that-
and
you
know
like
saying
we
can't
clean
there,
because
you
can't
that's
private
property
in,
but
but
maybe
we
could
and
I.
C
We've
talked
about
this,
where
there
could
be
some
kind
of
committee
connected
to
the
tours
that
that
allows
for
those
stakeholders,
the
private
sector
stakeholders
landowners
to
connect
to
what's
happening
here,
because
there's
a
disconnect
communication
wise
in
this
community
in
this
downtown
community
and
and
I
feel
like.
Maybe
we
could
help
bridge
that
by.
But
we
have
party
well
I'm
representing
the
private
sector
here
on
this
board
and
they
have
some
kind
of
sector
people
that
they
meet
here.
C
H
C
Have
but
I
haven't
been
invited
to
that
committee
and
I
haven't
been
invited
to
any
other
committee
and
I'm
very
interested
in
that
power
line
and
and
I
know
my
moment
right
at
Main,
Street
they're
aware
this
beautification
project
as
of
today
because
of
that,
but
there
are
a
lot
of
property
owners
that
are
very
disconnected
from
our
community,
our
downtown
community,
because
they
don't
know
where
to
go.
They
don't
there's
a
lot
of
frustration
when
Julian
sent
us
on
every
time.
You
try
and
do
something
Patty's
a
business
owner
down
here.
C
Every
time
you
try
and
do
something
Julian's
been
trying
to
open.
Some
he's
had
first-hand
experience
on
what
to
do
where
to
go,
and
so
we've
got
these
plus
at
that
then
I.
Remember
we
did
that
presentation.
You
talked
about
that
you're
going
to
connect
all
of
the
different
committees
or
groups
that
would
work
in
this
community,
the
downtown
community,
but
how'd
that
go
well.
C
G
Yeah
so
I
thought
what
the
and
this
might
take
us
a
little
attendant.
What
the
outlet
Shoppes
was
trying
to
do.
I
thought
that
that
would
organically
become
the
Alliance
but
I
seen
progressively
there's
less
people
attending
so
I,
don't
know
if
that's
actually
gonna
happen
there.
What
the
committing
the
roundtable
was
I
was
talking
about
was
was
developed
because
of
the
conference
center
planning
right
and
it
was
trying
to
address
technical
aspects
where
the
city
could
perhaps
change
policy
change
processes.
G
C
G
E
E
E
E
C
G
G
E
A
I
think
that's
part
of
the
art
right
now
we're
at
the
you
know
we're
going
to
be
contracting
someone
who's
going
to
help
with
the
coordination
of
this
and
I.
Think
part
of
the
coordination
is
that,
if
we're
tackling
just
to
say
just
to
name
the
street
jinglun
says
it
could
be,
that
Lincoln
then
have
to
be
contacted
so
that
they're,
aware
of
what's
going
on
so
they're
aware
of
what
the
projects
going
to
be
looking
like.
Is
that
what
you're,
where
you're,
going
with
that
or
not.
C
H
C
A
You
arrive
at
the
owner
so
that,
if
you're
learning
willing
to
tackle
death,
we
were
behind
you
in
tackling
that.
But
right
now,
as
a
board
member
in
his
chair,
I
have
to
time
I
think
we
need
to
tackle
what
we
were
charged
with
doing
and
that
is
addressing
the
connectivity
in
terms
of
hiring
someone.
Who's
gonna
bring
here
who's
going
to
help
with
design
and
all
of
that,
but
I
think
that's
important
and
that's
where
the
person
is
going
to
bring
in
the
property
owners.
A
D
Mean
I
just
remember
when
we
bought
it,
that's
the
first
thing
they
said
you
know.
Yes,
you
could
do
this,
you
can
have
to
contact.
Each
of
the
owners
know
that
right,
hey.
They
want
any
changes
order
this
stuff,
but
boomers
are
gonna,
be
done
on
the
ground.
They
want
to
go
on
the
ground
so
that
well.
G
I
F
F
A
A
D
A
Did
was
it
acted
in
two
fronts:
it
created
a
standard.
The
ordinance
created
a
standard
of
what
that's
a
bit
of
an
abandoned
building
needed
to
look
like
and
I'm
gonna
use
one
example
it
stuck
in
my
mind:
nothing
can
be
rusty
in
the
building,
and
so
already
that
means
that
no,
the
owner,
the
property
owner,
has
to
make
sure
doors
in
ironworks
doesn't
rust.
So.
A
And
if
they
don't
there's
a
fee
and
there's
a
fine
involved
and
they
also
riad
rest,
the
issue
of
vacant
properties
and
the
taxes
pay
assessed
on
vacant
properties
because
it's
San
Antonio
historically
the
the
argument
was
it's
empty.
You
shouldn't
be
charging
me
so
because
it's
there's
no
business
going
on
here
and
the
city
just
say
yeah,
but
it's
been
empty
for
ten
years.
You
just
don't
want
to
do
something
with
this.
A
E
A
A
I
J
D
Are
the
kind
of
decisions
that
need
to
be
made?
How
much
time
do
we
hear
somebody
to
break
stairs?
Be
it
the
owner
of
it
the
tenant?
But
if
we
see
that
this
building
has
been
there
and
I
mean
I
went
to
the
park
is
an
example:
I
went
to
the
meeting
the
parking
lot
meeting.
Those
self
will
wonder
one
of
them,
the
that
was
several
and
one
of
them.
One
of
the
owners
said
well,
I
fix
my
building
when
they
figure
out.
You
know
what
I
fixed
my
building
into.
D
B
Mean
the
answer
to
that,
though,
is
something
I'm
pretty
sure
when
they
implemented
that
policy
were
talking
about.
I
would
almost
guarantee
my
head
that
they
also
implemented
the
chip
policy
and
other
incentive
policies
to
actually
fix
the
buildings.
Oh
you
know
as
a
property
owner,
that's
I'm
scary,
but
you
know,
if
you
add,
incentives
to
fix
and
do
all
those
things
right.
Then
it
makes
sense.
I.
A
Picked
up
the
the
the
email
can
offset
up
order
to
the
board
members
so
that
you
can
all
have
it
and
in
answer
to
the
questions
then,
with
Skeen
so
bet
there
is
I,
don't
know
if
it
was
because
of
the
downtown
720
house
in
downtown
Houston,
Streeters
I,
don't
know
in
a
South
town
terms
and
that's
the
areas
that
it
affected.
I
don't
know
if
if
they
were
responsible
for
it
or
it
was
a
city
initiative,
but.
F
J
G
F
E
C
Terms
in
place,
the
church
boys
work
together
with
whatever
public
improvement,
district
business,
district
management
district,
whatever
the
property
owners,
businesses
whoever's,
contributing
right
work
together,
a
lot
somewhere
into
some
kind
of
mall
Association
home,
where
so
Community
Association
to
maintain
the
whatever
the
tourist
builds.
The
the
district
business
improvement
in
regulates
public
Improvement,
District,
Management
District.
There
multiple
names
because
they
have
different
or
detail
they
manage
and
maintain,
and
that's
how
that's
how
it
was
for
right.
That's
what
cities.
G
E
H
B
J
E
H
D
D
It's
like
I
was
telling
Julian
as
well.
I
mean
this.
Will
this
when
this
was
prepared?
Obviously
the
disk
Amane
discussion
was
a
convention
center
Convention
Center,
taking
a
little
bit
of
a
different
turn.
Does
that
mean
that
we
have
to
keep
the
same
12
blocks
or
in
this
direction?
Now
nothing
says
that
we
can't,
you
know,
go
west
to
the
eastern
thought,
I
lost
that
and
then
take
one
of
these
other
ones
and
go
all
the
way
up
to
like
you
were
mentioned,
the
federal.
E
J
J
A
Question
is
tiny
there,
but
but
I
think
that's
critical.
It
would
especially
we're
gonna
have
any
project
that
helps
interact
with
the
property
owner
and
again
we're
not
saying
this
is
what's
gonna
be
done,
it's
just
an
example
and
I
will
say
this
with
its
cavity,
but
can
we
have
a
facade
program
in
place
so
that
the
property
only
contributes
something
to
the
Posada?
The
church
retrieving
something
to
the
facade?
Well,
we
need
to
know
who
the
property
owners
are.

C
J
J
G
Separate
okay,
like
my
only
comment,
was
to
admit,
perhaps
or
might
be
in
a
second
to
expand
to
take
it
all
the
way
to
Santa
Lucilla
in
the
event
that
we
do
have
a
conference
facility
between
some
of
them
out
of
the
lens
and
I
was
seeing
you
don't
want
to
leave
that
out.
I
know
you
could
change
it
later,
but
right
I,
don't
know
that
it
would
hurt
to
take
yourself
all
the
way
to
some
time.
So,
like
would.
A
D
E
A
D
B
I'm
not
sure
if
it
was
quite
Franklin
the
same
motion
but
I
I
do
think
you
need
to
have
some
form
of
connection
to
eat
the
beard
that
he's
at
the
end
of
the
day,
the
most
amount
of
investment-
that's
happened,
I
want
to
say
much.
The
permanent
we've
been
along
so
I,
I,
I.
Think
it's
just
as
important
and
I.
Don't
really
understand.
The
clear
nature
of
the
motion
to
just
say
is
that
where
all
the
money's
going
from
this
war
know
focus,
and
so
as.
A
E
E
A
Have
to
start
somewhere
and
what
we're
saying
here,
the
board
is
agreeing
that
we're
looking
at
this
connection
as
a
start
to
be
moving
forward.
Certainly
one
you
hired
someone
we're
gonna
have
to
be
looking
to
connecting
the
other
parts
enjoy
it
into
it.
It's
not
at
the
at
the
expense.
But
when
you
put
your
first
dollar
down
somewhere,
it
has.
We
have
to
be
site
where
that
dollars
gonna
go
you're.
A
E
A
I
E
I
B
B
B
B
H
A
That's
and
so
I
don't
want
to
see
again.
What
I
don't
want
to
do
is
create
the
impression
that
I
can't
we
can't
I,
don't
want
to
say
yes
to
everything.
Yes,
we're
going
to
do
that.
You
know
we
have
we
have
we.
We
have
X
amount
to
begin
with,
so
we
have
to
target
a
block
that
we
work
on
which
block?
Are
we
saying?
Is
the
board
saying
we're
going
to
target
first?
A
B
A
Purposes
so
that
we
didn't
mention
the
three
blocks,
because
we
have
to
connect
something,
and
the
council
was
specific
in
saying
we
needed
click.
This
is
this
is
not
up
to
us,
we're
not
deciding
that
the
outlets
are
going
to
be
connected
to
this
area.
It's
a
council
direction.
They're.
The
outlets
have
to
be
connected
to
this
area.
Now.
A
C
A
D
And
also
even
you've
mentioned
lighting
a
couple
times,
someone
when
I
was
telling
him
I,
don't
know
we
have
time
to
join
us.
You
know
what
he
himself
just
if
they
mention
anything
a
lighting.
We
are
already
doing
some
of
that.
We
have
X
amount
of
dollars.
We
we
see
some
lighting
and
we
stock
that
I
need
to
read
it.
We're
gonna
continue
just
so.
They
again
know
that
at
least
on
this
area.
Where
are
you
working
on
it?
D
B
So,
just
to
use
an
example
of
the
walk
that
we
just
did.
This
is
my
concern
of
leaving
certain
sector
understand
the
majority.
Let's
say
you
have
a
time
you
say:
there's
these
four
blocks
but
where,
but
we're
gonna
project
manage
these
nuts,
the
keys.
This
is
what's
happening
within
this
board.
It's
you
guys
are
gonna,
come
and
say
this
is
what's
gonna
happen
within
this
area
and
you
leave
an
area
out
of
that
not
in
dollars
but
in
in
in
Planet.
